2025 Budget: CAPPA petitions Akpabio, Abbas over insufficient tobacco control allocation

The Corporate Accountability and Public Participation Africa (CAPPA) has called on the National Assembly to increase the budgetary allocation for tobacco control from ₦10 million to ₦300 million in the 2025 national budget.

The appeal comes as lawmakers review the ₦49.7 trillion Appropriation Bill.

While acknowledging the increase in the Tobacco Control Fund (TCF) allocation from ₦4.7 million in 2023 to ₦10 million in 2024, CAPPA emphasized that the current amount remains grossly insufficient.

The organization explained that operational costs, such as convening quarterly meetings of the National Tobacco Control Committee (NATOCC), consume a significant portion of the funds, leaving little room for critical activities like public sensitization campaigns, enforcement of tobacco laws, and support for alternative livelihood programs for tobacco farmers.

CAPPA insists that a minimum allocation of ₦300 million is necessary to effectively implement the National Tobacco Control Act (NTCA) 2015.

In separate petitions to Senate President Godswill Akpabio and Speaker Tajudeen Abbas, CAPPA highlighted the urgent need to address the public health and environmental crises posed by tobacco consumption while calling for the full operationalization of the TCF, established under Section 8 of the NTCA, 2015.

Noting that the fund is designed to support public health campaigns, regulatory enforcement, research, and alternative livelihood programs, CAPPA criticized the lack of progress in operationalizing the fund, leaving Nigerians vulnerable to the unchecked dangers of tobacco consumption and marketing.

In a statement by Robert Egbe, CAPPA’s media and communication officer, the organization’s Executive Director, Akinbode Oluwafemi, underscored the severe toll of tobacco use in Nigeria, noting that tobacco-related illnesses claim 26,800 lives annually, causing conditions like cancer, heart disease, and chronic respiratory diseases.

Beyond the human cost, the economic burden includes billions lost in healthcare expenses and reduced productivity, he noted, adding that, tobacco cultivation contributes to deforestation and soil degradation, while cigarette waste further pollutes the environment.

Expressing concern over the rising prevalence of unregulated tobacco and nicotine products, particularly among younger demographics, Oluwafemi highlighted that items such as electronic cigarettes and smokeless tobacco are often marketed as trendy, despite their significant health risks.

He criticized tobacco companies for exploiting weak regulatory systems to aggressively promote their products on social media and leverage corporate social responsibility initiatives to gain favour with public health authorities.

Such tactics, he said, undermine tobacco control laws and lure new users, especially the youth.

To address these challenges, CAPPA emphasized the need for a strengthened regulatory framework and increased government investment in tobacco control.

Oluwafemi explained that a larger budgetary allocation would empower NATOCC and the Tobacco Control Unit (TCU) to coordinate meetings, conduct nationwide public health campaigns, fund research on tobacco trends, and enhance enforcement efforts, including prosecuting violators and monitoring compliance with tobacco regulations.

He added that increased funding would also support programs to help tobacco farmers transition to sustainable crops through training and financial assistance.

He, however, stressed the importance of transparent and accountable fund management to ensure the TCF fulfills its mandate.

CAPPA urged the National Assembly to prioritize public health by fully funding tobacco control initiatives.

Oluwafemi argued that this would reduce the economic and social costs of tobacco consumption, protect the environment, and safeguard future generations.

He called on lawmakers to lead the fight against tobacco’s harmful effects by ensuring adequate funding and robust implementation of tobacco control measures.

Senate President Godswill Akpabio restated yesterday the President Bola Ahmed Tinubu administration’s determination to fix economy and touch lives.

He urged Nigerians in the Southsouth and Southeast regions to pitch their tent with the President in its effort to take the country to loftier heights.

Akpabio, who spoke yesterday in Ikot Ekpene during his constituency briefing and empowerment of constituents noted that the economy was in bad shape when Tinubu came into power in May 2023.

According to the Akpabio, the President’s determination to change the narrative has no bias for ethnic, religious and party affiliations.

He said: “President Tinubu met a very bad condition on ground; nobody envied him; he said he was determined to change the situation; let us encourage him to change the situation.

“We believe that at the end of the day, we will move the country forward. He did it in Lagos before; he will do it again in Nigeria; just give him time; he will take us to our El Dorado.

“I want us to know that Nigeria was on life support when the people voted Tinubu to become the president.

“One day I asked him, Mr. President, after becoming the president and seeing the level of economy left behind for you, are you excited? He said, well, I’m determined to change the situation.”

Akpabio told his audience that the president had touched many lives through continuous constituency projects across the country.

He also said that the Federal Government plans to develop the regions and empower the people with the establishment of regional commissions and the creation the Ministry of Regional Commissions

According to Akpabio, the president has shown so much love to the Southeast by giving a key ministry – the Ministry of Works – to them and signing the Southeast Development Commission Bill.

“Southeast has lots of ecological problems; it has very poor roads, just like the South-South and Mr. President decided to give us the ministry of works in addition to other key ministries, even the petroleum and gas ministry,” the Senate President said.

