    GIZ, ACF target 1.4 million vulnerable persons in Borno, Adamawa

    The German Agency for International Cooperation (GIZ), in partnership with Action Against Hunger (ACF), has kick-started the support of 1.4 million vulnerable persons in Borno and Adamawa States through the expansion of the social register and strengthened social protection systems, it emerged on Tuesday

    The €1 million, one-year project funded by BMZ and the European Union (EU) was launched in Abuja on Tuesday, with a kick-off meeting outlining objectives such as technical alignment on methodology, timelines, roles, quality standards, safeguards, risk mitigation, and coordination among partners including ACF, the National Programme Manager of the National Social Safety-nets Coordinating Office (NASSCO), State Operations Coordinating Unit (SOCUs), GIZ, and civil society groups.

    Andualem Fekadu, Deputy Country Director of Action Against Hunger Nigeria, revealed that the intervention will target communities affected by protracted conflict and insecurity, while also including a cash support component to strengthen resilience.

    “This project is designed to support and strengthen the most vulnerable members of communities in Borno and Adamawa States whose livelihoods have been severely affected by prolonged security challenges,” Fekadu said, adding that the project will be implemented in close coordination with state governments.

    He disclosed that one million euros has been allocated specifically for the expansion of the Social Protection and Outreach (SOQ) component, with robust monitoring and evaluation mechanisms in place.

    “Both GIZ and Action Against Hunger have strong monitoring and evaluation teams that will work closely with state governments and beneficiaries. We will also collaborate with state-level monitoring and evaluation departments from the beginning to the end of the project,” he said.

    Fekadu acknowledged widespread humanitarian challenges across North-East, North-West, and North-Central Nigeria but noted that funding limitations currently restrict the project to Borno and Adamawa.

    He highlighted Action Against Hunger’s track record in Jigawa and Kano, where Jigawa became the first state to develop and implement a social protection policy with budget allocations for vulnerable groups.

    Speaking on behalf of the GIZ Head of Programme, Mrs. Ana Vanambres, Bolaji Aina, the Deputy Commission Manager – Supporting Sustainable Social Protection, Participation and Economic Resilience in Northeast, Nigeria, said the project aims to expand, update, and improve the social register by approximately 1.4 million people.

    She explained that insecurity, displacement, climate shocks, and economic hardship place heavy pressure on vulnerable households and social service institutions.

    “The project will use geographical targeting, Community-Based Targeting (CBT), and proxy means testing to identify vulnerable households,” Aina said.

    She emphasized that a credible and inclusive social register is essential for shock-responsive interventions, better targeting, policy coordination, and efficient use of public and donor resources.

    Aina added that the project supports Nigeria’s broader social protection reform agenda and strengthens state systems, integrating women, internally displaced persons, returnees, and host communities into government structures rather than parallel mechanisms.

    CBT, according to her, is central to enhancing transparency, accountability, and community trust.

    “Success will be measured not just by the number of people registered, but by how well state systems are strengthened and how effectively the data is used to guide social protection and future policy decisions,” Aina said.

    Mohamed Bala, speaking on behalf of NASSCO National Coordinator Funmilola Olotu, highlighted efforts to link households to foundational national identification systems.

    “All 19 million households captured in earlier phases of the Social Register are currently undergoing validation and updates. Over 10 million households have been visited, with at least one member per household linked to a verified identity through the National Identity Management Commission (NIMC).

    “In terms of individuals, we have submitted over 11 million records to NIMC, and about 10 million have been successfully verified. This reform is not only identifying poor and vulnerable households but also giving them identity,” Bala added.

    He noted that household coordinates are being captured to strengthen accuracy and credibility.

    Bala explained that while the National Social Safety Nets Project (NASSP) updated only 10.2 million households, the Federal Government aims to reach 15 million, leaving a gap of 4.8 million households, adding that partnerships with programs like SPIN and SUSI are helping bridge this gap.

    “The government will be glad to report that partners are supporting the expansion,” he said, noting that future interventions will be fully digitized and implemented at the local government level, with NASSCO coordinating and supervising.

    Two suspected kidnappers arrested in Adamawa

    Two suspected kidnappers have been arrested by the Adamawa State Police Command operatives who went after the suspects in collaboration with local hunters in Song Local Government Area.

    The Command said its officers, along with the hunters, acting on credible intelligence, carried out a coordinated raid on a notorious criminal hideout in a remote area of Balma Village, Song LGA.

