Varsities should be change agents – Buhari

Visitor to the Federal University of Technology, Akure (FUTA), President Muhammadu Buhari, has called on Nigerian universities and other institutions of learning to reposition themselves and encourage education for sustainable development.

Buhari made the call at the 27th Convocation of the university recently.

Buhari, who was represented by the Executive Secretary, National Universities Commission (NUC), Prof Julius Okojie described universities as potential, powerful agents of change and urged them to take the lead in championing the Sustainable Development Goals (SDGs) to address education-related issues for national development.

He said the SDGs are a new set of goals, target and indicators that the United Nations (UN) member states have collectively agreed to use to frame their agenda, aspirations and political policies over the next 15 years.

The president also enjoined universities to be at the vanguard of the fight against corruption and eroded ethics which constitute a major component of the social ills.

Reiterating government’s stand on “zero tolerance to corruption,” Buhari urged managers of higher institutions to continue to be prudent, transparent and accountable in the management of both human and material resources.

“Government is determined to fight corruption at all levels, including corruption in our tertiary Institutions.  We cannot speak of effective and efficient funding of the education sector if our universities are mired in curses, confusion, fraud and lack of institutional vision,” he said.

The President charged the graduands to take advantage of various economic programmes of the Federal Government relevant to them and turn themselves into employers of labour.

He said: “Since the increased advocacy for entrepreneurship and its inclusion in the curriculum of universities by the National Universities Commission and its partners in the university system, higher institutions should henceforth strive to graduate students who are entrepreneurs and employers of labour.”

He called on all stakeholders in the education sector to ensure crisis-free campus and stable calendar, while charging FUTA to take the leadership in cutting-edge research and capacity-building at both the undergraduate and postgraduate levels.

Meanwhile, in separate addresses, the trio of the Chancellor, Dr Rilwanu Adamu, Pro-Chancellor and Chairman, Governing Council, Dr Mohammed Shata and Vice-Chancellor, Prof Adebiyi Daramola urged the graduands to follow the path of honour, integrity and faithfulness as they continue in their journey of life.

The ceremony also witnessed the investiture the Emir of Bauchi, Alhaji Adamu as the fourth Chancellor of the university.

He was also conferred with a Honorary Doctorate of Management of the Institution during the event.

Out of 4,435 graduands who were conferred with diplomas, first and postgraduate degrees at the ceremony, 28 undergraduates bagged first class, with Osakpolor Eki-Obakpolor of the Physics Electronics department emerging best graduating student with a cumulative GPA of 4.84; while the university graduated 73 doctor of philosophy (Ph.d) degrees, 743 Masters degrees, 829 postgraduate diplomas; 2,675 first degrees and 115 diplomas.

Buhari to discuss multi-billion rail, power projects with Chinese leader

President Muhammadu Buhari will today leave  Nigeria for Johannesburg, South Africa to attend the Forum on China/Africa Cooperation (FOCAC).

He will at the forum, which begins tomorrow, follow up with his last meeting with Chinese leader Xi Jinping on the sidelines of the United Nations General Assembly Summit in November in New York, United States (U.S.).

Buhari had indicated to the Chinese leader at the New York meeting that he wanted China to resume stalled rail projects under new terms that would see the Asian country providing nearly all the financing required.

Of interest to the President is the coastal railway project stretching 1,402 kilometres linking Lagos with Calabar – a project that is expected to be financed with $12 billion Chinese loan and which will create about 200,000 jobs.

Another rail project that will be up for renegotiation is the $8.3 billion Lagos-Kano standard gauge modernisation project, of which only a segment, Kaduna-Abuja, has reached completion stage.

Buhari, according to a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, is also expected to discuss ways of removing all obstacles in the way of the 3,050 megawatts (MW) Mambila Power Station, considered a strategic project which was conceived in 1982, but has not taken off.

The Chinese President had informed the President of his country’s willingness to finance the whole project through a special loan agreement.

The President, who will be accompanied by the Minister of Foreign Affairs, Geoffrey Onyema; Minister of Transportation, Chubuike Amaechi; and the Minister of Industry, Trade and Investment, Okechukwu Enelamah, will return to Abuja on Saturday, December 5.

At the forum, President Buhari will follow up his discussion with the Chinese leader during last month’s United Nations General Assembly meeting in New York.

