    Adeleke, Sultan commission Ahmadiyya’s Minaret varsity in Osun

    The Osun State Governor, Ademola Adeleke and the Sultan of Sokoto, Alhaji Sa’ad Abubakar III, have commissioned Minaret University, Ikirun, a tertiary institution established by the Ahmadiyya Muslim Jama’at, in the state.

    Speaking at the commissioning and investiture of the pioneer Vice Chancellor of the institution, Prof. Abdullah Abdur-Rahman, Osun governor stressed the importance of education, noting that a well-read population is stronger than those wielding brute force as a means of existence.

    He said the establishment of the faith-based varsity further strengthens Osun State reputation as one of Nigeria’s foremost centres of learning and scholarship.

    Adeleke noted that the inauguration of the private university signalled the intellectual capacity of the Osun people, adding that an educated society cannot be subdued, coerced or denied its constitutional rights.

    “Osun will continue to advance in scholarship and good governance. Our sons and daughters will continue to make the state proud locally and internationally. Never shall Osun retrogress; the clock of advancement will continue to tick in our favour.”

    In his address, the Chancellor of Minaret University, Barrister Azeez Alatoye, said the institution came up at a time when Nigeria grapples with profound social, economic, and moral challenges, adding that the university is positioned to respond to the challenges through quality teaching, relevant research, innovation, and community engagement.

    Alatoye said the university commences academic activities with programmes in Data Science, Information Technology, Computer Science, Cyber Security, Accounting, Economics, Business Administration, Marketing, Logistics, and Supply Chain Management.

    Speaking after his investiture, the Vice Chancellor of the institution, Prof. Abdullah Abdur-Rahman, said the mission is to turn the university into a world-class tertiary institution, saying, “I envision a university that is entrepreneurial, inclusive, and globally competitive. Our mission is to become a world-class tertiary institution for the intellectual and manpower development of human resources for sustainable socio-economic development regionally, nationally, and internationally.”

    The representative of the Sultan, Prof Abdullateef Abass joined other dignitaries to inaugurate the varsity.

    Adeleke’s wife distributes N25million Remi Tinubu business grant to traders

    The Osun State First Lady, Chief Titilola Adeleke, has distributed a ₦25 million business grant donated by Senator Oluremi Tinubu to traders across the state, as part of efforts to strengthen economic empowerment and support small-scale businesses.

    The grants were presented to 500 traders drawn from various parts of the state at the Osun State Government House, Oke-Fia, Osogbo, on Thursday.

    Speaking at the event, Mrs Adeleke commended Senator Tinubu for her continued support for women at the grassroots, particularly in boosting livelihoods and improving family welfare.

    She urged the beneficiaries to make prudent use of the funds and cautioned against spending the grants on frivolous activities.

    According to her, proper utilisation of the grants would enhance business profits, ease economic pressures, and enable the beneficiaries to contribute meaningfully to economic growth and societal development.

    Earlier, the wife of the Commissioner for Budget and Economic Planning, Dr Adenike Adeleke, praised Nigeria’s First Lady for prioritising the welfare of women, children, girls, the elderly, and widows.

    Also speaking, the Iyaloja-General of Osun State, Chief Mary Oyebode, pledged on behalf of the beneficiaries that the grants would be used strictly for their intended purposes.

    Osun State Governor Ademola Adeleke yesterday begged President Bola Ahmed Tinubu to intervene in the ongoing control crisis in local government councils and continued stay in office by the ‘reinstated’ executives of All Progressives Congress (APC).

    The Nation recalls that Osun State councils have been embroiled in crisis since February 10, 2025 after the Court of Appeal purportedly reinstated executives elected on the platform of APC in 2022, who were earlier sacked by Federal High Court and removed by Adeleke’s Executive Order.

    Another council executives were elected in February 22, 2025 on the platform of Peoples Democratic Party (PDP), despite that the APC executive have been in-charge of the administration of the councils.

    Governor Adeleke in a statewide broadcast yesterday said: “Osun councils have been under illegal occupation by APC chairmen and councillors, whose election was nullified by the Federal High Court, Osogbo, in November 2022, and affirmed by the Court of Appeal on February 10, 2025 and again on June 13, 2025.

