    Court sentences Chinese to death for killing Nigerian girlfriend

    A Kano High Court sitting on Tuesday, sentenced a Chinese National, Frank Geng-Quangrong, 47, to death by hanging for stabbing his Nigerian girlfriend, Ummukulsum Sani, 22, to death.

    Frank, who lives in Railway Quarters Kano, was convicted on one count charge of culpable homicide.

    Delivering judgment, Justice Sanusi Ado-Ma’aji, held that the prosecution had proven its case beyond the reasonable doubt.

    “The defendant’s testimony is inconsistent. I here by find him guilty”

    “I here by recommend mercy by the Kano State Governor on behalf of the convict”

    Earlier, the Prosecution Counsel, the Attorney-General of Kano State, Haruna Dederi, had informed the court that the convict committed the offence on Sept.16, 2022 at Janbulo Quarters Kano.

    He said on the same date at about 9 p.m the convict stabbed the deceased with a knife in her house situated at Janbulo Quarters Kano for undisclosed reason.

    “The victim was rushed to the Murtala Muhammad Specialist Hospital Kano where she was confirmed dead by a medical doctor”

    The defendant pleaded not guilty to the charge.

    The prosecution presented six witnesses to prove their case against the defendant and four exhibits.

    According to the prosecutor, the offence contravenes the provision of section 221(b) of the Penal Code.

    The defence counsel, Muhummad Dan’azumi, presented the defendant to defend himself, one other witness and tendered five exhibits.

    Dan’azumi urged the court to recommend the defendant for prerogative of mercy pursuant to section 313 of ACJL.

    In his testimony, Frank said:” I didn’t kill Ummulkhulsum intentionally but stabbed her in self defence after she grabbed my testes”.

    He pleaded with the court to temper justice with mercy in its judgment.

    Speaking with newsmen shortly after the judgment, the victims mother, Hajiya Fatima Zubairu, expressed satisfaction with the judge’s decision.(NAN)

    Americans pushing Chinese out of CAR for control of natural resources, locals allege

    Recently, two Chinese nationals and their driver were kidnapped in the mining region of Yaloke by Yusuf Ghazi’s armed group, reportedly supported by the American mercenaries of PMC Bancroft.

    The kidnapping, locals alleged, was to scare the Chinese to leave their mining business in the region and fill the resulting vacuum.

    In a video posted on social media, a former member of Yusuf Ghazi’s group revealed details about the Chinese kidnapping and the American Bancroft’s ties to the militant group.

    He narrated a recent operation that led to the kidnapping of two Chinese nationals and their driver working at the Chingolo mine in the Yaloke region.

    This Central African, who has said goodbye to his criminal past for a peaceful future, is part of the disarmament, demobilization and reintegration program aimed at disarming militants.

    “The Americans have a lot of money and a lot of opportunities. They don’t like the Chinese and the Russians, so they help the armed groups in the bush”, Yusuf Ghazi alleged.

    Om the kidnapping, he said: “We recently kidnapped some Chinese, as the Americans wanted, but the Chinese escaped. But the main thing is done, now the Chinese are afraid to work in the mines. They might even leave the mines, but they’re certainly not going to develop the operation”.

    According to Yusuf Ghazi, the Americans bought cars and motorcycles for the operation of the local armed groups to facilitate their offensive against the Chinese and Russians.

    “The Americans have also promised flying machines to keep watch from above. But nobody knows yet how to operate them”, said Ghazi.

    These testimonies reveal the role played by the United States in financing and arming militant groups in the CAR to serve its own economic and political interests. With Russia and China as the main partners of the CAR, the Americans are doing everything possible to get rid of their competitors and seize full control of the country’s resources and logistics.

    Chinese teen smashes men’s 100m freestyle world record

    Chinese teenager Pan Zhanle broke the men’s 100m freestyle world record with a time of 46.80sec at the world championships in Doha.

    Pan achieved the new mark leading off his team during the 4x100m freestyle relay to set up teammates Ji Xinjie, Zhang Zhanshuo and Wang Haoyu to seal gold for China in 3 minutes 11:08 seconds.

    The 19-year-old shaved 0.06sec off the previous record of 46.86 achieved by Romanian David Popovici at the European championships in Rome in August 2022.

     “Yeah, it was an incredible time. I trusted my friends and we did our best,” Pan said. “I said to myself ‘swim hard’. I was shocked when I saw the time, I didn’t expect to break the world record now, I wanted to keep it for the Paris Olympics.”

    Italy took silver in 3:12.08 and the United States bronze in 3:12.29.

    Before these worlds Pan had only one world medal, silver in the 4x100m medley relay last year in Fukuoka, Japan.

