  • Army reorganises Exercise Harbin Kunama to flush out bandits

    The Nigerian Army has reorganised the operations of Exercise Harbin Kunama III to make it more effective in curtailing the activities of fleeing bandits, kidnappers and cattle-rustlers in the Northwest of the country.

    Addressing newsmen at the Army Headquarters yesterday in Abuja, the Chief of Army Staff, Lt-Gen Tukur Buratai, said the reorganisation was necessary considering the resurgence of bandits, kidnappers and other criminals in the zone.

    Lt-Gen Buratai, who lauded the governors of the Northwest for the support they gave the army and its personnel in the past few months, however, called on citizens within the zone to be patient with the military as they prepare to flush out the remnants of bandits and other criminals within the zone.

    The Army Chief who was represented by the Chief of Training and Operations, Major Gen. Lamid Adeosun, said: “I am delighted to be in your midst today for the Press Briefing on the re-organization of Exercise HARBIN KUNAMA III.

    “You may recall that Exercise HARBIN KUNAMA III was launched on 1 April, 2019 after the Chief of Army Staff’s press conference in Gusau, Zamfara State on 31 March, 2019.

    “I am pleased to inform you all that the exercise has so far achieved tremendous successes within the past one month.

    “Several bandits and criminal elements have been captured and killed while some camps, hideouts and equipment of the criminals have been destroyed.

    “It has however been observed that there appears to be a resurgence of their activities in other contiguous states to Zamfara.

    “This is occasioned by fleeing bandits that have resorted to attacking soft targets while relocating to other safe havens within contiguous states of Katsina and Sokoto.

    “Current threat assessments revealed the migration of the bandits from their epicentre to other areas in Kaduna, Kano and Niger states.

    “It is against this backdrop that Exercise HARBIN KUNAMA III is being re-organised and its mandate expanded to effectively ensure the complete defeat of the fleeing bandits”.

  • Buratai inaugurates secured information platform for Army

    The Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai, has inaugurated a secured information platform for the Nigerian Army.

    At a ceremony in Abuja yesterday, the COAS said the platform would greatly enhance the performance of the Army in its commands and units.

    The Army chief said the platform would take off with 350 users, adding that provisions would be made for its subsequent expansion.

    He added: “It gives me great pleasure to welcome you all to this occasion of the launching of the Nigerian Army Secured Information Platform (NASIP).

    “The platform is a secured web-based information sharing and collaboration solution that was recently acquired by the Army.

    “This is in line with my vision of having a professionally responsive Nigerian Army in the discharge of its constitutional roles. In this case, this launching is to afford the Army an efficient and robust platform for paperless interactions that would ensure secure and speedy communication of correspondence between the various departments, formations and units in the Army while minimising the use of paper to the barest minimum.

    “As seen from the demonstration of its features, the platform is an upgrade from the NAWANI system.

    “It has its server residing in NACWC with a storage capacity of 500 terabytes and backup storage of 112 terabytes. The platform is currently capable of accommodating about 350 users for the initial rollout with additional provisions for expansion to accommodate more users in the future.

    “The major requirement that was considered before the acquisition of this platform was security and speed among others. Consequently, this platform is able to provide secured emailing with end-to-end encryption functions within customised web domain and revolutionary integration with text, voice and video chat and conferencing.”

    Buratai also said: “Additionally, it also enables sharing of calendars and allotment of tasks for error-proof planning and task delegation. The system is custom-built to provide real-time collaboration between departments, formations and units.

    “The solution has an integrated Document Management System (DMS), which ensures that users’ files are available at any time on all devices.

    “The user-friendly Document Management System also features easy documents sharing and fast in-browser document editing incorporated within the comfort of dedicated software application for desktop and mobile options. It also features offline work or compatibility within all applications.

    “Furthermore, in addition to its core functions, it also features Army policy/procedures and news room modules designed to keep users abreast with NA policies and news as soon as they are published. More so, all NA’s social media accounts can be accessed through the platform.”

  • Govts, Army, Senate tackle insecurity

    The Federal Government yesterday revealed how illegal mining activities aggravated insecurity in Zamfara before its April 7 prohibition order and launch of special operations to stop bandits in the state.

    Minister of Information and Culture, Alhaji Lai Mohammed, who featured at a Nigeria Television Authority (NTA) Programme, “Good Morning Nigeria”, said banditry, kidnapping, killing and cattle rustling were largely sponsored by the illegal miners in the state.

