Subsidy: Army converts 30 vehicles to CNG, trains 22 personnel

The Nigerian Army on Thursday, March 21, announced the conversion of 30 operational vehicles from petrol-powered engines to environmentally friendly Compressed Natural Gas (CNG).

It said the move was inline with the Federal Government’s policy on removal on subsidy of petroleum products.

Army spokesperson, Maj.-Gen. Onyema Nwachukwu, who announced this in a statement on Thursday, March 21, stated that the Chief of Army Staff (COAS) ordered the conversion on Tuesday at the Nigerian Army Fleet auto switch kick-off programme.

Nwachukwu said the COAS emphasized the importance of the Nigerian Army’s involvement in the initiative, citing the large fleet of operational vehicles and other requirements.

According to Nwachukwu, Gen. Lagbaja said 30 operational vehicles using PMS would be converted during the pilot phase and 22 personnel would be trained on the process of conversion.

“The COAS disclosed further that the Nigerian Army is willing to cooperate maximally and expressed appreciation to the President Bola Ahmed Tinubu for the initiative,” Nwachukwu said.

Army to Delta community: identify killers

    • The slain 17 unveiled

The Army last night requested the Okuoma community in Ughelli South Local Government Area of Delta State to identify those who killed its officers and men.

It also released the names of those slain.

The Army, in a post captioned “Rest in Peace our Fallen Heroes” on its X-handle, put their number at 17 and not 16 as widely reported by the media.

The Defence Headquarters (DHQ) also re-twitted the list.

The list contains the names of four officers and 13 soldiers.

These are Lt. Col. A.H Ali, Maj Safa, Maj D.E Obi, and Cap U. Zakari.

The soldiers are Staff Sergeant Yahaya Saidu, Corporal Yahaya Danbaba, Corporal Kabir Bashir, Lance Corporals Bulus Haruna, Sole Opeyemi, Bello Anas, Haman Peter and Ibrahim Abdullahi.

The rest are Privates Alhaji Isah, Clement Francis, Abubakar Ali, Ibrahim Adamu and Adamu Ibrahim.

The officers and soldiers were on a peace mission when youths believed to be Okuoma indigenes ambushed and murdered them.

Outrage greeted the dastardly act from Nigerians, who viewed the situation as unbecoming.

President Bola Ahmed Tinubu, who on Sunday expressed deep displeasure over their killings, ordered the military to immediately arrest the perpetrators.

He said: “The Defence Headquarters(DHQ) and Chief of Defence Staff (Gen. Christopher Musa) have been granted full authority to bring to justice anybody found to have been responsible for this unconscionable crime against the Nigerian people.”

DHQ, Army rule out reprisal, warn against propaganda

Before the names and pictures of the slain operatives were released, the Army and the DHQ, in separate statements, warned against the deployment of propaganda by some unscrupulous elements to sway the public against the military.

They dismissed rumours of reprisal on the troubled community, saying such was not in contemplation.

Defence Spokesman Maj. Gen. Edward Buba and his Army counterpart Onyema Nwachukwu stated these in the statements.

Nwachukwu said that even though the murder of the troops was communally orchestrated, the propaganda would not prevent the military from complying with the President’s order for the arrest of all persons involved in the crime.

Nwachukwu, therefore, advised the public to disregard the “ridiculous attempt at justifying their crime.”

He said: “There is a clear indication that the murder of the troops was a communally orchestrated attack against legitimate forces.

“The falsehood being peddled by these criminals and their cohorts to whip up sentiments and sway the public to cover up, endorse or support the outrageous criminal acts of their armed youth gang should be disregarded in its entirety.

“It is only a ridiculous attempt at justifying their crime, rather than turning in themselves to security agencies. No amount of propaganda would arm-twist the narrative, they are complicit and must be ready to face the wrath of the law.”

Nwachukwu, however, enjoined innocent people in the community to go about their normal activities, “even as ongoing efforts are scaled up to positively identify and isolate the criminals to account for their atrocious deeds.”

He said that Chief of Army Staff Lt. Gen. Taoreed Lagbaja had since commiserated with the families of the deceased officers and soldiers.

