    Labour urges Buhari not to sack DGs, directors

    The Association of Senior Civil Servants of Nigeria (ASCSN) has urged President Muhammadu Buhari not to sack the Directors-General, Assistant Directors, and Deputy Directors in federal parastatals because of the merger of some ministries.

    ASCSN Secretary-General Comrade Alade Bashir Lawal said in Lagos on Monday  that the plea was sequel to speculations in the media that many Assistant Directors, Deputy Directors, and Directors in federal ministries would be relieved of their duties the same way Permanent Secretaries were sacked by the government.

    He emphasised that the directorate cadre in the ministries are made up of career officers whose appointments are guided by the Public Service Rules (PSR) and the Federal Civil Service Commission’s guidelines on appointment, promotion, and discipline as well as the scheme of service. He noted that they are not political appointees like Permanent Secretaries that can be removed at will.

    In a related event, the Trade Union Congress of Nigeria (TUC), Rivers State chapter, has raised concerns about the economy, saying it is in a very bad shape and that the country is obviously not prepared for any sustained fall in crude oil price as global analysts forecast.

    It noted that global analysts like Goldman Sachs have forecast that oil price will remain at $50 per barrel till 2020.

    According to the congress, its main worry is that Nigeria is not prepared for any sustained fall in crude oil price going by economic indicators.

    “For instance, Nigeria has just only $2 billion in excess crude account, which reports say may soon be shared; less than $30 billion in external reserves; owes over $60 billion, even as many states in the country continue to seek for loans and bailout funds to pay workers’ salary,” TUC said

    It, therefore, expressed serious doubt that President Buhari will deliver on his campaign promises to Nigerians if the price of crude oil, which accounts for some 90 per cent of Nigeria’s total export revenue and 75 per cent of total consolidated revenue continues to hover around $50 per barrel between now and 2019 as forecast by global experts such as Goldman Sachs.

    In a presentation at a workshop by the chapter’s Chairman, Comrade Hyginus Chika Onuegbu, entitled: “The Historical Overview of the Impact of Global Oil Politics on Crude Oil Prices, Investments and Employment Relations in the Nigerian Oil and Gas Industry”, he said the fall in crude oil prices has already begun to take its toll on the oil and gas industry, cutting deep into revenue projections with big losses at the end of the third quarter of this year. It also led to significant contraction in exploration and production activities globally, as companies embarked on massive cost-cutting measures to weather the storm.

    According to him, the fall has begun to negatively impact on Nigeria’s oil and gas industry and, indeed, the economy, adding that there are fears that some 120,000 direct and indirect jobs may have been lost in the sector.

    “At present, many state governments are unable to pay the salaries of their workers as the federal allocation has dwindled seriously. Already, many of the state governments including states in the oil rich Niger Delta are resorting to borrowings and the federal government bailout funds to pay workers’ salaries,” Comrade Onuegbu said.

    As he noted, the fact remains that in the coming months, the country would rise above politics by making the needed bitter reforms if it must remain afloat. According to him, economic watchers foresee a situation where many state governments will in 2016 and 2017 or thereabout begin massive cut in public expenditure. This may even include discussions over lay-off of public sector employees if the government does not take urgent steps to mitigate the effects of the current economic crises occasioned by the fall in global crude oil price and oil theft continues unabated.

    Comrade Onuegbu noted that the situation in Nigeria is made worse by the fact that there are existing serious challenges in the industry, which are yet to be addressed by the government and other stakeholders.

    Buhari task African broadcasters on content development

    President Muhammadu Buhari on Thursday tasked public broadcasters in Africa on the need to develop rich content in order to be a catalyst for growth.

    He spoke at the opening of the 9th African Union of Broadcasting (AUB) General Assembly in Abuja.

    The Federal Radio Corporation of Nigeria (FRCN) and the Nigerian Television Authority (NTA), are the official hosts of the 9th AUB General Assembly.

