Mohammed signs Bauchi’s N467bn 2025 budget into law

Gov. Bala Mohammed of Bauchi State has signed the state’s 2025 budget of N467 billion into law.

The News Agency of Nigeria (NAN) reports that Mohammed had, on November 21, presented the N465 billion 2025 Appropriation Bill to the state House of Assembly for approval.

Presenting the estimate tagged: “Budget of Consolidation and Sustainable Development,” Mohammed said that it complied with the national format chart of accounts to ensure effective implementation.

Speaking during the signing of the budget into law, the governor said that it would take effect from Jan. 1, 2025.

He commended members of the assembly for their commitment to the review of the budget proposal, leading to its being signed into law.

According to him, the budget represents his administration’s mission to develop the state.

The governor assured that other sources of revenue would be leveraged to optimise the state’s budget performance.

Earlier, Speaker of the assembly, Abubakar Sulaiman, explained that the budget was jerked up to N467 billion from N465 billion to accommodate the state’s developmental needs, after all the necessary legislative procedure and review.

Sulaiman said that the assembly, through various committees, meticulously reviewed the proposal to ensure that adequate resources were allocated to all sectors.

He said that the N2 billion increment in the budget was a reflection of the transparency and oversight function of the assembly.

“He was a one time SSG and until his new appointment he was the Commissioner for Budget and Multi Lateral Coordination,” Gidado said.

The special adviser said that the governor also approved the appointment of Alhaji Hashimu Kumbala as his Principal Private Secretary.

He said that Kumbala would be providing critical administrative and advisory support to the governor as well as ensuring effective communication and coordination within the government.

“He was a retired permanent secretary and until his new appointment he was the Special Adviser to the governor on General Services,” Gidado added.

According to Gidado, the appointments reflected Mohammed’s commitment to effective governance and vision for a more inclusive and progressive administration.

  • Bauchi governor, Okupe disagree on Tax Reform Bills

Bauchi governor, Okupe disagree on Tax Reform Bills

The debate on the Tax Reform Bills raged on yesterday with supporters and opponents expressing their views.

Bauchi State Governor, Bala Mohammed, said the bills were unfair to the Northerners. But he  was  countered by a  former presidential spokesman,  Doyin Okupe,  and an Afenifere chieftain Ayo Opadokun.

President Bola Ahmed Tinubu had on October 3, 2024, requested the National Assembly to pass four tax reform proposals —    Nigeria Tax Bill, Nigeria Tax Administration Bill, Nigeria Revenue Service Establishment Bill, and the Joint Revenue Board Establishment Bill.

Receiving the Christian community in Bauchi State at the Government House in Bauchi,  Governor Mohammed argued that the tax reforms appear designed to benefit certain parts of the country while leaving the North at a disadvantage.

He urged the Federal Government to review its policies and ensure they reflected the interests of all Nigerians.

“These tax reforms are not only anti-North but also a threat to the unity of our country. The government must listen to the people. This is a democracy not a dictatorship or oligarchy. Policies should never be imposed on the people without considering their welfare,’’ said the governor.

He warned that the Federal Government’s approach could lead to chaos.

“If you ignore the cries of the people, you are inviting anarchy. These reforms are not helping northern Nigeria. How do you expect us to pay salaries and build roads when you are taking away our revenue sources? This is unacceptable,” Mohammed said.

He stressed that leadership was about listening and being sensitive to the needs of the masses.

“No leader should feel too proud or arrogant to admit when a policy is not working. If something is not popular with the people, change it! This is not about religion or tribe; it is about fairness, justice, and the unity of Nigeria,” the governor said.

But Okupe said  no right-thinking person would stand against the tax reforms because they are designed to protect the poor and tackle corruption.

Opadokun, who is a former secretary of the defunct National Democratic Coalition (NADECO) described opposition to the tax reforms as unthinkable.

Describing those against the bill as enemies of the country, Okupe, who also served as the director- general of the  Peter Obi Presidential Campaign Organisation, added that the North had no justification to oppose the proposals.

He said: “Any right-thinking human being who had the opportunity in these last two months or so to listen and to read what the tax reforms are all about and goes against it, is an enemy of the country.

“We are saying that the majority of poor people should not pay tax, how can anybody be against that?

