    Updated: Osinbajo, CDS, NSA meet on maritime security

    Acting President Yemi Osinbajo on Monday met behind closed doors with some top security Chiefs at the Presidential Villa, Abuja.

    The meeting was mainly to review a Memorandum of Understanding (MoU) on maritime security in the country.

    The MoU will be presented to the Federal Executive Council (FEC) meeting for consideration and approval on Wednesday.

    Among those at the meeting included the Chief of Defense Staff, Gabriel Olonishaki and the National Security Adviser (NSA), Babagana Monguno.

    Others were the Minister of Defense, Mansur Dan-Ali and the Minister of Transportation, Rotimi Amaechi.

    Speaking with State House correspondents at the end of the meeting, Dan-Ali said: “It’s a pending issue of FEC meeting that we wanted to resolve on maritime surveillance and it has been resolved.

    “Acting President has been meeting with the communities. We have been able to save many communities of oil pipeline bombings and oil theft.

    “It is a big achievement and I believe that the acting President has been doing well in that direction.”

    Osinbajo’s panel meets in Aso Rock

    The Presidential Investigative panel headed by Vice President Yemi Osinbajo on Wednesday night met behind closed doors at the State House, Abuja.

    President Muhammadu Buhari last week Wednesday had set up a three man committee with membership including the National Security Adviser, Babagana Monguno and the Attorney General of the Federation and Minister of Justice, Abubakar Malami.

    It was mandated to investigate allegations of violations of law and due process made against the suspended Secretary to the Government of Federation, Babachir David Lawal, in the award of contracts under the Presidential Initiative on the North East (PINE).

    The panel is also investigating the money linked to the suspended Director-General of the National Intelligence Agency, Ayo Oke concerning the discovery of large amounts of foreign and local currencies by the Economic and Financial Crimes Commission (EFCC) in a residential apartment at Osborne Towers, Ikoyi, Lagos.

    The committee had grilled Oke on Monday for about 10 hours while Lawal appeared before the committee for about 2 hours on Tuesday.

    The Wednesday meeting, which started around 6.45p.m., only have members of the committee in attendance.

    It was not clear if Oke or Lawal will appear later before the Wednesday meeting comes to an end.

    It was also not certain if any private or other public officials have been linked to the investigation as it had vowed to invite anyone uncovered.

    A reliable source, who does not want his name in prints, however disclosed that the Wednesday meeting was to review what the panel has gathered from the investigation so far.

    The committee is expected to submit its report by next week.

    The meeting was still ongoing at the time of filing this report.

    Security: NSA, Service Chiefs brief Osinbajo 

    Service Chiefs including the National Security Adviser (NSA), Babagana Monguno on Wednesday briefed Acting President, Yemi Osinbajo, on the security situation in the country.

    The first meeting with all the service chiefs in attendance since President Muhammadu Buhari left the country on vacation was held at Osinbajo’s office.

    They briefed Osinbajo on the Boko Haram insurgency and killings in Southern Kaduna, cattle rustling and armed banditry.

    Briefing State House correspondents at the opening of the security meeting, Minister of Defence, Mansur Dan-Ali, expressed appreciation of the administration for the support and continuous funding of the armed forces in the conduct of its operations.

    This, he said, has impacted positively on the capacity of the armed forces and troops in fighting the Boko Haram terrorists in the North East and other security threats across the country.

    He said: “On behalf of the armed forces and other security agencies, we pledge our total commitment and loyalty to the President and Commander in Chief of the Armed Forces of Nigeria.

    “The ongoing operation in the North East has recorded tremendous success and has led to restoration of normalcy in most parts of the affected areas. The current strategy being adopted involved the simultaneous conduct of consolidation and stabilisation cases so as to enable the civil authorities take lead role as quickly as possible.

    “Our troops in conjunction with the vigilante groups successfully conducted clearance operations in villages and Boko Haram camps which led to the recovery of weapons and communication equipment as well as apprehension of many suspects. This is being supported by continuous aerial surveillance by the Nigerian Air Force so as to ensure that terrorists do not regroup.

