    Easter: Barau Preaches Unity, Tolerance, Perseverance

    As Christians all over the world celebrate Easter, the deputy president of the Senate, Barau Jibrin, has rejoiced with Christians in the country.

    The federal government had declared Friday, March 29, and Monday, April 1, 2024, as public holidays for the celebration of Good Friday and Easter Monday, respectively.

    Senator Barau, in a statement by his special adviser on media and publicity, Ismail Mudashir, congratulated Christians for the successful completion of the Lenten season, a period of 40 days of fasting and prayer that culminated in the Easter celebration.

     He enjoined Christians to imbibe the teachings of Jesus Christ and the lessons of Easter which emphasise peace, love, perseverance and forgiveness.

    He called on all Nigerians to reflect on the state of the nation and rededicate themselves in prayers and sacrifice even as he said the country’s challenges were surmountable if the people unite, love one another and pray for the country and its leadership to move the nation forward.

    He said: “I congratulate the entire Christian faithful on the occasion of this year’s Easter celebration. I equally congratulate our Christian brothers and sisters on the successful completion of the Lenten season, a period of 40 days of fasting and prayers.”

    He prayed for peace and prosperity for all Nigerians and urged them to enjoy a stress-free and violence-free celebration.

    Deputy President of the Senate, Barau Jibrin, on Thursday, March 28, described President Bola Tinubu as a visionary leader.

    Senator Barau stated this in a statement by his special adviser on media and publicity, Ismail Mudashir, to mark the President’s 72nd birthday.

    He urged all Nigerians to support the president in his quest to address the challenges facing the country.

    He said: “I join all Nigerians and other admirers around the world in rejoicing with a Great Visionary Leader of Our Time, the President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR, on his 72nd birthday, on March 29, 2024.

    “Your Excellency, you are, indeed, an exemplary embodiment of our democratic ideals, having been among the foremost in the vanguard of the struggle for the attainment and entrenchment of democracy in our dear country.

    Ganduje, Barau, others donate food items to Kano APC members, supporters

    In line with the spirit of Ramadan, the national chairman of the ruling All Progressives Congress (APC), Abdullahi Ganduje and some party leaders in Kano state at the weekend donated food items worth millions of Naira to party members and supporters in the state.

    The gesture was to cushion the effects of the prevailing economic hardship and as part of the party’s continued effort to identify with its members.

    A statement by the Chief of Staff to the APC national chairman, Malam Muhammad Garba, in Abuja on Sunday, said the distribution of the palliative was flagged off on Saturday in Dawakin Kudu local government area of the state.

    The food items distributed included 10, 000 bags of rice, 3, 000 bags of millet, crtons of spaghetti and cash which will be distributed at state, local government and ward levels.

    The state chairman of the party, Alhaji Abdullahi Abbas formally flagged- off the distribution of the food items while the Chief of Staff to the National Chairman Malam Muhammad Garba coordinated the program with Kano South as the first batch of beneficiaries.

    He said the donation was funded by leaders of the party, prominently among them are the Deputy Senate President, Senator Barau Jibrin; Chairman of House Committee on Appropriation, Hon.Kabiru Abubakar Bichi; APC gubernatorial and deputy gubernatorial candidates, Dr. Nasiru Yusuf Gawuna and Hon. Murtala Sule Garo respectively.

    Other donors are the Minister of State, Federal Capital Territory Abuja, Dr. Mariya Mahmud Bunkure, her counterpart in the Ministry of Housing Urban Development, Engr. Abdullahi Tijjani Muhammad Gwarzo. The donation was initiated by the national chairman of the party, Dr. Abdullahi Umar Ganduje.

    BUK confers doctorate degrees on Barau, AfDB President Adesina

    The Bayero University Kano (BUK) will next Saturday confer honourary doctorate degrees on the Deputy President of the Senate, Senator Barau Jibrin, and the President of the African Development Bank (AfDB), Dr Akinwumi Adesina, in recognition of their contributions to education and youth development.

    The award, according to a statement by the Special Adviser on Media and Publicity to the Deputy Senate President, Ismail Mudashir, would be presented to the recipients during the grand finale of the 38th convocation of the university at the New Campus of the institution, Gwarzo Road, Kano.

