  • FG okays N60 billion for rice subsidy 

    ….National Food Security Council faults USDA report on import

    The Minister of Agriculture, Audu Ogbeh on Friday disclosed that the Federal Government has approved N60 billion subsidy to support rice industry in the country.

    He briefed State House correspondents after a meeting of the National Food Security Council presided over by President Muhammadu Buhari at the Presidential Villa, Abuja.

    Ogbe who was flanked by the Kebbi State Governor, Atiku Bagudu explained that the purpose of the subsidy was to help bring down price of the commodity in the country.

    He said “There is a subsidy programme coming up. Government has approved some money N60 billion to support the rice industry to bring down prices. But we are going to handle it differently.

    “We don’t want to get into petroleum subsidy problem. So, a committee is looking at it with the Ministry of Finance.

    “We think that it is better for us to loan money to the millers, farmers and distributors at a very low interest rate, so that the capital doesn’t disappear, so they have cheaper credit to do their business that should impact on the price of rice in the market.

    “When we are ready we will let you know,” he added.

    On the plan to ban fertilizer NPK 151515 which has been in use in the country for many years, he said that the ban became imperative because it adds no value to crops.

    He said “We call for the ban of fertilizer NPK 151515 which has been used in the country for many years but recent research revealed it’s not useful for any crop or any soil.

    “Soils differ and so do crop, to believe there is one uniform fertilizer you can spread for every crop is a fallacy.   And it’s because we have done soil test and change the formulations of fertilizers, local blenders that some of the yields we are getting now are rising from two tonnes per hectares to five and six.

    “So the president is looking into that and to how we can deal with it.” he said

    On his part, Governor Bagudu said the council’s attention was drawn to the report by the United States Department of Agriculture (USDA) which suggested that Nigeria remains a heavy importer of rice despite government’s claim to the contrary.

    He said: “We drew the attention of the council to a report by the US department for agriculture which suggested that Nigeria has been importing rice or about to the tune of about three million tonnes.

    “We informed the council that contact has been made with the US agency to tell us the basis for the report because it’s not consistent with the report available to us.

    “The only official importation in Nigeria is about 4,000 metric tonnes of rice. Secondly, the biggest exporter of rice, Thailand exported 1.1 million metric tonnes of rice to West Africa between January to October this year and India exported 402 million metric tonnes of rice to West Africa between January to end of July this year. That is a total of 1.5 million metric tonnes.

    “Even if all was smuggled into Nigeria, that was the total amount of importation one could attribute to Nigeria.

    “So, the US authorities responding by saying that their assessment  was based on satellite imaging of flooded areas and consideration that we are about to enter electioneering period and that demand for rice by politicians or for political purposes will increase.

    “Thirdly, that most West African countries depend on Nigeria. So, because of the flooding, they concluded based on those assumptions that Nigeria will import more.

    “Certainly, that is an erroneous report. Even in spite of the flooding, the upland rice production has been quite strong this year. Even though prices have increase in response to flooding, we still have adequate paddy rice in Nigeria,” he said.

  • Minimum wage: Bagudu appeal to NLC to shelve strike

    The kebbi state Governor, Atiku Bagudu has called on Nigeria Labour Congress (NLC) and its affiliate unions to shelve its scheduled strike in the interest of the citizenry

    The governor made this call in a statement signed by his Chief Press Secretary, Alhaji Abubakar Dakingari, and made available to journalist in Birnin, the state capital today.

    He urged the workers to await the report of the tripartite committee on minimum wage and President Muhammadu Buhari’s decision on the wage increase.

    “I want to assure the Nigerian workers at all levels of the government’s readiness to promote their welfare. The government is willing and ready to do everything possible to uplift workers’ welfare,’’ he said.

    The statement said that Bagudu left Birnin Kebbi for Abuja this morning to partake in the 12th meeting of the tripartite committee on the National Minimum Wage.

    The committee is expected to finalise deliberations and submit its report to Mr President, he added.

    It could  be recalled  that Kebbi state governor was among  the  tripartite committee on minimum  wage.
  • Osinbajo, governors meet over minimum wage 

    Vice President Yemi Osinbajo on Monday led the Economic Management Team (EMT) to a closed-doors meeting with representatives of state governors at the Presidential Villa, Abuja.

    At the meeting were the Secretary to the Government of the Federation (SGF), the Ministers of Labour, Finance, Budget and National Planning, Boss Mustapha, Senator Chris Ngige, Mrs Zainab Ahmed and Udoma Udo Udoma, respectively.

