  • Buratai wrong on soldiers

SIR: The accusation of lack of ability, lack of will to fight and tame the insurrection ravaging the country by General Tukur Buratai on the part of soldiers is unfortunate. When Buratai became the Chief of the Army in 2015, he swore to ‘neutralize’ Boko Haram and did his best to degrade the group in 2016 to the level that the government bragged that the terrorists had lost the ability to operate at will in the Northeast, which was their main theatre of operation.

Even the president’s critics had to commend the efforts of the Nigerian Armed Forces especially when Sambisa Forest was captured by fighting troops from the hands of the insurgents.

Whatever happened to the same army?

One of the finest professional army to come out of Africa is now an incompetent force regarded by the general public with disdain.

Starting from the failed coup of January 15, 1966 junior officers in the Nigerian army held command positions instead of superior officers. Superior officers sought special treatment from junior officers then and afterwards, General Obasanjo Olusegun as civilian president even had to retire some ‘political officers who held political positions in previous administration.’

It is not for nothing that serving officers steal so as to be politically relevant having seen how powerful ex-officers who put their snout in the gravy train have become in the political corridor.

At the height of the militancy in the Niger Delta, some army officers were court martialled for selling arms to militants.

Soldiers complained about lack of ammunition during the Jonathan administration and many said openly that Boko Haram fighters were better equipped than Nigerian soldiers.

It was shameful that mercenaries at a time were hired to fight the insurgents and they fought to rout Boko Haram on the eve of a general election.

The Nigerian army needs a total overhaul. No gain-saying the obvious.  War is too serious to be left in the hands of the army alone. The president should be like President George Bush and quickly set up a civilian committee to give him non-partisan ideas on how to fight the insecurity ravaging the country. The war the army fights is an asymmetrical warfare which is the most difficult to fight because there are no frontlines. To defeat insurgents you need to carry the war to them just the way SEALS, Delta, and Rangers amongst other elites forces do.

Does the Nigerian army have an elite force to carry out special missions behind enemy lines; do we have human intelligence strategy to win the war on insurgency?

It is a pity that Buratai hauled over the coals on men fighting to ensure that we sleep with our eyes closed. Blame the system, not the men.

