    Adeleke’s altruism

    As the Governor, I’ve taken a principled stance on the Security vote. Since taking office, I’ve directed that it should be allocated to benefit the state, not my office. This reflects the sacrifices I’m making as a leader, and I encourage others to follow this example.”

    Osun State Governor Ademola Adeleke posted this striking communication on social media at 2:54pm on October 5.  He elaborated on the post during his interactive session with the people of the state in the capital, Osogbo, on the same day. 

    “As a leader who is leading by example,” he was quoted as saying, “I have sacrificed the entire sum of my security vote (about N600m monthly) from the inception of my administration since November 2022. I have dedicated this monthly fund to the development and progress of Osun State.”  He added that he preferred to use the security vote for such purposes “rather than keep it to myself like others before me.”

    His words, if factual, are food for thought. His action, if real, demonstrates a rare altruism in high office by a governor in Nigeria. It is unclear how he ensures security if he spends the “entire” security vote on “development and progress.” Perhaps his claim is a bit hyperbolic. But the substance of his statement is significant, and deserves commendation.    

     Historically, so-called security votes at the governorship level in Nigeria have been linked with corruption. Indeed, a former governor of Kano State, Musa Kwankwaso, once described security votes as “another way of stealing public funds.”

    In March 2022, for instance, officials of the Economic and Financial Crimes Commission (EFCC) arrested the immediate past governor of Anambra State, Willie Obiano, “for alleged misappropriation of public funds, including N5bn Sure-P and N37bn security vote which was withdrawn in cash.”

    Also, in a letter to then President Muhammadu Buhari, in January 2022, Socio-Economic Rights and Accountability Project (SERAP) highlighted a report by Transparency International (TI) indicating that “most of the funds appropriated as security votes are spent on political activities, mismanaged or simply stolen. It is estimated that security votes add up to over N241.2bn every year.”

    The group urged Buhari to instruct the EFCC and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to “jointly track and monitor spending of security votes” by the 36 state governors.

    Paradoxically, security votes connected with governors in Nigeria are usually not used for security purposes. In 2020, for instance, a former governor of Abia State from 2007 to 2015, Senator Theodore Orji, who was under investigation at the time, told the EFCC how he spent N38.8bn security votes in eight years for other purposes, showing that security votes do not mean what they should mean. The former governor was reported saying he received N370m monthly as a security vote in 2007, and N410m monthly from 2008 to 2015.

    Orji said he shared much of the N38bn with members of the Abia State House of Assembly, his security informants and traditional rulers. He claimed to have also given part of the money to military units, the police, the Nigeria Security and Civil Defence Corps (NSCDC) and security agencies as what he called statutory allocations.

    In a breakdown of who got what, the former governor said he gave state legislators N5. 760bn, at N60m per month, in the eight years, and also claimed to have paid N75m monthly to security informants in 15 of the 17 local government areas of the state within the same period.

    He was also reported saying the so-called informants pocketed about N7.200bn from 2007 to 2015, and some of the security agencies received N2m per month. But he failed to provide a comprehensive list of all the beneficiaries of the largesse.  

    Governor Adeleke’s claim on the use of his security vote prompts questions on how other governors are using their own security votes. National Publicity Secretary of the Pan Niger Delta Forum (PANDEF) Ken Robinson lamented in an interview: “What the security vote has become is money that cannot be queried, that cannot be audited and money that cannot be asked how you are spending it.” This is unacceptable because it encourages non-accountability and corruption.

    There is a need to rethink security votes at all levels of government in the country towards preventing abuse of useful security resources.  Who determines the security votes in the individual states? What are the considerations? Are the security votes meant for the personal security of governors or for the security of the states they govern? This particular question leads to an examination of Nigeria’s odd practice of federalism, under which the states are disallowed from having their own police, for example. The centralisation of security enforcement at the federal level is ultimately counter-productive.    

