  • APC, PDP quarrel over alleged plan to buy votes with Abacha loot

    THE All Progressive Congress (APC) and the Peoples Democratic Party (PDP) in Ekiti State yesterday exchanged verbal invectives over PDP’s allegations that the ruling party reserved recovered loot for vote-buying.

    The opposition said the ruling party allegedly perfected plans to use the recovered loot from the late Head of State, Gen. Sani Abacha, to buy votes in the forthcoming polls, use security operatives to rig the elections and use officials of the Independent National Electoral Commission (INEC) to perpetrate electoral fraud.

    But the APC denied the claim, describing it as a figment of imagination orchestrated by the enemies of progressive Nigeria.

    The state’s Director of Media and Publicity of the Atiku/Obi Presidential Campaign Council, Lere Olayinka accused the APC of plotting massive vote-buying in next Saturday’s Presidential and National Assembly elections.

    He alleged that N112.5 billion had been appropriated to buy projected 15 million votes at N7,500 per vote.

    But APC’s Director of Media for the state’s Buhari/Osinbajo Campaign Council, Tai Akogun, described the allegations as cruel and irresponsible.

    He said President Muhammadu Buhari is man of integrity who would never attempt to buy votes.

    Akogun said the President’s monumental achievements in all sectors would give him enough votes.

    The campaign spokesman noted that President Buhari has performed creditably well to be given a second term by Nigerians on a platter of gold.

    The PDP said: “While their plots are in two folds. They are forging ahead with their covert plot to compromise the INEC and rig the elections by getting the electoral commission to produce two sets of result sheets (Form EC8A) for some selected polling units across the country, they are also plotting massive vote-buying.”

    But Akogun said: “Everybody knows President Buhari as a man of integrity, by this time four years ago, we were already hearing about raising huge funds for former President Goodluck Jonathan’s campaign, where contractors were raising huge funds. But now, you can’t hear of any contractors doing that. Is this kind of President the one that would waste N112 billion for campaign?”

    He added: “Ekiti State Governor Kayode Fayemi is not a frivolous person; he is not a kind of person that will use such money to buy votes.

    “This is a cruel and irresponsible allegation. The PDP is only crying foul because they know they are losing the coming polls.

    “They know that 14,000 Ekiti youths who benefitted immensely from N-Power and those who also benefitted from Trader-moni will vote massively for President Buhari.

    “In Ekiti alone, the railway line that President Buhari has built, the Federal secretariat almost at completion at the new Iyin Road and the housing scheme in Agric Olope, all in Ado-Ekiti is our own N112 billion which will attract votes for President Buhari.

    “We challenge the PDP to show us what former President Goodluck Jonathan did for Ekiti in his time. President Buhari doesn’t need to buy votes because he has performed creditably well.”

    Olayinka also alleged the APC led Federal Government has instructed the security operatives to provide cover for all APC stalwarts to be assigned with the responsibility of ascertaining voters compliance and  making payments to voters who complied.

    He urged Nigerians to reject vote buying, the security to maintain neutrality in the coming elections, noting that the security operatives should remain non-partisan and not appendage of APC.

    In a swift reaction the Ekiti state Publicity Secretary of APC, Ade Ajayi said PDP is known to be master in such illicit act of vote buying, compromising the electoral officials and using security agents for intimidation and harassment of electorates.

    Ajayi stressed that APC as a party that believes in the principle and ethos of democracy would not engage in any electoral malfeasances that can undermine democratic consolidation in the country.

    “The allegation is nothing but a ruse because PDP is a serial liar from time immemorial who is known to be polluting the political atmosphere with false information.

    “It is the PDP that has been buying vote with looted funds. Atiku who is their presidential candidate gave each delegates at the party’s convention 1.8m before he emerged as the party presidential standard bearer. Is that not vote-buying.

    “We are not interested in vote buying because what we have done in the last three and half years are enough to ensure our our victory and consequently PDP electoral fatality”, he said.

  • Saraki replies APC leaders

    Senate President Abubakar Bukola Saraki yesterday reacted to the remarks made by All Progressives Congress (APC) leaders during the party’s presidential campaign rallies at the Metropolitan Square in Ilorin, Kwara State.