President Buhari had indicated to Mr. Xi Jinping, at the bilateral meeting in New York that he wanted China to re-commence stalled rail projects under new terms that would see China providing nearly all the financing required.

Of particular interest is the coastal railway project stretching for 1,402 kilometers linking Lagos in the South West with Calabar in the South-South, a project that is expected to be financed with $12 billion Chinese loan and create about 200,000 jobs.

Another rail project that will be up for renegotiation is the $8.3bn Lagos-Kano standard gauge modernization project, of which only a segment, Kaduna-Abuja, has reached completion stage.

Use e-surveillance to fight insurgency, Buhari urged

The Association of Professional Bodies of Nigeria (APBN) has advised President Muhammadu Buhari to deploy technology to tackle insecurity in the country, arguing that a simple technology such as the installation of close circuit television (CCTv) across the country could replace the necessity of thousands of soldiers.

Its President, Mr Foluso Fasoto who spoke yesterday in Lagos during the board meeting of the group at the board room of the Nigeria Computer Society (NCS) said though the president has done well in addressing the issue, the deployment of technology to address the issue will have a far reaching effect.

Mr Fasoto lamented that the contract for the installation of CCTv in Ahuja had gone moribund with nobody saying anything about it again to underscore how serious rulers take the issue of security of lives and property.

He said: “We commend President Muhammadu Buhari for tackling the insecurity problem headlong. However, we would like to recommend more investment in the intelligence sector of our security. Let there be more of electronic security surveillance across the nation to replace some of the current human surveillance programmes. Never again should Nigerian Police as well as the military be subjected to financial temptation through inadequate reward and welfare package system.

“We have experts in the NCS and other professionals in our group that are ready to partner with government to ensure the realisation of this objective.”

He urged the Federal Government to come out with a clearly defined goal, aspiration and a roadmap and timeline to get there, adding that Singapore set a plan of where it will be in 1965 and pursued the goals ruthlessly. Today, he said Singapore has moved from being a third world country to a first world.

He said: “It is no longer news that Nigerian economy rely mainly on oil. What is news is that despite the oil glut in the recent past, (year 2008 and earlier) there has not been appreciable breakthrough visible to ordinary Nigerians towards diversifying our economy. Our country is endowed with all the resources to be among the first world but for the effective and efficient management of these resources.

“There is need for setting proper objective for Nigerian economy – Where do we want to be in say, 20 years’ time? Do we aspire to remain a developing country “until kingdom come?” or we hope to join the league of the first world in say, 15 years’ time?

There is need for this objective to be well defined by the Federal Government and widely communicated to all citizens. This will eliminate policy somersault syndrome which avoidably usually afflict us in this country.”

•President: it’s time to move to APC
    •Commissioners, govt officials dump PDP

There was massive support yesterday for the All Progressives Congress (APC) and its governorship candidate, Chief Timipre Sylva, to wrest power from Governor Seriake Dickson.

Party faithful, residents and APC leaders thronged the Samson Siasia Stadium, Yenagoa to back Sylva’s ambition.

President Muhammadu Buhari, represented by Vice President Yemi Osibanjo; APC National Leader Asiwaju Bola Ahmed Tinubu and the ex-Interim National Chairman of the party, Chief Bisi Akande, added colour to the final rally of the APC.

The National Working Committee of the party temporarily relocated to Bayelsa State, as the National Chairman, Chief John Odigie-Oyegun, led other members of the committee to the rally described by people as APC’s icing on the cake.

Governors elected on the platform of the party like Comrade Adams Oshiomhole (Edo), Aminu Tambuwal (Sokoto) and Rochas Okorocha (Imo) represented by his deputy, Eze Madumere, attended the campaign.

The event was further spiced with the presence of APC governorship candidates in the Southsouth states, who are seeking justice in courts- Dakuku Peterside (Rivers), Otega Emerhor (Delta) and Umana Umana (Akwa Ibom).

Senator Magnus Abe was also there.

The Secretary to the Federal Government, Babachir Lawal and ministers graced the occasion.

The ranks of the Peoples Democratic Party (PDP) were further depleted and the chances of Dickson narrowed, following the defections of commissioners and government officials to the APC.

Artistes like Face, Maleke, J. Martins and Desmond Eliot, now a lawmaker in the Lagos State House of Assembly, entertained the crowd.

A group of beautiful maidens called Sylva Angels thrilled the audience with their victory dance.

