    Senate Deputy President Barau Jibrin has felicitated Senate President Godswill Akpabio on his 61st birthday.

    Barau, in a statement by his Special Adviser, Media and Publicity, Ismail Mudashir, in Abuja, described the President of the Senate, who was born on December 9, 1962, as a patriotic Nigerian par excellence.

    “I pray that God continues to give you sound health, guidance and protection to continue to pilot the affairs of the parliament for the benefit of our great country,” he said.

    Nigeria committed to ensure security, peace in West Africa – Akpabio

     The President of the Senate, Sen. Godswill Akpabio, has restated Nigeria’s commitment to ensuring peace and security in West Africa.

    Akpabio said this on Thursday in Abuja at the opening of the international roundtable on Parliamentary Security Sector Governance.

    The roundtable was organised by National Institute for Legislative and Democratic Studies (NILDS) in collaboration with Konrad Adenauer Stiftung (KAS).

    The roundtable drew lawmakers from Nigeria, Sierra Leone, Senegal, Mali, Burkina Faso and Ghana.

    Represented by the Chairman, Senate Committee on Navy, Sen. Daniel Gbenga, Akpabio recommend synergy among countries in the sub-region to address insecurity.

    “Nigeria is a country that is willing and determined to ensure that the West Africa sub- region enjoys peace, security, shared prosperity in our developmental goals.

    “In order to mitigate the challenges already identified, it is important to properly address insecurity in the West African sub region.

    “This can be done through deep cooperation and deliberate policies and laws by our parliament, as well as empower the parliament to assume full legislative powers,” he said.

    The Speaker of the House of Representatives, Rep. Tajudeen Abbas, said the security sector plays a pivotal role in ensuring peace, stability, and development within any nation.

    Represented by the Deputy Speaker, Rep. Benjamin Kalu, Abbas said effective governance and reform of the security sector were essential for upholding the rule of law, protecting human rights, and safeguarding democratic principles.

    “In this regard, the role of parliament is indispensable as it serves as a key institution for oversight, legislation, and budgetary control over the security sector.

    “I urge all stakeholders present to consider practical strategies for enhancing parliamentary engagement in security sector governance.

    “This may involve developing specialised training programs for parliamentarians on security related matters, establishing robust mechanisms for information sharing between security agencies and parliamentary committees.

    “Also for fostering a culture of dialogue and cooperation between the executive and legislative branches on security policy formulation,” he said.

    The Director-General, NILDS, Prof. Abubakar Sulaiman said that in recent times, West Africa faced a scourge of terrorism, insurgency, and transnational crime.

    He said that the menace presented formidable threats to the collective peace and stability of the region.

    According to him, security issues, including illicit trafficking and the movement of armed groups, further compound the complexities.

    “We must confront these urgently; internal conflicts, driven by various factors, pose additional challenges that require our immediate attention.

    “More recently, the series of military coups that have taken place in and around our region which remains a threat to peace, the rule of law and democratic stability within the region.

    “As legislators, you stand at the forefront of crafting responses to these challenges.

    “The laws and policies you shape must not only address the immediate threats but also lay the foundation for sustainable security sector governance and reform,” he said.

    Sulaiman said the roundtable provided an opportunity to pool insights, share best practices, and develop legislative frameworks that are responsive to the unique security dynamics of West Africa.

    Peran said that there has been a spread of terrorism and violent extremism with terrorist groups becoming more and more sophisticated.

    “Wave to try to understand better why the security situation is so complex and what can be done to improve it in a sustainable fashion said the Resident Rep of KAS, Ms Marija Peran.

    According to her, security sector reforms and governance plays a vital role in stabilising the region.

    She said they had also been recognised as an essential precondition not only for conflict prevention, post-conflict reconstruction and peace-building but in general for good governance.

    “Security sector reforms, repurposing of security institutions and agencies, improved interagency cooperation and effective oversight of the security sector are critical enablers to create the peaceful and secure Africa,” she said.

