    Alleged forgery: Prosecution’s error defer Misau ‘s arraignment

    The planned arraignment of Senator Isah Misau, representing Bauchi Central Senatorial District was stalled yesterday owing to an error notice on the charge sheet filed by lawyers from the office of Attorney General of the Federation.

    Misau, who was in court, and dressed in a brown French suit, was to be arraigned on a 10-count charge in which he was accused of making false documents, including birth certificate.

    When the case was called, Misau, who had sat among the court’s audience, stood up and walked straight into the dock, where he stood for the 25 minutes duration of the proceedings.

    The prosecution lawyer, Saleh Barkun applied to substitute the seven-count earlier filed with an amended one of 10 counts filed on October 27, a request the trial judge, Justice Anwuli Chikere granted and struck out the earlier one.

    Barkun later applied that Misau be arraigned on the amended charge, an application lead defence lawyer, Joshua Musa (SAN) opposed, citing an irregularity on the face of the amended charge.

    Musa noted that the prosecution failed to affix the Nigerian Bar Association ( NBA ) stamp on the charge.

    He argued that the omission amounted to an irregularity under Rule 10 of the Rules of Professional Conduct for Legal Practitioners.

    The defence lawyer supported his position with the decision of the Supreme Court in case of Yaki Vs Bagudu 2015.

    Musa said: “There is an irregularity on the face of the charge, it will be dangerous for the defendant to take his plea.

    Responding, Barkun argued that it was unnecessary to place the stamp on the amended charge, having earlier affixed it to the old charge with which the amended one was substituted.

    Ruling, Justice Chikere upheld Musa’s position and agreed to postpone the arraignment to a later date.

    The judge directed the prosecution to address the irregularity before the next date and adjourned to December 12 this year.

    Misau is, in the amended charge, accused of making and “uttering” false documents which he allegedly submitted to the Independent National Electoral Commission when he was seeking election to the Senate in 2011 and 2014.

    He was said to have made false affidavits in support of personal particulars; statutory declaration of age deposed to at FCT High Court and the Bauchi State Health Management Board Birth Certificate  with number 28799,

    He was accused of making and uttering a Bauchi State Health Management Board Birth Certificate  with number 141400C which he allegedly submitted to INEC on January 28, 2011, knowing it to be false.

    The various birth certificates and statutory declarations of age submitted to INEC by the senator at different times were said to have disclosed different dates of birth.

    Some counts in the charge read:

    “That you lsah Hamman Misau of Hamman Misau Residence, Turaki Street Turaki Street Misau Bauchi State on or about January 28, 2011 at Independent National Electoral Commission Headquarters, Abuja within the jurisdiction of this honourable court, did make a false document to wit: Bauchi State Health Management Board Birth Certificate with Registration No. 141400C which you submitted to the independent Electoral Commission knowing it to be false and you thereby committed an offence contrary to Section 1(2)(c) of the Miscellaneous Offences Act Cap M17, Laws of the Federation of Nigeria, 2004 and punishable under the same section of the Act.

    “That you Isah Hamman Misau of Hamman Misau Residence, Turaki Street, Misau, Bauchi State on or about January 28, 2011 at Abuja within the jurisdiction of this honourable court, did utter a false document to wit: Bauchi State Health Management Board Birth Certificate Registration No. 141400C by submitting same to the Independent National Electoral Commission knowing it to be false and you thereby committed an offence contrary to Section 1(2)(c) of the Miscellaneous Offences Act Cap M17, Laws of the Federation of Nigeria, 2004 and punishable under the same section of the Act.”

    Misau is facing a different charge before Justice Isahq Bello of the High Court of the Federal Capital Territory (FCT) for allegedly making injurious falsehood against the Nigeria Police Force (NPF) and the Inspector General of Police (IGP).

  • Aeronautical academy coming in Bauchi  

    Bauchi State has opened discussions with  SIATA Aviation, Durban, South Africa  to establish a world-class aeronautical academy in the Northeast state.

    A team of experts are expected in the state to inspect the facilities on ground so as to finalise the partnership agreements.

    When established, the Academy will be the first of its kind in the whole of West Africa.

    According to the Governor,  Mohammed Abubakar, the flight academy will be located at Bauchi Airport for multi-crew pilot licence programme.

    The academy will also cater for training in aeronautical engineering advanced technology .