    “Their election was struck down because it was conducted in clear violation of the requirements of the law. Yet, in brazen contempt of the law and in repudiation of democratic decency, they have refused to vacate the secretariats, emboldened by the backing of the Nigeria Police, as allegedly instructed by former Governor Gboyega Oyetola.”

    However, the Chairman of Association of Local Governments of Nigeria (ALGON), Abiodun Idowu, berated Adeleke over his claims, saying he was whipping up sentiments to support illegal claims.

    He said he brought trouble upon the state over the local government matter ‘’by using Executive Order to drive us away.’’

    Adeleke added:  “It is a settled matter of law that the tenure of elected officials in Nigeria cannot be extended for a day after the expiration of their tenure. In several filings that have become public documents in our courts, including the Supreme Court, their lawyers and the Attorney-General of the Federation admitted that these APC chairmen and councillors have no claim to office beyond October 22, 2025.

    “To further confirm that their so-called tenure has expired, the APC chairmen and councillors approached the Federal High Court, seeking an e xtension of their expired tenure. This case has not been heard. But the very act of seeking an extension amounts to a clear admission, both in law and in fact, that whatever so-called tenure they claimed they had, had expired. Assuming, without conceding, that the APC chairmen and councillors had any tenure, the tenure expired on October 22, 2025.

    “Since February 2025, statutory allocations to Osun State local governments have been withheld. As of the last FAAC meeting, One Hundred and Thirty Billion Naira of our local government funds is being illegally withheld by the Federal Government. Attempts were made to divert those funds through accounts opened with United Bank for Africa (UBA) by people not authorised by law to be signatories to local government funds.”

    Adeleke claimed civil servants, including health workers and people at the grassroots were bearing hardship from the crisis and continued stay in office by APC executives.

    He said: “I appeal to President Tinubu to intervene. I wish to assure the good people of Osun State that Mr. President is not involved in this illegality. Mr. President is among those who fought the military for our democracy. I believe Mr. President’s name is being used without his knowledge by former Governor Gboyega Oyetola to get Nigeria Police and UBA to obey his alleged illegal directives.

    “I therefore urge Mr. President to protect the integrity of our democracy by rescuing Osun State local governments from the vice grip of those whose self-awarded tenure has lapsed.”

    ALGON Chairman Idowu, berated Adeleke over his claims, saying he was whipping up sentiments to support illegal claims.

    He said: “It’s just a surprise to us for Governor Adeleke to have been saying all those things because earlier, he’d told the people of Osun State we had no tenure at all. The governor and his cohorts have been saying it all along, why is he referring to tenure termination now? Which tenure is he now referring to? This is too funny  to listen to.

    “So as far as we are concerned, we won the judgment of the Appeal Court of February 10, 2025. Upon this we rely. We are in the local government up till now and we have gone to the Federal High Court, Osogbo to seek determination of our tenure, which we will pursue to the Supreme Court.

    “Adeleke brought crisis upon the state over the local government matter by using Executive Order to drive us away. If he has personal issue with Oyetola, he should face him and not use this council matter as a vindictive means to get at him. We are legally backed executives.”

    A chieftain of the All Progressives Congress (APC) in Surulere Constituency II of Lagos State, Hon. Quassim Shittu, has called for the resignation of Osun state governor, Ademola Adeleke, following allegations of a payroll fraud estimated at ₦13.7 billion.

    Shittu, who addressed journalists on Saturday in Lagos, also urged the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to investigate the matter, insisting that the claims require independent scrutiny to safeguard public funds.

    The allegations stemmed from findings presented by a, a Lagos-based forensic audit firm engaged by the Osun State Government in April 2023 to conduct a comprehensive verification and validation of the state’s payroll. 

    According to the firm, its audit reduced the state’s monthly payroll from ₦4.48 billion for 37,456 workers and 17,918 pensioners in January 2023 to approximately ₦3.34 billion for 29,004 workers, with pensioners unchanged. It further alleged the discovery of 8,452 ghost workers, translating to purported monthly savings of ₦1.14 billion and an annual savings estimate of ₦13.7 billion.

    Condemning the alleged findings, Shittu described Osun State as endowed with significant potentials that require leadership anchored on transparency and accountability. He asserted that the allegations, if proven true, should compel Governor Adeleke to resign.

    “What we have been reading in the news about the Osun State Government under Ademola Adeleke is disturbing. If these allegations are true, the governor ought to have resigned by now,” he said.

