    Bauchi APC crisis deepens

    The crisis rocking the All Progressives Congress (APC) in Bauchi State has deepened.

    Chairman of the party in Ganjuwa Local Government Area, Yakubu Kafin Galadima, was been removed for alleged fraud.

    Galadima’s removal was announced by the council secretary, Mohammed Nasiru, in Kafin-Madaki, at a news conference.

    He said: “The former chairman has been informed of his removal from office through a February 26 letter.

    “The former chairman was removed from office because he committed offences which are contrary to Articles 22 and 23 of the party’s constitution.

    “Galadima was given ample opportunities to defend himself of the allegations against him, but he either refused or neglected such opportunities, and we have no choice but to do the right thing.

    “Besides, the party and executive members had long ago passed a vote-of-no-confidence in him, and that is why he was removed.”

    Bauchi approves purchase of 60 buses at N1.38bn

    Bauchi State Executive Council on Wednesday approved the purchase of 60 buses at N1.38 billion to boost its Mass Transit Company, operators of “Yankari Express” and other agencies.

    Alhaji Ali Ali, the Special Adviser on Media and Strategy to Gov. Mohammed Abubakar, said this in Bauchi while addressing newsmen on the outcome of the State Executive Council meeting, presided over by the governor.

    Ali explained that the 18-seater, 2015 model buses would be supplied by Transfiguration Integrated Resource Ltd on loan.

    He further explained that 30 buses out of the figure would be allocated to the state-owned Mass Transist Company, operators of Yankari Express, to enable the company to boost its fleet.

    Ali said that 20 buses would be allocated to the 20 Local Governments in the state while the remaining 10 buses would be retained by the government.

    He said that the loan would be repaid in three years through an “irrevocable standing order of N190 million monthly and would be deducted at source.

    Ali said that the exco also approved for the state government to access credit facilities of N8 billion from the Central Bank of Nigeria (CBN) under the bank’s Commercial Agriculture Credit Scheme.

    He said that the state House of Assembly had earlier approved the loan while the EXCO, during its Wednesday’s meeting, approved the loan to improve agricultural activities in the state.

    The special adviser said that the state government would access the loan through United Bank for Africa (UBA) and would be used to encourage rice, fish and agro-allied production in the state.

    He said that government had started accessing the credit facilities since 2016 when it introduced its ANCHOR Farmers Borrowers’ Programme.

    Conjoined twins separated in Bauchi

    A set of conjoined twins has been separated at the Abubakar Tafawa Balewa University Teaching Hospital, Bauchi State.

    They were operated upon by a team of seven surgeons, doctors and other medical personnel, led by Dr. Kigbu.

    A team member, who pleaded for anonymity, said: “Ordinarily, it could cost the parents over N2 million or more to carry out the operation in a private facility. The two-hour operation was conducted by seven surgeons, doctors and other medical personnel.”

    The male died but the female is responding well to treatment, he added.

    The team, which berthed in Bauchi yesterday, will offer free services to over 50,000 beneficiaries across the 20 local government areas.

    The six-day outreach is sponsored by Speaker of the House of Representatives, Yakubu Dogara.

    He sponsored a similar service in 2016 and 2017, where over 140,000 patients were treated free.

     

  • Bauchi gets 19 commissioners

    Bauchi State Governor Mohammed Abubakar yesterday swore-in 19 new commissioners.

    He urged them to observe equity and fairness as Bauchi people would be watching their conducts.

    The ceremony was witnessed by top security operatives in the state, clerics, traditional rulers and politicians among others.

    The governor advised the commissioners to add value to government and deliver dividends of democracy and remain accountable.

    Abubakar had in July 2017 sacked his commissioner.

    Among those sworn-in are Rukaya Ibrahim Kewa (Women Affairs), Haruna Deke Mohammed (Min.of Justice) Rifkatu Samson Dana (Environment) Umar Ibrahim Sade (Information & Culture, Tourism), Muhammed Sani Bashir (Power and Science) and Magaji Abubakar Dambam (Budget & Economic Planning).

