    Adeleke’s aide, IPAC chair disagree on ‘poor performance’ comment

    Osun State Government and Chairman of Inter-Party Advisory Council (IPAC), Wale Adebayo, are at loggerheads after the latter described the one year in office performance of Governor Ademola Adeleke as poor.

    The Nation recalls that IPAC Chairman, Adebayo, in a statement said Adeleke encouraged nepotism since he assumed office by concentrating political appointment and road projects in Ede. He also frowned at the appointment of Adeleke’s aide as the chairman of Osun State Independent Electoral Commission ‘OSIEC).

    However, the state government through the Senior Special Assistant to the Governor, Mustapha Sikiru, berated Adebayo over his comments, saying: “IPAC chair is using his position to oppose the government of Adeleke. IPAC as a body is not a political party or opposition pressure group to be used as a negotiation bait for personal greed.”

    Sikiru, who is also the director of Administration of Osun PDP, added: “It is utterly strange for the Allied People’ Movement (APM) chairman to arrogate collective image of IPAC to himself for whatever reason.” 

    Adebayo chided Adeleke’s aide, saying: “My position as the IPAC chairman does not negate my party affiliation as the first chairman of APM. However, my opinions about Governor Adeleke’s one year in office are my own and should not be attributed to IPAC, unless explicitly stated so by me and agreed with by IPAC executives.

    “As a stakeholder in the Osun Project, I also have the right to express my own observation and assessment without it being misconstrued. As a political scientist and professional in electoral matters, I feel compelled to express my concern about the appointment of Hashim Abioye as the Osun State Independent Electoral Commission chairman. This appointment goes against electoral principles and is, in fact, detrimental to fair and transparent elections.”

    The dispute between the Governor of Osun State, Ademola Adeleke, and the chief judge of the state, Justice Oyebola Ojo, must be resolved in accordance with the rule of law, since both parties are creations of law. We condemn the illegal attempt by the governor to remove the chief judge, in flagrant disobedience of the Third Schedule, Part 1, paragraph 21(d), of the 1999 constitution (as amended), which gives the National Judicial Services Commission (NJSC) power to recommend to the governor the removal of a judge, from office. 

    The governor penultimate week, through his spokesman, Olawale Rashed, announced that: “The Executive Governor of Osun State, Governor Ademola Adeleke, has approved the resolution of the Osun State House of Assembly asking the Osun State Chief Judge, Adepele Ojo, to step aside pending the investigation of allegations of misconduct, abuse of power, corruption, and disregard for rule of law against her by the house of assembly.” Regrettably, the state assembly joined the governor in his unconstitutional conduct. 

    The state assembly acted ultra vires the constitution in making the resolution to remove the chief judge, and the governor had no business to enforce same. Expectedly, there was public uproar over the manifest breach of the constitution by the house of assembly and the governor. Surprisingly, Governor Adeleke made the failed attempt to remove the chief judge, despite a ruling by the National Industrial Court, which ordered the maintenance of status quo. A member of the state judicial service commission also alleged that that constitutional body was illegally dissolved to pave way for the governor to unlawfully seek to remove the chief judge.

    We wonder what is driving the house of assembly and the governor to engage in such acts of impunity against the head of the third arm of government, with its own constitutional prerogatives? Could it be that the governor, treats important constitutional matters of state the careless way he dances to pop music, along streets? 

    We advise Governor Adeleke that it is his responsibility to provide adequate protection for the chief judge to exercise the functions of her office. If there are allegations of infractions against her, the NJC has the powers to investigate and discipline.

    Instructively, the strike by the Osun State Chapter of the Judicial Staff Union of Nigeria (JUSUN) has been declared politically motivated. The local chapter first started a demonstration against the chief judge, before the state chairman of JUSUN, Gbenga Eludire, unilaterally declared a strike. According to the National President of JUSUN, Marwan Adamu “Judicial Staff Union of Nigeria has never directed or approved that any of its members should proceed on any protest or picketing in Osun State judiciary or any other state to settle any perceived or real political scores.”

    So, who is instigating Mr Eludire, since the national body has dissociated its union from the actions he has taken to picket the office of the chief judge and embark on illegal strike? We urge Mr Eludire to immediately call off the strike, and advise the state’s JUSUN members to return to work. 

    We commend Justice Olayinka Afolabi, who resisted the temptation to become an unlawful acting chief judge. Judges with inordinate ambition who treaded such path of ignominy in the past, paid heavily for that.