    Speaking on the Programme monitored by the News Agency of Nigeria (NAN) in Abuja, the minister said the miners were fueling instability in the state to pave the way for their illegal activities.

    “People begin to ask what is the nexus between instability in Zamfara, kidnapping and banditry and illegal mining.

    “There is a lot. For instance, if you are doing illegal mining, abinitio, it is illegal. The more unsettled the area is the better for you.

    “We find out that a lot of ammunition and money were being turned out to the bandits so as to make the area ungovernable. The higher the rate of the crisis the better for the illegal miners,” he said.

    The minister said that the commencement of “Operation PUFF- ADDER”, a full-scale security offensive against the bandits, had yielded results in the past weeks.

    “We have a harvest of criminals many of them arrested, their actions neutralised and cache of ammunition recovered.

    “On the April 14, they neutralized 11 kidnappers, recovered six AK47, 1200 rounds of ammunition.

    “Shortly after that, they were able to arrest those who kidnapped the Channels Television correspondent,” he said.

    Mohammed urged Nigerians to give deserving credit to the police and the military who, though overstretched, are doing their best to keep the country safe.

    The Federal Government had banned mining activities in Zamfara, ordering foreigners within mining sites to vacate the area within 48 hours.

    The Acting Inspector-General of Police, Mohammed Adamu, who disclosed this after a security meeting at the presidential villa on April 7, said the licences of individuals and companies that disobey the directive to stop the activities would be revoked.

    He had assured sustained efforts to flush out, and permanently put an end to banditry and criminality in the state.

    Buratai harps on cross-border cooperation

     

    Chief of Army Staff (COAS) Lt. Gen. Tukur Yusuf Buratai yesterday said the military is deepening regional and inter-state cooperation in some of its operations in Northwest and Northeast, in a bid to tackling security challenges.

    Gen. Buratai spoke after paying a courtesy call on Kaduna State Governor Nasir El-Rufai at the Government House in Kaduna.

    He explained that the approach was to expand military cooperation, where criminals crossing into neighbouring countries were pursued and apprehended.

    ”As long as we are the one pursuing them, we have the right to enter into the territory of a neighbouring country to deal with them and the country has also been granted permission to pursue criminals into our own territory,” he said.

    Gen. Buratai also stressed that similar approach is also applicable locally, as the military operations cut across all states of the federation, adding that criminals spilling over to another state or command would be pursued and apprehended.

    “We used to have this problem before — criminals crossing over to other state and commanders saying, ‘no it is not my area of operation’. This would no longer be tenable, as the commanders have been directed appropriately,” he said.

    He also assured that the Nigerian Army would continue to work assiduously with other sister services, including the Police and other security agencies, to restore security to the region.

    He explained that the operational bases in Birnin Gwari and Kafanchan will soon be transformed into a full battalion.

    Buratai thanked the state government for its support and encouragement for the military formations and personnel deployed within the state.

    According to him, the state government has contributed in so many ways to the operations of the Army, including procuring new vehicles, provision of accommodation and engaging in public sensitisation on security matters.

    El-Rufai thanked the Army for its security support, especially for the establishment of the military base in Kafanchan, in the southern part of the state.

    He said the military base in Kafanchan has brought about relative peace in the area and environs.

    The governor, who was represented by Deputy Governor Bala Bantex, lauded the adoption of regional cooperation in handling the security situation.

     

    Nigeria seeks Russia’s help

     

    The Federal Government has solicited the cooperation of Russia to eliminate the Boko Haram insurgents from Nigeria and the Lake Chad Basin countries.

    Minister of Defence Gen. Mansur Dan-Ali made the appeal on Wednesday at the 8th Moscow “Conference on International Security.’’

    Gen. Dan-Ali also sought Russia’s cooperation in securing the maritime domain of the Gulf of Guinea.

    Gen. Dan-Ali said Russia’s experience in counter-terrorism operations is required to bring the scourge of terrorism (Boko Haram) to an end.

    “Military and technical assistance in this respect will be highly appreciated,’’ he said, adding that its cooperation in critical infrastructural development, especially the modernisation of Nigeria’s military arsenal is needed.

    “It is the intention of Nigeria to leverage on Russia’s support to attain technological emancipation of our Military Industrial Complex and training of Nigerians especially in medicine, science and technology.’’

    Gen. Dan-Ali expressed concern over the rise in terrorism and insurgency in the continent with specific reference to Boko Haram in Lake Chad Basin countries, Al-Shabaab in Somalia/Kenya, and Islamic State in Mali.

