    Aregbesola raises concern over stormy rainfall

    OSUN State Governor Rauf Aregbesola has associated incessant stormy rainfall being experienced in the country to man’s negative impacts on the environment.

    He spoke during a visit and the opening ceremony of the Osun Architects’ Sustainable Information Synthesis Forum in Osogbo.

    Aregbesola attributed much of the destruction of the global ecosystem to anti-nature activities of human beings.

    According to the governor, the activities have led to “the worse state the global climate has receded into, manifesting in the harsh weather and incessant natural disaster that the world is witnessing today”.

    He averred that even though nature is calm, “ it does not respect human beings and as such, could be devastating in form of protest against unconscionable human activities”.

    Aregbesola, who warned of danger ahead, appealed to those in the fight against climate change to sensitise people on the need to engage in reasonable activities.

    Besides, he also canvassed for a serious commitment to the greening of the environment by planting multiple trees where one is felled.

    “Let me call our attention to the danger – or is it tragedy – the world faces today with our climate.

    “Have we paused to ask ourselves why we have stormy rainfall constantly nowadays. It is either we experience this hailstorm before or during rainfall and we go about as if this is a normal occurrence.

    “No! We are today at the mercy of the nature and it is human activities that have led to this worse climatic conditions we now experience,” Aregbesola said.

    Aregbesola worried about the inability of the professional body to come up with a suitable material for building plan 56 years after the exit of colonialism.

    He lamented that over two centuries after the continent’s contact with the European and 56 years after independence, Nigerian architects have yet to come up with a policy on which material is best and suitable for building plan.

    He averred that the recommendation of NIA on building roofs suitable and durable for Nigeria is enough catalyst to revamp the nation’s economy.

    He stressed that the situation has gone so awry that buildings in both urban and rural areas have “degenerated to the level that significant numbers of them are no longer fit for human habitation”.

    “Up until this moment, it is not about the roofing materials alone which are unsuitable but also our buildings both in rural and urban areas have become a serious challenge.

    “Our houses in urban settlements even depress me more; most of them have passed their age of usefulness.

    “If the country is committed to reviewing our human habitation through government-inspired efforts and you professionals recommend a new and durable building roofing, this alone is enough and capable of revamping our economy,” Aregbesola said.

    He called on architects to assist in preventing the building anarchy of modern times, adding that they should also see to era of incidents of encroachment on roads and illegal structures that is becoming rampant in our society.

    Nigerian Institute of Architecture (NIA) President Tony Oliver-Braid described Osun as a very unique state in the country.

    Oliver-Braid, who described Aregbesola as an extraordinary governor, said Osun is the only state that has at least one architect in a local government and over 50 architects engaged by the state’s local government service commission.

    The NIA President gave the statistics during a courtesy visit to the Governor and the opening ceremony of its two-day conference tagged Osun Architects’ Sustainable Information Synthesis, OASIS Forum 2016 and the 20th Anniversary of NIS by the by NIA, Osun.

    The theme of conference is: “Join the Race to Make this World a Better Place” taking place at the Multipurpose Hall, Local Government Service Commission, State Secretarial, Abere.

    Oliver-Braid, who was represented by the institute’s third Vice President, Enyi Ben Ehbo, said the governor’s landmark programmes and achievement were visible for all to see.

    He said “We commend you for the tremendous work you are doing despite the lean resources.

    “As a seasoned Nigerian, we can see the work you are doing. With the number of architects we have in your state, Osun should see itself as the home of architecture in Nigeria.”

    Osun State Governor Rauf Aregbesola yesterday said the advent of the President Muhammadu Buhari administration saved the country from collapse.

    Aregbesola was speaking at a programme organised by the Christian community of the Government House Chapel, tagged 2016 Democracy Service and Award of honour to some eminent stakeholders in the state.

    Aregbesola and the former Governor of the state, Prince Olagunsoye Oyinlola, got the Icon of Democracy Award. Deputy Governor Mrs Grace Titilayo-Tomori and Senator Isiaka Adeleke were presented with Hero of Democracy.

    Other Awardees are Senator Jide Omoworare, Senator Olusola Adeyeye, former deputy Governor in the state, Sooko Adewoyin, Dr. Olu Alabi of the People’s Democratic Party”, Chief Tunde Ponle an industrialist ?among others were also honoured at the ceremony.

