  • Senators protest Buhari’s ‘lopsided’ appointments

    There was uproar in the Senate on Thursday over alleged lopsided appointments by President Muhammadu Buhari.

    Proceedings were held up for over 30 minutes as senators mostly of the South East extraction, took to the floor to convince their colleagues that “a grave injustice had been done to the zone in the spread and headship of federal agencies and parastatals.”

    Deputy Senate President, Ike Ekweremadu, spearheaded the protest when he drew attention to “unacceptable nominations for leadership of some federal agencies.”

    Ekweremadu was particularly angry when Senate President, Bukola Saraki, read a communication by President Buhari on the nomination for appointment of Chairman and members of the Governing Board of the Federal Roads Maintenance Agency (FERMA).

    The nominees include a former Central Bank of Nigeria (CBN) Deputy Governor, Mr. Tunde Lemo, who was listed as Chairman of the Board.

    Other nominees were – Engr. Nurudeen Abdulrahman Rafindadi (Managing Director), Buba Silas Abdullahi, Babangana, Mohammed Aji, Engr. Shehu Usman Abdullahi, Loratta Ngozichukwu Aniagolu, Mujaidu Stanley Dako and Vincent Oladapo Kolawale.

    Ekweremadu said the Senate should not continue to allow skewed appointments to escape its scrutiny and sanction.

  • Buhari, Fayemi meet in Aso Rock

    President Muhammadu Buhari on Thursday met behind closed doors with the Ekiti State Governor-Elect, Kayode Fayemi at the Presidential Villa, Abuja.

    Fayemi, who just won election in the state last weekend, arrived the Villa around 12.30p.m.

    The meeting was still in progress at the time of filing this report.

  • Buhari’s N242bn request capable of scuttling 2019 elections – PDP

    The Peoples Democratic Party (PDP) has raised fears of possible hiccups in the 2019 election financing with the budgetary option adopted by President Muhammadu Buhari.

    The President had in a letter to the National Assembly on Tuesday, asked the lawmakers to approve N242 billion for the 2019 general elections.

    The President urged the lawmakers to make the N242 billion available to the Independent National Electoral Commission (INEC) for conduct of the elections.

    However, in a statement issued on Wednesday by its spokesman, Kola Ologbondiyan, PDP said President Buhari’s request was capable of scuttling the 2019 general election.

    The party described the President’s request as a booby trap ahead of the 2019 general election, saying it was deliberately set to drag the elections into a financial controversy and ultimately subvert the entire process.

    “The PDP invites Nigerians and the international community to note that this request is a deliberate plot to inject disagreements in the polity, cause confusion in the electoral system and set the stage for a political crisis capable of frustrating the conduct of the elections,” the PDP said.

    The party said President Buhari himself ought to know that his request was at variance with constitutional provisions and extant rules guiding legislative virement of funds already meant for constituency developmental projects but sent same to the National Assembly.

    The statement said: “If Mr. President meant well for the nation and had no ulterior motives, he should have sent a fresh supplementary budget to the National Assembly for whatever amount he seeks for INEC, instead of seeking for a controversial virement.

    “Nigerians will recall that the PDP had always pointed to series of signposts towards circumventing of our laws and extant regulations to achieve certain unpatriotic agenda, including a possible self-succession plot.

    “President Buhari must come to terms with the fact that Nigerians are eager for the 2019 general election and are not ready to be taken for a ride by any person whatsoever, in their quest for a new President come May 29, 2019.

    “We therefore charge Mr. President to follow the rules and immediately submit a fresh supplementary budget or seek other legitimate ways and means, devoid of bottlenecks, to finance the election.

    “Nothing must stop the 2019 general elections and the process must be credible, free and fair.

    “Finally, the PDP counsels Mr. President and his advisers, in their ambition, to seek other political survival strategy and desist from actions that are capable of dragging our nation into an unnecessary electoral crisis, as such will be firmly resisted by Nigerians.”

    President Muhammadu Buhari has  asked the National Assembly to vire N228,854,008,215 from the N9.12 trillion 2018 budget to fund the 2019 general election and other critical projects.

    Buhari specifically told the National Assembly to vire the N228.9 billion from N578,319, 951.904 billion total projects sum it inserted into the 2018 budget.

    This is contained in a presidential memo dated 11 July, 2018 read yesterday by Senate President Abubakar Bukola Saraki.

    If approved, the virement, entitled “Request for virement and supplementary 2018 budget”, will cut deep into the controversial constituency projects funding for 2018.