    APC leaders, including Asiwaju Bola Ahmed Tinubu, National Chairman Adams Oshiomhole and Information, Culture & Tourism Minister Lai Mohammed had called for an end to the Saraki “hegemony” in Kwara by casting their ballot for President Buhari and candidates of the APC on Saturday and March 2.

    But in a statement by his Media Adviser Yusuf Olaniyonu, the Senate President said theattacks on him showed the frustration of the APC leaders.

    The statement stated that the APC leaders knew that their party would lose the elections.

    It reads: “That is why in their desperate mood they are only hurling abuses instead of discussing issues and telling the people what they will do for them. They came to Kwara State to hurl insults at me and my people, instead of explaining to the people what they want to do differently and what contributions their flagbearers and other leaders in the state have made to our various communities to justify the people shifting their loyalty to their dying party. They promised nothing concrete that will improve the standard of living of the people and provide infrastructure.

    “My problem with them has always been that after we worked with our people to support them to win in 2015, they refused to work on infrastructure and other policy issues that can bring direct benefit to our people.”

    The statement alleged that of Tinubu’s grouse against  Saraki was that the latter blocked him from becoming Buhari’s running mate in 2015.

    “As far as he, Tinubu, is concerned, I stopped him from realisng his ambition then. However, I believe my action then and now is in pursuit of national interest. Again, I supported President Buhari in 2015 because I believe he could make a positive change. I left the party when I realised he lacked the capacity and the desire to make any change,” Saraki was quoted as saying.

    Saraki, theory had earlier been dismissed in a statement by the former Lagos governor’s ally, Mr. Tunji Bello.

    Bello, who is Secretary to the Lagos State Government (SSG), gave an account on the role Tinubu played in promoting Prof Yemi Osinbajo as Buhari’s running mate in the run-up to the 2015 presidential poll. Osinbajo had also corroborated the claim on several occasions.

  • Drama at Ogun APC Presidential rally

    The presidential rally of the All Progressives Congress (APC) at the Moshood Abiola Stadium in Abeokuta, the Ogun State capital, ended abruptly yesterday.

    Scores of hoodlums chanting the slogan of a rival party and its governorship candidate seized the main bowl of the stadium, pelted dignitaries, including President Muhammadu Buhari, with stones.

    But the President’s security aides shielded him from harm.

    President Buhari arrived the stadium around 3 p.m in company of Vice-President Prof. Yemi Osinbajo, APC National Chairman Adams Oshiomhole, National Leader Asiwaju Bola Tinubu and former APC Interim Chairman Chief Bisi Akande, Oyo State Governor Abiola Ajimobi.

    Others are: former Osun State Governor Rauf Aregbesola, former Ogun State Governor Aremo Segun Osoba and the party’s governorship candidate, Prince Dapo Abiodun.

    The party’s leaders hurriedly raised the hand of Abiodun after addressing the rally.

    Trouble began when Oshiomhole took the microphone and announced that they were in the state for the presidential campaign and to give Abiodun the emblem of the party as the governorship candidate.

    The hoodlums were apparently waiting for the announcement as they immediately started hurling stones and other objects at the APC leaders and other dignitaries.

    There was chaos and apprehension everywhere.

    The people scampered for safety while the hoodlums refused to be calmed when Governor Ibikunle Amosun pleaded with them not to “disgrace” him.

    Before the arrival of President Buhari and other dignitaries, scores of the hoodlums, who had continued singing the slogan of a rival governorship candidate and his party, had sacked supporters of the Prince Abiodun from the stadium.

    Other APC members and supporters seated and awaiting the arrival of the President were also chased away as the thugs hurled stones, shoes and other weapons at them.

    Many were injured in the sustained attacks, forcing thousands of people to leave the stadium while they awaited the President’s arrival.

    The attacks began few minutes to 1 p.m and peaked about 45 minutes later. Within 10 minutes, all the seats and positions occupied by Abiodun’s supporters and others APC members were deserted.

    The stones and objects the hoodlums hurled at the guests fell on them in torrents.

    Some of the hoodlums were overheard brazenly boasting that “this is Ogun and nobody can intimidate us”.

    The thugs kept throwing stones even when the APC members and supporters of Abiodun began to flee from the venue.

    Elderly men and women and party supporters laboured to scale the stadium’s fence in desperate bid to escape the attacks many alleged was sponsored by the governor.

    Outside the stadium, gunshots rang out repeatedly.

