    Buhari unveils weapons’ production plan

    As part of efforts to cut Nigeria’s dependence on imported arms, President Muhammadu Buhari on Friday directed the Defence Ministry to design a plan for local production of weapons for the armed forces.

    Buhari, who spoke at the graduation ceremony of the National Defence College in Abuja, said the country can no longer depend solely on other countries for critical military equipment and logistics.

    He described the present situation as unacceptable.

    “We must evolve viable mechanisms for near-self-sufficiency in military equipment and logistics production complemented only by very advanced foreign technologies,” President Buhari was quoted yesterday as saying in a statement issued by his Senior Special Assistant on Media and Publicity, Garba Shehu.

    He added:”the Ministry of Defence is being tasked to draw up clear and measurable outlines for development of a modest Military Industrial Complex for Nigeria.

    “In this regard, it is to liaise with other strategic MDAs and industries to re-engineer the Defence Industries Corporation of Nigeria (DICON) to meet national military hardware and logistics requirements.”

    Buhari said his administration since its assumption of power has reviewed the nature and character of the country’s   security threats and challenges.

    “We recognized first and foremost, the external dimensions of these threats and the need for international cooperation and common security mechanisms to tackle them,” he said.

  • ‘Reserve 30 per cent of budget for education’

    Marnegie African Diaspora Fellow and Professor of Political Science at Brooklyn College United States of America, Mojubaolu Olufunke Okome, has urged President Muhammadu Buhari to allocate 30 per cent of the budgetary allocation to education.
    Okome called on the Federal Government to subsidise education so that children of the poor would have access to qualitative education.
    She warned Buhari to be wary of countries offering to help Nigeria, saying only committed Nigerians at home and abroad must be used to fashion out policies to turn around the fortunes of the country.
    Prof. Okome, who delivered the 65th Interdisciplinary discourse of the Postgraduate School University of Ibadan organised by the Dean , Prof. Adeyinka Aderinto entitled: ‘Globalization and the political economy of Higher education in Nigeria’, said public universities are still subsidised in the United States.
    She said: “Education ought not be left to pure market forces. Government should fund education very well. It should also not be handed over even to our good friends. There are many people who want to help us now. I was horrified when I heard that DFID has people in the Federal Ministry of Education helping us to write policy.
    “What kind of policy is that Does any Nigerian go to the UK to write policies for them? We should be weary of our friends and we should be the vanguard in strengthening our institutions. We should become more excited about what we are doing inspite of the challenges of underfunding, and infrastructure decay that we face. We need to strengthen our system and educational institutions to meet the demands of the present and future and these efforts must be spearheaded by indigenes at home and in the Diaspora.”

  • Buhari committed to Niger Delta development, says NDPF

    The Niger Delta Patriotic Front (NDPF) has said President Muhammadu Buhari is committed to development of the Niger Delta with his appointment of Brig-Gen. Paul Boroh (rtd) as his Special Adviser on Niger Delta and Coordinator of the Presidential Amnesty Programme (PAP).

    The group in a press release signed by its Patron, Maj-Gen. Appah (rtd), Chairman, Chief Topido Amanangha, and Secretary, Hon. Adolphus Owoupele, said Buhari proved “doubting Thomases” wrong by appointing a core professional with a track record of proven integrity to head the Amnesty Programme for former agitators in the Niger Delta.

    “By this appointment of a core professional with a track record of proven integrity, Mr. President has once again consigned the doubting Thomases to the dustbin of history. Indeed, it is better to go slow than hastily appointing persons who have no bearing in the corridors of government,” it said.

    The group said it is becoming clearer that Buhari means well for Nigeria and especially the Niger Delta as he has affirmed his promise during his inauguration speech that the achievements recorded so far by the Presidential Amnesty Programme shall be given a deeper face by way of investing heavily in the projects and programmes already in place.

    “Furthermore, President Buhari has shown that he is ready to listen to all genuine grievances of fellow Nigerians, which he demonstrated by intervening appropriately and timely with the appointment of Brig-Gen. Boroh.”