    The President said that the aggregate cost of the 2019 elections is estimated at N242, 445,322,600.00

    Of the amount, the Independent National Electoral Commission (INEC) is expected to receive N189.207 billion. The Office of the National Security Adviser (ONSA) will get N4.2 billion.

    The Department of State Services (DSS) is to receive N12.213 billion. The Nigerian Security and Civil Defence Corps (NSCDC) will get N3.573 billion.

    The Nigeria Police Force (NPF) is to get N30.541 billion. Immigration Service (NIS) will receive N2.628 billion.

    The letter reads in part: “As you are aware, the 2019 general election is scheduled to be conducted early in 2019. To ensure that adequate arrangements are made for free and fair elections, it has become necessary to appropriate funds to enable the relevant agencies to commence preparations.

    “INEC and security agencies have accordingly recently submitted their requests. These have been subjected to the usual budget evaluation. The aggregate cost of the elections is estimated at N242,445,322,600.”

    “However, in the light of prevailing fiscal constraints, I am proposing that the sum of N164,104,792,065.00 be provided for through virement or supplementation of the 2018 budget.

    “I propose that the balance of N78,340,530.535.00 mostly related to personnel allowances, fueling and other costs not required until the election proper, be provided in their 2019 budget.

    “The proposal for the 2019 General Elections are summarised below:

    “You will also recall that when I signed the 2018 Appropriation Act, I indicated the need to request the reinstatement of certain cuts made to certain critical projects provided in the original Executive Bill.

    “I am therefore submitting for your consideration the reinstatement of the most critical of such cuts totaling N64,749,216,150, which are summarised in page 1.

    “The total amount required to be provided for in the 2018 budget for the 2019 General Elections and to restore the identified critical projects to the amount earlier proposed is therefore N228,854,008,215.

    “Implementing a budget of N9.12 trillion for 2018 will be extremely challenging and, therefore, I do not consider it expedient to propose a further increase to the size of the 2018 “Expenditure Framework to fund these very important and critical expenditure items

    “Accordingly, I invite the Distinguished Senate to consider, in the national interest, reallocating some of the funds appropriated for the new projects which were inserted into the 2018 Budget proposal totaling N578,319,951,904 to cover the sum of N228,854,008,215 required as noted above.

    “A schedule setting out a comprehensive list of these inserted projects is attached to this letter for ease of your consideration.

    “Further to the above kindly find attached the Supplementary Budget and Virement proposal for your consideration

    “While hoping that this request will receive the expeditious consideration of the Distinguished Senate, please accept. Mr. Senate President, the assurances of my highest consideration.”

    In the NPF proposal, feeding of police dogs is to N166,315 million during the 2019 elections;

    N143,782 is to be spent on medical and general expenses for the dogs.

    There is N7,719.4 for feeding of 50 horses belonging to the police.

    Senators are gearing up to oppose any virement that would affect their constituency projects.

    One of the lawmakers insisted that the proposal would be “hard to approve because it seems that the whole thing is targeted at ensuring that we count for nothing”.

    The senator, who spoke anonymously “because we are yet to debate the presidential letter”, said President Buahri should “come clear if actually he is talking about supplementary budget”.

    He noted that “there is a world of difference between virement of funds and supplementary budget”.

    It was not yet clear yesterday when the Senate will discuss the presidential request.

    Members of the National Assembly are to go on their long vacation next week.

  • Buhari to unveil single window at sea ports, air ports, border stations

    The theme of the event is: “Intermodal freight transport: Key to unfolding the potential of Nigerian seaports for speedy economic recovery and growth.

    A technical committee headed by Vice President Prof. Yemi Osinbajo and officials of ministries, departments and agencies that operate at the ports,  Amaechi said, has been constituted to drive the single window process and strengthen the maritime industry by boosting efficiency and reducing cost and time of doing business at ports.

    The minister added that the Buhari administration was determined to harness the potential of the transport sector for overwhelming  and positive impact on the GDP,  influence the growth of the nation’s economy through market expansion, opportunities for foreign trade, competition, foreign exchange earnings, and serving strategic national interests like wealth creation and employment generation.

    President Buhari, Amaechi said, is also conscious of facilitating intermodal transport system by prioritising the rehabilitation,  upgrading, modernisation and construction of the nation’s railway lines and roads, which are expected to be connected with the ports to promote inter-modalism.

    The Federal Ministry of Transportation, Amaechi said, is desirous of evolving a world class transportation system by positioning itself as a hub in West and Central Africa through the establishment of a safe, efficient, affordable and seamless intermodal transport system in line with global best practices.

    The government, is also creating an enabling environment for Public Private Partnership (PPP) by  embarking on major reforms, initiatives and laudable programmes.

