    Buhari orders resolution of audit queries in 30 days

    President Muhammadu Buhari has directed the Auditor-General of the Federation to ensure that all outstanding audit queries are resolved within 30 days.

    Buhari, as confirmed by the Senior Special Assistant on Media and Publicity, Garba Shehu, also ordered that henceforth, all audit queries must be answered within 24 hours.

    The orders, he said, followed the President’s displeasure on hearing that audit queries remained unanswered for long periods, sometimes running into years, under previous administrations.

    President Buhari, according to him, was irrevocably committed to tackling administrative and bureaucratic corruption head-on.

    He said: “The era of impunity is gone. The President is taking the war on corruption to the civil service. He is not happy that standard operating procedures and financial regulations are no longer being observed as they should.

    “President Buhari will ensure that public officials and civil servants in the service of the Federal Government pay a heavy price from now on for violating financial regulations or disregarding audit queries,” Mallam Garba said.

    He added that the President was determined to put an end to the present situation in which, rather than respond to legitimate audit queries, violators of financial regulations in the Federal Government resort to threatening, bribing or mounting other forms of social pressure on auditors.

    “On his watch, President Buhari wants to see firm action against those who violate extant financial regulations, not the prevarications and shenanigans that went on in the past in the form of endless probes and public inquiries,” he stated.

    ‘Why Buhari should be interested in N/Assembly leadership’

    President Muhammadu Buhari’s decision to remain neutral in the leadership struggle in the National Assembly may end up thwarting key policies of his administration, a former Special Adviser to the President on National Assembly has said.

    Senator Abba Aji who served the late President Umaru Yar ‘Adua and former President Goodluck Jonathan between 2007-2011, said the leadership of the National Assembly must always be on the same page with the ruling party.

    Buhari’s present aloofness in the leadership crisis in the National Assembly, Aji said in Abuja, might be inappropriate and counter- productive.

    He insisted that the president must be interested in who occupies leadership positions in the Senate and the House of Representatives for his executive bills to get smooth passage.

    According to him, the President’s constitutional relationship with the legislature is such that the dichotomy between the executive and the legislature is purely a theoretical one.

    He asked the President to “look at separation of powers from a different stand point because his current view point is not the appropriate one in my view.”

    He added:”technically speaking, President Buhari is a member of the legislature and he is the most important member of the National Assembly because unlike other members of the legislature, he is the only one that technically is a member of both chambers.”This is so because 90 percent of bills that occupy the business of legislation emanate from the President. Secondly, the President’s bills are presented, argued and lobbied for by the leaders in the two chambers.

    “When the president withholds his assent to any bill, it will take two-thirds of both chambers to override it. That technically makes him a voting member for that purpose.

    “Whenever he gives his assent to a bill, it means he has technically voted in the Senate and the House of Representatives. You can now see that he is more important a legislator than the Senate President or the Speaker”.

    Abba Aji insisted that leadership positions in the Senate and House of Representatives are party positions, and the President and the party must have a say on who should occupy the positions.

    “That is why the party with the majority, which is usually the President’s party should produce the leadership, otherwise, you cannot sync the Presidency and the legislature unless they are synchronised together” he said.

    He recalled that as the President’s Adviser on National Assembly, he had had cause to drag the leadership of the sixth National Assembly before the leadership of the Peoples Democratic Party (PDP) on several occasions over executive-legislature friction.

    “I remember when I was Adviser to the late President Yar ‘Adua, whenever there was delay in certain things that we did not expect, I used to drag the leaders to the party headquarters.

    “I dragged David Mark and Dimeji Bankole and their teams to the national headquarters of the PDP on several occasions to iron out some areas in executive-legislature conflicts.

    “So, in practical terms, the President cannot be separated from the legislature because all his policies must go to the National Assembly. The leadership of the legislature must share his vision and mission, otherwise, his programmes and policies will be frustrated.

    “That is why it is important for the President to decide who becomes the leader of the National Assembly,  particularly those that present his bills.

    “The President does not just present bills; he has to go round the legislators and campaign and at the same time seek support for his bills to be passed.