    It said the President has thus given hope to the stranded beneficiaries of the programme in foreign higher institutions, who can now return to their studies.

    It advised trouble makers in the Niger Delta to give peace a chance and desist from such acts as their game was up with a no-nonsense man now in charge of the Amnesty Programme.

    “We shall not hesitate to report criminal activities to the authorities irrespective of your position in the society,” it stated.

     

  • Prosecute corrupt public servants, Buhari urged

    The Nigeria Labour Congress (NLC) has called on President Muhammadu Buhari to prosecute all corrupt public servants.

    NLC President Comrade Ayuba Wabba told The Nation that over half of the states defaulted in the payment of salaries to their workerss underscored the extent to which the political elite had run the country aground.

    He said: “Workers and the Nigerian people in general are expectant that President Buhari will have the magic wand to turn our country around and safe us from our political elites, who have taken maladministration and bad governance to new height.

    “As organised labour, we are waiting to engage the President as he unfolds his programme. We await his promise to throw open the identities of public officers who participated in the massive looting of our commonwealth, which the President had put at a conservative $150 billion over the last decade alone.’’

    Wabba added that NLC was awaiting the arrest and persecution of the former Minister, who was alleged to have stolen $6 billion, adding that Labour would protest the massive corruption and bad governance of the past administration and push for all the stolen wealth be recovered and those involved sanctioned.

    He said the fight against corruption must begin from somewhere, adding that the anti-corruption agencies and the National Assembly must support the government’s plan to deal with corruption.

    Wabba said: “The feeling and perception of Nigerians is that our anti-corruption agencies are either overwhelmed or do not have the requisite edge to respond to the renewed assault on our collective conscience by those taking advantage of their position to steal and loot our commonwealth without any qualms.”

    He lamented that corruption cases being handled by the anti-corruption agencies are taking too long –some having gone on for as long as seven to nine years – are often thrown out, not for lack of merit or points of law but on mere technicalities.

    “For Nigerians to regain confidence in our anti-corruption agencies and the judicial process, high profile corruption cases need to be more diligently and competently handled and dispensed with more quickly and timely at the level of the courts. The NLC believes that the National Assembly has a key role to play in ensuring that justice is not only done but truly seen to have been done,” Wabba said.

    According to him, one of the most credible ways of doing this is by strengthening the anti-corruption laws so that people who steal the nation’s collective wealth can be brought to justice far much quicker than is presently done.

    He argued that corruption would reduce once people know that there is no hiding place for those who perpetuate it and that corrupt enrichment will not necessarily buy them freedom from the long arm of the law.

    “Conviction of perpetrators of corrupt practices is how corruption is being tackled in other climes where they have fought it and brought it to a standstill,” the NLC President insisted.

    Buhari receives Belgium, Poland, Rwanda ambassadors

    President Muhammadu Buhari on Thursday received the letters of credence of three new ambassadors to Nigeria at the Presidential Villa, Abuja.

    The new ambassadors are – Mr. Andrezj Dycha (Poland), Mr. Stanislas Kamanzi (Rwanda) and Mr. Stephane De Loeckeras (Belgium).

    Welcoming the new envoys, President Buhari assured them that his administration will work with them to further improve existing bilateral relations between their respective countries and Nigeria.

    Buhari, according to a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, also assured the three new ambassadors that the Federal Government will continuously engage with them and other diplomats serving in Nigeria on issues of common interest and benefit to Nigeria and their countries.

    He said: ‘‘I look forward to working with you. We are excited to receive you in Nigeria and we are hopeful that our diplomatic and economic relationships with you will be substantially improved during your time here.

    ‘‘The Nigerian business environment and the community are quite vibrant and we should be able to explore additional areas of common interest during your tenure.”

    He wished them very successful tenure in Nigeria.

    The new ambassadors thanked the President for receiving them and assured him that they will work hard to enhance and strengthen the existing cordial relations between Nigeria and their countries.

    Buhari orders quick action on new national carrier

    • Orders take over of Nigeria’s airspace from Ghana

    President Muhammadu Buhari yesterday ordered the Ministry of Aviation to expedite action on the establishment of a new national airline for the country.