    He said: “Therefore, it is revealing that the Day’s theme is apt and would not have come at a better time than now, considering the efforts of the Federal Govenment to diversify and make other sectors function effectively and contribute to the national economy.

    “It may interest you to note that the Federal Government’s plan to implement a National Single Window Platform to harmonise trade procedures to drive revenue generation and strengthen national security at land borders, sea and air ports has reached advanced stage.

    “A technical committee under the chairmanship of the Vice President with membership from relevant ministries, departments and agencies that operate at the ports was constituted to drive the process. The technical committee co-chaired by the Nigeria Customs Service (NCS) and the Nigerian Ports Authority (NPA) recommended the establishment of the Special Purpose Vehicle (SPV) called the National Trade Platform (NTP) with three units, namely the single window (imports ans exports), scanning services and port community system.”

    The interest of all stakeholders, the minister noted, is being harmonised by the government for realistic implementation .

    To ensure a cordial and harmonious relationship and reduce inter-maritime agency conflicts, the ministry has initiated routine meetings with its agencies to address concerns and ensure collaboration to develop the industry.

    According to the minister, to institutionalise all legal and regulatory reforms, the Federal Government, Amaechi said, seeking amendment or alteration of obsolete bills to achieve best practices.

    Amaechi went on: “The Federal Government has developed a 25 Years Railway Strategic Vision, which involves system transition, system modernisation and construction of new lines and extensions through public private partnership ( PPP) and system stabilisation.

    “This has resulted in the completion of Abuja-Kaduna standard gauge rail line, the ongoing construction of Lagos-Ibadan standard gauge line is expected to be completed by December this year and Itakpe -Ajaokuta -Warri rail line which is also expected to commence operation before the end of the year.”

    Advertisement, the minister said, has been placed for the construction of Eastern rail line from Port Harcourt to Maiduguri and other critical lines.

    The concession of Onitsha River Port, Amaechi said, is at advanced stage while that of Lokoja, Baro, Oguta River ports will boost commercial activities in communities along the Inland waterways when completed.

    Nigerian Ports Authority ( NPA) Managing Director Ms Hadiza Bala Usman  said the capacity of the port has increased from 3.7 million  metric tons in the 70s to 77 million metric tons in 2015, in spite of the recession. The figure, she noted, represented about 108 per cent increase over the port designed total capacity.

    Represented by an Executive Director, Muhammmad Bello-Koko,  the NPA managing director, added that the container  throughput in the seaports has grown by over 100 per cent, gross tonnage has grown by over 200 per cent and export has also grown by over 500 per cent.

    Ms. Usman said that based on close linkage between sea port activities and economic development, the Buhari administration, through the NPA,  cannot afford to treat it with levity.

    The Federal Government, Ms. Usman said, is therefore reforming operations at the seaports for optimal performance and making the transport sector responsive and dynamic enough to boost speedy economic recovery and growth.

    Unnecessary delays, sharp practices and scam, Ms. Usman said, are being reduced drastically at the ports for goods to move freely, thereby making Just In Time (JIT) supply chain management to be effective.

    The NPA boss identified the following as some of the benefits of intermodal freight transport:

    • possibility of seamless door-to-door transport, which is the greatest advantage to shippers;
    • consolidation, particularly in the longer distance truck line move, as this leads to economies of scale;
    • possibility of transporting goods more economically in containers that can be moved on land by rail or truck and on water by ship or barge. Containers save handling costs when freight must be transferred from one mode to another (e.g from ships to trucks); also a truck-rail container movement can yield savings compared with truck alone if the cost of the transfer is offset by rail’s lower cost per ton mile. The movement of bulk commodities is also included in international modal freight transport; and
    • the enhancement of efficiency and integration within the supply chain could be transformed into improvement in cost, quality of service and delivery times.

    Nigerian Customs Service (NCS) Comptroller-General Col. Hameed Ali (Rtd) identified sharp practices by importers and clearing agents as factors militating against quick cargo clearance and assured stakeholders that the Service would ensure that scanners are provided at sea ports, air ports and border stations between now and early next year to boost the trade facilitation programme of the Federal Government.

    Col. Ali assured stakeholders that the Buhari administration has  the political will to introduce a single window platform to reduce costs, increase compliance of importers and exporters and boost security.

    He said: “I  congratulate the organisers for achieving this feat of bringing all stakeholders together to discuss an issue of great national importance. I have always believed that our port system  may be plagued with a myriad of problems, we stand stronger together, with a collective will to confront the knotty issues and proffer solutions.

