    ‘Kwara cassava farmers yet to benefit from N1bn agric loan’

    The Kwara Chapter of Cassava Growers Association of Nigeria on Friday said its members had not benefitted from the N1 billion Federal Government Agriculture Loan Scheme in the state.

    Mr Sunday Moses, the Secretary of the association, disclosed this while speaking in llorin.

    He said his members had acquired lands to cultivate cassava in large quantities and opened bank accounts in response to the request from the state government.

    According to Moses, the state government has disbursed N1 billion to 500 others small scale farmers and 40 commercial farmers in the state.

    The Secretary alleged that the agriculture loan was received by the state government from the Federal Government on behalf of 2000 farmers which included 500 cassava growers.

    He expressed regret that none of his members benefited from the loan scheme.

    Moses said that about 500 members of the association had opened accounts with the Union Bank in line with the state government’s directive.

    He said that his members had been in the process of securing the loan for about one and half years now, but nothing had been forthcoming.

    “Five hundred members of our association have done the necessary things and submitted necessary documents, but it is surprising when the commissioner for agriculture said there was no provision for them,” he said.

    Moses appealed to the state government to consider the interest of his members of as they were part of the 2000 farmers that the loan scheme was meant for.

    In his reaction, Mr Anu Ibiwoye, the Special Adviser to Governor Abdulfatah Ahmed on Agriculture, said the state was yet to receive the N1 billion loan meant for cassava farmers in the state.

    He said the opening of account with with the Union Bank was just one of the conditions of taking the loan, adding that the cassava growers in the state were yet to meet other conditions to access the loan.

    Ibiwoye gave an assurance that the state government would release the fund as soon as the Central Bank of Nigeria CBN disbursed it to the state.

    Kwara Assembly passes 2017 revised Appropriation Bill of N166bn

    The Kwara House of Assembly on Tuesday passed a revised 2017 Appropriation Bill of N166.1 billion.

    The passage of the bill was in response to the request of Gov. AbdulFatah Ahmed in his message to the House early in October.

    The revised state Appropriation Bill was passed after the House had approved all the classes on the bill during the committee of whole, which lasted less than one hour.

    According to the bill, the revised capital expenditure expenditure is now N80.9 billion, while the recurrent expenditure is N77.6 billion.

    After the Clerk of the House, Alhaji Mohammed Katsina had read the bill for the third time, the Deputy Speaker, Mr Mathew Okedare, who presided over the plenary, directed him to produce a clean copy of the bill for the governor’s assent.

     The House had earlier approved over N160 billion as 2017 Kwara budget.

    In another development, the house called on the state’s Commissioner of Police, Lawan Ado, to critically look into complains about his officers and men over allegations of harassment.

    The house made the call after considering a matter of urgent public importance raised by Masud Bakare (APC, Omupo constituency).

    Bakare had alleged sexual harassment of a female along pipeline road in Ilorin by some Special Anti Robbery Squad ( SARS ) Officers under the command.

    Academic staff, COEASU, go spiritual over unpaid salaries

    Members of the Academic Staff Union of the College of Education ( COEASU ), Ilorin said they had embarked on prayer and fasting to ensure payment of their outstanding salaries by the Kwara Government.

    The Chairman of the union, Saba Daniel, on Monday in Ilorin said they went spiritual because the state government was yet to address the issue.

    ”We are still waiting because the issue is yet to be addressed, so we have resorted to fasting and prayers.

    ”The suffering is too much for our members because most of us can no longer cater for our families or send our children to school.

    ”Non payment of salary is a silent killer, so we are pleading with the state government to meet our needs and settle us,” Daniel said.

    He, however, said that the decision to either call-off the strike or continue with it depended on members of the union.

    In his reaction, the Senior Special Assistant to the Governor on Media and Communications, Muideen Akorede, said the subvention for the college for the last quarter would soon be released.

    ”The issue is not about prayers, Gov. Abdulfatah Ahmed has pledged to settle all outstanding salary arrears to state-owned tertiary institutions in this last quarter, ” Akorede said

    Gov. Ahmed urges Eagles to start early preparations

    Gov. Abdulfatah Ahmed of Kwara State has called on the Super Eagles to commence preparations for the 2018 FIFA World Cup scheduled for June in Russia in earnest.