“These reform bills are saying that companies that are not making money cannot be taxed arbitrarily. Their taxation will be based on the revenue that they have generated and the profit they made, not on turnover.

“And if your turnover is below N50 million, you are exempted, should anyone oppose this?

“If these tax bills can be passed, they will also help reduce corruption.”

He said that Nigeria’s democracy had been based on oil and not on taxation and hence the need for reform.

“Go and look at all countries in the world, the major source of revenue for government is taxation, but we don’t consider tax as an issue because we just take the oil, and then look at what are we going to get in the next 12 months for budget,” Okupe added.

“Our tax to GDP ratio is one of the lowest in the world, and here is a country that requires an immense amount of money and revenue for development. The population is high, land mass is huge. Therefore, we need money, and this tax reform is saying, ‘Yes, we need money, but we cannot tax people who are already strangulated.

“There are young people who are making money, who go to clubs and spend N3 million, N4 million, and so on in a night. Those are the people that need to be taxed, not the man at the door earning N70,000 monthly,” Okupe said.

Okupe faulted the concerns raised about the timing and the speed of the bills, noting that whatever is causing economic and financial hemorrhage of the country,  must be given the speed it required.

He pointed out that the bills would make more states’ internally generated revenue to improve.

The former presidential spokesman, however, called on President  Tinubu to monitor all revenue-generating agencies to remove corruption and other practices capable of shortchanging the nation.

Opadokun said that by proposing  the tax reform bills, the President was “taking a shot at fiscal federalism.”

He said: “Some people rather than accept the fact about the necessity for our restoration to federal constitutional governance keep on hypocritically telling us that the problem of Nigeria is leadership. When you say you have a number the tax you pay ordinarily does not amount to anything.

“What the president is trying to do in this instance of tax reform bills should be commended by any right-thinking person. For the first time, he wants to use the bills to take a shot at fiscal federalism”.

Opadokun spoke with reporters in Offa, Kwara State on the sidelines of his yearly Christmas carol-themed ‘Rejoice.’

He noted that the government and proponents of the tax reforms have gone to the extent of making sufficient clarification so that well-meaning people will not oppose the bill.

Opadokun said: “When I listen to some of those claiming to be talking for the north on the matter, I wonder which north they are talking about. I know that by the circumstances of the moment, those opposed to the bills are not likely going to succeed. Most parts of the country are ready for the bills to succeed.

“Those grandstanding as if the bills will not favour them are doing so because they cannot continue to do what they have been doing, falsifying figures to enrich themselves taking cognizant of their culture and tradition,” Opadokun said.

He urged President Tinubu  to return Nigeria to true federal constitutional governance, saying “it is the foundation upon which Nigeria gained independence.”

The former NADECO chief also charged the President to correct historical wrongs and restore the nation to its original federal structure.

“The nation must return to federal constitutional governance; that is upon which we secured our independence. All that we are doing is chasing shadows,” he  said.

Reflecting on Nigeria’s socio-economic challenges, Opadokun attributed the nation’s struggles to years of mismanagement, particularly during military regimes.

    • North’s elders back Ndume’s opposition to Bills

Bauchi State Governor Bala Mohammed has urged President Bola Ahmed Tinubu to reconsider any proposed tax reform laws that might deepen regional divisions in Nigeria.

Mohammed said this at the opening of the State Executive Council (Exco) meeting at the Government House yesterday in Bauchi.

The governor said there was a need for policies that reflect fairness and unity across the country.

He expressed concern about the ongoing discussions around the national tax reform law, saying it might overlook the interests of the North.

“As one nation, Nigeria should avoid enacting laws that could potentially marginalise any region.

“I urge President Tinubu to refrain from approving any measures that could disadvantage certain regions,” Mohammed said.

Also, concerned leaders in Borno South Senatorial District have expressed support for the position of their senator, Mohammed Ali Ndume, for opposing Federal Government’s plan to reform tax administration in the country.

In a statement yesterday in Abuja by their spokesman, Bulama Ali Haruna Sawa, the district’s leaders, under the aegis of Southern Borno Concerned Citizens, said they supported behind Ndume, who had urged President Bola Ahmed Tinubu to jettison his proposed tax reforms.

