    Ayade: Leading from the front

Events in Calabar in the past couple of weeksare enough to break even the most dogged in any leadership position. Many a leader would have baulked or cringed. But that is not what makes a good leader. A good leader neither wilts nor cowers.

Good leaders exude courage, confidence and commitment. That is the mien and fabric with which they are woven.

Governor Ben Ayadeemblematizes these qualities a-plenty. With a near zero revenue allocation from the federation account, measly internally generated revenue (IGR), Ayade has proved more than handful for all the challenges that have made dreary headlines of many states across the country.

These days, placards-carrying protestations have become a common narrative in several states and a feeding frenzy for many of the media.

But with courage, the governor has stoically soldiered on, ensuring that workers get their honest reward for their labour. He has astounded many with this feat, oftentimes leading to questions as “where is he getting the money from to pay salaries and still invest in infrastructure?”

And with commitment also, the one-time senator turned governor has had to go under the trenches working alongside everyone else to ensure the state capital, Calabar retains its status as the cleanest in the country. There can never be any greater motivation than this, being committed to his work and to his promise.

Assuming office last year as the fifth civilian governor of the state, Ayade came with a clear vision and an exciting idea of where he was going and what he aims to accomplish as a strategic planner.

With a private sector background, his herald was one of a manager undergoing a metamorphosis from transactional manager to a transformational leader.

Out of nothing, he has steadfastly been hewing a pathway to recalibrate the economic landscape of the state by attracting investors with interest in oil and gas, construction, agriculture and education and mining.

As a patriotic leader, his quality of patriotism means that he is willing to make sacrifice in the interest of common goals.

This patriotism played out so poignantly recently when he was outside the country and he had had to cut short his investment trip to return home to attend to matters of urgent concern. On his return, he took a radical approach as a leader who leads from the front by hosting a five-hour security meeting with all the service commanders. Shortly after the meeting, he addressed a world press conference, where he outlined a new strategy on how to sustain the peace for which the state has famous for.

A day before the security meeting, Governor Ayade had received in audience the Consul-General of France along with his entourage which included some officials of Lafarge company, where their talks not only centred on business and the water project by the French government in Obubra and Okpoma, but also on security. The governor gave them a firm assurance that the state government would ensure that French companies and other companies operating in the state do so in safety.

At that meeting, Governor Ayade revealed for the very first time his plans for the establishment of the Cross River Homeland Security Service, a non-arm bearing and voluntary outfit that will gather intelligence report, and share such with other security agencies.

Matching words with action, Governor Ayade personally led all the service commanders, and other heads of paramilitary organizations on a ride along the streets and highways of Calabar on an operation code-named, “Operation Show of Force”, to assure residents of Calabar that the government and the security agencies were fully on ground to protect their lives and property, while at the same time warning the criminal elements that they were coming after them in earnest

The same day, security personnel were dispatched to all the nooks and crannies of Calabar to checkmate the activities of hoodlums and other undesirable elements in the state.

To ensure that peace and security prevail across the state, Ayade equally had audience with state traditional rulers’ council, warning them that the state government would not hesitate to withdraw the certificates of recognition from any traditional rulers who would not maintain peace in their domain.

The effort of the governor at ensuring a conducive investment climate has not gone without notice. Recently, the United States, through its outgone ambassador to Nigeria, James F. Entwistle, stated that Cross River State remains a favourite state in Nigeria to do business.

As part of his effort to ensure efficient waste evacuation and management in Calabar metropolis, the governor recently ordered over 20 evacuation trucks and 200 dumpsters.

According to him ensuring   safe and clean Calabar is one of the cardinal policies of his administration. Coming at a time of dwindling income of the state, there could not have been a more creative way to address the issue of waste management in the state.

While some regarded this proactive initiative as one of the core duties of the government, many have since commended Ayade for funding the acquisition of the equipment, despite the challenging economy. They lauded him for his decision to “Buy NaijaTo Grow The Naira” which was considered in the purchase of the evacuation trucks manufactured by Innoson Vehicles Manufacturing, a company wholly owned and operated by Nigerians.

Prior to the acquisition of the trucks, the governor had undertaken a tour of the various dumpsites in the metropolis and came to the inevitable conclusion that a lot needed to be done in the area of waste evacuation and management.

Still on security, the governor appealed to the people to henceforth be more interested on what goes on around them, the activities of their neighbours, and the need for parents to monitor very closely their children’s activities and friends. He noted that there was also need to return to the old cherished values and virtues where we were our brothers and sisters’ keepers. They people were also advised to report any suspicious person or persons and movement to the government and the law enforcement agents for prompt intervention, adding that the Commissioner of Police and State Security Adviser’s numbers are in public domain including the numbers from the 11 security sections of Calabar.

So far, the people are happy with the security measures put in place by the governor, insisting he is very much is on track.

Indeed, Ayade has demonstrated that he is a leader that can be trusted, and one who leads from the front and from behind.

