Speaker Abbas: Rekindling hope in an embattled nation

In the face of economic hardship, high-level insecurity, near social unrest and opposition harassment, Speaker of Nigeria’s House of Representatives, Tajudeen Abbas has found a new way to push back against the ‘forces’ that are threatening to undermine the stability of the government. As a major stakeholder and number 4 citizen, going by the national order of precedence, Rt. Hon. Abbas has a lot to be worried about. Daily, he is inundated with troubling reports of hunger and anger from the 360 members of the House of Representatives whom he presides over.

As the people’s parliament, the Green Chamber has a reputation to have intervened in critical issues of national interest at crucial moments. This time around, the harsh economic realities are beginning to threaten peace, security and social stability. Speaker Abbas with his colleagues has come out to lend his voice to douse the tension. “We are acutely aware of the rising security challenges affecting different parts of the country,” he said. At an unusual “World Press Conference” recently addressed by Abbas, the Speaker acknowledged the pain and suffering of every family that has been a victim of brutal crimes and needless violence. “Let it be known that your cries have not fallen on deaf ears and your tears have not gone unseen. We stand in solidarity with every Nigerian affected and commit to deploying robust legislative measures to empower our security agencies, ensure justice, and restore peace and order in our communities,” he said, in reference to the renew wave of banditry and kidnapping across the country.

While acknowledging the government’s efforts, the Speaker noted President Bola Tinubu’s commitment to improving the security situation and enhancing the capability of the armed forces. “On Tuesday this week, I attended the induction ceremony of the T-129 ATAK helicopter and the King Air 360i aircraft into our esteemed Air Force. The acquisition of these state-of-the-art aircrafts clearly indicates the government’s dedication to investing in the security infrastructure of our nation. It reflects a proactive stance in adapting to the dynamic challenges of modern warfare and a commitment to providing our armed forces with the best tools to defend Nigeria and our people.

The Speaker recalled that on November 8, 2023, the President signed the N2.176 trillion Supplementary Appropriation Act to strengthen Nigeria’s security architecture and address Nigeria’s critical infrastructure deficit, amongst other considerations. These investments in the face of global economic downturn and budgetary constraints attest to the government’s determination to end insecurity in Nigeria,” he argued. While recognising and commending the patriotic and courageous efforts of the security agencies, Rt. Hon. Abbas advocated for “changes where necessary.” The Speaker hinted on a forthcoming Legislative Summit on Security will address. This summit, which comes up in a matter of weeks, will, among others, allow us to hear directly from the key stakeholders in the sector and come up with legislative measures to modernize our security system and improve its operational efficiency and effectiveness. As emphasized in our Legislative Agenda, the time has come for us to demand greater transparency from our security agencies and full accountability for all the funds spent and earmarked for spending in the sector. We kick-started our sectoral debates in November last year with the Service Chiefs and the Inspector General of Police to demonstrate the seriousness we attach to security.

Reflecting on the economic downturn and Its Implications, the Speaker noted the high inflation rates, particularly the rate of food inflation under which the nation is groaning.. As you are all aware, various factors, including insecurity, economic downturns and climate change-induced disruptions have exacerbated this crisis. While commending Tinubu for what he described as his “rapid and decisive response to the issue of food security, he said the 2023 Supplementary Budget provided a N200bn palliative package, mainly for grains, seeds, agricultural inputs and equipment for farmers. This momentum has been sustained in the 2024 Budget, which has significantly improved budgetary allocations to all critical sectors of the economy, especially defense, healthcare, education and infrastructure.

According to him, the President, in 2023, declared a state of emergency on food security, focusing on improving both availability and affordability. Some immediate measures approved the release of fertilizers and grains to farmers and households, particularly given the fallouts from the removal of fuel subsidies. Others include boosting the national strategic food reserve and introducing a price stabilization mechanism, especially for critical food items. And just a few days ago, President Tinubu also constituted a special presidential committee headed by the Chief of Staff to take immediate steps to arrest the worsening food situation.

He pledged the National Assembly’s continuous support for the government’s efforts toward finding effective solutions to these challenges. For the first time in the history of the Nigerian legislature, the 10th House set up a Committee on Nutrition and Food Security with a mandate to strengthen the legislative framework for nutrition governance in Nigeria, advocate for the inclusion of nutrition in government priority programmes and monitor resource allocation to nutrition in the annual budget estimates.

The Speaker assured that the House will prioritize funding for programmes and initiatives to alleviate hunger and enhance security. We are fully committed to supporting policies that will stimulate our economy, provide relief, and ensure relief is felt in every home. In addition to promoting security so that farmers can feel safe to return to their farms, the House will support import and export policies that stabilise food prices and ensure adequate supply of essential food items at affordable rates, especially for our constituents living in rural areas. We also propose enacting legislation to enable swift government response to tackle food shortages, including emergency food aid and support for affected populations.