    Aregbesola said: “In comparison, the type of government President Buhari is running is in many ways similar to what system of government (M.K.O.)Abiola intended to run in Nigeria; a government that targets purely the teeming masses of the country.”

    Assembly, APC greet Aregbesola at 59

    The Osun State House of Assembly has congratulated Governor Rauf Aregbesola on his 59th birthday.

    A statement by the Chairman, Committee on Information and Strategy, Olatunbosun Oyintiloye, said Aregbesola’s stewardship has touched the people’s lives despite the economic downturn.

    Describing the governor as an amazing leader, the Assembly said with a governor who cares about the people’s welfare, there are better days ahead.

    It also pointed out that the governor is a dogged, committed, diligent and forthright man, who would fight hard to ensure the development of his state and the country at large, regardless of the challenges coming his way.

    “On your 59th birthday, we in the Osun House of Assembly salute you a reputable leader for the milestones you have attained in the development of our dear state.

    “The feats you have achieved are exceptional and unusual even in the face of dwindling resources confronting our state.

    “You refused to be discouraged due to the economic downturn, but decided to move on to ensure the development of our state without looking back. That is the quality we respect as a parliament,” the Assembly said.

    The Assembly has begun a six-week recess. The recess began on May 23 and ends on July 4, but the House would reconvene on July 11.

    The All Progressives Congress (APC) has urged Aregbesola “to soldier on with courage, even at this difficult juncture when his political integrity is under mindless attack”.

    The party said “no matter how difficult the political, social and economic situation under his watch may be at the moment, all indications are that Ogbeni will emerge triumphant”.

    In a statement by its spokesman, Kunle Oyatomi, the party said:  “Despite the uncharitable criticisms by opponents and detractors, the APC government under Aregbesola’s leadership, has managed to survive an economic collapse that was virtually driven by external factors.

    “The collapse was caused by the devastating crash of crude oil price in the international market; the vandalism that characterised PDP’s management of the country’s economy in the last 16 years of civilian rule and the mind-bugging  corruption and virtual looting of the national treasury that prevailed during the PDP rule.

    “If these factors had not intervened to negatively impact the development projects initiated by the governor, Osun would have been a model for most other states.

    “But despite this, the state is still managing to execute critical infrastructural projects, which are eloquent testimony to Aregbesola’s superior financial management approach.

    “When this storm finally clears, he will be vindicated and his detractors will bow in shame.”

    APC elders hail Aregbesola

    The Elders’ Council (Igbimo Agba) of the All Progressives Congress (APC) in Osun State has lauded Governor Rauf Aregbesola for resumption of construction works at project sites.

    The elders, who noted the governor’s transparent and judicious management of state affairs, also called on President Muhammadu Buhari to dissolve and reconstitute the boards of federal commissions and parastatals.

    In a communiqué by the council’s chairman, Sola Akinwumi, after their statutory meeting at the weekend, the APC elders noted that the nation’s economy was “indubitably being challenged by  16 years of alleged mismanagement by the Peoples Democratic Party (PDP)” at the federal level.

    According to the elders, Aregbesola has been able to meet the daunting responsibilities of government as well as executing laudable programmes and projects in line with his campaign promises.

    Governor Rauf Aregbesola of Osun State on Saturday described as a “jolly good fellow”, the late former Commissioner for Youths and Sports in Lagos State, Prince Ademola Adeniyi-Adele.

    Aregbesola, in his reaction to the sudden death of the former Chairman of the Lagos Island Local Government Area, said Adeniji-Adele was one of the strong pillars of what he described as the process of democratic re-awakening in Lagos which has crystallized into the current nationwide democratic culture Nigeria now enjoys.

    Aregbesola also mourned former Deputy Governor of Lagos State, Alhaji Rafiu Jafojo who also passed on two weeks ago. Aregbesola describe the late politician as energetic and dedicated individuals who whose contributions to the survival of progressive politics cannot be downplayed.

    In a statement by the Director, Bureau of Communication and Strategy, Office of the Governor, Semiu Okanlawon, Aregbesola said,  “We began the process of democratic reawakening together in Lagos through the instrument of the Primrose circle in Lagos which had Asiwaju Bola Tinubu, Chief Dapo Sarumi, Egbon Kola Oseni, Alhaji Olatunji Hamzat, AlhajiTajudeen Olusi, Alhaji Bushra Alebiosu (Bush), Kayode Olowu and Adele himself leading the young Turks.”