    He also said that several high profile Boko Haram commanders were arrested while over 20,000 persons mostly women and children held hostage by the terrorists were rescued.

    “A number of the terrorists have surrendered to our troops and currently, rehabilitation and deradicalisation process for this category of Boko Haram terrorists and other rescued persons is ongoing.

    “Also, the armed forces are currently providing medical support and basis amenities such as food, clothing, water supply to most IDP camps in the North East.

    “Furthermore, several inter and intra roads and bridges that were impassable due to the security risks have been reopened and damaged ones reconstructed to enhance movement of people and goods in the North East.

    “The Nigerian Army Small Arms Competition will be conducted by 7 Division at Sambisa Forest to consolidate the gains achieved so far and further sharpen the skills of our troops.

    “In other to sustain the tempo of the counter insurgency operation in the North Eeast, the present administration had recently procured modern equipment to enhance the combat effectiveness of our armed forces.

    “Mine-resistance ambush patrol vehicles, one 20mm Motors and ammunition were being procured by the Nigerian Army. Also, some patrol boats and other platforms have been ordered by the Nigerian Navy for outpost at Lake Chad Basin while contract for helicopters from Russia for the Nigerian Air Force has been awarded and approval for addition four of MI 35 are being awaited.” he added

    He also said that additionally, 20 unmanned aerial vehicles from the United Arab Emirates have been procured by the Nigerian Air Force to support the operation in the North East.

    “This administration has also shown tremendous concern to the welfare of troops particularly in the North East through prompt payment of troops’ salaries and allowances as well as improvement in medical services.

    “Last week, we had a meeting with Ministers of Defence from the Lake Chad Basin Commission and Benin member countries, hosted by Nigeria. The countries include Niger, Cameroon, Chad and Nigeria.

    “Memorandum of Understanding for the Multinational Joint Task Force of the Lake Chad Basin Commission to fight Boko Haram terrorists was signed during the meeting. This was aimed at supporting the operations of the MJTF operation Gama Aiki II nicknamed Rawan kada in the North East.”

    He said that peace talk is already on course to resolve the Southern Kaduna crisis.

    “With regards to the situation in Southern part of Kaduna State, peace talk is currently ongoing to address the current clashes between herdsmen and farmers in the communities.

    “Recently, some religious leaders led by former Head of State, Gen. Abdusalami Abubakar, were in Southern Kaduna to mediate between the herdsmen and farmers.

    “As part of efforts to curtail this menace, Nigerian Army is in the process of constructing  a permanent barracks in Kafanchan. Also, the Nigerian Army is expected to conduct exercise Harbin kunama II in Southern Kaduna, Falgore Forest in Kano and the forest in Bauchi to flush out the criminal elements.

    “The activities of cattle rustlers and armed bandits generally in the entire North West have been significantly reduced. Efforts and peace talks to put an end to this cattle rustling and armed banditry in communities in Zamfara and Katsina State have successfully resulted in the handover of various weapons to troops in the states.

    “Bandits from an area in Zamfara State handed over 234 dane guns, 94 locally made pistols, 25 locally made revolvers, 17 locally made multi mural pistols, 10 locally made double barrel, 11 AK47 and five machine guns in addition to the ones collected in Kastsina recently.” he stated

    Those at the meeting included the Chief of Defence Staff, Gabriel Olonishakin and other service chiefs; the Director-General of the Department of State Services, Lawal Daura; and the Inspector-General of Police, Ibrahim Idris.

    FG will prosecute Boko Haram suspects – NSA

    The Federal Government has vowed to prosecute Boko Haram terrorists and others involved in acts of terrorism, using the instruments of the law.

    The National Security Adviser (NSA), Maj-Gen. Babagana Monguno (rtd), stated this on Tuesday in Abuja, at the technical consultations on developing comprehensive approach to prosecuting, rehabilitating, and reintegrating former members of Boko Haram terrorists.