    Dozens of armed soldiers and other security agencies battled to prevent the entry of another batch of hoodlums who were allegedly ferried to the venue to sustain the assault on the rally inside the main bowl of the stadium.

    Many were appalled that the Fuji musician called to entertain at the event, prodded the hoodlums on with inciting lyrics.

    Security agents, who ought to ensure orderliness at the venue, acted as though it was not their business.

    There were fears about the safety of APC chieftains, like former deputy governor, Senator Gbenga Kaka, Abiodun’s running mate, Noimot Oyedele-Salako, Chief Tolu Odebiyi and others.

    Many wondered if they were able to leave the stadium unscathed.

    Senator Kaka accused security agencies of unprofessional conduct.

    He added that they looked away while dignitaries were attacked by political thugs.

  • Buhari, Osinbajo, others smuggled out as hoodlums attack APC rally

    The Presidential rally of the All Progressives Congress (APC) at the Moshood Abiola Stadium, Abeokuta, the Ogun State capital, ended abruptly as scores of hoodlums chanting the slogan of a rival political party and its governorship candidate, who had seized the main bowl of the stadium, pelted dignitaries, including President Muhammadu Buhari, with stones but the President’s security aides shielded him from being hurt.

    Senator Gbenga Kaka accused the security agencies of not being professional in the discharge of their duties, saying they looked the other way while their people were under heavy attack by political thugs.

  • Supreme Court decides Rivers APC’s fate Tuesday

    *To deliver judgement on Appeal Court’s decision voiding APC’s primaries
    *Strikes out Sen Abe’s appeal for stay of execution of Appeal Court’s judgment
    *Orders parties to return to Appeal Court

    Supreme Court will deliver judgements in the about six appeals by the two warring factions of the All Progressives Congress (APC) in Rivers State.

    The appeals are mainly against the decision of the Court of Appeal in Port-Harcourt, which upheld the judgment of the High Court of Rivers State which voided the primaries conducted by the faction loyal to Rotimi Amechi and the other loyal to Senator Magnus Abe.

    A five-man panel of the Supreme Court, led by Justice Bode Rhodes-Vivour scheduled judgment for Tuesday after entertaining arguments, on Monday, from lawyer to the faction loyal to Amaechi, Lateef Fagbemi (SAN) and Henry Bello, who represented the faction loyal to Abe.

    Fagbemi and Bello argued the appeal filed by the APC, in which the court said it will give judgment on Tuesday, and which will be binding on the other appeals.

    Fagbemi urged the court to void the judgement of the High Court on the ground that the trial court had no jurisdiction when it entertains the suit on which the judgment was given.

    He contended that since the trial court had no jurisdiction it’s judgement in the matter amount to a nullity and should be set aside.

    Fagbemi urged the court to invoke Section 22 of the Supreme Court Act and give final judgement to end the multiple cases arising from the rivers state APC primary election.

    Bello, in his counter-argument, urged the apex court to dismiss the appeal of the APC on the ground that it has become a mere academic in nature in view of an earlier decision by the court.

    He contended that by the decision of the court on February 8, 2019 which upheld the order of the High Court, restraining APC in Rivers State from conducting any primary election, the current appeal by APC had died and should be buried.

    Bello told the court that the respondents, led by Ibrahim Umar, who were aggrieved by the violation of the Electoral Act and the Constitution in the manner the APC conducted its pre-election matters in Rivers, had secured a consent judgement in their favour, a judgment, he insisted, still stands.

    He urged the court that to hold instant appeal has become academic exercise.

    At the conclusion of arguments by parties, Justice Rhodes-Vivour frowned at the multiple appeals filed by both factions of the APC in Rivers on a single issue.

    He said the multiple appeals were not only time wasting they were capable of confusing the court.

    Meanwhile, the Supreme, on Monday, struck out an appeal filed by Senator Magnus Abe against the stay of execution of the judgment of the federal high court, which nullified the nomination of Tonye Cole and others as candidates the APC in Rivers State in the general election.

    The court upheld the argument by lawyer to the APC, Lateef Fagbemi (SAN).

    Fagbemi had argued that the records of proceedings at the lower court, filed by Senator Abe did not follow the rules of the Appeal Court to certify the said documents.