    “Standing aloof can be destructive to his programmes because the legislators may continue to delay his bills by demanding for more information that may not be necessarily relevant to the matter on the table”.

    Aji recently defected to the All Progressives Congress (APC).

    As the former Minister attains the milestone of three score and fifteen years, President Buhari saluted his unwavering commitment to the socio- economic development of Nigeria over the years and his outstanding support for several national and international developmental goals.

    Buhari, in a statement by his Special Adviser on Media and Publicity, Femi Adesina, also lauded Adelusi-Adeluyi’s remarkable entrepreneurial and leadership skills which propelled him to the Chairmanship of the Oodua Investment Group and also led to transformation of his well known Juli Pharmacy into the first indigenously promoted company to be quoted on the Nigerian Stock Exchange.

    The President joined Prince Adelusi-Adeluyi’s family, friends and associates across the country in celebrating the renowned promoter of commerce who has also attained enviable heights in other areas of human endeavour as the pioneer President of the Nigerian Academy of Pharmacy, former National President of the Alumni Association of the National Institute for Policy and Strategic Studies, and first District Governor of Rotary International in Nigeria.

    Buhari wished Prince Adelusi-Adeluyi very happy 75th birthday celebrations and prayed that Almighty God will grant him many more years of inspirational service to his community and country.

    Buhari urged to revive culture of discipline

    The most potent way to curb corruption among the new generation is to revive and instill discipline among youths in the country.

    To this end, President Muhammadu Buhari has been urged to set machinery in motion to fight social disorder, indiscipline, as well as renewal of pursuit of a civil discipline that will respect the rights of Nigerians.

    The call was made by a member of the Osun State House of Assembly, Olatunbosun Oyintiloye, while speaking on the spate of moral decadence among the younger generation at a programme organised by New Era Youth Forum in Osogbo, the state capital.

    According to him, if the War Against Indiscipline (WAI) of the Buhari/Idiagbon regime introduced in 1984 had been sustained by successive administrations, the spate of indiscipline among Nigerians would have reduced drastically.

    Lamenting that indiscipline has become a norm in the society, the lawmaker called on the federal government to commence a reorientation campaign to discourage indiscipline especially among teenagers.

    To actualise this objective, Oyintiloye said the federal government should strengthen all enforcement institutions, in addition to setting up a Discipline Corps to restore sanity in the society.

    He said: “It is important for all of us to realise that our society is suffering from lack of discipline and this has eaten deep into all sectors. This is one of the primary problems facing Nigeria as a nation as most people do not see corruption as a social vice that most be corrected.”

    The lawmaker identified gaps in society, which include high level of chaos on highways, market places and disorderliness in public places among others, saying orderliness is the first law in heaven and an indicator of civilization in any society.

    Buhari under pressure to move against oil thieves

    Pressure is mounting  on President Muhammadu Buhari  to  kick start his clampdown on oil thieves following  his recent admission that he now has in his possession a list of such thieves.

    Buhari, addressing Nigerians during his just concluded trip to the United States, had announced that Washington gave him the list.

    He said  that some members of the Jonathan Federal Executive Council stole as much as  250000 barrels of crude daily.

    Several  Western countries including  the United Kingdom and France are said to have reached out to him to waste no further time in bringing the suspects to book.

    Nigerians are also  itching  to know the identities of the oil thieves .

    A cross section of prominent Nigerians say President Buhri should make the names public forthwith and prosecute them.

    Frontline lawyer,Professor  Itse Sagay (SAN)  told The Nation yesterday that he  shocked by  the magnitude of the stealing.

    “Before this fresh revelation, one was very disturbed when Okonjo Iweala, raised the alarm that about 400, 000 barrels were being stolen every day. To hear that the quantity is as much as  one  million barrel per day is something else,” he said.

    “It shows the country went into a total rot under the last regime of President Goodluck Jonathan.  They would have looted the country to bankruptcy within a year if they were not removed from office. We should be grateful that a disciplined and upright man has taken over to clean the mess and save the country.

    “The punishments are not farfetched. They are already enshrined in our law books.

