Atiku: political parties lack internal democracy

FORMER Vice President and All Progressives Congress (APC) chieftain Atiku Abubakar yesterday declared that lack of internal democracy has made All Progressives Congress (APC) and other political parties “undemocratic”

He said for the ruling party to succeed, it must work together with the Legislature and the Executive.

He spoke at the Second Inter Party Advisory Council of Nigeria (IPAC) annual conference in Abuja.

Atiku, while speaking, called the attention of the APC Deputy National Chairman (North), Shaibu Lawal, who represented the party’s National Chairman, Chief John Odigie-Oyegun, to take notice of his words.

He said the party has failed to organise statutory meetings for the party’s organs.

The APC chieftain said internal party democracy and electoral reforms were necessary to ensure that the people always find expression in governance.

His words: “For a number of years now, we have had political parties, even governing ones, which hardly hold meetings of their important organs, including those meant for the democratic selection of their leadership, or even constitute institutions prescribed in their constitution.

“In the absence of those meetings and elections, their existing leadership, often under the direction of the Executive at the state or federal level, fills the void. That’s not party building but party bullying. And it’s certainly not a way to democratise parties and aggregate their members’ opinions, interests and aspirations.

“This means that efforts to deepen Nigeria’s democracy must include efforts at democratising our political parties. The institutionalisation of democracy in our internal party processes will help us deepen democracy in Nigeria. Leaders are more likely to tolerate opposition from citizens and other parties if they tolerate it within their own party.

“For the APC to succeed as a party in government and for our democracy to endure, the party, the Legislature and the Executive must work in concert. They should not see one another as a competitor or rival. Law-making for the overall good of our country requires that the Legislature has the autonomy to discharge its legislative and oversight functions.”

IPAC National Chairman Muhammad Nalado urged political parties to embrace internal democracy so as to grow politically and economically.

He advised them to support IPAC’s activities.

Nalado called for more peaceful coexistence among political parties under IPAC.

Bauchi State Governor Muhammad Abubakar was presented an award for allowing democracy to thrive in his state.

Responding to the award, the governor said the recognition will spur him to better develop the state.

Military rule, civil war destroyed federalism- Atiku

Military incursion and the 30- month civil war led to the steady erosion of the nation’s federal structure, former Vice President Atiku Abubakar said yesterday.

The federal structure, he noted, was erected by founding fathers to ensure national cohesion.

Atiku said only a comprehensive restructuring of the country and devolution of power will restore national cohesion and good governance.

Speaking at the 3rd Policy Monitoring Dialogue Series on National Unity, Integration and Devolution of Power/Restructuring”, the former Vice President said the increasing centralisation of power and concentration of resources at the federal level weakened the states and relatively impoverished them.

Atiku, who has been a strong advocate of restructuring, argued devolving more powers and transferring more resources to states will decongest the centre and enhance greater manageability, efficiency and accountability.

He said: “Military rule and the civil war led to the steady erosion of our federal structure.

“The increasing centralisation of power and concentration of resources at the federal level in the context of rising oil revenues and neglect of other revenue sources weakened and relatively impoverished the states.

“As Vice President and Chairman of the National Privatization Council, I saw firsthand what an overly centralized federal government can do wrong.

“Having confiscated the bulk of national revenues, the federal government proceeded to insert itself in a dominant manner in virtually every aspect of our national life, including the economy where it became an investor in all manner of businesses rather than facilitating the emergence of a vibrant and thriving private sector.

“Although we have succeeded in privatizing many public enterprises, we still engage in what I call institutional escapism and duplication/ multiplication.

“Rather than fix existing challenges in existing ministries and departments, we create new ones to carry out the same functions as the existing ones.

He emphasised people have a constitutional right to peacefully agitate for restructuring.

According to Atiku:  “We should try to understand the basis for the agitations and calls for a new compact rather than vilify the agitators.

“It is disingenuous to accuse everyone who calls for restructuring as trying to break up the county.

“Yes restructuring may mean different things to different people. Like all things with political and economic implications, those calling for restructuring have varying positions, which is not a bad thing.

“But we won’t really find out how close our positions are to those of others until we sit down with them and start to talk and negotiate.”

