  • Polls: Army’ll be tough on riggers, thugs – Buratai

    The Chief of Army Staff, (COAS) Lt Gen. Tukur Buratai Wednesday warned those arming political thugs and militia men to achieve a premeditated end through rigging of the forthcoming gubernatorial elections across the states of the federation to desist, saying the army would be tough on them.

    According to Buratai the military had already received intelligence reports on politicians who are planning to use the herders/farmers crises to arm their thugs and ethnic militia to perpetrate acts of violence including bombing.

    “I want to state and categorically warn that the Nigerian Army will not tolerate any acts that will undermine national security. This time around we shall be tough on those who plan to rig or disrupt the electoral process,” Buratai warned.

    The Army Chief sounded the warning on Wednesday at the Army Headquarters, Abuja, at a meeting
    with Principal Staff Officers (PSOs), General Officers Commanding (GOCs), Operational Commanders and Directors.

    He said the meeting was principally to review the performances of the Army during the last presidential and National Assembly elections with a view to take pro-active steps to address lapses in the forthcoming Gubernatorial and States Assembly elections.

    Buratai, who regretted that an Officer and three soldiers were killed during the last elections, said the Army would not only honour them with a befitting military burial as heroes of democracy, but would track down their killers and ensure that justice was done.

    Buratai said: “Once again let me welcome you all to another expanded weekly meeting as done 2 weeks ago. I want to use this opportunity to congratulate you all for the professional manner in which you executed my directives for Operation SAFE CONDUCT.

    “The proactive intervention of NA in the recently concluded Presidential and National Assembly Elections contributed greatly to its successful conduct and credibility. I am glad to note that both international and local observers and indeed the Nigeria print and electronic media applauded the professional role played by the Nigerian Army in ensuring that a secure and conducive environment was created for eligible voters to exercise their civic rights.

    “Unfortunately, some level of violence was still recorded leading to disruption of polls, burning of ballot boxes in some areas as well as loss of lives, including the death of an officer and 3 soldiers. The Nigerian Army to a larger extent ensured that the large scale electoral malpractices and acts of thuggery aimed at disenfranchising voters as witnessed in previous elections were curbed despite the campaign of calumny orchestrated by some politicians against us.

    “Overall, I am delighted to note that the first phase of Operation SAFE CONDUCT was a huge success. Despite the bomb explosion in some parts of Maiduguri and attack in Geidam, troops of Operation LAFIYA DOLE were able to decisively defeat the attacks and secured the area for a successful conduct of elections.

    “We must therefore consolidate on this success and prepare adequately for the second phase of the election by reviewing our plans with a view to correcting observed lapses a peaceful poll that will reflect the wishes of Nigerians that have the right to determine those that govern them.

    “Recent security threat assessment and analysis of the coming elections showed that politicians have made plans to use all means available to truncate the peaceful conduct of the elections. There are indications of their intent to take advantage of and to use the farmers/herders crisis, armed political thugs and ethnic militias to perpetrate acts of violence including bombings.

    “Some of them also intend to infiltrate domestic staff of political opponents, employ mercenaries to carry out acts of assassinations, use the social media for smear campaigns, hate speeches and spread fake news in a bid to disrupt the peaceful conduct of the elections. We must not allow them succeed.

    “Let me reiterate that the NA will enforce all guidelines in support of the Nigeria Police Force to ensure the peaceful conduct of the elections in line with its constitutional roles. I therefore want to remind us all not to rest on our oars.

    “We shall not allow those who are determined to undermine our electoral process to succeed. These forthcoming gubernatorial and state assembly elections are very crucial. This is an election that touches on the interest of the people at the grassroots and could likely be volatile in nature.

    “It is important to reiterate that politicians will employ and deploy all means to outwit each other to gain control of power at this level. We may recall that in the recently concluded polls, some politicians in their quest for power, armed thugs and miscreants with automatic weapons; induced and coerced youth corpers and INEC ad-hoc staff to perpetrate acts of electoral malpractices.

    “We must therefore continue to support the NPF and other security agencies to prevent these malpractices from occurring again. I therefore urge all commanders to work assiduously and closely with the civil authorities and all law abiding individuals as well as groups to ensure the success of the forthcoming elections.

    “During the course of the recently concluded elections, troops of the Nigerian Army were able to make arrests of persons who perpetrated acts of electoral offences. These suspects are to be immediately handover to the police for prosecution.

    “I want to state and categorically warn that the Nigerian Army will not tolerate any acts that will undermine national security. This time around we shall be tough on those who plan to rig or disrupt the electoral process.

