The Akwa Ibom State Executive Council has concluded a four-day retreat at the Eko Hotel, Lagos, reaffirming its commitment to enhancing public service delivery across the state.
Led by Governor Umo Eno, the retreat, which featured the immediate past Governor Mr. Udom Emmanuel; the CEO of Financial Derivatives, Mr. Bismarck Rewane and other distinguished resource persons, had as its theme: ‘ARISE agenda: Mapping the future,’ the retreat fostered strategic discussions on economic growth, infrastructure funding, and effective governance.
The resource persons facilitated knowledge-sharing sessions where the economic outlook of the nation and state were analyzed and targets set for the state government generally, and specific MDAs, with a view to bolstering the economy of Akwa Ibom State.
The Governor, who participated in all the sessions, reiterated that “the holistic goal of the ARISE Agenda is the complete transformation of Akwa Ibom State from a civil service state to an industrial hub and investors’ haven”, commended the facilitators for their excellent delivery of the retreat, and appreciated Mr. Udom Emmanuel for accepting to deliver the keynote address at the retreat in addition to his continuous selfless service to the stat.
A significant outcome of the retreat was Governor Eno’s announcement of 31 projects for Local Government Areas, in line with the ‘one project per Local Government Area’ initiative of his administration.
Emphasizing strict adherence to project timelines and quality standards, he underscored the pivotal roles of the EXCO members and other appointees in the state’s transformation, mentioning that they would be assessed by those indices.
Eno, who expressed optimism that the entire state will feel the positive impact of the projects and his administration generally, announced the imminent commencement of the projects with available resources.
In attendance were key stakeholders, including Members of the State Executive Council, the Chairman Internal Revenue Service, select Permanent Secretaries, Aides of the Governor, and representatives from labor unions and journalists’ associations.
Commenting on the retreat, which lasted from the 3rd to the 7th of October, the Akwa Ibom State Commissioner for Information, Comrade Ini Ememobong, expressed confidence that the initiatives emanating from the four-day exercise would positively impact the entire state, and usher in a new era of progress and prosperity.
No fewer than 1,300 indigent people, including the aged, women and children at Okoroinyong and Egwenwe communities have benefited quality health care and medical attention from a group, the Ibom Developers, at a two-day medical outreach held at the Egwenwe Town Hall and Okoroinyong Health Centre, in Eastern Obolo Local Government of Akwa Ibom State.
The theme of the medical programme was ‘Health is Wealth,’ and it reinforced the commitment of Ibom Developers to render medical assistance and ensure the well-being of the host communities.
The communities were given free treatment for malaria, typhoid and some prevalent skin rashes.
The Village Head, Chief Johnson Osiba (Ijongo IV), the Okaama of Egwenwe community; said: “This event marks the beginning of a new dawn in our relationship with Ibom Developers. We are happy to see the commitment and the love for humanity to organise this laudable health care programme for Egwenwe community.”
He said medical outreach programmes such as this, which targeted underserved communities, served as excellent examples of initiatives that educated, inspired and made a significant impact.
The Chief Security Officer of Ibom Developers, Mr. B. A. Abass, said: “The programme serves as a testament to the company’s commitment to the well-being of the communities. We are positive that there will be more such initiatives in future.”
The programme contributes to fostering stability and growth within a community, playing a vital role in shaping its development trajectory.

Akwa Ibom State House of Assembly has thrown out a bill from Governor Umo Eno, seeking to compel local government chairmen to live in their domains.
The Executive Bill was on cue for second reading before its withdrawal at Tuesday’s plenary.
Speaker Udeme Otong ordered the withdrawal of the bill following motion to that effect by the Deputy Leader of the Assembly, Otobong Bob and seconded by the Chief Whip, Effiong Johnson, during plenary in Uyo.
Although the lead sponsor of the withdrawal of the bill, Bob, did not give reasons for the withdrawal; three other executive bills scaled second reading on the floor of the House.
