    Mrs Buhari condoles with Wazirin Adamawa family

    The wife of the President, Mrs Aisha Buhari, on Tuesday, condoled with the family of late Wazirin Adamawa, Alhaji Mohammadu Abba.

    The condolence message was in a statement made available to newsmen by Mrs Buhari’s Director of Information, Mr Suleiman Haruna in Abuja.

    The wife of the President noted the immense contributions of the deceased to humanity and prayed Allah to forgive him and grant his family the fortitude to bear the loss.

    The deceased was the second in command in Adamawa Emirate council after the Lamido.

    Mrs Buhari also condoled with the family of late Muhammadu Malabu in Yola.

    The deceased were both buried according to Islamic injunctions.

     

  • FG postpones annual retreat of SGF, SSGs indefinitely

    The Federal Government has postponed 2017 retreat for the Secretary to the Government of the Federation and Secretaries to State Governments indefinitely.

    Mr Bolaji Adebiyi, the Director of Press in the Office of the Secretary to the Government of the Federation, made this known in a statement issued in Abuja on Friday.

    He said that the retreat which was scheduled to hold April 23 to April 25 in Yola, Adamawa has been shifted and a new date would be announced soon.

    “The annual retreat of the Secretary to the Government of the Federation with Secretaries to the State Governments scheduled to hold in Yola, Adamawa State, has been postponed.

    “A new date will be communicated to all participants and invited guests in due course.

    “The office of the Secretary to the Government of the Federation (SGF) regrets any inconvenience,’’ he said.

    The News Agency of Nigeria (NAN) reports that the reason for the postponement was not disclosed.

     

  • Lawmaker accuses security personnel of sexual harassment

    A member of the House of Representatives, Abudulrahman Abubakar (Adamawa-APC), on Tuesday alleged that security personnel at checkpoints in the North-East sexually harassed girls under the guise of conducting checks.

    Abubakar made the allegation while moving a motion on the need to investigate the activities of security personnel at the checkpoint along the Yola-Girei road in Adamawa.

    He said the checkpoint was manned by officers of Nigerian Army, Nigeria Police Force, Nigeria Customs Service, Nigeria Security and Civil Defence Corps (NSCDC) and the National Drug Law Enforcement Agency (NDLEA).

    According to him, commuters on the road are regularly subjected to harrowing experiences at the checkpoint by the officers.

    The lawmaker alleged that commuters were often diverted into secluded areas under the guise of intensive checks and were harassed and intimidated.

    According to him, the officers, oftentimes, allegedly abuse hapless young girls sexually.

    He said that due to lack of substantive evidence, appropriate authorities often turned blind eyes to these unfortunate incidents.

    The legislator said that the situation had turned the checkpoint into a tool of flagrant extortion, harassment and abuse of commuters at gunpoint.

    According to him, if the brutality and harassment of commuters are not checked and officers duly sanctioned, they can become more emboldened to commit worse crimes.

    In his ruling, Speaker of the House, Mr Yakubu Dogara, mandated the Committee on National Security and Intelligence to investigate the allegation and report back to the house within six weeks.

     

  • Agency distributes fertilisers to farmers in Kebbi, Adamawa

    An international agency, Oxfam in Nigeria, with the support of the European Union (EU), has distributed dry season farming inputs to farmers in Kebbi and Adamawa States.

    The agency distributed 10,800 bags of fertilisers to 1,500 and 800 surface irrigation water pumps to 62 farmers in the two states.

    Oxfam’s Livelihood and Private Sector Manager William Mafwalal said the distribution was part of the Pro-Resilience Action (PROACT) Project, an EU support to food security and resilience in northern Nigeria.

    “Six thousand bags of fertilizers were distributed to 1,500 farmers, 400 surface irrigation water pumps were also given to over 62 farmers’ groups in Jega and Birnin Kebbi Local Governments of Kebbi State, while 4,800 bags of fertilizers and over 400 water pumps were distributed to dry season farmers in Fufure and Guyuk Local Governments of Adamawa State, for the 2017 dry season farming.