    “We may ultimately have to resort to special court with specific time frame to decide the cases. The situation is very grave and we need to deal with it in an exceptional way.”

     Also shocked by the revelation is Chief Ladi Williams (SAN) who said:  “the President should make public everything about it because the oil they stole belongs to the good people of Nigeria. The people have the right to know what is happening.

     “Some schools of thought have suggested  that the Chinese option should be applied in dealing with the suspects. It is a common knowledge that corrupt public officers in  China always end up being executed.  But here in Nigeria, we have the criminal and penal code. The suspects should be tried.

    “The National Assembly has the power to  establish a tribunal to try the suspects because the courts have too many cases already.  From the tribunal, the next step should be Supreme Court because many of us are not happy with the way the Appeal Court has discharged itself. The Supreme Court has discharged itself creditably well.

    “The suspects should be made to produce the money they realised from the sales of the stolen products. Any of them that parts with a substantial part of the money should be leniently dealt with.”

    Elder statesman  Tanko Yakassai said:“The president should not only tell us about the crime, he should go a step further to list the names of those involved in the criminal act and the amount involved.  He should get them arrested and prosecuted. The truth is that these atrocities didn’t start today. They started way back when Obasanjo was the head of state.

    “Key figures during that regime became instant multi-millionaires. There is not going to be any solution to the atrocities except the perpetrators are brought to book.  I want to appeal to President Muhhamadu Buhari not to limit the probe to the Jonathan administration. If he really wants to get to the root of the problem, he should go back to the days of Obasanjo as military head of state.”

    Another  Senior Advocate of Nigeria and Second Republic politician, Enechi Onyia, said  the suspects should be made to face the wrath of the law.

    “The government should not stop at that. They should also do everything possible to retrieve the full value of the money that the country ought to realize from the product from the suspects. The government should not be swayed by sentiments that people are likely to express about its position or action plan because in everything that happens in life, people would always express sentiments,” he said.

    Lagos lawyer, Festus Keyamio   called for  prosecution of everyone  found culpable in the crime, saying: “The effort of the President in fighting corruption in the country is highly commendable. This is what Nigerians looked forward to when they voted for him and I am glad that he is living up to his electioneering promises. I want to do everything possible to make sure that the perpetrators do not escape justice.”

    Former Commissioner of Police in Lagos State, Abubakar Tsav, expressed surprise at the revelation.

    He said:“ “If the president’s statement is true, then, it is a serious matter. How can one person steal such quantity of crude oil? What are they using the money for when many people are hungry, homeless and sleeping under the bridge?

    “ The crime is capable of collapsing an economy of a developing country. The perpetrators don’t mean well for the country and should be severely dealt with.

    “I don’t support death penalty, but the offence is worth it. I will suggest that they should be sent to 25 years or life imprisonment. If the suspects are not fished out and dealt with, there would be a big challenge if Buhari is not re-elected after four years. If Buhari is not elected and another government that is worse than Jonathan’s come tom power, the country would be worse for it.

    “If I were Jonathan, I would be ashamed of myself and refrain from making any comment. I think he should also be probed  because  it was before his very eyes that all this rots was  taking place and he did nothing to stop it.”

    The Publicity Secretary of the All Progressives Congress (APC) Lagos State chapter, Joe Igbokwe, said more sad revelations of the activities of government officials in the Jonathan’s administration are coming.

    According to him, “What Nigerians are hearing and seeing now will be a child’s play when the full story of how Nigeria was pillaged and plundered under Jonathan is told.

    “In the fullness of time Nigerians will get to find out that former President Jonathan’s tenure was a systematic regime of heists. I am believing God that President Buhari will have the energy, strength and power to go the whole hog in repositioning Nigeria in the comity of civilized nations. Nigeria is getting better and this, l believe because a good man is in charge.”

    We can now defeat Boko Haram – Buhari

    With the formation of a stronger regional coalition, Nigeria and its neighbouring countries now have an increased capacity to deal effectively with Boko Haram and other terrorist groups, President Muhammadu Buhari said on Friday.

    The President reaffirmed his belief that the full activation and deployment of the Multi National Joint Task Force which has been established under the auspices of the Lake Chad Basin Commission will lead to the speedy defeat and elimination of Boko Haram.