Some of the items distributed to the constituents incude among others, bags of rice, cars, generating sets, deep freezers, tractors, tricycle vans, mini-buses, motorcycles, sewing machines and make-up kits.

The senate president, who also disbursed N200, 000 to 2,000 undergraduates across his Senatorial district, said the gesture has the backing of President Tinubu as a way of appreciation to the people for their votes and support.

He commended Akwa Ibom Governor Umo Eno for his peaceful disposition and for extending hands of friendship by sending 1,000 bags of rice to the All Progressives Congress (APC) supporters in the state.

Senate President Godswill Akpabio has distributed items to empower his constituents in Akwa Ibom North West Senatorial District.

He urged the people of the South-South and South East to continue to support President Bola Ahmed Tinubu’s administration.

During the event, Akpabio also gave out business grants and various items including sports utility vehicles, cars, buses, tricycle pick-ups, farm tricycles, tricycle keke, vulcanizing machines, knapsack, makeup kits, deep freezers, generators, grinding machines, motorcycles, computers, and mini hand tractors.

A statement by the Special Assistant to the President of the Senate on Media/Communication, Anietie Ekong, in Abuja, said traditional rulers from the Senatorial District were not left out as each of the 10 Paramount Rulers from the area went home with a sports utility vehicle while over 500 students received scholarships and bursaries.

According to Akpabio, the items and grants would boost economic activities, improve livelihoods, and enhance the overall well-being of the beneficiaries.

He said the empowerment programme was to appreciate his constituents for their support to him and President Bola Tinubu during the last elections.

He commended the people of his senatorial district for voting en-masse for President Tinubu, noting that over 119,000 out of 160,000 votes for the president from Akwa Ibom State actually came from his district.

Senator Akpabio also commended President Tinubu for the creation of development commissions in the country and said  it would fasttrack grassroots development in the country.

“We decided to create regional developmental nexus for the president to use in sending empowerment to most regions in Nigeria. And the 10th National Assembly believes strongly that development should go to the grassroots,” Akpabio said.

The Senate President urged the people of the South South and South East to continue to support President Tinubu’s administration, noting that the president has shown love and commitment to the development of both regions.

“I can tell you that one of the best decisions the president made for the South South region was his support, together with the party, the APC, that this region should once again produce the President of the Senate of the Federal Republic of Nigeria,” he said.

Speaking at the event, Senate Minority Leader, Senator Abba Moro, praised the leadership of Senator Akpabio at the 10th National Assembly and said Akpabio enjoyed the support of his fellow Senators across party lines because of his pragmatic leadership.

The Minister of Petroleum Resources (Gas) Obongemem Ekperikpe Ekpo said Akpabio had justified the mandate of the people of Akwa Ibom North West Senatorial District and that was why the people had decided that they would return him to the Senate to continue to offer effective representation to the people.

Okpebholo’s electoral mandate ordained by God, says Akpabio

Senate President Godswill Akpabio has described the mandate of the Governor Monday Okpebholo, as “divinely ordained by God to bring respite and development to Edo State.”

Akpabio made the remarks on Saturday, when he received Governor Okpebholo at his residence in Uyo, Akwa Ibom State.

Ascribing Okpebholo’s electoral victory to God, Akpabio said God had chosen him at this time to rewrite the history of Edo State and place it on the path of development.

A statement signed by his Special Assistant on Media and Communication, Anietie Ekong, quoted Akpabio as saying, “Your excellency, every leadership comes from God, and God choses whom He pleases. It pleases Him at this time to chose you and the APC to lead Edo people at a time like this.

“You are a man of few words but full of action. Edo people have not misplaced their votes in choosing you. You have the heart of the common man and I am confident that your leadership will bring development and transformation to your State.”

Akpabio lauded the bold steps taken so far by the administration of Governor Okpebholo, stressing that his one month in office has “so far renewed the hope of Edo people and given them a clear insight into the determination and preparedness of the present administration to bring development and progress to the State.”

While thanking Edo people for choosing the APC in the September 2024 Governorship election, Akpabio said aligning the State with the Government at the centre portends many positives for the Heartbeat State and the South South region, stressing that the zone is now stronger as a negotiating voice at the federal level.

“Edo State is one of the States in the South South, before Niger delta, and this is predominantly a minority area in Nigeria. There is always need to link up with the federal to be able to contribute our quota to nation building.

“Through the providence of God, most of the resources that have kept the country going for decades come from this area but in terms of representation at the national level, we are always found wanting except for the period that circumstances brought us Dr Goodluck Jonathan.”

Continuing, Akpabio said: “Under the APC administration, many of us decided there was need for us to change the political basket to enable us represent our people at the national level and also have a say in what was going on in the country. So, when I made that strong movement to the APC, it was to move our people in the South South region to the centre.”

Predicting more electoral victories for the APC in the South South region, Akpabio said with the current political permutations, going by all available indices, the ruling All Progressive Congress is poised to bring more States into its fold, a narrative which he predicts would change the developmental trajectory of the region for good.

On his part, Governor Okpebholo said he was in Akwa Ibom to share ideas with Akpabio and tap from his wealth of experience.

