    JUST IN: Betta Edu to report at EFCC headquarters Tuesday

    The suspended Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, is scheduled to report at the headquarters of the Economic and Financial Crimes Commission (EFCC) in Abuja on Tuesday, January 9.

    Edu was suspended on Monday, January 8, by President Bola Tinubu over alleged N585m cash transfer saga.

    The minister was invited in compliance with President Tinubu’s order that a comprehensive investigation encompassing her activities in the ministry be carried out, a top source in the anti-graft commission told reporters.

    Meanwhile, Sadiya Farouq, Edu’s predecessor, was questioned by the EFCC on Monday on allegations that she laundered N37.1 billion while serving as a minister in the former president Muhammadu Buhari’s cabinet.

    Farouq was still at the office of the EFCC as of 6 pm on Monday.

    Edu was discovered to be involved in a N585m disbursement scandal involving her ministry, attracting widespread criticism from rights groups and activists.

    EFCC invites suspended humanitarian affairs minister Betta Edu

    Barely one hour after her suspension as the Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, the Economic and Financial Crimes Commission (EFCC), has invited her to its headquarters located in Jabi area of the Federal Capital Territory, Abuja.

    The Nation had reported that Tinubu on Monday, January 8, suspended Betta Edu as minister and directed the chairman of the EFCC to conduct a thorough investigation into all aspects of the financial transactions involving the Federal Ministry of Humanitarian Affairs and Poverty Alleviation, as well as one or more agencies thereunder.

    President Bola Tinubu has suspended the Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, from office with immediate effect, over an alleged N585m scandal in the Ministry.

    Special Adviser on Media and Publicity to President Tinubu, Ajuri Ngelale, in a statement on Monday, January 8, said it is in line with the president’s avowed commitment to uphold the highest standards of integrity, transparency, and accountability in the management of the commonwealth of Nigerians.

    The President also directs the Executive Chairman of the Economic and Financial Crimes Commission (EFCC) to conduct a thorough investigation into all aspects of the financial transactions involving the Federal Ministry of Humanitarian Affairs and Poverty Alleviation, as well as one or more agencies thereunder.

    The suspended Minister is hereby directed to hand over to the Permanent Secretary of the Federal Ministry of Humanitarian Affairs and Poverty Alleviation, and she is further directed by the President to fully cooperate with the investigating authorities as they conduct their investigation.

    Furthermore, the President has tasked a panel that is headed by the Coordinating Minister of the Economy and Minister of Finance to, among other functions, conduct a comprehensive diagnostic on the financial architecture and framework of the social investment programmes with a view to conclusively reforming the relevant institutions and programmes in a determined bid to eliminate all institutional frailties for the exclusive benefit of disadvantaged households and win back lost public confidence in the initiative.

    Youths in 19 Northern States under the banner of Arewa Youths have described as unfortunate what they considered the ongoing smear campaign against Minister of Humanitarian Affairs and Poverty Alleviation, Dr Betta Edu. 

    They alleged that those stooped from looting palliatives were behind the campaign. 

    The Arewa youths, in a statement by its leader, Kabiru Yusuf expressed dismay over what they called desperate attempts to link the Minister to the corruption at the National Social Investment Agency (NSIPA) which resulted in the suspension of the agency’s head, Halima Shehu.

    They also condemned the allegations of fraud against Edu after a leaked memo purportedly indicated that she directed the Accountant-General of the Federation, Oluwatoyin Madein, to transfer N585 million to a private account owned by one Oniyelu Bridget in the Ministry.

    They lamented the  campaign of calumny began in place of appreciation to the Minister who was in Plateau State to provide succour and carry out on the spot assessment of the affected communities of the Christmas and subsequent attacks in the North-Central State.

    “Those who are fighting back because they have been stopped from looting palliatives don’t even have conscience. 

    “This is as they started this campaign on Wednesday and intensified from Friday. Wednesday was when Dr Betta Edu went to Plateau State to ensure food and non-food relief materials are distributed to communities and survivors of the Christmas eve attacks by marauding gunmen in Plateau State.

    “While there, Dr Edu visited churches and some IDPs’ camps where she observed a minute silence for the dead and addressed worshippers and victims who were taking refuge for protection after the attacks. And after that hectic humanitarian assignment, the best thank you is to launch smear campaign against her.

    “Those sponsoring the media trial because food has been taken out of their mouths could not even place statement in the media to condemn the attacks or commiserate with the victims, talk less of visiting those the affected place to provide succour.

    “We in north worst hit by humanitarian crisis can not sit and watch those who had in the past looted funds meant to provide relief materials or palliatives to our people in dire need of support. Dr Betta Edu who has sterling leadership qualities and is always at the forefront of put smiles on the faces of the distressed when she was Commissioner of Health in her home state of Cross River and National Woman Leader of the All Progressive Congress, is doing well as a Minister.

