The Consul General of the People’s Republic of China in Lagos, Ms. Yan Yuqing, has disclosed that China and Nigeria will collaborate to explore opportunities in the digital, green, and blue economies.

In a statement issued on Tuesday, June 25, Yuqing revealed that China is open to increasing imports of Nigerian agricultural products.

She noted Nigeria’s call for enhanced partnership in mining and solid mineral development and expressed willingness to work with Chinese companies to establish manufacturing firms in Nigeria for both local consumption and export.

Yuqing added: “The two sides stand ready to create an open, transparent, fair, and non-discriminatory business environment for the corporate cooperation between the two countries, strengthen the WTO-centered multilateral trading system, oppose trade protectionism, and promote trade and investment liberalization and facilitation. Both governments committed to intensifying efforts to protect the rights and dignity of each other’s citizens living in their country and create a business-friendly environment for their business.

“Deepening political mutual trust, enhancing military cooperation, and jointly safeguarding national peace and stability. In the political arena, the Government of the Nigerian side acknowledges that there is but one China in the world, the Government of the People’s Republic of China is the sole legal government representing the whole of China, Taiwan is an inalienable part of China’s territory.

Nigeria opposes any separatist activities of “Taiwan independence” in any form, and any external attempts to interfere in China’s internal affairs, and Nigeria will also support the efforts made by the Chinese government to realize national reunification.

“The two sides agreed to work towards good governance and democratic values, peace, security and stability in the Sahel region and recognize Nigeria’s leading role in the fight against terrorism and other related transborder crimes.

The Consul General concluded: “Embarking on a new journey and welcoming new development, the high-quality joint construction of the Belt and Road Initiative between China and Nigeria has yielded fruitful results in recent years. A number of exemplary projects such as Lekki Deep Sea Port, Lagos Light Rail “Blue” and “Red” Lines, and the Lagos-Ibadan Railway have increasingly played significant roles in Nigeria’s economic and social development.

“The momentum of industrial development and investment in the Ogun-Guangdong Free Trade Zone and the Lekki Free Trade Zone continues to move forward. In the field of new energy, the complementary advantages of both parties are evident, and green sustainable development offers new ideas and directions for economic cooperation between the two countries, with the benefits of development continuously reaching the people of both nations.

“Looking ahead, the peoples of China and Nigeria once again stand at a new starting point. As long as the two countries continue to regard each other as important strategic partners and continuously facilitate synergies between the Belt and Road Initiative and FOCAC conference outcomes, with the Renewed Hope Agenda and the Eight Priority Areas proposed by President Tinubu, and jointly promoting high-quality, practical cooperation in an all-around manner.

“Under the strong drive of the “four engines” of infrastructure, trade, finance, and new energy, the two countries will leverage their respective advantages and achieve coordinated development across various fields. High-level, all-round cooperation will deepen and solidify bilateral relations.

“Taking the upcoming Forum on China-Africa Cooperation summit in Beijing this September as an opportunity, both countries will explore broader regional cooperation mechanisms, jointly address global challenges, and promote the building of a closer China-Africa community with a shared future.”

The Chinese Foreign Ministry sharply criticised a new package of U.S. sanctions targeting the Russian war economy, including Chinese companies accused of aiding the invasion of Ukraine.

She said that China was neither a party nor the cause of the Ukraine crisis and that Beijing would act to protect the rights of Chinese companies and citizens.

  • Building a community of shared future for mankind in China-Africa cooperation

Building a community of shared future for mankind in China-Africa cooperation

    • By PROFESSOR SHERIFF GHALI IBRAHIM

The international system has been indeed anarchic, geopolitical in orientation and divisive in structuration. The great war (First World War) was engendered due to European bellicosity and divisions in what informed the so-called mutual defense alliances, assassinations and absolute nationalism. The state system has become more individualistic as against the comity of nations with total commitment to collective interest and self-determination. This engendered the loss of lives between 1914 and 1918 due to such balkanization of states’ borders, interest and lack of human unity. Prior to the outbreak of the great war, nations have been warring among themselves such as the Civil Wars in Europe, colonial expansionism, imperialism, imperial conquest and many more inhumane trails of dehumanization and a sheer exuberance of selfishness by powerful empires and leaders.

In an attempt to curtail such trend of isolationism and barbarism, more destructions were being assured especially at the Paris Peace Conference of 1919 where the Treaty of Versailles became a demon that reduced some states to emptiness and created hostilities, movements and ultimately the outbreak of the Second World War.  The Versailles Treaty punished Germany presumably that it caused the Great War, it gravitated the May 4th Movement in China and created Hitler’s resolve to invade Europe in what led to the World War II. By 1945, the entire Europe became ruined and devastated due to divisions and destructions. The Harry Truman Doctrine which engineered the American Policy of containment, seeing the Soviet Union as the only threat to American ideological position, created yet, another theatre for international distrust, Cold War and bipolarism. The West saw itself different from the East and expanded that lacuna with hate, propaganda and dangerous rivalry.

