  • Akwa Ibom rides the ‘Resource Curse’

    A couple of years back, precisely in 2010, when he was Chairman of the Nigerian Extractive Industry Transparency Initiative (NEITI), Professor Asisi Asobie gave some damning and damaging statistics on the state of the nation’s oil and gas sector. Damning because it indexed the wastefulness and lack of vision among managers of the nation’s resources in years past; and damaging because it speaks volume of the rot in the sector that has over the years remained the goose that lays the proverbial golden egg. The occasion was the All Nigeria Editors’ Conference hosted by the Rivers State government.

    Here are a few of the statistics. Between 1999 and 2005 (six years), the Nigerian federation realised $109 billion (N15.67 trillion) from the oil sector 42.2 percent ($46 billion) of which was from taxes, royalty etc while 57.8 percent or $63bn was from export and domestic crude sales. Out of this, $21 billion was invested by way of Joint Venture cash calls. Gross revenue realized for the federation was $140bn (N19.6 trillion). These amounts, said Asobie, were based on NEITI’s audit findings. They were strictly oil-sector specific flows plus non-oil sector specific flows from oil companies. They do not include income tax from other sources, customs revenues, VAT, etc; meaning receipts into the federation account for the period far exceeded the afore-stated figures when you compute earnings from other non-oil sources.

    To effectively get a handle on how the money was spent, let’s look at how the various tiers of government and in fact the different zones benefited from this huge volume. For the period under review (1999 – 2005), a total of N15.8 trillion was paid into the federation account if you add revenue from other sources including customs duties, VAT et al from the oil companies. Out of this, the federal government got N5.138 trillion representing 32.5 percent; states shared N10.671trillion or 67.5 percent. Let’s break it down further according to zones. During the period, the South-south zone got a hefty N1.259 trillion; North-west, N627.888bn; South-west, N550.526bn; North-east N458.195bn; North-central N425.398bn, and bringing up the rear was the South-east with N374.503bn.

    Again, reflect on this. Approximately 80 percent of the oil revenue is concentrated in the hands of one percent of the population; and 70 percent of Nigeria’s private wealth is held abroad. In fact, the guest lecturer at the conference and then Executive Secretary of the Local Content Development Commission, Ernest Nwapa, drove the nail deeper into the psyche of the editors when he said that out of every $100 made from oil and gas, only $5 is retained in Nigeria while $95 is stashed away overseas. This is beyond capital flight. This was sheer robbery by the oil ‘super-majors’ with of course connivance with corrupt public office holders in the country.

    Nigeria, truly, is a victim of the “Dutch Disease” as well as the “resource curse”. Both are symptomatic of monoculture economies where the nation relies heavily if not solely on crude cash. Whereas the ‘Disease’ leads to poverty in the midst of plenty, the ‘Curse’ tends to make a people lazy, uninventive and largely unresourceful.  “The ‘disease’ kills agriculture and the primary industry; the ‘curse’ makes the people docile”, Asobie postulated.

    So, why are Nigerians suffering when their country is rich? Why are her teeming youths wandering the streets in hopeless swagger as they endure the yoke of unemployment? The answer is corruption.  In addition to that is a clear lack of vision from the leadership.

    This is the context in which one is enthralled by the new push coming from Akwa Ibom State, one of the major oil-producing states of the nation. At a time receipts from crude oil sales are dipping, the governor is envisioning a new Akwa Ibom anchored not on the props of oil money but underpinned by industrialization, wealth creation, agriculture and hospitality.  The governor, Udom Emmanuel, never ceases to voice his admiration for nations which became successful through the application of knowledge to create an oasis of productive knowledge economy. He talks with passion about the exploits of China, Japan, South Korea, Singapore, among others.  These are countries that pulled through the ruins of war, poverty and despoliation to become world industrial powers. They became industrial hubs because at a point in time, their leadership re-engineered the people’s psyche, making their citizens understand that sustainable development does not come from importing food, drinks and just about everything but from building a strong industrial base powered and propelled by knowledge as the chief resource.

