    Akpabio swears in PDP’s Akobundu as senator

    The Senate president, Godswill Akpabio, on Wednesday, November 15, swore in Col. Augustine Akobundo as senator representing Abia Central Senatorial district on the platform of the Peoples Democratic Party (PDP).

    Akpabio had directed the Clerk of the Senate, Chinedu Akubueze, to administer the oaths of office and allegiance to Akobundu before he was led to take his seat.

    Akobundu replaced Darlington Nwokocha of the Labour Party (LP) who was the minority whip of the Senate before he was sacked by the Court of Appeal, Lagos Division on November 4, 2023.

    The Independent National Electoral Commission (INEC) declared Nwokocha as the winner of the February 25, senatorial election in Abia Central with a total of 92,116 votes while Akobundu came second with 41,477 votes.

    Dissatisfied with the result, Akobundu, a former minister of state for defence, filed a petition before the election petition tribunal to upturn Nwokocha’s election.

    His appeal was, however, rejected by the tribunal in September.

    Unfazed by the ruling, Akobundu, who was a former organising secretary of the PDP, approached the appellate court to seek redress further.

    The Senate President, Godswill Akpabio, has been urged to rescue of the Public Complaints Commission (PCC) by repositioning the agency.

    The National coordinator of the Network for Peoples Congress (NPC), Malam Ladan Mohammed, who made the call, said there is the need to reposition the Commission to ensure effective service delivery to Nigerians.

    The group maintained that the PCC has not lived up to its mandate basically as a result of poor funding and management.

    He said, “No doubt, the 10th Assembly is facing numerous challenges as the Legislature tries to settle down to face the business of law making and preservation of the constitution.

    “However, the quiet and of most important task before Akpabio is helping Nigerians get Justice. Justice is not only served at the courts of law but total adherence to laid down rules and principles in all sphere guarantees Justice, most especially social justice.

    “The National Assembly is the protector and custodian of democracy, democratic values and social justice. The National Assembly is open to complaints from Nigerians from every part via their representatives in the Senate and the Federal House of Representatives.

    “These complaints are brought before the National Assembly and are discussed and looked into in the chambers of National Assembly or at ad-hoc committee levels.

    “These channel is not easily accessible to generality of Nigerians who have myriad of Complaints. This is because most people do not have easy access to their representatives.

    “The National Assembly in its efforts to resolve complaints from Nigerians in every sphere, has an agency which is constitutionally mandated to address cases of maladministration and proffer solutions to this complaints.

    “The Public Complaints Commission is the National Assembly agency mandated to investigate cases of social and administrative injustice for Nigerians, free of charge.
    The Commission is empowered to help Nigerians get justice perpetrated by either government official or authority, private organisation or between persons.

    “Order Paper undertook a fact finding mission on the status of the Commission and discovered apart from funding, the Commission has been plaqued with bad leadership over the years. Leadership of the National Assembly also contributed to the poor state of the Commission as a result of their neglect of an agency which is an extension of the National Assembly.

    “In the last 8 years, the Commission’s staff under their Labour Unions has embarked on about 4 industrial strike actions demanding for payment of their promotional arrears, better welfare and better workplace condition.

    “The 10th Assembly under the leadership of Senator Godswill Akpabio unarguably has a lot to do in order to revive the almost dead Ombudsman of the country. This will boost the confidence of the ordinary Nigerians in getting social Justice in this renewed hope administration.

    “Strengthening the Public Complaints Commission by the Akpabio led 10th Assembly in all ramifications will go a long way in calming the already highly tensed and negative perception of the 10th Assembly.

    “The Public Complaints Commission is not just an agency supervised by the National Assembly but totally belongs to the National Assembly In all ramifications and the neglect it has faced over the years largely contributes to its comatose state.

    “Senator Godswill Akpabio as the chairman of the 10th National Assembly has a date with destiny. It’s up to him to take charge and control of the Public Complaints Commission for efficient service delivery to Nigerians.

    “This task must be fulfilled now and not later. The importance of efficient and responsive Ombudsman institution can not be overemphasized. Tick tock says the clock!!”

    Akpabio leads 30 senators to Ondo as Osemawe celebrates 70th birthday

    Senate president Godswill Akpabio and his deputy, Jibrin Barau, are expected to lead no fewer than 30 serving senators and their wives to Ondo City to grace the celebration of the 70th birthday and 17th year coronation anniversary of His Imperial Majesty, Oba Victor Adesimbo Kiladejo, Jilo III, the Osemawe and paramount ruler of Ondo Kingdom on Saturday, November 11.

    This is contained in the programme of events put together by the Osemawe in Council, according to a statement by the chairman of the Planning Committee for your birthday and anniversary Chief Steve Akinretoye.

