    Kwara earmarks N450m for KWASU postgraduate campus project

    The Kwara Government has earmarked N450 million for the construction of the postgraduate campus project of the State University, Malete.

    The Commissioner for Tertiary Education, Science and Technology, Hajiya Aminat Ahmed, made this known at the official groundbreaking of the project in Ilorin on Tuesday.

    Ahmed said the project, which was awarded to Unicontinental Engineering International Company Limited, was expected to be delivered within four months.

    She said that the construction of the campus was a confirmation of the present administration’s commitment toward encouraging scholarship and wider enrolment to those seeking opportunities to educate themselves.

    “Therefore, when this campus is completed, Kwara State University will be without doubt a fulcrum of knowledge, building human competences and fostering determination and competition among people through the instrumentality of modern technology,” she said.

    Gov. Abdulfatah Ahmed, in his address, said that the project was borne out of his administration’s flair for human capital development.

    “As you are aware, my administration has always prioritised human capital development, especially functional education, as an indispensable ingredient of sustainable development.

    “This emphasis is based in recognition that the growth of any society is directly influenced by the quality of human capital resources available to it.

    “It is in acknowledgement of this that my administration is committed to developing education at the foundation, secondary and tertiary levels,” he said.

    The governor said that the establishment of the Post Graduate School was to keep to the resolve to produce quality, skilled and entrepreneurially inclined scholars needed to spearhead a new crop of intellectually sound future leaders.

    According to him, the state university, when conceived about eight years ago is designed to be a Multi-Campus University.

    He said: “In keeping with this mandate, we took the bold decision of executing this project through Public Private Partnership by sourcing development partners.

    “The partnership approach is not only expedient under the current financial challenges confronting our state, but it also ensures our partners have a stronger buy-in into the project.

    “The Partnership approach connects with our innovative approach to project funding through the Kwara State Infrastructure Development Fund.”

    The Vice-Chancellor of the University, Prof. Abdulrasheed Na’Allah, said that the official groundbreaking for the campus had demonstrated the state government’s confidence in the university.

    Na’Allah said that the project would further make the institution a centre for academic learning and research.

    He assured the government that it would not regret the exceptional belief and the investment it had on the university.

    Mr. Alex Swan, the Managing Director of the Unicontinental Engineering International Company Limited, said that the company would carry out the project to make the university a world-class standard in term of structure.

    Swan pledged that the project would be done to the specifications and delivered within the time frame.

     

  • Kwara govt, Industrial Court, to partner on speedy dispensation of cases

    Gov. Abdulfatah Ahmed of Kwara has pledged to assist the National Industrial Court of Nigeria in facilitating speedy dispensation of industrial-related cases and promote industrial harmony in the state.

    Ahmed made the pledge when he received the President, National Industrial Court of Nigeria, Justice Babatunde Adejumo at the Government House, Ilorin on Sunday.

    The governor also expressed government’s determination to partner with the Judiciary and other federal agencies.

    He identified justice as a major ingredient for economic growth and development of the society.

    According to the governor, the support for Industrial Court in the state will save lawyers and litigants from travelling to other states to seek redress.

    Ahmed promised that his government would not relent in creating a conducive environment for the delivery of quality services to the people of the state.

    Earlier, Adejumo called for the support of the state government in establishing a permanent National Industrial Court in Ilorin.

    He said that this would save lawyers and litigants from travelling to National Industrial Court in either Akure, Ondo State or Ibadan in Oyo State to seek redress.

    KWASU: 1st Nigerian university to offer aeronautical engineering programme

    The Kwara State University (KWASU), Malete, in Moro Local Government Area of the state, has become the first university to run Aeronautical and Astronautical Engineering degree programme in the country.

    This is sequel to the approval by the National Universities Commission (NUC).

    The NUC approval is contained in a statement by the institution’s Vice-Chancellor, Prof. AbdulRasheed Na’Allah, in Ilorin on Monday.

    The Vice-Chancellor claimed that the university had formally submitted an invitation to NUC for accreditation, and assured that the university was fully ready for the exercise.

    Na’allah congratulated all the students and staff of the institution`s College of Engineering and Technology, particularly the Department of Aeronautical and Astronautical Engineering.

    He attributed the accreditation of the course to the hard work and patience of the students and staff of the university.

    KWASU’s college of engineering and technology currently offers courses in mechanical engineering, civil engineering, electrical and computer engineering, food, agricultural and biological engineering and material science and engineering.

    Dr Muyideen Akorede, the Senior Special Assistant on Media and Communications to Gov. Abdulfatah Ahmed, said the government would continue to promote sound scholarship for citizens.

    He said the current administration has completed the construction of an N800 million engineering complex for the university to boost learning and teaching in the citadel of learning.

    Kwara State University is the 77th university to be registered by the NUC.