    “Over the years, our port system have been adjudged poor performers by major rating agencies in terms of its competitiveness, charges paid for its   service,  and   efficiency.

    “In   terms   of   its   strategic   importance   to   the realisation   of   the   Economic   Growth   and   Recovery   Plan   (EGRP),   the Federal   Government   of   Nigeria   last   year,   issued   the   Ease   of   Doing Business Executive  Order  E01, with  far -reaching  measures  to improve business environment for Port operations. The Order imposes collective obligations   on   all   stakeholders   to   work   together   to   reduce   observed bottlenecks in our operations, achieve faster processing of cargo clearance, streamlining of procedures and fighting corrupt practices in our ports.

    The NCS comptroller-general said: “One year on, this conference offers us the opportunity to take stock of our performance and reflect on the progress made in our attempt to bring efficiency to the ports. You may also recall that in the last one year, criminal elements attempted to exploit the weakness in the port systems to compromise our national security through the importation of arms and ammunition through Apapa and Tin-can Island Ports.

    “We, therefore, need to work together to present a united front against those characters waiting in the wings to compromise our system. We must leverage opportunities presented by new technologies   to fast track complaints by traders and punish the offenders. We have to strengthen our capacity to investigate offences against our laws and impose heavy sanctions that have deterrence factors on deviants.

    “We must all resolve that the selfish interests of few economic saboteurs should not be allowed to subjugate our collective will to bring sanity to our port system.

    “One way to  improve our performance is actually to carry out  an assessment of our operation, identify areas where we have made progress, and where we still have some bottlenecks and delays. Following the methodology   of   the   World Customs Organisation (WCO), the  NCS  last  month, in collaboration with our stakeholders launched a Time Release Study project as a tool for trade facilitation.

    “The study is expected to scientifically measure the time taken for clearance of goods between the time of arrival and exit from the port. Using Apapa port as a pilot, the study will undertake an assessment of the clearance business process, collect survey data, analyse and publish the results.

    “It is hoped that   the   study   will   chart   a   roadmap   for   collective   implementation   of measures to  achieve  faster clearance. I am happy to announce that the working group, comprising representatives of all stakeholders here was inaugurated yesterday, and is currently undergoing a training workshop in Lagos, under the guidance of the WCO.”

    Stakeholders at the conference said the single window is a laudable initiative, which a country like Nigeria ought to embrace to transform the ports.

    Dr Obajuluwa Oluwasanmi said the single window platform would enhance trade competitiveness through improvement in import, export, transit procedures and information sharing system among the government agencies.

    The facility, he said, would ensure that there is a paperless Customs declaration, compliance and online approval on all exports and imports coming to the country.

    The current 100 per cent physical examination of goods, according to him, would be reduced and all government agencies at ports integrated.

    “The single window facility will also need to be supported by legislation from the National Assembly

    “The National Single Window is the ultimate in port operation. But it must be multi-agencies integrated for it to be successful. The port is a transit point and our ports must be seen and used as such. That is why we have dry ports across the country to decongest the port and NPA as the landlord must have a say.

    “The benefits are immense, because on a micro level, it will boost the competitive advantage of our ports and its traders on the international markets while increasing government’s revenue, boost foreign direct investment, introduce simpler, faster clearance, and release processes,” he said

    The government’s attention on the single window, he said, should be focused on the following:

    • reducing time and cost of doing business at ports;
    • simplification and automation of ports operations; and

    reduction of the human interface and increased transparency among others.

    The Managing Director and Editor-in-Chief  of The Nation, Mr Victor Ifijeh,who was represented by the newspaper’s Editorial Board Chairman Sam Omatseye thanked the minister, the comptroller-general of Customs and the chief executives of NPA, NIMASA, the Nigerian Shippers Council, NIWA and other agencies for their support  and collaboration with the paper to organise the event.

    He said: “We were all in Lagos last year to witness the first edition of this conference. Today, we are all here for the second edition as part of our efforts to move the transport sector forward and help in speedy economic recovery and growth of our country.

    “We all know the problems facing us as a nation and our economy. They have also been the subject of various talks. Nevertheless, until the problems are adequately addressed, the need for more engagements like we are having now will continue.”

    For the Federal Government’s plans to introduce single window platform and provide scanners for Customs examination, the Editor-in-Chief said there was need for all agencies at ports to key into the trade facilitation programme of the Federal to  boost efficiency, reduce time and cost and make the ports competitive and attractive for business.