Maitama Sule’s death: Nigeria’s unity in dilemma, says Atiku

Former Vice President Atiku Abubakar has said Nigeria’s unity is in a dilemma with the demise of elder statesman, Dr. Yusuf Maitama Sule.

Atiku, who will be installed as Wazirin Adamawa on Friday, addressed reporters at the Kano Government House, when he paid a condolence visit to Governor Abdullahi Ganduje.

His words: “The unity of our people and the role he (Maitama Sule) could have played in the restoration of that unity has gone with him, now we are in a dilemma.

“We don’t have somebody like Dan Massani from the North anymore to do that. So, we should not forget about the unity of Nigeria, rather, we should try to find people of similar beliefs and antecedents like Dan Massanin Kano, to continue his good works.”

“It is impossible for me to describe his contributions to the evolvement of modern Nigeria but I know we have lost one of our greatest Nigerians that ever lived.

“Your Excellency, we have come to condole with you as brothers, we have come to pray for the repose of his soul. We thank you very much for giving us this opportunity and we hope the people of Kano will, by the grace of God, produce another Dan Massani who will fit into his footsteps and offer his contributions to the unity and survival of this country.”

Responding, Ganduje said: “I am happy with your coming.

“Dan Massanin Kano was a great man and his name will continue to be great, not only in Kano, but in the whole of Nigeria.

“Like you said, time will not allow you to enumerate the deceased’s contribution to the development of Nigeria, even to Africa.

“We have really lost a father. We will continue to imbibe his character and his sermons will lead us.”

Others who visited Ganduje included former Vice President Namadi Sambo, and leadership of the northern chapter of the Christian Association of Nigeria (CAN).

Sambo described Sule as a true nationalist who believed in the peaceful co-existence and stability of the country, which he showed until his death.

Atiku to govt: don’t ignore calls for restructuring

Former Vice President Atiku Abubakar has said that agitations for secession would not have arisen if the country had shown sincere readiness to address the underlying problems that feed the agitations by those he described as separatist forces.

In a statement from his media office in Abuja, the All Progressives Congress (APC) chieftain said recent voices in support of restructuring the country and true federalism by leaders and stakeholders were clear indications that he was not a lone voice in the call to restructure the country.

The former vice president has consistently spoken about the need to restructure the country and give true federalism a chance in the past two years. Other notable Nigerians have recently added their voice to the call as a result of recent events in the country.

Hailing the APC Progressive Governors Forum for supporting the call for restructuring and true federalism, Atiku said the issue transcends religion and ethnicity.

He described as patriotic the convergence of positions around restructuring by leaders and stakeholders from diverse regions of the country.

“The agitations for secession would not have arisen, if the country had shown sincere readiness to address the underlying problems that feed the agitations by separatist forces.

“The restructuring debate transcends the ambition of any single politician in Nigeria, and that any attempt to ignore the agitations could make a bad situation more complicated.”

He explained that avoiding a problem won’t solve that problem, adding that with so much hate, distrust, suspicions and fears in the country, political leaders shouldn’t be afraid to confront the challenge.

Atiku stressed that the present federal structure should be freely discussed by allowing the federating units voice their grievances with a view to finding workable solutions that protects the rights and interests of all.

He maintained that the country could not afford to allow bottled up frustrations of the people to explode into violence, which threatens not only innocent lives, but also harms the country’s economic assets.

Atiku, therefore, lauded the Progressive APC Governors, other leaders and groups for their courage to confront the country’s most urgent national challenge.

He added that separatist agitations were dangerously threatening the country’s unity and indivisibility, saying no country could afford to take these threats lightly.

    ‘Atiku should run for presidency’

Former Vice President Atiku Abubakar has received the Nigerian flag at the just concluded Hall of Grace Awards in Lagos for his contribution to the nation’s democracy.

The event was held in honour of notable Nigerians, including, Governor Jibrilla Bindow of Adamawa State, Mr. Waheed Olagunju, Acting Managing Director, Bank of Industry, BoI and Wilma Aguele of WILBAHI.

Abubakar was honoured for his role in the fight against the military, his strides during his tenure as Vice President and efforts to sustain his democracy.