    Also at the meeting were the Head of Service to the Federation, Mrs. Winifred Oyo-Ita, the Director General, National Salaries, Income and Wages Commission, Chief Richard Egbule and Accountant General of the Federation, Ahmed Idris.

    The Governors at the meeting included the Chairman of Nigeria’s Governors Forum, and Governor of Zamfara State, Abdulaziz Yari, Governor of Kebbi State, Atiku Bagudu, Osun State, Rauf Aragbesola and Plateau State Governor Simon Lalong.

    The Minister of Labour and Employment, Senator Ngige had briefed State House correspondents on Friday last week after meeting behind closed-doors with President Muhammadu Buhari had announced that the Economic Management Team would meet on Monday with the Governors to take position on the new minimum wage.

    The Federal Government has insisted on N24, 000 as new minimum wage, the organised labour had on their own maintained that in the last Minimum Wage Negotiation Tripartite Committee, the sum of N30, 000 which the government objected to, claiming that there was no consensus on that.

    Ngige maintained that in fixing the minimum wage, the paramount thing was the ability to pay and that government cannot force employers to pay what they cannot afford.

    But the organised labour has accused the government of playing games with the minimum wage and threatened to embark on strike November 6.

  • Buhari sympathises with Kebbi flood victims

    President Muhammadu Buhari has sympathised with the government and people of Kebbi State on the flood disaster that ravaged 11 local government areas of the state.

    The Chief Press Secretary to Kebbi Governor, Abubakar Dakingari made the disclosure in Birnin Kebbi on Tuesday.

    He said the president’s message was read to the affected Koko, Koko/Besse Local Government Area of the state by Gov. Atiku Bagudu while addressing victims.

    According to the statement, President Buhari is deeply sympathetic with the victims and prayed Allah to provide succor to all of them.

    The governor advised people in the flood prone areas to refrain from construction and building on waterways to prevent future occurrence.

    “The government will embark on clearing and evacuation of rubbish from drainages to ensure free flow of water,’’ Bagudu said.

  • Osinbajo, Kebbi gov meet in Aso Rock 

    Acting President Yemi Osinbajo on Wednesday met with Kebbi State Governor, Atiku Bagudu.

    The closed doors meeting started around 4.23pm when Bagudu arrived the acting president office.

  • Kebbi Governor orders mobilization for voters’ registration

    Kebbi State Governor Abubakar Atiku Bagudu has mandated all Commissioners and Local government Chairmen in the state to relocate to their communities for public enlightenment to mobilize eligible voters to register and obtain permanent voters card PVCs for the next election.

    Governor Atiku Bagudu gave the directive when he presided over the stakeholders meeting of All Progressives Congress (APC) in the state which took place at the Presidential Lodge, Birnin Kebbi.

    The meeting resolved that party executive and local government chairmen with back up from the National Orientation Agency should commence action for this purpose immediately in preparation for the 2019 election.

    He promised to provide the necessary support towards the success of the voters’ registration, explaining that the exercise should cover all eligible voters in the state before the closure of the exercise.

    The Governor warned those who are allegedly planning to create disunity among APC members in the state.

    He said the people of kebbi will not compromise the love and support they have for President Muhammadu Buhari led administration , adding that “we are ready to fight them to finish with our PVC ”

    He however reaffirmed the resolution of the people of the state on the adoption of President Buhari as presidential candidate of the APC with a commitment to vote massively for him .come 2019.

    The State Chairman of the APC Alhaji Bala Sani Kangiwa spoke on behalf of the party executives, Alhaji Maigari Abdullahi Dakingari for the members of the state executive council and Alhaji Malami Abdulkadir on behalf of Kebbi Central.

    The Chief of Staff Government House Alhaji Suleiman Muhammad Argungu spoke on behalf of Kebbi North Senatorial District while Alhaji Abdullahi Lamba represented Kebbi South.

    All the speakers in their separate remarks emphasized the importance of unity among party members and the necessity on all stakeholders to mobilize eligible voters to register and obtain their permanent voters card.

    The State Publicity Secretary of APC, Alhaji Sani Dododo thanked members for their loyalty and obedience to the administration, saying that the party is committed to actualizing the election of President Buhari in 2019 and Governor Abubakar Atiku Bagudu for a second term.

  • Buhari commissions Rice Seedling Factory in Calabar

    President Muhammadu Buhari, Tuesday, commissioned the Cross River State seedlings and seed multiplication factory in Calabar which he described as people-oriented project.

    The President said the project was in line with his administration’s zero oil economic roadmap with Cross River Governor, Senator Ben Ayade becoming a reference point in that vision.

    His words: “When we assumed the rein of leadership of our dear country, our administration launched a zero-oil economic roadmap as a way of making our country less dependent on oil, while encouraging investments in other sectors of the economy, particularly agriculture.