    “In the first phase of support, 625 farmers are benefiting from the dry season farming inputs, of which 350 are women in Adamawa. In Kebbi, of the 1,500 beneficiaries, 590 are women.

    “Oxfam believes fertilizers and irrigation water pumps are critical to dry season farming in the states, and most small holder farmers have challenges accessing these inputs,” Mafwalal said.

    He said Oxfam, through the project, was supporting the state governments in its efforts to improve agricultural productivity, enhance food security and reduce poverty, especially among small holder farmers in rural communities.

    “This is just the beginning of the full implementation of the project. It is a four-year intervention with lots of components aimed at fighting hunger and building the resilience of farmers,” Mafwalal added.

    Adamawa State Deputy Governor Martins Babale warned farmers against selling the inputs but use them to improve their lives.

    Kebbi State Commissioner for Agriculture and Natural Resources Mohammed Dandiga urged the beneficiaries to use the farm inputs to improve their productivity.

    “You are not the only dry season farmers in the state, but you are privileged to be among the selected few. That is why it is important that you keep to the rules and ensure you fulfil your own side of the commitment so that other farmers will benefit as well.

  • Insurgency: VSF to assist 12,000 pupils, 31 schools in Adamawa

    The Victims Support Fund (VSF) says it will assist 12,000 pupils and 31 schools under its education empowerment programme  in three local government areas affected by insurgency in Adamawa.

    The Executive Director of the fund, Prof. Sunday Ochoche, made this known on Friday while flagging-off the second phase of distribution of school bags, learning and teaching materials to pupils and officials of affected schools in Garkida town of Gombi Local Government Area of Adamawa.

    Ochoche said that the three local government areas selected for the second phase comprised Gombi, Maiha and Michika, adding that under the first phase undertaken last year, 7000 pupils benefitted from 13 schools in Hong, Mubi North and Mubi South Local Government Areas of the state.

    “It is so exciting to us from VSF to be back in Adamawa in continuation of what we are mandated to do by the President.

    “We are here in continuation of the implementation of our education empowerment programme.

    “VSF from inception has focus much on human dimension on recovery from the insurgency; we want to encourage every child and teacher back to school, and to help change the situation of the narrative that gave birth to Boko Haram in the first place.

    “And we are convinced that there is no way we can change the narrative without addressing the issue of education and things that will enhance education,” Ochoche said.

    He reiterated the commitment of the fund to work with Adamawa Government in reducing to the barest minimum the number of children out of school.

    The Director Programme of the fund, Prof. Nana Tanko, who lauded stakeholders working with the fund in the implementation of the programme, tasked parents and school authorities to ensure maximum utilisation of the learning and teaching materials provided.

    Tanko cautioned against misuse such as selling the materials, and urged the public to monitor and seize any of the items found being sold in the market or anywhere.

    “If you see any of these support materials on sale, please seize it,” Tanko advised.

    Gov. Muhammadu Bindow, who was represented by the state Commissioner for Education, Mrs Kaletapwa Farauta, lauded the various interventions by VSF and assured it of his administration’s maximum support.

    Bindow said that the state had also declared a state of emergency in the education sector and was following that up with series of actions.

    “We are following up our declaration of state of emergency in education sector with a lot of activities and we are mindful of what we are doing to ensure that our children of school age are not left roaming the streets. We are most grateful for your support,” he said.

    The District Head of Garkida, Malam Saidu Tarfa, expressed gratitude to the fund and other government and non-governmental organisations for their support to the community and others affected by the insurgency.

    Tarfa assured the fund of sustained support and cooperation of the community in its effort to boost education and rehabilitate the area.

    Highlight of the occasion was distribution of school bags, sandals, text and exercise books, among other materials, to pupils of Garkida “C” Primary School.

  • 15 dead as truck conveying cows, passengers plunges into river

    Fifteen persons lost their lives in Adamawa on Sunday when a truck conveying cows and passengers lost control on a bridge and fell into the drying river.

    The Adamawa Sector Commander of the Federal Road Safety Corps (FRSC) confirmed the figure to the News Agency of Nigeria (NAN) in Yola on Monday.

    Adetunji said that the accident occurred at about 10p.m. on the Ngurore Bridge on Yola-Numan Road.