    2024 budget defence: Keep to schedules or be sanctioned, Akpabio warns MDAs

    Senate President Godswill Akpabio yesterday warned heads of Ministries, Departments and Agencies (MDAs) to keep to the schedules for the defence of their allocations in the 2024 Appropriation Bill before relevant committees of the National Assembly or face punitive measures.

    Akpabio gave the warning while declaring open a one-day retreat on the 2024 budget organised by the Senate Committee on Appropriation in Abuja.

    Praising the Senate panel for the initiative, the Senate President said the retreat was meant to open up the 2024 budget process for stakeholders’ engagement and feedback.

    He said: “There is no doubt that various stakeholders would want their opinions heard by those in power. Indeed, this is a key element in democracy, especially when it concerns a vital issue like the national budget of a nation dealing with the allocation of national resources.

    “The proper use of the national budget is critical to the economic development of any country, and it is even more so for a nation like ours, where our economy needs urgent stimulation to address myriad of challenges…

    “However, let me state clearly that the National Assembly will not tolerate lackadaisical attitude from government functionaries in all MDAs in relation to issues surrounding their defence of submissions and our resolve to maintain the January-December budget cycle.

    “The consequences may not be palatable for the official or the agency in the eventual passage of the 2024 Appropriation Bill.”

    Also, the Economic and Financial Crimes Commission (EFCC) yesterday said it was unable to access its capital budget of N2.5 billion for the 2023 fiscal year.

    The commission said out of its proposal for a N25 billion capital budget for the 2024 fiscal year, the Budget Office of the Federation had only given the anti-graft agency an envelope of N1.2 billion for the year.

    It said this would be grossly inadequate for its needs.

    EFCC Chairman Ola Olukoyede announced this while defending the commission’s proposed budget for 2024 before the House of Representatives Committee on Financial Crimes.

    The agency chairman urged the House committee to increase the commission’s capital budget for 2024, saying it planned to buy houses for its 14 zonal offices across the country.

    “When you do the kind of work that we do, you should not be operating from a rented office,” he said.

    The chairman said the commission’s total budget proposal for 2024 was N76.586 billion, but was given an envelope of N43.109 billion by the Budget Office.

    According to him, the commission has proposed N37.074 billion for personnel, which was approved by the Budget Office, but reduced its overhead cost for the year from N14.513 billion to N4.794 billion.

    The emergence of Senator Godswill Obot Akpabio on the leadership saddle of the Senate has, predictably, set the Senate and indeed, the National Assembly on the path of glory and irreversible development. Under his watch, the National Assembly is undergoing steady transformation which is aimed at changing the ugly narratives of the past and enthroning a new legislative renewal.

    The popular expectation of a focused and creative National Assembly under the man fondly called the uncommon transformer is informed by his outstanding leadership credentials and accomplishments in office as the Governor of Akwa Ibom State.

    His legacy of uncommon achievements which had seen Akwa Ibom transformed from a backwater community into a beautiful modern state has remained incomparable and unsurpassable till date.

    Akpabio is known as the man with the Midas touch who is driven by a passionate desire for excellence. It is those excellent qualities that he showcased when he served as Governor from 2007 to 2015 that many Nigerians expected him to bring on board as he became the Senate President and Chairman of the 10th National Assembly. And I must say that those expectations have not been misplaced in any manner, whatsoever.

    What the nation has seen in the last six months of Akpabio`s stewardship is a new dawn of hope and foresighted leadership; a radical departure from the politics of bread and butter that had been the defining feature of the National Assembly from the inception of the current political dispensation.

    Akpabio, a former Minority Leader of the Senate, is no stranger to the ways of the National Assembly. He knows all the pitfalls of the institution and the challenges that had in the past limited its performance. To cure it of all the known maladies and reposition it for greater effectiveness and relevance to the Nigerian people, Akpabio saw the need for a proper re-orientation of the members of the 10th National Assembly to ensure that they are in tune with the realities of the moment and global best practices.

