Benue debt stands at N90 billion – Ortom

The debt profile of Benue State currently stands at N90 billion according to preliminary investigation by government.

Governor Samuel Ortom  told students and other union leaders from the Benue State University at separate meetings in Makurdi Friday that the debt includes N50 billion for ongoing contracts, N18 billion for certified ones, N12 billion for salary arrears and about N10 billion  for bonds and bank loans.

Government, he said, has already received offers from some banks and would soon approach the State House of Assembly for approval to obtain a loan for the purpose of settling its financial obligations.

It will start by paying its workers one month’s salary across board and to ensure the take off of both the executive and legislative arms of government.

Ortom said the move was to demonstrate to the state work force that he was seriously concerned about their plight.

He appealed to lecturers and other workers at the university to call off their strike and give him time to look into their grievances including the issue of accreditation at the institution.

He said that the plight of the students and their parents as well as that of patients should be considered.

President of the student union government, Comrade Bobby Tavershima, lamented that the students of the University have been at home for four months but pledged that they would not do anything to undermine the new administration.

Representative of the National Association of Nigerian Students, NANS, Comrade Obande Obande appealed to the Governor to clear the arrears of bursary owed students.

Professor Julius Ashiko who spoke for the unions regretted that the institution’s medical students are into their 13th year   instead of the six years they ought to have spent.

The invaders were said to have also set ablaze 50 houses and destroyed other property worth several millions of naira.

Over 2,000 tubers of yams were reportedly destroyed at Iorja village, whose inhabitants are predominantly farmers.

Yam seeds and various foodstuffs were also destroyed.

Over 15,000 Internally Displaced Persons (IDPs) from the affected villages are taking refuge in Mchia, Abeda Shitile, Anyiin and Tse Abi towns.

Narrating how the attack took place, a community leader, who fled to Anyiin, Chief Yankyaa Ugoh, told our reporter on phone that herdsmen armed with sophisticated weapons stormed the village at 6am and surrounded the houses.

He said: “They set houses ablaze, shot and killed Tiv farmers who attempted to escape. It was because we were taken unawares that they killed as many people as possible. We have recovered only 20 bodies.”

The community leader said villages reduced to rubble are: Tse bee, Gafa, Ukura and Iorja.

When our reporter visited Mchia, Anyiin and Abeda, women, children and the elderly were seen sleeping on bare floor in primary schools.

There was an imminent outbreak of cholera because of the lack of drinking water and hygienic food.

  • Why PDP lost Benue, by stakeholders

After ruling Benue State for 16 years, the Peoples Democratic Party (PDP) was in a good position to win the April 11 governorship elections. But, Governor Gabriel Suswam handed the state over to All Progressives Congress (APC) during the election. What really went wrong?

In the view of observers, the PDP shot itself in the foot when during the primaries it handed over  its governorship ticket to an inexperienced politician.

This was coupled with myriad of problems that confronted the Benue chapter of the party, prior to the general elections. The problems include from the non-payment of salaries, which had accumulated for about six months as at the time of the elections. Pensioners were also being owed arrears of their entitlements, and teachers were also aggrieved over the non-implementation of the national minimum wage policy. In fact, the teachers were on strike at the time.

Local government workers are not left out; they have been at loggerheads with the government over complaints about heavy deduction from their monthly salaries.

The explanation by the Suswam-led administration that it was as a result of the reduction in allocations from the Federation Account, due to the slump in  oil prices, fell on the deaf ears. The aggrieved workers left no one in doubt that they were going to extract their pound of fresh from the ruling party during the election.

Apart from the issue of salary which contributed to the defeat, another factor that worked against the party was political patronage.

Most elders in the party were aggrieved that the governor had abandoned them, by leaning on a new generation of politicians like John Tondo,Bob Tyough, Bernard Nenge, Chris Aba and Terseer Adzuu.

But, one of the factors that led to the fall of the PDP was the emergence Hon. Terhemen Tarzoor, a young and inexperienced candidate.

About 18 aspirants jostled  for the ticket. They include: Chief Samuel Ortom (now Governor-elect on the platform of the APC), Chief Mike Aondoakaa, Eugene Aliegba, Alex Adum Hinga Biem and Tivlumun Nyitse. Sure of them were members Governor Suswam’s cabinet, either as commissioners or permanent secretaries.

Most of them sought and got the blessing of the governor before they resigned to join the governorship race. That implied an assurance from the governor that he would support each of them.

However, ahead of the primaries approached, another dimension was introduced into the campaign. “It was rumoured that the wife of President Goodluck Jonathan, Dame Patience, anointed Hon. Tarzor to succeed Suswam and this generated tension among the aspirants and PDP members generally,” a source said.