    He spoke during an audience with Dr. Mohammed Ibn Chambas, the United Nations Secretary-General’s Special Representative and Head of the United Nations Office for West Africa, at the Presidential Villa, Abuja.

    Buhari, according to a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, added that with the Command and Control Centre of the Nigerian military now in Maiduguri, Borno State, the morale of troops in the front-line states had improved significantly.

    “You can tell the Secretary-General that we are doing our best and our best will be good enough for the nation and the sub-region,’’ the statement quoted President Buhari as saying to Dr. Ibn Chambas.

    Against the background of upcoming elections in Cote D’Ivoire, Guinea and Burkina Faso, the President also called on the UN to assist African countries in the acquisition and use of innovative technologies to ensure more credible elections.

    “When citizens recognize that their votes count, it will boost their confidence in democracy and their countries’ electoral systems,” he said.

    Buhari orders release of N5 billion to Victims Support Fund

    President Muhammadu Buhari on Friday directed the Head of Service of the Federation, Mr. Danladi Kifasi, to facilitate the immediate release of the N5 Billion pledged to the Victims Support Fund (VSF) by the Federal Government since August 2014.

    He gave the directive after receiving a briefing from the VSF Presidential Committee headed by Lt. Gen. Theophilus Danjuma (rtd.) at the Presidential Villa.

    General Danjuma had told the President that out of the N55.92 Billion pledged at the fund-raising dinner for the Fund in August last year, N33.54 Billion  was still outstanding, including N5 Billion from the Federal Government.

    He said that the VSF currently has N23.33 Billion in four bank accounts and that the Committee received approval from the immediate past administration to incorporate the fund into a Trust Fund, to “insulate it from political interference.”

    General Danjuma had urged the President to use his office to persuade all organizations and individuals to honour their pledges to the Committee.

    President Buhari, according to a statement by the Special Adviser on Media and Publicity, Femi Adesina, urged the Committee to ensure proper coordination with other government agencies providing support and assistance to victims of terrorism.

    The President assured General Danjuma and members of the VSF Committee that his administration was taking proactive steps to defeat terrorism in the country.

    He said that despite the challenge of acquiring much needed strategic equipment and weapons to confront the terrorists, the Nigerian military has recently gained much ground in its effort to defeat and degrade Boko Haram.

    He added that the full deployment of the Multi-National Joint Task Force (MNJTF), under the auspices of member-states of Lake Chad Basin Commission, will further boost ongoing military operations against the insurgents.

    Speaking with State House correspondents after the meeting, Danjuma said: “We briefed President on activities of the Victims Support Fund since inception which was inaugurated exactly one year ago and by coincidence in July making it one full year. We informed President what we have done and what we are going to do in the nearest future.

    “You know we were launched during the fund raising which took place a year ago, about the total amount of money that was pledged by various contributors was slightly more than N50 billion, of this amount, only N23 billion have so far been redeemed, so there is a lot of money out there.

    “Of the organisations and individuals, that have not fulfilled their pledges, the Federal Government is one; we are expecting N5 billion from the Federal Government and the President promised today that he would honour the pledge of the Federal Government.”

    On what he will do to recover the funds pledged by others, he said: “We plead with them quietly but we may also resort to naming and shaming those who have not honoured their pledges.

    “We will continue to ask people who pledged to honour their pledges, you the press should assist us in raising the fund, N20 billion is a drop in the ocean compared with the needs and if really the war stops tomorrow, already those displaced are really looking for support to go back to their homes and this N20 billion is nothing,” he added

    [dropcap]F[/dropcap]iery Catholic Priest, Rev. Fr. Ejike Mbaka has prayed that President Muhammadu Buhari succeeds and that ‘God will protect him so that enemies will not destroy him’.

    The priest spoke yesterday during his 20th priestly anniversary mass at Christ the King Parish, Enugu. He described his success as victory over enemies of truth and blackmailers.

    Mbaka said despite attacks against him, God had continued to protect him because he remained on the side of the truth.