They include: ‘A bill for a law to make Special Provisions for Statutory Boards in Akwa Ibom State; and for connected purposes; ‘HAB 310 that has to do with a bill for a law to establish Akwa Ibom State Bureau of Statistics and Akwa Ibom State Statistical System and for Other Matters connected therewith, as well as the HAB 312’ bill for a law to establish Ibom Peace Corps and for connected purposes’.
The bill on the statutory boards seeks to enact a law that will convey corporate status on the boards of commission, agencies, corporations, other bodies established by laws of the state, among others, while the Bureau of Statistics Bill seeks to establish a bureau that will serve as the main state agency responsible for the development and management of official statistics.
The Peace Corps Bill seeks to establish a body that will complement job security agencies in the state.
The speaker referred the bills to relevant House committees for further legislative action.
Sunshine Stars midfielder, Anthony Omaka is set to dump the club for a move elsewhere after impressing in the colours of the Owena Waves this season.
The former Flying Eagles invitee has been one of the standout performers for the former CAF Champions League and Confederation Cup campaigners in the Nigeria Professional Football League (NPFL) this season.

Akwa United defender, Namso Edo has said his side knew victory is certain after the Charity Cup clash against champions, Enyimba progressed to penalties.
The Promise Keepers defeated the People’s Elephant 4-3 on penalties after full time score stood goalless in Wednesday’s Charity Cup match at the Abuja National Stadium.
Namso said his side are privileged to have dead ball specialists in abundance than any other side in the domestic scene.
“When the match ended 0-0 at full time going into penalty shoot-outs we knew quite well that victory will be ours. We have good penalty takers as well as dead ball experts more than any other side including our challengers, Enyimba.
“I score lot of goals from the spot than several attackers and in my absence there are many other players who can accurately take penalties.
“I think that was the edge we had over Enyimba and we hope to push it further in the league as well as the continent. We are excited claiming vital silverware going into the new league season,” said Edo to supersport.com.
Edo said Akwa United contrary to beliefs in many circles will not be pushovers in the continent and domestic league.
“Erroneously, people believe that Akwa United are pushovers, we are not pushovers as we have good coaches and players ever ready to make Nigerians proud in and outside the country. We have gone to Congo to get a vital away win against Vita Club Mokanda a result that will make the return leg in Uyo quite easy.
“The victory in Congo and against Enyimba will be a morale boost to take to Akure against Sunshine Stars on Sunday. Victories in the Federation Cup, NPFL Super 4, Congo and Charity Cup are tonics to go for win or at least a draw against Sunshine,” said Edo.

Akwa United goalkeeper, Bassey Akpan has said his side will not disappoint against the Congolese opponents, Vita Club Mokanda.
The Promise Keepers will be the guests of the Central African side in Saturday’s CAF Confederation Cup first leg preliminary round clash at the Stade Municipal de Pointe-Noire.
Akpan said his side are determined to achieve a decent result in Congo that will make the reverse fixture clash in Nigeria a lot easier.
“We have been waiting for this opportunity to play in the continent and here we are deep into it we will not disappoint Nigerians. I think we are ready for the weekend clash against the Congolese side, Vita Club Mokanda in Congo.
“We played the NPFL Super 4 tournament in Kaduna and Uyo as preparation for the continental clash. We performed very well in the tournament so we hope to recreate the sterling performance starting with the clash on Saturday.
“I know the encounter will not be an easy one, the opponents are quite a good side but I know we just have to be strong to achieve our dream. Continental assignment is quite different from what obtains in the domestic scene but once we show character and strength we will certainly conquer even the most difficult task.

The Federation Cup and NPFL Super 4 winners departed the nation’s shores on Wednesday to the match venue in Pointe-Noire, Republic of Congo.
Akwa United have taken their expected campaign in the CAF Confederation Cup to the next level with the acquisition of some top players they are banking on to win the coveted title this year.
