    JUST IN: Abiodun presents N703.028bn 2024 budget for Ogun

    Gov. Dapo Abiodun of Ogun on Thursday presented a budget of N703.028billion for 2024 to the State House of Assembly for approval.

    Presenting the budget christened “Budget of Sustained Growth and Development, Abiodun said that the figure was made up of N415.66billion capital expenditure and N287.37 billion recurrent expenditure.

    He said that the budget also had N95.05 billion as personnel cost, N105.88 billion overhead expenses and N59.09 billion public debt charge.

    “The revenue composition includes Ogun State Internal Revenue Service (OGIRS) with an estimate of N100.81 billion and other Ministries, Departments, and Agencies (MDAs) estimated at N139.73 billion totaling N240.54 billion,” he said.

    Abiodun added that capital receipt, which included internal and external loans, as well as grants and aids, were projected at N240.24 billion.

    He said that infrastructure would gulp N209.122 billion , representing 30 per cent of the budget.

    The governor stated that education would gulp N109.219billion, representing 16 per cent; health sector got N81.185 billion, representing 12 per cent while N28.886billion, representing four per cent, was earmarked for housing and community development.

    He added that agriculture and industry, would gulp N14.213billion , representing two per cent, while N22.872billion, representing three per cent, was earmarked for recreation and culture.

    Abiodun said that in 2024, the state government would continue to accord priority attention to completion of all ongoing projects, projects with revenue potentials and projects that could enhance employment generation.

    “Education remains the bedrock of any nation. As such, we are committed to revitalising the Education Sector.

    “As a strategic move, we shall be having an Education Summit in the first quarter of the new year where numerous challenges facing the sector will be considered with a view to repositioning the quality of education in the Ogun State.

    “The 2024 budget proposal is the fifth prepared by this Administration. It reflects the serious challenges currently facing our state.

    ” The key reforms necessary to address them, and imperatives to achieve higher, more inclusive, diversified, and sustainable growth,” he said.

    In his remarks, Mr Olakunle Oluomo, the Speaker, appealed to the governor to consider the need for the implementation of the financial autonomy for the state legislature and judiciary as required by the constitution.

    He said that the financial autonomy would enhance democracy, harmonious relationship with the other arms of government.

    He assured that the legislature would not take the current administration for granted , acknowledging the moral and financial support of the governor since assumption of office.

    The speaker assured that the House would give adequate attention to the budget and give it accelerated passage in order to actualise the progress of the state.

    The popular dictum in the local parlance that ” The bride is the star of the show” clearly explains the present status of the Gateway State in the South West of Nigeria; Ogun, the industrial capital of Nigeria and the emerging beautiful bride for investors around the world.

    Since beauty is a combination of many factors, so also the present status of Ogun State reflects array of factors that turned around its obscure position in the comity of states to become investors’ destination of choice.

    Of course, the first factor is quality leadership; there is no gainsaying the fact that there was a total departure from the past,  immediately after the change of guard in May 2019, when a Prince of Remo, His Excellency,  Governor Dapo Abiodun took the mantle of leadership and hit the ground running.

    Abiodun’s approach to development and transformation of his State is indeed different from that of his predecessors, the shrewd business mogul brilliantly studied the environment and maximally utilised the Ogun State’s Comparative Economic Advantage of Location(CEAL) solely predicated on distinct developmental agenda, ‘ISEYA’.

    By the concept of ISEYA, Abiodun prioritized critical factors of the State’s economy, namely: Infrastructure, Security and Social Welfare, Education,  Youth Empowerment and Job Creation and lastly, Agriculture; and swiftly moved to aggregate these factors in the most efficient manner.

    Within his first term tenure of four years, Abiodun had constructed over 400km of roads across the State, and carefully broke the barrier of accessibility between Ogun and Lagos,  the commercial capital of Nigeria and 5th largest economy in Africa, to systematically connect the two States for investment opportunities. Unlike before when the journey from Lagos to Abeokuta,  the Ogun State capital could take up to two or three hours, one can now access Abeokuta from Lagos within 50 minutes or less.

