    Tinubu celebrates Kwara governor, Abdulrazaq, on birthday anniversary

    President Bola Tinubu has celebrated the Governor of Kwara State and Chairman of the Nigerian Governors Forum (NGF), Abdulrahman Abdulrazaq, as he marks his birthday anniversary.

    In a statement issued by his Special Adviser on Media and Publicity, Ajuri Ngelale, President Tinubu lauded Governor Abdulrazaq for his administration’s works towards meeting the needs of the people of Kwara State.

    “President Bola Ahmed Tinubu heartily congratulates the Governor of Kwara State and Chairman of the Nigeria Governors’ Forum, Abdulrahman Abdulrazaq, on his birthday, February 5, 2024.

    “President Tinubu celebrates the thorough-bred professional and spartan politician whose historic ascendancy to the Office of the Executive Governor has brought sweeping changes to the political trajectory of the State.

    Group declares full support for Gov AbdulRazaq’s transformation agenda

    A political group in Kwara South, Consensus Movement, has declared its full support for the transformation agenda of Governor AbdulRahman AbdulRazaq.

    At a press conference addressed by leader of the group, Hon. Wahab Agbaje Whyte, in Offa on Saturday, the governor was urged to ignore perpetual wailers who are being pushed by people who lost power and are desperately clutching every straw to come back to continue their looting spree. 

    The press briefing was attended by several stakeholders in Kwara South, including leaders and members of Consensus Movement from various communities of the senatorial district such as Isin, Oke-Ero, Oyun, Offa, among others.

    Hon. Agbaje, who is a former Commissioner of Energy in Kwara State, praised Governor AbdulRazaq on his remarkable feats so far in the second tenure, while charging him to do more.

     “Since inception, we at the Consensus Movement have taken a position on who we are and how we intend to operate. Chief among these is actually to use politics to positively impact the lives of our people either actively or as a supporter of whomever we feel has the interest of the common man at heart.

    “That explains the reason this family has been one of the unapologetic supporters of our amiable Governor, Malam AbdulRahman AbdulRazaq.

    “We fully identify with his uncommon transformation agenda that cuts accross virtually all aspects.

    “From education, health, water and even human capital development. We want to say a big thank you for all of these while charging you to do more. We also recognise the uncommon tact with which you have been able to equitably and fairly manage all interests and tendencies and will implore you to continue the path of honour with which you are known,” Hon. Agbaje said.

    “Please know that the rumblings from some quarters are nothing but the usual cry of perpetual wailers. Our reliable source has it that such dissenting voices are being pushed by people who lost power and desperately clutching every straw to come back in other to continue the looting spree.

    “They are employing all sort of tactics including engaging saboteurs from within to carry out their evil machinations.”

    The group which has presence in all wards of Kwara South also appealed for the swift completion of the Osi Campus of KWASU, upgrade of the Offa Township Stadium and completion of St Clare’s Road in Offa.

    “As always, the Governor has never failed to honour our people’s request and we are ever grateful for that. So once again, they have sent us to you sir.”

    Killing of Kwara traditional ruler reckless, abominable – AbdulRazaq

    Kwara Governor, AbdulRahman AbdulRazaq, has condemned the killing of Olukoro of Koro in Ekiti Local Government Local Government area of the state, Oba Segun Aremu.

    The governor, in a statement issued by his Chief Press Secretary, Mr Rafiu Ajakaye in llorin on Friday, described the killing as reckless, shocking and abominable.

    The News Agency of Nigeria (NAN) reports that the royal father was reportedly shot dead in his palace on Thursday night by gunmen who also whisked away his wife and two others.

    He called on security agencies not to spare any resources to track down the perpetrators, free the spouse and others taken away and bring the hoodlums to book.

    “We will certainly get the perpetrators and ensure that this is their last crime against humanity,”

    “Our hearts are broken, and we stand by them at this time and always.”, AbdulRasaq said.

