The Lagos State House of Assembly has invited the coordinator of N’POWER and the agency in charge of the programme, to come and explain why beneficiaries from the state have been deprived of their entitlements.
Reacting to a petition tendered to the House by group of protesters prior to the plenary, Tunde Buraimoh noted that the person in charge must be invited to explain what is going on with the deprived individuals.
Gbolahan Yishawu also said, “the deprivation which is tantamount to disenfranchisement of the individuals is not ideal. It is our quota that is affected and we should look out for the good of those who voted for us.”
Segun Olulade noted that Lagos account for over 10 percent of the unemployed in the country. I am sure they have the Lagos chapter of N’Power, the fellow in charge should be invited, we should constitute a committee to this effect and address the issue.
According to Rotimi Olowo, it is clearly barbaric, as the attendant unemployment influence militancy, I suggest hybrid solution; it is imperative we have adhoc committee to look into it before our recess.
Oluyinka Ogundimu however noted that there is a time lag for their regularisation as their counterparts in other states are already enjoying the benefit that accrues.
Speaker Mudashiru Obasa however urged that the House to tread cautiously, saying, “we need to thread carefully before we take step, the Clerk should do the needful by inviting the woman in charge if need be through the broadcast media because of time”.

Assembly passes N3b budget bill
The Oyo State House of Assembly yesterday passed the budget alignment bill of N3,690,483,532 into law.
Governor Abiola Ajimobi had requested the Assembly for an alignment of the 2016 budget that will see the appropriation of N3,690,483,532 to ongoing road projects.
The request was forwarded to the House Committee on Public Finance and Budget for scrutiny.
The fund would be committed to the dualisation of Idi Ape-Basorun-Odogbo Barracks Road; dualisation of Saki township road; dualisation of Agodi gate-Old Ife road to Adegbayi junction and expansion of Oke Adu-Agodi gate-Idi Ape-Iwo Road interchange.
The bill was passed after the third reading by the Chairman Committee on Finance and Appropriation, Bolanle Agbaje.
Other bills passed include State Infrastructure Maintenance and Control Agency bill 2016 and State Primary HealthCare Development Agency bill 2016. -
Lagos Assembly approves death penalty for kidnappers
The Lagos State House of Assembly on Monday approved death sentence for kidnappers, whose victims died in their custody.
The approval followed the adoption of a report presented by Mrs Adefunmilayo Tejuosho, the Chairman of the House Committee on Judiciary, Petitions, Human Rights and Lagos State Independent Electoral Commission (LASIEC).
Tejuosho had presented the report of a Stakeholders meeting on a bill entitled; “A Bill for a Law to Provide for the Prohibition of the Act of Kidnapping and for Other Connected Purposes”.
The News Agency of Nigeria (NAN) reports that the bill was sponsored by the Speaker of the House, Mr Mudashiru Obasa.
The bill prescribed life sentence to kidnappers, whose victims did not die in their custody.
The bill states that any person, who kidnaps, abducts, detains, captures or takes another person by any means or tricks with intent to demand ransom or do anything against his/her will, commits an offence, and liable on conviction to death sentence.
The bill, which criminalised attempt to kidnap, stipulated also life imprisonment for anyone who make attempt to kidnap another person.
Also, the bill is against false representation to release a kidnapped or abducted person. This attracts seven years imprisonment.
The lawmakers also approved 25 years imprisonment to whoever threatens to kidnap another person through phone call, e-mail, text message or any other means of communication.
The bill provides that any person, who knowingly or wilfully
allows or permits his premises, building or a place or belonging to which he has control of, to be used for the purposes of keeping a person kidnapped is guilty of an offence under the law and liable to 14 years imprisonment without an option of fine.NAN reports that the lawmakers amended some sections of the bill during the debate on the committee report before adoption.
The bill, aimed at ensuring zero tolerance for kidnapping, however, awaits third reading before it will be sent to Gov. Akinwunmi Ambode for assent. (NAN)

Ambode to present budget to Lagos Assembly tomorrow
Lagos State Governor Akinwunmi Ambode will, tomorrow, present the 2017 Appropriation Bill to the House of Assembly.
A statement by Assembly’s Director of Public Affairs Miss Bose Lambo said the presentation would begin at 10 am.
She said: “Year 2017 budget estimates presentation by Governor Akinwunmi Ambode will hold tomorrow at the Assembly Chambers, Assembly Complex, Alausa, Ikeja.”
The News Agency of Nigeria (NAN) reports that Ambode presented the 2016 budget of N662.58 billion to the Assembly for approval on December 17, last year.
The 2016 budget was made up of capital expenditure of N383.678 billion and a recurrent expenditure of N278.909 billion in the ratio of 58:42 as against 51:49 in 2014 and 2015.
The 2016 budget represented an improvement of 26 per cent over those of 2014 and 2015.

