    Chime: APC will win Enugu in 2019

    Former Enugu State Governor Sullivan Chime has said the All Progressives Congress (APC) will win the state in 2019. He noted that the Peoples Democratic Party (PDP) has become history in the state.

    Chime, who addressed reporters in Enugu, lamented that the “once vibrant” PDP was now dead following the leadership crisis that engulfed it, as well as the party’s inability to carry out its constitutional responsibilities.”

    He expressed satisfaction with the defection of notable politicians in the Southeast to the APC, saying he decided to join the party because the PDP has collapsed and can no longer carry them to their desired political destinations.

    “PDP is now part of history in Enugu State; APC is the only viable national party. PDP is a party without leadership but APC is the party that can take any politician to his or her destination,” he said.

    Chime, who stressed that the PDP no longer exists, said the party abandoned the rules that guided them, hence, the need for the Independent National Electoral Commission (INEC) to deregister it.

    He posited that the coming election in Anambra State will teach the PDP a lesson as it might not present a candidate for the election.

    I’ve no case with EFCC, says ex-governor Chime

    Former Enugu State Governor Sullivan Chime  has said he has no case with the Economic and Financial Crimes   Commission (EFCC) as insinuated in some quarters.

    Speaking  with News Agency of Nigeria (NAN) in Enugu, Chime said he was invited once by the agency in respect of party funds spent during the 2015 general elections.

    Chime was governor on the platform of the Peoples Democratic Party (PDP) between 2007 and 2015.

    The former governor, who recently left the PDP, described the insinuations as ‘misplaced and emanating from detractors”.

    “In two months, it will  be two years since I left office. I am not aware of any case I have with the EFCC. They invited me once in respect of party funds.

    “They wanted to know what happened to the money sent to Enugu PDP by the party headquarters and I went and told them what happened,” he said.

    Chime said prior to the 2015 elections, his former party raised funds and part of the funds was given to state chapters.

    He explained that the funds were deployed for the purposes they were meant for.

    “I will be glad to see the day I will be prosecuted as a party leader for accepting or receiving money from the same PDP, our parent body, to fund elections.

    “We were told the PDP raised about N21 billion for the elections and we got part of it. Would I have funded the elections with state funds?

    “If the government is saying the money you got is not from the fundraising of the party but stolen we do not know. Nobody is in a position to verify that,” Chime said.

    The former governor said if the government had established that the money was stolen “let it catch the people that stole it as that was not the first time we were given money to fund elections”.

    “The American elections have come and gone and we saw how they raised and used money.

    “I do not see how you can punish anybody for using party money for the purpose it was meant for,” he said.

    The former governor said  his decision to quit the PDP was not connected to the alleged case with the commission.

    He admitted being aware of rumours of petitions against him but  insisted this was not from the EFCC.

    “I have been accused of being the owner of  The Polo Malls; I have been accused of being the owner of Park and Shop. I have been accused of being the owner of Golden Royale Hotel.

    “I have been accused of being the owner of The Dome and anything good in Enugu but the EFCC has  not written me in respect of those other allegations,” Chime said.

    The immediate past governor of Enugu State, Mr. Sullivan Chime, sensationally dumped the Peoples Democratic Party (PDP), describing it as dead.

    He said the PDP, on which platform he won governorship election twice, is “no longer in existence in the true sense of it.”

    “The PDP, we used to be members of, is dead,” Chime told the News Agency of Nigeria in Enugu.

    “The party I joined in 1999 and had the opportunity of leading in the state for eight years is no longer in existence.

    “We have two groups claiming to be in charge of the party as chairman. These two, none of them can actually lay claim to the chairmanship of the party.”

    Chime said, however, that he had yet to join another political party, contrary to speculations that he had defected to the All Progressives Congress (APC).

    He said that he was still making consultations to determine the political party to join, pointing out that his decision to dump the PDP had nothing to do with his corruption case with the EFCC.

    On the crisis now tearing the PDP apart, Chime said: “There is no provision in PDP’s Constitution for the interim caretaker committee led by Sen. Ahmed Maikarfi.

    “The PDP convention has no power to set up a caretaker committee and did not seek to amend the party’s constitution.”