    The governor launched the Dakkada (rise up) value creed, first to redefine the identity of the people and second, to rekindle a new thrust of hope and self-belief among his people. Then, he turned to the youths to make them believe that they are the change they want to see; not just with rhetorical stimulation but pragmatic empowerment with contemporary tools. Last year, he commissioned Oracle Database Administration training in the state. Today, Akwa Ibom is host of the globally recognized Pearson VUE e-Testing Centre, meaning Nigerians and indeed Akwa Ibom youths need not travel far to acquire relevant ICT certifications. Already, the first batch of Oracle Database Administration trainees has graduated from the centre and Governor Emmanuel has armed each one of them with a brand new laptop.

    This gesture may be lost on some of the youths; but what the governor is saying to them is ‘create your own future’. No man can create his future except he is empowered with the relevant skill set. The average Akwa Ibom youth, especially those Oracle graduates kitted with a laptop, has been set on the path to wealth creation. The likes of Larry Ellison, co-founder of Oracle Corporation in 1977, Michael Dell of Dell Computers and even Bill Gates of Microsoft did not have such opportunity yet they forged ahead, broke through the ceiling of convention to beget to humanity ICT monuments.  Today, they are the change we know. We all live in the tomorrow they created yesterday.

    This is why Governor Emmanuel’s style of governance that seeks to teach the people how to fish rather than feed them with fish crumbs is admirable and a template worthy of replication across the country. Besides, the governor has dispatched 200 youths to Israel for training in agriculture and another 200 for capacity-building in power engineering and management.

    All of this point to his overall vision for the state: industrialization. In just 12 months, scores of memoranda of understanding (MoUs) have been signed with strategic investors and partners. Not one to stop a vision at mere scribbling on paper, Governor Emmanuel has ensured that the investors have taken practical steps to set up shops in his state.  The automobile assembly plant, electric meter manufacturing plant and the fertilizer blending conglomerate to mention but a few are the emblems of a state on the path to industrialization.

    Yet, in spite of these accomplishments, the governor has remained shy of public attention and would not engage in self-adulation, either. Instead, he chooses to let his works speak for him. This is the stuff of good leadership. In the midst of scarce resources, Governor Emmanuel is building hope and a future for his people. Reed Markham, the cerebral author and writer once said: “Successful leaders see the opportunities in every difficulty rather than the difficulty in every opportunity.” This is what Governor Emmanuel epitomizes: turning the difficulties of the moment to oases of opportunities.

    Navy donates boreholes, drugs to Akwa Ibom communities

    The Nigerian Navy Ship (NNS) Jubilee at Ikot Abasi in Akwa Ibom State has donated two boreholes and drugs worth millions of naira to the primary health centre at Iko town in Eastern Obolo Local Government Area.

    Its Commander, Commodore David Adeniran, said the gesture were among the event marking the 60th anniversary of the Navy, which will hold from May 18 till June 1.

    During the inauguration, Adeniran reaffirmed Navy’s commitment to the yearnings of Ikot Obong residents in Ikpa Ibekwe clan.

    The commander urged the management of the health centre to use the drugs well for the benefit of mankind, adding that the welfare of the people was paramount to the donor.

    He advised residents of Ikot Obong community in Ikot Abasi Local Government Area to take care of the water facilities and avoid any act of vandalism.

    The Village Head of Ikot Obong, Chief Gordon Ekukeren, expressed gratitude to the commander for providing the amenities.

    The community leader noted that the gesture would alleviate the basic problems of the residents.

    The beneficiaries assured that they would take care of the facilities as well as use the drugs.

    Wanted Akwa Ibom suspected kidnapper’ arrested in Lagos

    HE fled from the law in Akwa Ibom State, but Sunday Ukpe, a suspected serial killer and kidnapper, was arrested in Lagos.

    Ukpe, 33, was arrested by policemen from the Ajangbadi Division on Sunday evening, with a bullet wound on his manhood.

    He was alleged to have been applying native medicine on the injury at 113, Zone 6, Orisha Imude Street, Ajangbadi in Ojo Local Government Area of Lagos State when the police invaded his hideout at about 4pm.

    It was gathered that the suspect has been on the wanted list of the Akwa Ibom Police Command for some armed robbery, kidnapping and murder cases.

    The police, it was gathered took him to a private hospital after his arrest because of the severity of his injury.

    Ukpe was said to have been on admission at the hospital under police surveillance till yesterday morning.

    Police spokesperson, Dolapo Badmos, a Superintendent (SP), said the division received a call from Akwa Ibom at about 2pm on Sunday and the suspect was arrested same day.

