    Cancelled Dinner: Buhari apologises to lawmakers

    President Muhammadu Buhari has apologised to the leadership of the National Assembly over the cancellation of the planned dinner for the lawmakers in the State House.

    The News Agency of Nigeria (NAN) reports that the President was to host the lawmakers to dinner at the new Banquet Hall of the State House, Abuja, by 8:30 p.m. on Thursday.

    He, however, met behind closed doors at his official residence with the Senate President, Bukola Saraki and the Speaker, House of Representatives, Yakubu Dogara with the Vice-President, Prof. Yemi Osinbajo and some presidential aides in attendance.

    Mr Femi Adesina, the President’s Special Adviser on Media and Publicity, told State House correspondents on Thursday night that the President offered the apology after the closed-door meeting with the Senate President and the Speaker.

    He said the President rescheduled the dinner with the lawmakers for Oct. 31.

    NAN reliably learnt that the Thursday’s planned dinner failed to hold due to a misunderstanding between security officials at the main gate of the Aso Rock and the lawmakers.

    According to sources, the lawmakers were asked to come down from the bus conveying them to the Villa in order to be issued visitor’s tags, but they were said to have turned back.

    The President was to use the opportunity of the dinner to discuss some national issues including the approved draft 2018 budget.

    The draft budget was approved by the Federal Executive Council (FEC) on October 26.

    The planned dinner by President Muhammadu Buhari the Senate President, Dr. Bukola Saraki, the Speaker of the House of Representatives, Hon. Yakubu Dogara and some principal officers of the National Assembly failed to hold last night.

    The dinner was slated for the new Banquet Hall of the State House, Abuja by 8:30 PM.

    However, Senate President Bukola Saraki and the entourage were said to have disagreed with security officials at the pilot gate.

    According to sources, the lawmakers were asked to come down from the bus conveying them so as to be issued visitors’ tags.

    Not comfortable with the screening, the lawmakers were said to have turned back.

    Buhari apologizes to lawmakers

    President Muhammadu Buhari on Thursday night apologized to the leadership of the National Assembly over the mixup that led to their embarrassment by the security personnel in the Villa.
    The President met with both the Senate President, Bukola Saraki and the Speaker of House of Representatives, Yakubu Dogara at his official residence
    At the meeting were President Yemi Osinabjo, Senator Ita Enang and Hon. Baraji Kawu.
    The President instructed the Chief of Staff, Abba Kyari to collect the names of all the principal officers of both houses and bring them for clearance so that they will be issued Villa tags.
    The dinner has been rescheduled for Tuesday evening.
    Saraki said that they had fruitful discussions with the President.
    According to him, they were informed that the issue that led to the embarrassment has been resolved.
    He said that a bigger meeting with the entire leadership of the National Assembly will be held in the next few days

    Saraki urges collective fight against terrorism

    Senate President Bukola Saraki, says it is the collective responsibility of world leaders to combat terrorism, reaffirming Nigeria’s commitment to the fight.

    Saraki said this during bilateral meeting with the Speaker of the Parliament of Iran, Ali, Larijani, at the 137th Inter-Parliamentary Union Assembly in St. Petersburg, Russia on Monday.

    The senate president said time has come for all world leaders to join forces to eliminate “the greatest enemy”.

    He said,“ there must be a common goal and direction in the fight against terrorism. The fight against terrorism is the responsibility of all leaders as it is the greatest enemy that we all have.

    “When we were younger, the world was not at this level in the fight against terrorism, so we owe the generations after us the duty to do our best to eradicate it.

    “We must all work closely against this common enemy”.

    On bilateral relation with Iran in the area of oil and gas, Saraki said there was a need to develop a strong relationship for mutual benefits of both countries.

    He emphasised the importance of collaboration and exchange of ideas between both countries to be able to do more business in the oil and gas sector.

    On parliamentary relationship, Bukola said the meeting was a step towards establishing such relationship.

    “I know that your embassy in Nigeria is very active. I have met with your ambassador a couple of times and he is doing very well.

    “I hope that after we go back, we can encourage a closer relationship between the parliaments,’’ he said.

    He thanked Larijani for the opportunity of the meeting, while expressing optimism that there would be more similar meetings to strengthen the relationship between the Nigerian parliament and the Iranian parliament.

