    Akpabio advises ECOWAS Parliament on unity, innovation to overcome challenges

    Senate President Godswill Akpabio has said the myriad of challenges in the West African sub-region can be surmounted if the ECOWAS Parliament is galvanised by the spirit of unity, innovation and an unwavering belief in the sub-region’s shared destiny.

    He stressed that this is needed to transform the region’s collective aspirations into enduring achievements.

    Akpabio spoke yesterday, while opening the 2024 First Ordinary Session of the ECOWAS Parliament, at the National Assembly, Abuja, according to a statement by the Special Adviser on Media and Publicity to the Deputy Senate President, Ismail Mudashir.

    The Senate President, who was represented by the Deputy Senate President and the First Deputy Speaker of the ECOWAS Parliament, Senator Barau I Jibrin, highlighted the centuries-old history of collaboration among the diverse people of the region.

    He urged the community’s parliament to go beyond legislation and uplift the people by exemplifying the power of collaboration.

    “As we embark on the deliberations and discussions that lie ahead, let us remain steadfast in our optimism. The challenges we face are not insurmountable. With unity, innovation and an unwavering belief in our shared destiny, we can transform our collective aspirations into enduring achievements.

    “In this session, let our conversations be driven by the spirit of partnership and collective ambition. Let us demonstrate that when West Africa stands united, there are no limits to what we can accomplish. Our diversity is our strength, and our unity is our power.

    “From the ancient empires of Ghana, Oyo, Mali, and Songhai, which flourished through trade and cooperation, to the pivotal alliances forged during the fight for independence, the spirit of unity has always guided our path.

    “This very spirit should permeate every session of the ECOWAS Parliament. It should envelop us like a comforting embrace as we proudly raise the banner of ECOWAS. While we are aware of the official establishment of ECOWAS in 1975, it is crucial to recognize that its foundations were laid centuries before this year by our ancestors.

    “Therefore, let us not view ECOWAS solely as a political instrument, but as a cultural artifact and the enduring legacy of our history.

    “Today, as representatives in this esteemed Parliament, let us proudly uphold and carry forward this rich heritage as a badge of honour,” he said.

    In his goodwill message, Speaker of the House of Representatives, Abbas Tajudeen, who was represented by the Deputy Speaker, Benjamin Kalu, noted that despite the numerous challenges confronting the sub-region, the ECOWAS Parliament remains strong, resolute and committed in upholding the ideals of democratic governance, economic integration, peace and security.

    He assured that the National Assembly will continue to partner and support the ECOWAS Parliament in the areas of capacity building, enhancing legislative practices, sharing of experience and ensuring that resolutions passed are implemented.

    In her opening speech, Speaker of the ECOWAS Parliament, Rt. Hon Memounatou Ibrahima while welcoming members to the session, expressed deep concern over the upsurge in the threat of terrorism, violent extremism and organised crime, which is costing the lives of valiant defence and security forces, as well as thousands of innocent people in West Africa.

    She expressed gratitude to President Bola Ahmed Tinubu and Chairman of the Authority of Heads of State and Government of ECOWAS for the invaluable support he has always provided to the ECOWAS Parliament to facilitate the fulfillment of its mandate.

    The Speaker also applauded the National Assembly for availing it the use of its temporary chambers to hold the session as the ECOWAS Parliament chambers are undergoing renovation.

    ECOWAS court president tasks parliament on returning Mali, Burkina Faso, Niger to the bloc.

    The President of the ECOWAS Court of Justice (CCJ), Justice Edward Asante, also called on the Parliament to ensure that Mali, Burkina Faso and Niger rescind their threat to exit the bloc.

    Justice Asante stated this in a goodwill message at the formal opening of the first 2024 ordinary session of the 6th ECOWAS Parliament in Abuja.

    Represented by the Deputy President of the Senate and the First Deputy Speaker of the ECOWAS Parliament, Senator (Dr) Barau I Jibrin, the President of the Senate highlighted the centuries-old history of collaboration among the diverse people of the region.

    Akpabio: Senate will not hesitate to approve new presidential aircraft if…

    Senate President Godswill Akpabio has said members of the Upper Chamber will not hesitate to consider a request for the purchase of a new aircraft for the Presidential Fleet if it becomes a “necessity” and beneficial to Nigeria.

    Akpabio stated this on Thursday during plenary while reacting to social media reports over the alleged planned purchase of a new aircraft for President Bola Tinubu because of the harsh economic situation in the country.

