    Mutfwang to flood Jos with modern houses for civil servants

    Plateau State governor, Barr Caleb Mutfwang has promised to flood the metropolis with housing estates to accommodate all cadre of workers in the state civil service.

    Gov Mutfwang gave the promise while flagging off the Workers’ Housing Estate for Civil Servants in Zanwra Nkie Whie, Miango District of Bassa Local Government Area.

    The Governor said, “Today, we are not merely laying foundation stones; we are laying the foundation of hope, dignity, and stability for our hardworking and dedicated workforce. This project is a clear testament to our administration’s unwavering resolve to prioritise the welfare of civil servants, the true engine room of governance.

    The governor further noted that “housing is not a privilege, it is a right. A decent home provides comfort, security, and a stable foundation for a dignified life. For too long, many of our civil servants have struggled with inadequate housing, spending most of their earnings on rent and leaving little for other family needs.

    “To address this challenge, the Plateau State Government has acquired 38.299 hectares of land here in Zanwra Miango District at the cost of ₦346,542,000, which has already been fully paid for. With this project, we are not just building houses; we are creating homes, communities, and enduring legacies.”

    “When we came into office, we made a solemn promise to rebuild trust, restore dignity, and reposition the civil service as a model of excellence. By the grace of God and with your steadfast support, we have made significant progress.

    “Permit me to highlight a few key milestones we have collectively achieved since May 2023: We cleared months of accumulated salary arrears and restored regular, timely salary payments.

    “We settled decades-old pension and gratuity backlogs, some dating as far back as 1986 and began paying death benefits to families who had long given up hope.

    “We increased pensions by up to 100%, raising the minimum pension from ₦5,000 to ₦20,000, giving our retirees renewed dignity.

    This government approved the new ₦70,000 minimum wage for Plateau State civil servants.

    “We introduced digitised personnel records and e-governance platforms to ensure greater efficiency, transparency, and accountability.

    “We renovated offices, provided essential tools, and organised capacity-building programmes to boost productivity and morale”.

    In his welcome address, Head of Service, Stephen Pam Gadong, hailed the event as a “milestone in the history of Plateau State’s workforce.

    Plateau State NLC Chairman, Comrade Eugene Manji, described the flag-off as a “defining moment” for labour and welfare advocacy in the state.

    Plateau State Governor, Caleb Mutfwang, has signed into law the 2025 supplementary budget of N109.7 billion, following its swift passage by the House of Assembly.

    The appropriation, covering this month to December, is aimed at bridging financial gaps and strengthening government’s services across critical sectors.

    The Attorney-General and Commissioner of Justice, Philemon Daffi, who had earlier presented the draft of the bill to Mutfwang for assent, applauded the Assembly for giving the bill the needed attention.

    Speaking shortly after assenting to the budget at Government House, Rayfield, Governor Mutfwang emphasised that security remains a cornerstone for sustaining Plateau’s socio-economic revival.

    He expressed appreciation to security agencies for their cooperation, noting that the improved security atmosphere in Jos has attracted more visitors and boosted the hospitality sector, with hotels now reporting full bookings.

    Also,  the governor acknowledged persistent security challenges in border areas and called for an enhanced military presence, particularly intensified air surveillance, to complement ground operations.

    He spoke during a visit by the Chief of Air Staff (CAS), Air Vice Marshal J. Usman.

    ‘’I want to thank all the security agencies that have worked with us to make Plateau a secure place. While there are still pockets of concern, the growing number of visitors to Jos in the past two years is a testament to renewed confidence,” the governor said.

    He urged the Nigerian Air Force to expedite the deployment of platforms, citing the need for aerial cover in difficult terrains such as Mushere, Chakfem, Qua’an Pan, Wase, and Kanam.

     Mutfwang further assured of continued collaboration with the Air Force and other security agencies to safeguard lives and property, while also appealing for stronger community engagement in areas hosting military formations.

    In his response, Air Vice Marshal Usman thanked the governor for the support extended to the Nigerian Air Force and pledged sustained efforts to secure Plateau State.