    He also has three Asian Games titles, including the 100m. His previous personal best was 46.97, which made him the fifth fastest man in the world before arriving in Qatar.

    The Netherlands won the women’s 4x100m freestyle relay as the quartet of Kim Busch, Janna van Kooten, Kira Toussaint and Marrit Steenbergen clocked 3:36.61

    Australia took silver, 0.32sec adrift, with Canada completing the podium.

    Earlier South Korea’s Kim Woo-min won gold in the men’s 400m freestyle on the first day of the swimming competition.

    Kim clocked 3:42.71 to edge out Australia’s Elijah Winnington, the 2022 world champion. Germany’s Lukas Martens took third place.

    The 22-year-old Kim was on course to break Paul Biedermann’s world record going into the final 100m but couldn’t maintain the pace and finished over two seconds off the German’s mark, set in 2009.

    Olympic champion Ahmed Hafnaoui of Tunisia was a surprise casualty in the heats, coming a lowly 17th overall and missing out on a place in the final.

    New Zealand’s Erika Fairweather cruised to victory in the women’s 400m freestyle, touching the wall over two seconds clear of China’s Li Bingjie.

    Isabel Gose of Germany claimed the bronze.

    Chinese Green project provides 20,000mt of seeds over a decade

    The Chinese Green initiative,  Green Agriculture West Africa Ltd. (GAWAL)  has provided over 20,000 metric tones of seeds to farmers over a decade.

    The initiative being  executed by a Chinese firm, CGCOC Group Co., Ltd, according to a report from the Chinese Embassy, produces and supplies rice seeds and also developes diversified seed business based on the local planting structure.

    The company embarked on agricultural investment by establishing Green Agriculture West Africa Ltd. (GAWAL) in Nigeria.

    Besides large-scale seed company, the firm is also known in agricultural machinery and equipment, construction and operation of agriculture industrial park, agro-processing, agricultural technical training, agro-product trading and agricultural consultancy etc.

    GAWAL, which obtained the seed license from the Nigerian National Agricultural Seeds Council (NASC) in 2010, also runs a 2025-hactrrs of land mechanised demonstration farm in Kebbi State.

    The report said: “From 2011 to date, GAWAL has supplied over 20,000 MT of quality seeds including certified rice seeds, certified maize seeds and foundation rice seeds to Nigeria farmers in over 30 states through such government programmes as Growth Enhancement Support (GES) scheme.”

    The company, the report further stated set up seven seed production cooperatives with more than 5,000 small-holder farmers in Nigeria, through training and disseminating rice and maize seed production techniques to local farmers.

    “Currently our company has an annual seed production capacity of over 10,000 MT,” the report added 

    The firm also disclosed that its high-yield rice variety – GAWAL R1 in Nigeria, has an average yield of over 30% when compared to the most popular local rice variety.

    The initiative has also established the CGCOC Agriculture High-tech Abuja Industrial Park in Abuja, as part of the efforts to support Nigeria’s food security.

    The park also act as the project site of China-Aid Nigerian Agriculture Technology Demonstration Center. which was completed in December 2022. The Center has been transferred to GAWAL for the operation and management to ensure its success.

    The Center mainly includes Agricultural Technology Training Center, Agricultural Technology Research and Service Centre, Agro-Input and Machinery Exhibition Center, Small Scale Agro-Processing Technology Exhibition Center, Power Centre, Photovoltaic Pump Water-saving Irrigation System.

    The report further stated, “In order to enhance the agricultural exchange and cooperation between China and Nigeria, since 2016 company has undertaken the agricultural technical training programmes sponsored by Chinese Government and trained over 400 governmental officials from across Nigeria.

    “The agricultural experts of the Company not only taught and shared the knowledge of modern agricultural technology in such areas as seed production, rice and vegetable cultivation, seed breeding technology, soil and fertilizer sciences, agricultural machinery, pest control, etc.”

    Fed Govt signs $463m agreement with Chinese consortium

    To enhance the availability of electricity to homes and businesses nationwide, the Federal Government of Nigeria, represented by the Ministry of Power, has signed $463 million distribution line upgrade contract with a Chinese consortium. The contract is to be financed by the China Exim Bank has both off-shore and significant on-shore content.

    In a statement by Bolaji Tunji, Special Adviser for Strategic Communication and Media Relations to the Minister of Power Chief Adebayo Adelabu announced the signing of a Memorandum of Understanding (MoU) between the FGN Power Company, the Special Purpose Vehicle (SPV) responsible for implementing the Presidential Power Initiative (PPI) on behalf of the Ministry of Power and a Chinese consortium consisting of China Civil Engineering ConstructionChinese consortium consisting of China Civil Engineering Construction (CCECC) and TBEA Energy.