    Speaking at the 27th Annual Conference of Chartered Institute of Stockbrokers in Abeokuta on Thursday, the Governor gave a vivid narration of the systemic implementation of his transformational agenda, he said”,  For us in Ogun State, our development  agenda, which is informed by  our vision, has really helped us to leverage our geographical location which is one of our comparative  advantages .We  have turned the push factor to the pull factor by the introduction of various  reforms , policies  and  provision of required infrastructure “As a result, we have dramatically increased our ranking on the ease of doing business index,  Ogun state has become the investors destination of choice, we won the no 1 state in Industrial Revolution by Forbes and from the Federal Government of Nigeria, I believe we have by so doing contributed the number of potential companies that will be listing in the capital market “.

    The Governor has consistently described his State as the  New Jersey of Nigeria, insisting that what Ogun State is to Lagos is  what  New Jersey is to New York, as the State represents the overflow of Lagos with its expanse land size spanning 16,000 Square kilometres, which is  four times the size of Lagos State, coupled with the strategic location of the State which gives it  permanent advantage of  connecting every part of Nigeria by land, sea and  air.

    Being a sensitive leader who understands the intricacies of the socio-economic environment, with the capacity to recognise problems before it  become  an emergency,  Abiodun quickly  worked on those primordial practices that could hinder his developmental drive, including the age-long mentality of land grabbing and bottlenecks in the issuance of Certificate of Occupancy,  which hitherto had discouraged many investors from  coming into the State.

    The Governor,  while recently  playing host to the board and management of Odua Investment Company Limited,  said,”People are buying land; they are speculating. We have issues of land speculators. We had to practically shut down our lands department for a while and appointed somebody new to oversee the land administration in the state. “We have a backlog of Certificate of Occupancy (CofO) and today, I think, we are the first state to implement our ‘Electronic Certificate of Occupancy’ equipment that has a machine that can sign 2,000 certificates of occupancy in a day because it is important for you to have your CofO.

    “These are the kind of things that have been the clog in the wheels in the past and we are ensuring that we fast track these processes so as to ensure that the reforms reflect who we are”.

    By this action and policy statement,  Governor Dapo Abiodun has made it crystal clear to everyone that it is no more business as usual and that unlike in the past when the whole statements and policies of government ended on paper as mere political talks and deception,   he has demonstrated honesty and capacity in power.

    The latest, unprecedented and the most pragmatic move of Abiodun’s administration in Ogun State presently is the implementation of his multimodal transport system; especially the Agro-Cargo Airport,  the best of its kind in Nigeria.

    The Airport, which wa located in  the centre-point of Ogun State, for easy  accessibility connects the two major highways of  Lagos-Ibadan Expressway and Sagamu-Benin Expressway,  co-located within Ogun State’s  special Agro-Processing zone and major plantations of the State. It is indeed an Aerotropolis, with special features that can make it compete with other airports of that purpose around the world.

    Governor Abiodun,  couples of weeks ago, at the Odun Omo Olowu in Abeokuta put the concept and the rationale behind the Airport in perspectives by saying:” I am very happy to announce  to you another landmark success in our quest to make Ogun State the first destination of investors in Nigeria, and that is our new Agro Cargo International Airport, known as Gateway International Agro Cargo Airport, located at Iperu-Ilishan Road in Ikenne Local Government Area of the State, a very strategic corridor that is visibly contiguous to Lagos, the nation’s commercial nerve centre.

    “The Cargo international  Airport  aims to boost agricultural and non-agricultural goods exports and reinvigorate socio-economic activities, ultimately increasing the state’s revenue generation. The airport is designed as an aerotropolis, equipped with a special agroprocessing zone, an international testing center, passenger operations, and parcel receiving facilities.

    Its structure and business plan make it a game-changer in import and export promotion efforts, as it enables the processing of raw agricultural material, certifying agro-produce to international standards, and receiving parcels for redistribution”.

