    FG, states collaborate to end Niger Delta crisis

    The Federal Government and states in the Niger Delta region on Tuesday agreed to work together to ensure peace and end the bombings of oil and power installations in the region.

    This was part of the decisions reached at a closed door meeting involving the Acting President, Yemi Osinbajo, service chiefs and states from the Niger Delta region.

    Briefing State House correspondents at the end of the meeting in the Presidential Villa, Delta Governor, Ifeanyi Okowa and Edo Governor, Adams Oshiomhole, said that the collaboration will also include intelligence sharing.

    Stressing that the meeting was very fruitful, he said that a lot of other decisions that will mitigate the crisis in the states particularly, Bayelsa and Delta, were also agreed upon.

    One of the decisions, he said, was deployment of military operations in waterways around troubled communities.

    He said: “We governors of the oil producing states, security chiefs and ministers who are concerned met with the Vice President and I believe we had a very fruitful meeting.

    “One thing we identified which is the synergy between the Federal Government and the States which is very important and this meeting has raised a lot of issues and we believe that the collaboration will help us to tackle the issues in the Niger Delta.

    “Of course we were briefed by the service chiefs and the governors also have their own perspectives along with the minister of state petroleum. We have taken a lot of decisions which will help us mitigate what is going on currently in the states particularly Bayelsa and Delta,” he said.

    The governor added: “We believe we are going to find solution to it. One of such is that there is a need for us to share intelligence which is very important and for us to be proactive, working together with the various stakeholders in the states to achieve a better result going forward.

    “We have also agreed that there is a need to distill military operations directly in communities, but the military need to actually remain on our waterways to ensure that we adequately man the waterways itself while we engage the communities and that engagement process is starting any moment from now,” he stated

    When asked to give a date the amnesty programme will be revisited as a way out of the crisis, the Governor said that the programme was never stopped.

    He said: “I think the process is still ongoing, we have a Special Adviser in charge of amnesty and it is doing very well. I am aware that he did come in to talk with some of the communities and along with the advocacy team that was put up in Delta state.  He did brief us today and I believe it is going to be maintained.”

    On when the implementation of the meeting’s outcomes will start, he said: “Right from today, there is a meeting right after this and we are going to be collaborating even as we return to our various states.”

    On his part, Oshiomhole said: “You have been briefed by my brother from Delta and whatever he told you that is the truth of it. We agreed that we all have to work together to refocus on development issues, economic issues, military issues and community issues. Whatever he has told you there, that is what we have agreed to do.

    While stating that the amnesty programme has been on, he noted that a time lag could have resulted from the little transition of having a new leadership.

    Stressing that there have been stories about non-payment concerning the programme, he said that the problems are being addressed while funds are being provided.

    He said: “I believe the government recognizes that the amnesty programme has to be sustained but also we can improve on it because we have trained people.

    “People have been sent for training and they have come back and they should be able to apply those skills. If they don’t apply the skills they become skilled but then unemployed, then the problem persists.

    “We need multiple tools to deal with the issues. Fortunately for the people to be able to apply the skills that they acquired in the course of the amnesty training, they need an environment that is investment friendly because unless for example if you have skills in underwater welding, you need the oil companies to be doing business to recruit people like that to carry out those kinds of special skill.

    “If you have skill in all sorts of things without economic activity, you cannot deploy your skills. One thing leads to the other. In the first instance the man has no skill, the first challenge is to give him skill.
    That is being done and when he has finished and acquired that skill the final challenge is to get him a place to work to earn money and to develop a lifestyle that is sustainable to add and contribute to the development of his community and the rest of our people they need to see the quality of life improving.

    “What Okowa said was the correct representation of what transpired at the meeting.
    Nigeria is not at war and we cannot be at war with ourselves.

    “If we have conflicts, we will talk through those conflicts. There are laws that have to be enforced. I think that in all of these the whole idea is to find peace that is functional, that creates environment for very decent Nigerians to live their lives.” He added

    Other state governors at the meeting included Bayelsa, Rivers, Ondo and Abia.