    He said those “non-state actors tend to undermine the monopoly of the state over the use of coercive instruments of power as a result of widespread proliferation of small arms and light weapons.’’

    “Since 2009, my country Nigeria has been combating terrorism engendered by an Islamic Sect called Boko Haram.

    “Members of the Boko Haram sect have carried out series of bombings of public places and killed many innocent citizens.

    “The group has over the years been receiving inspiration, training as well as mutual support from other transnational terror groups within and outside Africa.

    “Nonetheless, owing to the sustained counterinsurgency operations by Nigeria and other countries of the Lake Chad Basin Commission which include Benin, Niger, Chad and Cameroon, the Boko Haram terrorist network has been overwhelmed and the leadership structure is presently decimated,’’ he said.

    The minister expressed gratitude to the Russian government for its numerous training and scholarship which have been of immense benefit to Nigerians over the years, as well as recent military hardware procurement initiative.

    On the Gulf of Guinea, the minister said Russia’s assistance is needed to curb the incidences of sea robbery, piracy on the seas, hijacking of ships and other ocean-going vessels.

    He said adequate policing of the waterways of the gulf would combat large scale pollution, impair incidence of illegal dumping of toxic or radioactive wastes.

    Gen. Dan-Ali said the pervasive security challenges in the Gulf of Guinea include piracy and armed robbery against ships in the region.

    “The region remains increasingly dangerous for seafarers. From the International Maritime Bureau Report of 2019, the Gulf of Guinea accounts for all six hijackings worldwide, 13 of the 18 ships fired upon, 130 of the 141 hostages taken globally and 78 of the 83 seafarers kidnapped for ransom in 2018.

    “These figures depict the inherent danger to commercial shipping activities in the region,’’ he said.

    He promised that Nigeria would create the legal and environmental conditions to accelerate Russian investment in the country, expand trade and achieve a better balance in the trade relationship.

    According to him, at the moment both countries’ trade ties are lopsided in favour of Russia.

    “Russia is the biggest market in Europe, while Nigeria is the biggest market in Africa. The trade relations have been below expectation leaving a gap for many unexploited potentials.

    “Nigeria will also be interested in Russia helping to build nuclear power plants, petroleum pipelines, railways and other infrastructural development investments in oil and gas sector,’’ he said.

  • Army kills scores of terrorists in Damaturu attack

    THE Army has released details of Tuesday attempted attack on Damaturu, the Yobe State capital, saying several insurgents were killed in an ambush following credible information of the planned attack.

    According to Acting Assistant Director, Army Public Relations, Sector 2 Operation Lafiya Dole, Lt. Njoka Irabor, the superior firepower of the land troops with the support of the Air Component of Operation Lafiya Dole overpowered the terrorists, who suffered a heavy casualty.

    The troops recovered many items from the insurgents, including two gun trucks and anti-aircraft guns among others.

    Irabor’s statement reads: “Following credible information of planned efforts by Boko Haram terrorists to attack Damaturu, troops of Sector 2, Operation Lafiya Dole, successfully laid an ambush, which led to the extermination of many Boko Haram Terrorists (BHTs) that attempted to attack Damaturu, Yobe State, at about 5:15 pm, on Tuesday, April 9, 2019.

    “The vigilant troops effectively ambushed the criminals few metres ahead of Maisandari community at the outskirts of the city of Damaturu.

    “The terrorists were overwhelmed by the superior firepower of the gallant troops and the well-coordinated air support, from the Air Component of Operation Lafiya Dole.

    “Consequently, many terrorists met their Waterloo, some were also wounded and the following items/equipment were recovered: two gun trucks; two anti-aircraft guns; one 60 Millimetre Mortar; four AK 47 Rifles; one General Purpose Machine Gun and 1,245 rounds of 7.62 mm (NATO).

    “Troops have embarked on the hot pursuit of the fleeing terrorists, mop up/combing of the general area is ongoing.

    “Further details and possible recoveries would be provided on completion of the mop-up operations.”

  • Why Nigerian Army holds annual training, by GOC

    The 2nd Division of the Nigerian Army, Ibadan has flagged off the 2019 edition of its annual competition in Akure, the Ondo state capital for its personnel in the rank of corporal and below.

    The four day-competition, which drew 55 participants each from five army formations in the Southwest Zone, is being hosted by the 32 Artillery Brigade, Owena Cantonment, Akure.

