    Classification of IPOB as terrorist organisation unconstitutional – Saraki

    Senate President Bukola Saraki yesterday faulted the declaration of the Indigenous People of Biafra (IPOB) as a terrorist organisation.

    Saraki also disagreed with the proscription of IPOB by South East governors.

    In a statement he personally signed, the Senate President said both the classification of IPOB as a terrorist organisation and the proscription of the body by Southeast governors did not follow due process.

    ”Following the clash between the military and members of the Indigenous People of Biafra (IPOB), I hereby call for calm and restraint by all Nigerians so that we would all jointly find the right solution to the current problem rather than worsening the crisis,” Saraki said.

    He said the National Assembly on resumption on September 26, would investigate the crisis rocking the South east with the aim of apportioning blames where necessary.

    Saraki insisted that the categorisation of IPOB as a terrorist organisation and its proscription by the governors were unconstitutional, especially with the laws stating clearly on how to go about such a situation.

    The Senate President said because of the unconstitutionality of the categorisation of IPOB as a terrorist organisation and its proscription did not follow due process the action cannot take effect.

    Saraki said: “Our brothers and sisters in the Southeast, in particular, should continue to maintain peace and tranquility and go about their lawful business. This crisis will not benefit anybody but would only expose innocent people to unwarranted danger.

    ”At this point, Nigerians outside the South-East who have worked to ensure that the crisis does not spread to other parts of the country deserve our commendation. I therefore call for continued efforts to sustain peace, unity and stability in all our communities so as to ensure that all residents, no matter their religion, tribe and creed, remain protected and safe under the law.

    ”It is also important that commentators and purveyors of information on all media platforms should be conscious of the need, at all times, to maintain the unity of the country. Therefore, they must refrain from circulating information that has the potential for aggravating the crisis. We should all realise, as individuals and as a collective, that Nigeria is all we have and it is in our individual and collective  interests that we  do not stoke the fire of crisis and fan the ember of discord through the message we are spreading. We must all protect and strengthen our country rather than contribute to her collapse and disintegration.

    ” I also wish to state that the announcement of the proscription of the group known as Indigenous People of Biafra (IPOB) by governors of the Southeast states and the categorisation of the group as a ‘terrorist organisation’ by the Nigerian military are unconstitutional and do not follow due process. Our laws make clear provisions for taking such actions and without the due process being followed, such declaration cannot have effect. I am sure the President will do the needful by initiating the right process. This will go a long way in demonstrating to the world at large that we are a country that operates by laid down process under every circumstance. So, those who have been hammering on this point should maintain their cool.

    “We must commend the military for their efforts in restoring peace to different parts of the country and sustaining the unity of the country. However, in the face of provocation, the military should allow themselves to be guided by their training, which emphasises respect for human rights, even in war. Also, given the nature of this particular situation, the military has every reason to be hesitant in the use of force.

    “Also, it is my view that we should not over-stretch the military. We need to protect our military against dissipation of their fighting strength. And this means we need to strengthen the police and equip them with the capacity to deal with civil crisis. That is why we, in the National Assembly, are already reviewing the Police Act and also looking at the possibility of enabling other para-military agencies to help in curbing civil unrest and maintenance of law and order.

    ”I want to also make it clear that the National Assembly intends to embark on a fact-finding investigation aimed at determining what actually happened during the period of the military exercise in the South-east. We want to be able to sift the facts from the fiction and determine who did what. It is quite clear that all the facts are not yet known. We assure Nigerians that there will be no cover-up. We intend to lay the facts bare.

    ”On a long term, we want to remind Nigerians that the reason for embarking on constitution review by the National Assembly was to enable us look into issues that are agitating the minds of Nigerians and creating tension among us. We have promised that the exercise would be continuous. We intend to keep that promise by further taking decisions that would strengthen and improve on our structures. The Eighth National Assembly, on resumption, will play its constitutional role by addressing all those issues that are agitating the minds of our people and over which they feel so strong. I appeal to all our people to always direct their grievances to the right channels.

    ” Let me further reiterate the need for all leaders of thought – political, religious and traditional – to continue to engage with our people on the need to maintain peace and be our brothers’ keepers.”