    With the longest and the biggest runway, apron and terminal in Nigeria,  the Airport is the first of its kind in the whole of West Africa Sub-region, and game changer in Nigeria and entire Sub-Saharan corridor, aiding the African Free Continental Agreement, which was enacted to remove all trade barriers between one country and the other on the continent, thereby putting Ogun State on the global map of investments.

    In addition to that, as it stands, every arrangement is completed to build a dry port at Kajola, in the Central Senatorial District of the State  in consideration of the number of cargoes that come to Ogun State either as raw materials or finished goods, those that  are being  imported  through Lagos seaport. The dry port became imperative in response to the inefficiency of Lagos ports in the past years.

    Speaking on the necessity of the dry port recently,  Abiodun said:” Beacuse the inefficiency of the Lagos seaports seriously affect our manufacturers and processors,  So, we decided that to further ensure that we constantly  increase our ranking in the ease of doing business index, we must find a way of allowing our manufacturers who are exporting to be able to export their containers efficiently. We would be also constructing our dry port and when the port is constructed which would be in Kajola, it means that, if you are shipping goods from anywhere in the world to Ogun State, you don’t need to go through   Lagos anymore. You can simply ship your goods through Kajola Dry Port, just to take  the containers on the train and then come down  to Kajola”.

    While the process of the dry port has commenced in earnest, the Airport, which Abiodun started two years ago after remaining a mere ‘power-point’ Airport for over fifteen years will commence commercial operations by the end of this year, and create employment for over 30, 000 youths in the State and beyond.

    Without mincing words,  the combination of efficient transportation system,  accessible energy, especially the  criss-cross of natural gas in the State, expanse land size and business friendly policies of the State government, among others unarguably make Ogun State the Emerging Beautiful Bride for investors in Nigeria and  by extension in the West Africa corridor.

    Abiodun okays constituency projects for 236 councillors

    Ogun State Governor Dapo Abiodun, has approved constituency projects for the 236 councillors.

    The approval, the governor said, is in fulfilment of his promise to ensure the councillors execute projects in their constituencies  as the closest to the people at the grassroots.

    Prince Abiodun made this known at the Governor’s Office, Oke-Mosan, Abeokuta, when he received the jubilant councillors who were on ground to pass a vote of confidence in his administration and also thank him for paying their full furniture allowance.

    Governor Abiodun, who recently approved the full payment of furniture allowance to the 236 councillors, also promised to ensure the continuous empowerment of the councillors.

    “You have reminded me of my promise to you of your constituency project. Consider that done because you are the closest to the grassroots. You are the ones representing us at the grassroots. You will not be put to shame.”

    “I am a promise keeping governor. Whatever promise I make to you, I will definitely keep it. I want to thank you for your very kind remarks for appreciating that I promised you I was going to pay your furniture allowances, and I remain the first governor that will pay furniture allowances to councillors 100 per cent.

    “I also promised that I was going to ensure you are sufficiently empowered. You are politicians. You must be empowered to continue to empower your constituencies  and I think I am trying,” he said.

    Abiodun also thanked the judiciary for upholding the rule of law and called on opposition members to stop running around to buy judgments and join his administration in moving the state to the next level.

    The Chairman, Ogun State Forum of Councillors, Olarenwaju Adeleye, thanked the governor for approving and paying their full furniture allowance.

    Ogun State Governor Dapo Abiodun has described the former Military Governor of Ondo State, the late Maj.-Gen. Ekundayo Opaleye, as a humble and intelligent officer, who served his country and humanity diligently while alive.

    Prince Abiodun, who spoke when he paid a condolence visit to the family of the late General at their Ibara GRA home in Abeokuta, said Ogun State had lost one of its illustrious sons who dedicated his life to nation building and served as a great mentor to the young ones.

    Praying for the repose of the soul of the departed and for God to give those he left behind the fortitude to bear the irreplaceable loss, the governor said the state government would set up a committee that would liaise with the family to give the late military officer a befitting burial.

    Prince Abiodun also described the late former Minister of Finance, Chief Onaolapo Soleye, as a trailblazer, who contributed to nation-building.