    According to the governor’s Special Assistant on Communications, Shamsuddeen  Lukman, a Memorandum of Understanding (MoU) is expected to be signed after discussions on the project.

    Lukman said the  governor was  in Durban at the invitation of the South African academy to inspect the facility to be replicated at Bauchi Airport.

    He said the governor was accompanied by Hon. Ibrahim Bala Hassan and the Director-General of Bauchi State Investment Agency, Alhaji Aminu Musa.

    The statement reads:” He was taken round the modern facility of the academy and its fleet at Virginia Airport.

    “Part of the objectives of the partnership is to foster the Bauchi Pilot Cadet with development and programme with regard to the Aviation sector as a whole and opportunities that would benefit the state.

    “ Bauchi State will become an important hub bearing in mind the fact that the training centre  being the best in the region, will attract students from within and outside the country.

    “The partnership will assist in the development of the Bauchi youths as priority admission will be provided to them so in the near future Bauchi State will have trained pilots and aeronautic engineers.

    “ This will undoubtedly boost business and investment activities and opportunities in the state. The partnership is also expected to help in improving tourism activities in the state.

    “Tourists can easily take off from the Bauchi Airport in smaller aircrafts and land in Yankari Games Reserve within minutes, this will encourage more tourists to visit the state and Yankari Game Reserve in particular.”

    Hisbah Board in Kano arrests 55 beggars in September

    No fewer than 55 beggars were arrested in September by Kano State Hisbah Board for allegedly violating the law banning street begging.

    Malam Dahiru Muhammed of the board’s Anti-Begging Unit in the state on Friday said that 17 of those arrested were children, while 38 were adults.

    According to him, 33 of them are from the state while 22 are from Abia, Bauchi, Jigawa and Katsina States.

    Muhammed said that the arrests were carried out around Bata, France Road, Hadejia Road, Kwara and Katsina Road, all in Kano metropolis.

    He said that the board released beggars that were first offenders and those suffering from mental disorder, while others from neighbouring states were taken back to their respective local government areas.

    Hajj: Bauchi female pilgrim left in Saudi Arabia over missing passport

    A female pilgrim from Bauchi has been left in Saudi Arabia after the airlift of the last set of pilgrims,following the loss of her Passport, according to Alhaji Abdullahi Hardawa, Executive Secretary, Bauchi State Muslim Pilgrims Welfare Board.

    Hardawa, who briefed newsmen on the exercise, on Monday in Bauchi, after the arrival of the last flight that brought back the pilgrims, said that the unnamed pilgrim was from Tafawa Balewa Local Government Area.

    “All pilgrims are back to the country, except one woman that lost her Passport; we left her behind in the Kingdom of Saudi Arabia because she lost her Passport,” he said.

    The official, however, said that Nigerian officials in the Holy city were processing a new Passport to enable the pilgrim return home.

    He described the exercise as “generally a success”, and attributed that to the full support and total commitment of the Bauchi State Government.

    The Emir of Bauchi, Alhaji Rilwanu Adamu, in a remark, commended pilgrims from Nigeria for exhibiting good conduct throughout their stay in the Holy land.

    He also commended states pilgrims welfare boards for their support to the National Hajj Commission of Nigeria during the pilgrimage, and described the 2017 pilgrimage as a “huge success”.

    Alhaji Ibrahim Jahun, Chairman, Bauchi State Muslim Pilgrims Welfare Board, commended officials, sponsored by the state government to cater for the welfare of the state pilgrims, for what he described as “total commitment” to assigned responsibilities”.

    The Nigerian Meteorological Agency (NiMet) has predicted partly cloudy weather conditions with isolated thunderstorms in the central states’ cities of Makurdi, Abuja, Jos, Lafia, Mambila and Yola on Tuesday morning.

    NiMet’s Weather Outlook by its Central Forecast Office (CFO) on Monday in Abuja also predicted thunderstorms over Yelwa, Jos, Abuja, Kaduna, Ilorin, Minna and Lokoja in the afternoon and evening hours.

    It added that the central states would experience day and night temperatures in the range of 28 to 32 and 17 to 23 degrees Celsius respectively.

    The agency predicted that southern states would experience chances of morning thunderstorms and rains with localised thunderstorms and in the afternoon and evening hours.

    It states that the southern states would have day and night temperatures in the range of 28 to 31 and 20 to 28 degrees Celsius respectively.

    According to NiMet, northern states will experience partly cloud-to-cloudy conditions in the morning hours with sunny to partly cloudy conditions later in the day.