Abbas called for unity and synergy among all arms of government, stating that the synergy between the executive, legislative, and judiciary is paramount. “We must function not as isolated entities but as a cohesive unit with a common goal – the welfare and progress of our dear country. As declared in Section 14 of the 1999 Constitution of the Federal Republic of Nigeria (as altered), “the security and welfare of the people shall be the primary purpose of government”. This cannot be achieved by one arm of government alone but by all of us working together for the common good. It also requires greater engagement with citizens who have a duty to hold their elected representatives accountable and demand more government action.

The Speaker’s intervention, without doubt, offers a respite to the Executive arm. It is indicative of the cooperative partnership that the former needed to deliver on its renewed hope agenda for Nigerians. How well the messages resonate with the hungry and the angry is another kettle of fish.

FG implements strategic reforms to restore economic recovery – Abbas

The Federal Government said it has implemented some strategic reforms to restore economic stability in the country.

Mr Abbas Tajudeen, Speaker, House of Representatives, disclosed this on Saturday during the opening ceremony of the 45th Kaduna International Trade Fair in Kaduna.

“There have been creative steps in policy reforms across all the sectors, with intended focus on repositioning our nation as truly the economic giant of Africa producing significant achievement in fiscal and monitory consolidation.

“It is also expected that the resultant effects of these steps will lead to reduction of the menace of insecurity affecting our economic growth, strengthening our public service institutions and improvement in the overall business environment for increased productivity.

“We are beginning to see dividends of new policies of this administration with a boost in investment growth across major segments of the economy, attracting new foreign investors and returning the country back to a sustainable and inclusive road path.

“The road might appear rough, but I am happy, we are making significant progress.”

Abbas said there was specific improvement in the Nigeria non-oil sector in the last Bureau of Nigeria Statistics’s report, adding, “the quarter for 2023 GDP report shows an improvement of 3.46 per cent growth from the previous growth of 2.54 per cent.

The speaker said, “We are surely not where we are expected to be at the moment but the good news is that we are not where we were yesterday. We are surely making progress.

“The theme of this year’s fair, reminds us of the fact that Nigeria’s problem can only be resolved by Nigerians.

“We must all be ready to collaborate and support the federal government’s efforts in energising the economy through the creation of an investment friendly environment.

“Our dear country Nigeria is blessed as a nation with abundant human and natural resources and the right policies for economic growth.

”With the economic will power to implement the policies available, Nigeria has the capacity to become one of the global economic powers.”

Abbas urged all the stakeholders to support the drive of the present administration to bring an economy that has the capacity to bring prosperity to all Nigerians.

He added, “The 10th National Assembly is determined to ensure that business owners and investors in Nigeria’s economic space are specifically provided with more conducive environment to succeed/

”The will succeed profitably with marginal returns on investments and their capital well protected with various business incentives currently under implementation by this current administration.

“It is time to roll up our sleeves and work for the common good of our people, for history beckons on all of us to do so.

“We will ensure that entrepreneurs in Nigeria receive all the necessary support needed in commitment to make significant contributions in creating a new Nigeria.

”This is to have the growth of digitalised economy, sustainable employment for our teeming youth and making our country to gain a frontline position as the bedrock for economic growth and development in Africa.”

According to Abbas, the National Assembly  wants the whole world to know that Nigeria is now opened for business, adding, ”and we are ready to regain our position as the economic giant of Africa.”

Gov. Uba Sani of Kaduna State,  while declaring the trade fair opened said the occasion was a celebration of the entrepreneurial spirit and economic vitality that defined the state.

The governor, who was represented by Mr Yusuf Seleh, Permanent Secretary, Ministry of Business, Innovation and Technology said that the state government will soon support 4,000 small and medium enterprises in the state with about N4 billion.

400,000 policemen not enough to secure Nigeria – Speaker Abbas

House of Representatives Speaker Tajudeen Abbas has said that the number of policemen placed at about 400,000 is not sufficient to provide security to over 200 million Nigerians.

Speaking during a courtesy call by the association of Clerks of State Houses of Assembly on Thursday, Abbas who was represented by the Deputy Speaker of the House, Hon Benjamin Okezie Kalu, said that it has become necessary to establish state police.

He said state policing will increase internal security because the operators are already familiar with the terrains they are to police.

Abbas said that the establishment of State Police is akin to the amendments made to issues of railway, power amongst others by the 9th National Assembly to enable the States enjoy some constitution rights under the concurrent list to delve into those issues.