In a brief chat with the club’s Media Officer, Uwem Ekoh, he told SportingLife that the Promise Keepers have resolved the wages impasse between them and the representatives of ex-Abia Warriors’ goalkeeper, Bassey Akpan and that they have completed his recruitment after they got his clearance papers on Tuesday.
He further stated that the club has also signed Ikorodu United captain and a midfielder of note, Cyril Chinedu Olisema otherwise called Obodo, Peter Jang of El Kanemi Warriors and the duo of Juah Johnson and Michael Ibeh who have both joined from Abia Warriors.
Ekoh also disclosed to SportingLife that Kufre Ebong has returned to the club from Warri Wolves after completing his season long loan move and has been integrated in the team.
Akwa United qualified for the continent after beating Lobi Stars 2-1 in Lagos last year to win the 2015 Federation Cup final.
Nigeria Professional Football League ( NPFL ) side, Akwa United has said that the report that Maurice Cooreman, technical adviser of promoted side, Ikorodu United has been handed a two-year contract is false.
The Promise Keepers just won the ticket to represent Nigeria in the CAF Confederation Cup courtesy of the Federation Cup victory against Lobi Stars in the final with coach Zachary Baraje in charge of the five-star performance.
An official of the side, Uwem Ekoh said the report of engagement to veteran tactician, Maurice Cooreman is one of the rumours associated with success as the management of the Federation Cup winners is yet to issue any official directives concerning the side’s future in the upcoming season.
“The report that we have engaged coach Maurice Cooreman or any other coach is a rumour and speculation for now though very soon, at least, before the week runs out we will make a statement that will put to rest permanently every form of speculation.
“The board has not said anything since we won the Federation Cup at the expense of Lobi Stars in Lagos.
“The coaches and players are on break and will resume for the new session on December 14.
“So that’s the true state of affairs right now as far as Akwa United are concerned any other thing contrary is mere rumour and speculation, ” said Ekoh to supersport.com.
There were strong reasons that Baraje will leave the side after guiding the Uyo outfit to Federation Cup victory but the former Enyimba and El Kanemi Warriors coach has come out to say that he will take charge of the side’s campaign in the continent and domestic league.
Akwa Ibom State government has paid pensioners, including teachers and local government workers over N2billion gratuity debt, the state Commissioner for Finance, Akan Okon has said.
Okon who to reporters said the money paid covers debt owed between 2002 and 2011. He said the local government pensioners were paid over N900 million while others were paid over N1.2 billion.
He stated that the state has set machineries in place to join the Contributory Pension Scheme (CPS).
He said: “The state has since the ascendance as of Governor Udom Emmanuel, began the process of joining the CPS. Machinery has been set and the House of Assembly is working on the new law to enable us start the CPS. This government is just two months old and I can tell you that we are really working to make sure that we join them and do what other people are doing.
“This, notwithstanding, we have been able to clear debts owed pensioners in the state. Teachers and other workers gratuity were not paid for years but we have made it our priority.”
He said the state is seeking ways to improve its infrastructure by accessing the pension fund under the CPS.
He stressed that pension fund provides long term funds for infrastructural development, which is why they were at the World Pension Summit recently held in Abuja to showcase the state. He added that oofficials of the state were also at the summit with a view to allowing the pension world see what the state has done in terms of infrastructure. This, according to him, is with a view to accessing the funding from pension fund to continue with ongoing development programmes of the state government.
Okon noted that part of the challenges encountered with the pension system the government inherited was the problem of ghost workers. “We have a peculiar problem. People who were not pensioners were found in the system and we had to undergo a biometric programme to make sure that the right people are in the system while the wrong people are removed,” he said.
An uneasy calm pervades the atmosphere at Uyo and other parts of Akwa Ibom State as people are waiting anxiously for the verdict of the Governorship Election Petition Tribunal to be delivered in a few days’ time.
The April 11, election which produced Emmanuel Udoma as the governor from the Peoples Democratic Party (PDP), is the subject of petition before the Akwa Ibom State Governorship Election Petition Tribunal led by Justice Sadiq Umar sitting in Abuja. Although, the tribunal commenced sitting in Uyo, it had to be moved to the Federal Capital Territory(FCT) owing to the unfavourable security atmosphere in the state capital.
