    Kogi crisis: Bello walks tight rope

    Following the repeated impeachment saga in the Kogi State House of Assembly, Assistant Editor, Dare Odufowokan, reports that Governor Yahaya Bello is also walking a tight rope

    The politics of Kogi State in the North Central geo-political zone of the country is still tension soaked. Within the corridors of power across the state, anxiety reigns supreme as politicians, across party lines, continue to speak in hushed tones, fuelling fears that it is nowhere near Uhuru for the troubled state.

    Although members of Peoples Democratic Party (PDP) in the State House of Assembly had come out to say they had no agenda to impeach the governor, Alhaji Yahaya Bello, observers of the politics of the state say their promise should not be seen as a political respite.

    The Majority Leader of the House, Matthew Kolawole, had on Tuesday said it is wrong for anybody to say his faction in the House is being sponsored by Hon. James Faleke. According to him, the ongoing struggle in the legislative chamber is not about interfering in the affairs of the executive, but ensuring the independence of the legislature.

    “The state governor is just like new born baby without sin. For what reason will anybody want to kill the baby. To me, the governor has not done anything wrong to us and none of us here is talking about impeachment of the governor at all”, he said.

    “If anybody is saying that Faleke is sponsoring us, he is misleading the public. Faleke is not part of this struggle. The struggle we have today is that we want to stabilise Kogi State House of Assembly as an independent arm of government”, he added.

    No respite yet

    But reliable sources within and outside the state insist Governor Bello’s handlers shouldn’t in any way let their guards down politically as the worst is yet to be over in the crisis rocking the state.

    “The crisis is far from over and it can consume anyone, even the governor. Given the hydra-headed nature of the issues at hand, Governor Bello is walking a very tight rope as far as the crisis in the House is concerned,” a source said.

    A former secretary of the defunct Congress for Progressive Change (CPC) in the state, Daniel Otitoju, said the camp of the governor is unaware of the dangers still lurking around. According to him, all hands are on deck to ensure that the mandate given Yahaya Bello by the people of Kogi State is not thwarted in any way by forces bent on subverting democratic process.

    “We hear talks of the governor and the Speaker being from the same zone. We here people are talking about balancing the positions according to zones. We hear talks about the Speaker saying he would stay put. We hear of how their political party is telling them what to do. We hear a lot of stories that point to the fact that some people may be up to something sinister,” he said.

    He however added that since the leadership of the Assembly has come out to say it is not plotting a change in government, we want to take them by their words. But we can only urge the lawmakers to put the interest of the state first in whatever they want to do,” he added.

    Bello’s alleged sins

    The current crisis in the state was ignited when Hon. Momoh Jimoh Lawal was again allegedly impeached by his former supporters as Speaker of the House. It was the second time the embattled speaker would be impeached in the last two months.

    He was earlier announced impeached last December by 17 members out of the 25 members of the Assembly. However, he denied being impeached and carried on as the speaker following the intervention of PDP national secretariat.

    The latest impeachment, which again has been quashed by the National Assembly, saw the emergence of Imam Umar as the new speaker.

    Jimoh accused Governor Yahaya Bello of conniving with five members of the Assembly to remove him from office.

    “To be candid, the executive is behind this; when the Deputy Governor invited some of our members to impeach the Speaker, we said we are not going, and then he spoke with some people who agreed.

    “There was no sitting; they went into the Assembly and came out and addressed press that they have impeached the Speaker and other principal officers and announced those who will occupy the positions.

    “What we saw the next minute was removal of the speaker’s security on our way to Abuja, they took a towing van to his house and removed the official vehicle, “he said.

    Also, the deputy governorship candidate of the APC, in the November 21, governorship election in Kogi State, Mr. James Abiodun Faleke, accused Governor Bello of being behind the impeachment of Speaker of the state Assembly, Momoh Jimoh Lawal, by five members of the House.

    Faleke, who condemned the impeachment, described it “as another illegality sponsored by the illegal government of Bello.”

    Denial

    But the governor disassociated himself from the impeachment of the speaker, Momoh Jimoh Lawal, noting that he has never interfered in the affairs of the state legislature in line with his determination to promote the rule of law and strict adherence to separation of power.

