    Prioritise citizen engagement, avoid political narratives, Aliyu urges Fed Govt

    One time Niger State Governor Babangida Aliyu had a piece of advice for the Federal Government yesterday. It should deepen citizen engagement and step up communication rather than exerting energies on political narratives.

    Dr. Aliu, who spoke on a cable television, monitored in Lagos by this reporter, reflected on two major concerns – widespread perception of government under-performance and weak public communication

    His reflection followed a high-level policy dialogue held in Kaduna on the state of governance, two years into the President Bola Ahmed Tinubu Administration. The two-day dialogue was organized by the Sir Ahmadu Bello Memorial Foundation (SABMF).

    Aliyu is the Chairman of the Foundation’s Board of Trustees (BoT).

    The forum, which brought together North’s political elite, business leaders and royal fathers among others, offered a platform to x-ray the performance of Tinubu government.

    The former governor, who admitted submissions by several ministers and top officials that the government has recorded landmarks, noted that the absence of direct and transparent communication has left many Nigerians in the dark, thus fueling disillusionment.

    He said: “Every minister, every head of parastatal must engage citizens directly.  You cannot rely solely on the Ministry of Information. If people don’t know what government is doing, they assume nothing is being done. This is particularly dangerous given the pressing challenges of insecurity, poverty, and unemployment.”

    Responding to claims of the perceived marginalization of the North, Aliyu acknowledged that such perceptions vary, depending on political access and visibility.

    He, however, stressed that the region currently occupies key positions in security, agriculture and infrastructure.

    “Ministries that matter most to the North are headed by northerners. What’s lacking is visibility and community engagement from those officials,” he said.

    He also faulted the communication gap between federal appointees and their constituencies.

    “Many ministers and lawmakers don’t return home to give feedback or hold town halls. People feel abandoned after elections,” he said.

    Addressing the widespread sense of unmet expectations, Dr. Aliyu noted that while inflation and economic hardship are real, more responsive and transparent governance at all levels federal, state, and local can reduce tension.

    “If the local governments work and states do their part, the pressure on the center would reduce,” he noted, even as he advocated for a review of the revenue allocation formula to empower subnational units.

    He pointed out that governors also have a responsibility to prioritize citizen welfare amid inflationary pressures. “Even with reduced purchasing power, leadership is about consultation, inclusion, and prudent planning not just blaming macroeconomic conditions.”

    On the political front, the SABMF BoT chair  lamented the erosion of party discipline and ideology, describing defectors from the PDP to opposition coalitions as “nomadic politicians” driven by personal ambition rather than principles.

    “Loyalty has become individualistic. People use political parties like vehicles to get into power and then abandon them.”                  

    The former governor also criticized the existing federal revenue-sharing structure, calling for a reassessment to strengthen governance at the grassroots.

    He said: “The federal takes about 54 per cent of revenue, while states get 26 per cent and local governments 20 per cent, these must be reviewed to empower local administrations and reduce pressure on the center.”

    On governance and planning, Aliyu warned of a systemic failure stemming from poor budgeting processes and weak implementation across all levels.

    “Budgets have become almost useless poorly conceived, skewed in process, and barely implemented,” he noted, adding that even the 2024 federal budget remains largely unexecuted, raising concerns about the 2025 fiscal cycle,” he said.

    Niger wasted eight years under your leadership, Ex-gov Aliyu slams Sani-Bello

    Former governor of Niger, Babangida Aliyu has said that the state experienced eight years of backwardness under the administration of his successor, Abubakar Sani Bello.

    Aliyu said that Sani-Bello who was the immediate past governor of the state tried to sell off several of the legacies he kept on the ground instead of developing it.

    Speaking at the unveiling of a digital online television, LinaTV247 in Minna, Aliyu called on the people of the state to support the incumbent Governor, Umar Bago in order to retrieve the eight wasted years.

    He said: “When we came into government, we started the idea of the University of Education. Because we started it, the federal government saw the need for it and approved to convert six federal colleges of education into universities. Jonathan approved six federal universities of education but Buhari did not allow it to happen. In Niger state too, we wasted eight years without anything happening. So please, we must support the current government so that we can retrieve the eight years we have wasted.

    “I cannot understand it. You did not do anything but you want to sell what other people have done. We all kept quiet because this man came from a different place but we thought he would be guided but he was not guided. We know your quality by what you are able to do at home, not to go to the center and claim your home is good. Make your home good and people will know you have quality.