     Tackling Nigeria’s serious and diverse security challenges requires not only federal effort but also state-level and regional interventions. Individual states should devise arrangements to ensure security in their territories. The introduction of regional security organisations funded by state governments in the southwest and southeast regions of the country is commendable. It may well be that if security votes were spent on security at all levels of government in the country, the current terrifying level of nationwide insecurity would not exist.

    Governor Adeleke of the Peoples Democratic Party (PDP) is a politician who has a reputation for exhibitionistic public dancing. But he has gone beyond entertainment by setting a good example on the matter of security votes. He said enough to suggest that the “security votes” fraud is still in vogue among people in power in the country today as an easy path to wealth acquired fraudulently.

    Is it possible that there are other governors following Adeleke’s path who are unknown because they have not publicly stated what they do with their security votes?  Let them remove their masks for recognition. 

    If Adeleke is a lone traveller on this path of exemplary gubernatorial altruism, others should learn from him. The lesson: Security vote should not be a fraudulent scheme. It is nobler to spend discretionary security votes in the interest of the people, and with a sense of transparency and accountability.

    The leadership of the Osun State chapter of the Peoples Democratic Party (PDP) has engaged in a verbal clash with Ajibola Basiru, the national secretary of the All Progressives Congress (APC), regarding his assertion that Governor Ademola Adeleke’s administration was built on falsehoods.

    Basiru had on Thursday, October 13, held a meeting with some members of APC at the Oke-Baale area of Osogbo capital of Osun state where he charged them on the unity of purpose, assuring that the party would wrestle power from the incumbent party of PDP.

    He boasted:  “APC will take over power in 2026. I want to urge our party members to start mobilizing ahead of the next governorship election in 2026. Governor Ademola Adeleke is deceiving the Osun people with an urban renewal project that has yet to manifest in the state. Allocation from the Federal government to Osun has hugely increased, however, the increment has reflected neither in workers’ welfare nor tangible projects for people.

    “The much-mouthed borehole per ward is a fluke, any government built on lies and propaganda is bound to crumble. Osun workers are subjected to more hardship. What has Adeleke done with the first tranche of N2b from the Federal Government when States such as Kwara, Ekiti, Ogun, Lagos, Imo, Anambra Kano and even Kebbi with war-ravaged Borno have made workers smile in addition to their salaries.

    “The certificate saga of President Bola Tinubu as an attempt by some anti-Democratic forces to truncate the civil rule having been rejected by Nigerians at the polls.”

    However, while reacting to the claims of Basiru, PDP through its chairman, Sunday Bisi, in a statement on Friday, October 13, advised that the national scribe of APC to perish ‘comeback’ thought of APC into power in Osun state.

    He said: “Basiru’s statement overlooks the commendable progress and positive transformations in Osun state under Governor Adeleke’s administration. For the first time in 13 years and in less than a year of PDP administration, Osun state is witnessing a semblance of responsible and empathic governance.

    “Governor Adeleke has steered the state towards sustainable development in road infrastructure, upscale healthcare, revamped education, and unprecedented water provision among many people-oriented strides. All these are being achieved in an atmosphere of transparency and accountability, away from the bossy and looting style of the past.”

    “The APC faces a conspicuous lack of electoral prospects in 2026 and beyond and this is a dose of truth Basiru must take in intravenously before he wastes more of his idle calories on demented dreams of resurgence.”

    The Osun state governor, Ademola Adeleke, has urged the people of Bayelsa state to vote for Governor Douye Diri and his deputy, Lawrence Ewhrudjakpo, in the November 11, governorship election, saying there is no need to change a winning team.

    He stated that his Bayelsa counterpart had performed very well in delivering the dividends of democracy to the state in less than four years of his first tenure.

    Adeleke spoke on Wednesday, October 11, while inaugurating Section 4 of the Igbogene-AIT-Elebele Outer Ring Road in Yenagoa.

    He contended that what Bayelsans needed in the governorship election was continuity as his brother-governor had so far proved his worth among governors in the country.