APC supporters defied the scorching sun to attend the event.

President Buhari said it was time for Bayelsa to change from PDP to APC, to realign with the centre.

He said: “The time for change has come. The time of prosperity, the time of good governance has come. Don’t miss the train. We are expecting Bayelsans to participate in what we are doing at the federal level. Bayelsa deserves its pride of place among the states.

“This state and its people are great. But you must do the right thing. The right thing is to defect from the PDP to the APC. It is time to move. On Saturday, vote for change by voting for APC. Go to the polling centres with your permanent voter cards (PVCs) and effect that change you desire.

“If you do so, you will have the right to demand. You will have the right to ask our candidate, who will be the next governor, what he has promised you. I assure you that you will see a real difference.

“There will be jobs, progress in this state. Everyone of us looking for promotion will have it by the grace of God. You will achieve great things.”

Asiwaju Tinubu, whose presence excited the crowd, urged the people to send PDP and its 16 years of ineptitude out of office.

He said after 16 years of government, the party could only boast of hunger, unemployment, darkness and lack of basic amenities.

The ex-Lagos State governor said APC was the cure for unemployment and other problems caused by the PDP misrule.

He said the people, who were led into the wilderness, now have the opportunity to enjoy prosperity “by voting out Poverty Development Party.”

Tinubu, who spent time to demonstrate to the people where and how they should vote on Saturday, enjoined them to eschew violence at the polls.

He told them to vote for the broom, the APC symbol and defend their votes by waiting and ensuring that they are counted.

The APC national leader said Saturday’s election represents freedom for the people, stressing that the road to freedom is not easy.

His words: “For 16 years you have been led in the wilderness by the Poverty Development Party. Send PDP away with its poverty. No potable water, jobs and electricity.

“Vote and defend your votes. They are already afraid. You are the master. Sylva is back. He has bounced back. Only you can make him win.”

Lawal advised the people to join the government at the centre.

According to him, identifying with the centre would enable the state have its fair share of dividends of democracy.

Odigie-Oyegun thanked the people for welcoming him with surprises each time he visited the state.

He urged them to give him the most important gift by returning Sylva to the Government House.

The APC national chairman said the party and the Federal Government relocated to the state to demonstrate the value attached to Bayelsa State.

Odigie-Oyegun, who called for a minute’s silence each for the late Abubakar Audu and the late Diepreye Alamieyeseigha, said Sylva would offer security, employment and other dividends of democracy if elected.

He said: “Saturday is the red-letter day. It will be the biggest present to our dear President when you return Sylva to the Government House. Victory is assured.”

Sylva said he would rescue Bayelsa from darkness, dirt, unemployment and underdevelopment.

Said he: “Our people will experience prosperity. Bayelsa State will be developed. Salaries, pensions and gratuities will be paid. We will focus on diversifying the economy, creating jobs, wealth and providing security. We will strengthen the civil service.

“We will pay civil servants salaries and give students scholarships. It is wicked to send our children abroad on scholarships and ask them to fend for themselves. Vote for APC and make sure your votes are counted.

“We must not allow violence. On Saturday, Pharaoh will fall and the Egyptians will be under the Red Sea. This is the meaning of Opuabadi. My government will be about you and not about my family.”

Contractors urge Buhari, Fashola to complete projects

Indigenous Construction Contractors of Nigeria (ICCN) have urged President Muhammadu Buhari and Minister of Power, Works and Housing Mr Babatunde Fashola to complete ongoing projects.

The body, in a statement by its president, Otunba Lekan Osifeso, said these projects should be completed before starting new ones.

He said the idea of abandoning projects by governments would not help the development of the nation, adding that it would worsen the plight of government contractors.

Osifeso said: “This is an era of change and the Buhari administration must strive to be different from the past administrations.  We want President Buhari to complete the existing projects before awarding new ones. We have over 200 uncompleted projects”.

He said many contractors had turned into beggars and debtors because of the failure of government to pay contractors.

He thanked Buhari for appointing Fashola as minister, adding that “he is hardworking, trustworthy, tested and resourceful”.

  • Buhari: climate change threatening food security in Nigeria

Buhari: climate change threatening food security in Nigeria

•Fed Govt plans to cut greenhouse gas emission by 45 per cent

THE adverse effects of climate change are posing a threat to food security in Nigeria, President Muhammadu Buhari said yesterday.

He noted that extreme  flooding and drought were on the increase.

