    Budget padding allegation, a political coup against Tinubu, Akpabio, says Niger Delta youths

    Youths of the Niger Delta region have said that the budget padding allegation against the leadership of the National Assembly was a political coup.

    They said the intention was to discredit the duo of President Bola Tinubu and the Senate President, Godswill Akpabio before Nigerians and the international community.

    This was contained in a statement by the Niger Delta Youth Movement (NDYM) signed by it’s national president, Comrade Prince Boboye Peretu and made available to our correspondent on Thursday, March 14.

    The group, which is an umbrella youth body of all youths in the region, said the allegation by Senator Abdul Ningi was politically sponsored by a cabal bent spoiling the image of the current administration.

    “Though the unfounded and unsubstantiated allegations of budget padding by Senator Abdul Ningi have been nipped in the bud, we are still worried by the calculated damage of such contrived  and malicious accusations.

    “It is apparent that such malevolent accusations were aimed at making President Tinubu and the leadership of the National Assembly look bad in the eyes of the Nigerian public, members of the National Assembly and indeed the international community.

    “We are sure that majority of Nigerians, the international community and partners have seen through the shenanigans of Senator Abdul Ningi and his political sponsors”, the statement reads in parts.

    The group further urged Nigerians and the international community to maintain their confidence in the integrity and capacity of Tinubu administration to lead the country progressively and transparently.

    “At the level of the Niger Delta Region, the NDYM is wholly satisfied with clarification from the office of the President and the Senate suspension of Senator Abdul Ningi.

    “From the foregoing, we implore Nigerians and our international partners to discountenance future unsubstantiated and fictitious accusations by some Nigerian politicians  whose only interest is the next elections.

    “We in the Niger Delta Youth Movement are committed to the Renewed Hope of Mr. President and the leadership of the National Assembly ably led by distinguish Senator Godswill Akpabio.

    “We have the believe, owing to the political and administrative pedigree of President Tinubu that his Presidency has the capacity to right the economic wrongs in Nigeria”, the group said.

    BREAKING: Tinubu, Akpabio, others meet in Aso Rock after Ningi’s suspension

    President Bola Tinubu is currently meeting with Senate representatives led by the President of the Senate, Godswill Akpabio, at the State House.

    The meeting is coming shortly after the suspension of Senator Abdul Ningi of Bauchi Central (PDP) who recently alleged that the 2024 Budget had been padded up to the tune of ₦3 trillion.

    Ningi alleged that there are two budgets in circulation and that the one currently being implemented is not the one passed by the National Assembly.

    Ningi who chairs the Northern Senators’ Forum and Senate Committee on Population, had in a BBC Hausa Service interview alleged that the Federal Government, led by President Tinubu, was executing a budget significantly higher than what was passed by the NASS.

    Ningi, who is the chairman of the Northern Senators Forum, had alleged that the 2024 budget was padded with N3 trillion, adding that “huge damage” has been done to the north and the entire country in the budget.

    According to him N25 trillion budget was debated and passed, not the N28.7 trillion that is currently being implemented.

    He had said: “We have engaged consultants to review the budget for us. We have some experts that are working on it line by line.

    “We have seen the huge damage that was done not only to the north but the entire country in that budget. We are supposed to sit with the senate president to inform him about what we have observed”, he said.

    In a statement issued by Special Adviser to the President on Information and Strategy, Bayo Onanuga, the Presidency has described Ningi’s claims as false, insisting that Tinubu never presented a budget of N25 trillion on November 29, 2023 but N27.5 Trillion to the joint session of the National Assembly made up of N9.92 trillion recurrent expenditure, Debt Service N8.25 trillion and Capital Expenditure N8.7 trillion.

    He described Ningi’s view as strange view stating that there was no way the Senate could have debated and passed a N25 trillion budget that was not presented to the National Assembly.

    He had advised the ranking Senator to pay due attention to details before making wild claims.

    On Monday Ningi maintained his position that N3.7 trillion could not be accounted for in the 2024 budget.

    At plenary on Tuesday, the Senate suspended Ningi for three months over this claim.

    While the parties called for a probe into the allegation, some northern senators disowned Ningi’s claims, saying the Bauchi State senator did not speak for them.

    Senate president, Godswill Akpabio, on Tuesday, March 12, lamented that the integrity of the Senate has been totally damaged.

    Speaking during an open session he presided over, Akpabio said the upper chamber has been subjected to ridicule as Nigerians are bashing the parliament.

    Akpabio faulted Ningi’s earlier interview and for also granting a follow-up interview where he purportedly justified his initial claim of budget padding.

    The senate president recalled that President Tinubu presented a budget proposal of N27.5 trillion to the National Assembly last November.

    He also dismissed rumours that the president presented a budget estimate of N25 trillion, a move that has been clarified by the presidency also.