    He said: “On November 11, come out and vote for the miracle governor. When you vote for him, you vote for prosperity so Bayelsa will continue to grow from strength to strength.

    “That is why we are here to inaugurate this beautiful road. I know by the special grace of God, in his second term he will do more.

    “Democracy is at play here. Bayelsa will no longer be called a one-way-in and one-way-out state anymore.

    “Like a football club, when the coach has a winning team, they cannot change him. So, support him by going out there and voting for our miracle governor, and remember to protect your vote.”

    Speaking earlier, Governor Douye Diri said completing the road project, which was initiated by his predecessor, Seriake Dickson, was in fulfillment of his promises to the people of the state.

    He explained that the Igbogene-AIT-Elebele Outer Ring Road creates an alternative route in Yenagoa while opening up the state capital to robust infrastructure development.

    Diri said: “This project was initiated by the immediate past government of Senator Henry Seriake Dickson. Due to the paucity of funds, the project could not go on as planned. So when we came on board, we re-awarded the project for over N11 billion and this Section 4 is the second phase we are inaugurating.

    “This road is subdivided into four sections. The Bauchi State governor inaugurated Section 1 during our second anniversary. Today, the Governor of Osun is inaugurating the fourth section.”

    The commissioner for works and infrastructure, Moses Teibowei, in his remarks, noted that the 7.7 km-long section of the road, which was awarded to Lubrik Construction Company on January 4, 2021, runs across Opolo and Imiringi communities.

    Teibowei stated that the road had a driveway of 7.5m with solar lights fully installed, adding that it would aid the delivery of goods and services to and fro the state capital as well as the Ogbia and Nembe local government areas of the state.

    Following the killings and destruction of properties that trailed the communal clash between Ilobu, headquarters of Irepodun Local Government Area and Ifon, headquarters of Orolu Council, Governor Ademola Adeleke has imposed 24-hour curfew on the warring communities.

    The Nation reports that eight people were killed and houses were razed by arsonist during the clash between the two communities. Also, residents of the two communities had fled their homes to safe havens.

    Commissioner of Information and Public Engagement and Public Enlightenment, Kolapo Alimi, in a statement, said: “Governor Ademola Adeleke has directed that a 24-hour Curfew begins in Orolu and Irepodun local governments housing Ifon and Ilobu communities with immediate effect. To maintain a lasting peace and order pending when the issues at hand would be amicably resolved.

     “Governor Ademola Adeleke in his executive capacity as the Chief Security Officer of the State, has ordered the immediate takeover of the disputed lands/areas by his administration.

    “In the same vein, the government has ordered that anyone or group of persons found or seen doing one thing or the other on the disputed lands/ areas would be made to face the full wrath of the law accordingly, by the Osun state government.

    However, despite the intervention of the Osun State Government in the communal clash between the Ifon and Ilobu communities, no fewer than seven houses were razed by arsonists.

    The Nation gathered that the Osun State government had summoned a meeting yesterday involving the leaders of the two communities.

    Meanwhile, the Public Relations Officer of Ilobu Development Union, Mr. Tairu Babatunde in a statement on Friday disclosed that seven houses were burnt after the government met with leaders of the two communities.

    He blasted security arrangements for still allowing such to thrive despite the assurance by the government after the ceasefire order and imposition of curfew on the communities.

    Babatunde stated: “The seven houses razed between Thursday night and Friday morning belong to Ilobu indigenes and these things happened after the curfew had been imposed on the two communities.

    “The 24-hour curfew is not enough if lives and property of the people are still not safe, hence, we plead with the state government to ensure that adequate personnel are deployed in the communities to restore law and order.”

    Meanwhile, the Ooni of Ife, Oba Adeyeye Ogunwusi has appealed to the two warring communities of Ifon, headquarters of Orolu council, and Ilobu, headquarters of Irepodun to stop killings and destruction of properties in the ongoing communal clash.