    It is basically for this reason that Akpabio has organized leadership and management retreats for Members of the National Assembly to align them with a new vision of quality and meaningful representation. In one of the retreats organized in Ikot Ekpene, the home base of the Senate President, competent resource persons were drawn from various fields of human endeavor to equip the people’s representatives with profound ideas and knowledge on how to effectively carry out their constitutional responsibilities of representation, oversight and law making.

    The norms imbibed from the various retreats and workshops organized by Akpabio have continued to govern the conduct of the members of the National Assembly in the effective discharge of their official functions. This has helped to foster a climate of understanding, while eliminating the spirit of mistrust and distrust which had been the undoing of the National Assembly in the past.

    Akpabio, in his leadership approach, runs an open House where the views of his colleagues count. He is a good listener; and he carries his colleagues along. He is a leader who believes in the power of consensus. These great qualities have helped Akpabio steer through the proverbial banana peels in the Senate and builds confidence in his colleagues.

    It is to his eternal credit that under his leadership, the Senate, and indeed the National Assembly, is not associated with any scandals. Rather, the National Assembly, under his watch, has continued to operate under higher ideals. As a leader who understands the essence of harmony in governance, especially in a complex geo-political environment like Nigeria, he has skillfully forged a new partnership with the Tinubu-led Executive which works for the Nigerian people.  This is without compromising the independence of the National Assembly which remains the representative organ of the people in any democracy.

    Akpabio has shown dexterity and statesmanship in the able manner he has continued to handle the affairs of the Senate. He demonstrated this clearly in the adroit manner he constituted the leadership and membership of the standing and ad-hoc Committees of the Senate without any negative backlash. In the past, composition of Committees was often the cause of unbridled bad blood and source of leadership instability.

    Akpabio was able to handle this delicate balancing in the Senate without causing any social disruptions in the political fabrics of the Red Chamber. This bears an eloquent testimony to the political astuteness of this uncommon transformative leader from Essien Udium Local Government Area in the Ikot Ekpene senatorial zone of Akwa Ibom State. Even when some of his colleagues have had cause to disagree with him on any issue on the floor of the Senate, he has always had the presence of mind to deploy diplomacy and statesmanship in reaching amicable resolutions.

    As the Senate President celebrates his 61st birthday on December 9, 2023, the drums and cymbals should be rolled out in honour of a leader who has remained a source of inspiration to his generation. History will be kind to him for the stability which his calm and measured leadership has brought to the National Assembly.

    Christmas: Akpabio urges Nigerians to rekindle hope in God

    Senate President Godswill Akpabio has urged Nigerians to rekindle their hope in God for better days in the country as the Christmas draw nearer.

    The Senate President gave this admonition on Sunday in Abuja while at the 20th Carol of Nine Lessons organized by the Nigeria Television Authority (NTA), Federal Radio Corporation of Nigeria (FRCN) and Voice of Nigeria (VON).

    The News Agency of Nigeria (NAN) reports that the theme of the programme is “Jesus our hope” and it had other dignitaries like the former Head of State, Gen. Yakubu Gowon, President of the Christian Association of Nigeria (CAN), Archbishop Daniel Okoh among others.

    Akpabio said that Nigerians should  be hopeful about President Bola Tinubu’s administration as better days were ahead of the country.

    He described Christmas season as “a time of reflection and not a period for total jollification” while urging Nigerians to remain patriotic as better days are ahead with life changing initiatives of President Tinubu administration.

    “Let us reflect on the theme of this programme ” Jesus our hope” Christmas is a season of reflection, we must rekindle hope, we must forgive one another as we step into Christmas.

    “This Christmas season reminds us that our hope in Jesus lives,” Akpabio said.