    He urged residents to consider the APC’s candidate, Bola Oyebamiji, in the 2026 governorship election, describing him as a credible alternative capable of repositioning the state. 

    Shittu maintained that Oyebamiji’s experience as a former Managing Director of NIWA equips him with the integrity and vision required for reforms.

    However, the Osun State Government has firmly rejected the allegations, describing the audit firm’s claims as an attempt to impose a faulty and potentially fraudulent report on the state.

    In a statement issued on Friday, Commissioner for Information and Public Enlightenment, Kolapo Alimi, said the figures presented by Sally Tibbot Consulting Limited were inflated and prompted a re-verification exercise that revealed significant discrepancies. 

    According to the government, many individuals listed as ghost workers appeared physically during the re-verification, confirming their status as legitimate employees.

    The government stated that it had offered to provide the firm with proof of the existence of the affected workers but noted that the company did not request such documentation or issue an acceptance letter for payment based on the 1,316 workers who were genuinely unaccounted for.

    The statement further alleged that the consultant’s fees were tied to the amount purportedly saved for the state, raising concerns over financial motives. It also accused the firm of excluding legitimate staff during the audit and engaging in conduct that undermined the process.

    While reaffirming its commitment to sanitising the payroll system, the government insisted it would not remove legitimate employees or endorse an audit report that could inflict further financial harm. It added that gaps and inconsistencies in the firm’s report necessitated the constitution of a verification committee before any implementation.

    The Osun State Government maintained that it remains accountable to its workforce and citizens and would pursue reforms grounded in accuracy and fairness.

    Clerics, labour leaders pray for Adeleke’s re-election ahead of 2026 Osun governorship poll

    Clerics from different denominations have offered prayers for the re-election of Osun State Governor, Ademola Adeleke, ahead of the August 8, 2026, governorship election during the state government’s Prayer of the Year programme.

    The religious leaders cited passages from the Holy Scriptures, commending the governor for what they described as the delivery of good governance and invoking biblical and Quranic verses in support of his second-term bid.

    The Chief Imam of Osogboland, Sheikh Musa Animasahun, and the Osun State Chairman of the Christian Association of Nigeria, Dr John Adeleke, praised the governor’s devotion to God and called for divine intervention to address the challenges facing the state, while also praying for a successful re-election campaign.

    Also speaking, the Chairman of the Nigeria Labour Congress in the state, Comrade Abimbola Arapasopo, highlighted the achievements of the Adeleke administration and reaffirmed the labour movement’s commitment to mobilise support for his re-election in the August 2026 poll.

    Former governor of the state, Olagunsoye Oyinlola, also endorsed Adeleke for a second term, saying Osun must sustain the current pace of development under the incumbent administration.

    “I repeat today that Governor Adeleke deserves re-election. Let us take the message to all corners of Osun State. There is no need to change a medicine that is working for you,” Oyinlola said.

    Responding, Governor Adeleke expressed confidence that, with God’s grace and the continued support of the people, his administration would return in victory. “By the special grace of God and by the mass support of our people, we shall assemble here again in January 2027, in victory and gratitude to God and the good people of Osun State,” he said.

    “I look back at the previous annual prayer sessions, and I affirm that our good Lord is indeed the ruler of heaven and earth. Our God is our sustainer, our defender, our protector. From the beginning to date, our God fights our battles for us. The universal being rises against those who rise against us. My God, your God, our God engages those who block us. We secured several divine victories in the last three years. We overcame several obstacles and challenges.”

    “The divine crushes our enemies; He destroys their evil plots, and we emerge victorious in battles upon battles. As the Lord is of yesterday, today, and tomorrow, as the Lord is ever on the throne, we shall continue to be victorious; we shall continue to overcome; we shall remain undefeated.”

    Governor, Ademola Adeleke, on Saturday mandated strict compliance with the Osun State Local Government Accounts Administration Law, 2025, which regulates the opening, management, and operation of local government accounts.

    Adeleke, in a statement issued by his media aide, Olawale Rasheed, also commended the Osun state chapter of the National Union of Local Government Employees over its resolution to resume work on the 5th of January, calling the decision “patriotic and people – oriented.”

    Adeleke said the resolve of the workers to resume work affirms the sensitivity of the labour movement to the yearnings and aspirations of the people, expressing optimism that January 5th will mark a new beginning for activated services and social deliveries to people at the grassroots.