    For the common good of the people of Osun state, especially those who have cases in court, the crisis playing out in the state judiciary should be resolved quickly in accordance with the rule of law. Renegade members of JUSUN, the state governor and house of assembly should direct any petition they have against Osun State Chief Judge, to the NJC, and stop using strong arm tactics to achieve political purpose.

    The All Progressives Congress (APC) in Osun State has alleged that Governor Ademola Adeleke absconded from the state to avoid giving account of stewardship for his one year anniversary.

    The Nation recalls that Adeleke had embarked on overseas trips amid speculations that he went for a knee surgery three weeks ago, but his spokesperson, Olawale Rasheed, at the weekend disclosed that the governor embarked on vacation because he had not gone for any since he assumed office.

    APC through its Chairman, Tajudeen Lawal, in a statement yesterday berated Adeleke’s one year old administration, saying: “We know very well that Governor Adeleke has absconded from the state so he will not be able to give due account of his stewardship to the people.”

    He added: “Since November 2022 when he came on board, Governor Adeleke has run the state aground with his sheer incompetence, lack of proper education and his zero administrative acumen. He is afraid to disclose to Osun people how he has mismanaged over N130billion revenue accrued to his government in the last one year.”

    Lawal said: “Adeleke is afraid to tell them how he has allocated the supplementary budget of over N10billion for his food, entertainment and office use while the parents of University of Osun (UNIOSUN) students are struggling to pay increased school fees his administration forced on them to pay. Osun people deserve to know the whereabouts of their governor.

    “Governor Adeleke is ashamed to face Osun people that one year after, his promise of making Osun another Dubai is a fluke told by a scoundrel and conman. Adeleke is distraught to face Osun people because he has failed to provide palliative for them in the face of economic hardship occasioned by removal of fuel subsidy and the N9billion he collected from the Federal Government, his demonic government has looted it.”

    Adeleke through his spokesperson, Rasheed, reacting to Osun APC, said the opposition was still living in pains of 2022 governorship and 2023 general election defeats

    He said: “When I assumed office, we had benchmarks and deliverables according to each sector. Our team set milestones to achieve in health, education, infrastructure, ICT, agriculture, youth, women among others. I look back and I can tell you we’ve performed beyond our plans.

    “The opposition APC is still nursing the wound of their electoral defeat. So the party is ashamed to see the positive changes we are recording in the state. Our achievements are there for all to see.

    “In the road sector, we have reconstructed 90 kilometres of roads, with another 45 kilometres ongoing. We have rehabilitated 31 schools with another 31 in the pipeline. We have built 332 water projects, while major water works at Iwo, Ede, Osogbo are under rehabilitation.”

    Meanwhile, APC through its chairman, Tajudeen Lawal, in a statement on Sunday, November 26, berated Adeleke’s one-year administration, saying, “We know very well that Governor Adeleke has absconded from the state so he would not be able to give due account of his stewardship to the people of the state.

    He added: “Since November 2022 when he came on board, Governor Adeleke has run the state aground with his sheer incompetence, lack of proper education and his zero administrative acumen.     ‘Adeleke, others must stop playing politics with herdsmen menace’

    Amitolu Shittu is a former Field Commander of the Osun State Security Network Agency also known as the Amotekun Corps. In this interview with GBENGA ADERANTI, he talks about the security situation in the state.

    Two weeks ago the Owa Miran of Esa Oke appealed to the Osun State Government to help in providing security in the community over the fear of herders’ attacks. As a former DG of Amotekun, what would be your advice to the state government?

    First of all, security work is work nobody will say thank you for doing your best. It is the work that people will want to chastise you with whip and scorpion, whichever one is available to them. But responsible people who are saddled with the responsibility of securing lives and property must not look at the way and manner the public treats them. They should consider that not all of us will be police, not all of us will be in the army, all of us cannot be journalists, and not all of us can be lawyers. But if you are destined to be one of them, definitely you must put everything there is to secure lives.

    After I left there, the public now realises that one did his best, and I give glory to the Almighty God. When appointing someone to head a security outfit, you must not politicise it. You have to look beyond partisan politics and look beyond personality involvement in political activities so that there can be continuity in whatever we are doing. I am of the opinion that with the latest development, the government must look for responsible and disciplined people who will never compromise.

    If people of low quality in terms of integrity are saddled with the responsibility of maintaining the security of lives and property, it is going to be an error, and the error may well be pronounced. This may have a strong negative effect on the generality of the people, because if you look at it critically, the multiplier effect of putting irresponsible individuals to man the security of lives and property is too bogus and we cannot close our eyes to it.  You must put someone who will not compromise, no matter what.