    In a statement by his Special Adviser (Media and Strategy), Abdulkarim Abdulmalik, the governor said dragging his name to the crisis in the State House of Assembly is in the least, uncharitable.

    “To drag the name of the governor to the crisis in the Kogi State House of Assembly is in the least, uncharitable. The crisis in the House of Assembly predates the present administration in the state.

    “It would be recalled that before the advent of the present administration, the Assembly crisis assumed a violent dimension when vehicles belonging to the different caucuses in the House were vandalized.

    “The governor urges all aggrieved parties in the Kogi State House of Assembly to close ranks and work in unity for the progress of the state. He also pledges continued collaboration with the legislative arm to actualize his dream of a better Kogi State,” the statement said.

    Anxiety as PDP intervenes

    The national leadership of the PDP, according to some sources, may have decided to keenly follow the unfolding drama in the confluence state, with a view to ensuring that the interest of the party, which has the majority in the House of Assembly, is protected.

    Speaking on the outcome of members’ meeting with the National Chairman of PDP, Sen. Ali Modu Sheriff, Kolawole said they agreed with the party’s directive that the status quo should remain.

    “We have passed another vote of confidence on the leadership of the House under Speaker Momoh Jimoh-Lawal and all of us have signed.”

    He added that Hon. John Aba, one of the five members who had the intention to impeach Jimoh-Lawal was also present at the meeting. He, however, said that Aba was yet to sign the resolution of the meeting, adding that he stepped out after the meeting.

    “So far so good, eleven of us here have signed. We are waiting for him to come back because the party has directed that we sign and he agreed.” The Majority Leader said that maintaining status quo under the leadership of Jimoh-Lawal was temporary in order to resolve the crisis on ground.

    There are fears that following the soft landing given the Jimoh-led leadership of the House by the National Assembly, the PDP may have decided to move against the governor to teach him a political lesson.

    “It is not our desire to create confusion in the state. Don’t also forget that we are in court challenging the emergence of this government. We are optimistic that soon, the PDP will return to govern this state legitimately. So, we have no reason to want the governor impeached.

    However, given the penchant of this governor to go after our people for no just cause and our fear that if he is not curtailed, he may decimate our membership of the House of Assembly in no time, we may be compelled to seek a political solution to the menace he is fast becoming,” a chieftain of the PDP said in Lokoja.

    Kogi State Governor Yahaya Bello has appointed Mrs. Ayoade Folashade Arike as the secretary to the state government (SSG).

    He also appointed Alhaji Momoh Jubril as the accountant-general.

    The appointments, contained in a statement from the Office of the Chief of Staff to the Governor, Mr. Edward Onoja, showed that 31 others were appointed.

    The governor engaged Gen. Paul Okutimo Olusola (retd.) as the Security adviser, Mr. Ibrahim Sani Mohammed as Legal adviser and Mr. Abdulkareem Jamiu Mohammed as Protocol chief.

    He named Mr. Ademu Idakwo, chairman of the Correspondents Chapel of the Nigeria Union of Journalists (NUJ) as senior special assistant (SSA) on Print Media.

    Bello named Petra Akinti Onyebule and Gbenga Babayinka Olorunpomi as SSAs on Electronic and Print media.

    He appointed 20 special advisers and five special assistants to the deputy governor.

    The seemingly unending political drama in Kogi State opened a new scene during the week as the crisis rocking the state House of Assembly worsened with the sealing off of the assembly complex by the police.

    The crisis worsened because the Speaker, Momohjimoh Lawal, who was impeached on Tuesday, dismissed the alleged impeachment as “a huge joke,” threatening that he and other 15 legislators, out of the 20 members House, would resume sitting on Thursday.

    Perhaps to avert any untoward development, armed policemen, allegedly acting on ‘order from above’, barricaded the complex that Thursday and chased out the workers before sealing off the premises.

    Meanwhile, Governor Yahaya Bello, who has been accused by the embattled Speaker of masterminding the police action, has denied having anything to do with the matter. In a statement signed by the governor’s Special adviser, Media and Strategy, Abdulkarim Abdulmalik, the governor denied being behind the crisis in the House and the impeachment of the Speaker.