    He said this when he paid a condolence visit to the family of the deceased at Ibara GRA, Abeokuta. The governor noted that Chief Soleye as a Minister of Finance, during the military regime of General Muhammadu Buhari, 

    blazed the trail by displaying intellectual capacity that was never witnessed in the ministry.

    In their separate remarks on behalf of their families, the son of General Opaleye, Kunle, appreciated their late father for inculcating sense of humility in his children, while Pastor Lamide Soleye thanked the governor for standing by their families “at these trying times.”

    Abiodun woos foreign investors, says Ogun is investment friendly

    Governor Dapo Abiodun has called on foreign businesses to make the state, especially the Special Economic Processing Zone, the destination of choice while considering investing in Nigeria.

     Abiodun, while speaking as guest on CNBC Africa at the weekend on the sidelines of the Intra-African Trade Fair, put together by Afreximbank, in Cairo, Egypt, said Ogun State has put everything in place to host any business venture.

    He said Ogun State has the required infrastructure, including accessibility, access to power, and a youthful and educated population to make it investor-friendly.

    He said: “We like to refer to ourselves as the Gateway State. We are the gateway to Nigeria’s prosperity. We are the industrial capital of Nigeria. By all accounts, we have well over 5,000 industries. We are the number one in non-oil revenue in Nigeria because we have large mineral deposits, particularly limestone.

    “That explains why we have Lafarge, Dangote, and many other cement factories. The biggest cement factory in Nigeria is in Ogun State.

    “Now, why are we here (Cairo)? We are here to attract more investors to our state, particularly as we pride ourselves as having the required infrastructure, be it road, rail, or air. We have a new airport, unarguably one of the best airports in Nigeria.

    “Our airport is situated in our Special Economic Processing Zone. The zone is being supported by Afreximbank and being operated and constructed by a private sector player called Arise LLP.

    “Today, we want people to know about the zone, to come and establish processing  concerns and factories in that zone, referencing the 5,000 other industrial activities that exist in Ogun State.”

    The governor listed some of the companies in the state to include Lafarge, Nestle, Cadbury, May&Baker, Unilever, and Olam flours, among others.

    He noted that companies coming to invest in the state would take advantage of its vast agro produce like rubber, cassava, which Ogun is the number one producer in the world, palm oil, cashew, cocoa, cotton, eggs and poultry.

    “We are trying to attract investors to this processing zone, more so because we have gas, which allows them to access power. So, you are sure that your major cost of production, which could be power in most instances, is already mitigated.

    “And I believe that we’ve managed to convince a lot of our listeners that Ogun State, the industrial capital of Nigeria, the education capital of Nigeria with reserve of youthful population is ready to receive you and as a government, we’ve provided a lot of reforms and policy initiatives to further increase our rating on the ease of doing business index,” he added.

    Governor Abiodun also spoke on the significance of the African Quality Assurance Centre (AQAC), which has been established at the Special Economic Processing Zone, a development that he said, is bound to make Nigeria get value for her agro-produce.

    Prince Abiodun noted that Nigeria, before now, was sending her agro-produce meant for export to neighbouring countries like Ghana to be certified as fit-for-purpose.

    But with AQAC in Ogun State, and within the agro-processing zone, Prince Abiodun said agro-produce from Nigeria can now be certified fit-for-purpose in line with world best practices.

    “And now, what they do in AQAC is, they don’t wait until you have grown or you have harvested. They intervene from the point of your inputs, from the point of how you have planted,  from what type of fertilisers you have used, from what type of fertilisers you were meant to use to ensure thar by the time they are stamping your agro-produce, it is certified fit-for-purpose.

    “Hitherto, when goods will have to go to Ghana or any other country to be exported, it means that those agro-produce would probably have been undervalued. So, from now on, Nigeria can now export its agro-produce at the right value because its stamped fit-for-purpose from Nigeria.”

    Abiodun mourns Ekundayo Opaleye

    Ogun State Governor, Prince Dapo Abiodun has described the death of the former military governor of Ondo State (Ondo and Ekiti), Major General Ekundayo Babakayode Opaleye (rtd), as a great loss to the state and Nigeria.