    “He will be sorely missed by all of us who assiduously worked for the emergence of a young radical progressive political current in Lagos which ultimately affected the progressive politics in Nigeria as being witnessed now,” the Governor was quoted as saying.

    Mourning the passing away of the former Deputy Governor under Alhaji Lateef Jakande, Aregbesola also said Jafojo gave his all to the cause of progressive politics adding that he lived a good life full of devotion to the good of humanity. Aregbesola prayed that the Children and relations of the deceased be granted the fortitude to bear the losses and the courage to carry on the cause of progressive and democratic politics in Lagos and in Nigeria as a whole.

    Court strikes out suit against Aregbesola, deputy

    An Osun State High Court in Iwo has struck out a suit by Justice Olamide Folaranmi Oloyede of the State High Court, seeking to set aside the dismissal of her petition against Governor Rauf Aregbesola by the House of Assembly.

    Justice Moshood Adeigbe dismissed the suit for lack of jurisdiction.

    Justice Oloyede went to court to challenge the Assembly’s recommendation asking the Judicial Service Commission to recommend to the National Judicial Council that she should be sanctioned for judicial misconduct.

    The judge, in her petition, called for the impeachment of Aregbesola and his deputy, Mrs. Grace Titi Laoye-Tomori, for alleged corruption.

    She urged the lawmakers to examine and investigate the governor and his deputy over the allegations.

    On receipt of the petition, the Assembly set up an ad hoc/fact-finding committee with Speaker Najeem Salaam giving the committee one week to submit its report.

    The Assembly considered the report of the panel and dismissed Justice Oloyede’s petition and recommended sanctions against her.

    But the judge filed a motion on notice before the court. Her counsel, Lekan Ogunlesi, said his client was ready to challenge the illegality of the lawmakers’ action.

    Ogunlesi had listed the respondents to include the Speaker, the investigating committee Chairman, Adegboye Akintunde, six lawmakers and the Clerk.

    Also joined in the suit is the Osun Judicial Service Commission.

    Justice Oloyede also filed a motion ex-parte asking the court to grant her permission to institute a legal action against the lawmakers for their recommendation that she should be sanctioned by the NJC.

    In her application, she asked that the recommendations of the ad-hoc committee be quashed and that their actions be declared illegal, unconstitutional, null and void.

    Before dismissing the suit, Justice Adeigbe reviewed Ogunlesi’s submission on the issue of fair hearing, observing that a party who was given the opportunity to be heard but chose not seize the opportunity cannot complain of not being given fair hearing.

    He stated that the contention of the respondent that she was denied fair hearing by the committee was not shown anywhere on Exhibit FA1, which is the proceedings of the ad-hoc committee.

    The defence counsel, Wale Afolabi, a former Attorney General and Commissioner of Justice, praised the court for the judgment, saying Justice Oloyede should not have petitioned the governor and his deputy since she is an employee of the state.

    Afolabi challenged Oloyede’s suit on the grounds that it is incompetent having violated the provision of order 40 rule 5(5) of the state high court rules, saying an act of parliament cannot be subjected to judicial review.

    •ICPC ‘never indicted Osun’

    Osun State Governor Rauf Aregbesola said yesterday that the state has not been indicted by the Independent Corrupt Practices and other Related Offences Commission (ICPC) on the disbursement of bail-out cash.

    The governor, who spoke to workers at Osogbo township stadium during the Workers’ Day event, said the anti-corruption agency had written to him to clarify the matter.

    According to the governor, there was no truth in the rumour that Osun was among the states indicted by the anti graft body.

    He said: “I want to also assure you, contrary to the insinuation being made by our traducers, who claimed we diverted the bailout funds, that nothing of such happened. This is the concoction of a mischievous opposition and their media conspirators.

    “The ICPC never indicted us. Other media agencies reported the ICPC accurately that the data it published on disbursement of bailout funds by states was as at October last year and this was given to them by us. How could we then have indicted ourselves?

    “I am happy that ICPC has cleared the air. We demanded for N64.3 billion to cover outstanding salaries, pension and gratuities up till June 2015 for the state workers and N23.8 billion to cover the salaries, pension and gratuities for the local government workers for the same period.