    Earlier, the Iranian speaker Ali Larijani said he called for the meeting to be able to establish a relationship with the Nigerian parliament.

    He also reiterated the need for concerted effort by heads of states in the fight against terrorism in view of its escalating nature.

    On Nigeria, Iran relation, the speaker said “both countries need to find ways of expanding both trade and parliamentary relations.’’

    He assured of Iran’s readiness to develop a relationship with Nigeria in the area of oil and gas and other beneficial areas.

    He extended an invitation to Saraki to visit Iran as a step towards consolidating the relationship between both parliaments.

    Corruption allegations: IG urges court to stop Senate probe

    The Inspector General of Police (IG) Ibrahim Idris has initiated a move to block his planned probe by the Senate over allegations of corruption and unethical conduct levelled against him by Senator Isa Misau.

    He has filed a suit before the High Court of the Federal Capital Territory (FCT) to that effect.

    He listed the Senate and its president, Bukola Saraki, as respondents in the suit.

    The IG in the fundamental rights enforcement suit seeks, among others, an order restraining the committee set up by the Senate for the investigation of allegations against him, from hearing or taking a decision.

    Idris also wants the court to restrain the Senate President and the Senate from receiving and discussing any report submitted to it by the committee set up to probe the allegations.

    The IG, in a supporting affidavit, stated that one Senator Isa Misau, while raising a matter of urgent national importance between September and October 2017, accused him of mounting roadblocks across Nigeria with the purpose of extorting money from unsuspecting motorists.

    He added that the said senator, in the motion, also accused him of collecting illegal fees by way of security protections given to corporate organisations, eminent citizens and oil companies running into billions of naira.

    Idris claimed that among others that Misau accused him of having “unwholesome relationship with female officers in the force”.

    Osinbajo hails creative industry

    The Vice President, Prof. Yemi Osinbajo, has hailed the creativity and ingenuity of Nigerian artistes which they have deployed to project the image of the country.

    He made the commendation after watching a grand performance of the cultural troupe, Wakaa the Musical, on Monday night at the Transcorp Hilton Hotel in Abuja.

    Osinbajo, his wife, Dolapo, Senate President Bukola Saraki and Information Minister Lai Mohammed were part of the dignitaries that watched the cultural fiesta.

    Osinbajo, who described the event as trilling said: “I have never seen anything like this before; it is absolutely incredible; this is wonderful.’’

    The producer of the theatre group and Chief Executive of Terra Culture, Mrs Bolanle Austen-Peters, while welcoming guests to the occasion said it was the group’s way of promoting creativity in the industry among Nigerian youths.

    “Art is still taking the back stage in the country but we are prepared to boost it greatly due to the diversification drive of the Muhammadu Buhari administration.

    “This industry is not what to be ashamed of and the youths  can really make a living out it in spite of what one studied in school.

    “We need to look at the kind of education that we give to our young people so that they can be self- employed and increase their financial status,’’ the lawyer-turned artiste added.

    On the message of Wakaa, Austen-Peters said it was a satire and a message of hope, depicting the triumph of good over evil, also of love.

    She thanked the sponsors of the event and stressed the need for the country’s industrialists and philanthropists to “put their money where the message is’’.

    Austen-Peters said that the measure was to encourage more artistes and those in the creative industry to produce higher quality of products to be displayed outside the country.

    Saraki reshuffles committees

    Senate President Bukola Saraki yesterday rearranged some standing committees of the Senate.

    Saraki, who announced the committee alterations on the floor of the upper chamber, named Senator Andy Uba, as chairman, Senate Committee on Interior.

    Senator Uba (Anambra South) was formerly chairman, Senate Committee on Public Accounts before he defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC).

    The Public Accounts committee is statutorily meant to be chaired by the opposition party.

    Saraki also named Senator Mathew Urhoghide (Edo South) to replace Uba as chairman, Senate Committee on Public Accounts.

    The outspoken Senator Urhoghide was before the new appointment chairman, Senate Committee on Culture and Tourism.

    Other appointments included Senator Sabo Mohammed, chairman, Senate Committee on Trade and Investment with Senator Mohammed Sani Mustapha as Vice Chairman; Senator Raji Rasaki, chairman, Senate Committee on Culture and Tourism and Senator Solomon Adeola, chairman, Senate Committee on Local Content  with Senator Godswill Akpabio as vice chairman.