     I have never compromised. I have never succumbed to threat and blackmail, and I remain resolute and face it squarely. That is why when I was there, kidnapping was completely abolished here, and we made sure we went after them day and night. Equally, the rate of robbery reduced drastically as well as the rate of cultism, and we made sure that those who engaged in cultism, killing of human beings were not given any breathing space in our state.

    Amotekun is enough to show a responsible government, because when you care for the security of lives and property, then you can think of food, you can think of money, you can think of work, you can think of going to church or mosque. That is when you can think of celebrating your festivals. It is when there is an atmosphere of peace and tranquility. When there is no peace, you cannot do all this. When there is no atmosphere of peace, you shut down business and it will also cripple the economy. So, the government must invest hugely in the security of lives and property.

    As a former chief commander of the agency, I did my best and I made sure that out of the 200 cases that I had, those that were arrested were charged to court. More than 12 are currently in prison. Ranging from kidnapping, ritual killings, and robbery. I give glory to the Almighty God and I thank the judges who handled our cases for not compromising. The government should invest in security. They should invest in the police, and the army. There is no amount of investment in security that is too much, life is priceless.

    There are reports that criminal herders took over people’s lands in some parts of Nigeria. Do you see that happening in Osun State?

    I want to advise the governor to wake up from his slumber. He should face the governance rather than involve himself in petty and unnecessary political crises. Governance is a huge task.

    If any responsible governor deviates from real governance, there is every possibility of getting things wrong. So I’m saying this without any reservation or apology to anybody. The governor should face governance. What entails good governance is security. When the security of lives and property is not guaranteed again, it is tilting towards the declaration of emergency.

    What are you doing to avoid Benue State’s experience in Osun?

    When it happened in Esa Oke, I know what I did there. It is on record. The Nation reported it. I arrested 28 cows. When they asked me why I arrested cows, I said cows destroyed the farms of innocent people – retired permanent secretaries and retired directors in the ministry who had nothing and resorted to farming to make ends meet. I cannot allow cows to destroy their farms. The owners of the cow can come in so that we negotiate. If we don’t have the owners, automatically, the cows will be confiscated, and whatever proceeds we get will be used to settle the farmers. When we arrested the cows, the owners came out and they entered into an agreement. The herders paid sums ranging between N100,000 and N2 million to the affected farmers. They settled among themselves and ever since then, such a thing has not repeated itself

    Why is Ijeshaland so attractive to herders?

    This can be curbed and it should be curbed urgently. We have the people that can do it but everything has been politicised. Politics cannot help us if we continue this way because there are big men who also give the herders their livestock to rear for them. So whenever they were arrested they had some big men from Osun who gave them money to keep those cows for them.

    There were so many unthinkable things; I was able to get rid of those things.

    There was a time they brought N5 million, and I said no, I would rather report to the EFCC and ICPC. That was when the then governor said he was proud of me, that he learned that they brought money to me and I rejected it. You can’t compromise and tell the truth.

    I can walk anywhere.

    While in the office, I was driving myself. DSS would write a report and warn me that I should stop walking alone, but I said no problem. They sent a report to me that I was prone to attack because I was walking alone. I’m surviving by grace, why should I be afraid of death? I never thought I would not die when Abacha detained me. I was only set free when he died. During the Babangida era, I was locked up for 97 days but I did not die there.

    Anybody who wants to do the work of security must be ready to face persecution, abuse and blackmail. If you are not clean, don’t go into the work of security, because you will step on the toes of kidnappers and ritual killers.

    What do you think the government should do regarding the fear expressed by the monarch?

    The government should fund security. The governor should show interest in security

    Do you think the hunters’ union and Amotekun are capable of arresting the situation?

    Amotekun is eager if given the opportunity.

    Former members of Judicial Service Commission in Osun State have alleged that Governor Ademola Adeleke dissolved the commission to facilitate the removal of the Chief Judge, Justice Oyebola Ojo.

    Adeleke had dissolved statutory commissions, which included Judicial Service Commission. However, the board sued the governor over their dissolution.

    The members in a statement signed by ex-federal lawmaker, Rotimi Makinde and Tomi Olagbaju, a lawyer; alleged: “Our dissolution was politically motivated and had connection with sinister motive against Justice Ojo.