    She said: “Investigation extended to Akwa Ibom state police command confirmed that the suspect is a serial killer and armed robber who has been on the wanted list of the Special Anti-Robbery Squad (SARS) of that state.

    “Effort is ongoing to hand him over to Akwa Ibom State Command for discreet investigation.

    “The Lagos State Command has stated that it will continue to clamp down on all criminals within Lagos State regardless of where they have committed their crimes,” she said.

    The federal government is interested in partnering with the Akwa Ibom government on the operations of Ibom Specialist Hospital, Uyo, to encourage Nigerians seek medical treatment at home.

    Health Minister, Prof Isaac Adewole, on an inspection visit to the state government-owned Ibom Specialist Hospital said that with the quality of facilities at the Specialist Hospital, medical tourism abroad could be reversed.

    “Visiting the hospital complex today is an eye opener, there is no such complex like this anywhere in Nigeria,” the minister said.

    He announced that with the proposed partnership, no Nigerian would be allowed to go abroad for treatment on government sponsorship from Jan. 2017.

    “We will partner to make sure that it works and reverses medical tourism. People from Ghana and Togo can come to Nigeria for medical treatment. We will start using this facility. With this facility, no Nigerian will be allowed to go abroad for treatment,” Adewole said.

    The minister warned medical doctors to desist from running a syndicate of sending people abroad for treatment for pecuniary interest.

    Adewole, however, said that individuals could go abroad on their own expenses if they so wish but not on government sponsorship.

    The minister said that the state-owned Diagnostic Centre at Ikot Ekpene would be converted to Lasser Fever Diagnostic Centre.

    He lauded the state government for constructing the Emergency Operation Centre (EOC) at Ikot Ekpene to help reduce the pressure on the University of Uyo Teaching Hospital (UUTH).

    Earlier, the minister and his entourage had paid a courtesy visit on the Governor Udom Emmanuel at Government House.

    The governor had appealed for assistance from the federal government to make the state a healthcare tourism destination in Nigeria. He said that the state government had invested much in the health sector and would like the federal government to help boost the patronage of the Ibom Specialist Hospital.

  • Akwa Ibom needs more teachers, says NLC

    The Akwa Ibom State chapter of the Nigeria Labour Congress (NLC) has said the state government needs to employ more teachers.

    NLC Chairman  Etim Ukpong said: “Classrooms in our schools are virtually without teachers. That is one sector where in recent times no employment has been made. For the free and compulsory education to be meaningful many things have to be done and one of them is to employ teachers.”

    Speaking during the 2016 workers’ day celebration at the Uyo township stadium, Ukpong also described as worrisome the activities of the herdsmen in some local government areas in the state, particularly the Ibiono Ibom.

    His words: “They invaded Nasarawa, then Benue with the horrendous massacre of Idoma people in Agatu and adjourning areas. Now it is Enugu. The workers and the people of this state say No to any part of Akwa Ibom being incorporated in the “Cattle Grazing Bill”

  • 300 projects for Akwa Ibom schools

    Arrangements have been concluded by the Akwa Ibom government for the provision of 300 projects in public schools across the 31 local government areas of the state.

    The Commissioner for Education, Mr. Aniekan Akpan, who disclosed this while interacting with reporters in Uyo, listed some of the projects to include the construction and renovation of school buildings,  desks, parameter fencing and boreholes.

    He explained that the effort would address the problem of dilapidated infrastructure in schools which the state has been facing. He noted that priority would be accorded primary and junior secondary schools found in very poor condition during the selection process.

    Akpan said: “The government of Governor Udom Emmanuel has shown a lot of commitment towards the education sector in terms of teachers welfare, and provision of infrastructure. I just met with heads of primary schools and they admitted that they have received March salary.

    “The construction of a school sports complex in each federal constituency is ongoing. That at West Itam secondary school is at 95 per cent completion. The second one has started in Eket constituency because it is being done in phases.”

    He attributed the increasing school enrolment to the government’s free and compulsory education programme in the state.

    He said: “So we are implementing the free and compulsory education programme passionately in spite of the fact that funding is a challenge as the revenue accruing to the state has really gone down.’’