    AbdulRazaq presents N6m cheques to school debate champions

    Kwara Governor AbdulRahman AbdulRazaq has presented N6m cheques to the six public school students who recently won the presidential debate competition in Abuja.

    That was a fulfillment of his administration’s pledge to give the great six one million naira each alongside a full scholarship for their first degree in any public tertiary institution in Nigeria.

    The six public school students are: Mashood Kamaldeen (Government Secondary School, Ilorin East LG); Jatto Ramatallahi (Offa Grammar School, Offa); Jimoh Abayomi Emmanuel (Tanke Community Junior Secondary School, Ilorin South); Emmanuel Chioma (St. Anthony Junior Secondary School, Ilorin East); Dolapo Mariam (Offa Grammar School, Offa); and AbdulKareem Uswat ( Okelele Junior Secondary School Ilorin East).

    AbdulRazaq congratulated them and their parents on the feat, saying the government will continue to monitor their educational programme to succeed in life.

    “Once again, I congratulate the victorious students of the 2023 Presidential School Debate of Nigeria. We are happy about the feat. You’ve made us proud in Kwara state. We are committed to your progress and we will continue to monitor that,” the Governor said.

    He said billions of naira will be committed this year to various educational and hygiene programmes, such as AGILE and WASH, to aid learning and improve the safety of pupils in schools.

    “We continue to make sure you, and indeed every Kwara child, have a very conducive environment to learn. That is why Kwara is one of the states that engage in the FG/World bank-supported AGILE project (Adolescent Girls Initiative for Learning and Empowerment). We shall be making full advocacy about other programmes the state has subscribed to over the coming months as well,” he said.

    “This year, billions will be invested to improve educational curriculum and infrastructure in our schools. We are taking this very seriously. We will make sure we cover most schools as we go along. 

    “To the teachers and parents, I urge you to keep up your support for these kids and for their education. Let us continue to strengthen our patriotism to the state and to Nigeria as a whole.”

    He appreciated the management and staff of the SUBEB for what he called a remarkable improvement in their commitment to work, and pledged his continued support to the agency to sustain the tempo.

    AbdulRazaq also thanked the traditional institutions for their support and sought their continued engagement and suggestions that will improve service delivery in the education sector. 

    Dr Jato Muhammad Awal, one of the parents who spoke on behalf of others, said: “Your Excellency, you have a broad vision and we have seen it manifesting. You have outlined the programmes you have in the future to expand the educational sector and further impact the lives of the people.

    “We thank you most sincerely for what you are doing, what you have done, and what you are going to do. May Almighty Allah continue to bless you.”

    Kwara State Governor AbdulRahman AbdulRazaq has signed a sum of N292.7 billion  2024 appropriation bill into law.

    The governor called it another bold step to expand infrastructure and grow the economic base of the state on a sustainable basis.

    Mallam Abdulrazaq also assented to the Local Government Amendment Bill, saying: “We are looking forward to holding the local government elections very shortly.”

    He thanked the House for its legislative roles on the local government elections bill, which he noted now paves the way for the conduct of the elections.

    The governor said the 61 percent that the administration had budgeted for capital expenditure was a deliberate move to scale up infrastructural development across the state.

    “Today, we are taking another bold step in the annals of our state. We commend the Assembly for doing a good job with the budget and for taking their time and making sure it is SABER (State Action on Business Enabling Reforms)- compliant,” the Governor said in Ilorin.

    “You did very well before when we were committed to SFTAS (State Fiscal Transparency Accountability and Sustainability). Our being SFTAS compliant has been very beneficial to the state as it ensured transparency in the way we do things.

    “This is a budget with 61 percent for capital expenditure (CAPEX) and 39 percent for recurrent. 61 percent for CAPEX shows that Kwara does not want to continue as just a civil service state with no strong industrial base. We want to change how we do things, and we want to ensure that we put a lot of effort into infrastructure in the state. Moving the state forward is paramount to us.

    “We have been able to reduce the debt of the state through negotiation with the federal government, and it will soon be reflected in the DMO chart, where you will see that the debt profile has drastically gone down.”