    The Osun State Governor, Ademola Adeleke, has described the year 2026 as an era of victory and prosperity when citizens must engage in electoral vigilance and activism.

    Adeleke, in a statement through his spokesperson, Olawale Rasheed praised Almighty God for the successes and achievements of 2025 and prayed for an even more prosperous new year for all strata of Osun society.

    Describing 2025 as a challenging year for Osun state due to externally induced constraints, the Governor expressed optimism that 2026 will be a year of liberation from all obstacles impeding the delivery of good governance and democratic dividends in Osun state.

    The governor urged the people to pray fervently for Osun state for a successful, hitch-free electoral process and to ask God for the failure of evil plots by some dark forces to plunge the state into chaos.

    “2026 is a defining moment for Osun state as the election year for the governorship poll. Some people are busy beating the drums of war. We should pray to God to disappoint them and to make their plots come to nought.

    Osun students pass vote of no confidence in Adeleke over 200% tuition fee hike

    The National Association of Nigerian Students (NANS), Joint Campus Council (JCC), and the National Association of Osun State Students (NAOSS) have criticised Governor Ademola Adeleke over the 200 per cent increase in tuition fees across state-owned tertiary institutions.

    The student bodies described the hike as insensitive and unaffordable, saying it has placed higher education beyond the reach of students from poor and average families, and consequently passed a vote of no confidence in the Adeleke administration.

    In a statement signed by the NANS/JCC Public Relations Officer, Comrade Ibraheem Alabi, the unions expressed disappointment with what they described as the government’s poor handling of students’ welfare.

    The statement said the administration had been characterised by unfulfilled promises, delays, neglect of students’ needs, and the politicisation of student welfare.

    According to the students, the 200 per cent increase in tuition fees has compounded the hardship faced by learners in Osun State–owned institutions, while basic welfare support remains absent.

    They also lamented the neglect of infrastructure in student communities and institutions, citing poor road networks and dilapidated facilities. As an example, they noted that the School of Health in Ilesa reportedly lacks a single tiled or motorable road.

    The unions further complained about the absence of bursary schemes, welfare structures, and tangible student support systems, despite claims that a large percentage of students were mobilised for Permanent Voter Card registration during elections.

    They recalled that previous administrations provided buses and other forms of institutional support to students’ unions, national bodies, and sister associations, which they said are now lacking.

    The statement added that after exhausting peaceful and legitimate means, the student bodies engaged the governor during his visit to Osun State University (UNIOSUN). However, they alleged that armed soldiers were deployed to the venue to intimidate students, rather than facilitate dialogue.

    They said the governor had promised to address their concerns within one week, but the promise was not fulfilled, further diminishing confidence in his administration.

    Consequently, the students said all leadership structures across Osun State, including Students’ Union Government presidents, indigenous chapter presidents, NANS, NAOSS, and sister associations, had collectively passed a vote of no confidence in Governor Adeleke.

    Eight governors yesterday assented to their states’ 2026 Appropriation Bills.

    They are: Abdullahi Sule (Nasarawa), Alex Otti (Abia), Chukwuma Soludo (Anambra), Ademola Adeleke (Osun), Lucky Aiyedatiwa (Ondo), Dapo Abiodun (Ogun), Babagana Zulum (Borno), and Kabir Abba Yusuf (Kano).

    In Lafia, the Nasarawa State capital, Governor Sule signed into law N545.2 billion tagged: “Budget of Strategic Consolidation” passed by the House of Assembly.

    The governor submitted N517.5 billion to the House of Assembly, but the lawmakers increased it by N27.6 billion.

    The signing ceremony was at the Conference Hall of the Government House.

    The governor hailed the Speaker and other lawmakers for the speedy passage of the State document.

    He promised that the state would witness more people-oriented projects, programmes and policies next year.

    Sule also promised effective implementation of the budget and strict adherence to the budgetary provisions.

    Speaker Danladi Jatau assured the governor of the commitment of the lawmakers to work for the interest of the people.

    “The budget has passed through all legislative processes and committee’s scrutiny before it was passed into law,” he said.

    The Speaker called for more synergy and support among all arms of government for the betterment of the state and its people.

    The Commissioner for Budget and Economic Planning, Hajiya Munirat Abdullahi, gave an overview of the budget and its breakdown.