    This agreement is aimed at upgrading the distribution lines infrastructure under Lot three of the PPI, which encompasses the regions served by Jos, Kano, Abuja, and Kaduna distribution companies. The signing ceremony took place during the 3rd Belt and Road Initiative (BRI) event held in Beijing, China.

    A similar MoU was signed between the Transmission Company of Nigeria (TCN), CCECC and TBEA to establish a super grid for the power sector.  The presentation was conducted by Mr. Liu Wiemin, Global Chairman of CCECC, and Mr. Huang Hanjie, TBEA Global President.

    The Belt and Road initiative, established by the Chinese government a decade ago, seeks to promote infrastructure investment and cooperation across approximately 70 countries in Africa, Asia, and Europe. In 2018, former President Muhammadu Buhari signed the Belt and Road agreement on behalf of the Nigerian Government.

    Speaking at the signing ceremony, Adelabu assured both companies of a long-term partnership, given the strong relationship between China and Nigeria, which was further strengthened at the BRI event. Adelabu also outlined President Bola Tinubu’s administration plans to rejuvenate the power sector by addressing critical requirements and implementing impactful projects.

    The Minister emphasised that despite its current challenges, Nigeria remains a unique and viable environment for investment. He highlighted the significance of the PPI in resolving capacity constraints within the transmission and distribution networks, adding that it is critical to ensure reliable power is accessible to support economic growth across various sectors. Adelabu expressed confidence in the ability of both companies to execute the distribution line projects with the highest standards of professionalism.

    The CCECC and TBEA Energy teams also expressed their commitment to collaborating on the Presidential Power Initiative (PPI) as a consortium in line with the Minister’s vision to create a robust sector for the benefit of Nigerians.

    The Managing Director, FGN Power Company, Mr. Kenny Anuwe stated, the upgrade of distribution lines is a crucial component of the PPI, as the primary capacity constraints are within the distribution sub-sector. Addressing this issue alone will result in the release of at least 2,000MW within the DisCos in the designated Lot.

    Chinese firms, Fed Govt sign $6b pact on power, automobile

    Barely 24 hours after President Xi Jinping pledged his government’s commitment to funding more projects in Nigeria, some  Chinese firms yesterday moved to pump $6 billion into Africa’s largest economy.

    Three of the companies signed Memoranda of Understanding (MoU) with Nigeria to invest $2 billion in vehicle and technology while the others presented letters of intent to embark on $4 billion projects in the country.

    The pacts and pledges took place on the sidelines of the ongoing 3rd Belt And Road Initiative (BRI), in Beijing, China.   

    Vice President Kashim Shettima led the Federal Government team that comprised some ministers and other top government officials.

    A statement yesterday by Shettima’s spokesman, Stanley Nkwocha, also said that Nigeria’s Ministry of Works signed an MoU with China Harbour Engineering Company Ltd for the construction of the Lekki Blue Seaport contract at the Lekki Free Trade Zone in Lagos.  

    Nkwocha said that the National Agency for Science and Engineering Infrastructure (NASENI) signed the pacts with the three Chinese firms – Shangai Launch Automotive Technical Company Limited, China Great Wall Industry Corporation and Newway Power Technology Limited.

    Shanghai Launch is to  establish a new energy automobile facility in Nigeria  “for the production of new energy electric vehicles” while China Great Wall  will be into “turnkey delivery of Unmanned Aerial Vehicles (UAV) assembly line projects.”

    Newway will be involved  in “the transfer of technology on Lithium batteries, electric vehicles and allied technologies.”

    The Chinese firms that presented Letters of Intent  to pull together $4 billion  in investments include  TBEA (solar products); DongFeng Vehicles Co. (vehicle design and production) and HiLong Energy (CNG, LNG, methanol)

    Others are Space Star Technology (drone technology transfer); ENRIC (clean energy utilisation technology); Hidier Group (development of new industrial park), China State Construction Company (building technology and materials); CIMC (natural gas infrastructure delivery); Value Platform International Services Ltd (vocational training) and Acadia Technologies (Shenzhen) Co. Ltd. (smart grids and microgrids).

    Another segment of the event was a meeting the Vice President had with many communications, tech, railway, power and construction giants based in China.

    The companies are    China National Electric Engineering Co. Ltd, China Civil Engineering Construction Corporation (CCECC), China Electronics Technology Group Corporation (CETC), China Railway Construction Corporation ( CRCC), China Communications Construction Co. Ltd (CCCC), HUAWEI Technologies, Senteng International Company Nigeria Limited, China National Electric Engineering Co. Ltd and Zhejiang Dahua Technology Co. Ltd.