    Also at the meeting were the Minister of State, Petroleum Resources, Ibe Kachikwu and the Minister of Niger Delta Affairs, Usani Uguru.

    We are worse than IDPs- Edo pensioners

    No fewer than 500 pensioners who retired from the public service of the government of Edo, on Monday took to the street in protest of 42 months pension arrears, saying “our conditions are worse than that of the internally displaced persons.

    They protested round major roads in Benin and ended up at the Nigeria Union of Journalist (NUJ), press centre, and said most of them who retired from the service between 2013 and 2016, were yet to be paid their gratuity, and monthly stipends.

    Armed banners with various inscription, such as, “Edo pensioners are more displaced internally than the IDPs” urged the Adams Oshiomhole led government to constitute the state pensions board.

    Spokesman of the group, Mr Gabriel Osemwenkha, said as a result of non-payment of their gratuity and pensions, the pensioners have find it difficult to cope with economy reality.

    He noted that while some have past away as a result, others have find it difficult to send their children to school due to lack of fund.

    “We appeal to our Royal Fathers, Politicians, elder statesmen, mothers, the clergy and all well meaning citizens of the state to prevail on the state Governor to pay arrears of pension entitlements to over one thousand deprived pensioners.

    “For the avoidance of doubt, the state government had delayed the payment of arrears of pension ranging from 10 to 42 months as a result of which pensioners have been groaning in penury and pains.

    “Contrary to claims that the government does now owe state retirees, the government has refused to commence payment of pension with effect from the date of retirement as stipulated in civil service pension law,” he stated.

    The Edo NUJ chairman, Mr Roland Osakwe who received the pensioners, urged them to be calm as they go about their protest.

  • Labour Union explains cause of salary delay

    The National Union of Textile Garment and Tailoring Workers of Nigeria (NUTGTWN) has attributed the plight of Nigerian workers through delayed payment of salaries and diversion of bailout funds to division in the apex labour movement.

    NUTGTWN General Secretary and former Vice President of NLC, Comrade Issa Aremu said: “The current assault on the work force such as delayed payments of salaries, diversion of bail-out funds are made possible because comrades are not united in mass actions against bad employers and bad Governors.”

    Aremu, who addressed the press in commemoration of this year’s workers’ day alongside the President of the Union, Comrade John Adaji however, called on labour unions affiliated to Nigeria Labour Congress (NLC) to critically use the occasion of May Day to get united for a vibrant labour movement.

    According to Aremu, “We regret that as we point two accusing fingers at bad governors and bad employers, the remaining three fingers point at us too who are unacceptably divided against ourselves rather than united against common class enemy.

    “It’s time we close ranks to ensure we have an NLC that commands the confidence of workers, be trusted by the public, respected by the government and employers.

    “To this extent our union calls on NLC leaders at all levels to immediately implement the report of the NLC Reconciliation Committee under the Chairmanship of Alhaji Hassan Sunmonu aimed at resolving the avoidable crisis arising from 11thDelegates Conference last year.

    “Textile Union is not happy that NLC could not have a common May Day in spite of the joint resolutions of all the parties to put the past behind. We commend Comrade Adams Oshiomhole, Alhaji Hassan Sunmonu, Comrades Ayuba Wabba and Joe Ajaero for the signed resolutions. It is however time we all implemented these resolutions with sincerity of purpose.

    “We need a united NLC to fight the issue of unpaid salaries, the struggle for improved minimum wage, the war against corruption, revival of industries and the creation of mass decent employment among others. If we operate separately, we will be defeated separately, but if we are united we shall overcome. We must stop ‘comrades-on comrades’ quarrels,” he said.

    However, the union commended both the Governor of Cross River State, Professor Ben Ayade and Gov. Adams Oshiomhole of Edo for their pronouncements in restoring the dignity of labour during the 2016 May-Day celebrations nationwide.