    Others are Umar Ibrahim Mohammed (Housing), Abubakar Gazali (Commerce), Babagida Nasiru Giade (Cooperatives), Ibrahim Madaki Saleh (Youth & Sports), Mohammed Mahmoud Abubakar (Rural & Community Dev.) Yakubu Kirfi (Agriculture), Ado Aska Zigau (Religious Affairs).

    Also in the new executive are Garba Mohammed Akuyam (Finance),Prof. Haruna Abdullahi Dan Wanka (Education), Nasirudeen Mohammed (Local Govt.) Zuwaira Hassan Ibrahim (Health), Musa Kaila Baima (Solid Minerals) and Ibrahim Ayuba Suleiman(Water Resources).

    Deputy Governor Nuhu Gidado, hitherto Commissioner for Education, has been re-assigned to oversee the affairs of Ministry of Works and Transport.

    Senate alarmed over spread of Lassa fever to 14 states

    The Senate Thursday expressed concern over the spread of Lassa fever to fourteen states of the federation.

    It listed the affected states to include Edo, Ondo, Ebonyi, Nasarawa, Imo, Kogi, Bauchi, Anambra, Benue, Federal capital Territory, Abia, Ekiti and Delta.

    It also said that the outbreak of the disease which was first recorded on the 5th of January, 2018, has risen to 363 as against the lesser number of cases recorded in previous years.

    It said that out of the 363 cases, 81 persons have tested positive, while 44 persons have been admitted at the Institute of Lassa Fever Research and Control, Irrua Teaching Hospital, Edo State.

    About 11 deaths have been recorded, of which 3 are health workers, it said.

    Senator representing Edo Central, Clifford Ordia, drew attention of his colleague to ravaging spread of disease in a motion entitled “Urgent need to support the Centre for Research, Control and Treatment of Lassa Fever disease in Nigeria.”

    The upper chamber mandated its joint committee on Health and Primary Health Care and Communicable Diseases, to investigate steps taken by the Ministry of Health to curb the spread of the disease.

    It asked the Federal Government through the Ministry of Health to urgently provide the Center all necessary equipment to enable it meet its responsibilities to Nigerians seeking medical care at the center.

    It also resolved to urge the Ministry of Information and National Orientation to engage in sensitisation and education of the public on the prevention, control and treatment of Lassa fever.

    The upper chamber urged the National Emergency Management Agency (NEMA) to quickly visit the center in Irrua Specialist Hospital for on the spot assessment, with a view to providing relief material to the victims.

    Ordia who quoting the World Health Organization said that fever is an acute viral heamorrhagic illness of two to 21 days duration that occurs in West Africa and is transmitted to human through contact with or exposure to food or household items contaminated with rodent urine or faeces.

     He said person to person infection and laboratory transmission can also occur particularly in hospitals lacking adequate infection prevention and control equipment.

    Ordia said: “The institute is the only centre in Nigeria known for excellence in the management, control and treatment of Lassa fever in Nigeria. The centre received samples from all states referred above for the purpose of examination and treatment.

    “The centre also engages in the training of Health care workers, i.e. Doctors, Nurses and Laboratory Technologists on the management of Lassa fever in Nigeria. Last year alone, the centre trained 67 health workers from 15 states with reported cases of the outbreak.

    “The centre is presently overwhelmed by the number of samples received, including patients on admission which has stretched the bed space, beddings, Dialysis Machine,  X-Ray equipment, Ultra Sound Scan, ECG Machine, Ventilators monitors, human and financial resources beyond limit.”

    “The centre is confronted with the challenges of Inadequate protective instruments for the health workers engaged in the management of  victims; inadequate drugs, i.e Ribarvirin for patient treatment; inadequate disinfectants and other infection prevention and control consumables; and lack of operational vehicles, public address system and health education materials for contact tracing and community sensitization.”

    The Edo Central lawmaker said that the Senate should resolve to make more funds available for the centre in the 2018 budget.

    It also urged the Federal Government to set up centres in different parts of the country.