    Maj. Gen. Opaleye reportedly died yesterday in Abeokuta, the Ogun State capital of a heart attack.

    He was military governor from August 1986 to 1987, during the regime of General Ibrahim Babangida. He took over from late Admiral Mike Akhigbe before handing over to Commodore Bode George.

    Opaleye, until his death, was the Balogun of Erunmu, Owu, Abeokuta.

    Prince Abiodun said late Maj. Gen. Opaleye’s patriotism as a military officer and dedication to duty as an administrator will always be remembered.

    “Major General Opaleye’s contribution to our nation, particularly during his tenure as the military governor, will always be remembered. His dedication and service to the people of old Ondo State will forever be cherished. His sudden demise is a great loss to the entire country.

     “We stand in solidarity with the bereaved family, offering our support and prayers as they navigate through this painful period. May they find strength and solace in the memories shared with Major General Opaleye. Our thoughts and prayers are with them,” the governor said.

    Ogun: Abiodun’s renewed developmental agenda

    Little by little, Ogun State is soaring higher towards attainment of the second phase of the developmental agenda of the new administration of Governor Dapo Abiodun. It hasn’t been an easy cruising through, due to the limitation of the national and global economic challenges of the past four years. By and large, the state has remained afloat. In those turbulent times of the Covid-19 pandemic and its existential threat, every effort of government to reach the loft height of its objective of building a prosperous economy for the good of all had been punctuated by one crisis or the other. But the administration was never deterred. With courage, determination, and focused leadership, the state was able to wade through the vicissitudes of the time.

    Without a doubt, much still needs to be done. And in any case, development is forever a work in progress. But it goes without saying that the Abiodun has raised the threshold of good governance.

    To whom much is given, they say, much is expected”. Having overcome the past few months of distraction that followed the outcome of the last general elections, the Governor is now poised to deliver on its electoral promises. In this second term, there is a brighter hope on the horizon. With all the indices of the socio-economic development present in the state, one can say without any equivocation that the feat the administration has achieved is not by sudden flight. Rather, it is due to the forthright attitude of the man leading the charge, his dogged determination, and infinite forbearance even in the face of obvious distractions and other extraneous circumstances. All through human history, no development effort has ever recorded any reasonable level of success without some hiccups. It’s the ability to surmount those challenges and forge ahead with eagle eyes on the vision for a better tomorrow that leads to sustainable development.

    All of these have been factored into Abiodun’s working document as encapsulated in the ISEYA mantra of his administration. This is not to take it for granted, however, that the journey of the next four years will be absolutely hitch-free. Certainly, not. There will be hiccups that may come from either the known or the unknown circumstances. First, it is important to note that those who have constituted themselves as a clog in the wheel of progress are not going to relax in their efforts to cause one form of distraction or the other. But they are not powerful enough to pull back the hands of the clock. Secondly, the nation’s economy still remains largely challenged by the new regime of subsidy removal and high food inflation. Like the past experience, Governor Abiodun has assured on several occasions that no effort would be spared to mitigate the negative impact of it on the citizenry and development effort of the administration.   

    While recently regaling his audience with the policy direction of his new administration in a recent media interview, he further reiterated his commitment to the sustenance of the trajectory of economic growth through aggressive pursuit of infrastructure development, implementation of an integrated transportation master plan as well as industrial investment and improvement in agricultural value chains, among others.   

    This is in line with his aspiration to make Ogun State an investment destination as the centre-piece of his policy thrust. During the interview, he made it abundantly clear that he would consolidate on the foundation of success the government had achieved in its efforts to lead the state to the Eldorado. To achieve this, he promised to harness to the fullest the advantage of the geographical location of the State, its proximity to Lagos as well as its land size to nurture his vision to transform the economy into a leading industrial hub in the West Africa subregion.  