    “We are here, sir, to thank you for the support we’ve received. My visit is also to assess operational readiness and review our activities to ensure professional efficiency across the state,” he said.

    The Air Vice Marshal unveiled plans to hold the Air Force Provost Conference in Jos as a signal of confidence in Plateau’s safety, while seeking innovative strategies to address security challenges.

    He urged personnel at the Air Force Base in Kerang, Mangu Local Government Area, to deepen civil-military relations and collaborate closely with local communities to protect the state’s territorial integrity.

    Governor Caleb Mutfwang of Plateau State has reminded Local Government Executives that their being in government is not an accident but an opportunity to pay the debt that they owe humanity.

    He therefore stated that they must discharge their duties with every sense of responsibility.

    Mutfwang spoke while declaring close a five-day retreat organised by Plateau State Ministry for Local Government and Chieftaincy Affairs for Local Government Council Executives at Miango Rest Home, Miango, Bassa LGA, Plateau State.

    Gov. Mutfwang called for synergy among the local government executives and administrators for a better local government administration in the state.

    He encouraged them to rethink local government administration and make a difference.

    Speaking on the theme of the retreat, ‘That Plateau May Shine,’ Mutfwang noted that if Plateau must shine, then all the 17 local government areas of the state must shine as well.

    He appreciated the resource persons who took out time to engage the local government executives on various topics and urged the participants to take the lessons learned back home to their respective staff.

    Commissioner for Local Government and Chieftaincy Affairs, Ephraim Usman, who read the communique issued at the end of the five-day retreat, said the event was an impactful one to the local government executives.

    State of Plateau infrastructure in two years of Gov Mutfwang

    Prompted by the demand for accountability by citizens of Plateau state, Kolade Adeyemi in this report examined the Gov Caleb Mutfwang 2 years administration in areas of infrastructural development.

    It has become necessary, given that state governments are entitled to statutory monthly allocation from the federation account, to consider that two years is enough a time to measure the success of a state administration. This is necessary to measure and bring to bare campaign promises, monthly allocations received and proves of adequate deployment of state resources for the purpose of understanding the differences between praise singers and critics of the Mutfwang’s administration in Plateau state.

    In his inaugural speech on May 29, 2023, Gov Mutfwang made known his mission and vision known to citizens of the state.

    “Our vision is to build a united, secure and prosperous plateau. Therefore, I will together with my team work day and night to transform the environment and the living conditions of our people for the better and to ultimately leave behind a legacy of great service for a better Plateau. Suffice it to say, our goal is to work relentlessly towards returning Plateau to its glory days and to reposition it for Peace and Prosperity.

    “Fellow citizens, we have the resolve and we are resolute in our desire for a new Plateau. Let me reaffirm that we will summon the political will every step of the way to initiate policies and programmes that will engender peace, progress and prosperity in our land. This is a solemn commitment, and you can hold me to my word. By the grace of God, we shall remain committed to our vision for the state. Conscious of the fact that I have been elected Governor by the divine will of God and the great determination of the people, I promise by word and deed to be an advocate and Practitioner of justice, fairness and equity”

    Besides his mission and vision, a glance at the 23 supplementary budget of the state and that of 2024 and 2025 reflects the governor’s genuine commitment to infrastructural development of the state.

    The activities of the 2025 anniversary of democracy day (June 12) celebration shows that governor Mutfwang has moved from rituals of mere annual budgetary provisions to commissioning of completed capital projects. Project commissioned on June 12, 2025 includes, The governor a completed Laboratory, Paediatric Ward and Office Complex, at the Plateau State Specialist Hospital, Jos. Another completed project is Utonkon Bridge and adjoining Roads linking Namus junction-Rayfield road, and 1 Storey Administrative Block and Refurbished Joshua Dariye Hall at the Plateau State Polytechnic, Jos Campus. The governor also commissioned the 2nd batch of Metro Buses.

    Earlier in the first year of the administration, the governor had completed the rehabilitation of township road within the Jos-Bukuru metropolis programed under the “City Renewal” project. It was learnt the City Renewal project also was also extended to the rural communities across the 17 local governments of the state.