    He said that before the arrival of FRSC personnel at the scene, the victims had been evacuated to the Federal Medical Centre, Yola, and Specialists Hospital, Yola.

    Adetunji said that the numbers of injured persons had yet to be ascertained.

    “I received a call at about 22:00hours on Sunday that there was a crash on Ngurore Bridge on Yola-Numan Highway.

    “On arrival at the scene, we discovered that it was a truck carrying cows and passengers that lost control and fell into the drying river,” the commander told NAN.

    According to him, six dead bodies were deposited at the Federal Medical Centre and nine at the Specialists Hospital.

    He advised motorists to shun night driving as well as avoid transporting human beings and animals in the same vehicle.

  • Mubi Polytechnic matriculates 4600 students

    The Federal Polytechnic Mubi in Adamawa on Wednesday matriculated 4600 students for 2016/2017 academic session, a sign that the school had stabilised about 30 months after it was attacked by Boko Haram terrorists.

    The attack in October 2014, led to a lower student intake of 1936 students for the 2015/2016 academic session.

    The Rector of the polytechnic, Dr Sadiq Yahya made the increased enrolment known at the 33rd matriculation ceremony for both students of the National Diploma and the Higher National Diploma in Mubi.

    Yahya said that the improvement in the enrolment was due to academic stability and the hard work from the academic staff of the polytechnic.

    He gave an assurance that the management would continue to work in harmony with all stakeholders in the institution to ensure peace and academic stability on the campus.

    He urged the polytechnic community to resist both internal and external manipulations targeted at disrupting smooth academic programme in the polytechnic.

    He said that such opposition would bring an end to incessant industrial strike, which has an attendant negative impact on students.

    “Today we have recorded an improvement in the enrolment of students on this great institution against the 2015/2016 enrolment. This has been achieved due largely to the academic stability as a result of absence of strike actions which lead to timely graduation of students.

    “And also, the efficiency on the part of the academic staff which tell a lot on the quality of the graduates of our dear institution.

    “I urge the polytechnic Mubi community to stand its ground and oppose any manipulation either internally or externally conceived targeted as causing academic disharmony.

    “We the management will continue to resist any attempt by group or individuals that is aimed at breaching the peace and stability on this campus.

    “It is only the academic board that is mandated to lengthen or shorten any semester and no anyone else,” Yahya said.

    While congratulating new students, Yahya enjoined them to be disciplined as the management will punish and resist any unwholesome behavior from any quarter.

    The rector commended Gov. Mohammed Bindow of Adamawa for directing the ministry of works in the state to survey some parts of the polytechnic for construction work.

    He said that the gesture would go a long way in improving the physical development of the institution.

    He also commended the security agencies for keeping vigil to ensure that there was no security breach within and outside the polytechnic environment.

    In his remark, Dr Sulaiman Buba, Registrar of the institution encouraged students to take their studies serious.

    Buba said that the management would continue to create an enabling environment for effective learning on the campus.

    According to him, the journey to greatness has commence today.

    It can be recalled that the Federal Polytechnic Mubi came under the Boko Haram Attack in 2014. About 26 students and some teachers were killed,

    The terrorists also vandalised property worth billions of naira and disrupted academic programme in the polytechnic for about eight months.

    The school was shut in October 2014 and re-opened in June 2015.

    The attack resulted into the dwindling enrolment of students in 2015 and 2016.

     

  • Adamawa lawmakers to support kidney disease patient with their salary

    Members of Adamawa House of Assembly have resolved to contribute part of their February salary for the treatment of 23-year-old Isah Hamman, who lost his kidney in a faulty surgery.

    The News Agency of Nigeria (NAN) recalls that Hamman, currently on dialysis, lost his kidney in July, 2016 following a faulty abdominal operation conducted on him by a doctor at a private clinic in Yola.

    The lawmakers’ resolution followed a motion brought under “Matter of Urgent Public Importance” by Alhaji Hassan Barguma (APC-Hong).

    Barguma had raised concern over the plight of Hamman, who is currently on admission at Aminu Kano Teaching Hospital, Kano.