    Deputy Senate President, Senator Ike Ekweremadu, who presided, said health care should be one of the major responsibilities of government.

    Ekweremadu noted that “If this matter is not addressed, we will be fail in our responsibilities. And to know that this issue has been going on for years is worrisome.

    “We need to give this issue the attention it needs. We have enough medical doctors. We need to provide the needed equipment they need to work with. I believe that the committee will help us address the issue. We cannot allow this to continue to spread.”

    Lassa Fever: 107 suspected cases in 10 states

    The Nigeria Centre for Disease Control has confirmed that Since the beginning of this year, a total number of 107 suspected Lassa fever cases have been recorded in ten States: Edo, Ondo, Bauchi, Nasarawa, Ebonyi, Anambra, Benue, Kogi, Imo and Lagos States. As at 21st January 2018, the total number of confirmed cases is 61, with 16 deaths recorded. Ten health care workers have been infected in four States (Ebonyi – seven, Nasarawa – one, Kogi – one and Benue – one) with three deaths in Ebonyi State.

    It stated that Following the increasing number of Lassa fever cases reported from several States across the country, the Nigeria Centre for Disease Control has activated its Emergency Operations Centre (EOC) to coordinate the response to the outbreak on behalf of the Federal Ministry of Health.

    The EOC has deployed Rapid Response Teams to the most affected States- Ebonyi, Ondo and Edo States. The RRTs are supporting the States in response coordination, contact tracing, case management, risk communication and strengthening infection prevention and control practices. Emergency supplies have also been sent to treatment centres in all affected States.

    NCDC stated that it is collaborating with the World Health Organization (WHO), Federal Ministry of Agriculture and Rural Development, Irrua Specialist Teaching Hospital, African Field Epidemiology Network, US Centers for Disease Control, University of Maryland Baltimore (UMB), Alliance for International Medical Action (ALIMA) and other agencies, in supporting the response in the affected States.

    Lassa fever is an acute viral haemorrhagic illness, transmitted to humans through contact with food or household items contaminated by infected rodents. Person-to-person transmission can also occur, particularly in hospital environment in the absence of adequate infection control measures. Health care workers in health facilities are particularly at risk of contracting the disease, especially where infection prevention and control procedures are not strictly adhered to.

    Lassa fever can be prevented through practicing good personal hygiene and proper environmental sanitation. Effective measures include storing grain and other foodstuffs in rodent-proof containers, disposing of garbage far from the home, maintaining clean households, and other measures to discourage rodents from entering homes. Hand washing should be practiced frequently.

    The organisation reminded Health care workers that Lassa fever presents initially like any other disease causing a febrile illness such as malaria; and are advised to practice standard precautions at all times, maintaining a high index of suspicion. Rapid Diagnostic Test (RDT) must be applied to all suspected cases of malaria. When the RDT is negative, other causes of febrile illness including Lassa fever should be considered. Accurate diagnosis and prompt treatment increase the chances of survival.

    Family members who are providing care for patients with Lassa fever should take extra caution. In addition, States are encouraged to ensure safe and dignified burial practices for patients who die from Lassa fever.

    Courses Accreditation has been secured- Poly Rector

    The Rector of Abubakar Tatari Ali Polytechnic, Bauchi, Dr Suleiman Lame, on Tuesday, declared that the institution has secured accreditation of 53 courses being run by the institution.

    Lame made this disclosure in Bauchi while briefing newsmen on some of the achievements recorded by the institution in the last three years of his administration.

    He emphasized that the accredited courses represent 95 per cent of all the courses being run by the 27-year-old institution as against the five accredited courses he inherited from his predecessor before May, 2015.

    “Out of the five courses that we had then, the accreditation of four expired in February 2011 leaving only one, which is computer science”

    The rector said 23 of the accredited courses were for Higher National Diplomas, eight courses degree while the remaining were for others courses.

    Lame said that the State Government and TETFUND as well as the Internally Generated Revenue (IGR) of the institution had improved the school’s infrastructure including laboratories, workshops, hostels and construction of new school of general studies, engineering, vocational and technical studies.