    IPOB: Saraki faults South-East Govs, Army over proscription

    President of the Senate, Dr Bukola Saraki, says Nigerian Army’s branding of Indigenous People of Biafra ( IPOB ) as a terrorist organisation is unconstitutional.

    Also unconstitutional, according to him, is the proscription of the group by the governors of South-East states.

    Saraki, in a 10-point statement on Monday in Abuja, said the pronouncements by the governors and the military did not follow due process.

    He said that such declarations would not take effect because the laws had made clear provisions for taking such actions.

    “I am sure the President will do the needful by initiating the right process.

    “This will go a long way in demonstrating to the world that we are a country that operates by laid down process under every circumstance.

    “So, those who have been hammering on this point should maintain their cool,’’ he said.

    While commending the military for their efforts in restoring peace to different parts of the country and sustaining the unity, he urged it to be guided by their training in the face of provocation.

    According to Saraki, military training emphasises respect for human rights, even in war situations.

    He added that given the nature of the situation in the South East, the military should have been hesitant in the use of force.

    The president of the senate urged the executive not to over-stretch the military, adding that “we need to protect our military against dissipation of their fighting strength.

    “This means we need to strengthen the police and equip them with the capacity to deal with civil crisis.

    “That is why we in the National Assembly are already reviewing the Police Act and  looking at possibility of enabling other para-military agencies to help curb civil unrest and maintenance of law and order.’’

    He said that the national assembly would embark on a fact-finding investigation aimed at determining what happened during the military exercise in the South-East.

    Saraki said that it was to enable it sift the facts from the fiction and determine who did what, adding that all the facts were not yet known.

    He assured Nigerians that there would be no cover-up, saying that all facts would be laid bare.

    He called for calm and restraint by all Nigerians to provide the right solution to the current problem rather than worsening it.

    The president of the senate further urged the people of the South-East to continue to maintain peace and tranquility and go about their lawful business.

    ACTDF’S ‘Unleash Your Talent 2017’ to hold grand finale on Sept 8

    The stage is finally set for the grand finale of the ‘Unleash Your Talent 2017’ of African Children Talent Discovery Foundation (ACTDF)’s Unleash Your Talent 2017, an initiative that seeks to discover talents in singing, dancing and acting.

    The event has been scheduled for September 8, in Port Harcourt, Rivers state.

    Addressing newsmen in Abuja on Thursday, president of the foundation, Noah Dallaji, said the show will give hope to young Nigerians in despair; while integrating them for the purpose of nation building.

    He expressed optimism that the grand finale would afford participants the chance to celebrate life and enjoy it to the fullest.

    “When we see our efforts impact positively on the needy and watch them, in turn, use their God given talents to influence the larger society positively, we become satisfied,” he said.

    He explained that the foundation had continued through thick and thin to uplift human lives in a most spectacular and humane way across the nation and beyond the shores of Africa.

    He added that while the foundation scouts for talents and help in developing same, it believes that harnessing human resources could help improve all aspects of tourism.

    Dallaji said the foundation would use its participation at the summit to showcase the potentials in Nigerian youths to the world.

    He said the winners would also join the foundation on a trip to New York for the United Nations (UN) summit later in September.

    Dallaji said the first and second runners up at the grand finale would get varied contracts in their respective fields worth millions of naira and cash prizes.

    Some of the celebrities expected at the event include ACTDF’s ambassadors- Ejike Asiegbu, Emeka Rollas, Tonto Dikeh, Thelma Okoduwa Ojiji, Lilian Esoro, Alex Usifo, Kate Henshaw, Marvelous Benji, Black Solo, Faze, Yemi Blaq and Sound Sultan among others.

    Also expected at the occasion is the Senate President, Bukola Saraki and Rivers State Governor, Nyesome Wike who is going to host the massive guests expected in the state on the said date.

    Saraki welcomes Buhari, says we need to strengthen economy

    The President of the Senate, Dr Bukola Saraki, has welcomed President Muhammadu Buhari back to Nigeria.

    In a statement signed by his Special Adviser on Media and Publicity, Mr Yusuph Olaniyonu, Saraki thanked God for the safe return and recovery of the President.