    Ooni while speaking with newsmen in his palace on Friday made the call that the two communities are from the same origin of ‘Oduduwa’.

    He urged the youths to desist from violence, begging them with the heritage of his throne.

    According to him, “Ifon and Ilobu people, I am appealing to you in the name of God from the throne of Oduduwa, we are all the same, one race! Please let us stop the killings and destruction of property.

     “The youths of these communities, I beg you with this throne, we came from this throne, so we are all the same, I use his throne to beg you, please don’t let it escalate further, be your brother’s keeper. God bless you. Why are we killing ourselves and destroying each others property? Let us stop the killings!”

    Similarly, the Minister of Marine and Blue Economy, Adegboyega Oyetola in a statement through his spokesperson, Ismail Omipidan urged the parties in the ancient towns of Ifon-Osun and Ilobu in Orolu and Irepodun Local Government Areas of Osun who are fighting, to sheathe their sword and allow peace to reign.

    Oyetola noted that it had become imperative for the two communities to put an end to the avoidable crisis that had escalated to the destruction of property, killings, and maiming of one another since the crisis erupted.

    He noted operatives of the Joint Security Task Force comprising, the Army, Police and Nigeria Security and Civil Defense Corps have been directed by Adeleke to be on a 24 hour surveillance of the two communities with a view to ensuring lasting peace.

    He commiserated with  families of those who died in the wake of the recent crisis, assuring that the current administration will ensure lasting  peace and order in the two  local governments.

    Osun State Governor Ademola Adeleke has reiterated his determination to complete the abandoned airport situated at Ido-Osun

    He has inaugurated an inter-ministerial committee on the revival of the airport project headed by the Commissioner for Special Duties, Dr Bashiru Salami, to review the past design of the project.

    A statement by the spokesperson for the governor, Olawale Rasheed, said: “The project as we all know has been overshadowed by a lot of controversy. I am determined to solve the riddle and give Osun a befitting airport.

    “It is regrettable that of all the Southwest states, only Osun has no airport. If we are to jumpstart our economy, we need to address the issue of connectivity.

    “Osun as a solid mineral state with two free trade zones and multiple tertiary institutions deserves a flight link.

    The Chairman of the committee, Dr Salami, responding after the inauguration, assured the governor of the preparedness of the members to work diligently for the realisation of the assignment.

    Governor Ademola Adeleke of Osun State has cancelled the celebration of Independence Day slated for Sunday.

    A statement issued on Friday in Osogbo by his spokesperson, Olawale Rasheed, said the governor urged the people of the state to pray for the peace and prosperity of the country.

    “Let us use Independence Day to meditate and pray on the state of our nation.

    “Our people are passing through tough times. It is time to take stock and seek divine intervention and guidance in the affairs of our nation.

    “I greet Osun people and Nigerians in general as the Independence Day knocks at our doors.

    ” Here in Osun, we will celebrate with meditation and prayers,” he said.

    Meanwhile, Governor Adeleke has extolled his predecessor, Adegboyega Oyetola as he marks his 69th birthday celebration.

     This is just as members of All Progressives Congress (APC), led by party leadership and big wigs within the party organised an inter-religious prayer session for Oyetola who is the Minister of Marine and Blue Economy at Tinubu/Shettima campaign office, Osogbo, Osun State on Friday.

     Adeleke in a statement he personally signed on Friday night, he described Oyetola as ‘Big brother’ saying the ex-governor has enjoyed divine grace.

     “It is my pleasure to congratulate my dear big brother on the occasion of his birthday. I thank God for granting my predecessor another blessed year. “On behalf of the people and government of Osun state, I convey our heartfelt good wishes.”

     Oyetola who addressed his supporters virtually said that APC will continue to recover victory in subsequent elections.

    His words: “May God continue to love you all members of APC. I had wished to have the opportunity to travel back home to celebrate my birthday with you all but my job here is a serious one, so no opportunity to travel.