    It would be recalled that the embattled Speaker had earlier in the week led other 14 members to Abuja to lodge a petition with the House of Representative over the crisis.

    Lawal also accused the governor, Yahaya Bello of withdrawing his security attaché, thereby exposing him and other members to danger of possible attacks.

    As observers ponder on the solution to the political crisis in the state, Bello seems entangled with the challenge of resolving the many troubles of the state.

    Kogi State Governor Yahaya Bello yesterday directed permanent secretaries and heads of administration in the civil service to proceed on compulsory leave.

    The governor, in a statement by his Chief Press Secretary, Kingsley Fanwo, relieved the accountant-general of his position, while his deputy is to proceed on compulsory 30 days’ leave.

    The statement reads: “I wish to confirm that Governor Yahaya Bello, has directed that permanent secretaries and heads of administration are to go on compulsory leave with immediate effect. The only exemptions in this category are people on acting capacity and the permanent secretary, Government House.

    “The accountant-general has been relieved of his position, while the deputy will proceed on compulsory 30’ days leave.

    “At the local government level, Directors of Local Governments (DLGs), treasurers, education secretaries and cashiers are to go on compulsory leave.”

    It said the decision, which takes effect from today, is geared towards ensuring a more efficient and productive civil service.

    GOVERNOR Yahaya Bello may have found a suitable deputy to work with. He hopes to make up for the unconstitutionality of his election by submitting the name of a replacement to Kogi House of Assembly for approval as deputy governor, having coerced the members to submission. That will not legalise the illegalities already committed.

    The applicable maxim of law in this sense is that, you cannot put something on nothing and expect it to stand. What the constitution demands is that he should have run the contrived supplementary election with a running mate. The misbehavior of INEC and APC in the Kogi imbroglio makes it look as if there is no law in the land.

    Declaring an election of November 21 that had been constitutionally won and lost inconclusive, thereby paving way for the emergence of Alhaji Bello, was the peak of their lawlessness. Indisputably, the making of Alhaji Bello as Governor of Kogi State is a perversion of the constitution and travesty of democracy.

    It is doubtful if the originators and perpetrators of the idea thought and still think well about Kogi State. It is equally doubtful if they imagined the magnitude of the pains and shame their travesty and perversion have brought upon the people of the state.

    The Kogi State government yesterday warned the public to beware of activities of suspected fraudsters, who opened fake facebook and twitter accounts in the name of Governor Yahaya Bello.

    It said the purpose was to dupe people.

    Special Adviser to the Governor on Media and Strategy Abdulkareem Abdulmalik, in a statement in Lokoja, said Bello has no facebook or twitter accounts.

    He warned the public not to allow themselves to be deceived by fraudsters, saying the governor, being IT-compliant, would make his official social media accounts known to the public whenever they are opened.

    Abdulmalik said: “I have been directed to inform the public that the governor has not opened any facebook or twitter account.

    This announcement is imperative in view of the fake social media accounts in the name of Governor Bello opened by unscrupulous individuals to defraud the public.

    “As an IT-compliant governor, Alhaji Bello will use the social media for information and social activities in his drive for a better Kogi State. Official accounts will be made public when launched.”

    Bello signals a new dawn in Kogi

    Bearing all things, there is no doubt that Kogi State has made history today; a new governor has been sworn in; in the person of Alhaji Yahaya Bello. Either by design or commission, providence has brought him to the public lime light.

    I join millions of responsible Kogites to congratulate his Excellency, “Alhaji Yahaya Bello,” his family and his constituents. To me, it is a significant event in that for the first time in the political history of Kogi State, power has moved from the hands of the majority to the minority. It is common experience amongst democratic society that when a minority part of the body come to take power away from the majority part, things get better; things get improved and in most cases, the power is retained longer because of commitment to transparent and productive governance. I hope this will be the case with Yahaya Bello.

    I can say this is the best of all equals for Kogi and its people at this time. While I must commend the efforts of past governors that the state has had, I must also put on record that Kogi State has not experienced the best governance in terms of economic growth and development, social infrastructure, wealth and job creation.