    The budget signing was attended by the Speaker Kwara House of Assembly Rt. Hon. Yakubu Salihu Danladi; House Leader Oba Abdulkadir Magaji; Chairman House Committee on Finance and Appropriation Hon. Arinola Fatimoh Lawal; Chief of Staff to the Governor Prince AbdulKadir Mahe; Senior Advisor and Counselor Sa’adu Salau; Attorney General of the state and Commissioner for Justice Senior Ibrahim Sulyman; Commissioner for Finance Dr Hawau Nuhu; Commissioner for Communications Bola Olukoju; and the Clerk of the House Alhaji Kareem Ahmed Olayiwola.

    Danladi, for his part, commended Governor AbdulRazaq for being one of the first state governors to comply with the SABER template for the budget process, and for working so hard to reduce the debt profile of the state.

    AbdulRazaq subsidises junior WASCE fees for 55,150 candidates

    Kwara State Governor AbdulRahman AbdulRazaq has approved 50 per cent reduction of the cost of 2024 Basic Education Certificate Examination (BECE) for pupils in public schools.

    Fifty-five thousand one hundred and fifty candidates are writing the exams in Kwara State, spokesperson for the Ministry of Education and Human Capital Development, Peter Amogbonjaiye, said in a statement.

    The statement said: “Candidates in public schools will pay N2,500 only, the same amount charged last year – instead of N5,000 or more which it was meant to be reviewed owing to inflation and rising cost of conducting the examination.

    “The subsidy is part of the efforts of the administration to support the pupils and their parents, as well as prevent any pupil dropping out of school on account of the inability to afford the examination.”

    It added that the subsidies would be enjoyed by all the candidates that sat for this year’s BECE.

    The statement warned public officials against extorting money from parents under any guise, saying anyone caught would face the consequences of such action.

    ‘Preliminary work begins next year on Ilorin satellite town’

    Kwara State Governor AbdulRahman AbdulRazaq says preliminary work will begin next year on the 18,000-hectare Ilorin Smart City Satellite Town his administration has designed for the expansion of the capital city.

    He said Ilorin Smart City Satellite Town is an offshoot of the Ilorin City Master Plan, the second of such blueprint for urban planning since the state was created in 1967.

    Speaking at the 58th Annual National Conference of the Ilorin Emirate Descendants Progressive Union (IEDPU), the governor said the capital city deserved constant infrastructural upgrade, maintenance and expansion, following its positions in the state and central Nigeria.

    “The upgrade will usher in immeasurable growth, huge investments in real estate and the opportunities that come with building a new city,” he said.

    The governor congratulated the Emir of llorin, Alhaji lbrahim Sulu-Gambari, IEDPU, sons and daughters of Ilorin on another impressive outing in 2023, praying Allah to grant the Emirate many more successes in the coming years and to make the state a positive reference point in harmony, peace and prosperity.

    “Our gathering here serves to chart for this great emirate a new agenda of development, unity, brotherhood and general well-being of our people.

    “I am excited that His Royal Highness and indeed the IEDPU have remained reliable partners for inclusive growth, continuous improvement in the living standards of the people, and steady evolution of Ilorin into a mega city,” he said.

    “The Ilorin City Master Plan is the second comprehensive document since the 1970s that outlines how the capital city should be planned.

    “But it is just the first phase of the master plans we are bequeathing to the state, In-shaa Allah. Other phases will be for Kwara South and Kwara North.

    “I thank the IEDPU and other stakeholders for their contributions to it.

    “The reality is that the capital city is at the risk of becoming a slum if nothing is done to give it a befitting expansion that improves its standing and makes it a 21st century city on a sustainable basis,” he added.

    The governor appreciated the people of the Emirate for their unflinching support for the administration in the last four years, especially during the last general election.

    AbdulRazaq later announced a personal donation of N25 million to support IEDPU’s skills acquisition centre and the ongoing construction of Central Mosque.