The statement said: “We fully identify with the positions of the Northern Governors, our revered Northern Elders and the National Economic Council, and, of course, Senator Mohammed Ali Ndume, over the matter.

“The said Bashir Adamu, if he actually exists, is at best a meddlesome interloper who is not known to anybody in Southern Borno.

“We challenge him to make a physical appearance as proof of his real identity, and to tell the world at which meeting it was agreed that the people of Southern Borno differ with their senator over the tax reform Bill.

“It is not only true that the Bills have the tendency to deepen the pedagogy of the Nigerian masses but are heavily skewed against our people and indeed the people of the North.

“We had expected Adamu Bashir to take up arguments based on issues raised by the senator in the interview rather than rush to the public with a poorly scripted demagogue on behalf of his paymasters.

“It is rather a paradox that Bashir talks about recalling Senator Ndume at a time we are getting pleased and satisfied with Ndume’s work as our senator.”

The group added: “It is also unfortunate that somebody somewhere has decided to trivialise the very serious issue of a Bill that will further cause harm to an already despairing populace, for obvious pecuniary gains.

“Senator Mohammed Ali Ndume has often made us proud every time he comments on national issues, including the most recent one about the Tax Bill.

“While his views may sound repugnant to the powers that be, they are very pleasing to us and reflective of the mood of Nigerians in general. Never has Senator Ndume spoken about issues, and his views were found to be contrary to the general public’s expectations.

“To every right-thinking Nigerian, Senator Ndume merely re-echoed the prevailing sentiment in the country to the effect that some of the fiscal reforms being introduced in Nigeria are at variance with the general mood and antithetical, injurious, and painful to the citizen.

“It is a truism that at a time the governments of other countries, our neighbor, Ghana, are reducing taxes for their citizens, ours has become so insensitive, to the extent of increasing taxes.

“The Nigerian government ought to learn from the recent experiences of Kenya, where planned fiscal reforms plunged the country into a nationwide catastrophe.

“We are happy with Senator Mohammed Ali Ndume, and we are satisfied with his outing so far.

“He represents what we stand for, and he epitomises our aspirations. As our representative, Senator Ndume has done so well and has our mandate to say all that he was quoted to have said in that particular interview, and of course others.”

  • One-party state: Bala Mohammed crying wolf

One-party state: Bala Mohammed crying wolf

Sir: Governor of Bauchi State, Bala Mohammed has turned himself to megaphone of his party, PDP, firing from all cylinders.

Nigerians vividly recall that he had a less than salutary rein as FCT minister under ex-President Goodluck Jonathan, with his tenure recording plethora of abandoned projects unfortunately paid for by the government.

The inaction of the anti-graft agencies might have emboldened the governor to assume the self-imposed role of vanguard for PDP causes, releasing provocative pronouncements, meddling and intruding into political affairs absolutely beyond his jurisdiction.

His recent foray in this instance was the spurious alarm he raised that PDP would not allow a one-party state in the country as if oblivious of the fact that his party’s problem was largely self-imposed, rather than externally induced.

Where are the founding fathers of PDP? Which side of divide are they? The IBB, Abdulsalam Abubakar, Aliyu Gusau, the northern aristocrats!

Or Olusegun Obasanjo who openly tore his membership card, declaring that he would never have anything to do with the party again?

Ex-president, Goodluck Jonathan has been largely evasive whenever the PDP issues are listed for discussion. Namadi Sambo, his deputy has remained anonymous on the matters of PDP.

Even the illustrious former senate president David Mark treats PDP case with contempt. Of course, the unstable Bukola Saraki has been on his own, opting to disconnect from the state hierarchy and even the National Working Committee (NWC) of the party.

Where are Pius Anyim, Ken Nnamani, Adolphous Wabara, Evans Nwerem, all senate presidents in the glorious era of PDP?

Virtually all the illustrious members of the party have ported. Presently, things have almost fallen apart, as the center could no longer hold.

Meanwhile, while governors of Oyo, Osun, Taraba, and even, Adamawa, home state of PDP presidential candidate, Atiku Abubakar are firmly and religiously in Wike camp, and Enugu and Zamfara remain neutral, other PDP governors reluctantly opt to weather the storm with the party.