    The president gave the directive while receiving briefing from officials of the Aviation Ministry, led by the Permanent Secretary, Binta Bello, at the Presidential Villa, Abuja.

    Speaking with State House correspondents after the briefing, Bello said  the president was worried about Nigeria not having a national air carrier and has given instruction for a new one to be established.

    She also said the president was briefed on the challenges domestic airlines were facing in spite of Federal Government’s N300 billion intervention fund towards boosting their operations.

    The airlines, she said, were hugely indebted to regulatory agencies under the Aviation Ministry, including other factors that have left some of the airlines still struggling to maintain optimum operational capabilities.

    According to her, the four state-of-the-art terminals being constructed with Chinese Bank loan will be ready by the first quarter of next year.

    She said the facilities under construction and expansion would be big and modern enough to accommodate large aircraft like the Airbus 380 aeroplanes as obtained in the largest international airports.

    “The president has directed the Ministry to look into the possibility of having a national carrier as soon as possible,” she said

    According to her, President Buhari has also ordered the take over of the nation’s airspace, over the Gulf of Guinea, from Ghana.

    She said: “We have a directive by the president to start the process of securing management of Nigerian airspace over the Gulf of Guinea which Ghana has been maintaining since 1945 and there is a move on the ground by Togo and Republic of Benin to take over the management of their own airspace from Ghana.”

    She reassured Nigerians and the international community that the nation’s airspace is safe and has just recorded a score of over 90 per cent by the International Civil Aviation Organisation (ICAO).

    We’ll maintain NYSC for National unity, says Buhari

    President Muhammadu Buhari yesterday promised that his administration would take necessary actions to maintain and improve the National Youth Service Corps (NYSC) programme as a functional vehicle for the promotion of  national unity and integration.

    Buhari gave the assurance after receiving a briefing from officials of the Federal Ministry of Youth Development, led by the Permanent Secretary, Mrs. Rabi Jimeta.

    The President, according to a statement by Special Adviser on Media and Publicity, Femi Adesina, affirmed his confidence and trust in the programme, noting that the objective for which the scheme was established in 1973 was still relevant for national development.

    He said: “I firmly believe in NYSC and I think it should remain a national programme to promote integration.

    “Whenever I go home to Daura, I look out for corps members from Lagos, Aba and other parts of the country.

    “I am always thrilled to learn that except for the NYSC, some of them have never left their states of origin to visit other cities in the country,” President Buhari said.

    Mrs. Jimeta told the President that the increasing number of NYSC participants posed a challenge to the scheme due to the dwindling revenue, from the national budget, to cater for their needs.

    She told the President that the annual enrolment of corps participants had increased from 2,364 at inception in 1974 to 229,016 in 2014.

    “Given the increasing number of tertiary institutions, our projection is that the number of corps participants may rise to 300,000 by 2020,’’ she said.

    The Director-General of NYSC, Brigadier-General Johnson Olawumi, told the President that there were plans to make the scheme voluntary  and reduce the corps population to make the programme more sustainable.

  • Buhari approves environmental clean-up of Ogoniland

    President Muhammadu Buhari yesterday approved several actions to fast-track the implementation of the United Nations Environmental Programme (UNEP) Report on  Ogoniland in Rivers State.

    The approval, according to a statement by the Special Adviser to the President on Media and Publicity, Femi Adesina, were based on the recommendations by UNEP’s Executive Director, the UNEP Special Representative for Ogoniland, permanent secretaries in the Federal Ministries of Environment and Petroleum Resources and other stakeholders.

    The approvals include the amendment to the Official Gazette establishing the Hydrocarbon Pollution Restoration Project (HYPREP) to reflect a new governance framework, comprising a Governing Council, a Board of Trustees (BoT) and Project Management.