    Kwara: Students protest non-payment of bursary, scholarship awards

    On Wednesday, students of Kwara state origin congregated in their scores from various tertiary institutions (universities, polytechnics and colleges of education) in the country to stage a peaceful protest over the failure of the state government to pay their bursary awards since 2015.

    The protesting students carried placards that read: “governor Ahmed pay us our entitlements”, “students of Kwara origin are suffering”, “we did not vote for sufferings”, “please pay us our bursary”, among others.

    However, the Senior Special Assistant to Governor on Media and Communications, Dr. Muideen Akorede said that the state government is committed to paying the bursaries and scholarship awards.

    According to the governor, “In the 2017 budget proposal, which is currently before the State House of Assembly, the sum of N500m is earmarked for bursaries, while N450m is allocated for scholarship awards.

    “Despite the current financial situation, the government is focused on payment of salaries, pensions and infrastructure.”

    The expedition of the students started from the state police command, down to the state security service, and finally ended at the government house, Ilorin.

    Addressing reporters in Ilorin, the leader of the protest, Mr. Sola Kamardeen criticised the lackluster attitude of the state government towards the growth and development of education in the state.

    He said, “it is disheartening that, since July 2015 the state government cannot pay us despite huge federal allocations that had been coming to Kwara.

    “We have written series of letters to the state governor, Alhaji Abdulfatah Ahmed on the need to pay the bursary being owed us but to no avail”.

    He added that, apart from this, “we had met with the speaker of the house of assembly, Dr. Ali Ahmad, without any positive response and this had led us to stage a peaceful protest on the issue”.

    Ahmed dissolves local councils in Kwara

    The Kwara state Governor Abdulfatah Ahmed on Friday approved the dissolution of the of the 16 local government councils in the state.
    The councils are Asa, Baruten, Edu, Ekiti, Ifelodun, Ilorin East, Ilorin West, Ilorin South, Irepodun, Isin, Kaiama, Moro, Offa, Oke-Ero, Oyun and Pategi.
    In a statement, Secretary to the state government, Alhaji Isiaka Gold said that the dissolution of the local government councils is contained in the Kwara State Legal Notices No.4-19 and is in exercise of the governor’s power conferred on him by section 18(5) (c) of the Kwara State Local Government Law (as amended) cap K33, Laws of Kwara State.

    Alhaji Gold said that “the dissolution of the councils is with effect from today, 4th Day of November, 2016. As a result, all the affected public office holders including the chairmen, vice chairmen, councillors, secretaries to the local government councils and supervisors shall immediately vacate their offices and handover to their respective directors of personnel management (DPMs).”
    He added that “Governor Abdulfatah Ahmed appreciates the contributions and support of the affected officers towards the development of the state and wishes them success in their future endeavours.”
    The tenure of the council chairmen expires November 10, 2016.

    Kwara begins N100m project in Abuja

    To survive decreasing incomes accruable to states from the Federation Account, the Kwara State Governor, Abdulfatah Ahmed, on Friday commissioned a N100 million project in the Federal Capital Territory (FCT).

    Dwindling prices of oil in the international market, which fell below $30 per barrel from over $100 per barrel over a year ago, have reduced revenues to states.

    Therefore many states have been battling to pay workers’ salaries among other challenges.

    Some states have started exploiting other sources of revenue to survive.

    Laying the foundation for Harmony HUB in Wuse, Abuja, Ahmed said: “This is in line with our desire to define resourcefulness which is the direction which states are expected to go these days in trying to help development and growth.

    “And I am happy Harmony Holdings has taken this. It has not only broken this in Ilorin, but by creating something similar. But again, we need to demonstrate to the whole world that we have taken the right direction and also capable of driving this business not only in Kwara State, but in Nigeria at large.

    “You will recall that part of what we put in place as a prospect of driving the state forward is by looking inward. We tapped into assets that had not been fully utilized, those that had been wasting.

    “We sought to allow these assets to be driven under the Harmony Holdings Limited Company, which indeed is trying to translate these assets to revenue-generating platforms.”

    Kwara won’t reduce minimum wage – Ahmed

    Governor  Abdulfatah Ahmed of Kwara says his administration will continue to pay the N18,000 minimum wage inspite of the drop in revenue earnings.

    Ahmed gave the assurance at the inauguration of an auditorium at the Michael Imoudu National Institute of Labour Studies, Ilorin.

    “The state government is committed to the security and welfare of its workforce despite the current controversy about the proposed downward review of the minimum wage to workers in Nigeria.

    “I am happy to announce that the state government is still committed to the continued payment of the minimum wage as it is notwithstanding the dwindling monthly allocations from the Federation Account,’’ Ahmed said.

    The state government, he said, was also set to introduce the Contributory Pension Scheme in order to check post retirement pension challenges.

    He said it was becoming increasingly impossible to sustain the present pension model where the state government was solely responsible for workers’ pension.