Ambode gets Assembly constituency meeting report
•Governor’s aide: more projects coming
Lagos State House of Assembly Speaker Mudashiru Obasa has handed over reports of the constituency stakeholders’ meeting organised by the House to Governor Akinwunmi Ambode for implementation.
The constituency stakeholders’ meeting, second in the series, took place simultaneously in all 40 constituencies.
The reports contained requests and recommendations of the people on how the state would achieve growth.
On Friday during the Executive-Legislative Parley, Obasa told the governor the reports contained wishes and recommendations of the people, urging him to ensure their implementation.
“We decided to feel the pulse of our people through the constituency stakeholders’ meeting and what I’m presenting to you today is their aggregate demands and recommendations collated by our field officers, who worked in the 40 constituencies,” the Lagos Assembly Speaker said.
Ambode assured that the contents would form major components of the 2017 budget.
Ambode later handed over the reports to Commissioner for Economic Planning and Budget Akinyemi Asade for implementation.
Ambode has a lot in stock for Lagosians, one of his aides said at the weekend.

The delegates were led by Mr. Wale Adelakun, an ex-president of the Student Union Governing Council at the Federal University of Technology, Akure.
Ajanaku said: ”There are over eight thousands federal and state roads scattered across Lagos, with most of the road networks linking the rural areas with the urban areas in deplorable conditions. Fixing these roads is a major part of the people’s demand from the governor during the electioneering campaign.”
He said Ambode’s response has been immediate and impressive, as he embarked on the construction of two roads each in the local governments and the local council development areas.
Ajanaku said more projects were coming for the benefit of residents.
He added that “the decision of the government to embark on the demolition of shanties and criminal hide-outs in recent times is in line with the vision of the government to develop Lagos to a mega city status”.

Lagos Assembly re-orders 2016 Budget by N44.9b
Lagos State House of Assembly yesterday re-ordered the 2016 budget by N44.9billion at the instance of Governor Akinwunmi Ambode.
Details shows that re-ordering from Capital Expenditure is N21.9 billion, that of Recurrent Expenditure is N23b, totalling N44.9billion.
Re-ordering were drawn from some Ministries, Department and Agencies MDAs, and pumped into other MDAs that needed funds for critical projects
The total Capital Expenditure for the budget is now N404.3billion, Recurrent Expenditure, N258.2billion. bringing the total to N662.6 billion
Ambode’s letter to the Assembly, requesting for the re-ordering was read on September 6, It was passed to the House Committee on Economic Planning and Budget for scrutiny.
In his letter, Ambode said the re-ordering is to “enhance efficient delivery of services and world class infrastructure to the people of the state”.
The objectives of the re-ordering as contained in the commitee’s report which was adopted by the House include: rehabilitation of hospitals; relocation of the Milke 12 Market; continuous delivery of light-up Lagos initiative; up-scaling of road construction and rehabilitation to ensure connectivity; maintaining fiscal strategy and sustaining expenditure profiles, improving capital expenditure ratio to 61:39 from from its present 50:50, completion of the first phase re-modelling of the Emergency Response System an upgrading of facilities at Cappa and Ikeja Command centres.

Assembly okays LASTMA official dismissal
Members of the Lagos State House of Assembly yesterday approved the dismissal of a Lagos State Traffic Management Agency, LASTMA, officer, Mr. Onipede Olusegun from Lagos State Civil Service over alleged extortion.
Onipede had submitted a petition titled “Dismissal from civil service” seeking reversal on the judgement of the LASTMA Authority to the House.
In the petition, he stated he was on a patrol around Ojota axis when vehicles were parked indiscriminately at the bus-stop which resulted to traffic build-up and he instructed the driver of the vehicle in the front to move in order to ease traffic but the driver refused vehemently.
Onipede further stated that he snapped the vehicle with his phone as a result of his refusal and the conductor held his hand and pleaded with him to delete the pictures, in the process of holding his hand while pleading that a passersby took the photograph and shared same on the social media which the LASTMA Authority came across and allege him of extortion from a bus conductor.
He also stated that all attempts to explain what transpired between him and the bus conductor to LASTMA Authority was rebuffed. He stressed that he couldn’t have done anything that will jeopardize the operational guidelines of the Agency to enrich his pockets.
In response to the petition, Chairman Committee on Establishment, Training, Pension and Public Service, Hon. Dayo Famakinwa invited necessary stakeholders to investigate the matter and reached a conclusion to adopt the position of the Civil Service Commission to the effect that Mr. Onipede Vincent Olusegun be dismissed from the service of LASTMA over alleged extortion.
Omotayo Oduntan stated that the fear of LASTMA is the beginning of traffic wisdom in Lagos State but now there are many bad ones among them who have become allies of Danfo drivers thereby extorting money from them. “I could recall one LASTMA officer tried to extort money from a Danfo driver but pleaded for forgiveness after I accosted him. I think it’s nemesis that caught up with the man in question and it will serve as a deterrent to other LASTMA officials who indulge in such disgusting behaviour”, she said.
The committee’s recommendation of approving the dismissal of the LASTMA official was adopted as a resolution of the House.