    Mrs Msurshima Kighir, FRCN Director of Programme, urged Nigerians to place their hope in God even in the midst of present difficulties with some Nigerians, saying that there is nothing God cannot do.

    “My message to Nigerians is that they should place their hope in God, there is nothing God cannot do even though things are very difficult at the moment, but with God all things are possible.

    “As the theme for the service of nine lessons and Carol says “Jesus our hope”, Jesus is truly the hope of mankind, challenges are there, difficulties are there but with Jesus, this moment shall pass and it will end in praise,” she stressed.

    Rev Sam Aboyeji, the General Overseer of Foursquare Gospel Church also hinged his message on the theme of the event.

    According to Aboyeji, if we must fight a good warfare against poverty, we must remain steadfast as one Nigeria.

    Another year around the sun is always something to celebrate. When an outstanding personality, a star, completes this existential and transcendental course, there is even more reason to roll out the drums in festivity. Incidentally, a man who cares little for mundane revelry will achieve this landmark on December 9.

    This would seem the best way to herald the uncommon personality who presently orbits the circumference of the National Assembly, defining, as it were, its atmospherics and nuances, in his usually unusual, yet companionably engaging manner.  The character stated, supra, undergirds the essential leadership of the senate president and chairman of the 10th National Assembly, Senator Godswill Obot Akpabio (GOA), who turns 61 on December 9.

    Love him or hate him, GOA is defined by his sheer, yet controlled kinetic energy and revels in pushing new frontiers, not minding whether or not he gets obligatory approbation from any quarters.  For him, he would have satisfied himself, yes, his conscience. These ingrained traits remain the central portrayal of Akpabio. who may go down in annals as  Nigeria’s inimitable national assembly political leader, away from the

    It is, indeed, no secret that today, Nigeria, Africa and the world at large stand on the brink of substantial disruptions – and of considerable opportunity – as new economic, cultural and political models challenge traditional playbooks. To proactively navigate these existential mazes clearly requires clear vision, knowledge, courage, and cutting-edge leadership. Only this can hold the promise of both stability and progression. Against the background of these high-octane socio-political, economic, and cultural ferment and consequent imperatives for uncommon leadership focus and transformative thinking, cant – a hypocritical and sanctimonious mind-set – absolutely has no place.

    This is where Akpabio enters the fray, with a gravitas of purpose to repudiate cant, yes, outright banalities, in legislative interactions. Quite early in his rich political career, he had repudiated cant as a tool of political engagement or service to humanity. His trajectories in Akwa Ibom, where he rose into the plum elective position of governor after heading several ministries, are writ large, and are rendered much more so by the magnitude of his legacy infrastructure projects. 

    Not surprisingly, this no less a philosophical footing of repudiating cant, has, in no small measure, helped to leverage his life journey. As he marks his 61st birthday anniversary with a thanksgiving service in Uyo on December 9 and a colloquium in Abuja on December 14, it is a good time to acknowledge this Essien Udim-born leader, whose singular disavowal of cant has shaped his uncommon, multi-faceted impact within his troubled milieu occasioned by the opposition elements within his party and outside in the other camps.

    Unassuming Senator Akpabio, who was governor of Akwa Ibom State for two terms, is no less a child of providence who wields influence and authority with humility and focus. In addition to his humility is his compassionate and community spirit. The top-draw politician has demonstrated with his life’s trajectory that indeed law (which he studied and practised until he veered into public office), politics, administration, and faith fundamentally address transformation of society and the human condition for good.

    Always smiling, humorous, and kind to a fault, Akpabio has managed through his charitable acts to connect to a wide range of stakeholders and ordinary Nigerians – adroitly deploying his folksy charm and communitarian zest. But in a season of “hanger” (hunger and anger combined), humour could become a slippery anecdote – and worse – can, outright, backfire. This is especially true when it plays out in an environment which many have rightly or wrongly grown to distrust.