The collapse of the Soviet Union did not create an international system of justice, democratic global governance, freedom and equity, but rather ushered a more dictatorial global system with the United States emerging as the so-called international police, dictating to states what they should do and what they should not! The U.S. had further divided the world, identified with some states as allies, partners and friends while others potential adversaries and some “Axis of Evil.” Many states have become victims of American creation such as the orphans of Iraq, Afghanistan, Libya, Ukraine and Palestine among others. Divisions in the Middle East, Asia Pacific, Africa, Latin America and the Caribbean. The world has been made not to be a better place for mankind due to such conspiracies, conflicts, terrorism and hostilities all-over around the world. The most recent, is NATO military exercises and Biden’s State of the Union’s speech.

The Chinese peaceful diplomacy has come to alter the course of historical global turbulence and provide a framework contrary to the American model for the world to be a better place and for humanity to be rescued. The President of the People’s Republic of China, President Xi Jinping is intellectually and philosophically a modern leader who fits the Platonian description and prescription of leaders. Xi has initiated a variegated sets of initiatives that are beneficial to the Chinese people and the entire human race. When the West sponsors war in Ukraine, President Xi advocated for “Building a Community with a Shared Future for Mankind.” This is a concept introduced by Chinese President, Xi Jinping in 2013. It aims to foster a new type of international relations based on mutual respect, fairness, justice, and win-win cooperation. The concept emphasizes the importance of building a harmonious and prosperous world through dialogue, consultation, and cooperation among countries, regardless of their size, strength, or stage of development. It is a vision of a world where all countries can develop and prosper together, and where there is peace, stability, and common development. It is based on the principles of mutual respect, equality, mutual benefit, and peaceful coexistence.

The initiative has come to be embraced by world leaders, continental, regional and sub-regional institutions for its significance and architectural design for a better world for mankind. The concept has been incorporated into China’s foreign policy and has been promoted through various fora such as the Belt and Road Initiative, the Asian Infrastructure Investment Bank, and the Shanghai Cooperation Organization. The concept, as it is, can be referred to as Xi’sm which is the grand philosophy and political thought of President Xi Jinping especially in his words when he clearly noted that “united or divided, peace or conflict, cooperation or confrontation?” The rhetorical questions by President Xi have their answers as he puts them “people’s wish for a happy life is our goal, and peace, development and win-win cooperation are unstoppable trends of our times.”

The glaring human suffering, conflicts and divisions have naturally thought us to pursue a different path, not the path that is hitherto known of global dominance, interventionist foreign policy, divide and rule, but a path to international unity, cooperation and peace. The path to working collectively for a shared future for mankind.

The constructive path and the rationale behind building a community of a shared future for mankind is obviously an open, inclusive, clean and beautiful world of lasting peace, universal security and shared prosperity, the pathway is promoting global governance that features extensive consultation and joint contribution for shared benefit, the guiding principle is to apply peace, development, equity, justice, democracy and freedom, the common values of humanity, the basic underpinning lies in building a new type of international relations, the strategic guidance comes from the implementation of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and the platform for action is high-quality Belt and Road cooperation.

The overall objective is avoidance of international dictatorship, tyrannical global governance with oligarchical tendencies that shaped unipolarism against collectivism. Such singular over-dominance of the world system does not envisage a shared future for mankind. The world China envisages is an equal and orderly multipolar world, one in which all countries, regardless of size, are treated as equals. China advocates fairness and justice, true multilateralism, and advances democracy in international relations. China strongly believes that all countries should jointly safeguard the purposes and principles of the United Nations Charter, jointly defend the universally recognized basic norms of international relations, and jointly participate in the reform of the global governance system. China has proposed the “Three Global Initiatives” as well as “Belt and Road” initiative, and has engaged constructively in resolving hot spots such as the Palestinian-Israeli conflict and the Ukrainian crisis. These are Chinese solutions and Chinese wisdom to build an equal and orderly multipolar world.

Building a community with a shared future for mankind also envisages the cooption of developing economies into having the benefits of economic globalization. It is also tantamount to building an inclusive international economic order not by excluding the other states or organizations in the architecture. It is obvious that China champions an open, inclusive, balanced, and win-win economic globalization. China’s modernization aims to increase investment in global development cooperation, and helps developing countries improve their independent development capabilities through high-quality Belt and Road Cooperation. The global community of a shared future is one that allows developing countries work together to make the pie of the global economy bigger and share it with fairness so as to make development both adequate and balanced, and help people of all countries embark on a journey to modernization.