    A statement by Ahmed’s Chief Press Secretary, Abdulwahab Oba, disclosed that the governor on Sunday in Ilorin also congratulated the Super Eagles for qualifying for Russia 2018 FIFA World Cup.

    According to it, Ahmed said Eagles’ qualification has once more demonstrated the nation’s strength in football, which made Nigeria the first African country to qualify for the tournament in Russia.

    The Super Eagles qualified for their 6th World Cup appearance with a match to spare after beating Zambia 1-0 in Uyo on Saturday.

    Gov. Ahmed commended the players for their doggedness and determination to fly Nigeria’s flag at the competition.

    “The Super Eagles should commence preparations for the World Cup immediately, so that Nigeria won’t just make up the number at the biggest football fiesta, but further make Africa proud,” he added.

    The governor however urged the Federal Government to monitor strictly the team’s preparation for the World Cup because of the unity sports generally brings to Nigerians.

    He also promised to further make the state enabling for sports development.

    Ahmed pledged to renovate the state’s indoor sports hall to world standard before the end of his tenure.

    Kwara State Governor Abdulfatah Ahmed yesterday swore in Mrs. Susan Dupe Oluwole as the 20th head of service.

    She was urged to introduce innovation to move the service forward and create conditions for high performance by civil servants.

    Speaking at the swearing-in at the Government House, Ilorin, Ahmed advised the head of service to “innovate new approaches to ensure efficiency and enhance government’s capacity to meet people’s aspirations, especially in internally generated revenue and optimal resource utilisation.”

    He said: “We live in an increasingly dynamic, technology-driven world on one hand, while we are faced with dwindling government resources on the other.

    “The civil service is the engine room of the government. It is an ingredient for good governance. A weak bureaucracy challenges efficiency in the government.”

    The governor urged Mrs. Oluwole to re-enact the commitment, devotion and teamwork responsible for excellence the civil service is known for.

    He hailed ex-Head of Service Hajia Zahra Omar for her contributions to the civil service and advised Mrs. Oluwole to build on the efficient civil service.

    The head of service assured Ahmed that she will do her best to justify the confidence reposed in her.

    Mrs. Oluwole, who dedicated her appointment to God and the womenfolk, sought the governor’s and civil servants’ support to make impact in the civil service.

    Ahmed advocates equitable redistribution of resources

    Kwara State Governor Abdulfatah Ahmed has called for special focus on political economy in the quest for true federalism, to ensure class elevation and egalitarianism.

    The governor, who spoke yesterday in Ilorin at All Progressives Congress’s (APC’s) Northcentral Zonal Public Meeting on True Federalism, said the core of the present agitation for true federalism or restructuring was a drive towards redistributing resources in an equitable manner.

    He said: “This dialogue should explore ways of ensuring the greatest good for the greatest number of our people. That, to me, is what we must address our minds to within the context of our federation or any other structure we may come up with.”

    Ahmed said any structure that meets the economic and political aspiration of majority of citizens will be welcomed.

    “The nationwide dialogue by APC on true federalism”, he said, “connects with its expressed commitment to making governance more meaningful to the people by changing the way people are governed, especially in terms of access to and allocation of resources.”

    Osun State Governor Rauf Aregbesola said the APC set up the committee on true federalism to aggregate views on how the nation should be governed.

    Aregbesola, a member of the committee, said the party made efforts of robust discussion in moving the country forward, rather than imposing on Nigerians.

    Niger State Governor Sani Bello said the state had garnered the opinions of its stakeholders and resolved to committing to issues of national development.

    Bello, represented by his Special Adviser on Political Matters, Mr. Solomon Nyaze, said the state did not support division of the country, but wanted policies that would promote national unity and devolution of power.

    Kwara to deploy solar energy to villages, SMEs to boost economy – Ahmed

    The Governor of Kwara, Abdulfatah Ahmed, says the state government plans to deploy solar energy systems to villages, small scale businesses and key government establishments to boost electricity supply.

    He made the disclosure on Sunday when he received the National President, Licensed Electrical Contractors Association of Nigeria, Otunba Dele Akintola at the Government House, Ilorin.