    In his narrative of the journey of the last four years, he had this to say: “Ogun State, without doubt, has become an investment destination of choice. And being the only neighbour Lagos State has, we are what I would describe as New Jersey of Nigeria. What New Jersey is to New York is what Ogun State is to Lagos State. So, we represent the overflow of Lagos. Ogun State is 16,000 Square kilometres in size. We are about four times the size of Lagos State. That in itself represents our comparative advantage over other states.

    “As an administration, when assumed office and looked at the combination of the geographical location, power, and land size, we said these should form our vision. That vision is the reason we focus on creating an enabling environment for Public-Private Partnership (PPP) because we believe it is fundamental to the economic growth of the state and the individual prosperity of our people.

    “We are leveraging our geographical location, and access to natural gas that we have to now see how we can create a further enabling environment for people to work and live in Ogun State. We decided that it was extremely important in whatever we do to take advantage of its proximity to Lagos to enjoy its full potential”.

    To ease the movement of people to and from Lagos and also stimulate the transport sector as a catalyst for industrial transformation, he disclosed that over 400 kilometres of highways had been constructed by the administration. Not surprisingly, a sizeable population of Ogun State residents now finds it convenient to work in Lagos, as it takes less than an hour to transit between the two states. “To date, in Ogun State, we have constructed over 400 kilometres of highways. We prioritise the highways that connect us with neighbouring states, particularly Lagos. Today, four years and a few months into our tenure, you can travel between Lagos and Ogun State in less than an hour. Before we assumed office, it would take you probably two or three hours or even more. So, more people are now coming to Ogun State to live, to work and to hold conferences, to play because we are easily accessible,” Governor Abiodun enthused.

    All this has been complemented by a transportation master plan focusing on an inherent connection between roads and rail, on the one hand, and air transport on the other hand. That is the vision that has culminated in the building of a world-class International Agro-Cargo Airport located somewhere in Ikenne Local Government between Ilishan and Iperu. Although the state government had secured the licence for the airport in 2006, it was the present administration that finally resolved the impasse arising from the contention about the choice of the location between his two predecessors. Though capital intensive, the Airport was built in a recording-breaking short period of two years, making it the fastest to be constructed ever in the history of this country. It recorded the first historic flight landing sometime last year. According to projections, all things being equal, it will commence full commercial operation before the end of this year. 

    “One exciting thing about it is the unique features that give it a competitive edge over others. Apart from the dual advantage of its access to two major highways-Lagos-Ibadan Expressway and Sagamu-Benin Expressway, it is also co-located in the special Agro-Processing zone. The idea behind the initiative is to create an enabler for easy evacuation of fresh agro-produce”.

    As the Governor already hinted,  some investors had already indicated interest in setting up vegetable farms in the special agro-processing zone and airlifting fresh vegetables on a daily basis.

    “Similarly, when finally completed, the ongoing industrial zone will create between 30,000 and 50,000 new jobs with multiplier effects on the state economy and the country at large. As a Public-Private Partnership (PPP) arrangement between the state government and private companies, the industrial zone has already been chosen as an economic hub with partnerships in different parts of the sub-region, Ivory Coast, Garbon, Togo, Benin Republic, and so on.

    “Therefore, the importance of the airport to the overall turnaround of the fortune of the state’s economy cannot be over-emphasized. According to statistics, Ogun State currently houses over 5,000 industries. Today, the state has the largest cement factories in Nigeria, producing the highest tons of cement. These include Lafarge, Dangote as well as others that are just springing up.

    “Other than cement factories, the state is also the home of industrial giants like Nestle, Cadbury, Unilever, May & Baker, International Breweries, Olams, Flour Mills, and a host of others.  

    “By the time the Cargo Airport commences full commercial operation, manufacturers will no longer need to go to the already congested ports in Lagos any more to export their containers when the airport commences full commercial operation”, said the Governor.

    That is the vision that drives the commitment of the Abiodun administration to build a world-class airport with the best standard facilities. At present, the Airport has the longest runway in Nigeria. It has the best-constructed terminals and apron in Nigeria. Precisely, the apron is 84,000 Square meters which is four or five times larger than the largest Cargo Airport in Nigeria.