    The vice-chancellor of the university, Professor Sagir Adamu Abbas, in a letter to the Deputy President of the Senate, said both the Senate and the university’s management have approved the award.

    “Sir, your nomination for the coveted award is based on your great passion for education and youth development, among others. You have impacted positively on the lives of the people in your constituency and beyond in terms of the provision of scholarships, health-related projects and many agricultural and empowerment programmes across the state.

    “At the Senate, you succeeded in sponsoring 56 bills between 2015 and 2023. You have been recognized as the best Northern Senator of the Year, 2017 by the Senate Press Corps due to your immense contributions to national development,’’ he said.

    Born in 1959 in his hometown of Kabo, the headquarters of Kabo Local Government Area of Kano State, Senator Barau began his journey to the legislative arm of government in 1999, when the country returned to civil rule.

    Between 1999 and 2003, when he represented Tarauni Federal Constituency of Kano Central Senatorial District at the Green Chamber, he chaired the Committee on Appropriations.

    On completion of his term at the House of Representatives, he returned to private practice. In 2013, when the All Progressives Congress (APC) was formed, he was one of the frontline members of the party in Kano State. In 2015, he contested and won the election for Kano North Senatorial District on the platform of the APC.

    After the inauguration of the Senate in June 2015, Senator Barau was named as the Vice Chairman of the Senate Committee on Petroleum (Downstream). Months later, he was elevated to chair the same committee.

    In the later part of 2016, he was reassigned to the Senate Committee on Tertiary Institutions and TETfund as its chairman, a position he held until the end of the 8th National Assembly.

    Satisfied with his representation, his constituents re-elected him in 2019 to represent them for a second term. Because of his background as an accountant, he was appointed Chairman of the Senate Committee on Appropriations.

     For five years, he was the secretary of the Northern Senators Forum (2016 to 2021). A pro-masses parliamentarian, Senator Barau’s areas of legislative interest are education, agriculture, and the economy.

    In 2023, for the third time, the people of Kano North Senatorial District, during the general elections, returned Senator Barau to the Upper Chamber.

    On June 13, when the parliament was inaugurated following the proclamation by President Bola Tinubu, the ranking lawmaker, Barau, emerged unopposed following his endorsement by all his colleagues during the election for the office of the Deputy President of the Senate.

    He chairs the Senate Committee on the Review of the 1999 Constitution of the Federal Republic of Nigeria (as amended).

    Barau: FG committed to transformation of Nigeria’s education sector

    Deputy President of the Senate, Senator Barau Jibrin, on Monday, February 19, reiterated the commitment of the federal government towards the transformation of the education sector for rapid development in the country.

    Barau stated this when he hosted the newly inaugurated leadership of the National Association of Nigerian Students (NANS), at his office in the National Assembly, Abuja.

    According to a statement by his media office in Abuja, Barau described education as the bedrock of development and insisted that for Nigeria to get it right, the challenges facing the education sector must be properly addressed.

    The good news, according to Barau, was that the present administration under the leadership of President Bola Tinubu is fully committed to addressing the challenges facing the country

    “From the President to all of us in the government, we are doing our best to take our tertiary education sector to a higher level. But that cannot be achieved without your cooperation.

    “You must key into whatever we are doing before you can be able to get to where you want to. On our part, we are working tirelessly to come up with legislation to support the executive to address the challenges facing the country.

    “Your wonderful pedigree made you to be trusted and elected by over 40 million students in the country.

    “For us, what we need to do is to give you the necessary assistance so that you can have the most conducive atmosphere to operate.

    “I am here for you and my doors are always open to support you in your operation so that the students of the country can have a conducive learning atmosphere,” he said.

    Earlier, the NANS President, Comrade Lucky Emonefe, described Senator Barau as an inspiration and role model to Nigerian students.

    He said they were in the office of the Deputy President of the Senate to seek his blessings as a father and a firm supporter of the association.