Although Nigerian politicians are not known to easily conceeding or accepting defeat even when an election is adjudged transparent, free, fair and credible, the same cannot be said of Akwa Ibom State, considering what transpired in the state prio to the election and on the election day.
The PDP candidate, Udom, was declared winner in an election alleged to be most controversial in the history of elections in the country. The election was allegedly marred with violence, killings, harassment of voters, hijacking of election materials and unprecedented rigging, making international and local observers to pass an unanimous verdict that ‘it was a sham and recommended a complete cancellation of the exercise.

The All Progressives Congress (APC), which is the main opposition, also came out strongly to decry the conduct of the exercise. The party said there was no election in the state as it accused the former governor, Godswill Obot Akpabio, of allegedly deploying state machineries to rig the election and overturn the popular wish of the people. As a result of this, the APC and its candidate, Umana Okon Umana, challenged the victory at the tribunal, seeking a cancellation of the purported election.
The thrust of the petition filed before the tribunal by the petitioners was that elections did not take place in many parts of Akwa Ibom State. The party alleged in its petition that high level of violence, arson and intimidation were employed by the PDP government to perfect rigging during the governorship election and stressed that the essence was to prevent voters from exercising their rights. Expectedly, the APC supported its allegations with evidences to prove that the election was not free and fair.
For instance, the petitioners had on April 27, obtained the Certified True Copy of the polling unit by polling unit accreditation data for the whole state from the 3rd respondent Independent National Electoral Commission (INEC) in Abuja. These were part of the evidences tendered and admitted as Exhibit 317 by the tribunal. The petitioners had contended that whereas Exhibit 317 gave an aggregate figure of 437, 128 of accredited voters, the first respondent announced a phantom figure of 1, 122, 836 votes, which when interpreted amounted to a differential of 685,708 votes.
During the sitting of the tribunal, the APC called more than 35 witnesses, whose account of alleged election irregularities were shocking to prove its case. They all recounted before the tribunal how results were announced for many polling units in various local government areas despite the fact that no election took place in such units.
One important submission of the lead counsel, Chief Wole Olanipekun (SAN), while making his final submission in support of the petitioners’ final written address, was that, “no election known to law, no election known to mankind, no election known to civilisation was conducted in Akwa Ibom State”.
Many pundits and keen observers of political developments in the state have since described the submission of Olanipekun as a valid summation of the sordid events of April 11, in Akwa Ibom State.
The high points of Umana’s case before the tribunal included a video evidence, which catalogued a lot of manipulations, snatching of ballot boxes, thump printing of ballot papers by persons suspected to be PDP members and non-availability of result sheet at many polling units.
For instance, the clips showed in the courtroom revealed some INEC ad hoc staff (Youth Corps members) stamping ballot papers behind INEC office, days after the election while another clip of the video showed a PDP local government chairman presiding over a massive operation of ballot box stuffing using thugs.
Another clip showed a police truck and an Akwa Ibom State Transport Corporation bus allegedly used to cart away election materials and intimidate voters, who dispersed in fear for their lives while another clip showed bandits caught with election materials and interviewed by those, who stopped them.
There were also revelations in the video clips, which allegedly revealed how the spurious figures were tallied and written on forms by purported agents of the PDP.
For instance, a former Deputy Speaker, Hon. Uwem Udoma, told the tribunal that election did not take place in the 125 polling units in Abak Local Government Area.
A Youth Corps member, Chidinma Nwogbo, who was posted to the state and served as a presiding officer gave a chilling account of her ordeal in the hands of persons suspected to be thugs working for the PDP during the election. Chidinma told the tribunal that she was stripped naked by thugs in Uyo while the election materials under her care were carted away by the thugs. She tendered her torn NYSC crested vest and the jacket given to her by a spirited member of the public.