  • Buratai: Epitomizing courage in leadership

“All problems, personal, national, or combat, become smaller if you don’t dodge them, but confront them. Touch a thistle timidly, and it pricks you; grasp it boldly, and its spines crumble. Carry the battle to the enemy! Lay your ship alongside his!”
    — Fleet Admiral William “Bull” Halsey, United States Navy
Genuine leadership inspires confidence, trust and innate followership. It provides direction and sets the agenda, as well as define timeframes of accomplishing identified targets. Nigerians often say, an ideal leader is one who markets himself as servant-leader to the people. But it takes courage to resist the temptation of bossiness to condescend to such levels.
So,  a leader without courage is like a bird stripped of its wings. Courage gives a leader the savvy to fearlessly confront and solve both physical and intellectual problems affecting the people or organization he superintends. Courage stands out  as the most potent virtue of a leader, as echoes American author, politician, and diplomat, Clare Boothe Luce, who asserted that “Courage is the ladder on which all the other virtues mount.”
Therefore, leadership goes beyond the theorized external prescriptions of conventions. The man on whose head the cap of leadership descends relies more on his invisible attributes to deliver or epitomize venerated leadership.
Nigeria’s Chief of Army Staff (COAS) and leader of the Counter-terrorism operations, Lt. Gen. Tukur Yusufu Buratai in all gradations, embodies the strength of leadership courage.  Leading an Army to victories against terrorism and insurgencies in Nigeria is a grueling task.
It demands much more than kitting troops; restocking armouries and ferrying soldiers to the frontline for battles. The leader of the counter-insurgency requires courage to enforce Rules of Engagement (ROE), discipline, enforce indiscriminate redeployment of troops and even the courage to take the war to the doorsteps of the enemies. Nigerians have seen it manifest in Gen. Buratai’s leadership of the Army.
It is the push of courage that fearlessly propelled Gen. Buratai to lead his troops to Sambisa forest and conquer it after a fierce battle with resistant insurgents. Before this hour, Sambisa forest was famed as the deadliest haven of the terrorists with an impenetrable fortress, which housed Boko Haram leader Abubakar Shekau, other top commanders, a pantheon of foot soldiers and a dozen hostages. But the courage of Gen. Buratai demystified it. Others before him dreaded Sambisa until the expiration of their time in office.
Some people think leadership is a tea party. That’s a huge joke! It’s in reality a burden for those truly out for service to humanity. Its complexities sometimes disarm, when certain problems sprout up.  It shudders the heart and soul constantly, much as it drains energy. Its not a bed of roses or as easy buying candy at a roadside shop. Therefore, like the old adage goes, uneasy lies the head that wears the crown.
President Buhari knows deeply the inclination of his country men and women. And a phrase in his speech when he interacted with the Nigerian Community, in Dubai, last April keeps resonating all the times.
Buhari said; “You can’t take Nigerians on paper, it’s when it comes to practical application of what is on paper, this is where you have problems with Nigerians.”
But Gen. Buratai has proven that he is a leader who can translate his ideas from paper into reality; who has the nerve and courage to explore new frontiers or break new grounds in leadership. He exudes courage; he stooped and conquered the enemy several times. So, even those   gifted with all other leadership qualities, but devoid of courage, pales into insignificance.
Dorothy Thompson explains that “Courage, it would seem, is nothing less than the power to overcome danger, misfortune, fear, injustice, while continuing to affirm inwardly that life with all its sorrows is good; that everything is meaningful even if in a sense beyond our understanding; and that there is always tomorrow.”
Therefore, the many times insurgents attempted to demoralize and frustrate Gen. Buratai and his troops in Northeast, by unleashing attacks on military bases, he has never flinched or dread confronting them again and again. Rather, he is emboldened by such incidents to strike more ferociously. It is the unyielding spirit of courage in a soldier and leader.
The several times terrorists attacked his convoy in the Northeast, it was courage that gave him the impetus to fight back. And terrorists mournfully counted their casualties after such encounters.
But sometimes, if you are not strong-willed, distractive cacophonies alone can throw you overboard. Nigerians can make your competent self, feel an empty void within, which undermines or blurs your training and experiences. But it is the influence of courage that compels you to see beyond the machinations of detractors.  Buratai has passed through such hellish experiences; remained stronger and more focused.
And it only takes courage for a leader to successfully fight several battles simultaneously. Gen. Buratai is fighting on many fronts, but has remained undaunted by the enormous challenges and confrontations. The Army Chief battles terrorists in the Northeast, their masked agents, armed bandits /cattle rustlers, and armed local militias among others.
Thereafter, he devotes time to battle civilian adversaries, detractors, hirelings against the Nigerian Army as well as spies within the system. But courageously, he dares them; emerges victorious and unhurt.
What drives his spirit and keeps him strong to remain afloat atop the leadership sea in Nigeria is what former British Prime Minister, Winston Churchill encapsulates in the wit that “Success is not final, failure is not fatal: it is the courage to continue that counts.” Gen. Buratai knows the courage to persist is more rewarding than shirking in the face of challenges.
And bolstered by such wisdom, Gen. Buratai’s focus has always been on his job and how to grab success. He is an extremely organized soldier and leader who takes his job damn serious at all times. He sleeps less; thinks more and dispenses himself as a leader who holds tenaciously more to transformational dictates than rhetorics.
His foot soldiers can vouch for him on this score any day. The Army General believes every step he takes is carefully thought-out and secured against lapses.  His troops savor his amiability and relishes his gentle mien.
Nigerian troops are familiar with him the way a dog is to its owner. He knows what his troops require at any given time and works towards it. The comfort of troops is his number one priority and no obstacle hinders him from inspiring them into action and greater performance both in the trenches and the offices.
Gen. Buratai’s courage in leadership knows when to condescend to the level of his troops; knows when the spirit of his troops is dampened and what tonic he can administer to animate it.  Again, Winston Churchill affirms that, “Courage is what it takes to stand up and speak; courage is also what it takes to sit down and listen.”
It explains why he has made it a conscious policy to persistently visit troops at the frontline, spend nights and devote a good time with them in the open fields; hook them unto interpersonal interactions to understand their feelings and insight into their peculiar problems.
And he spares no opportunity of enlightening his troops. He has taught soldiers loyalty and patriotism to Nigeria as sacrosanct creeds. Thus, the Army Chief again finds very useful the philosophy of the Chinese military strategist and war veteran, General Sun Tzu about the five essentials of victory.
Therefore, he knows that on these counter-insurgency operations; “He will win, who knows when to fight and when not to fight…He will win whose army is animated by the same spirit throughout all its ranks… He will win who, prepared himself, waits to take the enemy unprepared.”
And for years, Gen. Buratai has imbibed the culture of writing to his troops endearing epistles, commending and encouraging them on the battlefront at festive seasons. He visits them in the trenches at such occasions and celebrates with them. They converse freely and at such times, he does not hesitate to remind them of Tzu’s memorable caution that “There is no instance of a country having benefited from prolonged warfare.”  Thus, Nigerian troops are in a hurry to end the war by whatever means possible.
Indeed, Gen. Buratai is honed for the job and knows its intricacies. He follows the turbulent tide and ensures his troops conquers it. Certainly, President Buhari must be an excited leader that his search for a competent and trustworthy COAS delivered to him a soldier like Gen. Buratai who is moulded after his (Buhari’ military persona and has kept the promise on combating Boko Haram terrorism.
So, President Buhari’s wish that he had remained a younger person to again lace his boots to hop into the trenches to battle terrorists has been replicated in a relieving fashion through the posturing and actions  of Buratai as his  Army Chief and the nemesis of Boko Haram. Gen. Buratai has the nerve and exhibits the courage to conquer his world no matter the odds staked against him.
Therefore, when some Nigerians mouth baseless criticisms of leaders, it amuses because they are far from the furnace and might not know the degree of the heat.  No doubt, Gen. Buratai is experienced and knows perfectly how best to navigate the leadership path to safety, deliver positive results and  successes on assigned assignments in Nigeria.