    He said that the N5 million donated by the state governor, Alhaji Muhammadu Bindow, had been exhausted on dialysis.

    He said that Hamman needed about N7 million to be taken to India for kidney transplant.

    After a brief debate on the issue and suggestion by the Speaker, Alhaji Kabiru Mijinyawa, that members should contribute half of their salary to Hamman, the house resolved to contribute part of their salary instead of half.

    NAN reports that no fewer than three persons have volunteered to donate kidneys to the patient.

    Court admits documents of Nyako’s over 30 bank accounts

    The Federal High Court, Abuja, on Monday admitted in evidence documents comprising account opening documents and statements of account of over 30 accounts allegedly used by former Adamawa Governor, Murtala Nyako.

    The documents were produced by a prosecution witness, Mr Remigius Ugwu, a staff of Zenith Bank.

    Ugwu told the court that as a compliance officer of the bank, he worked closely with the Economic and Financial Crimes Commission (EFCC), the Department of State Security (DSS) and the Nigeria Police.

    According to him, I respond to their enquiries and request in respect to customers’ accounts.

    Ugwu told the court that he worked together with a former prosecution witness, Mr Olabode Farinuola who in the course of the trial went on annual leave and subsequently resigned his appointment with the bank.

    Earlier, the prosecuting counsel, Mr Rotimi Jacobs, made an application for the substitution of a prosecution witness.

    Trial judge, Justice Okon Abang granted the request since there was no objection from the defence.

    Abang adjourned the matter till Feb. 21 for continuation of trial.

    The News Agency of Nigeria (NAN) reports that the absence of a prosecution witness had stalled proceedings in the matter on Jan. 25.

    The prosecuting counsel, Mr A.O. Atolagbe had told the court that the proceedings for the day was to get the response of the defence to the admissibility or otherwise of some documents tendered by a witness.

    He, however, said that the witness was not in court because he was on leave and outside Abuja.

    The defence counsel, Mr Ibrahim Isiaku (SAN), who said he was holding the brief of Mr Kanu Agabi (SAN) on that day urged the court to adjourn the matter since the witness was not in court.

    Abang had frowned at the prosecution’s thinking that the matter could go on without the witness present in court.

    He said that it was the position of the law that the witness must be in court since the said document sought to be tendered involved him.

    He said that the prosecution had failed to give a reasonable excuse as to why the witness was not in court.

    Nyako and his son, Sen. Abdulaziz Murtala-Nyako are standing trial over alleged N40 billion fraud.

    The father and son, who is a serving senator are facing a 37-count money laundering charges, alongside two others, Zulkifik Abba and Abubakar Aliyu.

    They allegedly diverted the funds from the Adamawa treasury between January 2011 and December 2014.

    The funds were allegedly diverted through five companies – Blue Opal Limited, Sebore Farms &Amp Extension Limited, Pagoda Fortunes Limited, Tower Assets Management Limited and Crust Energy Limited.

    The companies were also charged before the court as the 5th to 9th defendants. (NAN)

    Adamawa moves to improve birth registration

    A report from the National Demographic and Health Survey (NDHS) indicates that birth registration in Adamawa is the lowest in the north-eastern part of the country.

    It notes that only 17 per cent of under one and four per cent of under five years registered in the region in 2015.

    Expressing concern about the low rate of birth attendance generally in the country, observers say there must be pragmatic measures aimed at improving birth registration.

    They note that birth registration is one of the four major sources of demographic data for planning process which should be on a continuous, permanent and compulsory recording.

    But Mr Innocent Mishikir, the Head of Vital Registration in the National Population Commission (NPC) office in Yola, said lack of public awareness on the importance of the registration had been one of the major challenges in Adamawa.

    He explained that from January 2016 to August 2016, the commission registered only 87, 748 children comprising 45, 858 males and 41, 890 females.

    “Other challenges include inadequate registration centres and workforce; Adamawa has only 79 registration centres and birth registrars across its 21 local government areas which are grossly inadequate to cover the 226 wards in the state.

    “The state is now recovering from Boko Haram insurgency which seriously affected local governments in northern part of the state.