    “So please, let’s do everything to support the current government by making sure that what is to be done is right and for the good of the people of Niger state. We must support the government of the day because the government of the day has shown the resolution to do well. We must support and not allow it to derail. The Governor has started very well and he must sustain the tempo. Our vision was 3:2020 is for the development of Niger state and a wise Governor has come who is ready to follow the vision that Niger state will be among the top three states in the federation and every facet of life.”

    Aliyu, who recalled the difficulties he faced in moving people from the old Minna Central Market to the Kure Ultramodern market lamented that his successor came on board and sold the place out.

    He added: “If you know what I went through in moving the market from the old one to the new market to the extent that people carried sacrifices because of the decision we made of turning the place into the city center. We laid the foundation but someone came and sold it out.”

    Aliyu applauded the Bago over the firm strides he is taking in curbing insecurity and ensuring that the state has relative peace while he urged him to ensure that he keeps the communication lines between government and the people open and to ensure that he informs the people of every step they take and the implication of the steps to the people.

    The former governor applauded the Chief Executive Officer of LinaTV247, Celine Alkali Moses, saying that the online television would help to bridge the communication gaps in the society urging them to go after programmes that are people-oriented and centered.

    Niger State governor, Mohammed Umar Bago, who was represented by the commissioner of information and strategy, Binta Mamman applauded the initiative of the online television urging them to help in portraying the state in good light especially as people outside the state see the state as very insecure causing the state to lose out of some economic opportunities.

    She said that the media needs to let the outside world know the efforts the government is making in combating insecurity and keeping the state safe.

  • 2019: ‘PDP North Central leaders to field consensus aspirant’

    Leaders of the People’s Democratic Party (PDP) in the North-Central zone have resolved to present a consensus candidate for the forthcoming 2019 Presidential Elections, Director General, Abubakar Bukola Saraki Campaign Organization, Hon. Wakil Mohammed, has said.

    Mohammed said in a statement that the leaders also insisted that the time was ripe for the zone to produce the next president of Nigeria since it has competent, capable and experienced aspirants that can improve the fortune of the country and her people.

    It said that the resolution was taken at a meeting held Wednesday evening at Grand Ibro Hotel, Abuja, attended by party leaders from the region, which consisted of former governors, former and serving legislators, members of the business community and the academia, where they were briefed by Saraki, on his intention to seek the Office of the President.

    It noted that however, the choice of who the consensus aspirant from the zone will be is yet to be decided.

    It said that the PDP leaders from the region also emphasized that it is the turn of the North Central region to produce the President of Nigeria, while also mandating the leaders to engage their counterparts in other geo-political zones with a view to convincing them to support the consensus aspirants that will be produced by from the North-central.

    It said that speaking to the leaders from the region, Saraki, stated that the North Central region has been a stabilising factor in Nigeria, and from previous experience, it is clear that its leaders have the capacity and will power to unite and develop Nigeria.

    It quoted Saraki to have added: “Our zone has been the stabilizing factor in Nigeria for many years, and it is clear that we need to continue to fight for the soul of our nation. The 2019 polls is not just an election, it is about winning the soul of Nigeria. Right now, to me, and I’m sure to all the other contestants under the umbrella of our great party, nothing is more important than for us than to rescue our people from the clutch of poverty, insecurity and ensure that we bring development to all Nigerians.

    “As we move forward, we all need to be courageous. We must provide compassionate leadership for our people. We must protect our people. We must give them live and hope. Our people are asking: “What did we do wrong?” Therefore, right now, we need to be courageous. We must provide competent and compassionate leadership for this country.”

    It said that Saraki also emphasised that leaders from the North Central have demonstrated great capacity to lead, saying that they have always performed well on national assignments.

    “In the last three years, we have struggled and worked to keep the legislature working for the Nigerian people. We need to now lead the country in the right direction. We must create a country that gives opportunity for people to thrive. We need good leadership. This is because, many of the problems that this country is facing is as a result of low performance capacity. We need people who can search for and find the solutions to our problems. We need somebody who can make the country grow, and I believe, that I am this person,” the former Kwara State Governor said.

    The Senate President was said to have called for the leaders to rally around individuals who have a track record of providing competent and united leadership, stating that a candidate from the North Central would help to bridge the divides across the nation.

    “Ladies and gentlemen, this country will only change when those who know what to do are put in charge and when we have the good leadership who know what needs to be done to make the right change. Nigerians need a unifier – somebody who can unite the country and grow the country. At this time, I believe that it is a Presidential candidate from the North Central that can do this for Nigeria.

    “Leaders from the North Central need to work together to ensure that a PDP candidate emerges from the zone. It is clear that the only way to achieve unity in the country is when you have a leader who can manage the differences and galvanise our energy towards achieving development.