    “The operation led to the arrest of two male suspects identified as Shaibu Mohammadu, 30, and Ja’o Bawa, 31, of different addresses,” the command said in a statement released on Sunday by the command’s Public Relations Officer, SP Suleiman Nguroje.

    Nguroje said the arrest was made the previous day, January 24.

    The police spokesman listed items recovered from the suspects as including one locally fabricated revolver, an assault rifle, two mobile handsets, charms, and other incriminating materials, all of which have been secured as exhibits.

    According to him, preliminary investigations show that the suspects are actively linked to a series of kidnapping operations within Song and neighbouring communities, by which they were spreading fear among residents.

    “The suspects confessed to their involvement in the criminal activities, while efforts have been intensified to track down and apprehend other members of the kidnapping syndicate who are currently on the run,” Nguroje stated.

    He stated that the state Commissioner of Police, CP Dankombo Morris, appreciated the strong collaboration between the police and the local community, which should be recognised as a vital pillar in the fight against crime.

    Popular Adamawa PDP grassroots politician leads Guyuk/Shelleng supporters to APC

    A former Chairman of Guyuk Local Government Area in Adamawa State and longtime Peoples Democratic Party (PDP) stalwart, Kube Dwana, has defected to the All Progressives Congress (APC), taking with him supporters from Guyuk and neighbouring Shelleng LGAs.

    Dwana formally announced his decision at the APC Secretariat in Guyuk Ward, a development that has unsettled what remains of the PDP in both local governments.

    His influence in the area was said to have stemmed from his role in past elections and decades of helping to strengthen the PDP’s political standing.

    Explaining his move, Dwana said he chose to leave the party he helped build because of what he described as the quality of national governance under President Bola Ahmed Tinubu.

    “I find it compelling to align with people in good governance under the same boat,” he said.

    The former council chairman, who served between 2009 and 2010, added that Tinubu’s policy direction and key appointments — including that of former Chief of Defence Staff, now Minister of Defence, Christopher Musa from Southern Kaduna, as well as Professor Nentawe Yelwatda’s emergence as APC National Chairman — influenced his decision and convinced his supporters to follow suit.

    Guyuk APC Ward Chairman, Linus Nathaniel, welcomed Dwana into the party, describing his entry as a significant boost given his broad appeal in both Guyuk and Shelleng.

    Similarly, Ibrahim Suleiman, coordinator of the Kube Dwana political structure in Shelleng, said the defection reflects a worthy acknowledgment of President Tinubu’s leadership.

    Adamawa philanthropist secures release of 100 inmates, offers skills, scholarships

    A philanthropist in Adamawa State, Dr. Emmanuel Musa, has facilitated the release of 100 inmates from 10 correctional centres across the state.

    Musa, who is the president of a charity organisation, EMNAMU Foundation, said the intervention also includes free skills training and business start-up kits for inmates interested in entrepreneurship, as well as scholarships for those willing to return to school.

    Speaking during a ceremony at the Adamawa State headquarters of the Nigeria Correctional Service in Yola, Musa explained that he paid the fines required to meet the conditions for the inmates’ release.

    “I am happy to be able to provide solutions to problems,” he said, adding that each of the freed inmates was also given N10,000 as transport fare to enable them return to their various homes.

    In his remarks, the Adamawa State Comptroller of the Nigeria Correctional Service, Odunlami Ajani, commended Musa for the gesture, noting that it would help to decongest correctional centres in the state.

    The Nation reports that the intervention formed part of activities to mark Musa’s birthday. Other activities carried out during the period included visits to hospitals, where he paid medical bills for patients, and to orphanage homes, where he donated food and non-food items.

    The philanthropist is known for undertaking similar humanitarian activities during his birthday celebrations. Beyond that, he regularly engages in acts of charity through the EMNAMU Foundation, including the donation of relief materials to people in emergency situations and financial support to the less privileged.

    Customs seizes N181m worth of PMS from suspected smugglers in Adamawa

    The Operation Whirlwind unit of the Nigeria Customs Service (NCS) said it has seized premium motor spirit (PMS) valued at more than N181 million from suspected smugglers operating around Adamawa State over the past two months.

    According to the unit, which leads the NCS drive against the smuggling of petroleum products out of the country, officers recorded 55 seizures amounting to a duty-paid value of N181,603,515. The confiscated products included 284,006 litres of PMS stored in 2,642 jerrycans of 25 litres each, 11,256 litres found in a filling station, and 485 drums of 220-litre capacity.