     

  • Buhari seeks ICC’s action on corruption cases, IFFs

    PRESIDENT Muhammadu Buhari yesterday at The Hague called on the States Parties to support an International Criminal Court (ICC) with jurisdiction over serious cases of corruption and Illicit Financial Flows (IFFs) by state actors.

    The President, in a statement by the Special Adviser on Media and Publicity, Femi Adesina, assured the international community of a free, fair and peaceful 2019 general elections in Nigeria, contrary to the tragic incidents that characterised the 2011 general elections.

    That necessitated preliminary investigations by the ICC.

    Buhari delivered the keynote address at the Solemn Hearing to commemorate the 20th anniversary of the Rome Statute of the ICC.

    His words: ”A strong and effective ICC has the potential to send a powerful message about the international community’s commitment to accountability, a message that will be heard by both victims and perpetrators. Equally, a strong and effective ICC demonstrates the international community’s commitment to the rule of law.

    “A strong and effective ICC can also act as a catalyst for other justice efforts, expanding the reach of accountability. These could include serious cases of corruption by state actors that severely compromise the development efforts of countries and throw citizens into greater poverty.

    ”These could also include cases of IFFs, where countries are complicit and obstruct repatriation of stolen assets. As the African Union Champion on Anti-corruption, these are issues dear to my heart.”

    Referring to the tragic events in Nigeria in the aftermath of the 2011 general elections, which necessitated preliminary investigation by the court, the President said: ”Nigeria is preparing to conduct general elections in 2019… I assure you that all hands are on deck to prevent any recurrence of such tragic incidents. We shall do everything possible to ensure that Nigeria witnesses the conduct of free, fair and peaceful elections in 2019.”

    The President began his address by thanking the judges of the Court for electing ”a cherished son of Nigeria” as President.

    He said: ”Let me start by congratulating you, Judge Chile Eboe-Osuji, on your election as President of the International Criminal Court, and also thank the judges of the court for electing you, a cherished son of Nigeria. Nigeria is very proud of you, Mr. President.”

    The Nigerian leader was the only President invited to grace the 20th anniversary of the adoption of the ICC Rome Statute.

    Over 25 high-level state officials, the President of the Assembly of States Parties to the Rome Statute, O-Gon Kwon, ICC Prosecutor Fatou Bensouda, ICC Registrar Peter Lewis, UN Legal Counsel Miguel de Serpa Soares, and other special guests, attended the event.

     

     

  • Buhari declines assent to four Bills

    President Muhammadu Buhari has declined assent to four bills.

    According to a letter to the Senate, and read by Senate President Bukola Saraki during Tuesday’s plenary, the bills are: The National Child Protection and Enforcement Agency (NCPEA) (Establishment) Bill, 2018, The courts and Tribunals (Standard Scale of Fines) Bill of 2017, the ‘Corporate Manslaughter Bill of 2018 and the Agriculture Credit Guarantee Scheme Fund (Amendment) Bill, 2018.

  • Buhari meets CEOs of Dutch firms

    President Muhammadu Buhari, yesterday, on the sidelines of his official visit to The Hague, Netherlands, met with Chief Executive Officers of Dutch companies.

    He assured them of a safe and secure operating environment where their investments would be safe, and yield handsome returns.

    A statement endorsed by his Special Adviser on Media and Publicity, Femi Adesina, the president said: “Stability was the first thing in our campaigns. You have to secure a country first before you can efficiently manage it. Before businesses can thrive, security is paramount. That is why we lay so much emphasis on securing the country.

    “After security, our next emphasis is reviving the economy, and then, fighting corruption.”

    He commended the many Dutch-owned companies operating in Nigeria for dealing fairly, noting that with many of them, “the relationship dates back more than two generations, and it is now almost a blood relationship rather than commercial.”

    Urging the business men to build factories in Nigeria and source raw materials locally rather than wholesale import,  Buhari said he was impressed with the economic cooperation between Nigeria and Netherlands.

  • Buhari orders repatriation of Nigerians stranded in Russia

    President Muhammadu Buhari on Monday directed the Minister of Foreign Affairs, Geoffrey Onyeama and Minister of State for Aviation, Hadi Sirika, to commence the process of repatriating Nigerians who travelled to Russia for the 2018 FIFA World Cup and got stranded in the country after the competition.

    The soccer fans were stranded Russia due to the activities of unscrupulous travel agents who cancelled their return tickets and abandoned them to their fate.

    In compliance with the President’s directive, the ministers have commenced moves to bring the Nigerians back.

    The directive, according to a statement issued by the Senior Special Assistant on Media and Publicity to the President, Garba Shehu, is in line with the current administration’s policy to ensure the welfare of Nigerians in every part of the world.