    “This campaign shouldn’t be coming especially now that just undertaken a stressful assignment to a northern state to provide relief and succour to victims of unfortunate attacks except those behind it are enemies of the north and we will not accept it,” the youths stated.

    The National Anti-Corruption Crusade Group (NACCG) has expressed confidence in the Minister of Humanitarian Affairs Dr Betta Edu, describing reports against her as mere blackmail.  

    In a statement by its President, Dr Bridget Hassan, the group said Edu has already demonstrated a high level of transparency and accountability with zero tolerance for corruption. 

    Hassan said the group came to this conclusion after a thorough analysis of her time in office as Minister, particularly the recent scandal rocking the ministry. 

    She said there is no iota of truth in the claims by disgruntled individuals and groups aiming to discredit Edu for exposing the fraud she met in the ministry. 

    Hassan noted that as a woman who has distinguished herself in previous assignments, the Minister is very much on track in her current task and won’t be deterred by her detractors.  

    She, however, assured that Nigerians have nothing to fear, adding that Betta Edu would be proven innocent after the investigation by the Federal Government.  

    “We understand that many Nigerians believe and trust Betta Edu as a woman of impeccable character and high morals. She is loved by the majority,” Hassan said. 

    “Her works speak for itself. A renowned philanthropist, Edu has taken her love for humanity to the next level as a minister, touching the most vulnerable Nigerians. 

    “Many of them are already worried about their fate should the minister be wrongly dismissed. But having carried out an extensive probe of the ministry, we say authoritatively that Edu is innocent. 

    “Nigerians have nothing to fear. The truth will prevail. Edu epitomizes honesty, transparency, and accountability. Those fighting her are against the progress of the nation. 

    “We, therefore, want to use this medium to urge the Federal Government not to dance to the tone of the enemies of the land beating the drum of blackmail. They are anti-Nigeria. 

    “We believe that at the end of the investigation, more revelations will emerge about Edu’s remarkable anti-corruption crusade. She has our support and that of millions of Nigerians,” the group said.

    • AGF declines request for payment into private account

    The National Social Investment Programme Agency (NSIPA), yesterday faulted media reports linking Humanitarian Affairs and Poverty Alleviation Minister, Betty Edu, to alleged misappropriation of funds in the agency.

    Spokesman for NSIPA, Jamaludeen Kabir,said claims of the minister’s  involvement   in financial transactions or decisions in the agency were false.

    However, the  Office of the Accountant General of the Federation (OAGF) denied processing the alleged payment of N585m from the Ministry of Humanitarian Affairs and Poverty Alleviation into a private account.

     It said it was not its responsibility to make payments on behalf of Ministries, Departments and Agencies (MDAs).

    Kabir who spoke against the background of the suspension of the National Coordinator of NSIPA,  Halima Shehu and the investigation of the agency’s finances said: “It is crucial to emphasize that the Honourable Minister has had no involvement in any financial transactions or decisions within NSIPA currently under scrutiny.

    “Importantly, NSIPA emphasizes the distinction between the suspended National Coordinator/CEO and the agency itself, highlighting that the actions of the former do not reflect the agency’s practices or principles. NSIPA is actively cooperating and working under the guidance of the acting National Coordinator and CEO, Dr. Akindele Egbuwalo, demonstrating full support and collaboration within the agency.

    “The integrity and commitment of NSIPA to serving vulnerable communities in Nigeria remain steadfast. The agency operates with strict adherence to due process and prudent financial management in line with the regulations outlined in our establishment act and directives of the Federal Executive Council.

    “It is paramount to ensure the dissemination of accurate information and avoid spreading baseless allegations that could unfairly tarnish the reputation of individuals or institutions. NSIPA urges the public and media outlets to verify facts before making assertions and refrain from associating the Honourable Minister with the ongoing investigations, as she holds no responsibility for the current circumstances at NSIPA.

    “The agency remains steadfast in its dedication to implementing impactful and transparent social intervention programs aimed at uplifting vulnerable Nigerians and furthering the nation’s socio-economic development, aligning with President Bola Ahmed Tinubu’s renewed hope agenda.”

    AGF declines request for payment into private account

    In its own statement, the  Office of the Accountant General of the Federation (OAGF)  denied processing the alleged payment of N585m from the Ministry of Humanitarian Affairs and Poverty Alleviation into a private account.

    It said it was not its responsibility to make payments on behalf of Ministries, Departments and Agencies (MDAs).

    Edu had been accused of authorizing the payment into  the personal account of one Oniyelu Bridget Mojisola contrary to the advice of the OAGF.

    The Accountant General of the Federation (AGF), Dr. Oluwatoyin Madein, said in a clarification that her office only  disburses budgeted funds to self-accounting MDAs, which have  the responsibility for implementing their projects and managing associated financial transactions.

    On the Ministry’s request for grant payments, Dr. Madein explained that while the OAGF received the communication, it did not process the payment. Instead, the Ministry was advised on the proper procedures for disbursing such funds according to established financial regulations.