    The intercepted products were reportedly being ferried to neighbouring countries through border routes in Adamawa State. Two large wooden boats used for transportation were also seized.

    Speaking at a press briefing in Yola on Thursday, the National Coordinator of Operation Whirlwind, ACG Kolapo Oladeji, reaffirmed that the campaign against smuggling would continue with full commitment.

    “We will sustain this effort until smuggling, especially the illegal movement of petrol out of the country, becomes widely recognised as a serious offence,” he said.

    Oladeji also noted that Customs officers continue to face threats from individuals attempting to obstruct enforcement activities but stressed that the service remains undeterred.

    321 firms jostle for UBEC projects in Adamawa

    No fewer than 321 companies have tendered their bids for the 2022, 2023 and 2024 Universal Basic Education Commission (UBEC) Matching Grant projects in Adamawa State.

    Executive Chairman Adamawa State Universal Basic Education Board (ADSUBEB), Dr. Murtala Babayi, disclosed this at the Pre-qualification Technical Bid Opening Ceremony in Yola yesterday.

    According to him, the event underscored the state government’s commitment to due process, accountability and transparency.

    Babayi, however, cautioned the contractors against conniving with any individual at the board to engage in fraudulent documentation.

    “We are calling on all of you the bidders; you should ensure that you did not follow any route that will involve you into trouble in the near future.

    “You should also not try to compromise with our staff by bringing in papers that are not up-to-date. If at any time we discover this, we will deal with any perpetrator,” he said.

    The chairman listed the projects to include construction of one block of three classrooms with office and veranda, supply of school furniture, drilling of solar-powered boreholes and construction of perimeter fence.

    He commended Governor Ahmadu Fintiri for his timely release of funds and commitment to basic education as a right to every child.

    In her remarks, Mrs. Rahila Gyndi, the board’s Director of Procurement, said the bid was in compliance with section 16 of the Procurement Act 2007.

    She said the Act stipulated that only contractors with the requisite capacity, resources, and experience were eligible to participate in government procurement processes.

    Gyndi assured that the board would soon come up with a list of successful bidders who would qualify for the next stage of the process.

    Mr. Philip Dawa, who spoke on behalf of the bidders, appreciated the board for giving them the opportunity to submit their proposals for consideration.

    He assured that successful companies would do a quality work in compliance with the projects’ deadline and specification.

    Filindabo community in the Abuja Municipal Area Council (AMAC) came alive with excitement and cultural display as the Founder and CEO of Sagesse College of Traditional Carpentry (SCTC), Mr. Musa Moses Amiebenomo, popularly known as Celebrity Carpenter, tied the knot with Princess Aishatu Mamman Daksiri, from the royal dynasty of Adamawa State.

    The royal Nikah ceremony began with the wedding Fatiha at the Central Mosque, Abuja, presided over by Imam Prof. Luqman Zakariya and His Royal Highness Edris Musa, the Emir of Giwa.

    The solemn ceremony was witnessed by the Hakimi of Filindabo (Dekashi) Muhammed Sani Paga, Chief Abubarka Hassan, community leaders, friends, associates, and other dignitaries from across the country.

    His Royal Highness Dr. Idris Musa (MFR), Emir of Jiwa, represented the groom and accepted the marriage on his behalf, while former Minister of Health (State) and former Minister of Foreign Affairs (State), Dr. Aliyu Idi Hong, served as the bride’s guardian (Wali), giving her out in marriage. Their distinguished presence added prestige to the royal occasion.

    After the mosque ceremony, a colorful convoy accompanied by a herd of horses moved to Filindabo for the grand reception, where guests were treated to a vibrant celebration of cultural diversity.

    Various ethnic groups showcased traditional dances, songs, wrestling, and other cultural exhibitions in honor of the couple.

    The reception, hosted by Abuja’s renowned Master of Ceremony, Sarkin Dariya, was graced by several traditional and community leaders, including the Emir of Giwa, H.R.H. Muhammed Sani Paga; Oba Tajudeen Kolawole, the Yoruba community leader; Chief Tochukwu Nzegbo, the Igbo community leader; and other local chiefs and youth leaders.

    The visibly elated bride, Princess Aishatu Daksiri Musa, expressed her joy, saying:

    “I’m so elated with what I saw here today. The love shown to me and my husband is overwhelming. I will never forget this day.”