    He said: “Nigerians are bashing the Senate. Many Nigerians will never in future come back to respect this chamber. The integrity of this chamber has been totally damaged and we wanted you to repair it with your speech.

    “Instead of that, you said you have more documents to prove what you are saying. This thing is in the public glare. I have not received full details up to this moment. If you had given me full details, I would have been able to know what you know.

    “So far, what you know is only known to you, it is not known to any other person. I don’t know how you rushed to the press carrying different versions. The social media is very fast. From Canada, the United States, everywhere, the story was budget padding by the Senate.

    “I can quote a section of the Premium Times that said ‘this is the highest level of budget padding in Nigeria’s history where the budget passed a budget of N25 trillion but what we collect was N28 trillion.”

    Akpabio inaugurates committee on N30tr Ways, Means Advance under Buhari

    Senate President Godswill Akpabio has inaugurated the Ad-hoc Committee on N30trillion Ways and Means Advances by the Central Bank of Nigeria(CBN) to fund projects under President Muhammadu Buhari’s administration.

    The fund, which passed through the National Assembly, was without details despite the commitment of the executive arm of government to do so.

    In his inaugural address, the Senate President urged the Committee members to be impartial, non-compromising and confidential in handling the affairs of the committee.

    The Committee followed the adopted resolution of the Senate Joint Committees on Banking, Insurance and other Financial Institutions; Finance; National Planning; Agriculture; and Appropriations.

    Akpabio said the 10th Senate believes in transparency, accountability and good governance, adding that the Committee should prove their commitments as Nigerians are agitating to know how the huge sums of money were used.

    The 17 Committee members with Jibrin Isah representing Kogi East Senatorial District as chairman, were charged to be confidential and keep their investigations away from the prying eyes of journalists.

    Akpabio said: “The constitution of this committee is a testament to the Senate’s unwavering commitment to transparency, accountability, and good governance. It reflects our dedication to addressing the concerns of the Nigerian people and upholding the principles of democracy.

    “To the members of this esteemed committee, I implore you to approach your responsibilities with the utmost sense of patriotism, professionalism and integrity.

    US citizen tackles Akpabio’s aide over letter for funds from USAID

    A controversial letter seeking development funds from the United States Agency for International Development (USAID) is causing rumpus between a Nigerian-American Zion Umoh and the Office of the Senate President.

    The letter dated November 13, 2023 and addressed to the USAID Mission Director in Abuja is requesting N700 million from USAID for educational projects and programmes in Akwa Ibom Northwest (Ikot Ekpene) senatorial district of Akwa Ibom state.

    A senior legislative aide to the Senate President had accused Umoh of posing as the Director of Special Duties to the Senate President to write the letter, saying it was a clear case of impersonation and fraud.

    But Umoh, who worked as the Director Special Duties in Senator Godswill Akpabio’s campaign Council during last year’s election, denied that he wrote the letter to USAID.

    He added that the plan was to defame his character before the Senate President and members of the public

    He said: “Arch Ubokutom Nyah was the Campaign Director General for Senator Godswill Akpabio. He appointed me the Director of Special Duties and he can testify that my Office had or has no letterhead.

    “I did not write any letter. There is no way I would have written a letter demanding for funds without the letter passing through the Office of the DG Arch Ubokobong Nya.

    “The signature on the letter is not my own. The fake letter is published on social media by a senior legislative aide to The Senate President.

    “I travelled to United Kingdom on the 15th Day Of August 2023 an have not visited Nigeria till date. I don’t not understand how USAID Abuja received a letter from me on the 13th November 2023.

    “I have never in my life written a letter that has to do with contract or supply and I have no registered company in Nigeria”.

    Umoh said he has asked his lawyers to initiate legal action against the Office of the Senate President to clear his name.

    He also urged security agencies to compel the Office of the Senate President and USAID’s Mission Director to produce the author of the fake letter.

    When contacted on telephone, the senior legislative aide to the Senate President, Mfon Patrick insisted the letter emanated from Umoh.

    “Zion Umoh worked as director special duties in Senator Akpabio’s campaign council last year. He wasn’t and hasn’t been appointed by the Senate President into any office named Special Duties.

    ‘It is an act of fraud for Umoh to have posed as the Director Special Duties in the Office of the Senate President to write the letter to USAID requesting for educational development funds for Ikot Ekpene senatorial district.

    “We are not going to allow this matter slip because it is an attempt to tarnish the integrity of the Senate President, Senator Godswill Akpabio”.

    Senate President Godswill Akpabio has been nominated into the Preparatory Committee for the 6th World Conference of Speakers of Parliament.

    A statement by the General Secretary of the African Parliamentary Union (APU) to the General Secretary of the International Parliamentary Union (IPU), Mr Martin Chungong, reads: “Mr General Secretary, I am pleased to bring to your attention that after the virtual meeting of the Geo Political Group, held on March 7th, 2024, the following members have been designated to be in the Preparatory Committee for the 6th World Conference of Speakers of Parliament.”