Obong Victor Attah, a former Governor of the state testified that there was no voting in his unit, ward and local government and went ahead to tender video CD to prove his testimony.
Also testifying before the tribunal, a forensic expert, Abdullahi Dauda disclosed that out of the 140, 832 finger prints on ballot papers matched (scanned and analyzed) by his team, over 100,000 were non- human prints. Abdullahi noted that his team of experts, which carried out the investigation, also discovered about 13, 000 cases of multiple thumb printing.
The non-human prints could possibly have been more as another member of the forensic team, Sanusi, alleged that INEC did not allow them a free access to the election materials. He also alleged that constant incursion by the Attorney-General of the state was another issue his team had to contend with.
Another witness, Chief Peter-King Atarah, testified that there were no election materials in all the polling units in Nsit Atai area of the state contrary to results announced by INEC for the area. The same thing was reported by other witnesses, who testified before the tribunal concerning other areas in the state including Eastern Obollo, Nsit Ibom, Obot Akana.
In one of the exhibits tendered, it was shown that in Etim Ekpo area of the state, out of the total number of 45922 accredited to vote, 45965 voted, which amounted to manipulation of figures.
Observers expected a sitting governor, such as Udom Emmanuel, to put up a spirited fight to save his “mandate” during the proceedings. But this did not happen. The first respondent and his team of lawyers earlier in the month only called few witnesses and closed their defense.
For instance, none of the 19 witnesses called by the first respondent, Udom Emmanuel, and the four called by the second respondent, the PDP, was accredited during the election. Although they had claimed in their written statements on oath that they were accredited.
The cross examination by counsels to the petitioners revealed that none of their names was ticked in the voters register. This showed that they were not accredited for the election, which may mean that they were not credible witnesses. In addition the PDP, which is the second respondent, did not call any of their collation agents to challenge the evidence of the petitioners’ witnesses.
Even the PDP State Collation Agent, Emmanuel Enoidem, who deposed to about 20- paragraph statement on oath and was listed as their prime witness, neglected his statement and was never called as a witness to defend the victory.
The first respondent, Udom Emmanuel, had attempted to deny the existence of the figures of accredited voters contained in the table in paragraph 29 of the petition in paragraph 13 (a) of his reply to the petition, he, however, led no evidence on it during trial. None of the respondents also made any effort to contradict the figure in Exhibit 317 nor discharge the evidential burden of proof on them to explain the differential of 685,708. All they did was to argue that Section 49 of the Electoral Act allows for manual accreditation and that the recent Court of Appeal decision in APC v. Agbaje & Ors (unreported) cross-appeal no. CA/L/EP/GOV/751A/2015 negated the petitioners reliance on card reader as a basis for seeking the nullification of the ‘election’.
Other effort made to protect the victory of the governor was when the second respondent , the PDP subpoenaed INEC to bring seven big bags allegedly containing Incident Forms, which they said were used for accreditation to the Tribunal. This was never completed as the content of the bags were never tendered throughout the sitting of the tribunal and as at the time the members adjourned to give verdict. Even when the tribunal reminded the second respondent that it had not tendered the Incident Forms, it still never did.
For an election to be adjudged free and fair and acceptable in any democracy, certain ingredients are important and pertinent: mode of accreditation, the pattern of voting, collation, recording on all relevant INEC Forms duly signed by party agents and security officials, sorting and preservation of ballot papers and report of law enforcement agencies among others and where the matter is before a tribunal, the arguments and facts placed before the panel. There must be full adherence to each of these ingredients for there to be an election.
The people of Akwa Ibom deserves change. They deserve truth and justice and with high hope on the members of the tribunal for the preservation of their will as expressed on April 11, 2015. So as the tribunal gradually wind down to judgement day, all eyes are on the panel to do justice when they make their final pronouncement base on the strength of the case presented before them by the parties bearing in mind that their verdict may become a reference point in the history of election petitions in the country. Can Umana get justice from the tribunal, only time will tell.