Buhari, who spoke at the ongoing Conference of Parties 21 (COP21) in Paris, France, said such factors have resulted in the destruction of many economic and social structures.

Linking the insurgency in the Northeast and climate change in the country, he said they have resulted in the drying up of the Lake Chad, which have deprived many communities of their means of livelihood.

He told world leaders who gathered at the event that they had a great chance to save the planet by coming up with binding resolutions for sustainable development.

Buhari advised the international community to scale up their commitment to ensure a successful outcome and contribute to transforming the world through sustainable development.

He said: “Like many countries, Nigeria continues to witness the adverse effects of climate change in all its ramifications. Presently, we are reeling under the challenges of climate change as the frequency and intensity of extreme events like floods and drought are on the increase.

“These challenges have resulted in the destruction of many economic and social structures and more worryingly, threatening our national food production and security.

“The magnitude of insurgency Nigeria is facing cannot be completely explained away without taking cognisance of the threat of climate change. Without a doubt, climate change is threatening not only the sustainable development of our social and economic activities, but also the totality of human existence in our country as in other parts of the world.

“At the sub-regional level, we are saddled with the challenge of the drying up of the Lake Chad Basin, which is resulting in the total wipe out of livelihoods of many communities surrounding this trans-boundary natural resource.”

He added: “Regrettably, the world is leaving behind millions of people who depend on the lake for their survival. The Government of Nigeria welcomes the Lake Chad Development and Climate Resilience Plan, and the Lake Chad Basin Commission and international partners for designing this climate-based Plan.

“In all, the experience of countries sharing the Lake Chad further illustrates the mutual challenge we face today and which must be collectively addressed without further delay.”

For the potential of Paris Agreement on Climate Change to be meaningful and achieve its objectives and eventually become universal in nature and scope, he said that it must draw extensively on the principles of common but differentiated responsibilities and respective capabilities.

He said: “Indeed, for the agreement to be durable, it must recognise not only the emission right, but also the survival rights of the citizens of developing countries.

“The inadequacies of the existing climate change treaties, the Conventions and its Protocol, constitute the driving force propelling parties to reach another climate change agreement as the main outcome of this Conference of Parties.”

The President gave Nigeria’s target on cutting greenhouse emissions arrived at after extensive consultations with stakeholders by up to 45 per cent  by the year 2030.

He said that the Paris Agreement must be legally binding, all-encompassing and sustainable for it to be universally applicable, result-oriented and in all, effective.

The conference is being attended by about 150 world leaders.

He said: “On our part in Nigeria, we undertook an extensive and participatory process of multi-level consultations with a cross section of stakeholders within the different tiers of government towards determining our national contributions to global mitigation reduction.

“Based on national considerations, Nigeria intends to attain the mitigation reduction objective of 20 per cent unconditional and 45 per cent conditional below the Business as Usual level of Greenhouse Gas (GHG) emissions by 2030.

“It is our expectation that this nationally-determined ambitious target given our national circumstances and developmental requirements will eventually pass the green test.”

  • ‘Be patient with Buhari’

    ‘Be patient with Buhari’

Do not panic; the Federal Government is on course. Just be patient.

That summed up the message from the spiritual father of the Cherubim and Seraphim Movement Worldwide, Most Rev Samuel Abidoye, as well as Chief Abdulraheem Oladimeji, founder of the Al-Hikmah University, a private institution.

The duo said President Muhammadu Buhari means well for the country.

Speaking with reporters during the 75th international conference of the C&S, Rev Abidoye said, “If you look at how he appointed his ministers, you will know that he means something. They sent names to him, he refused, he chose those he knew will work with him and he had to be prepared and be careful before starting the whole thing. I want Nigerians to give him time.

“He promised to [turn] things round. With the steps that he is taking now, we are sure that he will do something for Nigeria which we will not forget, but let us just give him a bit of time more.

“Those who were there before Buhari were rushing and they did not do anything fantastic. To be able to get something good, you have to be patient.

Let us leave him and see what he will do and I am certain something will be coming from him.

“He is being very careful and he is not bordered about what people are saying. He is going by his own idea. He has been there before. During his time, he instilled disciplined.

Chief Oladimeji spoke during the celebration of this year’s hijra, saying, Nigerians “have started experiencing change under the current government, though it might not be glaring. I am confident that this government will take the country to the Promised Land.”