Building a community with a shared future introduces a new approach to international relations which is completely inimical to zero-sum game where one benefits and others loos it. The new approach provides an interlocking assembly of states with shared interest of peace and prosperity, general consensus and common expectations. The concept also provides new features of global governance which are: equity and justice, harmonious coexistence, diversity and mutual learning, and unity and cooperation. A world community with a shared future upholds the virtue of international exchanges where partnership is pursued by treating people equally and extensive consultation which enhances mutual understanding. It upholds the principles of international security, where an enabling environment is created to foster fairness, justice, joint efforts and shared interests. It calls for promoting an open, innovative and inclusive development that benefits all. It advocates for inter-civilizational exchanges that promote harmony and respect for differences. It respects mother nature where all of us live, through building a green economy for development.

In building a community of a shared future in China-Africa Cooperation, it should be understood that such community is for all peoples, all countries of Africa and China and all individuals and groups, with our merging destinies interconnected through thick and thin, navigate towards greater harmony with inclusive, clean and beautiful world that supports lasting peace, security and common prosperity. This was evident in how China helped Africa during the Ebola pandemic and the COVID-19 period. China had dispatched health workers to Africa, Covid-19 Jabs and kits in a greater quantity for Africa’s health infrastructure. China has been supporting the unity, sovereignty and development initiatives of African countries and work together as developing entities for mutual benefits and win-win cooperation.

Africa needs to exit the position of raw materials provider but to serve both as material provider and producer in the all-inclusive market for a shared future. It is apparent that all regions and continents of the world have been able to shift from the traditional mode of production to a modern or at least a semi-modern one, but Africa is still in the 17th Century’s mode. The Community of a shared future provides Africa with the opportunities to navigate this traditional circle of production to learn and share experience with China for a prosperous Africa that will fit in this great community. Technological breakthrough, through research and development and replication should define Africa’s readiness to fit in this community. Export-led growth should be consolidated by African countries through massive industrialization with partnership and cooperation with China. The realization of the above goals has to go with political feasibility and readiness to transform and to fit in this community with a shared future.

Nigeria as the largest economy in Africa should boost its security architecture to deal with the rising challenges of banditry and kidnapping in the country, deal with agricultural modernization to feed the rising population and food insecurity, deal with literacy of the population, massive corrupt practices and talent development among others. Nigeria should uphold strongly the principles of collectivism towards Africa as it adopted Afrocentrism in its Foreign Policy posture and champion the course of justice, fairness and inclusiveness. Africa looks up to Nigeria to lead, navigate and pilot the African ship to development. Nigeria needs to pilot well by sharing experience and learning from China’s path to modernization and to jointly build a community of a shared future for mankind.

  • China’s rise to global power not accidental, says Banwo

China’s rise to global power not accidental, says Banwo

A linguistics and Asian Studies expert, Dr Adetoro Banwo, has said that China’s rise to global power was not accidental, saying that it was fueled by pragmatic policies that prioritise the well-being of its people alongside continuous reforms.

Banwo, who lectures at the Department of Linguistics, African and Asian Studies at the University of Lagos, said Nigerians could learn a valuable lesson from China.

In a paper titled: “Building a Community of a Shared Future in Nigeria- A Policy of Win-Win Initiatives” presented recently in Lagos, the language expert said China’s partnership with Nigeria has dramatically transformed the country’s development landscape.

He said: “New roads snake across Nigeria, connecting cities to hinterlands and towns. Ports have been built to boost trade and grow Nigeria’s Gross National Product. Infrastructure projects of monumental scale, like the Abuja-Kano, Port Harcourt-Maiduguri, and Lagos-Ibadan railway routes, have been successfully completed through Sino-Nigerian collaboration.

“These railways are the largest in Nigeria’s history, designed to facilitate the seamless transport of people and goods across the country.  One immediate benefit is the explosion of small and medium enterprises (SMEs) and townships springing up along these railway routes and stops. These SMEs are the backbone of a healthy and thriving Nigerian economy. They provide income, create employment opportunities, and drive national growth by opening new markets for different regions.

“China has bolstered Nigeria’s economy in several key ways. Their billion-dollar investment in the Lekki Deep Sea Port aims to streamline trade exports and imports not just for Nigeria, but for all of Africa. Constructing this port has created millions of local jobs, boosted Nigeria’s overseas trade patterns, and secured a stable stream of revenue for the country.