    It is not about where you come from, but it is about what you can do for our country. If there is anybody who can do better than those of us in the North Central Zone, let them stand up. It is important that in October, our delegates from the North Central should work to ensure that a North Central candidate emerges – and they should work together with delegates from across the country to ensure that a North Central candidate emerges.We request your support,” he said.

    It said that in his opening remarks, the zonal vice chairman of the North-Central, Mr. Theophilus Dakah Shan, agreed that it was true that the North Central serves as a cardinal point for where Nigeria will go.

    “Although we are called a conglomerate of minority groups, we are a powerful conglomerate that believes in the unity and stability of Nigeria. We have seen how David Mark held the Senate together for eight years, in the same way that Dr. Abubakar Bukola Saraki, has shown courage, leadership and competence in stabilising the 8th Senate over the past three years — which has helped it to record significant achievements. Saraki is representing the North Central region very well”, he stated.

    In his closing remarks, former Governor of Niger State, Babangida Aliyu, said that the North Central region had to unite, because the insecurity in the country is felt most in the zone.

    Fayose alleges intimidation, ‘rigging’ plot

     

    National leaders, presidential aspirants and governors of the People’s Democratic Party (PDP) on Thursday declared readiness to displace the All Progressives Congress (APC) from the Presidency.

    They sounded the 2019 general election battle cry at the mega rally in Ado-Ekiti where they rallied support for the party’s candidate, Prof. Kolapo Olusola, in the July 14 governorship election.

    Olusola was officially presented with the party’s flag by the PDP National Chairman, Prince Uche Secondus, at a rally staged on the highway at the foot of the flyover in Ojumose area of Ado-Ekiti, the state capital.

    Mammoth crowd of party members, workers’ unions, students, youths, artisans, ethnic nationalities and members of the public utilized the opportunity to attend the rally.

    Former Vice President and presidential aspirant, Alhaji Atiku Abubakar, said the PDP is on a mission to rescue Nigeria from insecurity and other challenges confronting it.

    Other national leaders who restated the readiness of the PDP to take over power at the centre are former national Caretaker Chairman and ex-Kaduna State Governor, Alhaji Ahmed Makarfi; former Sokoto State Governor, Alhaji Attahiru Bafarawa; former Jigawa State Governor, Alhaji Sule Lamido; former Niger State Governor, Dr. Babangida Aliyu and Chairman, Board of Trustees, Senator Walid Jibrin.

    Atiku, Makarfi, Lamido and Bafarawa addressed the rally in their capacity as presidential aspirants.

    Atiku urged the people of Ekiti to vote continuity as represented by Olusola, who is seeking to succeed his boss, Governor Ayo Fayose, in the July 14 election.

    He said: “The people of Ekiti, I have known you since 1992; all the projects completed and taken Ekiti to higher level have been done by PDP alone.

    “PDP guarantees you good hospital, road, infrastructure, education and many other dividends of democracy, it is time for you to ensure that this administration continues because that is the key to development.

    “What we are doing is a rescue mission, we will bring back peace, security and prosperity of this country. Make sure you vote and stay there till results are announced.”

    Secondus said: “The PDP is rebranded and repositioned; we are here to rescue Nigeria from insecurity, from collapse and from hardship Nigerians are presently going through under the APC government.

    “Many Nigerians are being killed in Taraba, Benue and Plateau States. How many of our people will you kill? APC and its people are not God.

    “We refuse to be intimidated, it is their style to intimidate. Thus country is experiencing civil war because of killing and Buhari is behind it, APC is behind it, PDP will take over.

    “They have the plan to arrest our people, our members but we will not be intimidated. The APC is broken already, the broom has scattered. We have the best candidate for this election and he will take over from Fayose to continue the development of this state.”

    Chairman of the PDP National Campaign Council and Akwa Ibom State Governor Udom Emmanuel said Nigerians are tired of APC leadership and are ready to vote out the broom party.

    Emmanuel claimed that it is only PDP states that things are working urging Ekiti residents to vote continuity and give their votes to Olusola.

    He urged security agencies to allow the conduct of a free, fair and credible election and ensure that the votes of the Ekiti electorate count.

    Other PDP governors who canvassed for votes for Olusola include Alhaji Ibrahim Dankwambo (Gombe), Mr. Dave Umahi (Ebonyi), Chief Nyesom Wike (Rivers), Mr. Daris Ishaku (Taraba), Prof. Ben Ayade (Cross River), Dr. Okezie Ikpeazu (Abia), Dr. Ifeanyi Okowa (Delta), and Bayelsa State Governor, Mr. Seriake Dickson (Bayelsa) represented by his deputy, Rear Admiral Gboribiogha Jonah (rtd).