    “The region will experience chances of thundery activities with rains over Jalingo, Bauchi, Gombe, Gusau and Yelwa with day and night temperatures of 31 to 35 and 20 to 24 degrees Celsius respectively.

    “We expect cloudy and partly cloudy conditions in the northern cities while thunderstorms and rain showers are likely over most places around the central cites and southern states in the next 24 hours,” NiMet said.

    Bauchi Teaching Hospital provides skeletal services

    The Chairman, Medical Advisory Committee, Abubakar Tafawa Balewa Teaching Hospital (ATBUTH), Bauchi, Dr Saidu Mukaddas, says the hospital is providing skeletal services to bridge the gaps created by striking resident doctors. Mukaddas said this in an interview with the News Agency of Nigeria (NAN) on Tuesday in Bauchi.

    He fielded questions against the effect of the nationwide industrial action embarked upon by the National Association of Resident Doctors (NARD) since Sept. 1, to press home their demands for improved facilities and condition of service. “It is usual for the strike to affect normal services in any hospital, but however in ATBUTH, we have been maintaining some skeletal services.

    “The consultants are there and we also have the non-regular doctors we are working with to provide some skeletal services to relief patients on admission and emergencies. “We have over 100 resident doctors but of course you know some are on postings and on training elsewhere. Therefore, within the hospital we have more than 70 resident doctors who are currently on strike,” Mukaddas said.

    NAN also gathered that the hospital has five NYSC doctors, Consultants, LOCUM (non-permanent doctors), Housemanship Officers, nurses, midwives, technicians and others currently rendering skeletal services. A check at both the male and female medical and surgical wards showed that most of the patients were in beds while nurses and few doctors were busy rendering medications.

    Some of the in-patients told NAN that they were being attended by consultants, non-regular doctors, housemanship officers and NYSC doctors as if there was no strike.
    The Out-Patients Department (OPD) and Diabetic Clinic, however, witnessed low turnout of patients with only one consultant attending to the patients at the OPD.

    Bauchi top medals table at North-East Youth Games

    Bauchi State on Tuesday has emerged the overall winner of the 2017 U-17 North-East Youth Games elimination held in Bauchi.

    The News Agency of Nigeria (NAN) reports that Bauchi State recorded five gold, one silver and two bronze medals to clinch the first position.

    Adamawa had two gold, four silver and two bronze medals to place second in the four events competition, while Yobe came third with one gold and one silver.

    Taraba was fourth with two silver and two bronze medals, while Gombe came last with only two bronze.

    According to the result signed by Welfare Officer of the Tournament, Shehu Abbas, Borno did not participated in the tournament as the state’s officials said they lacked of funds.

    An analysis of the tournament shows that Bauchi took first in male Basketball, male and female Hockey as well as female Handball and female Volleyball respectively.

    Adamawa on her part got first position in female Basketball and female and male volleyball respectively.

    Yobe took first position in male handball, while it came second in male hockey.

    NAN also reports that only four events, Basketball, Volleyball, Handball and Hockey were featured at the three days long tournament.

    The Nigerian Meteorological Agency (NiMet) has predicted morning thunderstorms over the Central states on Wednesday with isolated thunderstorms over Bauchi, Jos, Kaduna, Mambila Plateau, Bida, Ilorin, Lafia and Abuja later in the day.

    NiMet’s Weather Outlook by its Central Forecast Office (CFO) on Tuesday in Abuja also predicted day and night temperatures of 26 to 30 and 16 to 24 degrees Celsius respectively.

    The agency predicted that Southern states would experience cloudy conditions over the southwestern cities with prospects of isolated rains over the Southeast during the morning hours.

    It also predicted prospects of rains over the region in the afternoon and evening hours with day and night temperatures of 27 to 30 and 21 to 24 degrees Celsius respectively.

    According to NiMet, Northern states will experience morning cloudy conditions over Sokoto, Yelwa and Gusau with prospects of isolated thunderstorms over Katsina, Kano and the Northeastern region.

    “During the afternoon period, Northeast and parts of Northwest Sokoto, Kebbi and Kano will experience isolated thunderstorms in the afternoon with day and night temperatures of 29 to 30 and 21 to 22 degrees Celsius respectively.

    “Increased atmospheric instability leading to buildup of weather systems over the Country is expected to enhance rainfall activities within the next 24 hours,’’ NiMet predicted.