    The former governor explained that Senator Ali Modu Sheriff, on his own, was brought in to serve out the tenure of former PDP National Chairman, Adamu Mu’azu, adding that the tenure had long elapsed.

    Chime said that remaining in the PDP would be a deceit

    He advised his supporters to look for a better platform to actualize their political aspirations.

    He said that he could not explain why the INEC had not deregistered the PDP.

    “It is surprising that the INEC has not deregistered the PDP because the organization is no longer working in tandem with the constitution that created it.

    “The PDP, as originally formed, has been cremated and no serious-minded politician will remain in it.

    “If those still remaining feel strongly about coming together, they can come back, secure de-registration of the party and then form another party.”

    Ex-Enugu Governor Chime for probe over IGR

    Former Enugu State Governor Sullivan Chime may be probed by the House of Assembly for allegedly diverting the Internally Generated Revenue (IGR) collected during his tenure.

    To be probed with him is former Chairman of the state’s Board of Internal Revenue, Mr. Felix Chime.

    The probe period, it was learnt, covers between 2008 and June, this year.

    Some principal officers of the board are said to be under scrutiny to ascertain their culpability in the alleged revenue scam.

    Such officers are said to be privy to the alleged pilfering of the treasury.

    The decision to beam a searchlight on the IGR within the period under review sprung from petitions received from the public, indicating alleged shady deals during the period.

    The House of Assembly has set up a seven-man committee to investigate the alleged diversion of the IGR by the chairman of the board of internal revenue within the period.

    In a petition presented on the floor of the Assembly, the member representing Enugu South Urban Constituency, Obinna Okenwa, said the House received petitions accusing Felix Chime and other principal officers of the board of diverting the IGR between 2008 and June, this year, into their pockets.

    Okenwa regretted that the alleged diversion had worsened the state’s financial condition.

    The lawmaker urged the Assembly to investigate the activities of the board within the period in order to recover the allegedly stolen funds.

    To ascertain the veracity of the allegation, Speaker Uchenna Ubosi set up the seven-man committee, headed by Ozo Sunday Ude Okoye, the member representing Awgu North.

    The committee was given 30 days to investigate the matter and report back to the Assembly.

    Other members of the committee are: Philip Nnamani, Christian Nwamba, Obinna Okenwa, Nkechi Omeje-Ogbu, Ezenta Ezeani and John Ukuta.

    N450m election cash: EFCC grills ex-Governor Chime

    The Economic and Financial Crimes Commission (EFCC) yesterday quizzed former Enugu State Governor Sullivan Chime in connection with the N23.29billion poll bribery scandal.

    The ex-governor is being probed in connection with the N450million believed to have been allocated to the state from the cash believed to have been given out by former Petroleum Minister Diezani Alison-Madueke.

    According to the EFCC, Chime reported at the Enugu zonal office of the Commission in response to an invitation to explain his role in the disbursement of the money.

    A top source said: “The former governor in his statement denied any personal involvement with the disbursement of the said amount as was claimed by Mrs. Rita Chinelo Mba, secretary to the campaign office and his former Commissioner for Special Duties and Inter-Governmental Affairs.

    “According to Chime, the money was brought by two of his former commissioners, Joe Nmamnel and Mrs. Rita Mba in company of the Chairman of the PDP, Enugu State, Ikeji Asogwa and Prof. Osita Ogbu.

    “He said he gave the money to his orderly for safe keep and that only Rita Mba should have access to it to facilitate her work as secretary of the campaign secretariat.

    “He denied personally disbursing the fund.”

    The source added: “Chime is expected to report on Monday for further interrogation”

    Those quizzed at the Enugu Zonal office of EFCC since May 4, 2016 are a former Governor of Imo State ,Achike Udenwa; Senator Chris Anyanwu; a legal luminary , Mr. Mike Ahamba (SAN) and a former Minister of Power, Chinedum Nebo, for their involvement in an alleged disbursement of N700million from the same  fund.

    The EFCC has been probing the embattled former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke on her alleged involvement in a $115m (N23, 299,705,000billion) 2015 poll bribery scandal.

    About four oil firms, 14 directors of oil companies, two banks and more than 22 INEC officers, including RECs, are under investigation too.