    Other members of the committee are: Madam Carolina Cerqueira, Speaker of the National Assembly of Angola; Mr Adams Bictogo, Speaker of the National Assembly of Coted’Ivoire and Mr Brahim Boughali, Speaker, National Popular Assembly of Algeria.

    Senator Akpabio, according to one of his media aides Jackson Udom, was at the last conference of the IPU in Luanda, Angola, elected into the Executive Committee of the international body.

    “Akpabio led Nigeria’s delegation to the IPU’s 147th General Assembly in October 2023, breaking 59 years jinx. He is the first Nigerian to be elected into the committee since 1964,” he said.

    Senate President Godswill Akpabio has congratulated women on the occasion of the 2024 International Day of Women, saying they deserve all the respect.

    Akpabio, in a statement, to celebrate the women by his Special Adviser on Media and Publicity, Hon. Eseme Eyiboh, singled out Nigerian women for praise saying they are a full package and a special breed.

    Eulogising the resilient spirit of the Nigerian woman, Akpabio appreciated their daily struggles describing them as resilient, industrious, and unwavering.

    He said the theme of this year’s celebration “Invest in Women, Accelerate Progress” was apt because no nation succeeds without investing in women as it is popularly agreed that “Train a woman and you train a nation”.

    Senate President Godswill Akpabio yesterday said insecurity in the country has drastically abated since President Bola Tinubu assumed office on May 29, 2023.

    Akpabio stated this while contributing to a debate on a motion on the latest killings in  Benue State.

    Describing the Benue incident as an “aberration,”  he said it was on record that the frequency of major killings across the country had drastically reduced. 

    The motion was sponsored by Senator Emmanuel Udende (APC – Benue North-East.

    Akpabio said: “The primary responsibility of the state government is to use the security vote to ensure that the security of lives and properties in Benue state is protected.

    “The first line of thought is the government of Benue as Senator Udende brought, we have not heard any comments from the government of Benue.

    “If 50 people have been killed and communities have been attacked, we will expect that the state government will marshal out plans with the immediate security operatives within the affected state and see what they can do before bringing it to the President(Bola Tinubu).

    “I want to assure you that President   Tinubu, though he has not stayed long in office, is supportive of the activities of the Armed Forces.

    “By the time the Senate meets with him in conjunction with the House of Representatives, I believe that the resolutions that we come out with what will benefit the entire country.

    “It is a fact that since he assumed duties, insecurity has abated and major attacks are no longer taking place, but this one is just an aberration, and it will be brought to an end.

    “I assure the good people of the areas affected  that this matter is now on the floor of the Senate and we are taking serious actions with the presidency to  ensure that normalcy is restored to the areas  and the victims are also taken care of.”

    It also resolved to put together all resolutions on killings across the country for presentation to the Executive arm of government.

    Senate President Godswill Akpabio on Thursday, March 6, said that insecurity in the country has drastically abated since President Bola Tinubu assumed office.

    Akpabio spoke while contributing to the debate on a motion on the killing of 50 persons by suspected terrorists masquerading as herdsmen and increasing insecurity in Kwande, Ukum, Logo, and Katsina-Ala local government areas of the Benue State.

    He however said that attacks being recorded are an aberration and no longer on the scale they used to be.

    The motion was sponsored by Senator Emmanuel Udende (APC-Benue North East).

    In its resolutions, the Senate observed a minute silence in honour of those recently killed in Benue State and urged the Service Chiefs, Inspector General of Police, and other security agencies to, as a matter of urgency, deploy security personnel to address the continuing and ongoing attacks by armed terrorists in parts of Benue state.

    The Red Chamber also resolved to put together all resolutions on incessant killings across Nigeria for onward presentation to the executive arm of government for action.

    Udende in his lead debate expressed sadness that no fewer than 50 persons have been killed in fresh attacks on several communities in Kwande, Ukum, Logo and Katsina-Ala Local Government Areas of Benue state by terrorist parading as herdsmen.

    He added: “Further aware that the affected communities some of which were attacked as recently as yesterday 5th March 2024 include Tyuluv, Borikyo, Kundav, Ugbaam, Uyam, Udedeku, Yaaiwa, Nyihemba, Tomatar, Menakwagh, Yiase and Agura all in the Benue North East Senatorial district of Benue State;

    “Saddened that residents of the villages and communities now find themselves targeted on a daily basis by heavily armed terrorist herdsmen, and the toll continues to be staggering as they bear the brunt, with reports of marauders butchering several villagers, leaving many homes completely burnt down and numerous residents still missing while the perpetrators, however, remain elusive and have not been apprehended;

    “Further saddened that this pathetic situation and development has inflicted untold hardship on women, children, and the elderly, who are trekking long distances in search of a safe haven and awaiting the intervention of security operatives;