    Senator Adeola was formerly Vice Chairman, Senate Committee on Communications.

    The local content committee was extracted from the Committee on Petroleum.

    Saraki named Senator Stella Oduah, chairman, Senate Committee on Cooperation and Integration. Senator Buka Mustapha was announced Chairman, Senate Committee on Capital Market.

    The newly inaugurated Senator Nurudeen Adeleke (Osun West) was named vice chairman, Senate Committee on Communication while Senator Babajide Omoworare (Osun East) was named vice chairman, Senate Committee on Judiciary, Human Rights and Legal Matters.

    The committee rearrangement was in line with Saraki’s promise before the Senate went on recess that the committees would be reshuffled to ensure effective performance.

    Adeosun, Udoma to face senate over 2017 budget implementation

    • As Saraki urges senators to stand for Nigeria’s unity

    Finance Minister, Mrs. Kemi Adeosun and her Budget and National Planning counterpart, Senator Udoma Udo Udoma have been invited to brief the Senate on the implementation of the 2017 budget.

    Senate President, Abubakar Bukola Saraki disclosed this Tuesday in his welcome address to senators.

    The upper chamber resumed plenary Tuesday after about two months recess.

    Saraki said that the invitation of the two ministers became necessary in order for senators to be abreast with the level of implementation of the 2017 budget.

    The Senate President also asked senators to always stand for the unity and indivisibility of the country as well as condemn in the strongest term all forms of violence.

    Saraki said: “By the first week of October, we expect to begin the review of the implementation of the 2017 budget. To set the stage for this, we expect to invite the Ministers of Finance and Budget Planning to come and brief the Senate on implementation so far. Nigerians want to see a more significant improvement in the level of implementation of the budget this financial year. Let me therefore use this opportunity to call on all our standing committees to begin the process of putting together their oversight plan for a close and proper review of the performance of the 2017 Budget. In the same token, we must remind ourselves of the initiative we started and for which we have significant stride – that is, the Made in Nigeria initiative. It is time to enter the next stage of this initiative; the oversight of implementation to ensure that the policy yields expected gains.

    I will like therefore to see the committees demonstrate proactivity and readiness to engage government to ensure that at least a significant portion of our annual budget is fully dedicated to local procurement. All committees of the Senate must be involved in this and find better channels to engage our people and enable feedbacks. However, for these efforts to be successful it is required that we maintain peace and political stability. Hence the need for all of us to fight to keep Nigeria united and prosperous. 

    “Distinguished colleagues, a house divided against itself will not stand. More than ever before, we need to stand for the unity and indivisibility of our country. We must condemn in the strongest possible terms all forms of violence as a form of engagement. The Constitution and laws have laid down tools and procedures for us to push through our interest as all democratic nations do. Our nation is blessed with exceptionally talented and beautiful people, we are collectively strong and indomitable and it is time for all of us to stand up for our nation. Our dream of a virile nation must keep us motivated and this dream is already at the horizon.”

    The Senate President noted that they have in the last two sessions of their term devoted enormous time, working hard on critical legislation, some with historical essence and others with relatively high-level implications for enhancing the welfare of Nigerians and putting food on their tables.

    He expressed happiness that some of the bills which has since become law have already started yielding expected gains.

    “This is especially so with the Secure Transactions in Movable Assets Act, with increased lending to private sector. We expect more to come. Our ultimate aim will be, inclusive growth, full employment for our people and frameworks that enable our young people to run viable startups,” he said.

    Saraki continued: “Distinguished colleagues, as a firm believer that economic security is first and most important security we can offer our people, it is the apparent inadequacy of this security that is at the heart of the general disaffection of our people towards government. We have done this with the belief that with less hunger on the street; with more of our people gainfully engaged; insecurity will be significantly reduced and our economy revamped. In this period, I expect us to conclude work on the National Transport Commission Bill, and the National Road Funds Bill, the Petroleum Industry Fiscal and Host Community Bill which are pending. It is my hope that we shall conclude work quickly on the Bank lending rate reduction initiative and the National Payment Systems Bill.