Governor Okpebholo said: “Seeing the development in Akwa Ibom, I have come to learn from my leader, seek his advice and draw from his wealth of experience. He has graciously advised me.”

Group defends Akpabio, urges critics to cease vilification

A civil society group, Citizens Network For Peace and Development in Nigeria (CNFPDN), on Thursday, rose in strong defence of the Senate President, Senator Godswill Akpabio, advising his critics to stop vilifying him.

Passing a vote of confidence on the Senate President, the group, in a statement by its Executive Director, Barr. Francis Okereke Wainwei in Abuja, argued that the former Akwa Ibom State governor should be celebrated rather than unnecessarily vilified by his critics.

Affirming their faith and confidence in Akpabio’s competence and transformational leadership virtues, the group asked the Senate President’s critics to desist from campaigns of calumny and instead be factual, constructive, and patriotic in their assessment of the former Minister of Niger Delta Affairs.

Concerned by the emergence of a new trend of frivolous criticisms orchestrated to tarnish the image of the Senate President and reduce his popularity, especially in the Niger Delta region, the group affirmed that Akpabio is a blessing to both Nigeria and the Niger Delta region.

The group argued that the majority of the criticisms against the Senate President were heavily laced with bitterness and negative political sentiments.

Wainwei called on such critics to eschew bitterness and political sentiments while expressing their opinions concerning the leadership trajectory of Akpabio during his tenure as the Minister of Niger Delta Affairs.

The group described as unfounded the spurious and malicious efforts at wrongly rewriting the achievements of the Niger Delta Development Commission (NDDC) when Akpabio was the supervising Minister of the agency.

“It’s a well-known fact that Chief Godswill Akpabio sanitized the Niger Delta Development Commission (NDDC) and repositioned it to be able to effectively execute its original mandate of bringing development to the Niger Delta communities.”

The group alleged that NDDC before the emergence of Akpabio as Minister of Niger Delta Affairs was a “conduit pipe” servicing the financial interests of a few individuals in contrast to its mandate of developing the Niger Delta communities.

Wainwei explained that the current success and progress at the agency were made possible by the uncommon transformational leadership of Akpabio as Minister of Niger Delta Affairs.

As the Senate President, the group maintained that Akpabio has enthroned legislative excellence and stability in the National Assembly.

“His transformational leadership and vision have made the National Assembly to be more result-oriented and productive. He is indeed a blessing to Nigeria and the Niger Delta Region. He should be celebrated and not vilified. He is a true Ambassador of the Niger Delta people.

The group then urged all those who are involved in such distasteful and nefarious activities to desist forthwith and turn a new leaf, insisting that “they should become patriotic and responsible citizens for the betterment of our nation.

“It’s pertinent to note that criticism is part of the means to enthrone probity and accountability in society but such must be done objectively, truthfully, factually, and constructively. It should be devoid of any form of bias, falsehood, and negative sentiments,” the group advised.

  • Akpabio’s comments on insecurity far from  reality

Akpabio’s comments on insecurity far from  reality

    • By Ukasha Rabiu Magama

Sir: The recent remarks made on the state of insecurity by Senate President Godswill Akpabio during President Tinubu’s 2025 budget presentation to the National Assembly are not only unfortunate but utterly misleading especially in light of the security statistics released by the National Bureau of Statistics (NBS).

The NBS survey, conducted between May 2023 and April 2024 revealed that over 600,000 Nigerians were killed and 2.2 million were abducted throughout the country. Anyone following the conventional media in this country will also attest to the widespread security challenges affecting the entire nation, and not just specific regions.

Thus, statements suggesting that Nigeria is free from the threat of terrorism under the current administration cannot but reflect a lack of awareness of the depressing reality the country faces. Those who genuinely care about Nigeria’s insecurity challenges would not make such remarks. Citizens are at risk, and every part of the country is vulnerable to various security threats.

If we may dare to ask: where was the senate president on December 10 when bandits abducted approximately 43 people in Kakidawa, Zamfara State?

Read Also: Yuletide: 608,644 passengers to enjoy FG’s rail, road transport palliative

What about November 7, when over 50 individuals were kidnapped from Wanke and Gurusu villages, also in Zamfara State? Where was he on that same day when gunmen seized 10 farmers from Wayam and Belu-Belu villages in Niger State’s Rafi Local Government Area?

Furthermore, where was he when bandits killed at least 11 people, injured several others, and abducted residents from various communities in the Kankara Local Government Area of Katsina State? What of the September 2 incident when Boko Haram insurgents looted and set fire to shops and homes in Mafa village, Yobe State? These are just a few examples to consider. If the senate president can make such comments in light of these security issues, it can only mean a lack of empathy for the affected people.

Rather than encourage President Tinubu to intensify efforts in combating terrorism, it unfortunate that Akpabio chose to gloss over them. As senate president, he should be seen as actively contributing to tackling the nation’s security challenges. If people are being brutally killed daily, and he claims that nothing of such is happening, then he is out of touch with the situation in the country. I urge him apologize for misleading the president about the plight of Nigerians.