    He reaffirmed the commitment of the National Assembly to work with the President  to improve the standard of living of Nigerians  and overall development of the country.

    “I thank Almighty Allah for bringing President Muhammadu Buhari back whole, hale and hearty.

    ”When we met just two days ago, it was clear that Mr. President would soon be coming back home. In this regard, on behalf of all the senators, I welcome him back to the country.

    ”We must also commend Prof  Yemi Osinbajo, our Vice President, who, as Acting President, held the forte in Mr. President’s absence.

    ”Now that President Buhari has returned home, both branches of government, the executive and the legislature, must continue to sync our policy and legislative objectives to strengthen our economy through the diversification of our revenue streams.

    “This is by creating opportunities for more private sector participation in the economy and creating access to capital for would-be entrepreneurs.

    ”We must also tackle the unemployment problem head-on. We can only do this, working together.

    ”Moving forward, over the next few weeks, I am sure I speak on behalf of all the senators when I say that we look forward to considering the virement request by the Presidency which is before the National Assembly.

    ”We would also work towards the early presentation, consideration and passage of the 2018 budget,” he said.

    IBB, a major part of Nigeria’s political history – Saraki

    The President of the Senate, Dr Bukola Saraki, has described former military President, Gen. Ibrahim Babangida, as a major part of Nigeria’s political history.

    In a statement by his Special Adviser on Media and Publicity, Mr Yusuph Olaniyonu, to congratulate the former Head of State his 76th birthday, Saraki described Babangida as one of Nigeria’s most prolific statesmen.

    He commended the former head of state for the role he had continued to play in bringing about the development and progress of the country.

    “The former military president has played a key role in the history and development of our nation.

    “IBB’s leadership, commentaries and advice on the state of our polity and how to move our nation forward have been pivotal since he left office.

    “I wish him good health and many more years as he celebrates his 76th birthday,” he said.

    He prayed the Almighty Allah to continue to bless, guide and protect the former head of state.

    All Pension paid to Senate President has been returned, says Kwara SSG

    The Secretary to Kwara State Government (SSG), Alhaji Isiaka Gold, on Wednesday said Senate President, Bukola Saraki has returned all monies paid to him as pension back to the coffers of the state government.

    The SSG made this known on Wednesday in Ilorin in a press statement issued to clarify the issue of Saraki’s pension being paid by the state government.

    According to him, Saraki, who was a two-term governor of the state, has stopped receiving pension from the state since August 2015.

    The SSG did not state how much was returned to government coffers, but said a letter dated Aug 20, 2015 by the Senate President also directed that money credited to his account for pension be refunded to the government.

    “Dr Saraki requested that the payment of pension to his account be stopped and the amount already credited to the account be refunded to the Government, the State Government promptly complied.

    “The Government not only stopped the payment of the said pension, the amount already paid into Dr Saraki’s account since he left office was deducted from the money owed to him as well as his other outstanding lawful entitlements,” Gold added.

    According to him, Saraki is entitled to the money he returned as provided in the third schedule, Paragraph D (i) of the Governor and Deputy Governor ((payment of pension) Law, No. 12 of 2010 of Kwara State.

    He said that apart from Saraki, other former governors and their deputies were entitled to pension as provided by the law.

    “It should be noted that neither the Kwara State Government nor Dr Bukola Saraki violated the state pension law or any other law for that matter.

    “The State Pension Law empowers the State Government to pay pension to former Governors of the State,” Gold stressed.

    The SSG said the Senate President should be commended for his decision to abandon his legal entitlements.

    “It is the hope of the state government that this clarification will end all the controversy about this issue,” he added.

    The President of the Senate, Dr Bukola Saraki, has expressed sadness over the killing of some worshipers at St. Philip’s Catholic Church, Ozubulu, Anambra, on Sunday.

    The Deputy President of the Senate, Ike Ekweremadu, also condemned the tragedy and called for the arrest and prosecution of those responsible.

    Saraki, in a statement signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, stated that the killing of worshippers was evil.

    He called on security operatives to bring perpetrators of the crime to justice.

    “Today, my heart goes out to Nigeria’s Christian community, Gov. Willy Obiano, the people of Anambra and the families of the victims and the survivors of this terrible massacre.