“The Chief of Training and Operations Major General Lamidi Adeosun, Theatre Commander Operation LAFIYA DOLE Major General Benson Akinroluyo and Provost Marshal Army Brigadier General H Ahmed among other senior officers were in the entourage of the Chief of Army Staff.”

  • Buratai to media houses: avoid using unverified reports

The Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai, has urged media houses to always verify reports on insurgency in the interest of the country.

The Army chief spoke at the weekend while inaugurating buildings for corporals and lower ranks at Bonny Camp on Victoria Island, Lagos.

Buratai, who also inspected the permanent site for the Nigerian Army School of Logistics, Ojo, as well as inaugurated the reconstructed hospital at the Army Reference Hospital, Yaba, noted that most unverified stories turn out to be untrue and negatively affect troops battling insurgents in the Northeast.

“The insurgency we are facing is something that we will continue to address as it appears and manifests in different forms and shapes.

“I call on the media to be very cautious and make efforts to verify reports before publishing them,” he said.

Buratai said he was glad that the welfare of officers and men were being taken care of, adding that it would boost their morale in these times of war.

Praising the welfarist drive of commanders of various army units, the Army chief pledged the relentlessness of the Army to provide more help, where necessary.

“We will not stop addressing the welfare challenges of officers and men as well as their families’. We are still addressing the dilapidated structures in our command schools,” he said.

Acknowledging the peace in Lagos and Ogun states, Buratai hailed the General Officer Commanding (GOC) 81 Division, Maj.-Gen. Musa Yusuf, for reining in criminal elements.

  • Buratai seeks prayers for troops fighting Boko Haram

The Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai, yesterday urged wives of soldiers to pray for their husbands fighting Boko Haram terrorists in the Northeast.

He spoke at the inauguration of six blocks of flats rehabilitated for soldiers at the Nigerian Army Reference Hospital (NARH), Myhoung Barracks, Yaba, Lagos.

Buratai, who was represented by the General Officer Commanding (GOC) 81 Division, Maj.-Gen. Musa Yusuf, urged the women to eschew trouble and live peaceably to lessen the burden of their husbands on the important national service.

The Nation reports that the COAS also inaugurated the newly refurbished 81 Division Garrison complex at Obalende.

The Army chief said he made the provision of decent accommodation a priority since he assumed office in 2015, adding that the barracks had hitherto suffered from negligence and disrepair.

He emphasised the need for decent barracks accommodation for personnel of the Armed Forces to allow physical separation from the civilian population and proper functioning.

Buratai said the provision of comfortable, rudimentary infrastructure and hygienic living conditions increase the moral of personnel and their families, thereby reducing the risk of stress disorder.

He added: “To operate efficiently, the Armed Forces require physical separation from civilian society. Therefore, the barracks were created. A good working environment, especially in the area of decent accommodation for the Army, has been priority since I was appointed COAS.

“I have also made significant effort to renovate and reconstruct accommodation for personnel and their families to enable them give quality service delivery to the nation.

“I was here in 2018 on an assessment tour of 68 NARH and I went round the barracks. I was stunned by the level of depreciation and neglect the structures were in. I directed the immediate renovation and remodelling of six blocks as the first phase of the reconstruction work.

“The project involved the redesigning and reconstruction of the old three blocks of two bedrooms and three blocks of corporal and below quarters (CBQs).

“It is expected that this edifice will be put into efficient use and properly maintained. I remain committed to providing the necessary funds to continue with the rest of the accommodation, despite the economic constraints in the country.

“I enjoin the soldiers to maintain the accommodation so that the continuation of the project and money spent will be justified. I will not tolerate the deterioration or dysfunction of these blocks anytime soon.”

The Garrison Commander, Brig.-Gen. Caleb Dalhatu, lauded Buratai’s desire to provide a conducive and befitting working environment for personnel.