Other governors who still have modicum of sympathy and support for the party are perhaps waiting for their opportunity to move on. This is the present state of affairs in the party.

It’s therefore embarrassing that Bala Mohammed has lost sight of the facts chronicled above, opting instead to raise false alarm about the attempt by the APC, the ruling party, to make Nigeria a one-party state.

PDP is supposed to be a credible, functional and vibrant opposition group. It’s clear they’ve lost that status. Of course, Nigerians hold their breath and watch with keen interest to observe the survival of the party even, before 2027 general elections.

PDP dismisses report on Bala Mohammed’s suit against NEC

The Peoples Democratic Party Governors’ Forum (PDP-GF) has dismissed a report that  its Chairman Gov. Bala Mohammed filed a suit against the party National Executive Council (NEC) meeting.

This is contained in a statement issued by the Director-General of PDP-GF, Dr Emmanuel Agbo in Abuja.

Agbo described the report as ”dubious, malicious and attempt to smear the character of Mohammed”.

“This is to emphatically state that the Chairman of the PDP-GF and governor of Bauchi State does not in any way, either by proxy or himself, have anything to do with the said suit.

“For emphasis, our teeming supporters and all Nigerians are urged to ignore the false claim that the Chairman of the Forum or any of its members instigated any legal proceedings about the above,” he said.

An online publication, had reported that Mohammed filed a suit at the Federal High Court, Gusau Judicial Division seeking an ex parte order to compel the convening of the party’s NEC meeting.

NAN reports that the PDP postponed its National Executive Committee, NEC, meeting from Oct. 24 to Nov. 28.

The Chairman of PDP Governors’ Forum, Gov. Mohammed said that rising from the consultative meeting of the various organs of the party, the PDP resolved that the NEC meeting shoule be rescheduled to Nov. 28.

According to him, the postponement was to ensure that the party goes into the forthcoming Ondo gubernatorial elections of Nov. 16 with the unity and strength demanded to unseat the All Progressive Congress, APC, government in the state.

While emphasising the need for unity in the face of efforts by detractors to divide the party, Mohammed called on all members to shun divisive utterances.

He urged members to shun divisive utterances that could undermine ongoing efforts at strengthening the party to effectively play its role as the country’s main opposition, preparatory to taking over in 2027.

Those who attended the meeting include members of the: PDP-GF, the Board of Trustees, NWC, National Assembly leadership of the PDP Caucus and Forum of Former Governors of the party.

Bauchi state governor, Bala Mohammed, has relieved Dr. Adamu Sambo of his role as commissioner for health.

Hajiya Zainab Baban Takko will take over the role of Commissioner for Women Affairs and Child Development from Hajara Gidado, who has been elected Chairman of Itas Gadau Local Government Council.

Engr. Mohammed Abdulkadir will head the Ministry of Commerce, filling the position left by Mahmood Babamaji, who was elected Chairman of Bauchi Local Government Council.

Meanwhile, Dr. Ahmed Abdulrahman takes on the role of Chief Security Adviser, replacing Ahmed Chiroma, who was dismissed on July 16, 2024.

Governor Mohammed explained the reshuffle, noting the need to reduce the cost of governance, streamline government operations, and implement the Supreme Court’s ruling on local governments.

He stated: “We have had to make changes, including dropping the former Health Commissioner, not due to any failure on his part, but as part of our leadership decisions.”

He further explained that the Ministry of Local Government and Chieftaincy Affairs would no longer have a Commissioner, and the late Commissioner for Local Government, Alhaji Jalam, would be replaced by a representative from his local government.

In a vote of thanks on behalf of the newly appointed officials, Zainab Baban Takko expressed their gratitude to the Governor, pledging to use their experience to contribute to the development of Bauchi State.

She assured the governor of their dedication and loyalty in carrying out their responsibilities.

Bala Mohammed’s handling of Rivers crisis will cause PDP bigger losses in 2027 – Arewa group

Arewa Youths for Peaceful Coexistence has warned Bauchi State Governor, Bala Mohammed, and the PDP Governors’ Forum, which he leads, against interfering in the Rivers state crisis, cautioning that such involvement could result in significant setbacks for the party in the 2027 general elections.