    “At a period when not less than 22 states default in payment of salaries of the workers, Ben Ayade of Cross Rivers state announced the payment of May salaries of workers in the employment of the state government while  Edo governor, Adams Oshiomhole on Sunday announced the increment of the National Minimum Wage from N18,000 to N25, 000 with immediate effect, for employees in the State Public Service.

    “The two governors have by their pronouncements demonstrated that the crisis of non-payments of salaries in most states is contrived, artificial, self serving on the part of the defaulting governors. It is not the lack of means and resources to pay their workers, but sheer lack of willingness to abide by the spirit and content of the 1999 constitution which says that the primary function of the government is the security and welfare of the citizens. It is a class war the defaulting governors are waging against their workers through denial of wages. In a decent country, there is always enough for the needs of all, including workers, but not enough for the greed of rulers, some governors inclusive.

    “We commend both Governors of Edo and Cross River for breaking ranks with the gang of some insensitive greedy governors who assign little resources to labour as a critical factor of development, but throw scarce resources to phoney projects by ghost contractors in the garb of infrastructural Development. With respect to Edo, Comrade governor has also shown that wage payment is not just a function of ability to pay, but willingness to muster the ability to motivate the work force for productivity and development,” Aremu said.

    Jonathan exempted APC states from N2billion ecological funds – Oshiomhole

    Edo State Governor, Adams Oshiomhole on Thursday disclosed that All Progressives Congress (APC) states were exempted from the N2 billion ecological fund released to People’s Democratic Party (PDP) states by former President Goodluck Jonathan.

    According to him, the last administration was discriminatory against some state governors in the distribution of bailout funds.

    He spoke with State House correspondents at the end of governors’ meeting with President Muhammadu Buhari at the Presidential Villa, Abuja.

    In the face of the worsening state of the economy, Oshiomhole, however said that President Buhari has remained a rallying point for all state governments in the country irrespective of political affiliation.

    He said: “We are very lucky to have President Buhari at this time. I have been here now for seven and half years and I have had the opportunity to work with three Presidents,  that is the truth.

    “Under the last President it would have been impossible for us to approach Abuja to give us support because we have personal challenges. We have been given lectures on fiscal responsibility and all those kind of talks, even though the wastage was more here than any other place at that time.

    “We have a President who recognises that he is not just President of the federal government he is the president of the federation of which the states are part and regardless of our political affiliation, this is very important, everybody is able to ask this President to give him support and he is giving.

    “Whereas, in the recent past some PDP governors got N2 billion from ecology fund, we APC governors were not given.  But we promised to be different and I am happy this president is showing that difference,” he added.

    On the new proposal for increase of minimum wage by the Nigeria Labour Congress (NLC), he said that he always believe in a living wage for workers.

    The governor said that he has been able to pay Edo State wor‎kers’ salaries despite the financial crunch because of his belief that their wages ranked high in terms of priorities for his government.

    According to him, there was no need for him to borrow to pay salaries as he had increased revenue generation from taxing the wealthy more in the state.

    Former Chairman, Board of Trustees of the Peoples Democratic Party, Chief Tony Anenih, said he has forgiven Governor Adams Oshiomhole because his immediate health challenges made him to see the need to rise above politics and embrace peace with all men.

    Chief Anenih noted that his medical experience made him to decide to forgive all those who offended him.

    Anenih spoke for the first time publicly since the last general elections at the 10th Anniversary of St Anthony’s Catholic Church, where Governor Oshiomhole and other prominent members were given award for services to the Church.

    The former Minister of Works who referred to Oshiomhole as his son said, “I want to say this, it is not because Adams is here. Last night, I was telling my wife that I met Adams in the church, and with my immediate medical experience, I have decided to forgive all those who offended me. And I specifically mentioned Adams.

    “Adams, without you saying it, I have forgiven you. As you said when you were in labour, as President, you were my son and you know it. You came into politics and you remain my son. So, the common cook that used to cook ogbono soup for us is still there.”

