  • Sokoto to conduct proficiency test for teachers

Sokoto to conduct proficiency test for teachers

Gov. Aminu Tambuwal of Sokoto State says the state government will conduct proficiency test for teachers working in public schools.

The governor made this known at a meeting with the Chairman of the state’s Committee on Emergency in Education, Prof. Riskuwa Shehu.

The governor’s Spokesman, Malam Imam Imam, noted in a statement on Tuesday in Sokoto that the committee was expected to present a report to the government on the needs assessment of schools conducted in November last year.

Imam stated that the proficiency test was aimed at ensuring that the knowledge base of the teachers met required standards, while their postings matched their qualifications.

He added that “the test will also improve our data base on the number of teachers in public service which will, in turn, be used to harmonise records available with different agencies and departments of government.

“This is also part of measures taken under the emergency on the education initiative to shore up standards.

“However, this does not mean that those who may fall below the required standard after the test will be sacked.

“Alternatively, we will redeploy them to other sectors befitting of their qualifications and expertise.

“Government will continue to benefit from their services as to the terms of their employments.’’

The spokesman noted that Gov. Tambuwal had vowed to leave no stone unturned in uplifting the standard of the education sector in the state.

Imam quoted the governor as reiterating his commitment to adequately fund the sector at all levels, adding that “that is why even in 2017, education retained the highest allocation in our budget.

“Our thinking is that no amount of money allocated to the education sector is too much and we will not waver in this direction.’’

  • Supreme Court to decide Tambuwal’s fate Dec 9

Supreme Court to decide Tambuwal’s fate Dec 9

The Supreme Court has scheduled judgment for December 9 in an appeal by some members of the All Progressives Party (APC) challenging the emergence of Aminu Tambuwal as the candidate of the party for the last governorship election in Sokoto State.

A panel of the court, led by Justice Bode Rhodes-Vivour fixed the date Tuesday after parties adopted their written briefs in the case.

Respondents in the appeal are the APC, the Independent National Electoral Commission (INEC) and Hon Aminu Waziri Tambuwal.

The appellants Alhaji Umaru Dahiru and Barrister Aliyu Abubakar Sanyinna, who were also governorship aspirants of the APC in 2015 are challenging the propriety of Tambuwal’s nomination by the APC as its governorship candidate.

They alleged that delegates list for the primary election of the APC conducted on December 4, 2014 at Giginya Stadium,  Sokoto was swapped.

The appellants want the court to, among others, determine whether Tambuwal was nominated in compliance with provisions of the Electoral Act 2010 and the APC 2014 guidelines for the nomination of candidates for elective offices.

While adopting the appellants’ brief, their lawyer, Ikoro M. Ikoro urged the court to reverse the decision of the Court of Appeal

The Court of Appeal had held that the appellants’ suit had become academic exercise by virtue of the election of Tambuwal in the April 11, 2015 governorship poll.

He argued that the Appeal Court erred in law by holding that their joint suit has no life to sustain it simply because of the conducted general election.

He further argued that the April 11, 2015 general election cannot take life out of their case or render it academic exercise because the suit had been filed on January 27, 2015 long before the general election was conducted.

Ikoro, who gave a background to his client’s case, alleged that the respondents delayed the hearing of the case at the trial court through frivolous applications.

He contended that since the delay was at the instance of the respondents, they (the respondents) should not be allowed to benefit from the delay which made expeditious hearing of the case impossible at the trial court.

The appellants prayed court to invoke its power under Section 22 of the Supreme Court Act to resolve the issues in contention as a court of first instance in the circumstances of the case.

Tambuwal’s lawyer, Sunday Ameh (SAN) argued that the reliefs sought by the appellants at the trial court have been overtaken by event since the election has been held and Tambuwal declared as winner of the April 11, 2015 election.

Ahmeh urged the court to dismiss the appeal on the ground that it had become pure academic issue without any live.

Lawyer to the APC, Jibrin Okutepa (SAN) argued in similar manner.

Tambuwal assures of peaceful conduct of LG polls

Happy is the man who finds a true friend, and far happier is he who finds that true friends in his wife. Former Speaker of the House of Representatives, Malam Aminu Waziri Tambuwal, is presently experiencing the admirable blend of love and friendship in his household. Aminu Tambuwa is having a new experience with love when he picked a second wife few days ago. He got married to popular Lagos big girl and IT expert, Hajia Maryam Mairo.

The Sokoto State governor was all smiles, as he was united to his new heartthrob. The first leg of the wedding Fatiha kicked off on Thursday, February 4, 2016, in Kano, while the wedding Fatiha proper comes up between February 19 and 21, in Kano, Abuja and Sokoto. Tambuwal and his new wife met a few years ago during the period he served as Speaker of the House of Representatives. He proposed to her shortly before he contested for the Sokoto State gubernatorial election.