    “I am happy that Governor Ayade keyed into that policy and has today become the reference point in our agricultural revolution effort.”

    While emphasising the significance of the event, President Buhari said: “That we are gathered here today is no doubt a determination woven through to precision and a glowing testament to the fact that the policy is working.”

    The President who lauded Ayade for the giant stride and for keying into his agricultural policy,  further noted that the factory spoke loudly about his administration’s strides in agriculture, adding that it’s capacity to produce high yield and disease resistant seeds, will aid in job creation and earn revenue for the state.

    “The factory, said to be the first in Africa, is an automated plant with a capacity to produce high yielding vitaminized and disease resistant rice seedlings,” Buhari said.

    On the impact of the seedlings factory on the economy, the President said: “Seedlings from this factory will improve rice yield from the current national average of 3 to 4 tons per hectare to about 9 to 10 tons per hectare, thus helping to ensure rice sufficiency in the country and doing away with import and saving foreign exchange for Nigeria.

    “Besides creating employment opportunities for the unemployed, I have no doubt that this rice factory will also be a veritable platform for income generation for Cross River.”

    Continuing, he said: “I am further told that the factory has the capacity to meet both foreign and domestic demands. This will go a long way in placing Nigeria on the global rice production map.”

    He directed relevant federal parastatals to partner with the state even as he hoped that the factory, alongside other agro-based industries being built by the state will inspire other leaders to key into his vision of ensuring food security for the country. “I therefore, enjoin relevant Federal Government Agencies such as the Ministry of Agriculture and the Central Bank of Nigeria, through its anchor borrower’s programme, to partner with Cross River in the area of supply of seedlings to our farmers.

    “With Governor Ayade’s other investments in agriculture such as the ongoing construction of an ultramodern rice mill in Ogoja, the cotton farm in Yala, the cocoa processing plant in Ikom and the Banana plantation in Odukpani, the feed mill and yellow maize farm in Obubra as well as the ultramodern poultry farm for export of frozen chicken amongst others, it is clear that Cross River has found a pathway to decouple itself from over reliance on federal allocation.

    “It is evident also that by conceiving projects such as this, Governor Ayade has a keen eye for tomorrow; focusing on projects that are building a new economic base for the state rather than projects with short term benefits for the purpose of making cheap political gains.

    “It is therefore, my hope and expectation that other states that are yet to fully take advantage of the zero-oil economic roadmap of the federal government will take a cue from Cross River State.

    “Once again, I commend Governor Ayade for this laudable initiative as our country makes steady and assured progress towards self-sufficiency in food production.”

    In his address, Governor Ayade said the state was aware of the President’s focus which inspired the decision to invest in agro-allied industries which include the cocoa processing industry, banana Plantation, soya bean, calapharm, Instant noodles, rice mill, among others.

    “These are all products of your discussion with me each time I have to meet with you and therefore, everything Cross River gives me and the entire people of Cross River credit,” Ayade said.

    Ayade subsequently called for a  standing ovation for the President,  a directive which he explained: “I say so because we have five million hectares of paddy soil in Nigeria, unfortunately, less than 1.7 million hectares of that used to be cultivated; but since you came in with your aggressive program on rice, the amount of cultivable land has grown to three million hectares and it is rising.

    He disclosed that the country used to spend about NGN460 billion importing rice and an additional NGN60 billion in December, which according to him, “has come down dramatically and saved the pressure on the naira, courtesy of your innovative thinking.”

    The governor posited that with the population statistics, Nigeria faces a “humongous challenge that can lead to absolute social disorder if you don’t take a deliberate step to ensure that we improve on the rice demand and rice supply chain.

    “It was against this background that we realise that we needed to do something very specific on rice cultivation.”

    Justifying the Modernization of rice production, Ayade argued that the old way of preserving rice seeds was outdated and counterproductive as the yield was always low, hence the need to go scientific in seed multiplication and preservation which made it “unacceptable for people to go into farming.”

    “We needed to change and bring agriculture into a digital age and nexux. It is against that background that Cross River State under my watch and based on your advice,  we focused on automated rice seed and seedling factory,” he said, adding: “We are just not stopping at providing seeds and seedlings, we have gone further to also set up the first vitaminised rice plant.”

    In a bid to bring optimal value for the rice produced, the governor said it will also serve as a raw material for the instant noodles factory being set up by the state government.

    On the challenges of financing the projects, Ayade said: “There is a new concept which is not just doing business with other people’s money, the new concept in Cross River now is called intellectual money. It is that intellectual money we have adopted to bring all these to reality.”