The Chief Executive  Officer of AlphaGrace Media, organisers of the Hall of Grace (HoG) Awards, Mr Rupert Ojenuwa, said: “Our nation is in dire straits, our nation has been bleeding, our nation searches for a hero. Nigeria needs help and this isn’t difficult to see. You can imagine that you have to provide for something as basic as power, as security, as potable water and all. Doesn’t it worry you that after close to 60 years of flag independence, we still struggle with these things? We are still known as a dark nation?

“We must, going forward, look for qualified people to lead us. We must focus on heroes and not leaders who seem to think Nigeria is a cooperative society owned by them. We must pick leaders who see all Nigerians as the same irrespective of where they come from or what religion they practice.

“Whilst I may lack the power or influence to ask Alhaji Atiku Abubakar to run for the presidency in 2019, I can advise every Nigerian.

“If you must vote for leaders, vote for people in the mould of Atiku Abubakar. Atiku sacrificed so much for democracy. He almost lost his life fighting for its return and he delivered dividends during his tenure as vice president and this is why we honour him as All Time Hero of Nigeria’s Democracy,” he said.

Bindow was honoured for his strides in Adamawa State.

In less than two years, the governor constructed more than 120 roads and he has impacted the health sector and youth empowerment. he bagged the HoG Most Performing Governor of the Year.

The BoI chief, Mr. Waheed Olagunju, was also decorated for his sterling performance at the BoI, as under his watch, disbursement has soared and the rate of non-performing loans (NPLs) have nosedived.

The BoI under him has been brought to national reckoning because Olagunju will not rest on his oars until the nation is developed.

Aguele received award for her contributions to agriculture in Nigeria.

  • Why Atiku, Tambuwal, Ooni, others endorsed Naija Green Card –Initiator

The Nigerian Students and Youth Corpers’ Discount Card  (Naija Green Card) was launched about one year ago to help Nigerian youths aged between 18 and 35 to cope with the biting economic realities. In this interview with select journalists in Abuja to mark the first anniversary of the card, its initiator, former congressman Bimbo Daramola, talks about the journey so far. Dele Anofi was there. Excerpts:

The launch of Naija Green Card with pomp and ceremony in Abuja about a year ago was not without some scepticism, considering that it is entirely new in this environment. How has it been so far?

It has been a long journey, this one year we are celebrating. We have reasons to celebrate Nigerians, our card holders, our partners and stakeholders – the Universities, National Youth Service Corps (NYSC) and indeed all the personalities across the country who deemed it fit to endorse our product. They have been our inspiration this past one year.

When we started on 21st March 2016, we had a view of where we were going, but we never anticipated how the journey was going to be. But here we are today. Nigerian Green card is one year old, and this is the first and only platform as far as I know, which offers the Nigerian youth the opportunity to have insurance or defense against the prevailing social economic realities. That may not make sense to people that earn some level of income. They may trivialise it. To them, it may not add up right now because they have some stream of income. However, when you have to deal with the harsh reality of the fact that up till when the latest tranche of bailout was given to states, 27 state governments have not paid salaries of their workers for months, you begin to get worried, because that is enough to make us uncomfortable. What becomes of the children of these workers who are expected to be groomed into respectable adults in the nearest future?

We must reconcile ourselves to the fact that as long as the society gets challenged and we find it difficult for people to stay focused and on track, we are losing the society gradually.

It’s been one year of trying to fill the gap. This is not an isolated case. Every responsible government is driven by welfare. That is the truth because without welfare, the purpose of government is defeated. Section 14 of the constitution says the primary purpose of government shall be security and welfare of the people. That is why, even in developed economies, you find situation where people give food stamps, adult insurance, social welfare, name it. All kinds discount platforms for adults and young people. But as long as there is a vulnarable demography, then there no basis for presiding over that section of the people as a government.

We have brought this to the table as a social intervention scheme, a palliative that will help these young people deal with the realities on ground. Inflation is biting, recession is there, of course, these must have consequences. But there must be a response. Somebody must rise up to it.