    “The Capital Expenditure is N316.265,270,661.07 billion and the Recurrent Expenditure is N228.717,880,249.07 billion respectively,” she said.

    In Abia State, Governor Otti signed N1.016tr 2026 budget into law in Nvosi Isiala Ngwa South Local Government Area after its passage by the House of Assembly.

    The governor assured the people that his administration would faithfully implement the budget and sustain the momentum of accelerated development across the state.

    He described the process as a testament to democratic engagement, transparency and diligence between the Executive and the Legislative arms of government.

    Otti hailed the House of Assembly for its thorough scrutiny of the Appropriation Bill, noting that the time taken to review it was an indication of seriousness and commitment to the interests of Abians.

    “I’m very glad that this House pays attention to details, not just a House that would pass a bill without asking questions.

    “I’m not unaware of the engagements going back and forth between the Executive team and the Legislative team.

    “And that is what democracy should be about. Questions should be asked and numbers should be scrutinized. Two good heads, they say, are better than one.

    “That this Bill took a little bit of time to pass is also a plus. It shows that some work was being done. And it also puts the executive on his toes to ensure that he continues to up their game, to produce numbers that can be valued for,” he said.

    “This is a disciplined government and it will stick to the budget that has been approved. If there is any reason for anything to change, we will still come back to you with a legitimate defence.”

    Speaker Emmanuel Emeruwa described the 2026 budget as a “Project of Acceleration and New Possibilities”.

    He noted that the state was nearing “ground zero” after years of infrastructural and developmental challenges.

    “That is why we are beginning to accelerate. I do believe that we have started and we are not going to slow down until this place is completely transformed,” he added.

    In Awka, the Anambra State capital, Governor Soludo assented to N765 billion 2026 Appropriation, Correctional Bills and two others into law.

    The other Bills the governor signed into law are: Anambra State Mission Schools of Nursing and Midwifery, the Anambra State Taxes, Levies and Presumptive Tax and the Anambra State Correctional Services Law, 2025.

    The event was held at Anambra State’s Light House.

    A statement by the governor’s Press Secretary, Christian Aburime, said the House of Assembly increased the Appropriation Bill by N8 billion. Soludo had submitted N757 billion, while it was raised by the lawmakers to N765 billion.

    Assenting to the laws, the governor said: “This budget is more than numbers — it is a strategic plan crafted to deliver on our administration’s promises.

    “We have focused on what truly matters to the people, ensuring that resources are allocated to meet the critical needs in our communities.”

    Giving the lawmakers a pat on the back for doing a good jo, Soludo said: “Our productive partnership with the House of Assembly has been crucial.

    “Their thoroughness and cooperation have helped deliver laws that will accelerate the development and prosperity of Anambra State.

    “We submitted draft appropriation of N757 billion but in their wisdom after various reviews, the budget size very slightly increased to N766 billion for the 2026 fiscal year. So, we now get to work.

    “Transparency, accountability, and inclusive governance are not just ideals; they are the bedrock of our government.

    “By enacting these laws, we are creating the enabling environment for effective service delivery and sustainable growth.”

    In Osogbo, the Osun State capital, Governor Adeleke assented to ₦723 billion 2026 Appropriation Bill into law in the presence of Deputy Governor Kola Adewusi; Speaker Adewale Egbedun; the Chief of Staff, Kazeem Akinleye; the Head of Service, Elder Ayanleye Aina, and members of the State Executive Council (Exco).

    The House of Assembly had passed ₦723,454,988,670.00 the budget christened ‘Budget of Economic Transformation’ few days ago.

    Assenting to the budget, Adeleke said the budget will consolidate and expand governance and service deliveries in line with the five-point agenda of his administration.

    In a statement by his media aide , Olawale Rasheed, Governor Adeleke said: “This is the final year of our first term with expanded ambitions to complete ongoing projects and launch new initiatives for the good of our people.

    “Our administration has in the last three budget years laid solid foundation for the sustainable development of our dear state. We completed many abandoned projects and launched new ones. We paid billions of naira in pension and salary debt. We targeted workers welfare and approved and implemented payments of promotions arrears and paid many allowances which the previous government neglected.”

    The governor said his team had resolved to consolidate his administration’s achievements across the sectors.

    He said: “The year 2026 is a dual year of renewal of mandate and rolling out of a new agenda for the next four years. The consolidation for 2026 is a year of continuation, of further good governance and of continuity for sustainable governance.