    Ruling Justice Rhodes-Vivour noted that only a few of pages of the records of appeal were signed.
    He said since most of the pages were not signed, it could be interpreted that they were Senator Abe’s personal documents.

    Justice Rhodes-Vivour ordered parties to the appeal back to the Court of Appeal for the determination of the substantive appeal.

    Abe had appealed an interlocutory decision of the Court of Appeal, which stayed the execution of the judgment of the High Court which nullified the primaries of the APC in Rivers State

  • Bukola Saraki’s empire must collapse, Tinubu tells Kwarans

    National Leader of the All Progressives Congress(APC) Asiwaju Bola Tinubu has told Kwarans to work towards breaking the hold of Senate President Bukola Saraki, who he accused of holding them captive for years.

    He said the state will be rescued from Saraki, who he described as a traitor and serial betrayer.

    Tinubu spoke on Monday during the presidential rally of the All Progressives Congress (APC).

    He said: “This is celebration of Kwara state’s freedom. It’s been long they have been swindling your collective patrimony. And Bukola Saraki is being that.

    “We are not here for conspiracy. We are not here to quarrel with the Saraki dynasty as Gbemisola Saraki is with us.

    “She is a scion of the Sarakis. We are here to reject overlordship. We are here to say no to Bukola’s enslavement. He is a betrayal. We are chastising Bukola Saraki. This is the celebration of the fall of Berlin Wall.

    “This is the celebration of the end to oligarchy; the Emperor that has been existing for years.”

    National Chairman of APC, Comrade Adams Oshiohmole told the crowd of supporters that the end of Saraki dynasty had come.

    “For Bukola it is finished. I cannot wait till Saturday for Kwara people to celebrate their new found freedom. Also it will be a day for Kwara people and for Nigerian politicians that the evil that their political son has done to their political father has befallen him.

    “Suffice to say that for 16 years Bukola has underdeveloped Kwara and has controlled governor more than the master controls his cook.

    “He has reduced Kwarans to mere beggars in their own political and economic life.

    “The confession of Bukola Saraki after his defection from APC exposes him as a selfish politician. To him politics is about juicy jobs.

    “That is why I am happy to be here to see the actual translation of enough is enough.

    “Everything that has a beginning must have an end. It is the day the people that have been at the receiving make up their mind to confront the oppressors that the oppression is over.

    “That is the case of Kwara and the case of Bukola. I join you the people of Kwara to celebrate your new found freedom.”

    Information and Culture Minister Lai Mohammed said: “on

    November 17th by-election I said our party has broken the Berlin wall of Kwara politics.

    “I said then that we will repeat the same thing during the 2019 elections.

    “The elections are now here. It is time to retire those who have held the state down and make our people and our state very poor.

    “They have been deceiving the people. They have been blaming the Federal Government for their failure.

    “When they can’t pay workers’ salaries they blame the Federal

    Government, when they cannot provide road they blame the Federal Government. Voting them is giving them license to continue to loot.

    “They say the government of President Muhammadu Buhari has not done anything in Kwara state. Tell them it is a big lie.”

    He reeled out the major infrastructural achievements of the government in the state.

    State chairman of APC Bashir Bolarinwa said the state under the Saraki oligarchy had been underdeveloped, saying “as a first generation state our infrastructure and institutions do not depict our status.

    “We unfortunately are too behind other states created much later. It is a pity. We prayed, we hoped and made a decision that we are indeed tired of this group of reincarnate of the biblical Pharaoh.

    “But Kwarans have decided that our own Pharaoh must let Kwara go.

    “Today’s rally is a culmination of our collective resolve of people to declare and let it resonate clearly that ‘enough is enough’ indeed.

  • PDP kicks against alleged clampdown on members

    The People’s Democratic Party ( PDP ) has kicked against what it described as the on-going clampdown, unlawful arrest and detention of its officials and members in various parts of the country.

    Accusing the Presidency and the All Progressives Congress (APC) of instigating the clampdown, the PDP viewed the development as highly provocative and a direct invitation to anarchy and a political crisis capable of derailing the democratic order.

    At a media briefing in Abuja on Monday, the PDP spokesman, Kola Ologbondiyan, expressed concern over the arrest of the Director of Media Committee of the Kaduna State PDP Governorship Campaign Organization, Mr. Ben Bako.

    Bako has been detained by the Department of State Services (DSS) since weekend.