    “Your Excellency, as you see us today, we had paid the same visit to President Bola Ahmed Tinubu and we have told him how you have been supporting us. We told him that you are the only Senator who has been supporting the association, and this is for no other reason but your passion and love for students and the youth,” he said.

    Deputy President of the Senate, Senator Barau Jibrin, has tasked Northerners living in the southern part of the country to always be united and support the communities they are domiciled to promote peace for national unity and development.

    This is even as Hausa communities in the South-West told Barau that they were allegedly being marginalised by their host state governments in the area of jobs and educational opportunities.

    Barau, according to a statement by his Special Adviser on Media and Publicity, Ismail Mudashir’s in Abuja, made the call when he hosted leaders of Hausa communities in the six states of the South-West who visited him in his office at the National Assembly,

    The Deputy Senate President said Nigeria, a country with diverse ethnic groups, required unity and brotherhood among its various ethnic nationalities.

    He added that the constitution of the country has given every citizen the right to reside wherever they want, provided they are law-abiding.

    Barau said: “We are all aware of the fact that you are living peacefully with people there in the South. All we want from you is to continue to support the states you are living in for peace and unity to be maintained.

    “You have told me your problems and challenges. I will look at them and see how I can play my role in solving them. What I want to implore you is that you should regard the states you are residing in as your home.”

    He commended President Bola Tinubu for releasing grains to cushion the rising cost of food items in the country and urged governors and local government chairmen to take a cue from the President.

    “He has done what is expected of him. Mr. President is a very kind person. He has been doing this even before he became the president. So, as always, this time around too, he demonstrated that good quality.

    “What is needed here is that everyone should be on board, particularly state and local governments. State governments are now doing very well. They are getting more money because of the removal of fuel subsidy. They are also reaching out to the people in their states to be giving out food items to those in need.

    “I am urging all governors to take a cue from our president; and the local governments as well. Because the federal, state and local governments all must make sure that we deal with our problems in a collective manner,” he said.

    He also said he would be distributing rice to 200,000 households as part of his contribution to addressing the rising cost of food in the country.

     Earlier, the leader of the delegation, Sarkin Hausawan Shagamu in Ogun State, Alhaji Inuwa Garba, said they were being sidelined in the areas of education and employment in the South West.

    He commended Senator Barau for extending his various empowerment initiatives to the three senatorial districts of Kano State.

    Hailing President Tinubu for the directive, the Barau said the move would cushion the effects of the rising cost of commodities in the country.

    For four days, 33 presiding officers of the Parliaments of 25 countries converged in Kampala, Uganda, for the 27th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC).

    CSPOC was created in 1969 as an initiative of the then Speaker of the House of Commons of Canada, the Honourable Lucien Lamoureux, to strengthen parliamentary institutions by bringing together Speakers and Presiding Officers from across the Commonwealth countries.

    Declared open by the President of the Republic of Uganda, Yoweri Museveni, this year’s conference was held at the Commonwealth Resort Munyonyo, Kampala, from January 3rd to 6th.

    Topics of discourse at the conference focused on the environment and climate change, diverse and inclusive Parliaments, security for Parliaments and the role of Speakers and Presiding Officers in building consensus for parliamentary business.

    The Deputy President of the Senate of the Federal Republic of Nigeria, Senator Barau I. Jibrin, presented a paper during a special plenary session titled, “Building Consensus for Parliamentary Business: The Role of Speakers and Presiding Officers”.

    During the session, which was held on Saturday, the presiding officers took turns to share experiences on how best to build consensus for rancour-free parliaments. 

    The Speaker of the Parliament of Uganda, Anita Annet Among, chaired the session while the Deputy Chairman of the Rajya Sabha, India, Hon. Harivansh Narayan Singh, was the keynote speaker. 

    Setting the tone for the discussion, Hon. Singh said consensus building is crucial to the success of a parliament, and urged all the presiding officers to always promote it. 

    According to him, the flexibility of the parliament to accommodate diverse opinions is the hallmark of the legislature. Thus, he said all shades of opinion need to be carried along.

    Delivering his paper, Senator Barau said the role of presiding officers in building consensus for parliamentary business is multifaceted and essential.

