    FG won’t tolerate illegal mining – Buhari

    President Muhammadu Buhari on Tuesday declared that the Federal Government will no longer tolerate illegal mining and other improper activities that had inhibited the growth of Nigeria’s solid minerals sector.

    He issued the warning after receiving a briefing from top officials of the Ministry of Mines and Steel Development led by the Permanent Secretary, Baba Umar Farouk.

    The President, according to a statement issued by the Senior Special Assistant on Media and Publicity, Garba Shehu, noted that the mines and steel sector was very important for the diversification of the economy.

    Buhari expressed displeasure at Mr. Farouk’s report that the sector had been overrun by illegal miners.

    “This is one of the most demoralizing briefs I have received. The biggest threat to this country besides the Boko Haram is unemployment and the mining sector is key to employment creation.

    “We cannot be held back on such a strategic industry that can give us much needed jobs and promote economic growth.

    “There must be more seriousness in running this country and we are determined to instill that seriousness,’’ the President said.

    The Permanent Secretary had told the President that the mining  sector has been infiltrated by  “illegal aliens” who carry out unlawful activities in the country.

    The statement also said that President Buhari directed the Ministry of Environment to undertake a rigorous study of Lake Chad, with a view to bringing up proposals on how best to reverse the shrinking of the lake, which currently serves as a major source of livelihood for many.

    Edo: Buhari seeks Senate approval for World Bank loan

    President Muhammadu Buhari on Tuesday asked the Senate to approve a $75 million (about N14.7 billion) Word Bank facility for Edo State.

    Senate President, Abubakar Bukola Saraki, read Buhari’s letter requesting the upper chamber to approve the loan for Edo State.

    Buhari said the loan is for developmental programme in Edo State.

    The Presidential letter is titled: “Request for approval to obtain 75million USD credit facilities from the World Bank for Edo State.”

    The President said, “I am writing to seek the consideration from the National Assembly an approval for the request from Edo State government to obtain a 75million dollar credit facility from the World Bank.

    “You may wish to know that the World Bank had approved a development policy program for the total sum of 225million dollars to Edo State government in 2012 to be implemented in three tranches of 75millon per annum.

    “The first tranche was approved by the National Assembly in the 2012/2014 Federal Government external rolling borrowing plan.

    “The Development Progamme Operation (DPO) has since been successfully implemented by the state in 2014.

    “Following this success, the bank’s board of executive directors approved the second tranche.

    “On April 29 2015, the DPO too was captured in the Federal Government external borrowing plan of 2014/2017 which is pending with the National Assembly.

    “It is for the above reason that I seek your favour to facilitate the consideration and approval of the development policy operation 2 loan of $75 million to enable the state to consolidate on the phase of the first tranche of the operation DPO 1.

    “Your Excellency, it’s instructive to mention that Edo State has informed me that the key programme objectives of the DPO are already beginning to show in terms of increased inflow of private investment to the state.

    “Increased private sector employment opportunities and increased internally generated revenues, an accelerated approval of this request will help to sustain this phase.”

    Buhari requested for speedy consideration of the request by the Senate.

    Buhari seeks 1920 report to tackle Lake Chad woes

    President Muhammadu Buhari on Tuesday directed the Federal Ministry of Environment to revert to a 1920 report in order to overcome the challenges of Lake Chad Basin.

    The lake is said to have dried up from about 33,000 square kilometres to just about 300 square kilometres within two decades.

    Buhari gave the directive while receiving briefings on the activities of the Federal Ministry of Environment led by its Permanent Secretary, Fatima Mede at the Presidential Villa, Abuja.

    Mede, who briefed State House correspondents after the meeting, said Buhari was concerned that the drying up of the waters had affected farmers, fishermen and the surrounding communities who relied on the lake for their livelihood.

    She said: “The President is also concerned about the fact that Lake Chad is receding from the 33,000square kilometres about two decades ago to just 300 square kilometres which has affected the farmers, fishermen and the livelihood of the people around that area.

    “So he has directed that we should go and look at the report that was submitted in 1920 about how to prevent Lake Chad from drying up so that the communities around, even border communities including the countries benefitting from activities of fishermen and livelihood based on Lake Chad will not be affected.”