    “I therefore want to appeal to Nigerian youths to shun any attempt by any politician to use them to perpetrate any form of violence. As we mourn the death of the young officer and soldiers killed on the course of their lawful duty during the recently held election, I want to assure their families that their death will not be in vain.

    “In line with the tradition of the Nigerian Army they will be given heroic burial as they are indeed the heroes of our democracy. I have directed that their full entitlements be paid. Let no one be in doubt that those desperate politicians and criminals that attacked our troops in the course of carrying out their legitimate duties will be tracked down and brought to justice.

    “There have been reports of alleged compromises by some personnel during the elections. We have received complaints from some stakeholders, major political parties, Governors of Bayelsa, Oyo and Ogun States of allegation of misconduct as well as unprofessional conduct by some of our personnel.

    “Unfortunately some other states have gone to the press with unsubstantiated allegation without resort to the NA leadership. Nonetheless, all these complaints are noted and will be addressed appropriately. A high powered committee had been convened and instituted to investigate all cases of alleged misconduct by troops arising from the 2019 General Elections.

    “This is aimed at ensuring that all cases are thoroughly looked into for the purpose of dispensation of justice and to uphold Nigerian Army’s credibility, professionalism and apolitical stand.

    “Once again let me reiterate my charge to you concerning this election:

    “Commanders must be vigilant to ensure that cases of infiltrations to scare off voters are not allowed.

    “Hobnobbing and fraternization with politicians during this election period is totally prohibited.

    “Commanders must ensure robust and extensive patrols are carried out to cover all flash points; enforce the no movement restrictions and carryout thorough searches of vehicles and persons.

    “Commanders must deal decisively with any electoral crime or action such as electoral thuggery, snatching of ballot boxes, illegal possession of electoral materials and firearms as well as other crimes that would mar the smooth conduct of the election.

    “There must be no military escort for any politician or retired military personnel until after the elections.

    “Commanders must ensure that no retired military officer is allowed to use Service weapons hitherto authorised for their personal safety during the period of the election.

    “Commanders must ensure that troops remain on ground to counter and deal ruthlessly with any post-election violence.

    “Commanders must work in conjunction with the police and other security agencies to dominate the environment to forestall any form of violence.

    “Commanders must maintain force protect and respond decisively to prevent any surprise attack on troops of Operation SAFE CONDUCT and eligible voters by armed militia groups or political thugs.

    “Commanders must act according to the Rules of Engagement and within the code of conduct as well as have respect for fundamental human rights in the performance of their assigned roles.

    “Commanders must not take any unlawful orders from any politician no matter how highly placed that will jeopardize the apolitical stand of the Nigerian Army.

    “Commanders must ensure troops under their command remain apolitical, neutral and should deal ruthlessly with electoral law breakers as well as avoid compromise with any politician and political party.”

    The Nigerian Army says  its activities during  the just-concluded Presidential and National Assembly polls were within the ambit of the law and rules of engagement.

    Reacting to allegations of partisanship, coercion and shooting of voters in some areas across the country during the elections, it said that soldiers deployed on election duty were professional and proactive in their conduct.

    Spokesman for the army, Col. Sagir Musa said:  “we acted within the requirements of the law, rules of engagement and code of conduct.”

    During the elections, there were widespread allegations of partisanship, brutality of soldiers on some electorate and Independent National Electoral Commission (INEC) officials, and partisanship in the process.

    Electoral officers in some states, including Rivers, Lagos and Delta, accused the military of interfering in the elections.

    The soldiers were fingered in shootings that resulted in deaths of many people, and other unwholesome acts allegedly recorded in some states during the polls.

    But, Musa told the News Agency of Nigeria (NAN) that the army made its position clear before, during and after the elections.

    He pointed out that monitors of the elections had commended the army for its role while the exercise lasted.

    “Our position stands on the verdict given by local and foreign election monitors that commended the Nigerian Army for being professional, proactive, responsive and unbiased,” the spokesman said.

    The Nigerian Army yesterday warned fraudsters against using its recruitment exercise to defraud Nigerians, saying those caught would face the full wrath of the law.

    Its spokesman, Colonel Sagir Musa said in a statement that the Army is aware that some fraudsters are going about scamming unsuspecting people on 78 Regular Recruit Intake.

    It maintained that the process of entry into the force is free and advised Nigerian to be careful while seeking help for enlistment into the Service.