    “Year 2026 is a loaded era as an election year when by God and people, our mandate will be renewed. But we should not allow governance to suffer. We must multi-task.

    “We promise Osun people full implementation of the new appropriation act. I charge each ministries and agencies to follow the established timelines for the budget execution. We will continue to focus on people’s welfare and complete all ongoing projects and programmes.”

    In Akure, the Ondo State capital, Governor Aiyedatiwa assented to N524.4 billion 2026 budget tagged: “Budget of Economic Consolation,” following its passage by the House of Assembly.

    The ceremony was held at the Executive Council Chamber of the Governor’s Office.

    The budget comprises a recurrent expenditure of N220,830,941,200 (42.11 per cent) and a capital expenditure of N303,579,649,739 (57.89 per cent).

    The governor said the budget underscores his administration’s strong commitment to infrastructure and economic growth.

    Sectoral distribution include: Agricultural Development: N29.6 billion (5.7 per cent), Trade and Industry: N8.7 billion (1.7 per cent), Education: N64.5 billion (12.3 per cent), Health: N59.5 billion (11.4 per cent), Information: N5.5 billion (1.1 per cent), Community Development: N16.3 billion (3.1 per cent), Infrastructural Development: N144 billion (27.6 per cent) and Environment & Sewage Management N8.7 billion (1.7 per cent), Regional Development: N15.5 billion (3.0 per cent), Administration of Justice: N20.5 billion (3.9 per cent), Public Finance: N95 billion (18.1 per cent),General Administration: N35b (6.7 per cent),Legislative Administration: N13 billion (2.5 per cent) and Energy: N7.3 billion (1.4 per cent).

    Aiyedatiwa said the fiscal plan was strategically designed to place the state on the path of sustainable growth while safeguarding the welfare of citizens.

    The governor described the 2026 budget as a strategic blueprint designed to respond effectively to prevailing national economic realities while positioning the state on a path of self-reliance, resilience and enduring prosperity.

    He outlined the sectoral distribution, highlighting the allocations to agricultural development, trade and industry, education, health, information, community development, infrastructural development, environment and sewage management, regional development, administration of justice, public finance, general administration, legislative administration, and energy.

    Aiyedatiwa also highlighted the budget’s key pillars, emphasising agriculture and food security with targeted investments in modern farming, support for smallholder farmers, and improved access to credit.

    He stressed that human capital development and skills enhancement through education, school renovations, teacher training, and digital skills development are also priority.

    He added that economic transformation and infrastructure development, including completion and initiation of critical projects in roads, power, and water supply, will create an enabling environment for businesses.

    Speaker Olamide Oladiji hailed Governor Aiyedatiwa for transforming the state and giving Akure a capital-like appearance.

    He also highlighted the Assembly’s achievements in passing Bills that regulate community activities, prohibiting kidnapping, registering domestic staff, establishing the State Road Fund, and creating coastal and waterways management agencies.

    In Abeokuta, the Ogun State capital, Governor Abiodun assented to the N1.668 trillion 2026 budget following its passage by the House of Assembly.

    The passage followed the presentation and adoption of the report of the House Committee on Finance and Appropriation, chaired by Mr Musefiu Lamidi (APC-Ado-Odo/Ota II) during plenary at the Assembly Complex, Oke-Mosan, Abeokuta.

    Lamidi, who moved the motion for the adoption of the committee’s report, said the Bill was submitted to the Assembly 26 days earlier and had undergone scrutiny.

    The motion was seconded by Folawewo Salami (APC-Ifo II) and supported by the whole House during plenary presided over by Speaker Oludaisi Elemide.

    The Bill was later read and adopted clause by clause before the Committee of the Whole House; after which the motion for its third reading was moved by the Majority Leader, Yusuf Sheriff (APC-Ado-Odo/Ota I).

    The motion was seconded by Minority Leader Lukman Adeleye (PDP – Odogbolu) and supported by all the lawmakers through a unanimous voice vote.

    The Clerk/Head of the Legislative Service, Sakiru Adebakin, read the Bill for the third time, while Elemide directed that a clean copy be transmitted to the governor for assent.