He said: “On other key nationally important matters like state police, for example, the House recognizes the diverse perspectives and needs across different states. We believe that through constructive dialogue and a willingness to find common ground, we can arrive at solutions that truly serves the best interests of all Nigerians.

“Talking about state Police, you will remember also that we did something with the Correctional Services. These are issues that ordinarily fall into the exclusive list of the Constitution of the federal of republic of Nigeria which you had no business tampering with. But in the spirit of true federalism, the 9th and 10th Assemblies are determined to bring some of these for better governance to take it from the exclusive list to the concurrent list. We did that with the railway and power in the 9th assembly. The question is, how many of the states have drafted laws, domesticating that in their state?

“Now, the State Police is here. We want to use the legislative intervention to improve the needs in our society. One of our needs is security. And we have tried the one layer police system and they overwhelmed us. The truth remains that 400, 000 policemen, policing over 200 million people can never give you the expected security. It is not even in line with the international best practices on police per citizen policing.

“How do we make it trickle down and achieve what we are looking for. Imagine a brother of mine trained in Sokoto or Kaduna during his training as a policeman and he finished and was sent to Bayelsa, a riverine area where the culture is different, language is different, even the way of movement is different -they use mainly boats and this our brother has a phobia for water, how do you expect him to police the people who swim? The policing will not be thorough. But take a man from that community who knows the in and out of the geography of the area, train him around that place, send him to police, you will agree with me that he will police better. The same thing if you take my brother from Bayelsa to Sokoto, he will not police better than the Sokoto man.

“Yet, the spirit of one nation, national integration, federal character is key and cannot be tampered with. That is why the federal police can have the coloration of what it is at the moment.

“And another thing is, if we don’t streamline it, you will see pockets of organizations, vigilante groups springing up everyday, getting armed everyday. If tomorrow we are not able to manage them in line with the core principle of policing, we may end up creating monsters that will add to insecurity.”

Abbas also called for collaborations among the national parliament and the State Assemblies with regards to the ongoing constitutional amendments.

“The House of Representatives recognizes the crucial role State Assemblies play in shaping the fabric of our nation. We understand that effective governance in a federal system like ours requires inter-governmental collaboration and synergy between the government at the center and the federating units.

“The Nigerian constitutional amendment process has long been a subject of national discourse, and rightfully so because the society is dynamic. It presents a unique opportunity to address critical issues, strengthen our institutions, and pave the way for a more prosperous, enviable and equitable future for all Nigerians.

“However, this process cannot succeed without a unified front. It’s been tested time and again that the federal legislature in isolation of the states legislature cannot amend the constitution. The constitution is clear on that. Responsibility is shared.

“The House of Representatives firmly believes that collaboration between the National Assembly and State Assemblies is essential to achieve meaningful and lasting reforms. The clerks are the backbones of the State legislature.

“We are committed to working closely with you, the Clerks who serve as the backbone of your respective legislative houses, to ensure open communication, exchange of ideas, and a shared understanding of the issues at stake,”he said.

  • We will work closely with Executive to tackle multifaceted challenges, says Speaker Abbas

We will work closely with Executive to tackle multifaceted challenges, says Speaker Abbas

Speaker of the House of Representatives, Abbas Tajudeen said on Thursday that even though the current democracy is designed on the principle of separation of powers, the House will continue to work closely with the Executive arm to address the multifaceted challenges facing the nation.

The speaker, who spoke during a valedictory session in honour of former Speaker of the House, late Ghali Umar Na’abba, said that the collective goal of all Nigerians especially those in government must be to chart a new course of development for the nation.

He said the principles of separation of power thrive on synergy between arms of government, adding that it is not a design for division but a formula for collaboration.

The speaker pledged that the House will expedite the passage of critical legislation that will empower the Executive and support the President in tackling the nation’s economic challenges.

He said: “Through constructive partnership grounded in dialogue and cooperation, we can address the present difficulties and lay out the blueprint for a new Nigeria that is the economic powerhouse of the region and the world.”

He said the journey since the return to democracy in 1999 has not been without its challenges, saying “Nigeria has faced and continues to confront a myriad of issues and challenges. Yet, the resilience of our democracy, strengthened by the contributions of Rt. Hon. Ghali Umar Na’Abba and many others who followed him have allowed us to navigate these tumultuous waters with hope and determination.

“Today, we are reminded ever more eloquently of the profound truth that the true measure of a life well-lived is not found in the accumulation of wealth but in the legacy of service one leaves behind. May his family and friends find comfort in the knowledge that his legacy will endure in the hearts and minds of all who knew him and generations to come”.