    Akinretoye in the statement made available to journalists on Wednesday, explained that many state governors would also grace the occasion.

    The statement added that legal icon, Chief Afe Babalola; foremost industrialist, Chief Adebutu Keshington, and the chairman of Elizade Group, Chief Michael Ade Ojo, among others, are being expected as special guests of honour.

    Similarly, the Sultan of Sokoto, Muhammadu Sa’ad Abubakar; the Ooni of Ife, Oba Adeyeye Ogunwusi; the Obi of Onitsha, His Majesty Igwe Nnaemeka Alfred Ugochukwu Achebe; the Elegushi of Ikate land, His Royal Majesty, Oba Saheed Ademola Elegushi, Kusenla III; the Oniru of Iru land, and other prominent monarchs across Yoruba land, would also grace the occasion.

    The Deji of Akure, the Olowo of Owo Kingdom, and other monarchs in Ondo State are also expected to honour the Osemawe with their presence on that day.

    The birthday and coronation anniversary would feature the installation of His Excellency Engr Seyi Makinde, the Governor of Oyo State as the

    Jagunmolu of Ondo Kingdom on Friday 10th November at the Osemawe Palace at 2 p.m.

    Earlier on that day, Governor Makinde is expected to deliver the Anniversary Lecture and the unveiling of the Compendium Brochure which will be held at the Oba Adesanoye Civic Centre by 11 a.m.

    Other prominent Nigerians who would receive chieftaincy titles as of Thursday, November 9, 2023, at the Osemawe Palace are the Senator representing Osun Central, Ajagunla Olubiyi Fadeyi who would be installed as the Gbofinro of Ondo Kingdom.

    Senate President Godswill Akpabio has told the management of MTN Nigeria that the Bola Tinubu administration is ready to partner the telecommunications outfit in the areas of job creation and manpower development through training and retraining of Nigerian youths.

    Akpabio said this while hosting the management of the telecommunications giant, led by its Managing Director/Chief Executive Officer, Mr. Karl Toriola, yesterday in Abuja.

    In a statement by his Special Assistant on Media, Jackson Udom, the Senate President said: “The entire Senate is highly delighted to receive you and your team because of the contribution of your organisation to the development and capacity building of Nigerians. We value your contributions and interventions in the area of human capital development. I welcome more and better partnership with open arms.

    “We are happy with what you are doing all over Nigeria. I am happy your network is everywhere. As I said earlier, as the Senate, we welcome your desire to work and collaborate with us towards achieving the President Bola Ahmed Tinubu’s Renewed Hope agenda for Nigerians.”

    Toriola said his team was at the Senate to formally congratulate Akpabio on his election as the President of the 10th Senate.

    He added: “We are here today as a group to pay respect to the office of the President of the Senate and to formally congratulate the President of the Senate, Godswill Akpabio, on his victory on June 13 and to also assure you of our support throughout your tenure.

    “We can recall our support to Nigerians during the COVID-19 pandemic. We were able to intervene in various sectors of human concerns. That was made possible through our corporate social responsibility (CSR) outlets.

    “We have equally been aggressively involved in the empowerment of our women and youths via our different empowerment programmes and we are still committed to doing more,” he said.

    FERMA workers fault Akpabio on appointments of board members

    Joint unions in the Federal Road Maintenance Agency (FERMA) have faulted the Senate President, Sen. Godswill Akpabio over his recent reference of some members of the agency’s board as executive board members.

    The Association of Senior Civil Servants of Nigeria (ASCSN) and Amalgamated Union of Public Corporation, Civil Service Technical and Recreational Services Employees (AUPCTRE) made their position known in a letter addressed to Akpabio on Thursday and made available to newsmen in Abuja.

    It will be recalled that Akpabio had on Wednesday announced the constitution of a new board for FERMA, but referred to some of the members as executive board members, as against the usual members of the board.

    The letter, jointly signed by Mr. Paul Onimisi, ASCSN Chairman; and Mr. Abdulmumin Idris, AUPCTRE Chairman, described the announcement by the Senate President as discouraging and demoralising to the staff of the agency.

    “The appointment of some members as executive board members to eventually take over the running of the departments is contrary to the FERMA Act and detrimental to the career progression of the employees of the agency.

    “It will not serve the agency any good in achieving its mandate.

    “The appointment of some persons as executive board members is contrary to the provisions of Section 2(2) of the FERMA Act as amended and career progression within government agencies.

    “It is counter-productive and demoralising for career officers as the intention is for the executive board members to take over from career officers who are running departments.

    “We urge you respectfully, distinguished Senate President, to confirm the appointment of members of the board in accordance with the Act that created the board.