    He said that TETFUND had also sponsored more than 70 lecturers to undergo various courses abroad.

    He also admitted that the school was currently having 50 lecturers with doctor of philosophy certificates while another 15 would soon complete theirs.

    Lame said that the school with over 700 academic and non- academic staff and students population of over 13,500, is also running degree courses in technical and vocational education following its accreditation by the National University Commission (NUC).

    He said that the institution would soon commence courses on Leisure and Tourism as it had constructed a modern restaurant and guest house which are pre-requisite for obtaining accreditation for the courses.

    He decried that the brain-drain syndrome which had earlier bedeviled the institution, and promised to eliminate it, following marked improvement in staff welfare package, facilities, retraining programmes and conditions of service.

    The Rector said that the school had recruited additional 150 casual staff from the host community and as well provided five boreholes and other social amenities for the host community.

    He promised to tackle the menace of gully erosion that has devastated most parts of the institution, adding that it was beyond the scope of the school and even the state government to tackle as billions of naira would be needed to address the problem.

    Osun, Enugu, Borno, Bauchi governors present budgets

    Osun State Governor Rauf Aregbesola yesterday presented a N173,980,083,007 budget for 2018 to the House of Assembly.

    The budget is N27 billion larger than that of 2017, which stood at N146.6 billion.

    The “Budget of Enduring Legacy”, Aregbesola said, is anchored on his administration’s commitment to make living conducive for the people.

    According to him, the budget will be financed from allocation in the Federation Account N27 billion (15.56 per cent); Value Added Tax N8.8 billion (5.10 per cent).

    He said: “Others are excess crude account N77.7 billion (0.04 per cent); other revenue from FAAC ý(N5,052.6 billion – 2.90 per cent); personal and corporate taxes (ýN25.1 billion -14.45 per cent) and N9.7 billion (5.58 per cent), among others.

    ”Our ultimate goal for the 2018 udget is to ensure a continuous improvement in the welfare and standard of living of our people.

    “This will be achieved by consolidating our previous achievements, and doing everything possible to recover the state’s lost glory”

    The Speaker, Najeem Salam, hailed Aregbesola for delivering good governance and his faithfulness to his campaign promises.

    He promised that the budget will get swift attention.

     

    ENUGU

    enugu State Governor Ifeanyi Ugwuanyi has presented a N98.5 billion budget to the House of Assembly.

    He noted that it is his third budget presentation aimed at sustaining economic growth.

    The “Budget of Sustainable Economic Growth” has a capital expenditure of N37.84 billion and recurrent expenditure of N60.776 billion.

    The Ministry of Works got the highest allocation, followed by Education, with N6.238 billion.

    Others are Health (N3.7 billion); Rural Development (N2 billion); Housing (N1.18 billion); Water Resources (N782 million); Agriculture (N707 million) and Commerce and Industry (N250 million).

    On expected receipts, Ugwuanyi said the government would get N43 billion from statutory allocation and N2.5 billion from Internally Generated Revenue (IGR).

    The governor said the budget was articulated in line with the state’s mid-term expenditure frame work, whose basis was formed by the success of the 2017 budget.

    “It’s a multi-year prospective budget and our determination is to surpass the past achievements,” Ugwuanyi promised.

    The Speaker, Edward Uboshi, promised that the budget will get accelerated passage.

     

    BORNO

    borno State Governor Kashim Shettima yesterday presented a budget of N170 billion for 2018 to the House of Assembly.

    The “Budget of Resettlement and Empowerment”, Shettima said, would be financed from expected Internally Generated Revenue (IGR) of N116, 075,548,000.00; allocations from the  Federation Account of N115, 734,194,000.00 and Capital Receipts of N36,469,772,000.00.

    The budget has a recurrent expenditure of N61, 871, 934, 000.00 and capital expenditure of N108, 408, 580,000.00.

    The 2018 budget is N13.5 million, representing 7.38 per cent, lesser than the 2017 budget.