    Earlier, while Presenting the committee’s report on the bill titled “H.B. No. 028/OG/2025 – Year 2026 Appropriation Bill”, Lamidi said the Assembly made adjustments to the budget proposals of three Ministries, Departments and Agencies (MDAs).

    Governor Abiodun had, on December 3, presented the 2026 Appropriation Bill to the House of Assembly for approval.

    In Maiduguri, the Borno State capital, Governor Zulum signed the N890.33 billion into law.

    The governor said the budget was aligned with the state’s 25-Year Development Plan and 10-Year Strategic Transformation Initiative.

    The budget was christened “Budget of Sustained Recovery and Growth.”

    The governor said the budget comprises N536.56 billion for capital expenditure and N353.77 billion for recurrent expenditure.

    He said funding sources include N317.68 billion from FAAC, N44.30 billion from IGR and N417.23 billion in capital receipts from grants and aid.

    Zulum said the budget assumptions include an oil price benchmark of 64 U.S dollars per barrel, an exchange rate of N1,512 to the dollar and an inflation rate of 18 per cent.

    He said the budget prioritised security, human capital development, infrastructure, social welfare and economic revitalisation, with emphasis on durable solutions for displaced persons and resettled communities.

    He reaffirmed his administration’s commitment to prudent financial management, due process, and value for money in public spending.

    The governor said the 2026 budget prioritised revenue generation, land administration, emergency management, urban planning, rural electrification, arts and culture, scholarship management, and sustainable development initiatives.

    He said security and durable solutions for displaced persons form the core of his 2026 Appropriation Bill.

    Zulum said the budget provided increased funding for security agencies to consolidate peace through improved welfare, modern equipment and enhanced intelligence gathering.

    He said significant resources were also earmarked for closing remaining IDP camps through the construction of resilient housing, land allocation and livelihood revitalisation in recovered communities.

    According to him, the goal is to transition from humanitarian assistance to sustainable development, ensuring resettled citizens live with dignity, self-reliance and opportunity.

    Zulum reviewed the 2025 fiscal year, citing macroeconomic challenges that affected budget implementation.

    He recalled that the 2025 budget stood at N615.85 billion, comprising N373.67 billion for capital expenditure and N242.17 billion for recurrent expenditure.

    The governor said that assumptions on exchange rate stability and inflation under the Federal Government’s Medium-Term Expenditure Framework were disrupted by prevailing economic realities.

    Despite the challenges, he said the state adopted proactive fiscal measures that ensured continued service delivery, infrastructure development and support to security agencies.

    Responding, the Speaker of the state assembly, Abdulkarim Lawan, lauded the achievements made by the governor in the 2025 budget.

    Lawan also assured the governor of the assembly’s determination to pass the budget within a short time.

    In Kano, Governor Yusuf assented to ₦1.477 trillion 2026 budget following its consideration during plenary.

    The passage of the Bill followed its second reading and deliberations in the Committee of the Whole at a sitting presided over by Speaker Jibril Falgore in Kano.

    The News Agency of Nigeria (NAN) recalls that Governor Yusuf had presented the 2026 Appropriation Bill to the Assembly on November 19 for legislative consideration.

    A breakdown of the approved budget shows that ₦934.6 billion, representing 68 per cent, was allocated to capital expenditure, while ₦433.4 billion, accounting for 32 per cent, was earmarked for recurrent expenditure.

    The capital-to-recurrent ratio is considered one of the highest in the state’s recent fiscal history, reflecting the government’s emphasis on infrastructure and development projects.

    With the passage of the bill, the assembly is expected to transmit the budget to Gov. Yusuf for assent in line with constitutional provisions.

    Also, the assembly also held a valedictory session in honour of its two deceased members, Aminu Sa’ad, who represented Ungogo Constituency, and Sarki Aliyu Daneji, who represented Kano Municipal Constituency.

    The lawmakers died in active service on Wednesday, Dec. 24, just hours apart.

    During the session, Speaker Falgore described their demise as a grievous loss to the assembly and the state, noting that the late legislators were committed public servants who contributed significantly to lawmaking and community development.

    He said their dedication to democratic ideals and the welfare of their constituents would remain indelible.

    The Speaker extended condolences to Gov. Yusuf, former Governor, Sen. Rabiu Musa Kwankwaso, the families of the deceased lawmakers, and the entire people of Kano State.

    According to him, the assembly will continue to honour their memories and uphold the values they stood for. (NAN)