    “This brutal act of attacking innocent and unsuspecting worshippers represents the purest kind of evil.

    “Our security forces must not stop until everyone involved in the orchestration and execution of today’s massacre in St. Philip’s Catholic Church is brought to book by the strong arm of justice.

    “The Senate will continue to offer assistance in this endeavour because today, all of us as Nigerians have been attacked by this senseless act committed by evil people,” he said.

    Saraki further urged security agencies in the country to step up their intelligence activities to prevent activities of criminals.

    He also called on security agencies to unravel any crime committed against Nigerians by undesirable elements in the society.

One of them is his Deputy Chief of Staff, Hon Gbenga Makanjuola, who recently turned 50. It is a measure of his importance to the Senate President that he dragged some principal officers of the Senate, like Ben Murray-Bruce and Dino Melaye, among others, to the venue of Makanjuola’s birthday celebration.

    Although it was a modest affair, Hon Makanjuola was undoubtedly delighted to host to such big names on a landmark occasion in his life. Amid the cutting of the birthday cake and exultant refrains of “Happy Birthday”, he was the very picture of ecstasy as he profusely thanked all the guests for gracing him with their presence.

    Minimum wage: NASS ready, waiting for executive – Saraki

    The President of the Senate, Dr Bukola Saraki, said the National Assembly was ready to consider and pass a new Minimum Wage Bill whenever it was presented by the executive.

    Saraki, who made this known when he featured in News Agency of Nigeria (NAN) Forum in Abuja, said that the senate was aware of the need to review the current minimum wage.

    He said that all the indices upon which the last minimum wage of N18, 000 was approved had changed and that there was, therefore, no need leaving the wage unchanged.

    He acknowledged that the sufferings of Nigerians were glaring, and said that the national assembly was only waiting for the executive to present a bill for a wage review.

    “We are in support; we are waiting for the executive. We have told them to go ahead with the idea.

    “I have said it myself and the Speaker of House of Representatives said it the last time that we are fully in support. We are waiting for the executive to make a move on it.

    “We are prodding the executive to do that; we have done that many times and we are still doing that.

    “It is justifiable to have a new minimum wage. How will it not be if you look at the challenges the people are going through.

    “More so, all the indices have changed since then, and should that be the only index that should stay the same? It is not possible,” he said.

    On the inability of some state governments to pay the current minimum wage, Saraki expressed optimism that all state governors were responsible and would key into a new wage when approved.

    “I am not in the state but I don’t think that any chief executive or any governor will be irresponsible not to want to provide succour for his people.

    “But, we have to understand that maybe they have challenges of affordability,” he said.

    On the recent request for the report of the 2014 National Conference to be sent to the senate, he said that although the move had been lauded, it should not be assumed that all Nigerians supported in.

    The president of the senate said that the upper chamber had learned to approach sensitive issues at a slow pace so that all Nigerians could understand and be carried along.

    According to him, the most important thing is to look at those things that unite us as Nigerians and focus on them rather that the things that divide us.

    He allayed fears some of the rejected issues in the Constitution amendment process made not be redressed, saying “We will cross that bridge when we get there.

    “As I said in my opening remarks when we were talking about devolution, I think we should not aggregate or rush to conclude where all Nigerians are on issues.

    “I think that we should try and ensure that we get everybody’s buy-in on very major issues like this.

    “I want to re-emphasise that we need to be very sensitive on how we go about addressing these issues.

    “That somebody is not on my own page does not mean that the person is not somebody I can engage with or do things with,’’ Saraki said.

    “As I said, I cannot kick you out of Nigeria; you cannot push me out of Nigeria; this Nigeria belongs to all of us, we have chosen, in spite of all our diversities, to be one.

    “What is needed now is the political skill, in spite of those things that divide us, to be able to come together in the things that are important to make a modern country.

    “There is no point having a country that will not give opportunities for its people. That is why I believe that certain powers to the state will ensure and create better opportunities for everybody.

    “But, there are some that might think otherwise, and the answer is not to stampede them to say `look, this is where we are, what is wrong with you’. It is not going to bring the result; it will even set us back,” he added.