He thanked the COAS for his commitment to troops’ welfare. Acting Commander Medical Corps, Col. Samuel Adama, noted that the accommodation would boost the morale of the troops at the war fronts because they would know their families are being cared for.

  • Buratai inaugurates secured information platform for Army

The Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai, has inaugurated a secured information platform for the Nigerian Army.

At a ceremony in Abuja yesterday, the COAS said the platform would greatly enhance the performance of the Army in its commands and units.

The Army chief said the platform would take off with 350 users, adding that provisions would be made for its subsequent expansion.

He added: “It gives me great pleasure to welcome you all to this occasion of the launching of the Nigerian Army Secured Information Platform (NASIP).

“The platform is a secured web-based information sharing and collaboration solution that was recently acquired by the Army.

“This is in line with my vision of having a professionally responsive Nigerian Army in the discharge of its constitutional roles. In this case, this launching is to afford the Army an efficient and robust platform for paperless interactions that would ensure secure and speedy communication of correspondence between the various departments, formations and units in the Army while minimising the use of paper to the barest minimum.

“As seen from the demonstration of its features, the platform is an upgrade from the NAWANI system.

“It has its server residing in NACWC with a storage capacity of 500 terabytes and backup storage of 112 terabytes. The platform is currently capable of accommodating about 350 users for the initial rollout with additional provisions for expansion to accommodate more users in the future.

“The major requirement that was considered before the acquisition of this platform was security and speed among others. Consequently, this platform is able to provide secured emailing with end-to-end encryption functions within customised web domain and revolutionary integration with text, voice and video chat and conferencing.”

Buratai also said: “Additionally, it also enables sharing of calendars and allotment of tasks for error-proof planning and task delegation. The system is custom-built to provide real-time collaboration between departments, formations and units.

“The solution has an integrated Document Management System (DMS), which ensures that users’ files are available at any time on all devices.

“The user-friendly Document Management System also features easy documents sharing and fast in-browser document editing incorporated within the comfort of dedicated software application for desktop and mobile options. It also features offline work or compatibility within all applications.

“Furthermore, in addition to its core functions, it also features Army policy/procedures and news room modules designed to keep users abreast with NA policies and news as soon as they are published. More so, all NA’s social media accounts can be accessed through the platform.”

  • We need N1b to produce war vehicles – Buratai

Nigerian Army is sourcing N1billion to boost capacity of its vehicle manufacturing company to produce more combat vehicles to counter terrorists and other insurgents, the Chief of Army Staff, Lt. Gen. Tukur Buratai, has said.

Nigeria has recently been bedeviled by different forms of insurgencies; Boko Haram, kidnapping, armed banditry, armed robbery and cattle rustling. But demonstration of locally made bullet proof ballistic vest, NA Armoured Light Tactical Vehicle and mine sweeper produced by the Nigerian Army Vehicle Manufacturing Company (NAVMC) showed that the military will soon be better equipped to stem the challenge.

Addressing the closing ceremony of the Nigerian Army Combat Arms Training Week yesterday at the shooting range of Nigerian Army Infantry Corp, Jaji, Buratai noted that Nigerian Army’s new inventions and acquisitions are force multipliers, hence the fund will improve the equipping and capacity of the Army.

“The innovations by the Nigerian Army in the areas of equipment production, localising and bringing back vehicles and equipment that are hitherto abandoned, is another major achievement that we recorded.

“You have been promised by the Group Managing Director of NAVMC that in the next three to four months, we should have brand new vehicles originally produced by the Nigerian Army for use in the Army and the general public that may find it useful, especially the paramilitary agencies. This we believe will transform the Nigerian Army and Nigerian industrial companies, when we start mass production.

“We are already sourcing for the sum of N1billion to support the Nigerian Army Vehicle Manufacturing Company. We have a number of investments in the Army that have been generating huge amounts of money and we will take a loan from there to support Nigerian Army Vehicle Manufacturing Company to realise our dream of producing indigenous armoured fighting vehicles and to continue to maintain our existing equipment.

“Military equipment are never obsolete, with maintenance culture of the military globally, vehicles and equipment of the Second World War are still useful in other parts of the world. The firepower demonstration today is the last activity of the combined Combat Arms Training Week (CATWEEK) and the Chief of Army Staff 1st Quarter Conference.

“This Conference has brought us together to assess what we have so far achieved in the first quarter of 2019,” the COAS added.

The Acting Governor of Kaduna State, Arch. Barnabas Bala Bantex, commended the military and the police on their efforts to ensure peace in the state. “The Nigerian Army and Police have helped to keep Nigeria and Kaduna safe. They have helped in combating terrorism, armed banditry, kidnapping and other forms of insecurity,” he said.