    Governor Abiodun, in his brief outline of the vision of his new administration, stated thus:  “We must find a way of allowing our manufacturers who are exporting to be able to export their containers efficiently. We would be constructing our dry port and when the port is constructed which would be in Kajola, it means that, if you are shipping goods from anywhere in the world to Ogun State, you don’t need to go to Lagos anymore. You will ship in your goods and you will see “FOB Kajola Dry Port”.

    “The whole idea of co-locating the Airport in a special Agro-Processing zone is that all the entire value chains of agro-produce would be occurring in the zone where raw materials are coming from in different plantations that we have in Ogun State, be it cassava, cashew, oil palm, rubber, cotton, and so many others.

    “Our Apron is 84,000 Square meters which is four or five times larger than the largest Cargo Airport in Nigeria. These cargo-based companies have now decided that, once the Airport is ready they will now be flying their cargoes that are destined for Nigeria to that Airport.

    “Today, we have received unsolicited offers from those who are serious about taking over the Airport on concession. We are talking to them. We are still excited about the level of interest that we have seen. That’s why we built this Airport to a world-class standard.

    “We must find a way of allowing our manufacturers who will be exporting to export their containers efficiently. We would be constructing our dry port and when the port is constructed it would be in Kajola. It means that, if you are shipping goods from anywhere in the world to Ogun State, you don’t need to them to Lagos anymore. You will ship in your goods and you will see FOB Kajola Dry Port.

    “There will be no need for inefficiencies that are associated with trucks going in and out of Lagos ports and the congestion itself that has been associated with that in the past is no more. These are some of the things that reforms, policies, programmes that this administration has implemented to support the over 5,000 industries that have come to make Ogun State their home. By so doing, we would be fully implementing our vision which is to create an enabling environment for more people to come here to live, work, to play which in turn translates into individual prosperity of our people,” the governor stressed.

    Your appeal lacks merit, ambitious, Abiodun, others tell Adebutu, PDP

    Ogun State Governor, Prince Dapo Abiodun, the All Progressives Congress (APC) and the Independent National Electoral Commission (INEC), yesterday urged the Court of Appeal to dismiss the appeal filed by the Peoples Democratic Party (PDP) and its candidate, Ladi Adebutu against the judgment of the Ogun State Governorship Election Petition Tribunal, which affirmed the election of the governor during the March 18 elections.

    At the hearing of the appeal by the Appeal Court, sitting in Lagos, Abiodun, APC and INEC told the three-man panel of justices led by Justice Joseph Shagbaor Ikyegh that the appeal by Adebutu and PDP lacked merit and was ambitious.

    The tribunal had on September 30, dismissed the petitions by Adebutu and his party and affirmed the re-election of Governor Abiodun.

    Leading the charge, counsel for the first respondent (INEC), A. J. Owonikoko, SAN, urged the court to dismiss the appeal for lacking in merit.

    Reacting to the issue of 49,000 disenfranchised voters, raised by the appellants’ counsel (Chief Chris Uche SAN), Mr Owonikoko referred to paragraphs 4.37 to 4.40 at pages 18 and 19 of his brief to point out that appellants only called 48 witnesses. He explained that in cases of disenfranchisement, all the disenfranchised voters must be called as witnesses, but appellants did not do so. He concluded that the court cannot amplify 48 witnesses to 49,000 witnesses as appellants want. 

    He urged the court to dismiss the appeal.

    Counsel for the 2nd respondent (Prince Abiodun), Chief Wole Olanipekun SAN, also identified and adopted his brief.

    The Court of Appeal reserved judgment to a date to be communicated in future.

    As a preliminary point, Chief Olanipekun said contrary to the position set out by Chief Uche SAN, the recent decision of the Supreme Court in the Atiku v. INEC case completely encapsulates the issues in the appeal. 

    He argued that in that appeal, the Supreme Court simply adopted in ‘toto’ the decision of the Court of Appeal, adding that incidentally, the same Samuel Oduntan, who was rejected as a witness by the Court of Appeal in Atiku’s case metamorphosed as PW 93 in the appeal under consideration.