    Akpabio however said that no amount of blackmail would prevent the lawmakers from approving new aircraft for the presidential fleet if it becomes necessary.

    The Senate President however explained that there was no request from the executive before the Senate to approve the purchase of a new aircraft as speculated in some section of the media.

    Akpabio said: “The Senate is very responsible. The National Assembly is very responsible. We will look into issues that will benefit the governance of the country irrespective of anticipatory blackmail.

    “They know very well that something like that might come in future and if it is a necessity, the Senate will look into it. But there is nothing like that before us now.”

    According to Akpabio, it would be unprofessional to respond to criticisms from the social media during plenary.

    He reiterated that he never gave any assurance on purchasing a new aircraft for the Presidential fleet.

    “It is not good for us to run the Senate by answering people on social media because social media is garbage in garbage out.

    “I was in Zanzibar attending Inter-Parliamentary Union meetings when that information went out that the Senate President said he would approve a brand new plane for the President irrespective of whether Nigerians are suffering or not suffering.

    “There was never a time such a statement came from me because I’ve never had any correspondence to approve a plane or not approve a plane and I did not want to answer, but they went to generate it and then they went around as if I was saying that I did not care about the Nigerian people. I did not do this.

    “We care about the President. We care about the Nigerian people. We will approve things that will benefit the Nigerian people. We will approve things that would improve the living standard of the people.

    “At the same time, we will also take cognizance of the duties of Mr President. If his vehicle is bad, we will repair the vehicle. If his plane is bad, we will approve money for the repair of the plane. So that is not an issue. There is nothing before us. I don’t think you should worry about it.

    “I read the President’s correspondences to us. There was nothing about a plane or no plane, but I can tell you that when you hear stories such as the death of the Vice President of Malawi as a result of a defective plane and then you hear incidents such as the death of the president of Iran as a result of defective aircraft.

    “In fact, this time it was a helicopter and all that. We shouldn’t ever dream and allow such, it wouldn’t be.”

    The Senate, on Thursday, said  there was no request from the Presidency to approve the purchase of a Presidential aircraft.

    Senate Leader, Opeyemi Bamidele, during  plenary, dismissed speculations that the Upper Chamber was debating  approval of a Presidential aircraft in the 2024 supplementary budget.

    Opeyemi said:  “Senate is aware of  insinuations that the its President, Godswill Akpabio ,either had at one time, indicated that we had a request for  purchase of a new plane to  be approved for President Tinubu.

    “And that President of the Senate had indicated that regardless of what Nigerians were going through, that it will be approved.

    “As we sit here, a section of the social media had also been circulating that we had gone into an executive session to discuss about the presidential request for a new plane and how we are going to approve it.

    “Let me alert Nigerians that there is the presence of a fifth columnist and some other propagandists who are doing everything possible to destabilise this country and also destabilise the parliament.

    “I say for the record, as the Leader of this Senate, that there is no request before this us  as of yet.”

    The Senate Leader added that there had not been a basis for the Red Chamber to debate whether to approve a Presidential aircraft or not.

    “It has never been discussed either on the floor of this Senate or among individual senators or at the executive session.

    “There is no such request. If the request comes, it is not about the  President of the Senate alone.

    “It is for 469 elected representatives of the Nigerian people to discuss and take a position. 360 in the House of Representatives, 109 in the senate.” he said.

    Reacting, Akpabio said: “When you hear stories such as the death of the Vice President of Malawi as a result of a  defective plane and  then you hear stories such as the death of the President of Iran, as a result of defective helicopter, we should never dream and allow such to be our portion, it will  not be.

    “The Senate is responsible, the National Assembly is very responsible. We will look into issues that will benefit the governance of the country.

    “Those speculating know very well that something like that may come in future, and if it is a necessity, the Senate will look into it. But ,there is nothing like that before us now,” Akpabio said.

    Senate president, Godswill Akpabio, has dismissed a report that the 10th Senate is allegedly proposing that the federal government should procure new aircraft for President Bola Tinubu and his vice, Kashim Shettima.

    Speaking to newsmen in Maiduguri shortly after leading a delegation to pay a condolence visit to Senator Mohammed Tahir Monguno over the death of his father, Akpabio noted that the report is not true.

    According to a statement by Akpabio’s media office in Abuja, last week, reports filtered in the media that the Senate president commented that the Senate would approve the purchase of new aircraft for the president and vice president irrespective of the fact that Nigerians are hungry.