Let me give an instance: a woman was complaining to me that government was not paying attention to training teachers. She said a company wrote to the government that it wanted to train its teachers but the government replied that it had not paid the teachers for seven months. The implication is how would the government pay money for the training of those it had not paid salaries for months? That’s the graphic reality of what we are bugged down with.

We are starting this small, but as we speak, we a have a record of 9,000 card holders, estimated 10,000 partners across all sectors of our economy for all kinds of goods and services – healthcare, aviation, hospitality, name it. I don’t know of any platform of its kind in Nigeria with such a record. We are here but not yet there. But one thing is clear: we are on the right track of helping our youths.

It seems this success story is tailor-made without challenges, what is the magic?

Far from it. We have our own share of challenges. Having to drive this project is taking a whole lot of money; highly capital intensive. You might think that 9,000 card holders is a lot, but it not. We have had to personally invest our energy, rigours, a whole lot of money has gone into this. But the joy is the testimonials that we get from the field that urges us on that we are on the right track. For instance, a youth corps member that served in the National Assembly told us that though she has been able to get things done with her Naija card, the point is she wonders how the initiators can be this considerate. That is the result of getting our hands dirty and fingers burnt in order make life better for these young people.

Why we are doing that is because if we don’t take care of the society, the society won’t take care of us. We have to get people employed to work for us, get them engaged. As long as we have a situation where these young people are disoriented, hating their environment, we are going to breed more people doing yahoo yahoo, internet fraud, breed more prostitutes and other criminals because these are instances of instant reactions to a society that is failing. We have to have a long stretch of the interpretation and undertaking of how to groom a society that works.

Social security is not in the main to ensure that individuals in a country get more money; it is so that you don’t get to the point where you get desperate and pick hate against your country. We believed in a country that grooms a wealthy society and well taken care of. The challenges are numerous. It has taken a lot dragging it to this point. We are also faced with a major challenge in a cynical and skeptical society. We have instances of some people posting some unfair things about this project because they don’t believe somebody can reel this out. But out of unbelief, disbelief, oh it can’t happen, nobody has ever done it in Nigeria, oh can it work, and on and on, we remain undaunted, and that is why the endorsement of the card by some prominent and credible personalities becomes a huge step forward. We have to thank them for believing in the future of the young generation by believing in the project.

It is no mean feat to have the likes of Turakin Adamawa, Atiku Abubakar, a former Vice President who has devoted his life to Nigeria, young people and the welfare of people, which is what this project represents. This project revolves around Nigeria; the future of Nigeria as enshrined in young people and of course in their welfare. So, that is the spirit in which Atiku Abubakar backed this project. Not only him, we also have the vibrant governor of Sokoto State, Aminu Tambuwal, a former Speaker (House of Representatives) who is doing so well for his state. The very first state to have a deep reflection of what it takes for social security to be impactful. Now everyone is talking about social welfare and palliatives.

The other day, I saw on television, Bauchi State talking about social protection for young people and so on. That is wonderful and this is the heart of it. I want to seize this opportunity to appeal that Nigeria begin to have a deep knowledge of what government and governance is all about. When Tambuwal decided to sign a Memorandum of Understanding (MoU) between Sokoto State government and Naija Green card to place its students from Senior Secondary School (SS) 3 to youth corps members on the project, it is to tell the world that he doesn’t want destitutes, prostitutes, fraudsters, yahoo yahoo and other preventable crimes among his youths, but a bunch of young people who are not under pressure. He doesn’t want his youths to deal with the socio-economic pressures that are likely to push them off the cliff. That was what Tambuwal did and that is the spirit of the MoU. With this, he has breasted the tape of the reflective governors in the country. This is one governor that should be celebrated, not because of the MoU with us but for thinking about the future of his citizens beyond building schools.

Building schools is not the ultimate but building the society. So, what matters most is build the society before building schools. We must have the mind of the people coordinated and concerted before you can go to school. That is the way to go. States should begin to think more about building its youths.

We also have the NYSC on board; the Director General (DG), Brig Gen. Suleiman Kazaure. The card has also been endorsed by the Ooni of Ife, Oba Adeyeye Ogunwusi. This, to a large extent, has been able to cure the angle of disbelief and unbelief. Nigeria is a huge country, the logistics of making this happen is huge. Notwithstanding, we expect that when people have a deeper reflection and  knowledge of what this initiative is all about, then we should be on the track to cure some of the ills that are threatening to consume all of us.