“The massive equipment used at the port has become a platform for knowledge exchange and skills transfer. China is empowering Nigeria to navigate the ever-changing dynamics of the modern world by equipping its workforce with these valuable hard skills. At a forum held at the Nigerian Institute of International Affairs, the Chinese Consul General, Yan Yuqing revealed that Nigeria-China trade volume reached $22.6 billion in 2023, making Nigeria China’s third-largest trading partner in Africa.

“This partnership is mutually beneficial. Nigeria imports a wide range of manufactured goods from China, filling the gap in its own manufacturing sector, which has been hampered by erratic power supplies, security concerns, and an unfavourable business climate. Meanwhile, China imports natural resources from Nigeria”.

He added that China has emerged as a key development partner for Nigeria through various projects and collaborations, stating that China is actively driving progress in Nigeria’s economy, infrastructure, and cultural sectors.

Banwo stressed: “China’s cultural exchange efforts in Nigeria are driven by President Xi’s Global Civilization Initiative. This initiative emphasizes the value and importance of all human civilizations. President Xi promotes respect for cultural diversity, shared human values, and the ongoing exchange and innovation between cultures. People-to-people exchange and cooperation are central to this vision.

“In 2019, China held a tourism week in Nigeria. This week aimed to showcase the cultural potential of both countries and deepen cultural ties. An eleven-person delegation of experts from Hainan Province, China, visited Abuja to share their knowledge of tourism, creative arts, and intangible cultural heritage. China and Nigeria partnered again in 2023 for a Cultural Fiesta Dancing Competition.”

  • China and the global goal of a community with shared future for humanity

China and the global goal of a community with shared future for humanity

    • By Dr Austin Maho

A global community with a shared future is central to Chinese president Xi Jinping’s idea and vision for the world.

In the last half decade or thereabout the philosophical concept of a global community with a shared future as proposed by Xi has become mainstreamed in international diplomacy and debate for global peace and harmony.

The concept was first proposed in January 2017, when Xi Jinping delivered a keynote speech titled “Work Together to Build a Community of Shared Future for Mankind” at the United Nations Office in Geneva.

Since then the pursuit of global community with a shared future for mankind has remain a major point in diplomatic circles. This is because the world need peace to progress. Recognizing our common humanity can go a long way in fostering global harmony, fairness, equity and justice.

In the face of global turbulence and war mongering and the numerous challenges of human society there is the need for rational thinking among global leaders in protecting and preserving global peace and harmony.

Leaders and peoples from all countries expectedly should become more conscious and participants in the advancement and building of a community with a shared future for mankind. The world belongs to all of us.

We are all interconnected. As President Xi noted in a Keynote address at the CPC conference of World political parties in March 2023, where he also proposed the global civilization initiative, the world is like a garden more beautiful and colorful when we work together in common aspiration for peace and harmony: ” A single flower does not make spring, while one hundred flowers in full blossom bring spring to the garden. As the future of all countries are closely connected, tolerance, coexistence, exchanges and mutual learning among different civilizations play an irreplaceable role in advancing humanity’s modernization process and making the garden of world civilizations flourish. Here, I wish to propose the Global Civilization Initiative”

This initiative is built on mutual collaboration and win-win. People-to-people exchanges and cooperation, the building of a global network for inter-civilization dialogue and cooperation, enriching the content of exchanges and expanding avenues of cooperation for the benefit of mankind is a major goal of China

China seeks to be different and has always advocated international fairness and justice, world peace and stability. China according to Xi, “Will neither tread the old path of colonization and plunder, nor the crooked path taken by some countries to seek hegemony once they grow strong. What China pursues is the right course of peaceful development. We seek to settle differences through dialogue and resolve disputes through cooperation. We firmly oppose hegemony and power politics in all their forms. We advocate solidarity and win-win mentality in handling complex and intertwined security challenges to set up a fair and just security architecture that is built and shared by all. The world does not need a new Cold War. The practice of stoking division and confrontation in the name of democracy is in itself a violation of the spirit of democracy. It will not receive any support. What it brings is only endless harm. A modernized China will strengthen the force for world peace and international justice. No matter what level of development China achieves, it will never seek hegemony or expansion”.

Evidently, China has chosen the path of peaceful growth and has held itself accountable to the scrutiny of the international community so that people will better understand the common aspiration that is dear to mankind. It is not about hegemonic power but about mankind and the future of the global community and to,

“Pass on the torch of peace from generation to generation, sustain development and make civilization flourish: this is what people of all countries long for: it is also the responsibility statesmen of our generation ought to shoulder….: build a community of shared future for mankind and achieve shared and win-win development

In the past three years, I have visited different states in the country, made friends from all walks of life, and devoted myself to the growth of China-Nigeria friendship.