    She described her husband as “a strong, compassionate, and caring man.”

    In his remarks, the groom, Mr. Musa Moses, expressed gratitude to the Emir, traditional rulers, friends, associates, and community members for honoring the occasion.

    Widely known as Celebrity Carpenter within Abuja’s entertainment and traditional circles, Mr. Musa is also the traditional titleholder of Garkuwan Matasa of Fillin-Dabo Dei-Dei in the FCT.

    Through his institution, the Sagesse College of Traditional Carpentry, he has empowered many young Nigerians, providing them with practical skills and sustainable livelihoods.

    Adamawa’s literacy programme transforms 12,000 young lives

    A total of 12,000 children in Adamawa State who could neither read nor write in English could now do so after months of an intensive literacy and numeracy learning program.

    Thousands of adolescent girls for whom menstrual hygiene was a tough challenge now also have a breather, thanks to the same Accelerated Basic Education Program (ABEP) mounted by the Adamawa State Government in collaboration with the United Nations Childrens’ Fund (Unicef).

    In the course of the programme meant essentially for addressing the challenge of out-of-school children under the Global Partnership in Education Accelerated Fund (GPE-AF) project in the three pilot local government areas of Gombi, Lamurde and Madagali, the young learners were also groomed to handle life situations such as hygiene, with specific reference to girls who were handed menstrual and hygiene management  kits to ensure that menstruation does not become a reason to skip classes.

    In his presentation during a ceremony at the weekend to mark the official wrapup of the programme, the Adamawa State Ministry of Education Unicef Focal Person, Godwin  Lucky affirmed that the back-to-school campaign added the 12,000 learners into formal and non-formal schools.

    Giving an overview of the GPE project, Education Specialist, UNICEF Bauchi Field Office, Dr Abdulrahaman Ado, said the GPE-AF project, being implemented in three Northesst states of Adamawa, Borno, and Yobe, was aimed at providing access to quality and inclusive education to children five to 14 years of age who are out of school.

    Ado added that the program commenced in July 2024 and was scheduled to close officially  by the end of this month, after which the government of the respective states are expected to fully take ownership and run it.

    Adamawa Commissioner for Education and Human Services, Garba Pella, pledged that the program would continue, as his Ministry’s budgetary allocations would accommodate the expenditures associated with it.

    The people of Rigange and Waduku in Lamurde Local Government Area, Adamawa State, have decried government silence over deadly attacks that claimed 10 lives and destroyed properties worth about ₦7 billion.

    At a joint press conference, community leaders led by Mr. Gregory Abednego alleged that armed assailants struck the Bwatiye communities on two separate occasions in July, leaving residents in distress.

    They accused relevant authorities of negligence in investigating the killings and taking remedial action, warning that the unprovoked aggression risks escalating into wider ethnic conflict.

    “We are deeply disturbed by the lack of thorough investigation into these atrocities,” Mr Abednego said.

    He, however, appealed for calm, urging all Bwatiye sons and daughters to resist reprisals and appealing to both the Federal Government and Adamawa State authorities to act urgently to ensure justice.

    Heavy downpour displaces thousands in Adamawa communities

    A heavy downpour on Tuesday triggered severe flooding in several communities within Jimeta, Yola North Local Government Area of Adamawa State, forcing thousands of residents from their homes.

    The rain, described as unusually intense, caused drainages to overflow, sending dirty water into homes, business centres, and places of worship in communities such as Nasarawo, Demsawo, Damilu, Bachure, Jambutu, Shinko, and Doubeli.

    Gabriel Okatahi, a landlord on Calabar Street, Demsawo, said the area had not witnessed flooding of such magnitude in the past seven years, attributing the past respite to a culvert built across the community.

    The Executive Secretary of the Adamawa State Emergency Management Agency (ADSEMA), Dr. Celine Laori, confirmed that the flood left thousands homeless, though no lives were lost. 

    She said emergency agencies, including the police and fire service, were carrying out rescue operations.

    Police spokesman SP Suleiman Nguroje said the Command deployed marine police for rescue operations, adding that Commissioner of Police, CP Dankombo Morris, had personally visited affected areas such as Limiwa, Rumde, Shinko, and Jambutu to assess the situation and mobilise assistance.

    The disaster comes barely two months after floods in Yola South LGA claimed 29 lives.