    The Emir of Ilorin and Chairman Kwara Council of Chiefs, Alhaji Ibrahim Sulu-Gambari, congratulated the IEDPU and all sons and daughters of the Emirate for the successful host.

    He appealed to the IEDPU members to continue to love one another and work for sustainable peace, unity and progress of the Emirate.

    He lauded the governor for his remarkable achievements in the state and his support for the Emirate, including his support for the ongoing construction of skills acquisition centre of the union.

    The National President of IEDPU, Alhaji Aliyu Uthman, also commended AbdulRazaq for his laudable projects in the state, particularly the recent inauguration of the Education Trust Fund, describing it as a step in the right direction.

    The Chairman of the occasion, Justice ldrees Haroon, acknowledged the tireless efforts of the IEDPU in fostering unity and progress of the Emirate over the years.

    He advocated the establishment of the Ilorin Emirate Elders’ Forum, comprising highly respected individuals that would be assisting the Emir and his chiefs as well as IEDPU in promoting peace, development and unity in the community.

    The guest lecturer at the event and the Grand Khadi of the state Sharia Court of Appeal, Justice Abdullateef  Kamaldeen, admonished all sons and daughters of the Emirate to continue to exist in peace and unity, cautioning clerics against teachings or acts that can undermine peace and unity of the state.

    He described Sheikh Alimi as a great reformer and hailed the traditional ruler, his descendant, for his uncommon love and concern for sustainable peace and cohesion of the city.

    Abdulrazaq, AGF, EFCC chief drum support for anti-graft campaign

    Kwara State Governor, AbdulRahman AbdulRazaq, has drummed support for the anti-corruption campaign of President Bola Tinubu.

    He commended the administration for prosecuting the anti-graft war in a way that is “more result-oriented and more sustainable.”

    He spoke in Ilorin, the state capital, at the commissioning of the newly built zonal office complex of the Economic and Financial Crimes Commission (EFCC).

    The governor said: “I believe that the ambience of the new office complex offers a more conducive environment for the sensitive national assignment that you do.

    “I commend (the EFCC) for everything that you do for our country. I align myself with the Renewed Hope Agenda of Mr. President to prosecute the anti-corruption campaign in a way that is more result-oriented and more sustainable.

    “Erecting strong mechanisms to prevent the commission of crime, having the right legal framework and networks to checkmate corrupt practices, and striking the right balance between the public’s right to know of anti-corruption efforts of the government and actually recovering looted funds through strategic partnerships have been a bold feature of the President’s agenda to fight graft in a sustainable way.

    “I thank the Honourable Attorney General of the Federation and Minister of Justice Mr. Lateef Fagbemi SAN for his strategic deployment of the law to achieve the agenda of Mr. President. This lends credence to the experience and commitment of the Hon. AGF and his team, including the EFCC.

    “I thank the EFCC for its yeoman’s efforts to tackle all shades of financial crimes as a matter of national emergency and for the good of all.

    “The fight against corruption is a national campaign that we must all support, especially at institutional levels. Last week, our administration organised a 3-day intensive training on Compliance with Anti-Corruption Policies and Financial Regulatory Frameworks to keep commissioners, permanent secretaries, and other top government officials abreast of key issues in public financial management, sustainability reporting, and tax frauds, among others.”

    The minister of justice and Attorney General of the Federation, Lateef Fagbemi, who commissioned the facility, restated the commitment of the Tinubu administration to fight corruption within the ambits of the law.

    Fagbemi said the completion of the project signifies the desire of the anti-graft body to reinvigorate the fight against economic and other financial crimes in Nigeria in line with the rule of law and international best practices.

    Strengthening policy and legal frameworks and improving of quality of good governance and operational capacity of law enforcement agencies are critical to Mr. President’s agenda for combating corruption, Fagbemi added.

    He thanked the President for his commitment to the key policy documents of the Renewed Hope 2023 Action Plans for a better Nigeria.