  • Motor-Cycle robber burnt to death In Akwa Ibom

    Tragedy struck Sunday at Obio Ibet Nkanika village in Oruk Anam local government, Akwa Ibom State, as angry mob set ablaze a motor-cycle thief.

    The alleged thief, who was in company of his gang, specializes in snatching of motor-cycles from residents of Abak and Oruk Anam local government areas.

    They carried out the act at gun-point in Obio Ibet Nkanika village in Oruk Anam local government.

    They were, however, given a hot chase and nemesis caught up with him in Obio Ndot, near Abak when he was arrested with the motor-cycle, while his other gang member who was with gun escaped.

    The thief who could not be identified before he was beaten to death by angry mob and then set ablaze before police could intervene, had confessed committing the crime.

    The thief after being beaten to a pulp, tyre hung on him and petrol poured, was set ablaze by angry mob.

    Interesting, where he was set ablaze is closed to the Abak High Court complex and 500 metres to the Abak Divisional Police Headquarters.

    The Nation gathered that there has been resurgence in snatching of motor-cycles especially Ladys’ bike in Abak and its envious.

    It was further gathered that two motor-cycles have been snatched in Obio Ndot community within one week before Sunday’s mob action on the suspect.

    It would be recalled that soldiers had last year in the same Abak rescued another thief who had gone to church to steal a motor-cycle while church service was still ongoing.

    A youth leader in the area who spoke with our correspondent said angry mob took the action to serve as deterrent to gunmen who have made life difficult to residents.

    He said that the youths have no regret taking laws into their hands to set the suspect ablaze, adding that if he had been handed over to the police or other security agents, he would have been set free for him to come back and do the worst.

    The youth leader called on those who engage in such act to have a change of heart, warning that the community will not spare any thief or armed robber.

    Meanwhile, the charred corpse is still lying unburied as at the time of filing this report.

    This, the community said, is posing health hazard to the area.

    In the meantime, the Ministry of Environment has been urged to evaluate the corpse so as not to pose health hazard to residents.

    Happiness has taken a break from the family of Utibeabasi Sampson.The 14-year-old son died mysteriously after an outing with seven children between the ages 14 to 16 at Pinnacle hotels, Edet Akpan Avenue Uyo, Akwa Ibom State.

    According to a family source, who spoke with our correspondent on the condition anonymity,  the 14 year old boy was lured to the hotel under the pretext of a get-together party only for him to be left dead in the pool.

    The source said the suspects are all students of a popular secondary school in Uyo, the Akwa Ibom State capital and are children of influential people in the state.

    She explained that the suspects were about leaving the hotel without their victim when the gateman who noticed they were eight when they came in, accosted them and asked them of the eighth person.

    Her words: “The heartless demons mentioned casually that he may still be in the pool and laughed. Even if this boy drowned, why didn’t they raise the alarm and seek for help? Where were the staff? The life guard said he went to ease himself, for how long?”

    The source condemned the police for allegedly  trying to cover up the murder of Sampson, explaining that when the case was transferred to the state police headquarters, Ikot Akpan Abia, the parents of the accused transported the children in their private cars instead of police vans.

    She also accused the police of allowing the hotel to still be open for business instead of being cordoned off and sealed for investigation.

    She said: “In saner climes, the hotel management and staff would be investigated, but they are still going about their normal businesses. The Nigerian police force is trying to play games with the boy’s family.

    “Why didn’t the hotel staff chase away seven underage children dressed all in black? A boy that drowned did not swallow water but had blood and foam spewing from his mouth; there was no alarm raised by his purported friends. The hotel staff claim not to have heard or seen anything.

    “I want the whole world to hear of the mysterious death of this bright, promising boy whose life was cut short because he refused to be initiated to a cult by seven heartless spawns of the devil.

    “Their parents are fighting tooth and nail to make sure their children are freed while Utibeabasi is lying cold in the morgue, his family in tears. His mother is inconsolable.

    “The whole circumstances smirk of foul play. May Jehovah the almighty God, the all seeing, fight for us. Rise up in your anger, O Jehovah. Stand up against the fury of our enemies. Awake for us and demand that justice is done.”

    When contacted, the state’s Police Public Relations Officer (PPRO), ASP Cordelia Nwawe, said the command is on top of the situation.

    Her words: “Police is looking into the matter. Investigation is ongoing.”