“The COAS has directed that no stone should be left unturned until the perpetrators of these gruesome acts are apprehended to face the full wrath of the law.

“Troops are determined to get to these criminals, there is certainly no hiding place for them,” the Army spokesman added.

Buba also warned those peddling the “misinformation, disinformation and fake news” on reprisal on Okuoma to desist from further dishonouring the fallen heroes.

He said: “It behoves the community leaders, elders and even the people of Delta State to assist in the investigation to identify the perpetrators of the dastardly act so that they can be held accountable for their actions.

“The senseless and barbaric killings of these men is a tragedy. They were killed in a dehumanised and unspeakable manner.

“Accordingly, on behalf of the CDS, Gen CG Musa, the Armed Forces mourns the loss of these gallant troops who paid the supreme sacrifice for the nation.

“We console their families, colleagues and loved ones over the tragic incident. They have died trying to restore peace in the nation.

“It is necessary to reiterate that both the Constitution and the Armed Forces Act saddled the military with the responsibility of the protection of sovereignty and territorial integrity of our nation.

“Accordingly, the armed forces consist of citizens from every nook and cranny of the nation who have taken an oath of allegiance to put themselves in harm’s way to defend our great country.

“Given the ongoing security situation across the country, troops are deployed on internal security operations in about all the states of the federation. Troops intervene to de-escalate and contain tense situations.

“However, the ugly incident in Okuama Community in Delta State is indicative of the dangers our gallant troops experience in order to secure our nation.

“The military assures that there would be measured responses and injurious consequences for the perpetrators of these dastardly acts.

“Nevertheless, the Armed Forces being a disciplined force that complies with rules of engagement, laws of armed conflict and the respect for human rights would be tempered by these provisions.

“We would not be led by emotions, but by the rule of law. It is against this background that the military debunks all claims that the military embarked on reprisal in the Okuama community after the incident. The community was deserted even before troops arrived at the scene.

“Overall, there is no doubt that this is an extremely sad development and untoward activity by members of the Okuama community against troops that were there to protect them.

“We urge the public to resist the temptation of allowing any videos of the incident of the killed personnel from going viral.

“Their loved ones are still alive, even though they have died protecting our country and its citizens.”

The President in a statement, he signed, directed the military to immediately arrest the perpetrators.

The Nigerian Army says no amount of propaganda by some members of the Okuama Community of Delta State would arm-twist the narrative of the gruesome murder of 18 of its personnel by some irate youths of the community.

It said rather than engage in a positive effort to fish out the perpetrators of this heinous crime, the community has resorted to media propaganda and shenanigans against the military.

Army spokesperson, Maj.-Gen. Onyema Nwachukwu, who said this in a statement on Monday, stated that the act by the community “is a clear indication that the murder of the troops was a communally orchestrated attack against legitimate forces.”

The troops of 181 Amphibious Battalion of the Nigerian Army were killed on Thursday by irate youths while on a peace mission, after a reported case of communal clash between Okuama and Okoloba Communities in Ughelli South and Bomadi local government areas of Delta State.

President Bola Tinubu had on Sunday condemned the dastardly act and ordered the military to fish out the perpetrators.

The army spokesperson urged the public to disregard the propaganda by the community, which it said was intended to whip up sentiments.

He said: “The falsehood being peddled by these criminals and their cohorts to whip up sentiments and sway the public to cover up, endorse or support the outrageous criminal acts of their armed youth gang should be disregarded in its entirety.

“It is only a ridiculous attempt at justifying their crime, rather than turn in themselves to security agencies. There is no amount of propaganda that would arm-twist the narrative, they are complicit and must be ready to face the wrath of the law.”

‘Merging Army varsity with NDA will aid battle against Boko Haram’

Borno State Governor Babagana Zulum has urged the Federal Government to reconsider merging the Army University at Biu in Borno State with the Nigeria Defence Academy (NDA) in Kaduna.

The governor also urged the government to allow the National Centre for Agricultural Mechanisation (NCAM) in Ilorin, the Kwara State capital, to remain as it is, instead of being a department in the Ministry of Agriculture.