In keeping with his administration’s commitment to make the state a net exporter of rice, Cross River State governor, Professor Ben Ayade recently spent about a week in Taiwan and Thailand acquring basic knowledge in the application of technology to grow rice.

One of the farms visited by the governor in Taiwan included the Chi-Ton Rice Nursery Centre located in Hueilei Village, Huwei Township, Yulin County, Taiwan.

Another farm that played host to the governor is the Zhao Shun Agricultural Machinery Limited.

It would be recalled that following the signing of the Memorandum of Understanding between the state government and Thai- African Corporation Limited,  construction work has since commenced at the Calabar Rice City project.

Apart from the rice city, the Ayade-administration has begun the implementation of various rice schemes that will see to the cultivation of about 7000 hectres of rice.

The schemes involves at least one hundred thousand farmers.

Major off-takers and processors are already on the ground.

The goverment is also on the verge of establishing a mega rice mill in Bansara, Ogoja Local Government Area.

When completed, the Calabar Rice City, said to be the first in Africa, is expected to serve as a training institute, as well as a nursury for rice seedlings.

Speaking on how the technology works, Ayade said: “It will focus on innovative tool through the growing of specialised seedlings  which will undergo some form of research and development.”

The governor further disclosed that “with the improved technology which comes by way of almost full automation, it will help produce seedlings that is already germinated in 18 days, matured, properly prepared and ready for application directly to the farm.”

Ayade hinted that three core investors will be procuring from the Rice City in Calabar, taking the specie to Bansara in the Northern Senatorial District, Abi and Obubra in the central and Odukpani in the south.

He said a processing mill will be established in Bansara, Ogoja Local Government Area where rice will processed for export.

Acknowledging that the project located close to the airport and the proposed deep seaport remains special, the governor added: “You have more effective use, less manual application and it is an avenue to avoid the old ways where farmers farm in vain while middle men take all the profit.”

Worried by the huge amount spent on importation of rice into the country, Ayade said “with the technology and innovation that is coming and with the rapid production of seedlings that we are doing, we are definitely going to take up more than 50 percent of the market share of rice in the sub region.”

On possible employment opportunities, Ayade explained that when the project, designed as a luxury with African-like architecture, motel to accommodate students on research and training on genetics of rice, while advancing knowledge on agronomy, finally takes off, it will provide between 2000 3000 jobs.

Ayade to improve waste disposal in Calabar

Cross River State Governor Ben Ayade has begun the inspection of dump sites in Calabar, the state capital, to ensure effective waste management.

The governor first inspected the Lemna dump site, where he expressed dissatisfaction with the stench from the over 30 trucks waiting to discharge evacuated wastes.

As he was conducted round by a team of waste managers, Ayade said: “It is unacceptable and totally unhealthy for both wastes and human beings to coexist side-by-side as we have witnessed here today. I am sure that when this place was designated as a dump site, nobody was living here.

But now that it is sharing the same environment with human beings, we have to consider an alternative place for a new dump site.”

The governor urged Cross River residents to be patient with his administration, saying it was holistically addressing proper waste disposal in line with the clean and green status of the state.

He said: “Once more, I want to plead with you for your understanding as my team and I aggressively seek to address the challenge of waste disposal. We are concerned about your interests: health, welfare, safety and security. These are key issues to me. Have a little patience; this waste will soon be a thing of the past.”

“We are fully reloaded to make Cross River State the construction hub for Africa. It is indeed difficult at this point in time to hope perhaps that magic would be done.

  • Ayade is friend, father to Bakassi, says Ita-Giwa

Ayade is friend, father to Bakassi, says Ita-Giwa

A former Presidential Adviser on National Assembly Matters, Senator Florence Ita-Giwa has hailed Cross River State Governor Ben Ayade for identifying with Bakassi Peninsula residents.

In a statement at the weekend, Ita-Giwa said she was happy that Ayade spoke for the internally displaced Bakassi residents.

The politician, who is popularly called Mama Bakassi, noted that previous administrations did not show the same level of commitment to the struggle of her people as Ayade.

She said it was rare to see a governor exhibiting the attributes of an activist, feeling the pulse of his people.

Ita-Giwa said Bakassi residents and other people of Cross River would forever be grateful to the governor.

The statement reads: “I want to use this medium again to appreciate Prof Ayade for speaking on behalf of the displaced people of Bakassi.

“It is commendable because he is not just seated in the comfort of his home and office to talk about their plight but visits them and gathers first-hand information about their sufferings.

“The people of Bakassi have suffered a lot, perhaps because we are the minority, and it is in the light of this we express profound gratitude to him for all his good works and concerns for Bakassi people.

“I am also using this medium to call on the Federal Government to pay attention to the displaced people of Bakassi as it is doing to the Internally Displaced Persons (IDPs) in the Northeast. The rainy season is here and it may get worse for them, if they are not taken care of adequately.”