    The foregoing scenario largely captures the essence of the incident that transpired in the senate on Monday, August 7, when Senate President Akpabio off-handedly spoke about a token being paid into the accounts of his peers to aid a pleasant recess. But he had, since, typically overcome the associated backlash – with a smile.

    Certainly not a rookie in the executive governance, legal, administrative, and legislative spheres, Akpabio has often been misread by friends and foes, possibly on account of his accommodating and unassuming disposition. He is certainly not a politician who craves crude acquisition of raw power for the sake of it. His bold visions are anchored on consistent principles, which have come to define his life story.

    The South-south region’s highest-ranking politician is not given to political chicanery. He is expressive and expansive on his positions on issues. As he speaks, he smiles and sometimes laughs. He is not swayed by primordial considerations that tend to de-emphasise the essential gravitas of his political standpoints.

    It could easily be recalled how he reacted to Senator Ali Ndume on the floor when he (Ndume) was trying to drive home the point that the Senate President committed some procedural infractions. Akpabio did not consider his closeness with Ndume to bend the Senate rule. He felt otherwise. He spoke with candour in the knowledge that he did the right thing. He was not ready to revisit a decision already taken by the Senate at plenary. That’s unvarnished leadership.

    It is often said that a powerful vision, like a magnet, draws in ideas, people, and other resources. It creates momentum and will to make change happen. It inspires individuals, complementary democratic organizations, and institutions to commit, persist, and give their best. This mirrors Akpabio’s forte. Leveraging these positives, he has also deployed impeccable professionalism, discipline, and persistence in changing the traditional narrative of subnational governance and in the national space as federal legislator and now as chairman of the National Assembly.

    The stability of congressional leadership is a crucial feature of advanced democracies the world over, particularly in the US from which Nigeria cloned the basic template of her presidential democracy – after dumping the Westminster model. Though in the US, considerations like religion and ethnicity are alien in composing the canvass of its legislative leadership, in Nigeria, these represent the core algorithms for the customary horse-trading and positioning of the principal officers of the federal legislative assembly. This combustible environment requires a cool-headed leader.

    Weighing all the relevant metrics in picking the tenth president of the senate, Senator Akpabio certainly ticks all the significant boxes. At a testy period in the nation’s political history, the national parliament undoubtedly needed a humble and level-headed leader to guide its affairs. It certainly got it in the persona of Akpabio.

    Many certainly have not forgotten that Akpabio is a dedicated realist and reformer who bridged all gulfs and levelled much of the development hurdles that challenged his state as exemplified by his selfless stewardship to the people of Akwa Ibom State from 2007 to 2015 as governor. As former Senate Minority Leader, former Minister of Niger Delta Affairs, it bears repeating that Akpabio, stands as a very experienced and qualified politician who is certainly prepared for even higher political responsibility beyond his current mandate, going forward.

    Just recently, he was elected into the global executive committee of the 189-nation Inter-Parliamentary Union (IPU) at the Luanda, Angola confab, after Nigeria’s 59-year absence in the executive committee of the global legislative body. That was quite remarkable, and it speaks to God’s abundant grace on Akpabio to produce magical moments and achieve monumental feats in the politics of the executive and the legislative.

    In total, Akpabio has shown a relentless pursuit for socio-political growth and transformation of the human condition. Significantly, he has done so in a measured and calculated manner. In a very diverse, multi-ethnic environment, he has thrived on respect for his peers, loyalty, discipline, and uncommon focus.

    Senate president Godswill Akpabio has boasted that what took America 185 years, Nigeria achieved within 24 years.

    Speaking on Wednesday, November 29, during the 2024 budget presentation by President Bola Tinubu to the joint session of the National Assembly, Akpabio eulogized Tinubu, who was a senator before becoming a president, a feat he said took America 185 years to achieve.

    President Tinubu was a senator from 1992-1993, while Vice President, Kashim Shettima was a senator from 2019 to 2023.