    “To do otherwise is to usher in a chain of events that will disrupt the structure of the Agency, derail its mandate, and demoralise the workers,” the unions maintained.

    The unions’ executives said the direct consequence of making some members of the board executive members to head departments was to derail the agency because workers would not support it.

    The union leaders emphasised that a particular adverse result of the contraption of making some board members executive board members was the creation of a board within a board.

     They added that such would drive the agency in contra-direction in terms or its mandate.

    Senate President Godswill Akpabio yesterday swore in Mrs. Natasha Akpoti-Uduaghan as the senator representing Kogi Central.

    The brief ceremony climaxed a protracted legal battle for the senatorial seat.

    The Abuja Division of the Court of Appeal had, on Monday, affirmed that Akpoti-Uduaghan of the Peoples Democratic Party (PDP) was the duly elected candidate for Kogi Central senatorial election on February 25.

    The appellate court dismissed the appeal filed by Senator Abubakar Ohere of the All Progressives Congress (APC) for lacking in merit.

    In September, the Kogi State Election Petitions Tribunal, sitting in Lokoja, had nullified the victory of Ohere and declared that Akpoti-Uduaghan won the senatorial poll.

    Ohere had appealed the tribunal ruling but the appellate court upheld Akpoti-Uduaghan as the winner of the poll.

    The oath of office and oath of allegiance were administered on the new senator by the Clerk to the Senate, Mr. Chinedu Akubueze, at 11:41 a.m on the directive of the Senate President.

    The new senator shook hands with Akpabio who handed her a copy of the Senate Standing Rules, and she exchanged pleasantries with her colleagues.

    Also, the Court of Appeal in Abuja yesterday affirmed the election of Senators Mohammed Ali Ndume and Kaka Lawan of Borno South and Central senatorial districts.

    The three-member panel, presided over by Justice Biobele Georgewill, held that the two appeals lacked merit.

    The Independent National Electoral Commission (INEC) had declared the duo as winners of the National Assembly election held on February 25 into the two senatorial districts.

    But Muhammed Kumalia and the Peoples Democratic Party (PDP) challenged the election of Lawan while Kudla Satumari and the PDP filed petitions against Ndume at the state’s election tribunal.

    The Borno National and State Election Petitions Tribunal dismissed the two petitions.

    But Kumalia and Satumari headed to the Court of Appeal in the suits against Kaka Shehu Lawan and others, as well as the appeal between Kula Satumari & another Vs. INEC and others.

    Delivering the judgments, the Court of Appeal upheld the submissions of the counsel to the respondents and affirmed the election of Lawan and Ndume.

    Also, the Court of Appeal in Abuja has upheld the election of Abdulmumini Jibrin of the New Nigeria People’s Party (NNPP) for Kiru/Bebeji Federal Constituency in the House of Representatives.

    The appellate court, in a unanimous judgment, dismissed the appeal filed by Muhammad Said Kiru of the All Progressives Congress (APC) for being unmeritorious.

    In the judgment read on Wednesday by Justice Anthony Ogakwu, the court upheld the earlier judgment by the National and State Houses of Assembly Election Petitions Tribunal in Kano, which had dismissed Kiru’s petition against Jibrin.

    The Court of Appeal awarded N100,000 cost in favour of Jibrin and against the appellant.

    The respondents at the tribunal were the Independent National Electoral Commission (INEC), Jibrin, and the NNPP.

    The Court of Appeal, Abuja Division, on Monday, affirmed Akpoti-Uduaghan, of the Peoples Democratic Party, was the duly elected candidate for Kogi Central on February 25, this year.

    The appellate court dismissed the appeal filed by Senator Abubakar Ohere for lacking in merit.

    Earlier in September, the Kogi State Election Petition Tribunal, sitting in Lokoja, had nullified the victory of Ohere of the All Progressives Congress (APC).

    The court further declared that Akpoti-Uduaghan was the actual winner of the February senatorial poll.

    However, Ohere challenged the ruling of the tribunal at the Appeal Court but the court upheld Akpoti-Uduaghan as the winner of the poll.

    The oath of office and oath of allegiance were administered on the new Senator by the Clerk to the Senate, Mr. Chinedu Akubueze around 11:41am on the directive of the Senate President.

    She thereafter proceeded to have an handshake with the Senate President who handed her a copy of the Senate Standing Rules.

    She was later led to her seat by the Sergeant-At-Arms after exchange of pleasantries with colleagues.

    The Chief Whip of the Senate, Muhammed Ali Ndume, on Sunday, October 29, threw more light on the seeming frosty relations between him and the president of the Senate, Godswill Akpabio.

    Ndume, spoke on the issue while answering a question as a guest on Channels Television, titled: “Sunday Politics”, monitored in Abuja by our correspondent.