    According to the governor, the plan, when materialised, will also enhance economic activities of the state.

    He said the move would provide alternative source of energy supply to critical sectors of the state economy, instead of waiting endlessly for energy supply through the current hydro-thermal energy source.

    “Those to benefit from the proposed solar energy systems include Water Corporation, hospitals, villages, small businesses and isolated critical government areas.

    “Energy is the most important ingredient and determinant of economic growth and development of any country in the world,” the governor said.

    Ahmed said the first phase of Light up Kwara had commenced with the erection of street light across major roads within Ilorin, the state capital.

    He promised to extend the solar powered street light to other towns in the second phase.

    Speaking earlier, Akintola said he was at the Government House to acquit the governor about the readiness of some investors to build solar power stations in the state.

    He appealed to the governor to consider the proposal and provide two 250 hectares of land for the proposed project.

    Akintola said that the project would create employment opportunities for the teeming youth and boost the state economy.

    He also said the United Nations was supportive of states or countries investing in the reduction of environmental pollution and appealed to the governor to buy into the proposal.

    Kwara boosts SMEs with N2.2bn

    Kwara state Governor Abdulfatah Ahmed has said his administration has spent about N2.25 billion to strengthen the
    capacity of small and medium enterprises (SMEs) in the state.
    He added that in view of his  commitment to developing SMES, he earmarks a sum of N500 million yearly towards the scheme.
    Governor Ahmed disclosed the expenditure in Ilorin, the state capital at the 2nd annual general meeting (AGM) of the Kwara state Coalition of Business and Professional Associations (KWACOBPA).
    Represented by the state Commissioner for Commerce and Cooperatives, Alhaji Ahmed Rifun, the governor said “the spate of growth in the number of micro credit loan seekers in the state which includes viable cooperative groups paved way for the creation of the Kwara state Bureau of Micro, Small and Medium Enterprises (MSMEs).
    This development is also complementing the Federal Government’s effort in assisting enterprenenurial development in the state.
    “I must say, many activities have been going on since its establishment. The activities include youth empowerment scheme; agricultural loan and seedlings scheme; motor vehicle and motor cycle loan schemes. In deed, this gave birth to the recently launched mass scheme to ease movements within the Ilorin metropolis.”
    Governor Ahmed lamented that “businesses the world over are facing a turbulent and challenging times ranging from economic recession, security challenges, decaying infrastructure, skyrocketing foreign exchange regime to policy somersaults. To overcome this quagmire, all hands must be on desk to bring about the desired changes we want.”
    In a remarks, KWACOBPA chair, Chief Hezekiah Adediji urged the state government to always involve the association in the disbursement of monies meant to SMEs in the state.
  • Kwara steps up infrastructure renewal

    Late last year, at the launch of Infrastructure Development Fund (IFK), Kwara State Governor Abdulfatah Ahmed promised to plug the about N255 billion infrastructure gap in the state. With some ongoing projects in Ilorin, the state capital, and some other local government areas, he is keeping to his promise.

    Worthy of mention are the ongoing work at the Geri Alimi Diamond Underpass and the operation light up Kwara. The cost of both has been put at N3.5 billion and N6 billion respectively. Operation light-up Kwara is on public-private partnership basis.

    Other ongoing projects include Chapel-Oke Odo-Bubu link Road, aimed at decongesting Tanke, University road, Pipeline and Awolowo, Offa Garage, and Tipper Garage roads. Others completed five km Offa- Irra rural road, eight km Erin Ile-Elemona-court road in Oyun local government area, Ipe township  and Ogbondoroko township roads.

    The opposition Peoples Democratic Party (PDP) and some other groups in the state have pilloried the underpass bridge and light-up projects, describing them as elitist and of no value to the common man on the street.

    During the launch of IFK, the governor said the state plans to achieve this through partnership with some banks, contractors, consultants and others.

    The state Governor Abdulfatah Ahmed said that the establishment of IF-K was informed by his desire to ensure rapid infrastructure growth and the need for an appropriate savings as well as investment mechanism.

    He added that in the next ten month, over N5.8 billion will be pumped into the state’s economy via IF-K.