    Ologbondiyan said, “We are aware that Mr. Ben Bako’s arrest is prelude to the planned clampdown on our campaign officials by the Buhari Presidency and the APC, whose aim is to instil fear in the polity, incite crisis and derail the electoral process, having realised that they have lost in this election ahead of the polls.

    “It is instructive to state that the DSS has given no reason for Mr. Ben Bako’s arrest and detention, but only acted on the orders of the APC as expressed by the Assistant Publicity Secretary of Kaduna APC, Salisu Tanko Wusono, who openly stated that Mr. Bako deserved his ordeal”

    The PDP spokesman said reports reaching the party indicated that some prominent chieftains of the party in Kaduna State have been marked for arrest and detention.

    Among those listed as being targeted for arrest include two former Governors of the state, Ahmed Makarfi and Ramalan Yero.

    Also listed were the chairman of the Kaduna chapter of the PDP, Chief Felix Hyat and a former chairman of the chapter, Alhaji Yahaya Makama, who the party spokesman alleged were being trailed by agents of the APC.

    “We have also been informed of plots by the APC and the Buhari Presidency to track down and detain PDP critical stakeholders in other parts of the country, so as to put them out of circulation before and during the general elections.

    “However, the PDP unequivocally cautions the Buhari Presidency and the APC to note that their plot, as well as the continued detention of Ben Bako, is setting the stage for a vehement resistance by the people, which is capable of triggering crisis and disrupting the fragile peace in Kaduna state.

    “The PDP therefore demands the immediate and unconditional release of Mr. Ben Bako by the DSS without hurt or further harassment,” Ologbondiyan added.

    The main opposition party said it would hold the APC and the Buhari Presidency directly responsible should any harm befall any of its leaders or members, particularly in Kaduna State ahead of the elections.

    Describing Kaduna State as a stronghold of the PDP, the party vowed never to stomach any further harassment of its leaders, officials and members; before, during and after the general elections.

    It called on the National Peace Committee to note and speak out against the alleged provocations by the APC and the Buhari Presidency against its party, in contravention of the spirit and letters of the peace accord.

    “The PDP states this because Nigeria belongs to all of us and we will not hesitate to call out our members, in their millions, should this aggression by the APC and the Buhari Presidency against our party is not curbed,” Ologbondiyan said.

    The All Progressives Party ( APC ) Presidential Campaign Council has accused the United States Ambassador to Nigeria, Stuart Symington of creating an impression that President Muhammadu Buhari cannot win free and fair election, saying his comments remain implicit attacks against the government of Nigeria.

    The Campaign Organisation said the continued warnings by the America Ambassador about ‘flawed elections’ is capable of casting an unwarranted cloud over the process, adding that Instead of encouraging our country toward credible elections, such statements undermine public confidence, stressing that President Buhari would win the 2019 election free and fair.

    Spokesman of the council, Barrister Festus Keyamo said in a statement in Abuja that it was concerned about the statement credited to the Ambassador threatened to “hold to account” anyone whose speech, no matter the motivation of that speech, engendered hatred during the elections.

    Keyamo said further that these statements by the America envoy imply that the Nigerian government is inclined to rig the election in favour of President Muhammadu Buhari, saying this is unfair and unacceptable as President Muhammadu Buhari has never been accused of electoral malpractice all his life.

    The statement reads: “We are deeply concerned about many of the expressions of the United States’ Ambassador to Nigeria, Ambassador W. Stuart Symington and other Western Diplomats which have been directed towards Nigeria’s upcoming elections. Whilst we laud and whole-heartedly welcome their interests in the elections, many of these expressions have been notably off- key.

    “The continued warnings about ‘flawed elections’ is capable of casting an unwarranted cloud over the process. Instead of encouraging our country toward credible elections, such statements undermine public confidence. It would appear that these envoys seem to have discredited the election before it has even taken place.

    “We truly hope some of the statements attributed to these diplomats are inaccurate. For instance, the Premium News reported that Ambassador W. Stuart Symington threatened to “hold to account” anyone whose speech, no matter the motivation of that speech, engendered hatred. We all agree that any speech willfully intended to trigger violence is condemnable.

    “However, in condemning other forms of political speech, the American envoy overstepped his ambassadorial brief. For instance, the American Ambassador was reported to have condemned a situation where a candidate says that his opponent’s political and economic policies are abhorrent and dangerous to the greater welfare of the people and calls on the citizens to hate and reject such policies.