    The President, who was represented by the Minister of Information and Culture, Alhaji  Lai Mohammed, said public broadcasters in Africa should use the power of their reach to invest in quality content for the viewers, saying that in the “media industry, content is king.”

    He said: ”Broadcasting is not just about equipment, and technology is not an end itself but a means to an end. There has been too much focus on equipment without massive investment of time and resources into content.”

    Citing the British Broadcasting Corporation (BBC) as an example of a public broadcaster that has leveraged on content to dominate the media space, the President said, ”they have become the catalyst for growth in the production and channel industry with spin-offs like BBC Foods, BBC Prime, BBC Worldwide and others. Their catalogue of content that they now sell all over the world is admirable.”

    He said the creation of content and world class production would create jobs, provide revenue for government and quality entertainment capable of increasing the broadcasters ‘share of the advertising pie.

    ”Therefore, I challenge you to be the stimulant for growth in your creative industries and serve the promotion of culture. You must not lose the younger generation who are fast changing their view of television, what they watch and how they watch it. If the issue of content is not addressed urgently, public broadcasters in Africa that once dominated the broadcasting landscape will have no viewers in the next 10 years,” President Buhari said.

    Buhari seeks senators’ cooperation on 2016 budget, poor roads 

    President Muhammadu Buhari last night urged senators to join the executive in fixing Nigeria’s poor roads and the railways.

    Besides, they are to ensure that Nigeria does not default on payment of projects’ counterpart funding.

    Buhari spoke at a dinner with senators at the Banquet Hall of the Presidential Villa in Abuja.

    The dinner, which started at 8pm, was attended by All Progressives Congress (APC) National Leader Asiwaju Bola Ahmed Tinubu.

    It was the first of such engagements between the President and the senators since the Senate was inaugurated on June 9.

    Senate President Bukola Saraki led senators to the dinner, which started with an open session but went into a closed-door.

    On payment of projects’ counterpart funding, the President urged Senators to go as far back as four or five years and see how Nigeria defaulted in settling counterpart funding on projects. He urged them to rectify the situation.

    He said Nigeria was enjoying tremendous goodwill globally and would like the senators to sustain this with their actions and support for his administration.

    Specifically, he urged the senators to give the 2016 budget the type of consideration given to the screening and confirmation of ministerial nominees.

    Said Buhari: “We are enjoying tremendous goodwill outside this country. Whatever we do, let us have it in mind that people have confidence in this government.”

    Noting that the previous administrations enjoyed income from oil as high as $140 per barrel, the President said the product was being sold for only $38 per barrel.

    He told his guests: “The roads are dead. Those who drive between Lagos and Ibadan will have a lot of stories to tell you. Those who drive from Kaduna to Jebba may have more stories to tell. The same thing is applicable to the East-West road.”

    He added that if Nigeria could get the railways working, lives and fuel would be saved.

    Saraki thanked the President for acknowledging the efforts senators put into the screening and confirmation of ministerial nominees.

    He promised that the Senate would treat other national issues with the importance they deserve.

    “Petrol does not know APC or PDP. We will always work hard in the interest of the country in everything we do,” Saraki said.

    He said his administration would not fold its arms and watch unscrupulous elements mismanaged funds provided to revitalise the university system.

    Buhari stated that he was committed to the implementation of the recommendations of the report on the needs assessment in universities.

    Buhari, who was represented by the Minister of Education, Adamu Adamu, spoke at the installation of His Royal Highness, Muhammad Sanusi II, Sarkin Kano, as the chancellor of the University of Benin.

    Sanusi, who became the institution’s 9th Chancellor, promised to work to consolidate on his predecessors’ visions.

    Buhari to lead Nigeria delegation to CHOGM, UN conference

    President Muhammadu Buhari will leave Abuja on Thursday, November 26, for Malta to participate in the 2015 Commonwealth Heads of Government Meeting which begins in the island nation on Friday.