    “When the state government could not find the CJ pliable to execute their devious plan and consequently could not find anything incriminating against the CJ, since all approvals from her office to our commission went through due process of law, the governor believed the best strategy to adopt is to disband us, and bring in ductile characters, even when our tenure still remains four years.”

    The members described their dissolution before the end of their five-year tenure as a product of executive recklessness.

    The governor was represented by the Commissioner for Cooperatives and Empowerment, Prince Adebayo Ogungbangbe (fcssm), and Hon. Durojaye Isaac, the Special Adviser to the Governor,  who said Adeleke was found worthy of the award for  assisting small-scale businesses through cooperative and empowerment programmes.

    The event celebrated the outstanding achievements of the governor in the cooperative sector and recognised the dedication of patrons.

    Ogungbangbe described cooperative  societies as a major economic and nation-building organ that covering  all areas of human endeavour, adding that they are democratically organised.

    He said the impact of cooperative societies is unparalleled, as evidenced in developed nations and fast-growing economies like Kenya and Egypt. He said  his administration has partnered with the sector in the delivery of dividends of democracy to the people.

    “I am humbly honoured to be among the awardees along with the cooperative regulatory agency of government in my state. It is a known fact that our administration has come to give a humane face to democratic governance in our state.

    “We are setting standards in bringing to the fore-front humanitarian services through the establishment of the Ministry of Cooperatives and Empowerment. Our approach is centred on proper coordination, creation of an enabling environment, compliance with statutory regulations, and provision of all assistance that will make the sector thrive,” he said.

    The commissioner said Adeleke’s recent establishment of a full-fledged Ministry of Cooperatives and Empowerment was part of his recognition and nomination by the Cooperative Rating and Award Society of Nigeria as the Most Outstanding Governor of the Year.

    The Commissioner emphasised that cooperative enterprises are pivotal in creating sustainable livelihoods, fostering entrepreneurship, and eradicating societal poverty.

    Ogungbangbe  said the award underscored Adeleke’s commitment to fostering a cooperative-friendly environment and enhancing the state’s socio-economic development.

    “Under his visionary leadership, numerous cooperative societies have thrived, leading to an increase in economic participation, job creation, and improved living standards,” he added.

    Adeleke expressed gratitude to CRASoN, adding that  the recognition would further motivate him to continue to  create an enabling environment for cooperative growth and prosperity in the state.

    Ogungbangbe affirmed the state government’s continued commitment to policy reforms, increased funding, and support for cooperative societies to further unlock their potential.

    President and Chief Executive Officer of CRASoN, Mr. Victor Oyegoke, said Adeleke is the only governor who established a full-fledged ministry for Cooperative Affairs to drive his empowerment project.He urged other governors emulate him.

    The  2024 edition of National Cooperative Award (CRASoN) would be  hosted in Osun State.

    Osun Governor Ademola Adeleke has denied expending N2billion on food and using N6billion as welfare package in his office in three months. 

    Adeleke debunked report of an online newspaper describing it as a laughable presumption and mischief. 

    According to him: “The report is false and mere fabrication arising from deliberate misinterpretation of budget data.” 

    Adeleke, in a statement by Commissioner of Information and Public Enlightenment, Kolapo Alimi, explained that Governor’s office comprises more than seven agencies and departments with many government wide operations and activities. 

    He noted: “The N6.01 Billion referred to in the publication therefore encompasses the entire expenditures (Personnel, Overhead & Capital) of the Office of the Governor including the agencies and parastatals under it, for the period in question.

    “The personnel cost which was a sum of N209m was for the 771 staff of twelve Bureau and Offices under the Office of Governor while the overhead which was a sum of N4 billion represent the amount spent on acquisition/replacement of vehicles and financing of Imole Medical outreach. 

    “The N1.7b on Capital represents the amount spent on the refurbishment of quarters and government offices. In the same vein, the N800m naira referred to in the publication represents the entire expenditure of the State House of Assembly for the period. 

    “It should be noted that the amount quoted for the refreshment and meal, welfare packages, and publicity and advertising were meant for all the Ministries, Department and Agencies including all Tertiary Institutions in the State.”

    Osun State Governor Ademola Adeleke has reversed himself over suspending the Chief Judge (CJ), Justice Oyebola Ojo, and ordering the swearing-in of Justice Yinka Afolabi in acting capacity.

    The governor changed his decision barely 72 hours after approving the suspension recommendation made by the House of Assembly.

    The house declared in its recommendations that the legislative arm wanted to investigate Justice Ojo over the petition against her, hence she must step aside for investigation.

    The assembly summoned Justice Ojo to appear before it within seven days to defend herself over the petition filed against her.