Having achieved all of these within a year, the target for the next one yesr must be a bigger, more ambitious one…

We are projecting over five million card holders on this platform. We are positive because all the details are concluded. We are storming different higher institutions in the six geo-political zones and soon to embark on sensitization tour of more higher institutions, starting with the University of Ilorin. We have been to Nasarawa State University. We were in University of Abuja, same for University of Lagos as a well as University of Calabar among several others. Already, we have an MoU with the NYSC to enrol corps members in the 37 orientation camps around the country for every stream and batch of mobilization. Since this card is not meant for youth corps members alone, we are looking out there to those within the age bracket of 18 to 35 years. As such, we are reaching out to different youth groups. State governments are also a target, considering the fact that many can no longer pay bursary award. It is our belief that going by the Tambuwal initiative, many would want to emulate that. The fact of the issue is that a state government card holder will have the advantage of saving a great deal within a year by enjoying the various discounts from our partners.

How do you determine when a holder is no longer eligible?

The card is secure and fool proof. We have no challenge on how to disconnect a holder who grows out of the age bracket. The card is valid for one year, so it has to be renewed at expiration. During that process, with our data, we simply deactivate any ineligible subscriber.

The partnership of prominent Nigerians like former Vice President Atiku Abubakar, Sokoto governor Aminu Tambuwal, Ooni of Ife, Oba Adeyeye Ogunwusi among others must have brought something to the table for this card. How far have these partnerships impacted on it?

Atiku’s endorsement of the card is very significant because it led credence to the fact that we are doing something noble. If not, the Atiku we all know, with his political clout and global business network will not dare touch it. He was always telling me that he couldn’t have been where he is today without the opportunities Nigeria gave to him. That as a young boy growing from Jada and Ganye in Adamawa State, it was all of these opportunities when aggregated that brought him to where he is today. So, he is committed to give back to the society as much as he can out of his immense means. While we were making the presentation to him, at a point, he looked over to one of his aides and said, we need to sign this on. He mentioned one of his business interests. Then on conclusion as we made to leave, he told his aides, we should take this to the American University, that is his school based in Yola. So, that endorsement has brought that to the table. Beyond that, to have an Atiku Abubakar who is not flippant, doesn’t talk too much but does a whole lot for young people of this country is a statement that the card is credible. Then, equally important is the fact that an Atiku Abubakar endorsement will go a long way to assuage the fears of our cynical and skeptical society about the card.

  • How importation of 53 suit cases almost cost me my job, by Atiku

How importation of 53 suit cases almost cost me my job, by Atiku

Former Vice President Atiku Abubakar opened up for the first time on the controversial importation of 53 suit cases into the country in 1984 by a first class traditional ruler in the North.

He claimed that the exercise almost cost him his job in the Custom Service.

Atiku, who was the customs officer in charge of the Murtala Muhammed Airport when the suit cases were imported, said the Customs bureaucracy wanted him fired for confirming a newspaper report about the importation.

He noted that the then Minister of Finance Dr. Onaolapo Soleye saved his job.

The All Progressives Congress (APC) chieftain spoke at a night of tributes and inauguration of an education endowment fund in memory of the late former Managing Director of Daily Times, Dr. Onukaba Adinoyi-Ojo, at the Shehu Yar’Adua Centre in Abuja.

He said: “I was a young officer in 1984 in charge of Murtala Muhammed Airport while Ojo was a correspondent of The Guardian, covering the airport. We got to know each other because apparently, there were somethings we both believed in. Ojo was radical and I was radical; he believed in transparency and straight forwardness.

“Then, this policy of change of the national currency came into effect by the military government. It was on a weekend when the issue of the 53 suit cases came up. I wasn’t at the airport because it was a weekend and I was the officer in charge of the place and so, there were beat officers conducting their affair.

“The plane landed on the VIP Section and the Aide-de-camp (ADC) to the Head of the Federal Military government came in with a military truck and personnel and drove straight to the aircraft and offloaded those suit cases and did not allow the custom officers to do their work and drove away.