    The Senate president said the report was from propagandists and fifth columnists, stressing that the Senate was focused on delivering legislation that would support the actualization of President Tinubu’s Renewed Hope Agenda.

    Akpabio, who expressed satisfaction with the present security situation of Borno state, urged Nigerians to continue to pray for the present administration.

    Akpabio said: “I want to dispel the rumour that you are hearing that the Senate President said he will buy a new plane for the President and his Vice, irrespective of the fact that Nigerians are hungry or whatever.

    “I never said that. I was actually in Zanzibar, Tanzania. It is the handiwork of propagandists and fifth columnists, who never see anything good in what we are doing. Be rest assured, pray for the government, have patience, and be assured that the combination of Tinubu and Shettima will bring wealth and prosperity to all.

    “I am happy to see that peace has returned to Borno, as a result of the hard work of President Bola Ahmed Tinubu. I want to tell the good people of Borno to continue to support the administration.”

    Nigeria, we hail thee not a colonial anthem – Akpabio

    Senate President, Godswill Akpabio, has stated that the reintroduced national anthem, “Nigeria, We Hail Thee” is not a colonial anthem but a Nigerian one.

    He said this during a visit to the Nigeria Institute of Legislative and Democratic Studies in Abuja on Tuesday.

    According to Akpabio, people who argue that the reintroduced anthem is a remnant of colonialism are ignorant of the law and have no understanding of the history of the nation.

    The Senate President said a group of Nigerians was formed in 1959, which received suggestions from all over the world regarding the anthem and approved the anthem then.

    He said: “The other impactful bill signed by the National Assembly is the reverting to our old national anthem.

    “A lot of people are not aware that there was a panel set up and made up of Nigerians to receive input from all over the world in 1959.

    “So when people are saying we’re bringing in the colonial anthem, they need to look into the history of “Nigeria, we hail thee”.”

    Akpabio also added that the reintroduced anthem could have prevented banditry and insecurity if the country had left it as the anthem.

    “If we had kept to that anthem, we probably would not have banditry today in Nigeria because if you take your neighbour as your brother, you will not want to kill him.”

    • Pray victory in Edo governorship elections

    Senate President Godswill Akpabio, Cross River State government Bassey Otu, National Vice Chairman of the All Progressives Congress (APC) Victor Giadom, among others, were some of those who  attended the South south zonal meeting in Calabar.to strengthen consultations and strategise ways to win more states for the APC.

    The party particularly strategised on ways to win the coming Edo State governorship election, and mobilise support for the Renewed Hope Agenda of President Bola Tinubu.

    According to Giadom, the meeting is important to mobilise support for the party in the zone and strengthen it to win more states.

    He said: “The renewed hope project is making waves across the country. This meeting is therefore meant to strengthen consultations which will remain until we win over the rest of the states in the zone.”

    Akpabio hoped that by next year, there will be two governors from the zone in the party. He also led a one-minute silence in honour of the late Senate President, Dr Joseph Wayas, who hailed from Cross River state.

    The Senate President said: “45 years after the late Senator Joseph Wayas, my becoming Senate President is in the best interest of the zone. If we are committed, we will achieve anything.

    “The zone is rising and we must defeat the incumbent party in Edo State in the next governorship election so we can have two governors in the party. We must defeat Godwin Obaseki in Edo,” he noted.

    Akpabio persuaded the stakeholders to be encouraged and confident in the President Tinubu administration, while thanking them for their support in the 2023 elections.

    Senate President Godswill Akpabio has reiterated his resolve to use his good offices, in collaboration with the Governor Umo Eno-led administration in Akwa Ibom, to promote the unity, development and peace of the state.

    Akpabio, stated this on Thursday while receiving in courtesy, the Governor of Akwa Ibom State, Pastor Eno and members of the National Assembly across party lines, in his residence.

    The Senate President according to a statement by his Special Assistant on Media, Jackson Udom in Abuja, was joined by his wife and former First Lady of Akwa Ibom State, Ekaette, to receive the August visitors.

    The statement said the visit was to commemorate the Senate President’s first year in office, having been elected as the number three citizen on 13th June, 2023 and the celebration of 25 years of unbroken democracy in Nigeria since 1999.

    Akpabio said: “I am very happy to receive you with your entourage, made up of Akwa Ibom lawmakers in the 10th National Assembly across party lines. It shows that we are one as indigenes of Akwa Ibom State, deliberately working for the unity, peace and development of our dear state, without any consideration for party differences.