    Colonel Musa said :”It has come to the notice of the Headquarters Nigerian Army (NA) that some fraudsters are going about scamming unsuspecting potential recruits/applicants of 78 Regular Recruit Intake by requesting them for monetary inducement in return for enlistment into the NA.

    “ In the light of this menace, the NA wishes to again alert and inform the public that selection into the service is free (without any charges or inducement) from the point of application online through the NA portal, – to the last stage of the selection process which are in phases.

    “The phases range from credential screening, medical test, physical and mental test, aptitude test and to oral interview.

    “The selection into the Army is also carried out inline with the NA policy and guidelines on recruitment as contained in the Harmonised Terms and Condition of Service Soldiers/Rating and Airmen Revised 2017 Edition to determine and select suitable physically and mentally fit young able bodied men/women for the NA.

    “Some of the guidelines are as follows:

    1. Applicant must be a Nigerian Citizen by birth and possess a National identity Card.
    2. Possess a minimum of 4 credits in not more than 2 sittings in WASSCE/GCE/NECO/NABTEB. One of the credits must be in English Language.
    3. Be between the ages of 18 – 22 years for non- tradesmen/women. While tradesmen/women must be between the ages of 18 – 26 years at the time of enlistment.

    “In view of the above, the NA wishes to advise candidates to desist from giving gratification to anyone in the guise of helping them to gain enlistment into the NA.

    “Prospective candidates/applicants are advised to resist such temptation and have the courage to report such illegal act to the most senior recruitment staff or military police personnel available at the recruitment ground for necessary action.

    “Remember the act of giving or receiving bribe is a criminal offence in which both the giver and receiver are culpable and punishable under the law.

  • Buhari’s Chief of Staff, Service Chiefs meet in Aso Rock

    The Chief of Staff to the President, Abba Kyari, on Thursday met behind closed doors with service chiefs at the Presidential Villa, Abuja.

    Those at the meeting included the Chief of Defence Staff, Chief of Army Staff, Chief of Naval Staff and Chief of Air Staff.

    Even though the agenda of the meeting was not made public, it may not be unconnected with the security situation in the country.

  • 16 killed, 40 abducted in Zamfara attack

    No fewer than 16 persons were killed and 40 abducted as bandits invaded Kawaye in Bagega village of Anka local government in Zamfara state at about 5pm on Tuesday.

    Several cars, houses and shops were burnt to ashes and an unspecified number of animals and foodstuffs carted away.

    Army Spokesman of operation Sharar Daji Major Clement Abiade confirmed the incident but disclosed to The Nation that the army could not be specific on the number of persons killed, the amount of property damaged and the number of persons injured at the time of compiling this report.

    Abiade who also confirmed that it was a reprisal attack disclosed that the military attached to operation sharar daji were immediately deployed to the area and succeeded in killing five of the bandits, stressed that they are investigating and compiling the damage.

    He however disclosed that the army will interact with journalists on Thursday by 2pm.

     

  • Army recovers machine gun, assorted arms from thugs

    •15 suspects arrested

    THE Army said its troops recovered cache of arms, including a machine gun, from political thugs in Bayelsa State during the Saturday’s elections.

    It said the recovery and arrests were in line with its determination to ensure peace and security in pursuant with the objectives of Operation Safe Conduct (OSC).

    The Assistant Director, Army Relations, 16th Brigade, Maj. Jonah Danjuma, said the troops also arrested 15 armed men suspected to be thugs at Ikebiri 1 in Southern Ijaw Local Government Area of Bayelsa State.

    He said: “It was a successful operation that led to the recovery of large cache of arms, ammunition and other items. This feat was achieved as a direct response by vigilant troops in Operation Safe Conduct 2019 in 16 Brigade Area of Responsibility.

    “There are indications that the armed men are highly suspected to be political thugs, who planned to disrupt the Presidential and National Assembly elections in Southern Ijaw Local Government Area of Bayelsa State.”

    Maj. Danjuma named the items recovered as General Purpose Machine Gun (GPMG), two 200 Horse Powered Speedboats, large quantity of ammunition, 16 phones and seven handheld Motorola radio.

    Others were five Motorola battery charger, three wristwatches, five torchlight, four identify cards and N60,000.

    He added: “The brigade wishes to restate her resolve to ensure a seamless conduct of the general election in support of the lead security agencies.

    “The brigade further wishes to call on the good people of the state to provide credible information on the activities of criminal elements in the society. Those arrested will be handed over to the police after initial interrogation for necessary action.”