    He applauded AbdulRazaq for his support for the commission and for being instrumental to the conception and completion of the project in the state.

    The AGF said: “I like to specifically thank my good-natured, kindhearted and patriotic brother, His Excellency AbdulRahman AbdulRazaq, who is also the Chairman of the Nigerian Governors’ Forum (NGF), for being a very supportive host to the Commission and instrumental to the conception and successful execution of this laudable project. This kind gesture is indeed exemplary of the Chairman of the NGF of the kind of support federal agencies should receive from host states.

    “It is gladdening that personnel of the Commission, who have long operated from a rented accommodation, will now have the pleasure of working in an environment that is befitting of a law enforcement agency of the calibre of EFCC.”

    The chair of the EFCC, Olanipekun Olukoyede, in his remarks, said the delivery of the project shows a commitment to provide a conducive working environment for personnel and visitors to the Commission.

    He said the new zonal office is a worthy investment that will ultimately reduce the overhead, increase efficiency, and ease their operations in both Kwara and Ekiti states.

    He appreciated the President, the Governor, and other stakeholders whose contributions led to the delivery of the project.

    EFCC Chairman sought the governor’s continued support as the agency strives to stem corrupt practices in the zone, saying the command has recorded a huge success in the fight against illegal miners in Kwara.

    AbdulRazaq presents N296.4b budget to Assembly

    Kwara State Governor AbdulRahman AbdulRazaq yesterday presented N296.4 billion to the House of Assembly as 2024 budget estimate.

    In the budget proposal, capital expenditure will gulp 61 per cent of the proposed spending and recurrent, keeping the balance of 39 per cent

    The budget is 15.5 per cent higher than the budget of the outgoing year, and has an opening balance of N25 billion, according to the governor, who heralded his speech with “profound gratitude” to God, appreciation to the people of Kwara and his party, APC, for another win at the last general election, and acknowledgement of the supportive role of the legislators. 

    The budget session was presided over by the House of Assembly Speaker Rt. Hon. Yakubu Danladi-Salihu.

    “I begin this budget speech with profound gratitude to Almighty Allah for His enduring mercies that again saw us through the recent electioneering process with yet another resounding 100% victory. I dedicate that victory and the success of our first tenure to the good people of Kwara State who walked with and trusted us with another mandate, and to you, members of this hallowed chamber, for your understanding, maturity, and love for our state,” the Governor said.

    “Together in four years, we brought socioeconomic and political stability to our state and restored the dignity of the human person.

    We have redefined public education in human resource and infrastructure, basic healthcare delivery, social security, public service, rural development, sports and recreational development, while measurable steps have been taken to make Kwara a hub of innovation, creativity, and viable economic activities in Nigeria. 

    “The next four years will serve to consolidate on the gains of our first term, expand the economic base of this lovely state through completion of ongoing infrastructural projects and commencement of new ones, make the state more self-sustaining by widening the revenue base, create more private sector-driven jobs, and better the lots of our people. In the new year, we will formally inaugurate our flagship projects like the garment factory, visual arts centre, Tunde Idiagbon bridge, innovation hub, sugar film factory, the two campuses of Kwara State University, sheabutter factory in Kaiama, among others. 

    “These, in shaa Allaah, will create tens of thousands of direct and indirect jobs in the new year, and spread collective prosperity on a sustainable basis.

    “This is why next year’s fiscal document has been christened the budget of ‘economic expansion and collective prosperity’. The size of the budget is N296.4bn, with an opening balance of N25bn. The capital expenditure takes the lion share of N180.0bn, representing 61% of the total fiscal plan, while the recurrent component gets N116bn, or 39%. 

    “This fiscal plan will prioritise the completion and unveiling of several of our legacy projects, and introduction of a few other ones that centre around the welfare of the people. I am glad to inform this Honourable House that the Ilorin Capital City Master Plan will officially produce what we call Ilorin Smart City Satellite Town, which will cover an area estimated at 18,000 hectares. This city is modelled after sustainable, green cities around the world, such as Washington DC. The groundbreaking of this huge project will be done next year, God willing. 