    The governor described the Contributory Pension Scheme as result-oriented and affordable, saying it would be easy for beneficiaries to invest and get interest on their deposits.

    “It is therefore necessary and in fact beneficial to adopt the more sustainable model of contributory pension in Kwara State,’’ he said.

    The governor, who urged workers in the state to embrace the contributory pension model, said it would be beneficial to them and assist government in the judicious management of scarce resources.

    The Director-General of the institute, Dr John Olarewaju, said the institution had been playing critical role in capacity development of the country’s labour force through various educational programmes.

    Ahmed to Kwara PDP: Stop misleading public

    The Kwara state government has cautioned the Peoples Democratic Party (PDP) in the state to stop misleading the public about government’s programmes and policies.

    In a statement, Senior Special Assistant to Governor Abdulfatah Ahmed on media and communications, Dr Muyideen Akorede condemned as misleading a claim by the state publicity secretary of the PDP, Mr. Rex Olawoye, that the state has taken up to five bonds in the last five years.

    The state government said the previous administration of Dr. Bukola Saraki obtained N17b bond in 2009 to fund major infrastructure projects in the state which was paid off in August 2013.

    The state government wondered where the PDP got the figures of N23b and N30b bonds referred to in the said interview and advised the opposition party to seek clarification instead of misleading the public with phantom figures.

    Dr. Akorede said the proposed N20b, when approved, will be utilised for reviving ongoing projects on road, education, health, energy, water and sports as well as new ones that were stalled following the drop in FAAC allocation to the state from N3.2b monthly to N1.8b monthly.

    Stressing that the temporary reliance of the state government on federal government bailout funds for the payment of salaries was not peculiar to the state, the statement said many others, including those controlled by the opposition PDP, had received bailout for salary payment. Nevertheless, the statement continued, government emphasised that Kwara State was one of those with the lowest levels of salary arrears.

    Government also emphasised that the proposed N20b bond was a strong indication that the state economy was robust as no bank will lend money without demonstration of proven capacity to repay.

    Rainstorm renders over 60 homeless in Kwara

    Rainstorm which lasted several hours on Friday night had rendered over 60 families homeless and damaged property worth millions of naira in llorin East and Asa Local Government Areas of Kwara.

    The Special Adviser to Governor AbdulFatah Ahmed on Emergency and Relief Services, Alhaji Abdullahi Duro-Mohammed, disclosed this in llorin on Saturday shortly after inspecting the affected areas in the two councils.

    He said 43 residents including aged and pregnant women were affected in the llorin East Local Government Area while the remaining victims were from Asa Local Government Area.

    The affected communities in the llorin East include Adangba, Okelele and Kankatu, while communities affected in Asa Local Government Areas are Passa and Orogbangba.

    News Agency of Nigeria (NAN) reports that the victims in the two Local Government Areas are now refugees in Mosques, public schools in the areas and neighbours not affected by the rainstorm.

    The Special Adviser told NAN after the visit to the affected communities to sympathise with the victims that the state government would provide immediate succour to alleviate their sufferings.

    Duro-Mohammed said the visit was at the instance of the State Governor, who had promised to provide succour for the victims.

    Speaking on behalf of those affected, the former Chairman of Moro Local Government, Alhaji Shuiab Baba-Jimoh commended the prompt response of the state government to the plight of the victims.

    He appealed to the state government for urgent intervention to end the sufferings of the victims.

    A cross section of the victims that spoke with NAN appealed to the state government to quickly come to their assistance.

    ‘Why Kwara opted for FG’s N5b bailout’

    The Kwara State government has given reasons for its plan to access N5billion from the Central Bank  as part of Federal Government’s bailout.

    It said the N5billion loan is the cheapest and most efficient means of paying accumulated salary arrears and allowances owed to primary school teachers and other local government employees.

    The loan also covers pensions and gratuities owed to retired local government workers.

    A statement issued by the Special Assistant to Governor Abdulfatah Ahmed on Media and Communications, Dr. Muideen Akorede, said the N5billion loan, when received, will bring relief to local councils, their staff and retirees as federal allocations are currently inadequate to meet salary, pension and gratuity obligations at state and local government levels.

    A breakdown of the liability shows  that in July, the total salary arrears for local government workers was N2, 012, 999, 522.40, while that of primary school teachers stood at N2, 143, 414, 338.55.

    Total local government pension arrears was pegged at N523, 160, 259.38, while arrears for LG’s statutory contribution to Kwara State University (KWASU) was N70, 464, 259.89 and outstanding payments for sundry services was put at N267, 806, 538.40.

    Providing further clarification, the state government said it is clear from the figures that the N3.6billion combined June and July allocation to the 16 local government councils was inadequate to meet current and outstanding salary and pension arrears not to talk of developmental projects.

    The  government therefore expressed confidence that the loan will clear all outstanding arrears and provide the local government councils with affordable repayments so that they will continue to meet future salary, pension and project obligations.