    He also justified the purchase of a Sports Utility Vehicle allegedly worth N160 million for each member of the 10th National Assembly, saying the vehicles are needed to facilitate the legislative functions of Senators and House of Representatives members.

    The senator representing Borno South under the All Progressives Congress (APC) emphasized his superior experience in legislative matters compared to Akpabio.

    He stated that his role involves holding the Senate president accountable for adherence to established legislative norms, and it is not the other way around when issues conflict with these norms.

    Ndume recently walked out of a Senate plenary session after being ruled out of order for citing the wrong standing order to support his points of order.

    The action caused a stir in the chamber and later led to the Senate going into an executive session. He later explained that he did not walk out but went out to say his prayers.

    However, while responding to questions from the host of the programme, on his perceived grouse with Akpabio, Ndume said he cannot destroy the house he helped to build in reference to the role he played towards the emergence of Akpabio as Senate President.

    Ndume said: “I don’t have a problem with Akpabio. My problem, maybe the way he handles the situation.

    “What happened the last time I think was misunderstood or taken out of context.

    “Don’t forget, I came here to campaign for Akpabio. I can’t build a house and destroy it, but I think the main problem is that I am more experienced than him and when I try to correct him, sometimes like that incident, he overruled me!

    “You can’t overrule your Chief Whip! No. I am supposed to be the one to call him to order, not him.

    “On that day, he was supposed to invite me and we would talk one-on-one but he took advantage of the gavel.”

    On the alleged lingering plot to impeach Akpabio as President of the 10th Senate, he said: “I am hearing that but it isn’t new. But it isn’t likely to happen; I can tell you that.”

    He explained why the National Assembly decided to purchase N160 million worth of SUVs for members.

    He said: “We should look at the cost implication and the alternatives. For me, the issues that are being raised, the public has a right to do that, but for me, I come to serve and in serving the people, my major constitutional role is oversight, and making laws.

    “If I have to do that, effectively, then I need a vehicle that will enable me to do that. That is the idea of buying the vehicles and over the years, the cost of the vehicles has gone up.”

    Ndume insisted that the Peugeot 406 cars which was the vehicle given to the Senators during President Olusegun Obasanjo’s regime could no longer serve the purpose and that the lives of lawmakers were at risk.

    “I think we lost two senators or so because of the instability of the vehicles. That was why we settled for Land Cruisers. But I don’t know the cost of the vehicles they are buying; that’s supposed to be the responsibility of the management.

    “But it isn’t also new that. Public Servants, especially in the rank of Ministers and heads of parastatals, often buy vehicles. Yes, I understand that the cost is high but when you look at the cost-benefit analysis, you begin to wonder, what is it that is supposed to be done?

    “Do you now say that no vehicles for the Senators because of the state of the economy?”

    On his “Unexplained Wealth Bill”, Ndume urged President Bola Tinubu, to present an executive bill on the matter.

    Speaking on the Bill, Ndume said: “I have tried several times but you know, the excuse here and there. I think the best way to get this across is when the bill comes from the executive.

    “I think the current President should sign an executive bill on unexplained wealth. I have tried several times but you know, there were excuses here and there.

    “I think the best way to get this across is when the bill comes from the executive or in the interim, the current president should sign an executive bill on unexplained wealth.

    “I know of Civil Servants that live in houses that not only their income, their salaries, or their life pension – assuming they would live in this world for 90 years or 100 years- cannot buy.

    “The same thing with some of our politicians, especially politically exposed persons like ministers, you find as you rightly said, some of them come to the National Assembly, and suddenly, there is so much money.”

    History was on Friday made in the far-away oil rich country of Angola, when the President of the Senate of the Federal Republic of Nigeria and leader of Nigeria’s delegation to the 147th Inter-Parliamentary Union General Assembly in Luanda, Angola broke a 59- year- old jinx, by being elected into the Executive Committee of the global parliamentary body.

    The last time a Nigerian was elected into the Executive Committee of the Parliamentary Union was in 1964.

    The Inter-Parliamentary Union (IPU) is the global organization of national parliaments founded in 1889, and dedicated to promoting peace through parliamentary diplomacy and dialogue.

    It has grown over its 135 years into a truly global organization with 179 country members out of 193 countries in the world.

    The IPU facilitates parliamentary diplomacy and empowers parliaments and parliamentarians to promote peace, democracy and sustainable development around the world.

    While meeting with the Nigerians living in the Republic of Angola, Akpabio urged them not to engage in any act that can tarnish the image of Nigeria.

    According to Akpabio, “It is very rare to go to some countries and find the indigenes of that country being part and parcel of the foreign nationals who are living in that country like we have here and joining you to form the Nigeria-Angola Chamber of Commerce.”