Zulum said these while addressing reporters yesterday in Maiduguri, the Borno State capital.

He said the Army University at Biu, which is a conventional university, should be allowed to remain so or be handed over to the Ministry of Education to continue in that capacity, if the Army was not interested in having a university.

According to him, the university has been playing a critical role in the education of students in the Northeast, particularly in Borno State, where education was seriously affected by over a decade due to insurgency.

“This university is very important to the people of Borno State and the northeast in general. I am appealing to the President to look into this issue.

“Secondly, I want to make a case for the National Centre for Agricultural Mechanisation, which has a very important role to play at this material time when the Federal Government is looking towards promoting food security.

“NCAM is the only centre saddled with the responsibility of fabricating agricultural tools and implements in Nigeria,” Zulum said.

The governor expressed the hope that a technical committee would be set up to review some of the measures taken.

The News Agency of Nigeria (NAN) reports that the Army University at Biu was established in 2018.

Army confirms outbreak of Lassa Fever in Kaduna reference hospital

The Army Headquarters has confirmed “suspicious” outbreak of acute Viral Hemorrhagic disease, popularly known as Lassa Fever, in the Accident and Emergency unit of the 44 Nigerian Army Reference Hospital (NARHK), Kaduna.

The disease has resulted in the death of three medical staff serving in the hospital and a patient, with some in critical condition.

Army spokesperson, Maj.-Gen. Onyema Nwachukwu, announced this in a statement on Thursday, February 22.

He said: “In line with best practice in managing such a situation, contact tracing to what is believed to be the index case has been made to a non-military patient who was referred to 44 NARHK from a peripheral medical facility.

“The suspected index patient was managed but subsequently died two weeks ago in the hospital. Sadly, three medical staff of the hospital that had direct contact with the suspected index case have also died within the past 48 hours.

“In response to the suspected outbreak, directives have been passed that Prevention Control (IPC) measures in and around all military health care facilities in Kaduna be stepped up as part of measures to curtail further spread and loss of lives. In this way, all medical staff of the hospital, their family members and other patients on the contact tracing list have commenced appropriate management and so far nothing of concern has been observed.”

According to the army spokesperson, the entire hospital facility has been disinfected, while immediate closure and evacuation of the Accident and Emergency ward of the 44 NARHK has been ordered to allow for thorough fumigation, decontamination and emplacement of other measures of Infection Prevention Control (IPC) .

“As a responsive and responsible organization, the Nigerian Army has also escalated the development to other relevant national and state agencies.

“As of the time of this statement, samples have been taken from suspected contacts and the deceased and sent to the National Centre for Disease Control (NCDC) laboratory in Kano for analysis. Similarly, the Kaduna state Epidemiologists have been invited to help in unraveling the unfolding development.”

Nwachukwu said all Nigerian Army medical facilities in Kaduna and environs have been put at alert on the “need to employ necessary IPC measures and closely monitor patients, staff and family members.”

He urged the public to not panic, as adequate measures have already been put in place to contain the suspected outbreak.

Nwachukwu also said that there was collaboration with all relevant stakeholders in a transparent manner in accordance with international best practice.

He added: “It is imperative to point out that the Nigerian Army as part of its civil-military relations welfare scheme offers medical services to civilians in its host communities.

“Thus, about 500 civilians receive medical attention weekly at 44NARHK. This unfortunate development is only a setback in our efforts to give back to the society and will not stop the Nigerian Army from continuing this moral obligation to the host communities.”

NGO faults call for dismissal of Army Logistics officer

A Non-governmental Organisation, ‘Dynamic Patriotic Citizens Foundation’ has condemned the recent calls for the dismissal of Army Logistics Officer, Maj. Gen. Erema Akerejola by Centre for Social Justice Equity and transparency (CSJET) over alleged misappropriation.

They described the call for Akerejola’s dismissal as baseless and heartless.

The Director of Army Public Relations, Brigadier Gen. Onyema Nwachukwu, had debunked an article by an online media, which accused Akerejola of using funds from the military budget to pay for a million-dollar property in the United States.