However, their plan to marry was deliberately delayed until Tambuwal left office as Speaker. Tambuwal’s new wife, Mairo, is a native of Kano city, Kano State. Her father, the late Malam Mustapha Balarabe, was a political gladiator and a member of the House of Representatives during the Second Republic (1979-1983). Mairo’s mother, who passed on in February 2011, was half-Sierra-Leonian and half Nigerian. She is the third of her parents’ four children. Well-educated, unassuming, kind and accomplished woman, Mairo garnered years of work experience in telecoms, oil and gas, IT, and energy sectors.

Sokoto State Governor, Aminu Tambuwal, has said that the Fidelity Bank Helping Hands Programme (FHHP), an arm of the bank’s Corporate Social Responsibility (CSR) practice, is a viable tool in mitigating the social inequalities in the country.

He spoke in Sokoto at the weekend while commissioning the Sokoto State Orphanage Home renovated by staff of Fidelity Bank Plc. in Sokoto.

Governor Tambuwal said that such gestures are rare especially among organizations whose operations are commercially driven. “I must say that I am elated by the wonderful gesture from the Bank”.  Though part of the Bank’s corporate social responsibility (CSR) practice, Governor Tambuwal insisted that Fidelity Bank’s action is a testament to the enthusiasm and concern for the welfare of the people of Sokoto State, especially, the less privileged in the society.

“The project of this magnitude and its choice is an indication that Fidelity Bank is truly acting according to script of empowering the good people of Sokoto State and by extension, Nigeria”. • Burying party supremacy

    Burying party supremacy

Aminu Tambuwal, now Sokoto State governor, was re-elected member of the House of Representatives in 2011. His ambition was to be Speaker. His then party, the Peoples Democratic Party (PDP), saw no sense in his aspiration. The party’s reason was premised on the fact that the party had zoned the office of the Senate President to the North central and as such it would be unfair to have the Speaker also from the North. The party zoned the position to the Southwest and endorsed the candidacy of Mulikat Adeola-Akande. It was as though Adeola-Akande was coasting home to victory.

But, Tambuwal was able to rally the then Action Congress of Nigeria (ACN) members and with their block votes, he defeated his party’s choice and emerged Speaker.

Fast-forward to 2015. The governing party, the All Progressives Congress (APC), did not use zoning but it endorsed candidates for the offices of Senate President, Speaker and others. Senator Bukola Saraki and Hon. Yakubu Dogara disagreed with their party and with the support of the opposition PDP, they carried the day. It was a major blow on the party on whose shoulder Nigerians have placed a lot of baggage.

In search of peace, the party licked its wound and accepted Saraki and Dogara. It feels the best way to balance the equation and move forward was to allow its choice for Senate President, Ahmed Lawan, to become the Senate Leader. It also proposes Hon. Femi Gbajabiamila, who ran against Dogara, as House Leader.

From fillers, Dogara has chosen to toe the Tambuwal path by accepting the party’s decision. Tambuwal, in deference to the party after initially rebelling against it to emerge Speaker, accepted his main challenger Adeola-Akande as House Leader.

But, unlike Dogara, Saraki seems hell-bent on defying the party. To him, party supremacy can as well be dead. Yesterday, his actions showed clearly that he was not willing to buy the party’s idea that Lawan should be the Senate Leader. His supporters argue that the Senate rules do not say the party should decide who occupy principal offices.   They say a provision in the rules only says the principal officers will be from the ruling party and not dictated by the party.

Today, Saraki is expected to unfold his choices for the positions. Chances are high that he will not go by the party’s decision. May be only one of the four recommended by the party will have his blessing. If that happens, then party supremacy, which APC governors argue in favour of yesterday after meeting with President Muhammadu Buhari, may be on its way to the morgue. Dead.

The consequences? They seem better imagined.

Tambuwal urges acceptance of outcomes of elections

    •Speaker, Wali hope to win

Speaker of the House of Representatives, Aminu Tambuwal  has advised Nigerians to accept the outcomes of the governorship and House of Assembly elections, especially when they are credible.

His words: “I cannot limit my assurance of the election to Sokoto. But whatever the outcome is we should be able to accept the outcome of the election. And I plead with other candidates across the country to accept whatever the outcome is going to be, especially in the process that it is free, fair and credible.”

He spoke with journalists after casting his vote at polling unit 011 Shiya Jna in his country home, Tambuwal of Sokoto State at 2.09 pm.

Tambuwal, who is the governorship candidate of the All Progressive Congress (APC) noted that there was no report of any card reader failure during the election.

The Speaker said that: “Today, we have witnessed an improvement on the last two weeks. It was very speedy and the process was very smooth. I have not heard any complaints around here in Tambuwal about card reader failing to recognize finger prints.”

He added that since the election was peaceful and seamless, it was an indication of an improvement on the last two week presidential and National Assembly elections.

Although the election was a contest between him and his ex-boss Senator Abdalla Wali of the Peoples Democratic Party (PDP), the Speaker noted that the power of choice of their governor was in the hand of the people irrespective of relationship.