    Education got the highest share of N27 billion, followed by the Ministry of Works and Transport, which got N22 billion.

    Ministry of Women Affairs and Social Development got the lowest allocation of N1.8 billion.

    The Speaker, Abdulkareem Lawan, promised that the House will ensure the quick passage of the bill to enable the government carry out its responsibilities.

     

    Bauchi

    Bauchi State Governor Mohammed Abubakar has presented a budget of N167.9 billion for the 2018 fiscal year.

    The “Budget of Consideration”, Abubakar said, will prioritise Agriculture, Education, Health, Water Supply, Roads, Women and Youth Employment.

    The estimate has a recurrent expenditure of N68.7 billion and capital expenditure of N99.8 billion.

    The revenue expenditure is N114,600,617,381; the government projects an internal revenue generation of N13.11 billion, and statutory allocation of N101,474,233,151.

    The Speaker, Kawuwa Shehu Damina, promised that the budget will be given accelerated treatment.

    He, however, vowed that “the budget will undergo the deserved scrutiny as the House of Assembly could not deviate from its constitutional responsibility”.

    He urged Ministries, Departments and Agencies (MDAs) to give maximum support to the House Committees during the defence and oversight functions.

    The House of Assembly proceeded on recess yesterday, to resume plenary on February 5, after the budget was referred to relevant committees to study.

    Durbar fiesta at Kaduna centenary

    One thousand decorated horses and a herd of adorned camels were part of the spectacle as Kaduna marked its 100th anniversary.

    It is a day of royalty, trumpets and decorated horses and camels. But the more Kaduna State residents witness the durbar the more they want to see it again. That was the case at the weekend when about 3,000 colourfully decorated horses and camels came out of the stables of 11 influential emirates in Northern Nigeria.

    It was a grand ‘Durbar’ in honour of Kaduna city and its people on the occasion of its centenary celebration. Royalty and culture were on display to the amusement and delight of dignitaries and thousands who converged on the popular Murtala Muhammed Square, Kaduna for the occasion.

    The durbar is a popular culture in Northern Nigeria dating back hundreds of years to the time when the Emirates (states) in the region used horses in warfare. It is a fiesta for special occasions in such Emirates as Katsina, Borno, Kano, Zazzau, Keffi, Bauchi and Bida, among others.

    The last time a grand durbar like the one display at the weekend was seen was 40 years ago during the Festival of Arts and Culture, popularly known as (FESTAC) 77. On that occasion, Emirates from across the North participated in the traditional horse event. Elderly people like the present Emir of Zazzau, Alhaji Shehu Idris who participated in the 1977 FESTAC Durbar can tell the story better.

    Prior to the FESTAC 77, durbar was a display of war strength with each town, district, and the nobility contributing a regiment to the defense of the Emirate. Once or twice a year, the Emirate’s military chiefs invited the various regiments for a durbar (military parade) for the Emir and his chiefs. During the parade, regiments would showcase their horsemanship, their preparedness for war, and their loyalty to the Emirate.

    Today, Durbar has become a festival in honour of visiting heads of state and even event to commemorate the two great Muslim festivals, Eid-el Fitri at the end of the holy month of Ramadan and Eid-el Kabir.

    The centenary event saw traditional rulers of Borno, Kano, Zazzau, Katsina, Gombe, Bida, Zazzau, Bauchi, Hadejia, Misau and Keffi among others leading teams of horse riding warriors and displaying their different cultures.

    The traditional music played with drums and trumpets to accompany the durbar was rythymical, with gunshots in the air.

    The colourful centenary celebrations, according to Kaduna State government, was to showcase the rich history of the city, as the capital city of the Northern Nigeria, the rich cultural heritage of the North and to open up sources of revenue for all the state governments through promotion of tourism and boost the economy of the Northern states.

    Kaduna became the capital of the northern protectorate in 1914, when the colonial Governor General, Lord Fredrick Lugard relocated the capital from Zungeru, Niger State, to Kaduna.

    The city served as the capital of the northern region before the creation of states and has remained the political capital of the north even with the creation of states.