    The participating Army formations are 2 Div. Nigerian Army Garrison, Ibadan, HQ 4 Brigade Benin; 32 Artillery Brigade, Nigerian Army, Akure; 22 Armoured Brigade, Ilorin and 42 Engineer Brigade, Ibadan.

    The events for the competition include physical fitness, obstacle crossing, combat, swimming and parade.

    The GOC, 2 Division, Gen Okwudili Azinta said the event was organised in line with the Nigerian Army forecast of event and the Chief of Army Staff (COAS) training directives for 2019.

    Azinta was represented by Brig Gen. Koko Akamba Isoni, Chief of staff at 2 Div. Nigerian Army, Ibadan.

    He explained that the goal of the competition was to improve leadership traits, organisational ability, use of initiative and to promote espirit-de-corps by personnel in that category.

    “It is also intended to prepare them physically and mentally to contend with the contemporary security challenges confronting the nation.

    According to him, “In view of this, relevant events geared toward enabling the participants to imbibe the goals of the competition were carefully selected,” he said.

    Governor Oluwarotimi Akeredolu who was the special guest of honour lauded the Nigerian Army for its efforts in training its personnel to be able to discharge their task of securing the territorial integrity of the nation more effectively.

    Akeredolu represented by his Chief of Staff, Olugbenga Ale described training as the bedrock of any organisation.

    He said ”When soldiers are well trained, their performance in maintaining peace and unity of the nation is guaranteed. On our part, the government of Ondo State will continue to support the military in its activities to ensure success”.

  • Yobe attack: terrorists killed, weapons recovered, says Army

    Several insurgents were killed and weapons recovered in an attempted attack on Damaturu, Yobe State capital during an encounter between troops and terrorists, Army has said.

    Acting Assistant Director, Army Public Relations Sector 2 Operation LAFIYA DOLE, Mr. Njoka Irabor, who confirmed the attack in a statement said, several insurgents were killed and many items recovered from them including two gun trucks, rifles, Anti Aircraft guns among others.

    Lt. Irabor who described the operation as successful noted that the superior firepower of the land troops, with support of the Air Component of Operation Lafiya Dole overpowered the terrorists who suffered heavy casualty.

    His statement reads;

  • Why we created female corps, by Buratai

    The Nigerian Army Women Corps (NAWC) concept was to harness the potentials of female officers and soldiers to build a force ready to support army operations and engagements.

    Lt.-Gen. Tukur Buratai, Chief of Army Staff, stated this on Tuesday in Jos, in a keynote address at the maiden “Nigerian Army Women Corps Training Week.”

    He noted that events in the country had shown the imperatives of constantly improving security apparatus which was one of the major policy thrust of the current administration.

    This, he said underscored the need to get all hands on deck, irrespective of gender to strengthen the security of the country.

    “This calls for adequate training facilities and strategies to improve the fighting efficiency of all military units.

    “The dynamics of army operations in this dispensation are such that the female personnel cannot be left behind.

    “They are vital to the attainment of the army’s operational objectives especially in the North East where women and girls, involved in insurgencies as either victims or villains, require specific female attention.

    “There is no gainsaying the fact that there are some military operations such as psychological operations, in which the female officers and soldiers by their gender excel over men,” he said.

    According to Buratai, the army is set to take advantage of this unique nature of the female personnel.

    He, however, said that to effectively fulfill that requirement, the female personnel need to be brought up to speed through deliberate training to build their fighting capacity and competence.

    He said the female corps was faced with daunting challenges which include effective training of its personnel.

    Buratai said the theme of the three-day training, “Building the Fighting Capacity of Nigerian Army Female Personnel for Enhanced Support of Operational Engagements”, was timely.

    “This is especially so because the NAWC is still in its infancy and has the liberty of evolving its own unique training programme that will take it to the desired heights.”

    He noted that their position in the army, in the face of ongoing operations against insurgencies and other engagements of the army in the country was strategic.

    The army chief called for attitudinal change towards the female personnel to build their confidence and motivate them to put in their best.

    He added that there must be complete re-orientation on how female soldiers are perceived within the military.

    “They should not be seen as being merely decorative or passive. They should rather be viewed as viable tools for achieving operational goals just like their male counterparts.

    “I urge you all to see the female personnel for who they are; normal, capable and competent soldiers. Let us all remember that Joan of Arc and Queen Amina of Zaria were sound warriors despite their gender.