Speaking on the legacies of the late Na’abba, Speaker Abbas said: “He was a modest and deeply religious man who gave the last full measure of devotion to his work and Nigeria. He lived a simple life but always with the end in mind. His life is, therefore, a worthy lesson for political office holders of today and generations of politicians to come.

“While this is a moment of grief and national mourning, it is equally a time for sober reflection and celebration of his unblemished public service record and enduring legacy. At a more personal level, I am humbled by the enormity of his contributions and inspired by the purity of his vision.

“As we reflect on his life, we are reminded of the enduring strength of our democracy and the pivotal role of the legislature in that regard.

“At the dawn of the Fourth Republic in 1999, Nigeria stood on the threshold of history. After long years of military rule, Nigerians longed for stability, democracy, and governance that resonated with their hopes and aspirations. It was in this context that Hon. Na’Abba assumed the position of the Speaker, guiding this House with wisdom, dedication, and unwavering commitment.

“His tenure laid the foundations of a robust, independent legislature, vital for the checks and balances that underpin a vibrant democratic system. His leadership was characterised by a profound understanding that the strength of a democracy is measured not just by the freedom enjoyed by its citizens but also by the strength of its institutions.

“Under his stewardship, the House of Representatives emerged as a forum for vigorous debate and a powerful instrument for change and development. He championed laws and reforms that continue to impact our nation, fostering economic growth, social justice, and the welfare of all Nigerians.

“Additionally, he laid a solid foundation for the growth and development of this House and pursued institutional building with unparalleled vigour and passion.

“Moreover, his tenure was marked by efforts to ensure the independence of the legislature, recognising that a truly democratic society thrives when its legislative arm operates without undue influence, freely articulating the will and aspirations of the people.

“He worked diligently with his colleagues to ensure the National Assembly budget was put on first-line charge. He also formalised the legislative aides’ system we operate today, which continues to boost the capacity of legislators for enhanced performance.

“The vision of Hon. Na’Abba has been supported by successive administrations, with the Executive arm working in concert with the National Assembly to ensure good governance, transparency, and accountability.

“The contributions of Hon. Na’Abba to legislative strengthening and institution building are indeed too numerous to mention. He established a strong bond with the people through the first Legislative Agenda of the House of Representatives, tagged, ‘House Contract with the Nigerian People.”

Reps will produce a better Electoral Act ahead of 2027 elections – Abbas

Speaker of the House of Representatives, Abbas Tajudeen has assured Nigerians that the 10th House would work hard to produce a better Electoral Act that would ensure improved elections in 2027.

Abbas, who spoke when the European Union delegation to Nigeria and Economic Community of West African States visited him in his office, said the House has already identified areas in the electoral law that need to be strengthened ahead of the next election cycle.

He said a further review of the current Act would produce better results in the 2027 elections, adding that under his leadership, the House would do its best to pass legislation that encourage women and youth participation in politics and governance.

He said: “I want to particularly express our appreciation to the European Union for all the supports and contributions that you have been giving the Nigerian Government, and by extension the Nigerian Parliament since 1999.

“It is on record that you are one of the biggest singular contributors in terms of technical support to the National Assembly since inception of this institution in 1999.

“We have already set the ball rolling and the machinery in action. We realised that in spite of all that we did in 2022 to strengthen the law (Electoral Act), there are other issues that cropped up, which require our attention, and we will not leave any stone unturned.

“All those areas of weaknesses in the Electoral Act, we are going to revisit and review them. I want to assure you that the 2027 election will be a better election than the 2023. And the laws that we are going to review would be the best for this country”

The Speaker informed the EU delegation that the 10th House has created about 15 friendship groups for EU countries alone, noting that a new one dedicated to the EU and its Parliament would be set up soon.

He said the 10th House has raised the number of standing committees dedicated to women and their interests from one to two, namely Committee on Women Affairs and Committee on Women in Parliament.

“Women in Nigeria require additional support. It is not easy for a woman to emerge (as a candidate) in any political party. It is not easy for any woman to actually emerge victorious in any election. They need to be supported.

“Our vision is for the women who are here today to be reelected in 2027 and beyond, but that cannot be possible unless we showcase these women as role models, to serve as inspiration for other women who may want to aspire to be legislators in the future. The only way we can do that is by giving them special assistance, that is why in the 10th House, women are accorded prominence.”

He said that the youth in the chambers were also given prominence, saying a special committee known as the Committee on Youth in Parliament was established for members under the age of 45.

He said: “Those are the two areas that we would want to see more cooperation between us and you – the EU; on how we can support our women and youth more. If we are able to achieve these, I think we would be making a lot of progress.