    Governor Oshiomhole urged the church to reward those who pay widows mite to build the church rather than wealthy individuals.

    Oshiomhole praised the Catholic Church for bringing people of different political persuasions together under one roof for the Church programme.

    “For me, the church has caused all of us to reunite in the State. So, I reunite with my daddy Chief Tony Anenih and several other PDP leaders and APC leaders. And the Catholic Church brought together the national Chairman of APC sitting side-by-side with the national leader of PDP.

    “May the grace of our Lord Jesus Christ continue to moderate our actions and remind us of our oneness, of our commonality and of our shared commitment to work together to uplift our state and our great nation.”

    Oshiomhole, lawmakers clash over tenure of council chairmen

    The Governor of Edo State, Adams Oshiomhole and lawmakers in the Edo State House of Assembly on Wednesday clashed over resolution that lawmakers should hand over to Heads of Local Government Administration.

    It will be recalled that the tenure of elected council officials will end on Thursday.

    Governor Oshiomhole however described the resolution as inappropriate and unacceptable.

    Oshiomhole in a letter read during plenary accused the lawmakers of usurping power of the executive.

    The letter reads: “My attention has been drawn to the resolution of the house directives asking local government chairmen to hand over administration on April 21, 2016.

    “The resolution is a usurpation of the powers of the executive. The house does not have the power to give such directives

    “I have already directed the local government chairmen to submit their handing over the note and transmit such to the office of the governor.”

    Lawmakers who spoke expressed disappointment with the content of the letter.

    They stated they acted within the ambit of the law and the powers conferred on the assembly by section 4,6 and 7 of the 1999 constitution as amended and section 10 (1) of the local government law 2000 as amended.

    Kabiru Adjoto, the member representing (APC Akoko-Edo) constituency, said the letter amounts to executive rascality.

    Adjoto said the lawmakers  derived their powers from the  constitution of the Federal Republic of Nigeria.

    “Mr Speaker, I want to state clearly that the house has the powers to make laws for the state and any other matter not included in the exclusion list.

    “We did not dissolve the councils, what we did was to remind them that their tenure expires on Thursday, April 21, 2016 and directed them to hand over administration to their various heads of local government  as there can be no vacuum in government.

    “I want to move that the Attorney General and commissioner for Justice, Henry Idahagbon be invited to explain why he has misinformed the governor on constitutional matters,” Adjoto said.

    Speaker Victor Edoror said the house resolution directing the council chairmen to hand over administration to their HOS at the expiration of their tenure stands.

    Edoror also summoned the State Attorney General and Commissioner for Justice to appear before the house on Tuesday, April 26.

  • Education Varsity ready for take-off in Edo

    All is now set for the take-off of the Tayo Akpata University of Education, Ekiadolor, Edo State as Governor Adams Oshiomhole has emphasized the need to upgrade the quality of teachers in order to improve the quality of learning in schools.

    Speaking during the presentation of a report by Prof Dennis Agbonlahor Committee set up by the state government to evaluate the state-owned institutions of higher learning, Governor Oshiomhole said  the upgrading Ekiadolor to a university is to ensure that NCE teachers are not in the state’s secondary schools.

    “Because the quality of teachers is important, my view is that to teach in our secondary schools: junior and senior secondary schools, we must have Bachelor of Education (B.ED) so that the students will be in very good hands.”

    According to Oshiomhole, “the mass failure in exam is not by accident. If pupils have not learnt, it might as well be because the teachers have not taught. So, that is the whole idea. We must scale down on our NCE requirements.”

    “The real quality objective is that we want to phase out NCE because no matter what anybody says, the quality of our teachers is extremely important. Look at the level of performance in WAEC, NECO, JAMB and all that you have to go through with universities now setting up another exam because when you look at the failure rate, somebody is probably trying to play with standard, to pass people who ordinarily didn’t pass, so universities now do their own in-house examination.”