    Subsequently, Adeleke approved the suspension of Justice Ojo, directing his deputy, Kola Adewusi, to swear in Justice Yinka Afolabi as acting CJ last Friday at the Exco lounge, Governor’s Office.

    The swearing-in of Justice Afolabi, however, failed to hold, as the state government declared that there is vacuum in the judiciary after the suspension of Justice Ojo.

    In the latest development, Governor Adeleke, through the Commissioner for Information and Public Enlightenment, Kolapo Alimi, reversed himself by denying that he removed Justice Ojo and appointed Justice Afolabi as acting CJ.

    He noted that the governor had only forwarded the resolution of the assembly and recommendation for an acting appointment to the Chief Justice of the Federation for decision and action.

    According to him, “it is important to set the record straight that Governor Adeleke has only duly notified the Chief Justice as the Chairman of the National Judicial Council (NJC) in writing about the resolutions of the House of Assembly, following series of petitions made against the sitting Chief Judge of Osun State.

    “In the communication, Mr Governor intimated the CJN of the recommendation of the house that the Chief Judge should step aside and include his own submission for an acting appointment to fill the vacuum, while the NJC reviews and decides on the petition.

    “To that end, the governor in the same letter recommended to the CJN, the appointment of the most senior judicial officer, Justice Olayinka David Afolabi, for thorough consideration and further processing by the same NJC through the CJN.

    He noted: “We urge the public to note that while the House of Assembly recommended the appointment of a replacement to the governor in its resolution, the governor, however, toed the line of law by writing the CJN on the entire development and submitting all materials for NJC as mandated national agency.

    “We therefore wish to state categorically that Governor Adeleke has not appointed any judicial official as Acting Chief Judge and nobody has been sworn in as Acting Chief Judge of Osun State.”

    All Progressive Congress (APC) in Osun State has lambasted Governor Adeleke over the crisis in the state on the suspension of Justice Ojo.

    The party through its Chairman, Tajudeen Lawal, in a statement described Adeleke and House of Assembly as docile, noting that “the lawmakers are bundle of entities abundantly lacking what it takes to increase the fortune and prosperity of the state in all ramifications.”

    He said: “If Governor Adeleke is uninformed about the constitution, it is expected that those who are parading themselves as lawmakers would have guided the accidental governor aright.

    “When the blind leads the blind, the fall of all of them will be catastrophic, which is what is being witnessed in Osun State today.”

    However, Peoples Democratic Party (PDP), through its Chairman, Sunday Bisi, backed Adeleke, saying: “The governor has demonstrated competence and patriotism in his handling of state matters by clarifying issues and setting records straight from the crisis within the state judiciary.”

    Counsel for Justice Ojo, Oladipo Olasope, SAN, said the CJ would resume today.

    APC, through its chairman, Tajudeen Lawal, in a statement described Adeleke and House of Assembly as  docile noting that “the lawmakers are bundle of entities abundantly lacking what it takes to increase the fortune and prosperity of the state in all ramifications. 

    He said: “If Governor Adeleke is uninformed about the constitution, he had expected those who are parading themselves as lawmakers would have guided the accidental governor aright. 

    “When the blind leads the blind, the fall of all of them will be catastrophic which is what is being witnessed in Osun State today. The haphazard handling of the CJ’s suspension by the Osun State lawmakers further confirms the allegation by the public that nothing beneficial to the citizenry can evolve from the assembly which sixteen of its members are alleged to be Yahoo chieftains?

    He warned that the state assembly must, urgently, cure itself of the puppeteerist brand it has earned for itself since inauguration.

    However, Peoples Democratic Party(PDP), through its chairman, Sunday Bisi backed Adeleke, saying, “the governor has demonstrated competence and patriotism in his handling of state matters by clarifying issues and setting records straight from the crisis within the state judiciary. 

    Bisi said: “President Bola Tinubu has had cause to adjust or reverse policy pronouncements depending on prevailing situations. The public is aware of more than seven instances where the current federal government directly reversed itself in compliance with new facts and proofs. 

    “In the case of issues around the Chief Judge, Governor Adeleke had done the right thing by communicating the development to the National Judicial Council for action. 

    “The NJC had received the governor’s letter since last Thursday, putting paid to all ambiguities and misinformation. The sign of a good leader is the capacity to set records straight in cases of misinformation. This is what Mr Governor has done.

    “We reaffirmed its confidence in the leadership style of the State Governor and that of the State Assembly.”