In a statement issued by its national chairman, Hon. Haruna Bature, the group expressed concern over what it described as Governor Bala Mohammed’s “desperate desire” to entangle the PDP Governors’ Forum in the Rivers State PDP conflict.

The group further suggested that the Bauchi governor’s actions might be motivated by his own 2027 presidential ambitions or an effort to clear the path for former Vice President Atiku Abubakar to make another run for the presidency.

While calling on the governors’ forum leader to thread with caution, the Group said, the PDP had since its defeat by the All Progressives Congress in the 2015 Presidential Elections experienced serious self-inflicted political setbacks caused by internal political interferences, compromises of internal party systems and abuses or violations of members’ rights.

According to the group, “The Arewa Youths for Peaceful Coexistence observes with great dismay the desperate desire by Gov. Bala Muhammed of Bauchi State to drag the PDP Governors’ Forum into the Rivers State PDP Crisis.

“The Arewa Youths for Peaceful Coexistence wishes to remind Gov. Bala Muhammed that the Wards, Local Government Area, and State Congresses in Rivers State have been successfully completed on the 31st of August, 2024.

“Consequently, after our thorough background investigation, we observed with disdain the sudden heightened interest of Gov. Bala Muhammed in the oil-rich Rivers State Political Crisis between the F.C.T. Minister, Chief Barr. E.N. Wike and Gov. Sim Fubara of Rivers State are strongly linked to Gov. Bala Muhammed’s political ambition to either run for the Presidency in 2027 or to pave the way for Former Vice President Atiku Abubakar to run again in 2027.

“The Peoples Democratic Party (PDP) since its defeat by the All Progressives Congress in the 2015 Presidential Elections has experienced serious self-inflicted political setbacks caused by internal political interferences, compromises of internal party systems, and abuses or violations of members’ rights, which Gov. Bala Muhammed is obviously yet to realize.

“We wish to categorically State that the F.C.T. Minister, Chief Barr. E.N. Wike as a major stakeholder and National Leader of the Party is not a personality to be toyed with to the extent of recklessly interfering in the political affairs of his state.

“The last time we checked, the loss of the PDP in the 2023 Presidential Elections was largely due to the political stance against injustice in the Zoning of the Presidential ticket by Chief Barr. E.N. Wike led the PDP Governors Integrity Group.

“The Arewa Youths for Peaceful Coexistence regrets to state that a similar situation is gradually brewing which may cost the Party dearly in more political losses if not immediately nipped in the bud.

“We therefore call on Gov. Bala Muhammed to immediately caution himself and refrain from further interferences in the affairs of Rivers State,” the statement read.

  • Bala Mohammed’s diatribe

    Bala Mohammed’s diatribe

In politics, passing the buck is a standard practice. So, what Governor Bala Mohammed tried to do, by blaming President Bola Ahmed Tinubu (PBAT), for the national economic challenges while he campaigned for the state local government election, which predictably, his party cleared, is common. Addressing his party faithful, during the #Endbadgovernance protest, the Bauchi State governor said: “I listened to Mr. President’s speech with rapt attention and with all humility and courage what he said was empty.”

While the governor is entitled to play politics against an opposition political party, what requires his courage most is the challenge facing his state and the northern Nigeria. According to the National Bureau of Statistics, 65 percent of the poorest Nigerians live in the north, and that is about 86 million Nigerians. And in a paper presented by Dr. Umar Farouk Musa and Aliyu Mahmmed Malami, in 2020, on “Exploring the Living Standard Dimension of Poverty in Bauchi state,” the state scored abysmally low in relevant indices.

The writers said: “Bauchi state of Nigeria recorded 89.5 percent shortfall across living standard, in health care and education as well as complemented by destitution. The parameter applied cut across the ten indicators associated to schooling, enrollment, nutrition, sanitation, mortality, electricity, water, cooking fuel, assets and floor.” The deplorable state of Bauchi is similar to the challenges facing other states in the northwest and northeast. Sadly, the existential crisis facing the northern Nigeria manifested eloquently during the recent protests, as thousands of out-of-school children, flooded the streets, maiming, burning and destroying the scant infrastructure in the region.