Police arrest four suspected killers of Oyo Assembly member
Police in Oyo State have arrested four suspects in connection with the killing of a member of the state House of Assembly, Gideon Aremu.
Aremu was shot dead by three gunmen in his Alakia, Ibadan home on July 1. The assailants were said to have trailed him to his house on a motorcycle.
The late lawmaker represented Oorelope State Constituency on the platform of the Labour Party (LP).
Until his death, he was the Chairman, House Committee on Information, Public Relations and Security.
Governor Abiola Ajimobi offered a N5 million bounty for members of the public that could supply useful information that could lead to the arrest of the gunmen.
Police Commissioner Leye Oyebade, in a statement yesterday, said the arrest of the suspects was made possible by a combined team of Intelligence Response Team of the Acting Inspector General of Police, Ibrahim Idris and detectives from the state police command.
The statement reads: “Refer to gruesome murder of Hon. Gideon Aremu on July 1, 2016 by some gunmen, who made away with his Samsung phones and some money, I wish to inform you that four suspects have been arrested in connection with the crime.
“The arrest was made possible by combined efforts of the Intelligence Response Team of the Inspector General of Police, Ibrahim Idris and detectives from the Oyo State Police Command.”
The four suspects would be paraded today at the police headquarters, Eleyele, Ibadan.

Bill against land speculators passes second reading in Ogun Assembly
•Coker Farm settlers lament ordeal
Hundreds of farmer-settlers at the over 50-year-old Coker Farm Settlement (CFS) in Ifo, Ogun State and others will soon enjoy peace as a Bill against land speculators is enjoying prompt attention in the Ogun State House of Assembly (OGHA).
The bill, which has passed through first and second readings, is at the Committee Stage.
Titled: “A Bill for A Law To Prohibit Forcible Entry and Occupation of a Landed Properties, Violent and Fraudulent Conducts in a Relation To Landed Properties In Ogun State And for Connected Purposes”. It was proposed by Kunle Oluomo (Ifo1).
Information about the bill came to light yesterday following the protest by farmers at the CFS over their harrowing experiences in the hands of “land grabbers” and “sand diggers”.
For years, farmers at the CFS established by the first Premier of Old Western Region, Chief Obafemi Awolowo, said they have been groaning under what they called routine destruction of their crops and farmlands by “land grabbers” and “sand diggers”.
The farmers claimed they have lost millions of naira worth of cash crops in addition to funds invested in farming.
Narrating their ordeals to reporters at a meeting attended by hundreds of the farmers, their wives and children, the CFS’ Secretary, Adediran Babatunde, called on the government “to save this surviving legacy of their forefathers from total destruction”.
Adediran said the 720 acres at Adegbite and Asani areas of Ifo, which was allocated to 124 farmers, began to witness encroachment during the former Governor Gbenga Daniel administration. He added that the situation got to a peak in 2012 without a respite.
But assuring the farmers, OGHA’s Deputy Speaker, Kunle Oluomo, said the bill when passed will tackle the problems of farmers at the CFS and other land matters.
Oluomo, who spoke yesterday with The Nation, said the bill will stop further encroachment, empower the government to demolish illegal structures interfering with the vision of the settlement and compelled others to ratify their properties.
According to the lawmaker, the bill, when passed into law, would also make it an offence for any person to act or purport to act on behalf of any party to a real property transaction or engage in forceful takeover or sale of a landed property.

Zamfara Assembly withdraws impeachment notice against Yari
The Zamfara State House of Assembly has withdrawn the impeachment notice against Governor Abdulaziz Yari, conditionally.
Speaker Sanusi Rikiji spoke in Gusau yesterday after a stakeholders meeting, including the 24 lawmakers and traditional rulers.
The monarchs were led by the Emir of Anka, Alhaji Attahiru Muhammad.
Rikiji told reporters at the end of the meeting that the lawmakers gave Yari conditions before they agreed to suspend the impeachment threat, adding that the intervention of traditional rulers and the state leadership of the All Progressives Congress (APC) helped in addressing the issues.
Yari described the cause of the face-off as “the handiwork of the devil”.
“The cause of the misunderstanding was addressed at the meeting and we have agreed to put aside our differences, and work together for the advancement of our state,” he said.
The legislators had threatened to impeach the governor for alleged abuse of budget implementation, misappropriation of bailout funds, deductions in workers’ salaries and his failure to pay the salaries of the 1,400 youths employed by the government two years ago.