The importance of the bilateral relations between China and Nigeria cannot be overstated. In order to foster the relations between our two countries, I proposed the 5-GIST Growth, Development and Progress Strategy, aiming at promoting all-round relations of our two countries crossing from political trust to people to people exchange.

With our joint efforts, the past three years have witnessed more frequent high-level visits between our two sides, and our mutual political trust has been continuously consolidated. In particular, H.E. Kashim Shettima, Vice President of Nigeria attended the Third Belt and Road Forum for International Cooperation in October last year and met with Chinese President Xi Jinping and Vice President Han Zheng respectively. Leaders of both sides mapped out the blueprint of the future development and cooperation of our two countries. Besides, the China-Nigeria Intergovernmental Committee was established and five sub-committees held their first meetings successfully. China-Nigeria legislative exchanges, political party exchanges and local provincial and state cooperation continued to advance. China firmly supports Nigeria in exploring a path of development in line with its national conditions, and appreciates the Nigerian government for upholding the one-China principle and supporting China in international arena. I’d like to say that China and Nigeria are now partners standing to rise and fall together.

Meanwhile, China-Nigeria practical cooperation has been significantly fostered. Nigeria has long ranked as China’s largest project contracting market, second largest export market, major trading partner and investment destination in Africa. China and Nigeria have achieved fruitful outcomes in the high-quality Belt and Road cooperation, featuring a series of infrastructure projects undertaken by Chinese enterprises such as the Zungeru Hydropower Project, the Lekki Deep Sea Port, the Ajaokuta–Kaduna–Kano (AKK) Gas Pipeline Project, the Lagos Blue Line and Red Line, the Abuja-Keffi-Lafia-Makurdi road dualisation, the Nigerian Railway Modernization Project, Kano Galaxy Backbone’s National Tier IV Data Center, etc. The Lekki, Ogun, and Shagamu Free-trade zones (industrial parks) are attracting many companies world- wide to invest in Nigeria. The China-aided Nigerian Agricultural Technology Demonstration Center and the second phase of the solar traffic lights project in Abuja are put into operation, and the construction of ECOWAS secretariat building aided by the Chinese government is under good progress. Our practical cooperation is far more than the above. It’s also covering agriculture, mining, industry, infrastructure, digital economy, talent cultivation, finance, and other fields. China-Nigeria practical cooperation has become a role model of high-quality Belt and Road cooperation.

The friendship of nations lies in the affinity of people, and the affinity of people lies in the affinity of hearts. Driven by my initiative of   Sharing Chinese Harmony, Performing Nigeria-China Symphony, the people-to-people exchanges between our two countries have dramatically increased over the past three years. We organized a series of culture events including the Happy Chinese New Year Temple Fair, Chinese Film Festival, China-Nigeria Cultural Fiesta Singing & Dancing Competition,  the Chinese Bridge-Proficiency Competition, etc, which greatly brought the hearts of our two peoples closer. In 2023, the China Central National Orchestra and the Sichuan Orchestra of China visited Nigeria, and together with the Nigerian Orchestra, they played a strong beat of “Harmony and Symphony” between China and Nigeria.

Since the new administration of Nigeria took office last year, China-Nigeria relations opened a new chapter. This year, China will host the meeting of the Forum on China-Africa Cooperation (FOCAC) in autumn, during which Chinese and African leaders will gather in Beijing again after six years to plan our future development and cooperation. Nigeria has always been a steadfast partner of the FOCAC, and we keenly look forward to the participation of Nigeria of this important event. I firmly believe that as long as our two countries continue to work together to promote traditional friendship, expand practical cooperation and strengthen people-to-people exchanges, the “cake” of China-Nigeria cooperation will grow bigger, and the tree of our China-Nigeria friendship will become evergreen.

Nigeria is a country beloved by me. It has splendid ancient culture, peace-loving and hardworking people, and immeasurable development potential. As I am about to complete my tour of duty as Chinese Ambassador to Nigeria, I will miss every precious moment of my stay here. On the occasion of parting, I would like to express my sincerest gratitude to my friends in Nigeria, my Chinese compatriots, and people from all walks of life who have cared for and supported China-Nigeria friendship. I hope that you will, as always, support the work of the Chinese Embassy in Nigeria and contribute your valuable strength to China-Nigeria friendship.

I sincerely and firmly believe China and Nigeria will grow, develop, progress and prosper together, and wish us a happy Chinese Lunar New Year, a dragon year!