    Other prominent party leaders who attended the rally include former Anambra State Governor, Mr. Peter Obi; former Ogun State Governor, Otunba Gbenga Daniel; National Vice Chairman (Southwest), Dr. Eddy Olafeso, members of the National Working Committee and members of the Zonal Working Committee.

    Host Governor Fayose accused the APC of planning to the rig the governorship poll but maintained that the people of the state are ready to resist any attempt to manipulate the poll.

    He alleged that the intimidation ahead of the election had started with the alleged closure of the Akure Airport to prevent governors and other party leaders from attending the rally.

    Fayose said: “INEC, we know your plan that you want to rig for APC, we will follow you bumper-to-bumper. We know your preloaded agenda, how you are planning to release ballot papers to APC.

    “We knew what you did in Kogi, we knew what you did in Ondo, we know your plan. Whether APC resort to violence or not, Kolapo Olusola will be declared governor-elect of Ekiti State, Nigeria.

    “I want to say that over ninety nine per cent of those who will conduct the election are not from Ekiti; youth corpers, police, INEC are not from here, leave our state alone.

    “Look at this crowd, look at this young people, if you are living in our state, this is not a hired crowd, we don’t hire crowd here, these are people living in the state.”

    Fayose added: “Since Monday, they have been arresting PDP people, they arrested three teachers. In this election, it will be 16-0, it will be 16-0 again, the 16-0 is loading.

    “I got a letter on Wednesday that that I should come and welcome the President but I said I am not receiving the President because he has not done anything for Ekiti.

    “I want to condemn the Federal Government for what they have done; why do you have to close the Akure Airport? That is shameful, that is not patriotic, that is shameful.”

    Speaking after receiving the flag, Olusola, who was flanked by his wife, Janet, expressed confidence that he will win the election and will be declared governor-elect.

    Olusola said: “By the grace of Almighty God, we assure our leaders and Ekiti that we will sustain the good legacies of Fayose, we will improve on it and sustain the legacies.

    “I assure you of adequate security, healthcare, excellent infrastructure, civil service, education enterprises, and exemplary leadership among others.

    “Ours is a divine agenda.  It is a divine mission with divine agenda it cannot be conquered by APC. Congratulations Ekiti, your governor elect is talking.

  • Niger to employ 500 youths

    The Niger state government, says 500 Youth traffic vanguards, would be employed into its civil service.

    The youths were engaged under the YES by the immediate past Peoples Democratic Party ( PDP ) government of former governor Babangida Aliyu.

    Alhaji Ibrahim Fanti, the state commissioner for Transport, said this while briefing newsmen on Thursday at the Government House, Minna.

    “The state government has concluded arrangement to employ 500 traffic youth vanguards working under the YES,” he said.

    Fanti said that a committee has been set up by government to workout modality of recruiting the youths into the state civil service.

    He said that they would be recruited into various cadres based on their academic qualifications and paid accordingly.

    “As I speak with you now the state government has paid them all their monthly stipends, so we are not owing them,’’ he said.

    In a related development, Alhaji Zakari Jikantoro, Commissioner for Local Government and Chieftaincy Affairs, said that government had concluded arrangements to purchase eight Toyota Prado jeeps at the cost of N374.5 million for the eight Emirs in the state.

    Jikantoro said this also at the news conference.

    Threatens court action

    Former Niger State Governor, Babangida Aliyu has said that he did not loot the state treasury during his eight year tenure in the state and threatened to challenge the allegation in court.

    Aliyu made the denial in a statement he signed in Minna on Monday while reacting to the recent release of list of treasury looters in the country by the Federal Government.

    “ I wonder why the federal government should include my name in the 24 treasury looters list released again by the Minister of Information, Alhaji Lai Mohammed,’’ he said.

    He threatened to challenge his inclusion on the list to a logical conclusion after consultations with his lawyers.

    The former governor explained that nobody had confronted him with any document that he received N1.6 billion from the former National Security Adviser (NSA), Col. Sambo Dasuki (rtd) and urged the government to prove it.

    He alleged that the All Progressives Congress (APC) was doing everything possible to blackmail him because he refused to join the party.

    “The APC government has embarked on calculated blackmail against my person because I refused to join the party.

    “We all have our minds and what we believe in politics is a thing of the mind.