    My agenda therefore for Alhaji Yahaya Bello is very clear; I want to see Kogi State of today launched into local and international investing markets. Opportunities abound in the state which other states in Nigeria are lacking. Ajaokuta Steel Company remains a significant economic growth trigger; Kogi is a strong food basket for the nation (agriculture wise), there is abundance of solid minerals such as coal, mining, etc.

    In the past, I have made efforts to bring my wealth of national and international investments connectivity advantage to Kogi State, but the leadership then was unable to see the light at the end of the tunnel. So, I welcome the new regime to a completely new departure from old political and economic drawing board of the state.

    First, I recommend that he be open minded, an honest explorer and a great marketer of investment opportunities in Kogi State to international investors; he should be a servant of all and not a small god over Kogites, he should build a bridge of peace with all recognizable and respectable community units in the state. He must do away with pride, arrogance, pomposity, self-centeredness and corruption.

    Finally, he should be a governor of vision and fore-sight, given to wisdom, understanding, co-operation, collaboration, consultation and communication. All this constitutes credible road map to better governance and public accountability. In particular, let me draw his Excellency’s attention to the despicable, deplorable and shameful condition of the people of Ibaji community of the state. They are a people without a voice and no one remembers them. Ibaji Local Government is a place increasingly speculated to have rich oil deposit. I think this can be exploited as it is capable of putting the state on the world map of oil producing states.

    Bello appoints CoS, others

    Kogi State Governor Yahaya Bello yesterday appointed some principal officers in his administration.

    The governor, according to a statement from the Government House, approved the appointment of Mr. Onoja Edward David as Chief of Staff to the Governor.

    Before his appointment, David, who hails from Ogugu in Olamaboro Local Government Area of Kogi State rose to management positions in several companies in financial as well as oil and gas sectors.

    Also appointed was Abdulkarim Omuya Adubi Abdulmalik as Special Adviser to the Governor on Media and Strategy. Prior to his appointment, the special adviser, who hails from Ihima in Okehi Local Government Area of Kogi State, practised as a journalist, social media expert and media consultant.

    Mr. Kingsley Olorunfemi Fanwo was named as Chief Press Secretary (CPS) to the Governor. Famwo hails from Takete Ide Amuro in Mopamuro Local Government Area of Kogi State. He was Vanguard correspondent in the state.

    The appointments, according to the statement, are with immediate effect.

    Kogi East elders urge Bello to be fair

    A group, the Kogi East Elders Council (KEEC), has urged Governor-elect Yahaya Bello to keep the historical bonds that unite ethnic groups in Kogi State dating back to the Kabba Province.

    The group, in a statement yesterday in Lokoja, said the tragedy of maladministration, which characterised the state since its creation, was at the expense of ethnic groups and communities, including Kogi East people, who were perceived to have dominated the political scene.

    In the statement by Senator Ahmadu Ali, Chief Gabriel Aduku, AVM Saluhu Atawodi (rtd) and Mr. Alphonsus Alhassan, the body said contrary to perception, orchestrated propaganda and insinuations, Kogi East people accepted the inevitability of power shift “and this accounted for the support delegates from the zone gave to the Ebira and Yoruba during the 2014 Constitutional Conference where the two ethnic groups canvassed power shift.”

    Bello to be inaugurated tomorrow

    The inauguration and swearing-in of Governor-elect Yahaya Adoza Bello will take place tomorrow at the Confluence Stadium, Lokoja, the Kogi State capital.

    Bello, who was born on June 18, 1975 in Agassa, Okene Local Government, will be sworn-in by the Chief Justice of the state in the presence of dignitaries, party men and the public.

    President Muhammadu Buhari, Vice President Yemi Osinbajo, Senate President Bukola Saraki, members of the National and State Assemblies, governors, ministers and captains of industry are expected at the event.

    As part of handover preparations, the government under the leadership of outgoing Governor Idris Wada set up a Transition Committee, which has been meeting with a similar committee set up by Governor-elect Bello to ensure a smooth transition.

    The ceremony will be broadcast live on the network of the Nigerian Television Authority (NTA).