    “As we continue to take action to strengthen our economy, let me use this opportunity to congratulate all Nigerians for working together to get us out of recession. While we congratulate ourselves for exiting the recession, it is important that we don’t rest on our oars as this is not an end in itself. There is a lot of work ahead. Our aim is to see our economy create millions of new jobs and see growth rates of 7% or more. This is why the implementation of the 2017 budget is crucial.

    “Distinguished colleagues, as leaders, closest to our people, we must rededicate ourselves to the values we have institutionalized in this chamber. In this chamber, we are first and foremost, Nigerians. Yes, we are Igbos, Yorubas, Hausas, Fulanis. Yes, we are Muslims, Christians and traditional worshipers. But we must in all our conversations and decisions continue to be first and foremost Nigerians and as Nigerian citizens be our brothers’ keepers. Too many of our youths, too many of our families from the South to the North need a lifting. Our job is to help government give them a hand and ones again make them feel great again being Nigerians. This is our mission.

    “As we work to even make our Constitution better, it must be remembered that Constitution review is a continuous process which we must undertake with the vision of the future in our minds. The process we have already will continue in earnest with the meeting of the speakers of the various state Houses of Assembly and the National Assembly with a view to moving forward with the process. As promised, we will revisit and consider areas of the Constitution we believe will further strengthen our federation and enable our collective dream for a more prosperous Nigeria.

     “In the fight against corruption, aside the bills we have passed, it is important that we also sharpen up our oversight tools to ensure that government remains accountable always. However, I urge us all to more than ever, operate above board ourselves. In the last two years, we have successfully exposed numerous cases of corruption in our agencies and officers of government and as a result saved government enormous amount of public resources. This is what Nigerian people expect of us and we must continue to deliver on this. We must not make the mistake of resting on our oars. I say this to encourage you to keep up with the good works of exposing corruption as you have been doing so far. Yes, like Senator Isah Hamma Misau who had the courage to expose deep rooted institutional corruption, you will be attacked, blackmailed and insulted but, unlike any former Senate before this, we will not bow or be intimidated.

     “Distinguished colleagues, our focus on interventions critical to our national development will continue in this session. We will be interacting with stakeholders with the aim of repositioning our education sector and the health sector especially with the health insurance subsector as key primers of the economy. The major direction will be to expand access to basic education and health, incentivize investment in these critical sectors and find lasting solutions to issues of strikes and interruption in these sectors.

     “Dear colleagues, we are all witness to the revolutionary growth of innovative works and remarkable fits Nigerians both in the entertainment industry and software development are making across the globe. However, their ability to fully harness and reap the fruits of their effort continues to be hampered by our intellectual property regime which is yet to be reformed to meet with today’s digital realities and opportunities. We are determined to contribute our quota to make their lives easier and better by initiating and paying close attention to our intellectual property (IP) rights frameworks.

     “Distinguished colleagues, a lot has happened in our nation within the last few weeks especially with the floods. Let me take a moment to commiserate with all Nigerians who may have been affected by the recent floods. Our hearts and prayers are with you at this period.

    “On a salutary note, I am happy to report to you distinguished colleagues that while we were away, we also took note of some of the strides Nigerians have been making. We congratulate our women on the wining of the African Basket Ball Championship. We also congratulate our Super Eagles on their journey so far for the world cup qualifiers and we will continue to support and encourage them.

    “Before, I conclude this speech, let me on another winning note and on your behalf welcome Mr. President who has acknowledged his return to office through an executive communication earlier within the period of our vacation back to the saddle. We pray that the almighty Allah will continue to grant him full restoration.”

    Saraki promises Senate’s commitment to tackling Apapa Port gridlock

    The President of the Senate, Dr. Bukola Saraki has pledged Senate’s commitment to finding a lasting solution to the Apapa Port Road gridlock.

    Saraki who made this known on his Facebook wall said his determination to ensure the senate waded into the issue was as a result of complaints about the high cost of getting goods out of the port.

    ”After meeting, with a delegation of members of the private sector who complained to me about the high cost of getting goods out of the port due to perpetual gridlock on the port road and other roads around the area, I conducted an aerial inspection this morning.

    ”It is clear that the Senate must find a prompt and permanent solution to the problem.

    ”We must put in place an arrangement that is less cumbersome and not bogged down by bureaucracy.”

    He further said that the arrangement would include the participation of the private sector, who are a key stakeholders.