    According to her, the President also expressed concern over the general environmental degradation in the country, which she said was affecting over 43 percent of the population.

    Buhari, she said, had therefore directed that more measures be put in place to check the trend, including the use of Liquefied Petroleum Gas (LPG) for cooking especially in the urban areas of the country.

    Buhari vows to fight piracy in Nollywood

    President Muhammadu Buhari on Tuesday vowed to extend his campaign against corruption to the Nollywood industry.

    The President said he would ensure relevant agencies and ‎commissions are strengthened to execute his anti-corruption campaign on piracy.

    He spoke at the 28th ‎edition of Society of Nigeria Theatre Artists (SONTA) international conference organised by the National Institute for Cultural Orientation (NICO) in Abuja.

    He said the sector has contributed positively to the nation’s economy and deserves his attention.

    “It is also pertinent to state that this administration is committed to revamping the Nigerian economy and diversifying it in the face of dwindling profits.

    “In this regard, a sector that generates huge sum of money annually for the Nigerian economy and employs over a million Nigerians requires our attention. Relevant agencies of government will be empowered to deal with the menace of piracy which had become an albatross to both practitioners and government.

    “We support the call for Nollywood to be repositioned to serve as veritable tool‎ for the promotion of cultural diplomacy in view of the popularity Nollywood films enjoy globally,” Buhari said.

    The President also decried the influence of foreign movies on Nigerians, a development he said has “resulted in moral decadence and erosion of our cherished values.”

    Buhari, who was represented by the Permanent Secretary, Federal Ministry of Culture, Tourism and National Orientation, Mrs. Nkechi Ejele, expressed optimism ‎that the Nollywood is capable of restoring the lost moral values.

    Buhari picks Kachikwu as new NNPC chief

    … Appoints new Executive Vice Chairman for NCC

    President Muhammadu Buhari has appointed Dr. Emmanuel Ibe Kachikwu as the Group Managing Director of the Nigerian National Petroleum Corporation (NNPC).

    Dr. Kachikwu, who was the Executive Vice Chairman and General Counsel of Exxon-Mobil (Africa), will take over from Dr. Joseph Thlama Dawha.

    Dr. Kachikwu, according to a statement issued by the Special Adviser on Media and Publicity to the President, Femi Adesina, hails from Onicha-Ugbo in Delta State.

    The statement reads: “He is a First Class Graduate of Law from the University of Nigeria, Nsukka and the Nigerian Law School.

    “The new NNPC Chief Executive also has Masters and Doctorate Degrees in Law from the Harvard Law School.

    “He started his working career with the Nigerian/American Merchant Bank before moving on to Texaco Nigeria Limited from where he joined Exxon-Mobil.

    President Buhari has also approved the appointment of Prof. Umaru Garba Danbatta as the new Executive Vice Chairman and Chief Executive of the Nigerian Communications Commission (NCC).

    “Prof. Danbatta, who holds a Doctorate Degree in Electronic Engineering, takes over from Dr. Eugene Juwah whose tenure expired on July 29.

    “The new NCC Chief Executive’s other academic qualifications include a Bachelors Degree in Electronic Engineering and Telecommunications as well as a Masters Degree in the same field.

    “He is a Fellow of the Nigerian Society of Engineers and has had a meritorious career in which he rose to become Professor of Electrical Engineering and Electronics at Bayero University, Kano, specializing in Telecommunications Engineering and Information and Communications Technology.

    “Before his new appointment, Prof. Danbatta held top management and leadership positions at different times including Head of Department, Dean Of Faculty, Director, Centre for Information Technology, Chairman of the Nigerian Society of Engineers (Kano Branch), Deputy Vice Chancellor and Acting Vice Chancellor,” the statement added.

    Buhari should overhaul NNPC oil sales – Report

    President Muhammadu Buhari should overhaul how the government sells its share of the Nigerian National Petroleum Corporation crude oil output to save billions of dollars in wasted and lost revenues, a report by an international governance watchdog said on Tuesday.

    About half of Nigeria’s two million barrel per day (bpd) crude output goes to NNPC, the state-owned oil company, while the corporation sells half that oil to its subsidiary Pipelines and Product Marketing Company for the country’s refineries, Reuters says.