    “In the orchestrated plot to tarnish my image, I am presently before the Federal High Court and a Niger High Court for the same alleged offence.

    “This is to show that the government is hell bent on bringing me down but they will not succeed,’’ he said.

    Aliyu said that as a governor he served the people of Niger to the best of his ability.

    “As a Governor, I left a landmark for posterity, no amount of blackmail or character assassination can wipe me out from the minds of the people,’’ he said.

    Aliyu to APC: You can’t match PDP’s achievements

    Former Governor of Niger State, Dr. Mu’azu Babangida Aliyu, on Monday came down heavily on the All Progressives Congress (APC), saying the party cannot match the achievements of the Peoples Democratic Party (PDP) even if it spends 12 years in power.

    The ex-governor said the dividends of his administration in Niger State cannot be matched by anybody.

    “People have been telling us everywhere we go that PDP government is the best government the nation have ever had. Government is actually about security, development and provision of basic amenities,” he said.

    Speaking at the inaugural meeting of the Servant Leadership Forum in Minna, Aliyu said his performance in office had made some chieftains in APC to lobby him to join the party.

    The ex-governor declared that he is not nursing any plan to join the APC, adding that he is a die-hard PDP member who will remain in the party despite its challenges.

    “It is something of a pride to hear the rumors they are carrying that I have joined APC. That means they are indirectly lobbying me to join APC. I had the chance and right to join the APC but I did not and I stand by my decision. I am not in APC and will not be in APC.

    “I am not nursing an ambition to join APC. I am not decamping to APC. I am not a selfish politician. I remain a member of PDP no matter how difficult or hard it may be for the party,” he added.

    Ex- governor Aliyu docked for money laundering

    Former Niger governor Babangida Aliyu was on Thursday arraigned before a Federal High Court in Minna on charge of money laundering.

    The ex governor was arraigned alongside a former Commissioner of Environment, Umar Nasko, on 8-count charge of criminal conspiracy and money laundering.

    The offences are contrary to section 18(a) of the money laundering Act, 2011 as amended and punishable under section 15(3) of same Act.

    The two are accused of laundering ecological funds of over N1.940bn released by the Federal Government to the state in 2014.

    The case was transferred from the Federal High Court Abuja to the Minna division at the instance of the defendants.

    When they charges were read to the defendants, they both pleaded not guilty.

    The EFCC prosecutor, Ben Ikani, thereafter prayed the court to remand the accused persons in prison and adjourn the matter for commencement of hearing.

    Ikani urged the court to refuse the accused persons bail given the seriousness of their offence and the magnitude of the punishment.

    Counsel to the first and second defendants, Olajide Ayodele (SAN) and Mamman Osuman (SAN), however, prayed the court to use its discretion to admit their clients to bail.

    They both argued that if granted bail the accused persons will provide reasonable sure ties to stand for them.

    In her ruling, the presiding judge, Yellim Bogoro, admitted the defendants to bail in the sum of N250m each and two sureties, one of whom  must be a civil servant not less than the level of a director.

    Bogoro also ordered them to surrender their international passport to the court registry.

    She gave them 48 hours to fulfill their bail conditions and adjourned the matter until Jan.22, 2018 for hearing.

    Alleged fraud: Ex-governor Aliyu’s trial moved to Minna

    The trial of ex-Niger State Governor, Babangida Aliyu and his former Commissioner for Environment, Parks, Gardens and Forest Resources, Umar Nasko, has been transferred to the Minna division of the Federal High Court.

    They were arraigned before the Federal High Court, Abuja, on May 16 this year on an eight-count charge of conspiracy and diversion of over N1bin ecological fund paid to Niger State by the Federal Government in 2014 when they were in office.

    Nasko’s lawyer, Mamman Usman (SAN), on Thursday argued his client’s application for transfer of the case to Minna.

    Usman said: “The basis of the application is to see that the trial is conducted at the proper forum and not due to lack of trust in this court to do justice.”

    Lead prosecution lawyer, Ben Ikani, later withdrew his counter-affidavit and said he would concede to the transfer to avoid delay.

    Upon the agreement by lawyers to both sides that the case be transferred, Justice Nnamdi Dimgba said he would return the case file to the court’s Acting Chief Judge for the case to be assigned to the Minna division.

    Justice Dimgba said: “I am therefore sending the case file to the Acting Chief Judge for re-assignment to the Minna division, which by agreement of parties, is the proper forum of the trial of the charges.”

    Aliyu and Nasko are accused of paying the N1billion into the account of a private company, D-Sabrin International Limited through the Niger State Ministry of Environment.