    Some INEC officers already grilled are REC Gesil Khan for collecting  N185, 842,000 out of a N681million bribe deal; Fidelia Omoile( Electoral Officer in Isoko-South Local Government Area of Delta State)–N112,480,000 ; Uluochi Obi Brown( INEC’s Administrative Secretary in Delta State)–N111,500,000; a former Deputy Director  of INEC in Cross River state, Edem Okon Effanga—N241,127,000 and the Head of Voter Education in INEC in Akwa Ibom, Immaculata Asuquo–N214,127,000.

    Also, a retired INEC employee, Sani Isa  was grilled over alleged N 406,206,000 bribe sum allegedly collected on behalf of the deceased Resident Electoral Commissioner  (REC), in Kano State, Alhaji Mukaila Abdullahi.

    Court fixes January 2017 to hear relisting suit against Chime

    The Supreme Court has fixed January 23, 2017, to entertain a motion seeking the relisting of an appeal against the emergence of former Governor Sullivan Chime as the governorship candidate of the Peoples Democratic Party (PDP) in 2011.

    The News Agency of Nigeria (NAN) reports that Chief Alexander Obiechina, the party’s governorship aspirant in the primary that produced Chime, approached the apex court for the reconstitution of his appeal.

    The appellant is seeking an order for enlargement of time within which to apply to have his appeal re-entered on the court list for hearing on its merit.

    He also sought an order to hold that the appellant’s appeal, which was struck out on October 22, 2015, without any notice to the appellant, be re-entered for hearing.

    Obiechina also sought an order that the appeal be given a special fixture and accelerated hearing in the interest of justice.

    The appellant averred that on September 29, 2015, the apex court adjourned the appeal and other pending interlocutory applications till February 22, 2016, for hearing.

    According to the motion, the appellant received two separate hearing notices from the registry of the court confirming the adjournment of the appeal and its fixture for February 22.

    The motion further averred that the appellant did not receive any other notice indicating any change of the fixture.

    It also said the appellant did not receive any notice of any other proceeding, either contradicting or altering the court’s proceedings of September 29, 2015.

    The motion said, however, that when the appellant and his counsel appeared before the court on February 22, they were surprised to notice that the appeal was not listed.

    According to the motion, the appellant felt aggrieved and denied of his right to have his appeal heard.

    Swearing to an affidavit, Obiechina said: “I feel a sense of miscarriage of justice. That I believe that my appeal ought to be re-entered in the list of the Supreme Court to be given due accelerated hearing as a debt owed to justice.” Presiding Judge Justice Ahmed Mohammed held that the court was led to strike out the appeal on the ground that parties were no longer interested to pursue it.

    “We were told that the issues raised had been overtaken by events. However, nobody, not even the court, can stop you from pursuing justice.

    “But owing to the fact that all the respondents are not in court, the matter cannot be entertained today. The earliest this matter can come up for hearing is January 23, 2017,” Justice Mohammed said.

    NAN reports that respondents to the suit are PDP, the Independent National Electoral Commission (INEC) and Chime.

    The appeal was challenging Chime’s emergence as the governorship candidate of the PDP in Enugu State and eventually the governor-elect.

    The appellant filed the appeal to challenge the shifting of the party’s primaries, originally scheduled for January 9 to 12 that year. He had prayed the court to disqualify Chime’s emergence as the primary had violated the provisions of the Electoral Act, 2010.

    Chieftains of the Peoples Democratic Party (PDP) in Enugu State are not taking lightly the nullification of Senator Gilbert Nnaji’s election by the Election Petition Tribunal, which upheld the petition filed by a former governor of the state, Dr. Chimaroke Nnamani, who is the candidate of the People for Democratic Change (PDC) in the last National Assembly elections. This development, sources say, has compelled PDP leaders, including ex-governor Sullivan Chime, Deputy Senate President, Ike Ekweremadu, incumbent governor, Ifeanyi Ugwuanyi and Nnaji to return to the drawing board on how to counter ‘Nnamani’s threat’ at the Court of Appeal.

    Ex-Governor Chime gets chieftaincy title

    The immediate past governor of Enugu State, Chief Sullivan Chime has been conferred with the title of Dike Ejejemba 1 of Udi Ancient Kingdom.

    The kingdom said Chime was honoured for his meritorious service while in office.