    The poorly maintained plants are however unable to process the bulk of the oil and over the years this allocation has devolved into a “nexus of waste and revenue loss,” according to the report by Natural Resource Governance Institutes (NRGI), a non-profit organisation.

    The other half of NNPC’s oil share is mostly sold to “unqualified intermediaries,” earning significant margins for little or no added value, rather than directly to the end-users, NRGI said.

    A spokesman for NNPC declined to comment on the report.

    Reducing losses in crude oil sales has become even more crucial with the slump in global oil prices that has crushed Nigeria’s currency and forced the government to borrow just to cover salaries. Oil sales account for about 70 percent of government revenues.

    Buhari won the end-March election in large part to his tough stance on corruption that is rife in Africa’s biggest oil producer.

    Since his May inauguration, the President has revealed little about how he will restructure Nigeria’s oil industry but he is bent on recovering “mind-boggling” sums of stolen oil money.

    The mismanagement and corruption surrounding NNPC’s sales lie at the heart of the problem and former Central Bank governor Lamido Sanusi was sacked after pointing out that $20 billion had not been remitted between January 2012 and July 2013.

    Constitutionally, NNPC is meant to remit all revenues to the country’s treasury but the act establishing the state firm allows it to keep what it needs to cover costs with little oversight.

    The result is a legal grey area that has been open for abuse for decades.

    Buhari: we know banks keeping stolen oil cash

    NIGERIA has traced its looted funds to some foreign banks, President Muhammadu Buhari said yesterday.

    Buhari has vowed to recover such funds from banks, financial institutions and countries in which payments for stolen crude oil have been deposited.

    Buhari, who did not name the banks, spoke while receiving visiting United States Congressmen at the Presidential Villa, Abuja.

    In a statement by his Special Adviser on Media and Publicity, Mr. Femi Adesina, Buhari acknowledged the cooperation his administration was getting from the international community in gathering intelligence for tracing and recovering stolen national resources.

    He said: “We are getting cooperation from the international community, including information on ships that take crude oil from Nigeria and change direction or pour their contents into other ships mid-stream.

    “Some monies were paid to individual accounts. We are identifying the financial institutions and countries that are involved.

    “I have been assured that when we get all our documents together, the United States and other countries will treat our case with sympathy,’’ the President told the Congressmen, who were led by Representative Darrel Issa.

    He also said that his administration would welcome more regular meetings of the Nigeria-United States Bi-National Commission.

    President Buhari noted that the Commission could serve as a more useful platform for the promotion of bilateral trade and economic relations as well as joint cooperation in the war against terrorism.

    Darrel assured President Buhari that the United States will support Nigeria against Boko Haram by providing training, intelligence and military platforms.

    “We look forward to helping you in many ways to end the Boko Haram insurgency and the theft of crude oil in the Gulf of Guinea,’’ he said.

    Shortly after meeting the Service Chiefs and Defence ministry officials yesterday, Congressman Darrel Issah told reporters that the U.S. government would soon relax or completely lift the restriction on military assistance imposed on Nigeria under the Leahy Law – a human rights law that prohibits the U.S. Department of State and Department of Defence from providing military assistance to foreign military units that violates human rights with impunity.

    He said the development was occasioned by the policy of the new military command with regards to the ongoing military operations in the country.

    “There were a number of things that were discussed at the meeting, but basically the need for additional technical support, including overhead surveillance. This was discussed because it is important in the fight against Boko Haram.

    “This is because of the trust in the new regime which has begun the process of ensuring that the military’s professionalism in the battle field is made in a way that we all can be confident that the rule of law is followed.

    “Following this development, we have begun the process of lifting restriction under the Leahy Law but the vast majority of the support U.S. provides will be given regardless of the restrictions,’’ he said.

    Issah said the U.S. would provide other forms of support that would not only boost the military’s capabilities but would also create the environment to rebuild devastated communities.

    He said the U.S., through its agencies in Nigeria, would help rebuild and rehabilitate communities and victims of insurgency in the Northeast.

    “We are looking forward to working with the President and the military to rebuild the confidence of the people of Nigeria in the professionalism of the military.

    “To make the military something that the people will rely on as the nation tries to clear insurgents and protect the civilians; that is important to the new president of Nigeria, our president and it is also important to the congress.

    “But we are looking forward to a great difference in the relationship, a proactive relationship and one in which we can provide a greater level of support,’’ he said.