    The Commonwealth is made up of Britain, Nigeria and 51 other countries that work together to pursue common goals and promote development, democracy, peace, security and good governance.

    According to a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, President Buhari and other Heads of State and Government who will be in Malta for this year’s summit are expected to deliberate on fresh Commonwealth initiatives on development and climate change with a view to adding greater value to ongoing global efforts in these areas.

    A new Secretary-General of the Commonwealth who will take over from the incumbent, Kamalesh Sharma, will be announced at the summit which will also feature the presentation of a progress report on the eradication of polio.

    The Head of the Commonwealth, Her Majesty, Queen Elizabeth II, will formally declare the summit open and host a banquet in honour of President Buhari and other participating Heads of State and Government.

    At the conclusion of the Summit on Sunday, President Buhari will leave Malta for Paris, France, where he will present Nigeria’s statement at the United Nations Climate Change Conference scheduled to open in the French capital on Monday, November 30.

    The President will join over 100 other world leaders  at the Leaders Event on the opening day of the conference which will be hosted by President Francois Hollande of France and the Secretary-General of the United Nations, Mr. Ban Ki Moon.

    President Buhari will also participate in a summit of the Heads of State and Government of the Lake Chad Basin Commission and Benin Republic which has been scheduled to take place on December 2 in Paris on the sidelines of the UN Conference on Climate Change.

    Deliberations at the Paris meeting of the Lake Chad Basin Commission and Benin Republic will focus mainly on the war against Boko Haram and other security issues of common interest to participating countries.

    Buhari, Senators meet in Aso Rock Thursday

    Senate President, Abubakar Bukola Saraki, will on Thursday lead other Senators to a meeting with President Muhammadu Buhari.

    The agenda of the meeting scheduled to take place in Aso Rock Villa, Abuja, is not immediately known

    Deputy Senate President, Ike Ekweremadu, who presided over Wednesday’s plenary session, had asked Senators to converge in front of the Senate President’s office by 7: 00pm for onward departure to the Villa for the meeting.

    Ekweremadu did not disclose the agenda of the parley.

    Some insiders, however, said the meeting may not be unconnected with the desire of the Senate Leadership to mend the frosty relationship between the Presidency and the Senate leadership.

    The Nation gathered that the Senators might use the opportunity of the parley to table the poor financial state of affairs at the National Assembly before President Buhari.

    Finding also showed that the Peoples Democratic Party (PDP), who held emergency meeting closed door meeting on Tuesday, discussed the Villa meeting.

    President Muhammadu Buhari on Wednesday issued a stern warning to vice chancellors and management of universities in the country against mismanagement of universities’ resources.

    He said his administration would not fold its arms and watch unscrupulous elements mismanaged funds provided to revitalize the university system.

    Buhari said he is committed to the implementation of the recommendations of report on the Needs Assessment in Nigeria universities.

    He expressed confidence the implementation would halt the rot in Nigeria university system.

    Buhari who was represented by the Minister of Education, Mallam Adamu Adamu, spoke at the installation of His Royal Highness, Muhammad Sanusi II, Sarkin Kano, as the Chancellor of the University of Benin.

    The President said the implementation of the Needs Assessment would not only permanently reverse the rot in Nigeria universities but place the institutions on the path of international competitiveness.

    He said, “This administration is committed to providing funding for the revitalization of the university system and the entire education sector. The Federal Ministry of Education is all ears to ensure that wastages and leakages are blocked and perpetrators are brought to book.”

    “We are committed to fighting corruption and all departures from proper procedure in government business and in the university system. The Federal Government is working very hard to change the fortunes of our universities for the better.”

    On his part, His Highness, Sanusi II promised to work to consolidate on the ideas and vision of his predecessors in line with the goals of the founding fathers.

    The Sarkin Kano, who became the 9th Chancellor of the institution, urged Nigerians to thank God for a successful election and the prevailing peace in the country.