    Closely related to the city renewal project was the restoration of the estheticians and beatification of Jos city. One of the fans of Gov Mutfwang who a former councilor Hon Benjamin Kawu said, “The mantra of gov Mutfwang administration is “The Time is Now” and has brought by invoking the now popular Executive Order 003 which the governor has user to restore the original beauty of Jos. It was a practical step taken to address indiscriminate building of shops on the streets, indiscriminate motor parks and proliferation of markets within the metropolis. The city is now looking clean befitting of a state capital. Indeed, helped us in safeguarding Jos from degenerating into an unmanageable urban sprawl that is vulnerable to crime and social disarray” he stressed.

    The Nation learnt that through the Road Maintenance Agency, gov Mutfwang has rehabilitated over 2 road network within Jos-Bukuru metropolis. General Manager of Plateau State Road Maintenance Agency, Engr. Luke Davou, said, “The administration has successfully rehabilitated a network of roads that were constructed over 40 years ago, which had deteriorated into hazardous conditions, leaving citizens in nightmare.

    But through the Governor Mutfwang has reconstructed, rehabilitated and and awarded contracts for the construction of new roads across the 17 Local Government Councils.

    Notable projects that have undergone repairs and reconstruction include Hope Hill, land and Survey road, Liberty Boulevard-Gold & Base road, Living Faith Road; Ahmadu Bello-Area Command- West of Mines road, Ahmadu Bello-Kashim Ibrahim road, Rhino Gold Club roads, Prof Ochapa road, Rikkos Junction (TT&T)- Yanshanu road, Maternity-Moonshine Hotel, Ahmadu Bello-Plateau Riders, Maternity-Masalacin Juma’a road, Zololo Junction road, Yan Trailer,  Main Market, Parking Arb stree,  Sarking Arb street, St. Micheal, street, Dutse Uku ,

    Others includes Building Materials-Open University road, AVI Rokkos Yanshanu road, ATMN D.B.     These infrastructural enhancements reflect Governor Mutfwang’s commitment to the safety and well-being of the state’s residents, ensuring that Plateau State’s roads are not only passable but also conducive for all users.

    Another area where residents scored the governor high is in the transport sector. The Governor, through Plateau Express Service Limited, headed by the Group Managing Director/CEO, Hon. Samuel J. Gwott, has launched the first and second phase Tin City Metro Bus initiative.

    “This ambitious project introduces 15 modern MAN-Diesel buses to meet urban transportation demands, equipped with advanced amenities such as Near Field Communication (NFC) and secure card payment technology.

    The 15 modern MAN-Diesel buses were commissioned on Tuesday May 7th, 2024 while the 2nd phase of 15 luxurious buses was commissioned on June 12, 2025 by the governor.

    “The Tincity Metro came along with comprehensive video monitoring systems, enhance passenger safety and the overall commuting experience.

    This will set the benchmark for smart, inclusive, and sustainable public transportation across the Jos Bukuru Metropolis.

    Meanwhile, Governor Mutfwang made a bold commitment by refurbishing all distance vehicles in the first Quarter of 2024. 15 fully refurbished buses have been launched into inter-state service across major routes including Jos, Bayelsa, Warri, Akwa Ibom, Port Harcourt, Enugu, Kano and Kaduna.

    Additionally, in 2024, 20 Toyota Sienna vehicles, complete with security enhancements, have been acquired for the Jos-Abuja route. The fleet also includes 20 refurbished 14-seater Toyota Hiace buses, now outfitted with tracking devices and audio surveillance capabilities. The 20 Toyota Sienna vehicles were commissioned by the Deputy Governor, Ngo Mrs Josephine Piyo.

    The Plateau Express Service Limited also launched a fully responsive corporate website. This platform provides detailed information about the company, its management team, services, contact options, FAQs, news, and social media links, fostering real-time interaction between customers and staff.

    The new invention in the Plateau Express Services Group with the initial lauch of the first phase of the Metro Bus Service resulted in the employment of 149 staff members across various categories. With the upcoming of the second phase, an additional 115 personnel will be recruited to support operations across critical roles. The initiative has creates employment for over 500 individuals in the state with a significant multiplier effect among ad-hoc and contract staff.