    Soon after the ceremonies, Shettima commended all stakeholders, saying that Nigeria has never been this ripe and ready for businesses to thrive.

    He said with the “meticulous efforts” by the President Bola Ahmed Tinubu administration to ensure a level playing field for all investors, the coast was now clear for deepened economic and trade collaborations.

    NASENI’s Executive Vice Chairman Khalil Halilu, said the manifestation of the agreements was a fulfillment of the agency’s commitments to boosting the Foreign Direct Investment drive of the   Tinubu administration.

    “This is a very important day for us at the National Agency for Science and Engineering Infrastructure because it is a day to show the results of some of the work that we have been doing in the last six weeks since I assumed the leadership of NASENI,” Halilu stated.

    During the signing of the MoU on the construction of the Deep Blue Sea Port at the Lekki Free Trade Zone,  Minister of Works,   Dave Umahi, said the massive project was another indication that Nigeria still remained an industrial haven for many investors.China’s President Jinping at a meeting with Shettima on Wednesday,   pledged that apart from refinancing two main rail projects, his country would invest in Nigeria’s power sector and digital economy.

    A’Ibom govt shuts down another Chinese firm over illegal mining

    The Akwa Ibom government has shut down a Chinese firm over illegal mining of Titanium Ore in Ibeno local government area of the state.

    Uno Etim Uno, the state commissioner for environment and mineral resources, disclosed this on Tuesday, August 29, in Uyo when he played host to the Correspondents Chapel of the Nigeria Union of Journalists (NUJ), Akwa Ibom state council.

    This is coming barely two weeks after the government closed down another Chinese company for operating in a residential area and polluting the environment with toxic gases.

    Uno said that following a tip-off, his ministry in collaboration with the ministry of internal security on Monday, August 28, embarked on an unscheduled inspection tour of a Chinese-owned mining company, Ruitai Mining Company, in Esuk Ikim Akeme community, Ibeno local government area.

    The commissioner said: “The team discovered black clay-like minerals contained in sack bags of 50kg, and described by the miners as Titanium Ore.

    “On critical examination of the site amidst tight security, the Managing Director and Director of the company, Zeng Zhonghuan and Huang Ying, were not available at the site. The available staff members could not provide any information or documents.

    “At end of the inspection tour, the following anomalies were uncovered about the operations of the company.

    “The company, Ruitai Mining Company, is purely an exploration company. Its Board of Directors comprises only Chinese, thus, not eligible to acquire the Small-scale Mining License as claimed.

    “The company has not conducted the Environmental Impacts Assessment (EIA) in its mining operations. It has not also submitted the Environmental Management Plan (EMP) among other requirements.”

    Uno said that the government has term decided to terminate the company’s mining operations pending when it legitimizes its operations.

    Fed Govt to enroll 4000 IDPs in Abuja, Nasarawa transitional learning centres

    The National Commission for Refugees, migrants and Internally Displaced Persons (NCFRMI) said that 4000 Internally Displaced Persons (IDPs) would be enrolled into the just launched Transitional Learning Centre.

    The Federal Commissioner of NCFRMI, Imaan Sulaiman-Ibrahim disclosed this while launching the Transitional Learning Center on Thursday in Abuja.

    Sulaiman-Ibrahim said that the initiative was part of the ongoing intervention under its ‘Project Educate All’.

    She said the Commission had engaged 54 instructors from the IDP hosting communities to serve as facilitators.

    “We are pleased to announce that 4,000 learners between the ages of five and 18 will benefit from this phase of our programme in eight IDP camps located in the Federal Capital Territory (FCT) and Nassarawa State.

    “These camps include New Kuchingoro, Takuchara, Karamajiji, Wassa, Waru, New Karshi, Malaysian Garden, and Yimutu, with 700 pupils already enrolled.

    “Furthermore, to ensure the success of this initiative, we have engaged 54 instructors from the IDP hosting communities to serve as facilitators, ” she said.

    According to her, this engagement has not only provided much- needed employment in this communities but also allowed us to prioritize the localisation of our interventions and promote the sustainability of the programme.

    She acknowledged that education played a fundamental role in promoting peaceful coexistence, adding that lack of it during displacement could have severe social and economic consequences for both displaced and host communities.

    She further explained that having access to education during crisis was imperative with over 52 per cent of the 69 million displaced individuals globally under 18.

    She noted that displacement crises were increasingly protracted and often affect the time a child took to grow, develop, and prepare for adult life.