    “In our view, this is a correct statement because it is the duty of the candidate to tell the people these truths to protect the nation from subsequent calamity. But Ambassador Symington says his country would punish such necessary political speeches.

    “For us it is significant to note that such strong political speeches are not unlawful in the United States, but Ambassador Symington is seeking to penalize such speeches by Nigerians. He seeks to shrink our ambit of free speech so that we may behave in accordance with their vision of well-behaved Africans, rather than in consonance with our vision of our own democracy, no matter how tumultuous and dramatic we may be.

    “It would appear that his position seeks to prohibit forms of expression integral to our political discourse. These forms of expression have time and time again been adjudged to be constitutionally-protected speeches by the United States Supreme Court.

    “However, Ambassador Symington intentionally issued his threats to place a chilling effect on speeches in Nigeria that, if uttered in America, would be constitutionally protected. Unfounded allegations and threats to penalize people for constitutionally-protected free speech is improper interference in our internal affairs. Sadly, what Ambassador Symington and some other western diplomats are doing border on the improper.

    “We take the view that the constant statements by Ambassador Symington and the other diplomats are implicit attacks against the government of Nigeria. These statements imply the Nigerian government is inclined to rig the election in favour of President Muhammadu Buhari. This is unfair and unacceptable to us. President Muhammadu Buhari has never been accused of electoral malpractice all his life.

    “However, in contrast, former Vice President, Alhaji Atiku Abubakar publicly boasted a few months ago that he rigged the 2003 election in the Southwest States. Here, we have an open confession of blatant electoral malfeasance by the PDP candidate. But in all of these, there seem to be no concern by Ambassador Symington and other diplomats about this well-acknowledged proclivity of the main opposition.

    “We expected that such open confession to rigging in the past would have drawn condemnation from the United States. Rather what we witnessed recently was the ignoble act of giving such a self-confessed rigger with a decade-old indictment in America for corruption hanging over his head a special status to enter the U.S for a few days. Such is the double standard that America now displays for the whole world to see.
    “It is unfortunate that most of these countries that sermonize about free and fair elections have ugly histories of denial of voting right to people because of their colour and are still facing many challenges with their electoral systems till date.

    “The continued reference and praise of the 2015 election by Ambassador Symington clearly shows he needs further briefing about the Nigerian situation. For his information, the 2015 presidential election, at the end of the day, produced the correct outcome, but with flawed figures in many areas.

    “Though they lost, the figures attributed to the PDP were inflated in many places, especially in the South South, to save the face of the past President and to reduce the margin of his defeat. President Buhari is determined to improve on the 2015 elections and so it cannot even be our benchmark.

    “An American ambassador has a great responsibility in representing the strongest economic and military power in the world. His comments carry weight because of the status of his nation. This means his comments should reflect a deep knowledge of the subject.

    “Sadly, Ambassador Symington has not shown the deep knowledge of Nigerian situation. The impression he creates by constantly harping on suspected government interference with the electoral process is that President Buhari cannot win without tipping the results. He seems to be saying that only a PDP victory will be evidence of a fair election.

    “Again, he is in great error. From all of the information at our disposal, President Buhari can and should win a free and fair election. However, it appears to us that Ambassador Symington is substituting his subjective conclusions for the sovereign will of the Nigerian people. In doing so, he has abandoned the impartiality of a true envoy and has trespassed into interfering in our electoral process.

    “Instead of encouraging free and fair elections, these judgmental statements and threats only cast an unnecessary pall over the elections and the nation. This is an international disservice and not international diplomacy. The days of unquestioned condescension to Western powers are long gone and we are not prepared at this time in Nigeria to recede to that era.

    “Nigerians will define Nigeria’s democracy. We shall hold fair and just elections, not because of scolding by diplomats, but because we have sufficient intelligence and morality to do what is right for ourselves.

    “If Ambassador Symington has familiarized himself with Nigeria’s history from 1999 till date, he would have realized that those in the main opposition are being haunted by their past: they think President Buhari would behave exactly like they did all these years when they consistently rigged elections and denied Nigerians the right to choose their leaders.