    Plateau State Governor, Caleb Mutfwang, has reaffirmed his administration’s readiness to develop sports infrastructure and improve economic activities across the state.

    He also said his administration was committed to promoting youth engagement through sports.

    The governor made this known yesterday while receiving a delegation from   Chairman Royal CBS Group, Mr Khalifah Onu, and his team who are the prime consultants for the forthcoming Nigerian University Games Association (NUGA) competition.

    The 26th NUGA Games are scheduled to take place from November 6–16, 2025.

    The competition will be hosted by the University of Jos.

    According to him, under his leadership, the state is committed to ensuring adequate security and logistical support during and after the upcoming NUGA 2025 games to guarantee successful tournament hosting.

    Plateau State Governor, Caleb Mutfwang, has debunked speculation of a defection to All Progressives Congress (APC), describing such rumours as unfounded and misleading. Addressing journalists, Mutfwang reaffirmed his loyalty to Peoples Democratic Party (PDP), a platform he said has shaped his political ideals and reflects the will and aspirations of his people.

    “I haven’t had that conversation of leaving PDP for APC with anyone,” he said. “The media has speculated a lot, but nothing has happened. It is a creation of certain individuals pushing their agenda.”

    Mutfwang’s response comes amid a high-profile defections that have rattled PDP, with governors in Delta and Akwa Ibom switching allegiance to APC. Yet, the Plateau helmsman insists his case is different, rooted not in convenience, but conviction and principle. “Plateau has always stood with PDP. APC has never existed on the Plateau. I say that with every sense of responsibility,” he declared.

    For Mutfwang, political affiliation is not a matter of opportunism, but a reflection of deeper ideological and historical bonds. He contended that those behind the defection rumours either misunderstand the state’s political landscape or seek to manufacture momentum where none exists. “Some of them mean well but are mistaken,” he said, referring to pressure groups in and outside the state calling for a change of party.

    Looking back, Mutfwang recalled APC’s controversial rise to power in Plateau. “In 2015, we paused collation at 8 pm and planned to continue the next morning. But by 2 am, results had been announced. That tells you everything,” he said, alluding to what he believes were irregularities.

    He expressed his belief that PDP was robbed of victory in 2019, asserting that General Jeremiah Useni, the party’s flagbearer at the time, won. These experiences, Mutfwang said, have deepened PDP’s emotional and political roots in Plateau State.

    Acknowledging uncertainty in politics, he said his path will be guided by his faith and commitment to service. “My political future will be decided by God and the people,” he said. “Wherever Plateau people go, that’s where we go.”

    Despite internal challenges, Mutfwang expressed optimism about the PDP’s future. As a member of the party’s national reconciliation team, he admitted there have been losses, including key legislative seats through court rulings, but progress is being made toward unity and renewal. “I am a bona fide member of the PDP. I remain so. And I’m very optimistic that very soon, the PDP crisis will be a thing of the past. Our people are watching. They know who has stood with them in good times and bad. That’s what counts in Plateau politics—not propaganda, not press statements,” he said.

    In a statement, the Governor paid glowing tribute to the heroes and patriots of democracy, men and women who envisioned a nation ruled by the collective will of the people and paid the price for that ideal.

    The Minister of Communications, Innovation and Digital Economy, Dr. Bosun Tijani, has announced a strategic partnership with Plateau State Governor, Barr. Caleb Mutfwang, to transform the iconic  Nigeria Standard nine story building into a state-of-the-art digital hub aimed at creating employment opportunities and empowering young talents across the state.

    Speaking during a courtesy visit to the governor at the Twin Theatre, New Government House, Rayfield, Jos, Dr. Tijani said the initiative aligns with the vision of President Bola Ahmed Tinubu and Governor Mutfwang to equip Plateau youths with cutting-edge digital skills that will enhance national productivity and economic growth.