They vowed to resist the attempt by an outsider to impose a candidate on the people of Benue State.

When Tarzoor finally emerged as the PDP governorship candidate, there was a huge crack within the ranks of the party, as no less than 12 aggrieved  governorship aspirants worked against him at the general election.

“The ruling PDP in Benue  went into both the presidential and National Assembly elections and the governorship and state House of Assembly elections as a divided house; their supporters worked against the party’s interest and it was obvious that defeat loomed for the party,” the source added.

After Gen. Muhammadu Buhari was declared winner of the presidential election, Chief Barnabas Gemade defeated Suswam and the Senate Minority Leader  George Akume won his re-election. It was too late to do something to stop the looming defeat at the governorship poll.

Guber elections: Jega appeals for calm in Benue

INEC chairman, Prof. Attahiru Jega, has appealed to politicians to refrain from acts capable of truncating the electoral process by encouraging peaceful conduct of elections on April 11.

Jega, who made the appeal on Thursday in Makurdi during a meeting of stakeholders convened by INEC, said the scale of violence that was recorded in Benue during the Presidential and National Assembly polls was regrettable.

“The scale of destruction witnessed in Benue during the March 28 Presidential and National Assembly elections was incomparable with anything in any part of the country.

“The commission lost over 200 card readers and two of our offices were burnt down with one staff member.”

He said the stakeholders’ meeting was necessary to address electoral malpractices and issues capable of causing violence.

Jega expressed regret over the violence and said the commission had achieved milestones in the conduct of credible elections in the country.

He called on politicians to support the commission to improve its performance in future elections.

“It is our desire to have better polls in April 11; we therefore, appeal for your cooperation and calm during the elections.”

He assured the state that the 200 card readers that were destroyed would be replaced and urged politicians to ensure the safety of INEC officials and materials during the elections.

He warned against spilling of innocent blood during elections and charged the politicians to engage in good conduct.

Also, the Deputy Inspector General of Police in charge of operations, Mr. Sotonye Wakama, called on the electorate to report all cases of electoral malpractice to the security agencies.

The police chief also warned them against taking the laws into their hands.

He also called on them to use smart phones to document electoral malpractice.

A cross section of politicians expressed dismay over the unbecoming attitude of contestants who insisted on winning elections at all costs.

They called on the security agencies and INEC officials to be neutral in the discharge of their duties and use sanctions against erring staff.

Two incumbent senators, who were returned in the National Assembly election, Barnabas Gemade and George Akume, appealed to INEC to remain steadfast in declaring credible results.

They also appealed to security agencies to apply the law on all regardless of positions.

The PDP Chairman in the state, Mr Emmanuel Agbo, called on INEC to re-consider the posting of the Resident Electoral Officer, Prof Istifinus Dafwang.

The News Agency of Nigeria (NAN) reports that the meeting was attended by politicians, local and international observers, INEC officials, traditional rulers and academicians.

  • Unpaid salary: JUSUN to freeze Plateau, Benue states’ accounts

Unpaid salary: JUSUN to freeze Plateau, Benue states’ accounts

The Judiciary Staff Union of Nigeria (JUSUN) has commenced move to have the accounts of Plateau and Benue states frozen over the state’s alleged refusal to pay the salaries of court workers for five months now.

JUSUN’s President, Marwan Adamu disclosed this in a statement issued in Abuja Thursday.

Adamu said the union’s teams of lawyers have concluded plans to seek court’s orders to freeze the accounts of both states.

He said such treatment will be extended to the 15 states, whose courts were still on strike owing to the governors’ refusal to allow financial autonomy for the states’ Judiciary as per the January 13, 2014 judgment of the Federal High Court.

He identified the states to include: Kaduna, Yobe, Taraba, Adamawa, Nasarawa, Plateau, Benue, Anambra, Abia, Enugu, Osun, Ondo, Ekiti, Edo and Cross River.

Adamu, who blamed the governors for the prolonged strike, said the industrial action would have been suspended before now had the “governors done the needful to save the sector from further ridicule by enemies of democracy.”

The JUSUN President, who hailed President-elect, Mohammadu Buhari for his success in the election, urged him to, on assuming office, treat the resolution of the crisis in the Judiciary as a matter requiring utmost attention.

He urged JUSUN members in the 15 states still on strike not to waver, but remain “resolute in the struggle to free the justice sector from the excruciating control of the governors.”

Adamu, who urged well meaning Nigerians to intervene and prevail on governors of the 15 identified states to comply with the subsisting court judgment, assures that his group will not succumb to any intimidation or blackmail.