“Additionally on the issue of women, I want to assure you that this constitutional amendment that we are just about to take off, we would give all the resources needed to ensure that this time around women representation was taken seriously – not only in the legislature but also the executive.

“We will do everything humanly possible to ensure that we do not repeat what happened in the 9th Assembly.

“Under our leadership, we have set the ball roiling and we are just waiting for the time. By the grace of God, women would be accorded the kind of recognition they require in the Constitution of the Federal Republic of Nigeria.”

Earlier, Ambassador Ms Samuela Isopi raised three issues of concern to the EU, namely, women in politics and governance, electoral reforms and inter-parliamentary relations.

She said the EU has been a champion and an advocate of democracy, and has supported Nigeria’s democracy since its return in 1999. She added that at the request of the Nigerian Government, the EU continues to monitor elections in the country and makes observations and recommendations.

The EU ambassador also noted that investment on democracy is one of the best decisions a country could take for the future of its people.

She stated that the National Assembly remained one of the EU’s partners in the support for democracy in Nigeria, noting that the body was willing to provide supports to the country on electoral reforms, women representation, and inter-parliamentary collaborations.

Speaker Abbas laments non-compliance with safety standards

Speaker of the House of Representatives, Tajudeen Abbas, has raised concerns over disregard and non-compliance to safety standards and regulations by several public and private institutions across the country.

He said that the parliament is saddened by catastrophic events across the country ranging from fatal motor accidents, explosions, boat mishaps, accidental discharge, market fires that have claimed innocent lives, and loss of properties.

“I hereby urge Heads of both private and public institutions to wake up to their responsibility and control the risks inherent in their operations. They should implement a systematic and holistic approach to safety (systems, behaviour, process, etc) and engage competent persons to manage them.

We at the House of Representatives have not exempted ourselves from this scrutiny; in addition to the upgrade of our safety and security architecture, we are conducting a fire risk assessment of our complex, which will be followed by a fire drill in due course. On this note, I wish to formally launch the Strategic Document of the House Committee on Safety Standards and Regulations.”

The Chairman House Committee on Safety Standards and Regulations, Sulaiman Abubakar Gumi, promised to leverage the huge potential of human resources available to the committee.

He urged the President not to hesitate in making changes where needed.

Abbas said: “The acquisition of these state-of-the-art aircraft indicates the government’s dedication to investing in the security infrastructure of our nation.

“It reflects a proactive stance in adapting to the dynamic challenges of modern warfare and a commitment to providing our armed forces with the best tools to defend Nigeria and our people.

“While recognising and commending the patriotic and courageous efforts of our security agencies, we must have the courage to effect changes where necessary. These are among the issues that the forthcoming Legislative Summit on Security will address.”

The Speaker added: “The time has come for us to demand greater transparency from our security agencies and full accountability for all the funds spent and earmarked for spending in the sector.”

Abbas acknowledged critical steps taken so far by the Tinubu Administration.

He said: “The 2023 Supplementary Budget provided a N200billion palliative package, mainly for grains, seeds, agricultural inputs and equipment for farmers.

“This momentum has been sustained in the 2024 Budget, which has significantly improved budgetary allocations to all critical sectors of the economy, especially defence, healthcare, education and infrastructure.

“In 2023, the President declared a state of emergency on food security, focusing on improving both availability and affordability.

“Some immediate measures approved include the release of fertilisers and grains to farmers and households, particularly given the fallouts from the removal of fuel subsidies.

“Others include boosting the national strategic food reserve and introducing a price stabilisation mechanism, especially for critical food items.

“And just a few days ago, President Tinubu constituted a special presidential committee headed by the Chief of Staff to take immediate steps to arrest the worsening food situation.”

Gowon to Nigerians: cooperate with govt

Also yesterday, former Head of State Gen. Yakubu Gowon urged citizens to support the government as it navigates through the challenges.

He spoke at the Bible Society of Nigeria (BSN) 15th Founder’s Day, annual lecture and awards in Lagos.

Its theme was: “Security, social justice and poverty eradication: clarion demands on governance in Nigeria.”

Gowon, who is the patron, expressed sadness over rising insecurity and inflation.

He said: “The matter of insecurity in the country is a problem for discussion at the council of state where former heads of state meet to discuss burning issues.

“We will be willing to discuss with the President on a number of issues ranging from insecurity, hunger, and poverty among others for a quick solution.”

He urged Nigerians to cooperate with the government by providing useful security information to relevant agencies.

Gowon, who went down memory lane, said it was never his ambition to be the head of state.

He said he became one through circumstances, adding it was never his intention to fight the civil war.

Gowon also said he never hated any section of the country.