“All the custom officers could do was to make an entry into what we called ‘Station Dairy’. If you are a policeman, custom or military man, you should know what a Station Diary means. It is a diary where we record all incidents as they happen.

“But because Ojo was such an investigative journalist, he got the report. He wasn’t there and normally, a Station Dairy is not a public document, but our own document. Somehow, Ojo, because of his inquisitiveness, came to know of that entry and from the extract of that entry, he told the world about the improper importation of 53 suit cases.

“I resumed duty on Monday and was confronted with national headlines about the 53 suit cases and without clearing from my headquarters, I just confirm that there was such an importation and that investigation was being conducted.

“I was summoned to the headquarters and queried why should I confirm the report and I said I did because it happened and I met it in the Station Dairy. I was threatened with expulsion or dismissal from service and I said I was ready if that was an offence.

“The controversy ranged on and the bureaucracy insisted that I should be fired and the then minister of Finance, who happened to be Dr. Soleye, said what is Atiku’s offence that you want him fired? As the minister, he overruled the bureaucracy and I retained my job.”

The former vice president added: “I went this far to show you the type of person that Dr. Ojo was. He was completely dedicated to investigating and writing the truth. No matter what you do or try to do, he will go ahead and write the truth.

“Since that moment, we struck a very close relationship. When I had the opportunity to work with him again, I did not hesitate to give him an appointment as one of my special advisers.”

On the reason for the endowment fund, he said: “Even if Ojo were to be alive today, he will be working for his family and trying to give the best education for his children. That is why I initiated this educational fund for his three kids.

“I want to appeal to all of you to think about these kids. We all knew that Ojo left nothing because he was not the kind of person who enjoyed keeping money or wanting money by all means. No matter how small, please contribute to this educational fund.”

At the event were Prof. Tunde Adeniran, former Deputy Speaker Emeka Ihedioha, Special Adviser, Political to the Vice President Senator Babafemi Ojudu, Senior Special Assistant to the President on Media and Publicity Garba Shehu, former ministers, National Assembly members, Ambassador Dubin Onyia, Sunday Dare, Bayo Onanuga, Onyeama Ugochukwu and others.

Saraki, Atiku, Wike congratulate Egbemode, NGE

Senate President Abubakar Bukola Saraki, former Vice President Atiku Abubakar and Rivers State Governor Nyesom Ezenwo Wike yesterday congratulated Mrs. Funke Egbemode, on her re-election as the president of the Nigeria Guild of Editors (NGE) at the guild’s biennial convention in Lagos.

Saraki, in a statement by his Special Adviser, Media and Publicity, Yusuph Olaniyonu, in Abuja, noted that the choice of Egbemode, who is managing director and editor-in-chief, New Telegraph , is a clear testimony that she has successfully justified the confidence reposed in her by her colleagues.

He said: “I can only admonish her to work harder to extend the frontiers of her achievements as the President of the NGE. Her return unopposed is a fitting tribute to the fact that her contributions have been recognised. As they say: “the reward for work well done is the opportunity to do more”.

Atiku felicitates with members and leadership of the NGE on a peaceful and successful election at its biennial convention in Lagos at the weekend.

The APC chieftain, in a statement by his media office in Abuja, said the guild displayed exceptional leadership and good conduct in the way it was able to organise within a short time, a rancour-free and credible election, which saw the emergence of a new crop of leaders to pilot its affairs.

Atiku said the outcome of the election, which has brought a new national executive team in place under Mrs. Egbemode as president, Suleiman Uba Gaya as deputy president and other well-known editors was a testimony to the enduring legacy of the guild.

The Turakin Adamawa wished the new leadership the best as it goes ahead to run the affairs of the association while serving as a watchdog of sorts on the practice of the Journalism profession.

He hoped that the new management would partner the present administration in the dissemination of government programmes as well as other critical groups in the society.

Wike congratulated Mrs. Egbemode, a director at The Tide, Juliet Njiowhor and others who emerged victorious during the 2017 edition of the NGE Biennial Convention.

He urged the NGE president and the new executives to work towards promoting media professionalism, objectivity and development of the country.

He wished the NGE President a fruitful term in office.