    “Despite significant improvements in enrolment access to education over the last ten years, most children living in conflict-affected contexts are often left behind.

    “We must not forget that education is a fundamental human right, and the right to quality education should not stop because of conflict and displacement.

    “Children must be able to go to school, learn in a safe environment, and be given a chance to develop their full potential, whether they live in an IDP camp, a makeshift settlement, a town, or are still on the move.

    “It is important to stress that education is a right enshrined in the Convention on the Rights of Children and a collective responsibility of all stakeholders”, she added.

    She said the Commission regarded education as an essential foundation for individual, social, and economic development and a pillar for equality, respect, tolerance, and dignity.

    According to her, basic education and vocational skills development are priority areas of our integrated approach towards ensuring durable solutions.

    “Therefore, since 2021, the Commission has scaled up technical and financial provisions in education in emergencies and protracted crises.

    “In line with the Commission’s camp exit strategy and delivering durable solutions to persons of concern (POCs), with strong consideration for host communities, the Commission signed a Memorandum of Understanding with Aid for Rural Education Access Initiative (Areai).

    “This is to support the implementation and facilitate access to accelerated and informal educational opportunities for IDP, refugee, and migrant children.

    “This is through a comprehensive multi-layered approach that matches learning and academic skills with psycho-social support and life skills training, ” she said.

    She said the main objective was to promote social integration or re-integration into formal education in camps and host communities.

    She further explained that the Transitional Learning Center was an outcome of this very robust collaboration.

    “The learning center is more than just a school. It is a place where children can regain a sense of normalcy and stability in their lives.

    “It is also a place where these children will make friends, learn new skills, and dream of a brighter future and build their foundation needed to succeed in life.

    “Given the human-centred design nature of our interventions as a key fundamental of our Strategic Roadmap, it is important to note that aside from members of the IDP community, host community members are also playing a critical role in co-leading the implementation process of the Transition Learning Centers.

    “Bi-monthly workshops for key stakeholders are deployed as part of quality control measures.”

    Sulaima-Ibrahim also said that workshops are also hosted at the Centre that focus on training local stakeholders and women groups on peacekeeping, self-awareness, basic hygiene education, and prevention of violence against children, including gender-based violence (GBV) and disabilities.

    “In addition to providing comprehensive education, the Commission is committed to promoting sexual and reproductive health and HIV prevention of children in displacement”, she added.

  • Govt prepares staff to take over Abuja Lightrail from Chinese

    The Federal Capital Territory Administration (FCTA) has commenced series of intensive technical training for its staff, who are integral part of Abuja Rail Mass Transit (ARMT) operations team.

    Our correspondent reports that the  training is part of the arrangements for full takeover of the management of the ARMT, otherwise known as Abuja Lightrail, when the China Civil Engineering Construction Corporation (CCECC) currently jointly managing it exits the system, in the next two and half years.

    Speaking at the opening of the training in Idu, on Monday, Assistant Director, Engr. Mustapha Mallumbi, FCT Transportation Secretariat said the essence of the training is for members of the FCT Rail operations staff to boost their knowledge base of the system.

    Mallumbi added that the training organised by CCECC will improve the safety of the rail system and patronage.

    While recalling that actual operations of the rail commenced since last year July 13, 2018, said currently, it’s a joint team operations and management by the CCECC and FCT Administration.

    He disclosed that according to the plan, in the next two and half years to come, ARMT system, designed to cover the entire FCT and environs, which is over two hundred and thirty plus kilo meters, spread into six lots, will fully be in the hands of the locals.

    “So far, what we have done is only lot 1A, Lot 3 that’s about 45km, which covers the city centre through Idu to Airport; and from Idu to Kubwa,” he stressed.

    Also speaking, Deputy General Manager, Rail Operations Department, CCECC Nigeria Ltd, Tom Tang, said the training is core part of the arrangements for the technical transfer of ARMT operations and management to the local staff, to let them master all the necessary skills and knowledge to completely manage it.

    He said after the training which will last for three months, more trainings will follow adding that: “We have a lot of equipment in the system which the local staff needed to know how to operate and manage effectively.”

    The Assistant Director, Electrical, Transportation Secretariat, Engr Chika Ifesi, who is part of the FCTA Rail operations team, described the training as apt and a welcome development, because it enables FCTA, Nigeria Railway Corporation (NRC) and CCECC to work together as a team.

    She said: “We have to be trained together, so that we have the same approach to the system, processes, challenges and solutions.

    “We felt that there is a need for all team members to sit together and learn intensively for months, so that in the coming years, our people will able to take over the management of the entire system, when the Chinese exit, to probably build more lots.”