    “Some other highlights include the establishment of the Kwara State University Teaching Hospital; Kwara State University of Education; completion of the first phase of the industrial park at Eiyenkorin; MSMEs Support Funds; rehabilitation of Ilesha Baruba Waterworks and others elsewhere in the state; construction of statewide rural access roads through RAAMP; rehabilitation of Isanlu Isin Waterworks and extension of pipes; rehabilitation of Pampo waterworks and extension of pipes, among others; construction of new wards and expansion of maternity unit at civil service clinic; expansion of 13 hospitals across the state; construction of 250 housing units under the proposed mass housing scheme of the State Government; construction of CBT Centres across the 3 districts; wholesale curriculum revitalisation and training under KwaraLearn; payment of UBEC counterpart funds for 2022 and 2023; and some sports facilities statewide. 

    “Also covered in this document is our preparation for a new minimum wage, which is due for negotiation next year, completion of KWIRS modern headquarters, among other things. We will also begin the implementation of life-changing programmes like the Adolescent Girls Initiative for Learning and Empowerment (AGILE), livestock development centre at Lata; special agroprocessing zone and L-PRES project, which seeks to provide infrastructure and the environment to curb the conflict between herders and farmers.

    “This document is predicated on the estimated crude oil price of $77.96; daily oil production of 1.78million barrel per day; exchange rate of N750/USD; GDP growth projection of 3.76 percent; and 21.4%  inflation rate. 

    “Further details on the budget estimates are contained in the full version of the fiscal plan, which would be issued later.

    “The budget will be funded from an assortment of sources, especially the internally generated revenue and receipts from the federation accounts, among other channels.”

    Danladi-Salihu said the Governor did so well in his first term to deserve the popular mandate he got to govern the state for another four years.

    He said the legislature will peruse the budget and act in accordance with the public good.

    “Let me acknowledge and commend Your Excellency for transparency, accountability, and fiscal discipline exhibited in the implementation of the budget in outgoing year 2023,” he said.

    “It is on record that this administration has completed many people oriented projects in all parts of the state as captured in the budget. The desire is to consolidate on the modest achievements recorded during your first term seems to be on course, considering the religious pursuit of the overall development of the state that has come to be a cordial objective of your administration since your second coming. 

    “I feel fulfilled with the magnitude of completed projects, ongoing projects, and others nearing completion. 

    “It is also noteworthy and commendable that Your Excellency has sustained the zeal with which you resuscitated the fulfillment of the state to counterpart funds in all sectors. The result of these is visible to every Kwaran to energise sectors such as basic education, rural roads, water supply and sanitation, health and many others that were almost dead before you came on board and have since experienced a rebirth as the people of the state now have a new lease of life. 

    “It is my hope that the year 2024 appropriation bill contains realistic projections both on revenue and expenditure that all critical sectors of the economy are accorded adequate attention. It is only by doing this that the administration will consolidate on the achievements recorded in the first four years.”

    AbdulRazaq approves 100% CONHESS for nurses

    Kwara State Governor AbdulRahman AbdulRazaq has approved the implementation of 100 per cent Consolidated Health Salary Structure (CONHESS) for nurses.

    This is contained in a statement signed by Mr. Aminu Shehu, chairman and Mr. Markus Luka, secretary of Kwara State Council of National Association of Nigerian Nurses and Midwives, in Ilorin.

    The statement indicated that the governor also approved the recruitment of more nurses to fill the vacuum created by

    the brain drain in the state, and the country.

    The governor said: “This will improve the quality and standard of nursing care, in line with global best practices.”

    The National Association of Nigerian Nurses and Midwives appreciated the Executive Secretary of the state Hospital Management Bureau for playing a vital role in the struggle to ensure that the government met its demands.

    It also commended AbdulRazaq for the approval and the recruitment of more nurses, saying it

    would boost manpower and health care delivery.