    “If Ambassador Symington truly intends to be impartial, his statements should acknowledge that both Government and Opposition (particularly in States where the opposition have Governors in place) must respect the process and refrain from rigging.

    “We expect him to counsel both governing party and the Opposition from any form of electoral malpractice. After all, it is not only Governments at the center that rig elections. Elections can also be rigged in opposition-controlled areas.

    “It is not too late for Ambassador Symington to repair the damage of his uninformed statements. He needs to speak as an impartial envoy instead of someone who appears to have prejudged the quality of the process and the outcome. Until he attains that level of informed impartiality, whatever good he seeks is better achieved by his silence than by tendentious utterances.

  • 2019: APC, PDP revel in psychological battle

    In the run up to this week’s presidential election, the two major parties have been using various strategies to outwit each other. One of such strategies is the mobilisation of crowds to attend their rallies in various parts of the country, to create the impression that the parties and their candidates are popular. Deputy Political Editor RAYMOND MORDI, who has been following the trend, reports.

    WHEN the presidential candidate of the Peoples Democratic Party (PDP), Alhaji Atiku Abubakar, kicked off his campaign in the Northwest zone at the Shehu Kangiwa Stadium, Sokoto last December, a mammoth crowd graced the occasion. This gave the impression that the party and its candidate are popular in the region.

    Yet, when President Muhammadu Buhari, the candidate of the All Progressives Congress (APC), stormed the Northwest, the crowd was equally overwhelming. The president was full of gratitude to the people of Sokoto, for their massive turnout at the stadium.

    Similarly, the crowd that greeted President Buhari last month when he arrived at the Rwang Pam Township Stadium, Jos, Plateau State, to campaign was so overwhelming that he could not enter the venue. The stadium was jam-packed. So much was the surge that waiting for about an hour, the President waved at the gathering and left for Abuja. Governor Simon Lalong said the mammoth crowd suggested that the people had endorsed his candidature for second term.

    A similar scenario has been replicated in the campaign rallies of the two major parties in virtually all the states they have visited so far. Indeed, the photos and videos of such rallies, which are all over the internet, have been sparking bitter rivalries and recriminations between supporters of the two parties, as well as their members.

    For instance, Governor Nasir el-Rufai of Kaduna State sought to downplay the essence of the crowd that stormed Atiku’s Northwest campaign in Sokoto, by alleging that the PDP rented the crowd that attended the rally from Niger Republic. El-Rufai spoke while delivering a keynote address at the launch of the campaign council of his party at Murtala Mohammed Square, Kaduna, the following day.

    He said: “Thieves have ganged-up against President Muhammadu Buhari. Yesterday they were in Sokoto, and they rented crowd from Niger Republic just to show people that they have supporters, because Sokoto people refused to come out.”

    In like manner, the PDP Presidential Campaign Organisation (PPCO) also berated the APC National Chairman, Adams Oshiomhole, for making derogatory comments about the party’s presidential rally held in Owerri, Imo State, on January 22.  The campaign organisation said Oshiomhole was discomfited that the people of Imo and Nigerians in general are rallying behind its presidential candidate, as well as its governorship candidate, Mr. Emeka Ihedioha, by storming the venue of the rally.

    The two parties are battling to outdo each other in the psychological battle for popularity. The strategy has been used with a measure of success over the years. People are hired and ferried across towns and villages in order to add colour to campaign gatherings.

    But, in the campaign for the 2019 general elections, crowd renting has become one of the political strategies that the political parties are using to outwit their opponents, because of the possibility that intending voters may resort to follow the crowd, when they perceive a particular party as the dominant one.

    What does the mobilization of mammoth crowd to campaign grounds portend for the parties? Observers say the presence of a huge crowd at rallies amounts to nothing more than a psychological battle for the two major parties. Lawyer and activist, Monday Ubani, said: “The presence of crowd is purely for psychological triumph. Whether this will translate to physical victory is a different kettle of fish. Crowd pulling can be intimidating, it makes your opponent to work harder to counter the effect.”

    But, at the end of the day, it is the number of votes that are cast for the party on election day that really matters. Ubani said: “The critical question is how many of these people have their permanent voter’s card (PVC) and how many of them believe in the party they came to cheer? Crowd is good and has some good effect on the party that pulled them, but they must work hard for the crowd to translate to real voters for them.”