    “As the state plans for resettlement and rehabilitation of the returnees, one of the issues being addressed is that of birth registration,’’ he said.

    The Adamawa Ministry of Health and the Primary Healthcare Development Agency has, therefore, planned to sensitise the residents of the state to the importance of birth registration.

    The agency, in collaboration with European Union (EU) and United Nations Children’s Fund (UNICEF), had recently conducted a one week massive birth registration advocacy in the state.

    Inaugurating the campaign, Mr David Garnvwa, the Federal Commissioner of NPC, underscored the importance of birth registration which he described as a right.

    “Civic registration is a continuous and compulsory recording of the occurrence and characteristic of vital events, such as birth, death, stillbirth and marriages, among others.

    “It is therefore the right of every child to be registered without any discrimination as specified in Article 7 of the convention on the Right of children,’’ Garnvwa said.

    Garnvwa said 2,136 sub registrars were engaged to assist the only 79 registrars in Adamawa in the going from house to house in the 226 wards of the state for the massive registration.

    He advised the state government to address the problem of shortage of staff by seconding local government staff to NPC to serve as sub-registrars on a permanent basis.

    “We wish to request the governor to consider, approve and direct the local governments to second to the commission at least one sub-registrar per ward who will be trained by NPC to work with our staff,’’ he requested.

    “So far, with funding support from EU through UNICEF, more than 300 health workers have been trained on birth registration services in the various health facilities in the state,’’ he observed.

    Dr Abdulai Kaikai, Chief of Bauchi Zone Field Officer of UNICEF, who lauded the massive birth registration campaign, also solicited the cooperation of all stakeholders in achieving effective birth registration and its sustainability.

    He said UNICEF, in collaboration with NPC and Adamawa Primary Healthcare Agency, had further trained 300 Community Resource Persons on birth registration in insurgency affected local government areas of the state such as Madagali, Michika, Mubi North, Mubi South and Maiha.

    “With the support of all stakeholders, all unregistered children in Adamawa will be registered and will obtain the birth registration certificate issued by NPC to ensure that every child has an identity as a Nigerian.

    “The birth registration certificate issued by NPC also provides legal, documentary evidence of the child’s existence; age, parentage, birth place and nationality.

    “This will further enable the government plan for children and implement basic social services such as health, education, infrastructure and employments for the future well-being of these children,’’ Kaikai explained.

    To further boost the birth registration exercise in Adamawa, the state has benefitted from another EU/UNICEF intervention in the use of automatic device by birth registrars for efficiency.

    Speaking on the pilot project, Dr Babagana Wakili, the Director Vital Registration Department at the NPC headquarters in Abuja, said that the training was to boost birth registration exercise in Adamawa and Kebbi selected for the pilot project.

    He explained that Adamawa and Kebbi were selected for the pilot project in view of the states’ poor record in birth registration.

    He said the success of the pilot project in Adamawa and Kebbi would facilitate the expansion of the programme to other states.

    “We use to do birth registration manually, using paper but now in collaboration with UNICEF, we want to automate it and make the registration easier.

    “This automated approach will make the registration more efficient and credible. Adamawa and Kebbi were selected because they have low registration and by building the capacity of the registrars and providing them with the hand held devices for data capturing, things would improve,’’ Wakili said.

    Mrs Sharon Oladeji, child protection specialist with UNICEF, who spoke on the importance of addressing gaps in birth registration in Adamawa state, noted that tackling the problem would play a vital role in the state’s development.

    “It will give the state the ability to plan, implement, monitor, evaluate and report on the impact of its social and economic policies and ensure that resources are allocated to where they are really needed,’’ she said.

    In addition to sensitisation programme on boosting the public attitude to birth registration, media jingles by local radio stations in the state are ongoing to enlighten parents and guardians on the importance of birth registration.

    Hajiya Aishatu Abubakar, the Director of NPC in Adamawa, described the enlightenment exercise as effective as shown by the turn out of parents to register their children.

    Stakeholders, therefore, solicit supports, particularly from the state government and key stakeholders, to sustain the efforts of NPC and UNICEF in ensuring that Adamawa children are given rights to existence and identity.