    The minister disclosed that Plateau State has been selected as one of the pilot locations for the deployment of 7,000 new telecom towers across the country, which is an ambitious federal initiative designed to extend connectivity to underserved areas and bolster national security infrastructure.

    “Your Excellency, we recognise your efforts. Whatever it takes to make this vision a reality, we will pursue it. We see in Plateau State the key to Nigeria’s success. Think about the creative sectors that have elevated our national profile; many of those talents emerged from Jos. This city is welcoming, hospitable, and brimming with potential,” Dr. Tijani remarked.

    He further recalled his longstanding affinity with Plateau, stating: “Your passion has drawn me to this state. Since our meeting in Sweden, we have been working on concrete plans to advance technological innovation in Plateau State.”

He unveiled plans to launch a Talent City Project in Jos and promote Business Process Outsourcing (BPO) to provide sustainable career pathways for the youth.

    He called for increased enrollment of Plateau youths in the 3 Million Technical Talent (3MTT) Programme, a flagship national initiative aimed at building a robust and globally competitive tech workforce.

    Responding, Governor Caleb Mutfwang described the Minister’s visit as timely and strategic encounter, echoing his administration’s vision of positioning Plateau as a hub for digital innovation.

    The House of Representatives has donated the sum of N100 million as intervention support to the Plateau State Government and select Local Government Areas (LGAs) affected by recent violent attacks across the state.

    A delegation of federal lawmakers, led by the former Deputy Speaker, Rt. Hon. Idris Wase, presented the donation in the form of cheques to Governor Caleb Mutfwang, on behalf of the Speaker of the House, Rt. Hon. Tajudeen Abbas.

    The delegation, comprising all members of the House of Representatives from Plateau State, was in the state on the directive of the Speaker to commiserate with the government and people over the recent tragic events in various communities.

    Presenting the cheques, Rt. Hon. Wase stated that the donation is part of ongoing efforts by the National Assembly to mitigate the effects of the attacks on the affected communities.

    He reaffirmed the Speaker’s commitment to mobilizing federal support for Plateau State during these challenging times.

    The breakdown of the donation, in a statement by the spokesman of the Governor, Dr. Gyang Bere, is as follows: N50 million to the Plateau State Government, N20 million to Bassa LGA, N20 million to Bokkos LGA, and N10 million to Riyom LGA.

    Plateau State Governor Caleb Mutfwang has celebrated his 60th birthday with orphans drawn from various orphanage homes across the state.

    The governor also awarded full scholarships to 60 less privileged children, covering their education from primary school to the university.

    Governor Mutfwang described the gesture as a personal commitment to ensure that orphans in the state have access to quality education and a sense of belonging.

    Speaking at a special event held in his honour yesterday in Jos, the Plateau State capital, he said: “On the occasion of my 60th birthday, I am making a pledge to take responsibility for 60 orphans, supporting them through their education up to university level, by the grace of God.

    “For all orphanage homes in the state, I assure you that we will intensify our support to ensure that no child is left behind. None of you should lack any good thing. The state will provide the resources needed to secure your future.”

    Mutfwang told the children that their circumstances should not define their destiny.

    “God has a plan for each and every one of you, a plan for good and not for evil, to give you a future and hope. Your background does not determine your destiny. What matters is that you put your trust in God and He will lead, guide, and preserve you,” he said.

    The governor promised that his administration would support orphanage homes across the state.

    The Commissioner for Women Affairs, Caroline Dafur, hailed the governor for his selfless initiative.

    “Governor Mutfwang has demonstrated a true heart for the people, particularly the most vulnerable in our society. His unwavering support for orphanages and child welfare is truly commendable…

    “This administration is determined to combat the menace of child abuse and trafficking in the state. We are working tirelessly to ensure the safety and well-being of every child,” she added.

    Dignitaries at the event included the state’s Chairman of the Christian Association of Nigeria (CAN), Reverend Gideon Para-Mallam; Rev. Polycarp Lubo, and the Chairman of the Pentecostal Fellowship of Nigeria (PFN), Pastor Dunka Gomwalk.

    They led the prayers for divine protection and guidance on Mutfwang and the success of his leadership.