    To the National Chairman of the United Progressive Party (UPP), Chief Chekwas Okorie, the campaigns of the two leading parties are nothing more than jamborees or cultural extravaganza, because the rallies place more emphasis on singing and dancing and display of specially-designed party uniforms. No serious issues are discussed at the campaigns; as the gathering are usually distracted and barely pays attention to what the politicians are saying.

    The UPP Chairman said the electorate is becoming increasingly conscious and political parties may not be able to get away with the “cultural extravaganza” in the name of campaign rallies. He said: “Now, that votes are beginning to count, the issue of crowd mobilisation will play a lesser role in determining who wins the contest. In recent times, we have been hearing so much about vote buying. This is a clear indication that votes are counting.

    “Prior to this time, votes never counted, so the Independent National Electoral Commission (INEC) simply connived with the party in power and declared results and in the process voters were sidelined. The upsurge in vote buying suggests that political parties are now aware that voters matter.

    “If we take this further by introducing electronic voting, where people can cast their votes from the comfort of their homes and their places of business, then the issue of crowd renting will disappear, because the parties will now be required to engage the electorate and convince them, rather than the cultural extravaganza called rallies today.

    “Fortunately, voter participation is increasing, with the introduction of the Card Reader. Besides, we now have 84 million registered voters. This is a huge number, even for the United States of America. The consciousness is beginning to build up in the minds of our people.”

    Nevertheless, it will take some time before the Nigerian electorate becomes fully conscious. Okorie said ruling parties have a way of exploiting their incumbency to gain advantage. He said: “The way I see it, the two major parties have states under their control and this can be very instrumental when it comes to the final day mobilisation of voters. The APC has 20 states under its control and that is quite instructive.

    “Beyond the rallies, when you look at the figures, INEC has given us an idea of what to expect. For instance, the Southwest has 16 million registered voters and the six states in the region are controlled by the APC. Then, in the Northwest, you have 20 million registered voters and six out of the seven states in the region are in the APC as well. So, the regions with the highest number of registered voters ate controlled by the APC. That is a huge advantage and don’t forget that what will determine the winner of this election is a simple majority.

    “From all indications, the two major parties will meet up with the requirement of 25 per cent of votes in 24 states. After that, the winner will be determined by a simple majority and that amounts to where you have more numbers. So, it is easy for anybody to see that the APC will win this election.”

    Okorie said many of the parties are indulging in crowd renting because “to some extent, it gives the parties hope when they people turnout en masse during their rallies”. He added: “A good number of people you see at rallies come from distant places, so somebody must have paid for their transportation to and from the venue and their attendance fees¡ that is what normally happens.”

    He agrees with Ubani that the presence of a huge crowd may not be a true reflection of the strength of a party. His words: “Tomorrow, another vehicle comes and the same people jump into the vehicle to attend the rally of a rival party. So, it may not be a true measure of the strength of a political party.”

    Elder statesman, Alhaji Tanko Yakassai, 93, said crowd renting is a new phenomenon. He said during the First and the Second Republic people attend rallies on their own. The former National Assembly Liaison Officer to President Shehu Shagari said: “Nobody makes arrangement for the transportation of those who attend rallies, but people still go on their own to witness such events.

    “Nowadays, nothing is left to chance; the richer you are, the bigger your crowd. In those days, we either trek or go on bicycle or motorcycle. Today, they hire different kinds of vehicles to ferry people to and fro and everybody that attends the rally are paid an allowance for doing so.

    “So, the crowd you see in rallies today does not necessarily represent the strength of the party. If you study past elections, there has never been a situation where half of the electorate voted. The turnout is usually 30 to 38 per cent or 40 per cent maximum. So, don’t be deceived by the crowd you see at rallies, because they are usually paid for it hired. They are not party supporters or volunteers.

    “Do you know that in 1978/1979, the defunct National Party of Nigeria (NPN) provided flight tickets for its presidential candidate, the late Alhaji Shehu Shagari, and his security details, to go to Sokoto from Lagos, to campaign; he never bought a ticket for himself.

    “Today, it is the candidate that provides money for all sorts of expenses for the campaign. From this, you can see the reason why our democracy is now for sale to the highest bidder.

    Possibly, it is the same crowd that attends both APC and PDP rallies, because they have no permanent party affiliation, but are just out to make money. This is because there are no employment opportunities and people are looking for something to eat.”