    “As a former governor of the state and now the President of the Senate, I am more than committed to working with you and your government in the overall interest of our people. I thank you and your team for this visit and honour.”

A year after, I am here again in this same Blue Palour. By this time next year, I will be here to also mark this day, if Jesus Christ tarries.

    “We are here today, to celebrate your first year in office as our Senate President and to further reassure you of the determination and commitment of my administration to collaborate with the Senate under your leadership and the Federal Government, led by President Bola Ahmed Tinubu, in the interest of our people back home and in the diaspora. “

    Umo was accompanied on the visit by serving members of the National Assembly and a former member of the House of Representatives, namely: Senator Ekong Sampson, Hon.     The Senate Presidency under Akpabio

    Senator Godswill Obot Akpabio’s emergence as President of the 10th Senate on 13th June, 2023 raised high expectations. Not just because of his track record of high service delivery in his previous public offices, but also because Akpabio is not a stranger in the National Assembly, having been elected as the Minority Leader of the Senate in his first appearance in 2015. The Upper chamber is a familiar terrain for the Akwa Ibom North-West Senator.

    However, for the Senate President, who is Chairman of the National Assembly, to meet the expectations, he needs unity and stability not just at the Upper Chamber but at the National Assembly. Akpabio’s election to the coveted seat was keenly contested. At the end of the contest, God’s will prevailed.

    With the formal inauguration of the 10th Senate, the new Senate President’s first task was to unite the chamber following the divisions that inevitably arose from the leadership contest. In his inaugural address to his Distinguished colleague Senators shortly after being handed the gavel, Akpabio said: “I will continue to be one among you and I will work with you, for you, beside you. I will be a Senate President that will stand for all. I want to extend my hand of fellowship to you. I take it that every single senator voted for me. And what has happened here today is historic.”

    With those soothing words, Akpabio gently signposted his leadership direction. With the full complements of its body of Principal Officers, the flight of the 10th Senate took off smoothly. However, the flight ran into a slight turbulence before reaching cruising level.

    The first experience was when Adamawa Senator Elisha Abbo raised an alarm over the Constitution of the Senate Standing Committees. He alleged that his fellow northern Senators had been unfairly treated. And for this, he just stopped short of calling for the head of Akpabio. Abbo was actually not speaking for himself alone. He was the Secretary of the Northern Senators Forum. The truth is that all Senators cannot be expected to be satisfied with the allocation of the leadership positions of the Standing Committees. The exercise has always led to misgivings that had to be deftly managed by the Senate leadership.

    Following the complaint, Akpabio, with his listening ears, tweaked the composition  and even created more Committees to pacify some ranking Senators displeased with the original arrangement. He weathered the storm. At the end of the day, Senator Elisha Abbo, who spat fire in the newspapers in the morning, recanted on Television, with apologies, at sunset.

    Senator Abdul Ahmed Ningi would later create a bigger controversy in March this year. Ningi alleged in an interview with BBC that the 2024 Budget was duplicated and padded to the tune of N3.7 trillion. That was a serious allegation. Ningi is a ranking Senator, who had held principal offices in the Senate. Besides, he was also the Chairman of the Northern Senators Forum. So his allegation could not be ignored.

    In his usual way, Akpabio tabled the matter at a plenary session beamed live on Television. At the session, Senator Solomon Adeola Olamilekan, Chairman of the Appropriation Committee, gave a lucid explanation to what seemed unclear to Ningi in the budget. Olamilekan’s explanation should have been sufficient to douse the tension and settle the matter once and for all but Ningi remained defiant. This forced the Leader of the Senate, Michael Opeyemi Bamidele, to intervene and return fire for fire. Bamidele suspected brinkmanship by some opponents who had vowed to ensure that Akpabio was removed before his first anniversary as Senate President. Opeyemi described the unsubstantiated allegation of budget duplication as a “civilian coup” attempt against the leadership of the Senate which had been aborted.

    The Ningi saga was another litmus test for Akpabio. But his leadership qualities and experience again came to the fore in the way the Senate transparently and effectively handled the matter. All through the session, Akpabio was calm and decisive in his interventions. Eventually, Ningi was suspended for three months for violations of legislative rules, misconduct and unethical behaviour in his  BBC interview on the 2024 Budget. The suspension was lifted about two weeks before the expiration of the three months. This followed a motion moved on 28th May, 2024 (and with apologies, on Ningi’s behalf), by Senate Minority Leader, Abba Moro. Ningi eventually returned to his seat at the Senate Chamber on Tuesday, 4th June, 2024, without holding a grudge against anybody.