    The Permanent Secretary, Ministry of Defence, Mr Ismaila Aliyu, said the visit was a sign of the renewed confidence in Nigeria’s military on the global scene.

    He said Nigeria now enjoyed a greater level of confidence and trust in the international community, stressing that it would impact positively on the nation’s efforts in repositioning its economy.

    “The U.S. believes in Nigeria, they have trust and confidence in Nigeria, that is why they are here.

    “On the issue of human rights, the U.S. is pleased with what we have been doing in recent times to address the gaps that may have existed in the past.

    “This visit is a follow-up to Mr President’s visit to the U.S., we have said it and will continue to state that the visit was of great benefit to Nigeria, it has rekindled confidence in the relations between the two countries,’’ he said.

    Issah led a delegation from the U.S. congress Judicial Committee to the meeting with Nigeria’s top ranking defence officials.

    Other issues that dominated discussions between officials of the two countries include justice reforms and support for devastated communities, among others.

    The meeting is believed to be one of the gains of President Muhammadu Buhari’s recent visit to the U.S.

    Buhari orders reduction in 2016 Budget’s recurrent expenditure

    President Muhammadu Buhari is seeking a reduction in recurrent expenditure and prioritisation of developmental projects in next year’s appropriation bill.

    He has ordered the National Planning Commission (NPC) back to the drawing board to produce framework for the 2016 Budget in line with his vision.

    The President gave the order after receiving a briefing from the Commission’s Executive Secretary Dr. Bassey Akpanyung at the Presidential Villa.

    According to a statement by the Senior Special Assistant on Media and Publicity, Garba Shehu, the President told Dr. Akpanyung and directors in the NPC that capital projects must now be given utmost priority.

    He was reported to have said that no nation can achieve real development without adequate investment in capital and infrastructural projects.

    ”In carrying out its role in surveillance of the economy, review and appraisal of policies, the commission should devise a plan for a realignment of the budget so that capital projects can be really prioritised,” the statement quoted the President as directing.

    Akpanyung had informed the President that Nigeria’s planning system was beset by many challenges.

    These challenges, he said, included the non-alignment of national plans with the annual budget and inadequate capacity in the Pepartments of Planning, Research and Statistics in the various government ministries.

    Group urges Buhari to adopt data-based information sharing

    The Institute of Information Management (IIM) has urged President Muhammadu Buhari  to adopt data-based information sharing in his administration saying this would help to ensure transparency and prevent fraudulent acts in governance because information would now be everywhere and accessible by all.

    Speaking during the annual lecture, induction and investiture ceremony of the Institute  at the University of Lagos main auditorium, its President, Oyedokun Oyewole noted that government needed to pay attention to information management, saying this is reinforced by the demand by Nigerians on the need for good governance and delivery of campaign promises made by the government.

    He added that the success of the new administration will critically depend on good information management, stressing that bringing good practice, standards and systematic governance to the management of data and information ought to be a national priority.

    Dr Oyewole said there is need for the new government to endorse effective information management which will ensure transparency, accountability, good governance and access to information.

    “This would be an essential aspect of the resources and infrastructure required for economic recovery and promotion of business integrity in government and the society at large with a resultant increase in economic value,” he said.

    He stressed that government should ensure that all its agencies are held accountable for service delivery, by accessing what needs to be done in preparation to make plans and decide what choices and risks that will shape those plans.

    Lagos State governor, Akinwumi Ambode who was represented by Director- General, Lagos State Financial Systems Management Bureau, Mr. Abdulahmed Mustapha, spoke on Ambode’s continuous commitment to selfless service for the social economic transformation of the state. He called on Lagosians for corporation and support of his determination to improve the lives of all.

    Mr. Mustapha added that the government was always interested in the use of ICT to govern the people of the state relative to the population and the number of staffs.

    He said the administration has adopted ICT in several ways including e-building permit, procurement processes and security measures, adding that the process is still ongoing. “We will no longer employ any individual that is not a commuter literate, because all processes in the administration will be done via systems. We as a government have also put it on ourselves to quip our youths with skills that will make them compete favourably anywhere in the world. We also want to work with the Lagos State University to add to the school curriculum ICT skills that would be useful for the graduates,” he said.