    2016 budget: Edo Assembly passes N 116.6 billion

    The Edo House of Assembly on Thursday passed the 2016 budget estimates of N116.6 billion.

    Governor Adams Oshiomhole had on December 14, 2015 presented a budget size of N111.5 billion to the house for consideration and passage.

    The budget as presented by the governor consists of N58.9billion as capital expenditures while the proposed recurrent expenditures stood at N52.6 billion

    The house shored up the appropriation bill with about N5 billion.

    Considering the bill clause-by-clause, the Chairman, Appropriation and Project Monitoring, Hon Damian Lawani (APC Etsako Central), said the budget reflected the views of the people and was designed to complete all ongoing projects.

    During the consideration of the bill, N59.5 billion was allocated for capital expenditures, while N57.2 billion was allocated for re-current expenditures.

    The breakdown of the bill showed that N15.6 billion, N300million, N2 billion and N17.8 billion were allocated for the recurrent expenditures of the administrative, economic sectors, law and justice and social sectors respectively.

    Also N1.7billion, N22.3 billion, N 208m, N35.2billion were allocated for the capital expenditures for the administrative, economic sectors, law and justice and social sectors respectively.

    The house after consideration of the document with amendment passed the bill.

    The Speaker, Victor Edoror, directed that clean copies of the bill be sent to the governor for his approval.

    Oshiomhole’s successor must have courage, personal convictions – Ogbemudia

    Former governor of defunct Bendel State, Dr. Samuel Ogbemudia has said that the successor to Governor Adams Oshiomhole must be somebody who could combine knowledge and ability to take the state to the promise land.

    Dr. Ogbemudia said the successor should not take the state back to Egypt and should be somebody that has the courage of personal convictions.

    Ogbemudia urged the people to listen to Governor Oshiomhole “so that we can journey to the land of our dreams.”

    The former governor spoke Wednesday at the first lecture series organised by the Edo Correspondent Chapel of the Nigeria Union of Journalists.

    Dr. Ogbemudia described Oshiomhole as a man that knows where the shoe “pinched yesterday, is pinching today and likely pinch tomorrow.”

    According to him, “All through human history, when a people were faced with challenges for survival, everyone made sacrifices. We will be told later what is expected of us. My appeal will be that all hands must be on deck in our quest for survival and this state must lead the way.”

    Chairman of the occasion, Chief David Edebiri, the Esogban of Benin urged the Nigerian press to support anti-corruption crusades of the Federal Government.

    Chief Edebiri noted that President Mohammadu Buhari has shown the zeal and political will to prosecute the anti-corruption war to its logical conclusion.

    He said, “I am convinced that the change revolution of President Buhari is still very much on course despite the initial hiccups created by some members who had laid an ambush for the new administration in order to achieve their personal desires.”

    A socio cultural group, N’Edo gheria has admonished the Edo state governor, comrade Adams Oshiomhole to keep faith with his electoral promise of One man one vote

    The group said it has become imperative because of the prevailing notion within the polity that the governor has endorsed a particular candidate ahead of others which has pitched him as godfather

    In a statement signed by the coordinator, Agene Patrick added that though the governor has the right to support any person, he should however be mindful that his open support can be taking for bias

    The statement read in part: “It has come to our notice the talk in town about the comrades open endorsement of an aspirant ahead of the governorship election in Edo state is counter productive

    “We believe that his open display for supporting and even campaigning for the said aspirant has created the feeling and message to those who are serving in various capacity as government appointees that they should queue into his agenda thereby causing psychological and mental instability to other aspirants

    “Just as we believe that the governor has the right to do so by endorsing an aspirant, it should however be reminded that its implication for the now is that he should see himself as a judge whose role should not be biased.

    “The governor should not make himself the godfather in any form, he should be seen as objective, father to all, fair in dealing with every aspirants rather than carrying on in a manner that he is doing now.

    “When We think that this position will not be in the good interest of other aspirants and their supporters. ”