    Governor Nasir el-Rufai said, “Kaduna is a Borno city because the state’s first indigenous governor was Shettima Kashim Ibrahim who was also a title holder in Borno State.

    “And we chose the present Shehu of Borno to lead today’s durbar because coincidentally, his grandfather led the first durbar in 1956 while his father led the FESTAC durbar in 1977. Also, the incumbent Emir of Zazzau, Alhaji Shehu Idris, rode on the 1977 FESTAC durbar when he was much a younger Emir. This history was related to us by our royal Father, the Emir of Zazzau”, the Governor said.

    Aside the Emirs who led Durbar, other important personalities like the former Vice President, Namadi Sambo, Governor Kashim Shettima of Borno, Governor Aminu Bello Masari, Deputy Governors of Zamfara, Bauchi, Plateau as well as Minister of Science and Technology, Dr. Ogbonnaya Onu and a host of others, captain of industries graced the occasion, while President Muhammadu Buhari was represented by the Minister of the Federal Capital Territory (FCT), Alh Muhammad Bello.

    The President said Kaduna is the melting point of Nigeria’s politics, saying it had played a significant role in the region as well as Nigeria, adding that, the city was destined to play significant role in the development of Northern region and Nigeria at large.

    Buhari stressed that, celebrating the 100 years of Kaduna’s existence as a political capital is by no means a child’s, thus his happiness that the celebration is happening under a progressive government .

    He said, “I have noted with admiration that the state has achieved alot under Governor Nasir Ahmed Elrufai who is a progressive governor as he has started implementing the vision he wants to see the state attain in the next 100 years”.

    The President reiterated the determination of his administration to solve the power problem bedevilling the nation, saying, once this is done, many industries in Kaduna that are in comatose will be back as well as other states in the country.

    El-rufai remarked that the state occupies an important position in Nigeria, saying, apart from being one of the oldest cities in the country it was the pioneer administrative headquarters in the Northern Nigeria.

    To this end, after 100 years of being a state  it has become imperative to celebrate the greatness it had attained with the view of laying a solid foundation for the future.

    According to the state governor, they have a duty to do so for posterity,pointing out, the centenary celebration will therefore showcase the rich history of Kaduna as well as showcase it’s rich cultural heritage of the region.

    He said the event will promote tourism, boost the economy of the Northern states and promote unity.

    “It is a great pleasure and honour to be hosting our guests to Kaduna’s Centenary Celebration. We know Kaduna can be better and we are determined to regain its glory,” he said.

    “We pay tribute to those who made this city, and we honour the resilience of its residents. We must make the next century one of peace, harmony and prosperity.”

    “Thus, we celebrate the first 100 years of Kaduna, not because they have been perfect. We celebrate, not because there have not been regrettable incidents in this city. We celebrate because the promise of Kaduna endures.

    “We celebrate because its residents are resilient. We celebrate because there is a future, a chance to reclaim the glory, break new ground and make Kaduna an example of diversity and integration, a dynamo of progress and a model of development.

    “We celebrate because the stains

    and losses of the past are not our destiny. We celebrate because we know that we can be better, and Kaduna is ready to be great again”, he said.

  • Bauchi passes private partnership law

    Bauchi State has passed the Private Partnership Participation (PPP) law to boost investment.

    It has also reformed land acquisition processes so that investors can acquire land easily, Governor Mohammed Abubakar has said.

    He spoke when he received the International Economic Cooperation Committee of the Chinese Government.

    Abubakar reminded the delegation of the long standing relationship between China and Nigeria, describing the relationship as fruitful.

    A statement by the governor’s Special Assistant on Communications, Mr. Shamsuddeen Abubakar, quoted Abubakar as saying: “My administration is ready to facilitate the ease of doing business with the Chinese, especially the China-Africa International Economic Cooperation Committee.”

    The leader of the delegation in Nigeria, Captain Muhammad Joji, said they were willing to invest up to N30 billion in Nigeria alone.

    He said his team was happy to see improvements in infrastructure in the state, especially roads.