    The Court of Appeal reserved judgment to a date to be communicated in future.

    In response to the court’s demand, Chief Olanipekun promised to provide a copy of the judgment.

    In addition, Chief Olanipekun SAN emphasised pages 3-5 of his brief where he identified about eight key findings of the trial tribunal that appellants did not challenge, paragraph 4.3 of the brief arguing that appellants have abandoned about five grounds of appeal, and issue 3 at page 17 of 2nd respondent’s brief where 2nd respondent argued that trial tribunal rightly struck out paragraphs of the appellants’ pleadings. 

    On the margin of lead, Chief Olanipekun argued that there was nothing to even consider on margin of lead and urged the court to dismiss the appeal for lacking merit. 

    Dr. Onyechi Ikpeazu, SAN, appearing for the third respondent (APC), said  Exhibit PT609 is not a proper document to use (referring to Pages 71-72 of his brief). 

    On the Atiku appeal, Dr Ikpeazu SAN noted that the Supreme Court did not do anything novel as it relied on settled constitutional positions already espoused in _Ararume v INEC_ and in  _Oke v. Mimiko_ to the effect that all witness statements must accompany the petition. 

    He argued that all the witnesses who could be said to have given substantial evidence in this appeal did so on subpoenas and thus were rightly discountenanced. He too urged the court to dismiss the appeal.

    Chief Uche SAN counsel for the appellants had noted that there is a distinction between the facts in the Supreme Court decision in Atiku v. INEC & 2 Ors and his clients’ appeal as cited by the 2nd respondent in support of first and second issues raised. 

    He also told the judges that appellants called 94 witnesses, half of which were polling unit agents, adding that on the issue of margin of lead, that elections did not hold in 99 polling units based on which about 41,000 votes were excluded.

    He also pointed out that up to 37,000 ballot papers utilised by INEC were either not thumb printed or carried multiple thumb prints.

    Calling on the appeal to be allowed, Chief Uche said when the 41,000 and 37,000 votes are utilised, the declaration of Governor Abiodun would have been set aside.

    The Court of Appeal reserved judgment to a date to be communicated in future.

    Ogun State Governor and Prince Dapo Abiodun has described the resounding victory of the All Progressives Congress (APC) in Saturday’s governorship election in Kogi State as the affirmation of the confidence Nigerians have in the ability of the ruling party to extricate Nigeria from the current economic woes.

    The win followed the earlier one in Imo State, where Governor Hope Uzodinma, also of the APC was declared the winner of Saturday’s election by the Independent National Electoral Commission (INEC).

    Abiodun calls for collaboration to raise infrastructure funds

    Ogun State Governor, Dapo Abiodun has called for collaboration among the Federal Government, states and the Capital Market in raising funds for the provision of needed infrastructure in the country.

    Abiodun who spoke yesterday as the Special Guest of Honour at the 27th Annual Conference of the Chartered Institute of Stockbrokers in Abeokuta, said basic infrastructure was key in engendering socio-economic development as no country could expand its economic base without adequate infrastructure.

    He said the stock exchange serves as veritable source of funds which governments can tap into for the execution of various projects, adding that Ogun State is willing to take advantage of this in the near future.

    He said: “The stock exchange is extremely important to the economy of any country. In the case of Nigeria, they should look at how they can ensure that we have transparency, accountability, and good governance on matters that relate to the oversight and operations of the stock exchange.

    “On the other hand, we can find ways to collaborate with the exchange and how the exchange can help in aggregating the required capital to provide the needed infrastructure for this country because what is required to uplift and unlock the economy of any country is infrastructure and if the capital market can take particular interest in that, every other thing will be positively impacted in multiplying effects.

    “So, it is important for us to look at how the subnational and even the federal government can collaborate and partner the stock exchange to unlock the much needed infrastructure of Nigeria. You can come to Ogun State by road, rail, or by air, that is because we found the fund to achieve that.”