    “I sincerely appreciate this gesture. Everything we pray for, may God do them for us, amen. Let’s not be troubled, Osun will be greater. Osun APC will continue to recover victory. I greet the organisers of the event. You didn’t ask me for anything. Yet you organise this, I sincerely appreciate it.”

    The Osun state coalition of civil society groups has tackled Governor Ademola Adeleke for shrouding the distribution of federal government’s palliative and how the government planned to expend its N2 billion share of fuel removal subsidy relieve fund. 

    The coalition under the auspices of The Osun Masterminds (TOM) through its Executive Director, Prof. Wasiu Oyedokun-Alli held that the state government has remained ominously silent on palliative for the citizens despite FG intervention especially the N2billion, rice and other grains consignment. 

    It said: “We must also use this opportunity to condemn the secrecy that shrouded the distribution of the palliatives that were received from the Federal Government. For transparency’s sake, we encourage the Osun State Government to be more open with such distribution processes in future. Openness secures public confidence and the government cannot do without it.”  

    Comrade Ayo Ologun also noted that the N2billion from FG to Osun State has remain unaccounted for, yet the government unveiled Medical Outreach named after the governor.

    He said: “We can not continue to arrogate state resources for personal use, the intervention they claimed that they use the money for was named after the governor. Let the government come out to tell us how much they spent on the health intervention and put it side by side with the FG N2b.” 

    When contacted, the Osun state Commissioner for Information, Kolapo Alimi denied that government is not shrouding the distribution process in secrecy as a public committee comprising various sectors of the society successfully handled the exercise. 

    He said: “On N2billion, We also want the public to note that Osun is already under an emergency with almost N100 billion debt while still paying half salary and pension debt alongside pressing needs from all sectors such as infrastructure, education, health among others.”

    The statement read: “This is to inform the public that the attention of the Osun state government has been drawn to the communal clash on land dispute between Ilobu and Ifon Communities.

    “Based on this, Governor Ademola Adeleke has directed that the Curfew begins immediately in the two local governments: Orolu and Irepodun local governments.

    “The Curfew will start between the hours of 8 pm every night, and 6 am in the morning. Human and vehicular movement is hereby restricted during the curfew till further notice.

    “This is to forestall attempts of destruction of lives and properties during this period, because of the land dispute.

    “Anyone caught wandering or moving around in Irepodun and Orolu local governments during the curfew period will be arrested and prosecuted appropriately.

    Governor Ademola Adeleke sued for peace between these two local governments and asked that the ethos of Peace, Love and Unity which the state is known for, be imbibed.

    The Osun state governor, Ademola Adeleke has narrated his experience after escaping from plane crash at Murtala Muhammed International Airport. 

    It was learnt that Adeleke and some of his aides boarded a private jet owned by his elder brother at the domestic wing of Lagos airport going to Abuja on September 5, when the aircraft lost its two engines by catching fire on the runway about taking off. 

    It was speculated that birds had built their nest in one of the engine which resulted to Foreign Object Damage (FOD) that made the aircraft experienced high temperature, which resulted into the explosion.

    However, Adeleke on Sunday, September 17, berated the claim that the incident was caused by bird nest, stating that the bird nests are made with straws not bidding wires.

    The Osun governor through its spokesperson, Olawale Rasheed, said “there are strong indications that the two aircraft engines were tampered before boarding.  The highly technically equipped aircraft was well maintained with the best technical crew and was never an unused platform where birds could build nests. 

    He noted that “Contrary to the claim by the hanger owner that birds’ nests caused the incident, birds’ nests are made with straws not bidding wires as in this case. 

    “The near fatal incident was averted shortly after boarding and less than two minutes after commencement of taxing on the tarmac. An early warning noise from the engines immediately prompted the pilots to direct evacuation of the passengers. 

    “Everything happened within five minutes. Early reports from internal investigation indicated sabotage. But the authorities, locally and internationally, are still investigating the incident.”

    He added that there was no injury or any outward explosion on the plane.