    He said: “I am not tired after 20 years; 20 years of good health; miracles from God; hard apostolic work, and 20 years in the hand of God.

    “There was a time they blackmailed me; they said such things like ‘Mbaka why? Mbaka this, Mbaka that, but I have remained in the hand of God”.

    In a special message titled: 20-point agenda, Fr. Mbaka said he was praying for President Buhari “that God will protect him so that enemies will not destroy him. I also pray for Governor Ifeanyi Ugwuanyi so that occultic men will not steal his vision”.

    Another prominent citizen has spoken of the “mind-boggling” fraud in the oil sector.

    Queen Zainab Duke-Abiola, the Akasoba of Kalabari land in the Niger Delta, said she had evidence from the White House that a former Petroleum Minister stole $9.3 billion.

    In an exclusive interview with The Nation, Mrs. Duke-Abiola, one of the late Chief Moshood Abiola’s wives, said: “According to the information available to us, the minister stole more than $9 billion; not Australian dollars, but US dollars.”

    “And what I am saying is that the money should be used to develop the Niger Delta. Use this to help the impoverished Niger Deltans,” she added.

    When asked how she could prove this allegation, the queen said she was in Washington DC during President Muhammadu Buhari’s visit, and that she met with White House officials who revealed the information to her.

    “My relationship with White House is over 30 years. Americans are very eager to make sure that the money gets back. They want Nigeria to use that money for education,” she said.

    Mrs. Duke-Abiola insisted that Buhari’s delegation to Washington DC was aware of the exact amount stolen by the former minister.

    “Oshiomhole said it’s about $6 billion. Information available to me states that the minister and her associates siphoned away $9.3 billion. I’m watching the game that they’re playing. If they don’t publish the evidence, I have document to support this,” she said.

    The Akasoba insisted that members of the presidential delegation were focusing on the $6 billion allegedly stolen by a minister in former President Goodluck Jonathan’s cabinet, leaving out “the remaining $3.3 billion” because some people from a section of the country are involved.

    Said Mrs. Duke-Abiola “If Buhari is not sure of his fact and figures, he should go back to Washington DC. If I read in the papers that they say $9 billion, I would keep quiet. But why are they saying only $6 billion?”

    The Akasoba, an Ijaw, advised that when the money is recovered, it should be used to develop the Niger Delta.

    “All I want is that this money should be used to help the less privileged, especially in the Niger Delta. Give these people fishing nets. Build some bridges for them. Clean up their rivers so they can fish once more, so they can have food on their tables once more. Build cottage industries for them. Put up little clinics as much as you can. In fact, we’re talking about $9.3 billion, so build a John Hopkins hospital. Build a UCH replica in the Niger Delta. If there’s some extra money use it to help other regions,” she said.

    Mrs. Duke-Abiola spoke of her shock when she received the evidence from the White House.

    “Some people said that much money couldn’t have been stolen”, she said, adding: “I was one of those who didn’t believe. When they gave me the document, I was shocked. I have sent it to the appropriate Niger Delta elders. So, we know that nobody is accusing anybody wrongly,” she said.

    Governor Adams Oshiomhole on Monday alleged that a minister, who served under the former President stole $6 billion. He  quoted United States (U.S.) officials to support his claim but did not name the particular minister.

    Oshiohmole, told State House reporters shortly after meeting President Muhammadu Buhari at the Presidential Villa, Abuja: “The PDP (Peoples Democratic Party) destroyed the country. I mean from the lips of American officials; senior officials of the State Department said one minister under PDP cornered as much as $6 billion.

    “The man said even by Washington standard, that is earth-quaking.

    “So, PDP is a party that presided over the liquidation of our nation; destroyed all our institutions; converted the Armed Forces commanders to use them as if they were political thugs; converted NTA to a party megaphone; destroyed the SSS; went after opposition as if we were rabbits to be pursued into our holes; compromised even student unions and destroyed everything that you can think of; and elevated religion to a state affair.

    “Under the party, Israel became a place you visit every week; they placed pastors against mallams, placed North against South, East against West –  just to retain power; elevated Obas and Obis with dollars.”