    Infrastructure: Ex-minister commends Buhari

    A former Minister of Lands, Housing and Rural Development, Chief Nduese Essien, on Monday commended President Mohammadu Buhari for signing the infrastructural partnership with China.

     

    Essien, who made the commendation in an interview with the News Agency of Nigeria (NAN) in Eket, Akwa Ibom, described Buhari’s recent trip to China as a huge success.

     

    He said the trip was very timely, considering its significance to Nigeria, especially as regards the proposedEket, Akwa Ibom.

     

    “Though the project was initiated by former President (Goodluck) Jonathan, its inclusion in the 2016 appropriation bill is a mark of patriotism and good intentions for the people of the South-South.

     

    “It would have been disastrous if the Lagos-Calabar rail project was expunged from the 2016 proposed budget– the President having secured a bilateral economic agreement with China on rail projects in Nigeria,’’ he said.

     

    Essien, a two-term member of the National Assembly, also commended the South-South legislators at the National Assembly for their positive stance on the Lagos-Calabar Rail Project.

     

    He, however, called on members of the 8th National Assembly not to play politics with the Lagos-Calabar Rail Project, saying the overall developmental interest of the country was paramount.

     

    “National interest must come first before partisan affiliation. We must endeavour to collectively join hands in moving this country forward, irrespective of our political differences,’’ he said.

    Police parade two arms dealers, seven others in Akwa Ibom

    Police in Akwa Ibom State Force have paraded  a group of nine suspected criminals for gun running and others.

    They were paraded at the State Command headquarters at Ikot Akpan Abia area, Uyo, the state capital by the State Police Commissioner, CP Murtala Mani.

    Emmanuel Akamaba , 38, and Ezekiel Adie, 35, were among the nine suspects paraded at the police headquarters for their involvement in gun running.

    The commissioner, CP Mani told journalists that the paraded suspects were arrested by operatives of the command at various locations in the state during stop and search operations on highways and roads.

    Mani said a stop-and-search exercise is one the proactive measures taken by the command to rid the Akwa Ibom State of criminal elements.

    According to him, two suspects, Emmanuel Akamaba  and Ezekiel Adie both from Ogoja in Cross River state were arrested with four locally-made pistols along Calabar/Itu Highway by Safer Highway Patrol team who carried out a search on the vehicle which they traveled with.

    In their confessional statement, both Emmanuel and Ezekiel admitted to the crime. “When the police stopped us at their Check Point in Itu, and searched the vehicle we boarded, they discovered the four pistols in our traveling bag. We were going to sell the guns to our agent in Bayelsa at the cost of N100,000.00 each. We bought the guns from the manufacturer in Benue state and we have been in the business for about a year now.”

    However, Mani, who was represented by the Police Public Relations Officer (PPRO) of the command, ASP Cordelia Nwawe, said among the paraded suspects was one Blessing Effiong Ambrose who was arrested for human trafficking.

    Blessing was allegedly arrested by the Patrol team stationed along Oron-Mbo Highway who intercepted a white colour Toyota Hiace commuter bus with registration number Lagos – JJJ454 XD which Blessing was among the passengers and were travelling from Oron in Akwa Ibom state to Lagos state.

    Among the passengers in the bus were six children aged between five and fifteen who were victims of child trafficking by Blessing who was taking them to buyers in Lagos state. The children were however rescued and handed over to the State Criminal Investigation and Intelligence Department (SCIID) in Uyo for investigations, the ASP Nwawe stated.

    Also paraded were those who robbed worshippers of a Presbyterian Church at Okopedi Itiam village, along Uyo – Ekim Itam Highway, those who were caught with three stolen Perkins sound proof generators purportedly removed from the University of Uyo (UNIUYO), those who were caught with stolen power transformer and other electrical  appliances on the way to Lagos from Uyo.

    Police said upon proper investigations into the crimes, all those found involved would be prosecuted accordingly.

    Mani called on members of the public, especially commercial vehicle drivers to always check the luggage of passengers to ascertain the contents before carrying them.

    He also warned that the command would not condone crime of any kind in the state, therefore parents should warn their children and wards against keeping bad friends or indulging in crime.

    The police appealed to members of the public to bear with the Police when they are asked to stop for a brief check, that it is done for the overall good of all.