    Soliciting the support of the President, Ayade added that “We have done all we can, we can only pass it to the father of the country. This is your property, this is your product, this is a product of your intellectual acumen.”

    The president, accompanied by the governors of Kebbi, Alhaji Atiku Bagudu, his Abia state counterpart, Dr. Okezie Ikpeazu; deputy governor of Akwa Ibon State, Elder Moses Okon, the head of civil service of the federation, Mrs. Winnifred Oyo-Ita; Niger Delta Affairs minister, Mr. Usani Usani and his Transport counterpart, Rotimi Amarachi,  among others,  were then led on a tour of the complex by Governor Ayade amidst cheers from the large  crowd that poured out  to witness the historic occasion.

  • Kebbi governor approves payment of June salaries for workers

    Kebbi State Governor, Atiku Bagudu, has approved the immediate release of fund for payment of June salary to the state and local government workers.

    A statement signed by the Chief Press Secretary to the governor Abubakar muazu  Dakingari, quoted the Secretary to the State Government, Alhaji Babale Umar Yauri, as saying that the gesture is to enable workers in the state  celebrate the Eid-El-Fitr in joy and happiness with their families.

    “The governor, however, wishes all workers and Muslims faithful a delightful celebration of Eid-el-Fitr,” the statement added.

  • Bagudu promises commitment to online entrepreneurship

    Gov. Atiku Bagudu of Kebbi has reiterated the commitment of his administration to encourage online entrepreneurship among youth in the state.

    Bagudu made this known at a workshop on five business opportunities organised by a Kaduna based online organisation in Birnin Kebbi on Monday.

    He acknowledged that online business had not only enhanced the economic prosperity of entrepreneurs but also boost wealth creation.

    The governor said the state government would encourage such entrepreneurship in line with modernity.

    Earlier, Mohammed Jega, the Managing Director of Start-up Arewa, an online company, explained that the workshop was aimed at opening the business opportunities for youths.

    Jega said the programme targets at encouraging youths to be self-employed by engaging in online businesses.

    He commended the state government for its pragmatic approach to exploit all areas of economic empowerment for its people.

    The Nation reports that professionals at the event highlighted ways in which online users would grow businesses in agriculture, fashion design, entrepreneurship, innovation, technology, commerce and educational matters.

  • Kebbi pays N9bn pension, gratuities to 3,500 retirees

    The Kebbi Government said it has paid over N9 billion as pension and gratuities to over 3, 500 retirees in the state. The state governor, Alhaji Atiku Bagudu, disclosed this on Tuesday at the May Day 2018 celebration organised by the Nigeria Labour Congress ( NLC ) in Birnin Kebbi.

    “From our inception to date, we have made payment to over 3,500 retirees whose entitlements ranged from N500, 000 downwards,’’ he said.

    Bagudu assured the organised labour that the government would strive to do more to improve the standard of living of workers in the state.

    “The government and labour unions will work closely together to ensure that petty traders and commodity sellers were carried along for proper and holistic integration and engagement,’’ he said.

    The governor commended the organised labour in the state for their unflinching support to the government.

    Earlier, the State Chairman of the NLC, Alhaji Umar Halidu, appealed to the state government to review pensioners’ entitlement to reflect increment of regular workers’ salaries that had taken place in the past, especially for 2012 and 2013 retirees.

    “We also urge the government to restore the payment of annual increment, which was not being enjoyed for the last eight years by all categories of workers,’’ he said.

    Halidu also called for the provision of staff quarters for primary school teachers, especially in the rural areas, to boost the morale of teachers posted to such areas.

    “This will encourage teaching as a profession,’’ he said.

    The theme of this year’s celebration is “Labour Movement in National Development: Dare to Struggle, Dare to Win.’’

    In Kogi, workers have appealed to the state government to improve on the welfare of workers, in addition to ensuring prompt payment of salaries owed them.

    The workers made the call in separate interviews with the newsmen in Lokoja on Tuesday.

    Mr Jubril Mohammed said the salary of civil servants in the state was poor and could not take them anywhere, especially with the economic situation.

    He implored the government to accord top priority to workers’ welfare because most of them don’t have any other source of income all they depend on is the salary.

    Dr Yinka Adebola, a medical doctor, said the way doctors are being treated is like they are doing them favour because government doesn’t pay their salaries on time and also other allowances.

    “Our salary is very low compare to the risk we face every day at the hospital because some of us get infected and some lost their life in the process of saving patient.

    Adebola pleaded with the government to pay more attention to workers’ welfare by increasing the minimum wage and also ensuring prompt payment of salary and allowances.