    “Our expectation is that this injection will keep our project partners in business and have a positive spiral effect on employment generation. In the medium term, the remaining N5.3b of government spending will boost the state’s Gross Domestic Product (GDP) for about 18 months while sustaining the multiplier impact on job creation,” he said.

    Governor Ahmed added that he is not unaware of the state of “infrastructure in our state in recent times. I am not unaware of the situation. So let me give you this assurance.

    He said, “Following from the PPP, IF-K is the second phase of my government’s long term strategy to diversify our local economy, stimulate economic growth via private sector participation in infrastructure development and create opportunities for collective

    prosperity.

    “The purpose of the IF-K, therefore, is to pool funds for infrastructure projects, optimally leverage private sector resources for infrastructure development and channel State Internal Revenue to directly impact economic diversification and growth strategies. IF-K is also designed to ensure maximum quality assurance for asset and services procured by government and encourage broader and deeper interactions with the Kwara State government from private and non-private partners.

    “The fund will be financed through a N5billion seed fund and a N500 million monthly contribution from the state’s Internally Generated Revenue through an Irrevocable Standing Payment Order (ISPO). This implies that the money will be taken at source from the state’s Internally Generated Revenue and provides an additional layer of assurance to project partners. Additional non-IGR funds, such as those from the Federal Government and global development partners will be added to IF-K as they become available.

    “Under IF-K, funds will be disbursed on a quarterly basis, and are projected to grow by N6 billion by the end of the year. In order to ensure accountability, and insulate the funds from political control, the IF-K will be managed by a reputable investment company, Investment One, appointed as trustee for the scheme.

    “Investment One is also to market the fund to potential investors and mitigate against payment risks by ring-fencing the funds and limiting their utilisation to the approved purposes for which they have been earmarked.

    “In other words, the trustees are independent of the state government, and will only disburse funds upon the presentation of a certified certificate of completion and at agreed project milestones.

    “As an added measure to ensure quality standards, the certificate of completion is also subject to further authentication by an independent project inspector. IF-K is therefore not susceptible to interference from any other party. I must also emphasise that we will continue to fund smaller projects through other platforms as only projects worth N300 million and above will be included on the IF-K payment grid.

    Following the launch of IF-K the payment grid will commence in December, 2016 with all ongoing and new projects targeted for completion by December, 2018. Furthermore, the total value of ongoing project debts to be addressed through IF-K is estimated at about N11.1 billion.

    “As a demonstration of faith and a token of our commitment to pay all outstanding contractor debts, we have disbursed N1.7 billion to significantly reduce current debt to contractors. The balance to be paid from IF-K is estimated at N9.4 billion.

    “This amount will be reduced on a quarterly basis until all debts are finally liquidated before the end of the administration.

    Simultaneously, contractors will drop off the IF-K grid as their obligations are terminated to allow for the introduction of new portfolio of fresh projects.

    “Given the benefits of stable and reliable funding provided by IF-K, I state without any equivocation that the era of abandoned projects is over in Kwara state. As a demonstration of this determination, all ongoing and new projects will be funded to completion under the IFK before the end of my tenure. “In my second inaugural speech, I made a commitment to transform Kwara.

    On inspection tours of some of the project sites, the state Works Commissioner Alhaji Aro Yahaya assured that all ongoing projects would be completed before the expiration of the current administration in 2019. He ruled out insinuations in some quarters that projects would be abandoned, stressing that all projects funded under the Infrastructure Development Fund (IF-K) model would be carried to completion.

    Alhaji Yayah particularly allayed the general public’s fears about the completion of the Geri-Alimi Split Diamond Underpass, stressing that it will not be abandoned.

    Paris Club refund: Kwara releases N1b for council workers’ salaries

    Kwara State Governor, Abdulfatah Ahmed, has approved the release of N1billion to local government councils in the state to offset their salary arrears.

    The state Commissioner for Finance, Alhaji Demola Banu, disclosed this in a statement in Ilorin on Wednesday.

    He said the N1billion was part of the N5.1 billion received by the state government as its share of the Paris Club refunds from the Federal Government.

    Banu said the N5.1 billion received by the state government was 12.5 per cent lower than the amount it expected from the federal government.

    The commissioner said the balance of the refund would be used for projects and programmes that would enhance the welfare and security of all citizens and residents of the state.