    The 10th Senate under Akpabio has remained focused and resolute in the discharge of its constitutional roles and pursuit of its Legislative Agenda since its inauguration. For instance, it promptly screened the ministerial nominees of the President. Senators were scheduled to proceed on a short break when the list of the nominees was submitted but they deferred their holiday by more than one week to conclude the confirmation process. This they did in national interest.

    While still screening the ministerial nominees, the Senate received an executive communication from President Bola Ahmed Tinubu with respect to the Economic Community of West African States (ECOWAS). It was about a political crisis in the Republic of Niger caused by the overthrow of the democratically elected government of that neighbouring country in a military coup on 26 July, 2023. This necessitated an extra-ordinary summit of the ECOWAS, chaired by Nigeria. Tinubu needed to inform the Senate about the far reaching and sensitive decisions taken by ECOWAS on the crisis. In a letter to the Senate, the President stated: “Following the unfortunate political situation in Niger Republic culminating in the overthrow of its President, ECOWAS under my leadership condemned the coup in its entirety and resolved to seek the return of the democratically elected government in a bid to restore peace.”

    According to the letter, which the Senate President read in Plenary on 4th August, 2023, one of the options on ECOWAS’ table was the “deployment of personnel for military intervention to enforce compliance of the military Junta in Niger should they remain recalcitrant.” Under the Nigerian constitution, the President cannot deploy troops outside the borders without an approval of the Senate. Even though the Letter from the President did not expressly seek an approval of the Senate, not a few people believed that such request was implied in the letter as Nigeria keyed in to the plans outlined by the ECOWAS. Section 5(4)(b) of the Nigerian Constitution states: “Except with the prior approval of the Senate, no member of the Armed Forces of the Federation shall be deployed on combat duty outside Nigeria.”

    A day after the letter was read, which was a Saturday, Akpabio led the Senate into an executive session. Rising from the closed door session, Akpabio announced, at Plenary, the Senate’s response to the Presidential communication. He said, among other things, that: “The Senate calls on the President of the Federal Republic of Nigeria and Chairman of ECOWAS to further encourage other leaders of ECOWAS to strengthen the political and diplomatic options and other means to resolve the political logjam in Niger Republic.” That was a tacit rejection of the military option contemplated by ECOWAS.

    That golden advice by the Senate was a defining moment for Akpabio’s leadership. ECOWAS cannot deploy troops without Nigeria. So the response of the Nigerian Senate was widely acknowledged as instrumental to ECOWAS’ abandoning the military option and restricting itself to diplomatic solutions instead. Thus, the Senate decision averted a war of unpredictable implications for the sub-region and Nigeria.

    On the international scene, Akpabio, in October 2023, led the Nigerian delegation to the 147th General Assembly of the Inter-Parliamentary Union(IPU) which held in Luanda,  Angola. It was his first appearance at the meeting as the Senate President. At that meeting, he was elected into the Executive Committee of IPU. The last time Nigeria had that privilege was in 1964. That was a great feat and triumph of International diplomacy for Nigeria.

    Similarly in March 2024, Akpabio was at the head of Nigeria’s delegation to the 148th Assembly of IPU in Geneva, Switzerland. At that meeting, he made Nigeria proud by his spectacular contribution with a passionate call on the warring parties in Gaza for a ceasefire. In April 2024 as well, the IPU nominated Akpabio as a member of the Preparatory Committee for the Sixth World Conference of Speakers of Parliament (2025). It was in pursuant in that role that he was invited to Geneva the following month for the first meeting of the Committee at IPU Headquarters.

    Akpabio has applied his leadership acumen to engender stability in the red chamber, which has enabled the Distinguished Senators to focus on their statutory responsibilities. Bills and motions are being passed without distractions. Akpabio’s tenacity, constant and prompt interventions facilitated the completion of the renovation of the Senate Chamber which is now in use. The project was started in July 2022 during the tenure of the Ninth National Assembly but the contractors thrice reneged on completion dates before they eventually delivered in April 2024.

    Also as Chairman of the National Assembly, Akpabio has smooth and robust working relationship with his counterpart in the green chamber, the Speaker of the House of Representatives, Rt. Hon. Tajudeen Abbas. This has, no doubt, manifested in a productive legislative business by the two Chambers in the past one year.

    A year at the saddle, Akpabio has lived up to his reputation as a political leader and administrator of uncommon capabilities and has not disappointed the expectations of Nigerians.