    “Concerned that this situation, in addition to the loss of lives and property, has already impacted negatively on the economic lives of the people and the resultant effect of shortage of farm produce is one of the reasons for the astronomical rise in the prices of agricultural produce and inflation in the country;

    “Further concerned that despite the public outcry and previous resolutions of the National Assembly as regards the criminal activities of these terrorists parading as herdsmen, there seems to be no visible action on the part of the government to curtail, abate or totally stop the criminal activities of these criminal elements;

    “Convinced that the utmost concern of and the purpose of government is the security and safety of lives and properties in line with Section 14 (2) b of the 1999 Constitution of the Federal Republic of Nigeria (as amended) and there is need to act urgently.”

    Senator Enyinnaya Abaribe (APGA – Abia South), in his contribution, observed that nothing has changed since the Senate had over 10 hours of meeting with the Service Chiefs recently.

    The President of the 9th Senate and chairman of the Senate Committee on Defence, Senator Ahmed Lawan (APC- Yobe North), recalled that one of the resolutions in the series of meetings that they undertook was for the leadership of the Senate to meet the president because they thought that the President, Commander-in-Chief, needed to know the lawmakers’ perspective and understanding of the issues on the insecurity in the country.

    Lawan said: “Defence-related committees will continue to do their oversight. But one thing is very clear, this Senate, indeed, the National Assembly, since I know it has always given our Defence and security outfits a lot of attention and resources because we believe that within the constraints of our resources, we must do something to improve on funding. That is not to say we are solving the problem because of giving more resources.

    “We need to insist on value for money. We give more resources, we want to see a better security environment, otherwise, when we have no KPIs, the resources may simply be filtered away.

    “I believe that going forward, we should continue without oversight, but our services in the Armed Forces and other security agencies must always account for the resources we give them.

    “The 8th Senate where I was the Senate Leader, and the 9th Senate where I was the Senate President both had national summits on security and we have voluminous, very rich reports, which we forwarded to the presidency at that time and we had series of engagement at leadership level.

    “I believe we should go back, and look at those reports. Our leadership should engage Mr. President and come up with resolutions that we passed here in this Senate to say this is the way we feel.

    “Of course, some of our citizens will say they want to defend themselves, but what is the purpose of government? It means we shy away from our responsibilities because the most important purpose of any government is security. Even welfare is second.

    “So, we need to insist on getting better outcomes from our security agencies. I believe that every one of us here, whether affected now or not, has experiences of insecurity and should insist on getting improvement.

    “The constitutional amendment is coming. I don’t know what we can do better, but the security architecture in Nigeria today has failed woefully. I have said this many times even in the previous assemblies that this thing is not working. We have to find something that works”.

    Senate Chief Whip, Ali Ndume said: “This issue of security, we can’t continue to come here every day or at least every week to observe one-minute silence. Then next week we have something like that or more than that; then you say you condemn, we observe one-minute silence.”

    He said the leadership of both chambers of the National Assembly “on behalf of our colleagues, need to sit down with the President who is the Commander-in-Chief. Our security has the capacity. All they need, as I said, is training, equipment, and motivation (TEM).”

    Akpabio tasks lawmakers on quality representation, service delivery

    Senate President Godswill Akpabio, on Saturday, charged serving lawmakers – both at the federal and state levels – to deliver on their mandate, by ensuring quality representation in all ramifications.

    According to him, Nigeria will attain greatness if those in the lawmaking arm of government justify their election, by delivering tangible projects that will further boost the education sector.

    The move, he said, will complement the Renewed Hope Agenda of President Bola Tinubu, and further spread the wave of development in the country.

    Akpabio made these assertions in Kano at the 38th Convocation Ceremony of Bayero University Kano (BUK), during which honorary doctorate degrees were conferred on the Deputy Senate President, Barau Jibrin and the President of the African Development Bank, Dr. Akinwumi Adesina.

    According to a statement by his media office in Abuja, Akpabio, also commended Senator Barau and Dr. Adesina, for their commitment to the ideals of democracy, by positively impacting their community, delivering laudable projects and seeking positive change in the country, as well as the greater good of Nigeria.

    His words: “I share a deep passion for the development of the education sector, recognising its fundamental role in societal progress and advancement.

    Vice Chancellor, Bayero University, Professor Sagir Adamu Abbas, appealed to the Federal Government to rescue the university from energy supply challenge and security threat arising from lack of perimeter fencing at the main campus of the institution.

    The VC announced that the institution is now ranked the 5th best university in Nigeria in the 2024 Universities Assessment ranking by Times Higher Education.

    “Bayero University was ranked the second best university in Nigeria in terms of international outlook, coming after Covenant University.”

    He said the institution will not relent in its determination to improve its visibility on the global scene.