    The AGF said  that self-accounting MDAs, like the Ministry of Humanitarian Affairs and Poverty Alleviation, should handle such payments directly.

    “Bulk payments to individual accounts, even designated as ‘Project Accountant’ are not permitted. Instead, verified individual bank accounts of programme beneficiaries must receive the allocated funds,” she said.

    Dr. Madein reiterated her commitment to upholding transparency and accountability in the management of public finances. She urged all MDAs to ensure strict adherence to established financial procedures and proper documentation for all transactions.

    Special Assistant on Media and Publicity to Edu ,Rasheed Zubair,  had said on Friday that the payment of N585,189,500.00 into the  personal account of one Oniyelu Bridget Mojisola adhered to current civil service regulations and was  legally permissible.

    He argued that the money was  paid into Bridget’s account because of her position as  the Project Accountant for Grants for Vulnerable Groups.

    He said: “It is glaring that the same sponsored disgruntled elements in the past few days have been trying to smear the Honourable Minister, Dr Betta Edu, and stain her integrity because she alerted the federal government attention to the ongoing N44.8 Billion fraud in NSIPA.”

    On December 20, 2023, Edu, requested the OAGF to disburse a total of N585,189,500 for the “Renewed Hope Grant for Vulnerable Groups” in four states of Akwa Ibom, Cross River, Lagos and Ogun states. The request specified the individual bank account as the recipient, which prompted the OAGF’s response and emphasis on proper procedures.

    The National Coordinator of NSIPA,  Halima Shehu was recently suspended and is currently being investigated by the anti-graft agency for financial misappropriation in the agency.

    The national communications manager, NSIPA, Jamaludeen Kabir, in a statement noted that Edu has had no involvement in any financial transactions or decisions within NSIPA currently under scrutiny.

    The agency also stated that its commitment to serving vulnerable communities in Nigeria remains steadfast.

    It added that it operates with strict adherence to due process and prudent financial management in line with the regulations outlined in our establishment act and directives of the Federal Executive Council.

    The statement reads: “The Communications office of the National Social Investment Programme Agency (NSIPA) issues this statement in response to recent online media reports inaccurately linking the Honourable Minister for Humanitarian Affairs and Poverty Alleviation, Dr. Betta Edu, to the ongoing investigations involving the alleged mismanagement of funds by Hajiya Halima Shehu, the suspended National Coordinator and CEO of NSIPA.

    “NSIPA vehemently distances itself from any claims connecting the Honourable Minister to financial impropriety or any wrongdoing within the agency.

    “It is crucial to emphasise that the Honourable Minister has had no involvement in any financial transactions or decisions within NSIPA currently under scrutiny.

    Palliative: Transfer of N585m into private account is legal – Betta Edu’s aide

    Rasheed Zubair, Special Assistant on Media and Publicity to Betta Edu, Minister of Humanitarian Affairs and Poverty Alleviation, stated that the transfer of N585,189,500.00 into a personal account adhered to current civil service regulations and is legally permissible.

    In a widely circulated document that she personally signed and sent to the Office of the Accountant-General of the Federation, Edu requested that the money be paid to the personal account of Oniyelu Bridget Mojisola.

    The document additionally demonstrated that N585.198 million, the award intended for vulnerable communities in the states of Lagos, Ogun, Cross River, and Akwa Ibom, was deposited into Oniyelu’s account.

    The responses of Nigerians on social media have been divided, with many urging the minister’s resignation.

    In a statement released on Friday, Zubair responded to the leaked document by stating that the vulnerable group’s payment was made in accordance with the law.

    Zubair claimed that the reason the award was paid to Bridget’s account was because the fellow is presently the Project Accountant for Grants for Vulnerable Groups.

    He said: “It is glaring that the same sponsored disgruntled elements in the past few days have been trying to smear the Honourable Minister, Dr Betta Edu, and stain her integrity because she alerted the federal government attention to the ongoing N44.8 Billion fraud in NSIPA.

    “These elements have been trying to link her to a phantom fraud and are behind this latest misadventure. However, this latest vile effort of theirs is another infantile blackmail doomed for evisceration.

    “For the avoidance, the said N585m was approved, and it is meant to implement grants to vulnerable groups in Akwa Ibom, Cross River, Ogun, and Lagos states.

    “We must note that GVG was first launched in Kogi State, where recipients testified. Akwa Ibom and Cross River were launched in December 2023. Kogi already happened in November, and others will be launched in the coming weeks.

    “The general public is invited to note that the Renewed Hope Grant for Vulnerable Groups is one of the social intervention schemes of the Federal Government, which the Ministry of Humanitarian Affairs and Poverty Alleviation is implementing.

    “Oniyelu Bridget is the Project Accountant for GVG from the Department of Finance, and it is legal in civil service for a staff, the project accountant, to be paid and use the same funds legally and retire the same with all receipts and evidence after the project or programme is completed.”