    Monguno maintained that Nigeria is determined to win the fight against terrorism through its core national values, which includes respect for human rights as guaranteed by Chapter 4 of the 1999 Constitution and relevant international human rights conventions.

    He said, “Whereas violent do not respect human rights, and share no such values, we are committed to ensuring that every suspect charged with terrorism has a day in court.”

    He stated that counter-terrorism measures are only effective when anchored within a rule of law and human rights framework, saying Nigeria undertook a holistic approach to strengthening the criminal justice system to serve as the most formidable weapon against terrorism.

    The NSA said Nigeria is partnering with European Union (EU), United Nations Office on Drug and Crime (UNODC), Counter-Terrorism Committee Executive Directorate (CTED) and other relevant agencies to find the best “approach to prosecuting, rehabilitating and reintegrating former members of Boko Haram.”

    “We are therefore looking beyond the ongoing counter-insurgency campaigns in the Northeast to the next phase where Violent Extremist Offenders (VEOs) who had either repented or had passed through the criminal justice process were rehabilitated and reintegrated back to the society,” Monguno stated.

    Chibok girls: Senate summons NSA, other security chiefs

    The Senate Thursday resolved to invite the National Security Adviser (NSA), Babagana Monguno and other security chiefs to brief it on their efforts to secure the release of the Chibok school girls.

    The upper chamber also commended the Bring Back Our Girls group for their doggedness in the campaign for the release of the Chibok girls.

    It asked security agencies to do everything humanly possible to ensure that release of the girls.

    The resolutions followed the adoption of a motion by Senator Dino Melaye (Kogi West) and three others entitled “Abduction of Chibok school girls-two years after.”

    The motion elicited angry reactions from Senators who felt that two years was long enough for the government to have recovered the school girls.

    Senator Melaye lamented the plight of the girls and their parents.

    He insisted that the Federal Government cannot be said to have succeeded until the girls are rescued.

    He said: “We cannot succeed as a government until those girls are released. Getting back the over 200 Chibok school girls into the society is important and a must for our security agencies.

    “The abduction of over 200 girls by Boko Haram has wrongly affected us as a people as could be seen in the international condemnation of the government’s slow reaction to this unprecedented outrage committed against Nigerian womanhood. Never before has such criminal viciousness been perpetrated on Nigerian womanhood.”

    Melaye noted that Thursday “makes it 730 days, 17520 hours and 1,051 minutes that our Chibok school girls have been under captivity. It will be recalled the night of 14-15 April, 2014, 276 girls were kidnapped from Government Secondary School, Chibok, Borno State, the responsibility for the abduction was claimed by Boko Haram. Luckily, 57 of the school girls managed to escape making 219 still missing.”

    He said that outside propaganda videos created by the Islamist militant group, none of the girls has been seen and the families of the missing girls have been traumatized because of their daughters.

    Senate Minority Leader, Godswill Akpabio, in his contribution said that Melaye and some other members of the All Progressives Congress (APC) used the abduction of the Chibok school girls to win last year’s general elections.

    Akpabio wondered why those who led protests against the government of former President Goodluck Jonathan to rescue the girls have suddenly kept mum.

    He said, “I remember in 2014, Dino Melaye used to wear T-shirt and he led the protest to ensure that the abducted school girls were released.

    “He was always at the National Fountain to lead a protest against the government. He eventually cashed in on it and won election to the Senate. Other people in APC also did the same thing.”

    Former President Jonathan came under local and international attack over the way and manner the government handled the issue of the abducted school girls.

    Jonathan was accused of playing politics with the rescue of the girls.

    At last year’s general elections, President Muhammadu Buhari who was the presidential candidate of APC, promised to rescue the girls two months into his government.

    The government has insisted that it does not know the whereabouts of the girls and when they will be rescued.

    Some other Senators, who also supported the motion, asked the federal government to go beyond the yearly ritual of celebrating the anniversary of the abduction of the girls.

    The lawmakers said the government should explore every available avenue to ensure that the girls are rescued.