    “However, we got N25.8 billion for state and N9.1 billion for local government, totaling N34.9 billion. So, we can all see that this is a far cry from what we needed and asked for. We got this far only because of exceptional financial engineering, extreme prudence and commendable cooperation of Labour. I must also let you know that there is no way we could have diverted the funds, knowing that it was not sufficient for our needs in the first place.”

    Aregbesola assured the workers that the worst was over and that the state would be out of the woods soon.

    He added that governors had a fruitful meeting with President Muhammadu Buhari, who has been very concerned about welfare of the states.

    He praised the workers for their loyalty, dedication, hard work and their exhibition of the fear of God during the challenging period.

    Chairman of the Nigerian Labour Congress in Osun State, Comrade Babatunde Jacob Adekomi, noted the commitment of the workers in the face of harsh economic conditions.

    Adekomi said workers have passion for the development of the state, which explained why workers decided to troop out to celebrate the Workers’ Day.

    Aregbesola, farmers discuss future of agric

    Osun State Governor, Rauf Aregbesola, last week, introduced another dimension in the handling of the affairs of the state. Instead of sitting in his cosy office and receive feedbacks from his aides on some of the challenges farmers experience, he decided to go to the farms to get first-hand information. SOJI ADENIYI reports. 

    Now, let’s go to the farms!” That was how Osun State Governor, Rauf Aregbesola mobilised his aides as he breezed out of his residence on Wednesday last week. It was not time for any flowing white agbada. Aregbesola wore a grey traditional Yoruba top–dansiki. Before his aides could say “jack”, he had hopped into the waiting caravan bus which he used during his campaigns for the 2014 governorship election.

    Thirty minutes of journey from Osogbo, the state capital, the convoy had arrived at Oke Osin in Atakumosa West Local Government Area. The convoy meandered through many other farm settlements, just as many farmers ran out of their houses to catch a glimpse of the governor and his entourage.

    Of course, words had gone round that Aregbesola would visit them in their farmsteads to listen to their stories. But not many were convinced that this would, indeed, happen.

    The best they had had over the decades was for few representatives of the farmers to be asked to meet officials of the Ministry of Agriculture to lodge their complaints. They hardly got feedbacks, let alone solutions to their problems.

    So, incredulity gave way to anxiety. Anxiety gave way to relief when eventually the convoy of the governor rode into the farm settlements; making straight for the farmstead which had been prepared to receive him and his entourage.

    No red carpets! There were only plastic chairs and wooden benches arranged under the canopy of dancing cocoa leaves. The bare ground had been covered by a rustling collection of drying cocoa leaves which combined to form beautiful scenery to receive the visitors. Those who could not find chairs sat on cocoa tree trunks.

    Accompanied by the Secretary to the  State Government (SSG), Alhaji Moshood Adeoti, former Commissioner for Agriculture and Food Security, Prince Wale Adedoyin and a few other aides, Aregbesola cut the picture of the man who had come to listen to all shades of opinions, no matter how unsavoury, if only that would help him get the true picture of the state of his government’s investment in agriculture.

    Though, Chairman, Farmers’ Field School, Mr. Timothy Akingbade, had many words of commendations for the governor and his team, he nevertheless, was categorical on areas which require urgent interventions in order to ensure that government’s investment in the sector is better appreciated.

    Akingbade said: “It is only an ingrate that would close his eyes to the ongoing transformation in agriculture sector in this state since the inception of the current administration.

    “And, going by the drastic efforts and commitment of this administration at revamping the decadence in agriculture, we can boldly say that the current government has so far attained the feat.

    “The only thing to complement the government’s efforts is for us to show more interest in agriculture so as to help government in fulfilling its goal of turning the state to an agricultural hub.”

    Akingbade noted areas such as proliferation of fake agro-chemicals, lack of clean water and lack of GSM and internet connections that would require government’s interventions.

    Fake agro-chemicals, Akingbade said, remains a major headache as the applications of these ruin farmers’ investments; making many of them become bankrupt.

    He suggested that the government should directly be involved in the procurement of the chemicals through partnership with certified manufacturers with the conviction that this would eliminate activities of fake producers.

    While acknowledging provision of light through the state’s rural electrification project, Akingbade said the Rural Accessibility Programme (RAMP) has not succeeded in making all the roads motorable, especially for transportation of farm produce from the rural areas to the cities.