A Civil Society Group, Coalition of Civil Society and Media Executives for Policy Stability (COCMEP) at the weekend commended Cross River State Governor Ben Ayade for setting the pace in workers’ welfare improvement.

A statement by Comrade Innocent Ebirim Okadigbo President, COCMEP described the payment of Cross River State workers’ May, 2016 salary on the first day  of the month as a “pleasant and motivating surprise.”

COCMEP urged the workers’- friendly governor to sustain the culture of timely and prompt payment of workers’ salary as this will multiply commitment, dedication, performance, discipline and productivity.

Okadigbo described the award bestowed by NLC on Governor Ayade as “the most labour friendly Governor in the country” to be most befitting and truthful because no governor has surpassed Ayade in prompt and timely payment of workers salary. He described Ayade as a motivator, trail blazer, role model, galvanizer and successful manager in human resource development.

He urged other governors and employers of labour to emulate the Ayade’s model in workers welfare and the Cross River State workers to reciprocate the kind gesture by observing public service and work ethics in their respective places of work.

Cross River State Governor Ben Ayade yesterday stunned workers when he announced the payment of salaries for the month of May on the first day of the month.

A mild drama immediately ensued when the workers who were at the U.J. Esuene Stadium for the May Day celebration began to receive salary payment alert from their various banks.

Unable to contain their excitement, the workers shouted  “alert, alert”.  The workers praised the governor.

Before now, the governor had paid salaries between the 13th and 20th day of each month.

Ayade told the workers, who named him the “Best Labour Friendly Governor in Nigeria”, that his administration had a duty to give workers a sense of dignity.

“We must create opportunities for labour to feel a sense of dignity. If you are truly a Christian, you must know that as you care for your kids, you must care for labour,” he stated.

Workers in the Edo State civil and public yesterday got cheering news during the May Day celebration.

In Edo State, workers’ salaries were increased by 45 per cent. The minimum wage is now N25,000.

The workers, especially members of the Nigeria Union of Local Government Employees (NULGE) who were in pensive mood at the beginning of the rally, danced and sang praises of Governor Adams Oshiomhole.

Members of NULGE who wore black clothes to lament non-payment of many months salaries stormed the rally with placards demanding intervention in the payment of their salaries.

They initially sang songs to disrupt the governor’s speech but later calm down to listen to Oshiomhole.

Placards carried by the local government workers reads: “Can we celebrate in hunger”, “May Day: Nothing to celebrate”, “Release our bailout fund”.

Oshiomhole told NULGE members that he had taken several difficult steps to ensure that their salaries were paid.

Among the steps taken were his decision not to appoint caretaker committee for the local councils, sack of members of the pension board and removal of workers illegally employed.

Oshiomhole said the unexpended funds from the federal government bailout loan to the local councils would be released to the council workers for payment of their salaries.

He said he had approved promotion for civil servants in the state as his administration would not leave any promotion arrears for his successor.

Oshiomhole also released N200m to the labour movement for the construction of the Labour House.

It was different strokes for Borno and Yobe states yesterday in respect of the celebration of the Workers’ Day.

While the May Day rally was held in an open arena for the first time in six years in Maiduguri, the Borno State capital, the ceremony was downgraded in Yobe because of security concerns.

The May Day celebration in Maiduguri was held with pomp at the Ramat Square although under a tight security.

The state Chairman of the Nigeria Labour Congress (NLC) Comrade Titus Abana, noted that civil servants have every reason to celebrate taken into consideration the crises ravaging the state in the past seven years.

He observed that the celebration of the workers day for the first time since 2009 in an open space is a clear manifestation of the gradual return of peace.

The occasion was reduced to a low-key one in Yobe State on grounds of  a security alert of a possible Boko Haram attack that would have disrupted the event which was planned to take place at the August 27 Stadium.

The Yobe State chapter of the NLC had concluded arrangements to celebrate the day in a grand style until the last minute when they were advised by security agents to shelf the event at the Stadium and reduce it into a small gathering which was eventually held at the Conference Hall of the Association of Senior Civil Servants of Nigeria, Yobe State.

“For the past three years, we have not celebrated May Day in open air so we thought that with the improved security in the state, we were going to celebrate the event in a grand style. We had all our arrangements going on smoothly until we got an advice from security operatives not to hold the event as we planned,” Yobe State NLC Chairman Lawan Ibrahim said.

Presenting his demands to Borno State Governor Kashim Shettima, who was represented by his deputy Usman Durkwa, the NLC Chairman, urged the government to place top priority to workers’ welfare.

According to him, the 18, 000 minimum wage is being implemented in 23 local government areas of the state, while the four other remaining local governments areas of Askira /Uba, Biu, Hawul and Chibok are yet to benefit from the minimum wage  due to peculiar security circumstances of the respective  local government areas.

He urged the governor to also pay special attention to primary school teachers in the state whom in his opinion have suffered more  from Boko Haram attacks.