     

     

     

     

     

  • Assassination attempt on Wike false, says Army

    The Nigerian Army Saturday night said there was no iota of truth in the allegation leveled against the General Officer Commanding (GOC) 6 Division of the Nigerian Army, Major General Jamil Sarham by Governor Nyelsome Wike of Rivers State that the GOC planned to assassinate him.

    In a statement issued in Abuja by the spokesman of the Army, Colonel Sagir Musa, the Army maintained that governor Wike deployed a smear campaign against the GOC.

    Colonel Musa said: “The Nigerian Army (NA) wishes to respond to the bogus and unsubstantiated allegations being peddled by the Governor of Rivers State, Mr Nyesom Wike. Some of his rancorous claims were that the General Officer Commanding (GOC) 6 Division, Maj Gen Jamil Sarham purportedly sent troops to cordon off his residence prior to the rescheduled General Elections on the 15th of February 2019.

    “The Governor further went on to allege an assassination attempt on his life which he claimed was orchestrated by the GOC 6 Division.

    “The NA is appalled that a Governor who should epitomize leadership and good example in all senses could descend so low to employ smear campaign against the person of a GOC whose only responsibility amongst other things, – is about the safety and security of lives and properties in his Area of Responsibility.

    “The NA does not train assassins as such the institution or her personnel cannot be involved in sending assassins to murder a state Governor as alleged by Gov Nyesom Wike.

    “It is indeed no secret to the military authorities that Governor Wike has on various occasions made attempts to compromise the integrity of the GOC 6 Division.

    ‘Having failed, despites series of overtures and monetary pledges of millions of dollars, both in person and from cronies, it is no surprise that the frustrated Governor has resorted to this appalling campaign of calumny. One would have thought that the resolute and uncompromising stance of Maj Gen Jamil Sarham in the face of several kinds of mouth-watering inducements would have earned him a commendation from any conscientious leader.

    “Alas, this was not the case from the embittered governor of Rivers State but rather, these slanderous allegations.

    “Despite these unsubstantiated ramblings however, the NA has deemed it fit to clear the air by letting Governor Wike and the general public at large, know that it would not be dragged into any form of political gerrymandering concocted for the furtherance of any person’s interest or notoriety.

    “As a noble institution, the NA is apolitical, neutral and would not compromise its constitutional roles under any guise. Additionally, the NA would like to give Governor Wike the benefit of doubt, to within 7 days, bring forth evidence that can substantiate the bogus claims, or he could as well, save face and keep his peace.”

  • PDP urges court to void Buhari’s directive on ballot box snatchers

    The People’s Democratic Party (PDP) has asked the Federal High Court to, among others declare illegal the directive by President Muhammadu Buhari to security agencies to deal ruthlessly with ballot box snatchers.

    The request is contained in a suit it filed on February 21 this year.

    The suit marked: FHC/ABJ/CS/225/2019 has the President of the Federal Republic of Nigeria, the National Assembly, the Independent National Electoral Commission (INEC), All Progressives Congress (APC), Nigerian Army, Nigerian Air Force, Nigerian Navy, Nigeria Police Force and the Attorney General of the Federation (AGF) as defendants.

    It is the plaintiff’s contention that the directive was illegal and beyond the powers of the President.

    The party also argued the President lacked the powers to deploy the military for electoral purposes. And that any deployment of the military must be with the prior approval of the National Assembly.

    The plaintiff wants the court to declare that the President “lacks the powers to deploy the 5th to 7th defendant (Army, Air Force and Navy) to participate in the 20019 general elections without the prior express approval of the 2nd defendant (National Assembly). And that such deployment in the absence of the 2nd defendant’s approval, is illegal and unconstitutional.

    It seeks orders of perpetual injunctions against the Army, Navy, Air Force and Police from given effect to the said directive by the President.

    The PDP also wants a perpetual injunction restraining the President from deploying the armed forces and their officials to participate in the general election.

    It is also praying the court to restrain the 5th to 7th defendant (the armed forces) and their officials “from participating and or playing any role whatsoever” in the general election without the aproval of the National Assembly.

    Also, the PDP has applied to the High Court of the Federal Capital Territory (FCT) for leave to apply for an order of mandamus to compel the Federal Capital Development Authority (FCDA), the Minister of the FCT and the APC to pull down the gigantic brooms which they erected in some parts of the city as part of the party’s campaign strategies.

    The PDP, in an ex-parte motion, marked: M/3476/2019, argued that the giant brooms were illegally erected at the City Gate, and other parts of the city.

    Both cases are yet to be assigned for hearing.