    Represented by the Chairman of the Senate Committee on Inter-Parliamentary Affairs, Senator Jimoh Ibrahim, Barau described the role of presiding officers as a complex tapestry woven from order, fairness, consensus and leadership.

    Barau stated: “These individuals stand as champions of democracy, ensuring that the voices of the people are heard, respected and reflected in the legislative process. In an age of rising political polarization, their ability to build bridges, broker compromises and foster collaboration is more vital than ever.

    “It is through their dedication and skill that parliaments can truly embody the very spirit of democracy, a testament to the power of dialogue, consensus and the collective will of the people.

    “By delving deeper into this multifaceted role, a greater appreciation for the critical contribution of Speakers and Presiding Officers to the health and vibrancy of our democratic systems is upheld. Their tireless efforts lay the foundation for a future where diverse voices are heard, compromises are forged, and the common good prevails.”

    To strengthen the parliament, he advocated for the enhancement of social capital networking between the presiding officers and other lawmakers.

    “The issue of the social capital network is very significant. As a leader, you ought to improve your social capital network. For example, our coming to gather here today has developed a lot of social capital networks on which we can capitalise and have a very robust Parliament.

    “The same thing at home; Parliamentarians and leaders of the Assembly should ensure that they develop a social capital network. This will be very important. As Madam Speaker has said, it is about trust and personal relationships. They are very key points that I will take home,” the Deputy President of the Nigerian Senate stated.

    Impressed by the quality of Senator Barau’s presentation, the President of the Senate of Grenada, Hon Dessima Williams, threw her weights behind the paper, saying presiding officers will learn a lot from it. 

    For the Speaker of the Kenyan Parliament,  Wetangula Masika, a level playing ground must be provided to all.

    Masika, who has been in the parliament since 1992, said presiding officers must strive to give room to everybody. He said in parliament, unlike in a religious gathering, there are bound to be dissenting views on issues, thus consensus must be reached.

    Stressing the need for capacity building,  he said, “Young parliamentarians should be tutored on the process of law-making to enhance their understanding of the legislative arm of government.”   

    Supporting Masika’s position on mentoring, the Speaker of the Ugandan parliament, Rt Hon. Anita Annet Among, said capacity-building is very important, adding “And of course, equity. Equity is very essential in the management of the parliament.”

    “The caucuses should be given the mandate to help the presiding officer in ensuring consensus. If you disagree, you do it respectfully. Presiding officers should work together with the whip of the opposition to attain harmony and, carefully the timetable of debates should be designed to accommodate all. You should be mindful of the minority. They should be carried along. We should not be rigid,” she said.

    Sharing the experience of his country, the Speaker of the Parliament of the Co-Operative Republic of Guyana, Hon. Manzoor Nadir, advocated the adoption of minority, saying the use of the word “ opposition” breeds crisis.

    “Our experience between 1980 and 1992 shows that the word ‘opposition’ is denigrating, hence we changed it to minority. It is a very dynamic issue,” he said.

    The Speaker of the National Assembly of Zambia, Rt. Hon. Nelly Mutti, said for harmony in the parliament, the presiding officers must be facilitators and moderators.

    She also called for a change in the nomenclature of the opposition caucus, saying if you call them opposition members, they will always oppose you. 

    “We call them opposition but by way of building consensus,  we should change it from opposition to minority. The nomenclature ought to be changed. If we call them opposition, they will always oppose you but if you call them minority, it would be better. We build consensus as we go along,” she said.

    Talking about the South African experience, a member of the country’s parliament said grey areas are often addressed at the Chief Whips’ forum.

    The South African delegation was led by the chairperson of the National Council of Provinces, Hon Nkosiyakhe Amos Masondo.

    “Weekly, we have the chief whips’ forum, where we meet to look at the programmes and items that will come to the house and to be discussed. Because if we don’t do that we may come to the house and be fighting. It makes it easier for the presiding officers.

    “The order is determined by the office of the speaker and brought to us for discussion at the chief whips’ forum,” she said.

    The lawmaker said time is allocated during a debate to caucuses of political parties as per the number of seats they occupy.