A statement jointly by the NGO group’s Director of Research, Documentation and Evaluation, Com. Gani Muhammed and Director of Orientation and Mobilization, Sunday Alpheus Orji said the call for the dismissal of the army officer was an attempt to distract him.

The statement reads: “We are the Dynamic Patriotic Citizens Foundation, a Non-Governmental Organization that is out to encourage hard-working and patriotic Citizens working diligently, with patriotism, in serving the Nation Nigeria.

“We are always on the field as a watchdog to monitor Nigerians in positions of authority to bring out the best in them, by encouraging them to focus on their jobs with seriousness and condemn anyone found to be unpatriotic in the service of the Nation.

“We have monitored recent News making the round as regards one Major General Erema Akerejola of the Nigerian Army Headquarters, Abuja, and are therefore compelled to make this Press Release to condemn in strong terms attempts by faceless individuals and groups masquerading as NGO to blackmail, demean and defame the character and integrity of a hardworking, patriotic Military Office including sponsoring negative press releases and unsubstantiated allegations against his person and his family.

“As an NGO that has been profiling and monitoring the Nigerian Army vis a vis the fight against insurgents in Nigeria, we have observed that his traducers have resulted to this incessant harassment, sheer blackmail and a deliberate attempt to rub his image in the mud and to whip up sentiments against him through the usual traditional and social media trial and conviction without real trial which is with the ultimate aim of bringing him down when all attempts to hoodwink him out of office with ignominy.

“We wish to call on the general public through your mediums and media organizations to disregard the antics of these mischief makers, seeking cheap popularity to bring the reputation of Major General Akerejola to disrepute and reduce his status in integrity in the estimation of the public.

“Lastly, we wish to assure the general public that the last has not been heard about this matter as we are sure that the General at the center of it all will seek legal redress to dissuade these traducers and those sailing in the same ship that not everyone can succumb to blackmail; and ridicule through their failed attempts at painting him black to make the Nigerian Army to sack him and therefore taking his job through the backdoor.”

  • Uvwie kingdom celebrates court victory over reclaiming land from Army

The people of Uvwie kingdom in Delta State yesterday embarked on a walk around Effurun metropolis to celebrate the reclaiming of their land from the Army.

They were received by the Ovie of Uvwie kingdom, HRM Emmanuel Ekemejewa Sideso, Abe I, at his palace at Effurun GRA, headquarters of Uvwie Local Government.

Addressing reporters over the development, the monarch said: “For peace, we said the judiciary would be the best area. It is the only place for the common man. We have no people in the government, but we have God.

“They started selling our land and we found out. They encroached on our land, going to the villages to mark houses, destroying our crops, threatening our lives because I towed the path of peace. Otherwise, it would have been a bloodshed.”

The traditional ruler said his people conceded that much size of land to the Army because the Federal Government made them believe it wanted to build the main campus of the Nigerian Defence Academy (NDA), established in 1964, in Effurun.

“We believed army education would bring development to the community, but since the military academy was eventually located in Kaduna, the government decided to use the acquired land for the building of army barracks now known as 3 Battalion Barracks, Effurun.”

A Delta High Court sitting in Effurun on Tuesday declared the acquisition of parts of Ohore 1 community by the Army as null and void.

The court, presided over by Justice Roli-Daibo Harriman, fined the military N1 million for trespassing the area.

The case with suit number: EHC/41/2014 had Mr. Godwin Imiruaye, Mr. Lucky Utebu, Chief Julius Oghojamuni and Ohore 1 community as claimants, while the Army, Minister of Justice, as well as six others were defendants.

Counsel for the claimants led by former Delta Attorney General, Chief Victor Otomiewo, had approached the court to declare that prior to promulgation of the Land Use Act, the claimants being the persons in occupation and possession of all parcels of land at Ohore, did not fall within any area of land acquired by the army at the time for the use by the defendants.

They also asked the High Court to declare that any acquisition of Ohore 1 land without due process and without evidence of compliance with all the relevant laws and the constitution is null and void.

The court agreed with Chief Otomiewo and restrained the Army from further trespassing the area.