    The statement reads: “The President further approved that the HYPREP Governing Council should be composed as follows: Ministry of Petroleum Resources – one representative; Federal Ministry of Environment – one representative; Impacted States (Rivers) – one representative; Oil Companies and the Nigerian National Petroleum Corporation (NNPC) – four representatives; Ogoniland – two representatives; United Nations System – one representative; Secretariat – headed by the Project Manager.

    “He (President) also approved the composition of a BoT for the HYPREP Trust Fund as follows: Federal Government – one representative; NNPC – one representative; International oil companies – one representative; Ogoniland – one representative and United Nations System – one representative.”

    Following a meeting on the directive of President Buhari, the statement said it was also agreed that a contribution deposit of $10 million would be made by stakeholders within 30 days of the appointment of members of the BoT for the trust fund, who would be responsible for collecting and managing funds from contributors and donors.

    “A new implementation template has also been evolved at the instance of President Buhari, and the environmental clean-up of Ogoniland will commence in earnest with the President’s inauguration of the HYPREP Governing Council and the Board of Trustees for the Trust Fund,” the statement added.

  • Cost of Buhari’s US trip exaggerated, says Presidency

    The Presidency yesterday said the N2.2 billion reported as the total cost of President Muhammadu Buhari’s recent trip to the U.S. was grossly exaggerated.

    A statement by the Senior Special Assistant on Media and Publicity, Garba Shehu, said the cost was most minimal in line with the government’s policy to cut waste and extravagance.

    According to him, it was not up to 10 per cent of the speculated figure.

    The statement reads: “Our attention has been drawn to an editorial published in the Nigerian Pilot of August 2, 2015 and an earlier report in which the total cost of President Muhammadu Buhari’s recent trip to the U.S. was estimated at N2.2 billion.

    “It is very sad that in this age of free-flowing information and in this era of change, a media organisation would make itself available as a vehicle to peddle a lie of such low and ignominious quality.

    “Contrary to assertions, the total cost of the trip to the Nigerian taxpayer was at the most minimal, in line with the policy of this administration to cut waste and extravagance.

    “In point of fact, the total amount expended on the trip by the Office of the President amounted to nothing near 10 per cent of the speculated figure”.

    He said all the personal staff who accompanied the President received reduced allowances because the host provided free accommodation.

    “His son, Yusuf, received neither allowances nor estacode. The five governors on the trip each paid his own fare. Permanent Secretaries travelled in accordance with extant rules and none of them exceeded their estacode entitlements.

    “Apart from the pilot’s mischievous mathematics, it is short-sighted and misleading of the newspaper to have claimed that the President’s  trip achieved nothing.

    “President Buhari’s trip was definitely successful and beneficial to Nigeria. Only those determined to find faults will cook up falsehood in a futile effort to rake up murk where none exists,” he said.

  • ‘ICT strategic to Buhari’s change agenda

    The Permanent Secretary, Federal Ministry of Communications and Technology, Dr. Tunji Olaopa, yesterday said that President Muhammadu Buhari considers Information and Communications Technology as an important tool to the success of his administration.

    Dr. Olaopa, who spoke at the opening ceremony of an in – house- training workshop organised for officials of the ministry in Abuja, said that Buhari was dissatisfied with the direction Nigeria took in the past.

    He, therefore, assured the trainees that the president will introduce changes that will be deliberate, spirited and reconstructive to reposition existing policies.

    Dr. Olaopa said: “It is within this broad policy indication of Mr. President that we are gathered today, to begin to set in motion a thinking process on how we should manage the change as it unfolds. This is coming against the background of the outcome of our 2014 end of year retreat and on-going effort to rethink our sector’s reform policies and programmes within the framework of the change agenda of the new administration as it unfolds.

    “This will ride on the on-going industry wide baseline study that we commissioned last year that will provide statistical basis for taking forward ICT sector development and contributions to the nation’s GDP in the next four years.

    “Mr. President has pronounced ICT as strategic to his change agenda. This change, from the statements of the President so far and measures already taken, arises from an acute dissatisfaction with the direction that the nation has taken in the last few years. Change therefore would mean a specific, deliberate and spirited reconstructive framework for recalibrating existing policies and institutional configurations as well as the values that underpins them.”