    President Muhammadu Buhari has expressed sadness at the death of the Paramount Ruler of the Tivland, Alfred Akawe Torkula and a Minister of Defence in the First Republic, Alhaji Muhammadu Inuwa Wada.

    In separate condolences, the President commiserated with the immediate families, friends and associates of the deceased, the governments and people of Benue and Kano States.

    He urged them to take solace in the knowledge that the departed distinguished Nigerians lived well and contributed significantly to the development of not only their states but the country in general.

    President Buhari, in a statement by his Special Adviser on Media and Publicity, Femi Adesina, noted that the Fourth Tor Tiv was a great advocate of peace and unity during his 24-year reign, urging his subjects to maintain the existing peace during and after the succession process.

    On Alhaji Wada, the President recalled with pride his active years as a renowned teacher, parliamentarian and minister up until his post-political career as a foremost transporter and industrialist.

    He prayed that God Almighty grants rest to the souls of the two senior citizens whose wisdom and fatherly counsel will certainly be missed by the current crop of leaders in the country.

    Minister of Sports Mr. Solomon Dalung yesterday urged youths to assist in achieving the aims of President Muhammadu Buhari’s change agenda.

    He said youths have become more committed to materialism than service to their fatherland, expressing regrets that student unionism was now for sale.

    Dalung spoke in Abuja at the opening of the National Conference on Youth Against Corruption, which was organised by the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

    He said: “We (the youths) have offered ourselves as cheap tools; we are no more the conscience of the nation. In the past, we led popular and genuine protests against anti-people policies.

    “Today, we are no longer playing that role; we prefer to be used by some people. We are more committed to materialism instead of a common cause.

    “If the youths have surrendered their leadership to the manipulation of a particular set of people, can we say what they are doing is in the interest of Nigerian youths?

    “Now that we have elected a government of change, now that we have achieved change, what is left for the Nigerian youths is to declare war against their conscience.

    “Do not be determined to amass wealth, to become rich men and don’t go after materialism. A society with a collapsed moral system cannot develop. We must agree to build a nation of our own pride to guarantee the future for our children.”

    The minister queried why some student leaders have to be using vehicles worth N10 million.

    “We now see some student leaders in a convoy of five vehicles more than a minister. We have corrupted our conscience; we have magic oriented minds.

    “Today, students hold their conferences at Eagle Square in Abuja; not on campuses. Something is wrong with us.”

    On his part, the ICPC chairman, Mr. Ekpo Nta, said the agency has “successfully closed down three degree-awarding mills in the country” as part of the sanitisation of the nation’s university system.

    He, however, promised that ICPC will do its best to re-orientate the youth.

    “We will listen more to the youths, learn from them and retool our responses to anti-corruption fight,” he said.

    Buhari, Tinubu hailed over Mohammed’s appointment

    The Igbomina community in Lagos State has praised President Muhammadu Buhari, the National Leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu and other party leaders for making it possible for Alhaji Lai Mohammed to be appointed as the Minister of Information and Culture.

    The Chairman of the community, Chief Rasheed Afolayan, in a statement in Lagos, said the appointment was in recognition of Mohammed’s efforts toward the success of the APC in the general election.

    He used the opportunity to invite those indigenous to Igbomina who reside in Lagos of the Igbomina Day which holds on November 29 at the Yaba Local Council Development Area (LCDA) secretariat, Adekunle bus stop, Yaba, Lagos, as important issues concerning the development of Igbomina area of Kwara State will be discussed.

    Afolayan said prominent monarchs from the area and eminent citizens, including Prince Samuel Adedoyin, Bishop David Oyedepo, Chief Raheem Oladimeji, Prince Jacob Aboyeji and Sheikh Rabiu Adebayo would attend the event.

    The Asiwaju of Igbomina land, Chief David Bamogboye and the Minister of Information, Alhaji Lai Mohammed, are chief hosts.