Yet, in the midst of these challenges, facing his state, Governor Mohammed is accused of engaging in acts of extravagance by his people. Over the weekend, the Peoples Redemption Party (PRP) expressed shock and outrage over the choice of the governor to buy exotic multimillion naira SUVs for the six first class emirs in the state while majority of the citizens are stymied in multi-dimensional poverty. Such choices over several decades are at the root of the fearful cataclysm awaiting the northern Nigeria, and by extension, the entire country.

As succinctly expressed by the PRP: “This is an egregious display of the callousness and disregard for the welfare of the people who elected him into office. At a time when many residents of Bauchi State are struggling to put food on their tables, the governor has chosen to prioritize luxury and indulgence for the privileged few.” They went on: “We condemn this flagrant waste of public funds and call on Governor Bala Mohammed to account for his actions. The people of Bauchi State deserve better than to be governed by someone who prioritizes the pampering of a few at the expense of the many.”

Getting northern Nigeria and by extension Nigeria out of the poverty quagmire is the responsibility of the federal as well as sub-national governments. The former Secretary General of Arewa Consultative Forum, Anthony Sani, captured the real challenge that demands courage in an interview, when he said: “Poverty in the North is real. And this is because education, which is the instrument of empowerment that narrows inequality is stymied by the number of out-of-school children. This stokes ignorance and the poverty.”

While definitely the federal government has a role to play to alleviate poverty in every part of the country, the states and the local governments have important roles to play to make that happen. With the increase in state allocation, arising principally from the removal of the fuel subsidy, which is the agent provocateur for the protests that Governor Mohammed exploited, it is expected that states would increase their poverty alleviation policies.  And by Bauchi State government’s account, there has been substantial increase in state income receipts.

Read Also: First Dangote PMS delivery set for September

According to the state budget performance index, out of the N159,088,077,055. 00, income projection for the year, from the FAAC, the sum of N42,591,866,864.58, representing 26.8 percent were received in the first quarter of the year. The state government attributed the significant receipts to the removal of oil subsidy. If Bauchi, like the rest of other states have received higher income arising from the fuel subsidy regime, and instead of channeling the resources earned to improve the socio-economic wellbeing of the people of the state, the governor chose rather to spend more on luxury items for a privileged class, it smacks of deceit to blame the president for not turning his speech to a magic wand.

While every effort should be made to turn the national economy around, the demand for reversal of fuel subsidy should never be contemplated. The simplest reason being that to subsidize fuel in Nigeria, means to subsidize fuel in neighbouring countries, especially in the northern part of the country with vast unmanned borders. Those agitating for the return of fuel subsidy would agree that no matter how wealthy Nigeria may pretend to be, it has no capacity to subsidize fuel, for her neighbours.

And those pushing the narrative that what is needed is a strong policing of our boarders miss the point. As seen during the debacle arising from the closure of the northern borders with Niger Republic after the coup in that country, and further confirmed with the flying of Russian flags during the protests, a cross-over influence from Niger, the so-called national border, is a mere artificial creation dividing brothers. Clearly, the movement of people, goods and services across the artificial borders created by Europeans during the balkanization of Africa is unrestrained amongst brothers separated and living in different countries, knowing they are one and the same.

In fairness to Governor Bala Mohammed, the act of spending scarce state resources on unreasonable ventures, while the people suffer, is not common to him alone. One example, though not as tawdry, as Bala Mohammed’s luxury cars, is the proliferation of airports in Nigeria. Out of the 33 airports in the country – all but two entirely owned by the federal or state governments – statistics indicate that only three airports account for 92 percent of all passenger journeys nationwide. A similar attraction for misplaced priority is fly-overs, in states with insignificant traffics.

So, instead of playing the blame game, especially with the venom exhibited by young Nigerians during the #Endbadgovernance protest, Governor Bala Mohammed and his brother governors, and even the local government administrations, should end the debilitating mismanagement of scare resources, and use it to lift their citizens from multi-dimensional poverty. Sadly, the transformative effort of the Supreme Court’s judgment on local government administration may not be realized if states continue to make a mockery of local government elections as allegedly witnessed in Bauchi State, last week. With 73.9 percent poverty rate in Bauchi State, the real challenge requiring courage from Governor Bala Mohammed is clearly spelt out.