According to him, the report on the election in Sokoto State was that the election “was going on in peace and we have not had any act of violence as members of the public are coming out to cast their votes.”

Tambuwal was optimistic that he would emerge the winner of the election.

Speaking in Sanyinna in Tambuwal Local Government area, Wali said he was hopeful that he would win the election.

Whether he wins or loses, the lawmaker said he would not contest the outcome of the election.

Wali advised his supporters to take the results in good fate when it is released.

  • 10 Reps defect from parties

    10 Reps defect from parties

Ten members of the House of Representatives yesterday  defected from their political parties.

Speaker Aminu Tambuwal announced the cross carpeting as the House settled for plenary.

Five lawmakers from Ogun State moved from the All Progressives Congress (APC), to the Social Democratic Party (SDP). They are Babatunde Ogunola ( Ado-odo/Ota), Adekunle Adeyemi ( Ifo Ewekoro), Olumide Osoba (Abeokuta North/ Obafemi- Owode/Odeda), Abiodun Abudu-Balogun (Ogun Waterside/Ijebu North /East) and Taofik Buraimoh ( Remo Federal Constituency).

Four members moved from the People’s Democratic Party (PDP) to the All Progressives Congress (APC).

They are: Isau Mohammed (Adamawa) Ibrahim El Sudi, (Taraba,)  Jagaba Adams, (Kaduna) Herman Hembe ( Benue).

The woman on the defection train, Aisha Ahmed Dahiru ( Adamawa) moved from the PDP to People’s Democratic Movement (PDM)

However, there were sighs of relief yesterday as legislators and workers resumed work without being confronted by gun- welding and hooded security operatives.

There was apprehension that armed operatives might invade the National Assembly complex again reminiscent of the event of November 20 when attempts were made to stop Speaker Aminu Tambuwal from gaining entrance into the complex.

The lawmakers were to converge for a special session to consider President Goodluck Jonathan’s request for extension of state of emergency rule in Adamawa, Borno and Yobe States.

Some lawmakers were seen scaling the NASS gate and tear-gassed by the police following the blockade of the gate.

However, against all expectations, the National Assembly complex was devoid of external security operatives.

The comprehensive stop and search conducted by hooded Department of State Services (DSS) was also non-existent as the combined team of NASS Police personnel and Sergeant At Arm were seen conducting the searches.

The contentious Petroleum Industry Bill and the state of emergency were not discussed yesterday.

  • Court stays proceedings in Tambuwal’s suit

Court stays proceedings in Tambuwal’s suit

A FEDERAL High Court in Abuja has stayed further proceedings indefinitely in the suit filed by House of Representatives Speaker Aminu Tambuwal.

Justice Ahmed Mohammed agreed to stay proceedings after he was convinced that the appeal filed against his December 1 ruling has been entered at the Court of Appeal; given appeal number, and that the record of appeal has been transmitted from the High Court.

Tambuwal had, shortly after the Inspector General of Police (IGP) Suleiman Abba ordered the withdrawal of his security aides, sued the IGP.

The suit challenged the decision and the threat by his former party, the People’s Democratic Party (PDP), to declare his seat vacant.

Shortly after Tambuwal filed the suit, some lawmakers, representing his constituents, applied to be joined as co-defendants in the suit. On November 28, Israel Olorundare (SAN) and Moyosore Onigbanjo (SAN) argued the two sets of applications filed by those seeking to join the suit.

Olorundare argued the application by Chairmen of Kebbe and Tambuwal Local Governments in Sokoto State – Bala Konkani and Sambo Modo – while Onigbanjo argued the one by three members of the Sokoto State House of Assembly – Abdussamad Dasuki, Suleiman Hantsi, and Shuaibu Umar,  representing Tambuwal East, Tambuwal West and Kebbe constituencies.

Justice Mohammed refused the joinder applications on the ground that the interest they sought to protect had been effectively protected by the plaintiff with his institution of the suit.

The parties seeking to join promptly appealed the ruling at the Court of Appeal, Abuja and applied that the trial court stays proceedings.

Yesterday, the court was to hear the applications for stay of proceedings, when Olorundare informed the court that records of his appeal had been transmitted to the appellate court; appeal number given and that he had also filed an application before the Court of Appeal, seeking for stay of proceedings before the lower court.

Other lawyers in the case, including Lateef Fagbemi (SAN) – for the plaintiff; Yunus Ustaz (SAN) – for the PDP; and Ade Okeanya-Inneh (SAN) – for the Attorney General and IGP; agreed with that the position of the law was that the lower court must stay proceedings once it is aware that an appeal filed against its decision was entered.

Ustaz, however, disagreed with others on whether or not the case should be adjourned indefinitely.

Ruling, Justice Mohammed agreed that the position of the law was that once an appeal is entered at the appellate court, the lower court must stay further actions in the case.

“In view of the fact that the appeal has been entered in respect of the ruling delivered by this court on December 1, this case be and is hereby adjourned sine die pending the determination of the appeal,” the judge said.