    Akpabio said: “It is said that no matter how high the eagle flies, its talons keep pointing to the earth. Your Excellency, we know that no matter how high you rise, your heart will always point to this Assembly.

    “Mr President, the United States has been a democracy for 247 years. But it was only when it marked the 185th Anniversary that it succeeded in producing two former senators (J F Kennedy and Lyndon B. Johnson) as President and Vice President respectively.

    “But within 24 years of our democracy, we have achieved what took USA 185 years to achieve. Not only do we have two former Distinguished Senators serving as the President and Vice President of our dear country; but we also have other alumni of this Assembly in positions of public trust: Secretary to the Federal Government, Senator George Akume; the Chief of Staff to the President, Rt Hon.     The Senate president Godswill Akpabio has declared that the National Assembly is determined to ensure an effective working relationship with the Bola Tinubu presidency towards delivering on people-focused developmental goals.

    President Bola Tinubu was at the National Assembly to present the 2024 National Budget proposals before a combined sitting of the two legislative chambers on Wednesday, November 29.

    He said: “We will continue to work hand in hand and eye to eye with the executive as enshrined in the constitution.”

    Senator Akpabio outlined the tenth National Assembly’s aligned objectives, centred on nation-building, economic growth, and social development and emphasized the need to diversify the economy, prioritize education, curb brain drain, and reduce the nation’s high debt profile, in tune with the President’s priorities.

    He said: “The Tenth National Assembly is fully aligned with the President’s dreams for our country, our plans encompass comprehensive legislative actions that will contribute to nation-building, economic growth, and social development; through strategic reforms, we aim to create an enabling legal environment for sustainable progress and growth.”

    In a rousing and inclusive welcome address, the Senate President who is also chairman of the National Assembly gave a warm welcome to President Bola Tinubu to the joint sitting of the two chambers of the National Assembly with a speech brimming with optimism and purpose, highlighted the synergy between the legislative and executive arms.

    Emphasizing the pivotal role the National Assembly plays in shaping the nation’s fiscal direction, Akpabio lauded President Tinubu as an esteemed alumnus of the Assembly and underscored the historical significance of having such a former distinguished Senators in national leadership; drawing parallels with the United States’ historical timeline, he emphasized the swift achievement in Nigeria of having former senators holding the highest offices within 24 years of democracy, compared to the extended period it took the U.S.

    Senate President Godswill Akpabio said on Wednesday that the Parliament will carry out a robust and thorough scrutiny of the 2024 Budget estimate presented to it by President Bola Ahmed Tinubu

    Akpabio said in doing so, the Parliament will ensure that the principles of checks and balance are not compromised. 

    While describing the President as a Transformation Ambassador, he assured the National Assembly was ready to collaborate with the Executives in achieving its set objective for the nation.

    He said while cordial relationship between the Parliament and the Executives was necessary for the success of any government, it was mandatory for the current Parliament to have a cordial relationship with the Executives.

    Prince Ukpong Akpabio II, the lawmaker representing Essien Udim in the Akwa Ibom State House of Assembly, has congratulated former Peoples Democratic Party (PDP) National Legal Adviser, Emmanuel Enoidem, on his elevation to the rank of a Senior Advocate of Nigeria (SAN).

    Akpabio said it was a reflection of his ‘exceptional legal prowess, dedication, and contributions to the legal profession, bringing pride not only to himself but also to the entire constituency and Akwa Ibom’.

    The legislator, while addressing reporters at the Supreme Court complex after the induction of legal luminaries into the inner bar, hailed Enoidem for his unwavering determination, resilience, and tenacity. He said the elevation symbolises personal success and also underscores the broader impact of Enoidem’s commitment to excellence within the legal profession.

    He hoped that Enoidem will use his new position to continually champion the cause of justice, fight for the rights of the downtrodden and uphold the rule of law for the betterment of the society and nation.