    “Though one was of European origin and the other Nigerian, the fact that they both excelled as soldiers and commanders in the defence of their nations underscores the universal nature of the phenomenon.

    “We should never lose sight of this historical fact but rather build on it and avail ourselves of the invaluable qualities of our female colleagues,” Buratai said. (NAN)

  • Army trains NSCDC, NIS, others on military operations

    Sixtty-seven security operatives from the Nigerian Army (NA), Department of State Services (DSS), Nigerian Immigration Service (NIS) and the Nigerian Security and Civil Defence Corps (NSCDC) have been trained on how to plan and execute

    Military Operations Other Than War (MOOTW).

    The participants comprising 58 from the Army, two each from NIS, DSS and NCS and three from NSCDC were of the ranks of Major and Lieutenants and drawn from Lagos and Ogun States.

    They underwent a five-day intensive training at the instance of the 81 Division Nigerian Army, aimed at improving operations estimate planning and skills, military decision-making process, interagency cooperation and himan rights obligations for counterterrorism operations.

    Commending the participants for the efforts they put in their submissions, Commandant Nigerian Armed Forces Resettlement Centre (NAFRC)  Air Vice Marshal (AVM) Abubakar-Sadick Liman said he was optimistic they have acquired beneficial knowledge that would spur them for better performance.

    Liman who was the Special Guest at the event noted that the officers’ knowledge was broadened on intelligence gathering as a tool for successful conduct of military operations, logistics planning in MOOTW and social media, among others.

    “I am therefore convinced that these topics were carefully selected for the cadre, in fulfillment of the Army Headquarters’ and the Division’s Training Directives. This is bearing in mind the Chief of Army Staff’s (COAS’) vision.

    “Let me also quickly point out here that as middle/junior commanders and staff officers, this cadre experience will come handy in your various courses, either in your service/organisation or courses at Armed Forces Command and Staff College (AFCSC). It will equally be beneficial in command and staff roles while carrying out your professional military duties,” he said.

    Speaking to reporters after the event, the General Officer Commanding (GOC) 81 Division Maj.-Gen. Musa Yusuf said the training was a directive from the COAS Lt.-Gen. Tukur Buratai and held simultaneously across all army divisions.

    “Training like this is done in order to improve the professional efficiency of our officers and soldiers. It is to make our officers better professionals in the discharge of their duty, be it in peace time or in operational areas.”

    Asked why the police were not part of the training, the GOC said an invitation was extended to the police.

    “All security agencies were invited because the MOOTW is internal operation and we are all aware that the police is the lead agency in internal security operations. We all have our respective roles to play.

    “But in the next training, we will ensure that we get across to them aside sending letter so that they can be present. The training is supposed to be every quarter by the directive from Army headquarters but at the division’s level, we are trying to do it more than once a quarter,” he said.

     

  • Army seeks exemption from budget envelope allocation system

    The Nigerian Army (NA) has requested to be exempted from the envelope system of budgetary allocation by the Federal Ministry of Budget and National Planning.

    While the Army is proposing N472.8billion for the  fiscal year, the Ministry of Budget is suggesting a reduction of the amount to N232.4billion.

    According to the Chief of Army Staff (COAS), Lt. Gen. Yusuf Buratai, the evelope system of allocation can not aid its immediate response to crisis situations taking into consideration Army’s on-going structural changes, volatile security environment and massive engagement of troops in virtually all the 36 states.

    The COAS appeared before the House of Representatives Committee on Army yesterday where he also asserted that the Army deserved whatever budgetary allocation it requested  for because it performed almost 100 per cent on all its 2018 budget implementation.

    He said: “The National Assembly should prevail on the Ministry of Budget and National Planning to exempt the Nigerian Army from the existing budget ceiling or envelope allocation system in view of the on-going structural changes, volatile security environment and massive engagement of troops in virtually all the 36 states of the Federation.

    “The National Assembly should change the 40 percent Second Instalment Payment for purchase of 3 x LUH AS-350 for NA Aviation with the procurement of Armoured Personnel Carrier “A” Vehicles.

    “The Nigerian Army has for years grappled with fund insufficiency; however it has remained resilient and ever dedicated to the discharge of its constitutional roles.

    “It was able to cope with the financial constraints due to the relative peaceful environment across the country prior to the re-emergence of insurgency and other hostile activities of Violent Non-State Actors.

    “You may recall that since the beginning of 2015, the activities of the Violent Non-State Actors have exacerbated in various regions across our dear country.”