    The conferment ceremony took place at Eke Square Udi and was performed by the traditional ruler of the t kingdom, His Royal Highness, Igwe Chris Ogakwu.

    Chime’s successor Ifeanyi Ugwuanyi was the special guest, noted that his predecessor deserved the title.

    He assured that the good work of Chief Chime when he was the governor would be sustained.

    In a speech before the conferment of the title, the traditional ruler of the ancient kingdom, His Royal Highness, Igwe Chris Ogakwu observed that Chief Sullivan Chime is a worthy ambassador and son of the ancient kingdom and Udi.

    He noted that during his period as the governor of the state that he saw Enugu state as his constituency. He added that the legacies Chief Chime left behind speak volumes for him in the state.

    The President General, Udi Progressive Union, Hon Emma Eneoli, the people of the ancient kingdom noted that Chief Chime is a worthy ambassador that had done the people proud.

    They noted that they were happy that Chief Chime served meritoriously against all odds.

    They enumerated the things benefited by the people during Chief Chime’s period as a governor as provision of solar powered, boreholes, tarred linked roads, political appointments and

    employment opportunities among others.

    Responding thereafter Chief Sullivan Chime thanked his people for the honour done him, promising them of his cooperation.

    He thanked Governor Ifeanyi Ugwuanyi for attending the event.

    He assured the governor of his continued support of his administration till his eight years tenure.

    He noted that during his time in office that he served to the best of his knowledge.

    Chime’s father was the immediate past traditional ruler of Udi kingdom.

    He ascended the throne after serving in the cabinet of the legendary Dr. Michael Okpara administration in the First Republic as a minister.

    Enugu State Governor Ifeanyi Ugwuanyi has described his predecessor Sullivan Chime as a leader of rare qualities who will continue to receive plaudits for years due to records he set in office.

    Ugwuanyi spoke at Udi at a reception held in Chime’s honour. He said Chime was God’s special gift to Enugu State.

    The governor said Chime, through his personal integrity, sacrifices and commitment, set the state on an irreversible path to greatness and prosperity.

    He said: “I have always said and I will continue to say it, in and out of office, Sullivan Chime remains my leader. He is God’s special gift to Enugu State. That is why the whole of Enugu is happy and has continued to pay him homage.”

    “Sullivan Chime handed over success and the well being of Enugu to me. God will help me to follow in his footsteps.

    “Chime is today a prophet who is honoured in his own town. It is good to be good; you completed your term and people are still thanking you.

    I will also want to be praised when I leave office.”

    Ugwuanyi reiterated his promise to construct a by-pass at the 9th Mile corner to ease traffic and also to constitute a team of economic advisers that would help to launch the state into a new era of prosperity.

    Political and traditional leaders in Nkanu (Enugu East) and Nsukka (Enugu North), Enugu State have praised former Governor Sullivan Chime; they described him as a model of selfless leadership whose style should be emulated.

    The leaders spoke during their separate ‘thank you’ visits to Chime at his Udi country, home saying they came to pay homage to the man who ‘set Enugu State on the part to greatness, unity and prosperity’.

    A monarch, HRH Abel Nwobodo form Enugu East said Chime’s administration offered the people a new lease of life through development projects and also infused in them a new confidence and belief in government.

    “Sullivan Chime is the best example of a selfless, humane, humble and people-oriented leader in this country today,” Nwobodo said.

    Leaders of Enugu North senatorial zone said their people cannot thank Mr. Chime enough for helping their son, Ifeanyi Ugwuanyi emerge governor.

    Former Commissioner for Information, Chuks Ugwoke said: “We are aware of the severe attacks, criticisms and wars waged against you because you insisted that justice and equity must prevail in Enugu State. We honour you today for standing firm on these principles and ensuring that peace and justice reigned”.

    Governor Ugwuanyi with his Deputy, Mrs. Cecilia Ezeilo pledged to continue the transformation agenda of his predecessor, adding that he will ensure the equitable distribution of resources and development in the state as Chime had done.

    Chime thanked the visitors for the support they gave his administration, noting that things might have been different without it.

    “We were able to successfully navigate the stormy waters because of your support. The sweetest thing about leadership is being praised afterwards. This makes one forget the pains and personal sacrifices that were made in the course of the leadership,” Chime said.