    Many of the farmers informed  the governor that they are  educated and that facilities such as internet and GSM services should not elude them.

    Akingbade said information technology is so crucial to them at this stage because of the latest information on farming which could be of immense help to boosting their farm investments.

    The session provided the opportunity for the governor and the farmers to know the true state of the loans provided by the government to farmers.

    While the governor was able to discover that some of the real farmers have been unable to access the loans, some of the farmers were informed  about the activities of some of their colleagues who obtained loans but failed to pay back, a situation that has hindered others from accessing the loan facility.

    Representative of the Quick Impact Intervention Programme for Farmers, Mr. Eluyemi Arowolo, said the sum of N851, 669, 532.53 had been given out as loans to farmers under the QUIIP 1 and 2 schemes.

    Out of this, only N236, 759,413.63 has been recovered.

    Arowolo said: “The purpose of this report is to make public the financial commitment of this administration in reviving the glory of the agricultural sector.

    “The current government had facilitated credit facilities through the Bank of Agriculture which our farmers had benefited from. The gesture was aimed at enhancing the production capacity of all farmers across the state.

    “With this initiative, we have recorded great improvement just as we are hopeful for more benefits.

    “Though we are experiencing some challenges in recovering loans given to some of our farmers, we won’t relent in ensuring success in this regard.”

    The traditional ruler of the town, the Olosin of Osin, Chief Lawrence Apata said: “Apparently, the disposition of the government is to turn around the state by empowering farmers for greater productivity as well as improve the general well-being of the people.

    “The visit of our governor to hold this crucial meeting with farmers in this rural area signifies utmost love, passion and greater sense of commitment to develop the state; most importantly in the area of agriculture.

    “We are excited because the visit was the first of its kind in the history of our community.”

    Having listened to the farmers, the Governor, who had made notes as the speakers made their points, said his visit had nothing to do with politics or show-off.

    “We have come to have first-hand information on how farming activities are going on in the state and to show that government is not just paying lip-service to its commitment to the development of agriculture,” he said.

    Within the last three months, Aregbesola had had engagements with farmers, farm produce merchants, relevant officials of the Ministry of Agriculture and Food Security. All indicate that the focus of his administration is agri-business.

    Earlier this year, the government announced that it has taken census of at least 60 million cocoa trees, in an exercise to ascertain the potential of the state in agriculture. That gives the government a rough estimate of revenue that can be generated from this source alone with the right regulations and incentives.

    Just last week, the Governor paid a visit to the resuscitated Cocoa Production Company in Ede, which had become dilapidated since 2001.

    For months now, Aregbesola’s emphasis has been on agriculture and how it can be turned to goldmine.

    He told the farmers: “When there was free money coming from oil, no government considered how agriculture could contribute immensely to the economy. We are back to the days where agriculture will be the main stay of our economy in Osun State. As soon as we have a cabinet, most of our meetings will be held on farmlands.

    “In our commitment to support subsistence and commercial farmers, we have so far granted loan of about N1 billion to them and also disbursed the needed facilities and chemicals for the development of their activities.

    “To this end, we are resolved to facilitate more benefits and support, to facilitate more participation in farming.”

    L’abe Cocoa, (under the canopy of cocoa trees), Aregbesola might just have been, in rare metaphorical language, been seeking for cover from the worsening revenue crisis in Nigeria and the world as well.

    Aregbesola signs Land Use Act Law

    Osun State Governor Rauf Aregbesola yestersday said his administration will not base the execution of its programme on allocations from federal allocations again.

    The governor spoke at the signing into law of the State Land Use Charge Law.

    He added that successive administrations had so much relied on the allocation that when the shortage came, it could no longer pay salaries and other critical expenditure of government.

    The main objective of the newly signed law, he explained, is to generate additional revenue and also provide for a single property charge which replaces all other state and local governments’ taxes on real property, including taxes such as tenement rates, ground rents and neighbourhood improvement charges.

    “The lesson we are taking from the situation is that living on other people’s bakery is never reliable. It is high time we started to bake our own cake, if we don’t want to starve.

    “By this new legislation, once the Land Use Charge is imposed upon a property, the rates and charges which were hitherto payable under the old legislations will no longer be applicable and due on the same property.

    The Coordinating Director, Bureau of Lands, Tayo Hassan, said the implementation of the law will assist the state to increase its resources and revenue.
